Tax Exemption For New Construction of Storefront Businesses Discussed at March Committee of the Whole Meeting Shanine Sealey, Martensville Messenger

The March Committee of the Whole meeting for the City of Martensville was held this past Tuesday with numerous topics being covered. Firstly, Ted Schaeffer, City of Martensville Recreation & Community Services Director, discussed a Parks & Green Space Policy for the community. Within this policy, Schaeffer notes that administration has reviewed the current policy and now wishes to provide an updated policy that will clearly outline the minimum standard to which all future parks and green space areas must be developed. Schaeffer brought forward several alterations to Council and requested feedback from Council before bringing it back to a regular Council meeting for approval. If approved, Schaeffer noted that the changes would provide well defined minimum standards that would be communicated clearly to developers. Council was on board with the changes, and the item will be brought back to a future meeting. Schaeffer then presented Council with a letter from the Martensville & District Lions Club. In the letter, the Lions Club notes that this year they are celebrating 40 years in the community, and in honour of this milestone; they would like to construct a shelter/ shade facility within the Lions Park. The Lions Club is requesting funding from the City for the project, which they would pay back over a number of years that will need to be determined. The funding requested would range from $25,000 to $30,000. Council was in favour of supporting the local organization; however, requested more information before a final decision could be made. City of Martensville Community Economic Developer Manager Dillon Shewchuk presented a report to Council which provided a recap of the last month. Within the report, Shewchuk noted that there has been interest from two separate businesses to build within the South Business/Industrial area of Martensville; Jetpatcher and Ayotte Plumbing and Heating. Shewchuk has also been working on marketing items for the new Recreation Facility, the Martensville Senior Housing Project, preparing for the Martensville Business Expo and more. Additionally, Shewchuk also discussed the recently released 2019 Communications Plan for the City of Martensville. This is in place as an effort to better communicate with residents and to better focus 19033KK0 communications towards 19033KK2 targeted sectors. The annual Communications Plan first started in 2012, and this year, includes a focus on recreation and to supplement and align with efforts towards a new multi-purpose facility and to build on assets such as Kinsmen Park. Council was asked to review the Communications Plan, and if acceptable, endorse it. Following this, Shewchuk then explained in more detail regarding the details from Jetpatcher and Ayotte Plumbing & Heating for the new construction that will be taking place within the South Business/Industrial Area of Martensville. Both businesses would be eligible for the City of Martensville’s Economic Development Incentive bylaw, which if approved, would provide Jetpatcher with a 3 year tax exemption, and Ayotte Plumbing & 19033BG0 19033BG1 Heating with a 5 year tax exemption. Council was in favor of approving the request and both items will be brought to an upcoming meeting for formal appoval. Protect your Property and Be Ready for Spring Thaw

With prolonged cold temperatures and snow accumulation, and now moving into milder climates, we are expecting a rapid melt. This may lead to seepage of water into basement or water to accumulate on property. We are all responsible to protect our own property and mitigate any potential risks. Provided are some helpful tips and tasks to help prevent water seeping into your basement or accumulating on your property.

All Regular Council Meetings and Committee of the Whole Meetings are open to the public. All meetings commence at 5PM. Those wishing to address or do a presentation to Council must be placed on the agenda. To be placed on the agenda please contact the City Clerk’s office at City Hall or visit the website for details. 1. Extend downspouts at least two metres (six feet) from your basement walls. The further the water is from the foundation, the less chance that it will make its way into your basement. Splash pads can help direct the water to a permeable surface, such as a garden or lawn. Clear debris from your eavestroughs (gutters) to prevent them from overflowing. If your eavestroughs or downspouts overflow even when they are clean, install larger ones. 2. Consider moving snow away from the foundation of your home, to prevent a large degree of melting immediately adjacent to your foundation. 3. Ensure proper grading around your home and property or build up the ground slope around your home. Soil should slope down from your foundation and window wells for at least two to three metres (about six to ten feet) at a drop of at least 10-20 centimetres (about four to eight inches). If water soaks into the ground within the backfill zone, it will accumulate next to your basement walls and floor, where it can leak in or damage the foundation. Check your ground slope annually, because soil, sidewalks, patios, decks and driveways can settle over time. You can find grade elevation information on Martensville. ca 4. Check the drainage paths on your property. Ensure that storm water flows to the lane or street, not towards your home. It also shouldn’t flow into your neighbour’s yard. Property should be graded to keep water flowing in the right direction. If water pools on your property, consider pumping it to the street. 5. Fix leaks in basement walls, floors, windows and doors. 6. If you have protective plumbing, such as backflow valves and sump pumps, make sure they are working properly. 7. If you are away from your property for a period (2-3 days) have someone check the property to ensure water is not coming into the basement. 8. Elevate and/or store important equipment and personal items as to avoid damage in case of water seepage.

