Snow Removal this Winter – What You Need to Know The Snow removal program aims to reduce hazards in the community, ensure roadways for emergency vehicles, and provide access to goods and services in the community.

Our crews strive to deliver excellent service, however sometimes weather can be unpredictable, and snow and ice control activities may vary. Every reasonable effort will be made to remove snow and ice and create safe driving and walking conditions promptly.

There are ways you can help to ensure to keep streets clear and safe - Do not shovel, blow, or push snow from private property onto the street – this causes snow ridges on your driveway when our plow cleans our street.

- Do not plow or pile snow on streets or hydrants – this can block access to manholes, water valves, and access to water in case of fire.

Admission to the Expo is $2, watch for updates in the coming weeks on the weekend’s activities.

- Clear your driveways in advance of the city’s snow clearing operations - this helps our operators clear your street more efficiently as well as more clearly see driveways to avoid ridging.

Big Changes Coming for Water Meters

The City of Martensville is initiating a program where existing water meters will be replaced with new automated water meters. Neptune Technology Group will be installing the meters by area and will be contacting homeowners to make appointments for the change-out.

This project will begin in late February and be completed city-wide by July. To learn more, please check the information piece with your water bill or visit martensville.ca.

Lane Usage During Spring Thaw The City of Martensville encourages residents, for which their lane is a secondary means of access to their property, to limit their usage during the spring thaw period. Heavy or repetitive vehicle usage during spring thaw and wet conditions can cause further rutting and reduce drainage. This limits the ability of crews to conduct maintenance on the lanes in a timely manner and increases time required to reshape lanes.

- Do not leave large piles of snow at the corners of driveways – this snow can be caught by a raised snow-gate blade and topple over into your driveway or the street.

- Prevent snow from piling up on the front of your driveway by moving it near your tree/lawn areas behind your walkway.

- Watch for posted areas for Snow Removal - In case of snow and snow removal, crews need to have roads cleared of all vehicles on posted streets. If you are going out of the City over the holidays, please have your vehicles off City streets. Vehicles left on the street per the traffic bylaw are ticketed and towed (to a non-posted area).

- Stay Clear of Sanding Trucks - Crews apply a mixture of salt and sand on our streets and intersections to ensure safer driving conditions. If you are near or behind the sanding truck you are reminded to stay back 15m to allow the truck to disperse materials and to prevent materials from potentially hitting your vehicle.

Final Day of Public Skating Sees Big Turnout Shanine Sealey, Martensville Messenger

On Sunday, March 13th, over 170 people took part in one of the City of Martensville’s most popular events. Glow Skate ran from 1:00pm-2:30pm at the Sports Centre. This event consists of dimmed lighting, glow sticks, music and those attending are encouraged to wear their brightest colours, craziest hats and just come out to have some fun.

Admission was by donation to Martensville KidSport, or by donation of non-perishable food items to the Martensville Free Pantry. Over $500 was raised, which will all go towards helping youth in Martensville participate in organized sports.

“Glow Skate is always well attended, as it not only is a giant glow party with DJ Randy, but it is also the last day of public skating. Over the last few years, we had to cap numbers because of COVID restrictions, so it was nice to see all the smiling faces,” Jamie McCulloch, City of Martensville Recreation Coordinator II, stated.

Glow Skate was made possible thanks to sponsorship from Lakeview Insurance Brokers, Scott Roofing and Canadian Tire. “Sponsorship is so important because it allows us to host these fun events and be able to donate the proceeds to organizations like Kidsport. It also reduces the cost to participate,” McCulloch added.

Other fun events coming up include Easter Geocache, which begins April 18th and runs until April 24th, followed by the Martensville Business Expo on April 29th and 30th. On May 7th, the popular Amazing Race Martensville will be taking place, with registration for this event currently open. SGI Customers To Receive $100 Rebate Per Vehicle

This spring, SGI customers will receive a $100 dollar rebate for each vehicle they had registered as of March 9, 2022.