The Martensville Marauder hockey teams are in the midst of provincial playoffs as both the Peewee teams and Bantam teams advanced to the second round. The Peewee A Marauders hosted Battleford in game one of the two game total point series Thursday, February 27 where they won 8 to 3. Game two was in Battleford on March 2, where they lost a tight one 3 to 2. They took the series in total points and advanced to the next round for the Northern Provincial championship against Meadow Lake. They hosted game one on Saturday, March 9. Meadow Lake has a 5-point lead in the series. The Peewee team will travel to Meadow Lake for game two on March 16. The winners of this series will face either Swift Current or Yorkton, who will come out of the south. The Bantam A team also advanced winning their series over Warman. They won both games by a score of 3-1 and 4-2. They travelled to Swift Current on March 9. Swift Current will return to Martensville on March 16. Puck drop is 4:15pm. The winners of this series will face the winner between Yorkton and Lumsden. The Midget A Villains travelled to North Battleford for their first game in provincials where they took the first game 5-4. The Villains fell to North Battleford in their two game total point series with a loss at home March 2. North Battleford will face Warman in the next round. The Peewee AA team, coached by Chris Mathies, are in the second round of provincial playoffs as they faced the Kodiaks at home on March 8, winning the first of the best of three by a score of 6-2. Game two was Saturday where they lost a squeaker 2-1 taking it to a third game on Monday where they lost another close one 4-3. The Peewees were seeded first in the Saskatoon League coming into provincial playoffs. The Bantam AA team, coached by Shaun Priel, played the Battleford Barons in the first round taking the series in two games. They won the first game in overtime 2-1 and the second 5-2. They advanced to the second round and faced Warman in the first game Tuesday winning 6-5. Game two is at the Legends on Friday, March 15 at 8:15. The Bantams are seeded #1 in the Northern Division.

For their first season back on the wrestling scene, the MHS Royals Wrestling team has had great success. On March 2nd, our team traveled to Weyburn to compete in the SHSAA Regional Championship. As a team, our male wrestlers finished fourth overall and our female wrestlers finished tied for second overall. Six of our ten wrestlers at this event qualified for provincials. Finishing in fourth were: Arwen Claypool, Quinton Pike, Toryn SwystunBernes, and Brooke Zaleschuk. Finishing in second were: Ashton KwitkoskiMihalich and Tatyana Laviolette. The following weekend those six were in Regina for the SHSAA Provincial Championship. It was a great learning experience for a group of rookies, and all of

the wrestlers put in their best performances of the year. As a team, our male wrestlers finished sixth overall in the 3A category and the female wrestlers finished third overall. Ashton Kwitkoski-Mihalich finished in the top eight. Brooke Zaleschuk finished top six, with two of her losses coming to the gold and bronze winners. In a tough three-way competition, Tatyana Laviolette won a well fought match against the eventual gold medalist to earn a bronze medal of her own. The highlight of the weekend was Toryn SwystunBernes winning 5 of 7 matches in the 82 kg male category to take home the bronze medal in a surprising showing for a grade nine athlete. With all of the Royals wrestling team eligible to be back next year, C o a c h Loeffler and Coach Salzl are excited to have a strong team that’s ready to build on the incredible success of year one!

As a recipient of this award, he is also offered a spot in the upcoming football academy at no cost. All award winners are considered SMF ambassadors within their schools where they continue to show leadership with the players on their team. They will also encourage teammates to participate in future academies or pursue other programs with Saskatoon Minor Football including coaching and officiating. Peewee Villains Host Meadow Lake Janine Hayward, Martensville Messenger

The Villains, coached by Koby Unser, have had a great season so far defeating the Battlefords in the first round of provincial playoffs. They played with heart taking the first game of that series 8-3. They advanced to the second round where they faced Meadow Lake Stampeders in game one at home on Saturday to determine the Northern champion. The winner will go on to face the south champion series against either Swift Current or Yorkton. They were down early in the first 3-0, but came out hard in the second period getting on the scoreboard when Nolan Blythe found the posts. The Villains were plagued with penalties and were able to fend off the Stampeder power play for the most part in the third. They were down but not out when in the third they had a late surge and Brayden Skene scored the Villains second goal. Josh Olson was stellar in net turning away 41 of the 48 shots he faced. The team will travel to Meadow Lake next Saturday for game two of the series having to make up a five-point deficit. Good Luck to the Villains.

MLA Report With Nancy Heppner Legislature Back in Session

The Saskatchewan Legislature is back in session. We are on track to deliver a balanced budget and committed to keep standing up for Saskatchewan, defending jobs and families across our great province. The economic outlook for Saskatchewan is strong. Jobs are up, unemployment is down and exports are expected to increase. Saskatchewan’s GDP growth is expected to be higher than the national average, and the highest in the prairies. The Conference Board of Canada believes our agriculture, oil, and potash sectors will drive this growth. Saskatchewan is also the most attractive place in Canada for mining investment according to the Fraser Institute’s Annual Survey of Mining Companies. The survey found that Saskatchewan is the world’s 3rd most attractive jurisdiction for mining investment and has moved into the top spot in terms of government policy. We’re going to keep working to ensure our world class mining sector creates even more opportunity for generations to come.