Everyone who registers a vehicle pays into the Auto Fund, Saskatchewan's self-sustaining, not-for-profit basic vehicle insurance program. The Auto Fund does not take or receive money from the Government of Saskatchewan. The Auto Fund has a Rate Stabilization Reserve (RSR) that acts as a "rainy day" fund to cushion customers from sudden increases in their vehicle insurance.

"Our government is pleased to deliver this benefit back to the people of Saskatchewan," Minister Responsible for SGI Don Morgan said. "The Rate Stabilization Reserve has a surplus that was largely generated by its well-performing investment portfolio. We believe it’s fair that all Auto Fund customers benefit equally, regardless of how long their vehicle was registered or the premium they pay for that vehicle. All drivers are facing higher fuel costs, regardless of what they’re driving."

Rebates of $100 will be provided to the owner of each vehicle or motorcycle that was registered as of March 9, 2022. All classes of vehicle (private, commercial, farm etc.) are eligible. Trailers and snowmobiles are not.

Initial estimates put the total cost of the rebates at approximately $95 million dollars. Rebates will be issued to the person or entity listed as the registered owner.

Customers who had multiple vehicles or motorcycles registered as of March 9, 2022, will receive rebates for all vehicles combined into one cheque.

Over the next number of weeks, SGI will prepare more than 700,000 rebate cheques. Customers are encouraged to ensure their mailing address is up to date with SGI before mailout occurs later this spring at a date to be determined.

The U15A Marauders have had a very successful season with 22 wins and 2 losses finishing first place in their regular season.

In City Playoffs they had a bye in round 1 and defeated the Flyer/RedWing Jackals 6 – 1 on Friday, March 11. The second game was played on Monday, March 14 against the Wild/Renegade Rebels with the Rebels coming out on top 4 – 2. Their next game will be Thursday where they are in a must win situation.

This team has been going strong in Provincials as well where they defeated Battleford in the first round 11-1 and 6-2.

In round 2 they played against Meadow Lake winning back-to-back games 8-2 and 4-3, and now face Swift Current in the third round.

The U15AA Marauders continue to shine this year and have won round 1 of the SAAHL playoffs.

Their first opponent was the Saskatoon Stallions where they played their first game in Martensville on March 8th winning 2-1, and then on March 12th in Saskatoon defeating them 4-1.

Coach Chris Mathies said their scoring has been led by Kazden Mathies with four points, (1 goal and 3 assists) and Teigan Semchyshen (2 goals). Simon Garchinski, Kash Ringdal and Cohen Klassen also contributed to their wins, and each have two points. “Corben Schnurr has played net in both games, stopping 56 of 58 shots for a 0.966 save percentage,” said Mathies.

Game one of the second round is expected to be on Thursday, March 17.

They will either be playing the Saskatoon Bandits or the West Central Wheat Kings.

Partnership Creates Unique Opportunity For Martensville Youth Shanine Sealey, Martensville Messenger

A partnership between Possibilities Recovery Centre and Carter’s Counselling Services has created a new opportunity for local youth called Martensville Youth Connection (MYC), which is a drop-in support located at Forged Fitness taking place Monday, Wednesday and Friday from 3:00pm – 9:00pm.

The idea for this support came after realizing that there was a lack of programming options for young people in Martensville. “I started seeing children and youths through my counselling business, Carter’s Counselling Services, in Martensville.

Having worked in Mental Health and Addictions in the past, I knew there were many youth programming options and resources in Saskatoon, but none specifically in Martensville. As a social worker, I know that transportation (among other things) can be a barrier to accessing resources and I wanted young people in the community to be able to access services without barriers,” Katharine Carter explained.

MYC will offer mental health and addiction education and programming, which include information, education and skill-building opportunities for those aged 12-16 years old. Topics covered will include areas such as mental health, addictions, coping skills, employment readiness, resume writing and more.

Youth attending can read, work on homework, play cards or games, work out at the gym, or partake in activities that are lined up. They will also be provided with free access to healthy, nutritious snacks as part of a holistic care philosophy.

Programming will take place from 6:00pm to 8:30pm and will be selected and overseen by a Registered Social Worker and delivery by diploma level counsellors that have also lived experience with addiction and mental health disorders. The first hour will include education and discussion on subjects such as positive self-image/self-esteem, triggers, self-harm, suicide intervention, mental health and addictions, and resources that are available in the community.

The final hour will involve role-playing the new skills and small group discussion of how to implement these skills in daily life. Staff can also complete recommendations or referrals to other agencies and resources as needed to further support the youth’s mental wellness and set them up for success. This could include medical visit recommendations, mental health counselling, addiction treatment programs or sports and athletic programs.

Additionally, MYC will work to connect youth with opportunities in the community to prepare them for the workforce with businesses looking for student workers or volunteers.

“We feel this is beneficial because youth need something meaningful to do, especially during the pandemic, which has isolated all of us for the past two years. They need social connection and a welcoming place to go where they can talk about what’s bothering them, receive education and skills training, learn about healthy coping skills amongst other things. The benefits are immeasurable. Youths are our future, and when they are healthy as individuals, it contributes to the health of the community and society in general,” Carter stated.

Carter’s Counselling Services opened in December of 2020, and at that time, Carter saw that there were limited options for counselling services within the community.

The partnership with Possibilities Recovery Centre (PRC) came after Carter began looking for ways to expand youth programming and services in Martensville. PRC was working on developing a youth mental wellness program and the two met to discuss ways to support one another and discovered similarities in their goals, so decided to work together. “PRC is a registered charity, and they are able to issue tax receipts for donations. This helps immensely raising funds as our goal remains to keep this program available free of charge for everyone. To do that, we rely on grants, donations, and investment from the business community,” Carter explained.

MLA Terry Jenson’s Report from the Legislature Province Stands Ready to Help Ukrainians

Time to Get Serious About Addressing a Crisis The problem with the ever-so-serious business of governance is that far too many see it as less of a priority than the fun and games of politics. Governing is serious business, often requiring tough choices. Politics? Well, there’s a reason why they call it “playing” politics.

As we emerge from this two-year pandemic into a war in Europe with devastating human and economic consequences, there seems little time for games. Sadly, history might yet compare this period we are now in to the one more than 80 years ago when we were emerging from a global depression into a world war.

Thankfully, we aren’t at the crisis level yet.

Hopefully, this isn’t where we are headed. Hopefully, things will be resolved long before we get there, but as it stands right now, the political games we get to play when things are going well in society aren’t really a good option for us right now.

Right now, it’s about getting down and dealing with some serious issues. The good news is that opening days of the spring sitting - one that took a different, more sober tone - suggests we do have a least some capacity to recognize serious issues and take a serious approach when it comes to dealing with them.

On the first day of the spring sitting, each MLA had a blue and yellow Ukrainian flag on their desk - a bold reminder that there are serious matters elsewhere in the world that are beginning to hit pretty close to home.

Saskatchewan MLAs immediately went into an emergency debate on the Russian situation that produced a rare unanimous vote of condemnation. Maybe it was little more than a gesture from a small province no more meaningful or effective than pulling Russian vodka from liquor store shelves or offering a rather paltry $100,000 for humanitarian aid to Ukraine. But it’s thousands of such small gestures from all around the world that hold up hope for a quick and peaceful end to this crisis through a combination of economic sanctions and condemnations.

Also, it’s no small deal that Saskatchewan is committing to bringing in “thousands” of Ukrainian refuges regardless of their skill sets or economic status.

“We think it all adds up to the fact we take very, very large numbers of refugees right now,” said Trade and Export Development Minister Jeremy Harrison.

Similarly, credit the Saskatchewan Party government and Premier Scott Moe for offering some serious thoughts on how this struggle is already affecting Saskatchewan residents. Noting the dramatic rise in pump prices, NDP economy critic Trent Wotherspoon proposed the government lift the province’s 15-cent-a-litre gasoline tax as Alberta is now doing.