Our government has been clear from the start: our made-in-Saskatchewan plan will achieve real emissions reductions, while the Trudeau carbon tax, with its multi-year increases, will only impose costs on families with virtually no impact on emissions.

Federal Government Putting Future Growth at Risk Right now, much of Saskatchewan’s growth and opportunity is at risk with a forced federal carbon tax, Bill C-69, and a lack of market access for our export products. Bill C-69, for example, will not accomplish its stated goals of streamlining or efficiency in getting resource projects built. It will only add uncertainty and further delays. The current system is not broken – what seems to be broken is political will and pride in the resource sector that Canada is known for. While we await a decision on our government’s court challenge of the federal carbon tax, the Trudeau government will be forcing the tax on Saskatchewan. The federal government should stop its forced carbon tax until the courts have had their say but they won’t. Starting April 1, the cost of the federal carbon tax is going to make it more expensive to gas up our vehicles, heat our homes and keep the lights on. This is unfortunate for families and businesses across our province. SaskPower worked hard to ensure there would be no rate increase this year, and our government is currently reviewing a request by SaskEnergy to reduce natural gas commodity rates to

Shanine Sealey, Martensville Messenger Canadian Blood Services will be holding a blood donation clinic in Martensville on March 25th at the North Ridge Community Centre with time slots available from 5:45pm to 7:55pm. The need for blood donation is always there, and when blood is required to save a patient’s life, multiple donors are needed, as seen below. For those that have not donated in the past, the entire process takes just over one hour and in total, the blood donation consists of approximately 450ml, which is slightly less than half a litre or two cups. “This represents a small portion of the blood in a person’s body, as the average adult has about 5 litres,” the Canadian Blood Services website explains. If you are unable to attend the clinic that will be taking place in Martensville, you can always go to the Canadian Blood Services office in Saskatoon, located at 1206 Emerson Avenue, where they hold donation clinics each week. “The need for blood is never ending. I have had leukemia and needed blood, and will eventually have heart surgery and will need it again and I am just one person. THIS WEEK IN SPORTS RESULTS AS OF TUESDAY, MARCH 12

The Tampa Bay Lightning have become the first team to clinch a playoff spot in 2019 with their 52-13-4 record. Tampa has been almost unstoppable this season thanks to the goaltending of Andrei Vasilevskiy who has a 31-8-4 record with a 2.24 goals against average and .931 save percentage. Oh, and Nikita Kucherov has the most points in the league with 110 through 69 games. “Kuch” broke the Lighting’s single season points record (and still has 13 games to play) that was previously held by long time Lightning star Vincent Lacavalier when he scored 108 points back in 2006-07. With the top team cementing a spot in playoffs it’s usually not long until the bottom team is eliminated. Just one day after the Lightning punched their ticket to the post-season, the Ottawa Senators had what little chance they had snuffed out. The Sens loss to the Boston Bruins on Saturday making it impossible for them to make up the 27-point gap between them and the final Wild Card spot. As for the rest of the Canadian teams the Calgary Flames are still the best in the north even after a four-game losing streak. Calgary was able to snap that slide on Sunday with a 6-3 victory over the Vegas Golden Knights. The win also put the Flames back on top of the Pacific Division and the Western Conference with the San Jose Sharks nipping at their heels just one point back. The Toronto Maple Leafs have six wins in their last eight games and are trying to catch up to the Boston Bruins who are four points ahead of them for second in the Atlantic Division. It’s pretty clear Toronto will be playing Boston in the first round of playoffs but a second place finish would mean home ice advantage in the sevengame series. The Winnipeg Jets are on a bit of a slide with just four wins in their last 10 games. Winnipeg is barely holding on to the top spot in the Central Division by only one point over the Nashville Predators. Montreal is the closest Canadian team on the outside of playoffs looking in as they are tied with the Columbus Blue Jackets for the final Wild Card spot, but the Jackets have a game in hand so they have the spot for now. Montreal has lost three of their last four games including an 8-2 blowout courtesy of the 27th overall Anaheim Ducks. Hopefully this sparks the Habs and they can make a final push for the post season. The chance for the Edmonton Oilers to make the playoffs is a little more difficult but they are on the right track with four wins in their last five games leaving them seven points back of the playoffs with 14 games remaining. The Vancouver Canucks are in the same boat as the Oilers but aren’t performing as well. Vancouver has a 2-6-2 record in their last 10 games and find themselves nine points back of a Wild Card spot with 13 games left to play. The young kids are getting tired and it’s showing in the Canucks lack of offence. Vancouver has scored three or more goals only once in their last six games.