The gas tax is providing $478 million to Saskatchewan government coffers this year. It was an odd position for the Saskatchewan NDP to take and not just because it was siding with Alberta conservatives.

This is an opposition that has criticized the Sask. Party administration for deficit budgeting and debt. It’s also complained about not enough money for health and social programs, and the NDP hasn’t exactly been shy about supporting some form of carbon tax as a means of discouraging fossil fuel use.

To Moe’s credit, he made the point that revenue is needed to address problems and he further made the point that the world needs secure energy supplies from places like Saskatchewan, so we don’t have to rely on Russia.

It was a serious response to one of many serious problems. We don’t always get that in a world where politicians see politics as a game. This was the problem with the trucker convoy and border blockades - people who thought they had serious issues about their “freedoms” being infringed upon.

Right now, there seems little time for such games.

Last week marked the start of the spring sitting of the Saskatchewan Legislature. As we gathered to open the Assembly for the first time this year, Ukraine fights for their right to enjoy the same democratic process. Pins, flags and buttons with blue and yellow emblems could be spotted throughout the building this week as our hearts and minds remain focused on Ukraine.

Saskatchewan stands with our friends and family in Ukraine as they face an attack on their homes by Russia. A motion introduced by Premier Scott Moe was approved, calling for Russia to stop their unprovoked aggression towards neighbouring Ukraine.

Communities across the province have been coming together to show support through vigils, prayer events and protests against the violence.

These events held in unison with thousands more around the globe are sending a message that the world will not tolerate this act of war.

We have made several commitments to help those who need assistance, including a $100,000 donation to support humanitarian efforts on the ground. SaskTel has waived long-distance and texting fees from Canada to Ukraine. We are working with post-secondary institutions to determine the impact on our international students.

The Saskatchewan Liquor and Gaming Authority has delisted Russian products from their distribution centre and removed them from retail stores.

And most importantly, we are committed to providing a safe place for those fleeing the brutal attacks.

Around two million people have fled the country so far. To put that into perspective, the entire province of Saskatchewan and Nova Scotia would have to pack up what they could carry and leave. Europe will not be able to help all of those people alone. They need our assistance.

The Government of Saskatchewan has met with Ottawa to let the federal government know that we will accept an unlimited number of Ukrainians fleeing the violence. Priority will be given to Saskatchewan Immigrant Nominee applications received from Ukraine.

Our government is working with community members to ensure support, programs and services are ready for when our friends arrive. The Ukrainian Canadian Congress of Saskatchewan will receive $335,000 in funding for dedicated community coordinators to provide information and assistance to individuals or groups who want to help our new neighbours. They will assist Ukrainians with settlement and language services, along with potential employment opportunities. Saskatchewan is ready, willing and able to help in this global effort to stand against tyranny.

Forestry Sector Sales Reach All-Time High

As the Spring Sitting progresses, our government will outline plans for 2022 and beyond. Plans that will show the world that Saskatchewan has the people, resources and drive to lead the nation. Great progress has been made in recent months, and we will keep on track to ensure that hard work will benefit everyone who calls Saskatchewan home.

The forestry sector is an example of the work that goes on over the course of several months and, in some cases, years. Sales in 2021 increased 60 per cent over 2020, reaching an all-time high of $1.8 billion. We are on track to achieve our goals of doubling forestry growth by 2030 and substantially increasing the value of our exports.

These gains are just the beginning, as we anticipate over 2,600 more jobs in the sector thanks to timber allocations announced last fall for four major projects. These projects include an oriented strand board mill for Prince Albert, expansion of the Carrot River sawmill, upgrades to increase lumber production at the Big River sawmill, and the re-opening of the Prince Albert pulp mill totalling nearly $1 billion in capital investment.

And we were pleased to welcome the newly 22033KK0 elected MLA for Athabasca, Jim Lemaigre to the 22033KK1 Legislature last week. Jim was chosen by the people of Athabasca in a by-election last month. This is the first time the constituency has been represented on the government side of the Assembly since 2007. It’s great to have such a strong voice for northern Saskatchewan on our team.

Martensville Youth Making a Difference Shanine Sealey, Martensville Messenger

Youth in Martensville never cease to do incredible things and Project Change at Martensville High School is proving that once again. This group of over 40 students decided that rather than sit back and watch tragedy unfold in Ukraine, they would step up to do something to help.

On Thursday, March 10th, Project Change hosted a Donut Sale in partnership with Nestor’s Bakery in Saskatoon, where they raised $1109.60. Students also hosted a Blue & Yellow Day at school to show their support for the people of Ukraine.

On Thursday, March 17th, Tammy Miazga will be donating time to teach a Centergy/Yoga class to all students interested, and Project Change is asking students to make a donation of $5-$10 to attend the class with all proceeds going to the Red Cross Ukraine Humanitarian Crisis Appeal.

Additionally, Project Change students are working with Rochelle Wotherspoon, the owner/operator of SoulPower Fitness in Martensville, to organize a Candlelit Restorative Yoga Class, which will be held at SoulPower Fitness on Friday, March 25th from 7:00pm8:15pm. The cost is $25, and all proceeds will be donated to the Canadian Red Cross Ukraine Humanitarian Crisis Appeal. Those interested can register for this event on the SoulPower app.

Project Change has a direct donation link (https:// www.redcross.ca/UkraineCrisis/MHSProjectchange) for parents and families that are wanting to make a donation and receive a tax receipt.

A “Rock Your Socks” campaign will be taking ABOVE: Project Change held a Donut Sale on place at Martensville March 10th to raise money to help support the people of Ukraine.

High School and students are encouraged to wear bright, loud, fun or mismatched socks to celebrate and raise awareness, advocating for the rights, inclusion and well-being of people with down syndrome.

“Ability in Me (AIM) is a provincial nonprofit, charitable organization in Saskatoon. AIM offers specialized programs that support individuals with Down syndrome and their families. Programs like AIM contribute greatly to the participants' quality of life. The learners at AIM colour and sell ‘Socks for a Difference’.

Next week Project Change will be selling these socks in the front foyer before school and at lunch if you are interested in purchasing a pair! Socks are $15 each and all proceeds go directly back to AIM,” MHS Teacher Breanne Cooper stated.

Sask Health Authority Now Endorsing Throat Swabbing for Rapid Antigen Tests

On Monday, March 14th, the Saskatchewan Health Authority (SHA) announced that they are now endorsing the use of throat and nares (nasal) swabs for rapid antigen tests, stating that evidence shows that although both nasal and throat methods are acceptable, throat swabs provide better results for detection of COVID-19 and the Omicron variant.

To perform this procedure properly, SHA recommends taking a throat swab first, then one in each nostril, using the same swab. SHA noted that there are seven steps to collecting a throat and nasal swab for the rapid antigen test: 1.

Do not eat, drink, vape, smoke, brush teeth or chew gum 30 minutes prior to testing 2.

Prepare by washing your hands and laying out the supplies needed on a clean surface, which include tube rack, testing device, tube and cap, buffer fluid and swab.

3.

Prepare the test according to package instructions. (Tests may vary depending on brand; however, most require buffer to be added to the tube and placed in the rack prior to placing the swab inside the tube).

4. Obtain throat swab by swabbing the back of the throat – avoiding the tongue, teeth and lips. Swab the tonsillar area in the back of the throat for five seconds on each side. or email 5. Obtain nasal swab by swabbing the nostrils, advertising@martensvillemessenger.ca using the same swab. Insert the swab approximately 1cm into the first nostril, rotate five times, remove and repeat on the other side.

6. Process the sample by following package instructions and waiting the allotted time to read test results.

7. Positive tests do not require a confirmatory PCR test.
