Lake Vista II Development Plan Presented at Martensville Committee of the Whole Meeting Shanine Sealey, Martensville Messenger

Martensville City Council spent much of its March 10th Committee of the Whole meeting reviewing the proposed Lake Vista II Concept Plan, a major residential development that could eventually bring nearly 4,000 new residents to the community.

The meeting included regular agenda items such as land acknowledgment, declarations of conflict of interest, council round table discussions, and in-camera sessions addressing legal and long-range planning matters. Council also received a presentation from the RCMP and reviewed administrative reports related to development planning.

The primary focus of the evening was the Lake Vista II Concept Plan, which outlines the development of approximately 167 acres of land located north of the existing Lake Vista neighbourhood. The area represents about 60 hectares of land, with approximately 44 hectares identified as developable. At full build-out, the development is expected to include roughly 1,662 housing units and support an estimated population of about 3,964 residents.

The concept plan proposes a mix of residential housing types, including singledetached homes, semi-detached housing, townhomes, and multi-unit developments. City planning documents indicate the neighbourhood will be designed to support a density of approximately 37.5 units per hectare while maintaining walkability and access to amenities.

Plans for the area also include a variety of recreational and community features.

Proposed amenities include two tot lot parks, a sports field, interconnected walking pathways, stormwater ponds, and open green spaces designed to link the neighbourhood to nearby amenities such as Kinsmen Park and local schools. Municipal reserve space within the development exceeds the standard 10 per cent requirement, providing additional parkland and recreational opportunities.

City administration noted that much of the large-scale infrastructure required for the development was already constructed during the initial phase of Lake Vista.

Existing water and sewer infrastructure, including Water Pumping House #4 and Sewer Pumping Station #4, were designed with future growth in mind and are capable of supporting additional development without immediate upgrades. Major infrastructure improvements are not anticipated until later phases of the project.

Traffic studies completed as part of the planning process indicate that while traffic volumes will increase as the neighbourhood develops, several mitigation measures are already being considered. These include the potential installation of a roundabout at Reddekopp Drive and 10th Avenue and the addition of turning lanes and future traffic signals at key intersections as development progresses.

Environmental and geotechnical studies conducted for the site indicate the land is suitable for development. Testing of soil and groundwater found no environmental concerns that would prevent construction, and heritage resource screening confirmed the area is not considered heritage-sensitive.

The land involved in the development is owned by three entities, with the majority held by North Ridge Development Corporation. Discussions between the developers and the City have been ongoing for several years, with earlier presentations to council taking place in 2016 and 2019 as the concept plan evolved.

involve advertising and holding a public hearing to gather feedback from residents.

According to project timelines outlined in the report, the first subdivision and zoning applications are expected in 2027, with servicing potentially beginning in late 2027 or 2028. The first homes in the development could see occupancy as early as 2029.

Council also received a statistical update from the Martensville RCMP during the meeting. Police data comparing January/February 2024 and 2025 shows a decrease in several personrelated offences, including assaults, which dropped by 58 per cent. However, property crimes saw an increase, with theft incidents doubling from eight to sixteen cases and overall property offences rising by 68 per cent.

Fraud incidents also increased, rising from one reported case in 2024 to six in 2025. Traffic-related data showed a decrease in overall provincial traffic violations and a 43 per cent reduction in collisions, although speeding violations increased.

Long-term crime data presented to council indicated gradual increases in several categories over the past five years, particularly property-related crimes such as theft.

Further discussion on the Lake Vista II proposal will continue as council reviews potential amendments to the Official Community Plan and moves toward the public consultation phase.

Music Bingo Fundraiser to Support Youth Mental Health Set for March 15th

Party on the Pond Returns to Martensville for Weekend of Hockey and Entertainment

An afternoon of music, bingo and community spirit is coming to Warman as Possibilities Youth Connection prepares to host its Brighter Future Fundraiser Music Bingo event.

The fundraiser will take place Sunday, March 15th from 1:00pm to 4:00pm at the Penalty Box Lounge in the Warman Home Centre Communiplex.

The event will combine the fun of music-themed bingo with the opportunity to support youth mental health programming in the region.

Proceeds from the event will support Possibilities Youth Connection (PYC), which offers weekly afterschool mental health education and support programming for youth in Warman, Martensville, Rosewood, Hampton Village and Waldheim. The programs are designed to be barrier-free for families, ensuring youth can access support regardless of financial circumstances.

Participants will enjoy five rounds of Music Bingo, hosted by Cork & Kettle, with tickets priced at $30 per person.

In addition to the main bingo games, attendees will have the chance to participate in a special Blackout Bingo round, with a grand prize of one round-trip flight for two to any regularly scheduled WestJet destination. Blackout Bingo cards will be available for purchase at the event for $25 each or three for $50.

Organizers say the fundraiser is a chance for the community to come together for a fun afternoon while helping support important youth services. “Your night out equals youth support all year long,” organizers noted.

The event is made even more exciting thanks to the grand prize donation from WestJet, which organizers say will make the final bingo round one participants won’t want to miss.

One of Martensville’s most anticipated winter events is set to return as Party on the Pond brings another weekend of outdoor hockey, live entertainment and community spirit to the city.

The annual event, now in its sixth year, will take place March 13th and 14th at the North Ridge Community Centre, with games played on the adjacent pond.

The weekend kicks off on Friday, March 13th, with the registration table and beer gardens opening at 4:00pm, followed by the first puck drop at 5:00pm for the opening games of the tournament. A comeand-go supper for players, included with registration, will be served from 7:30pm to 9:00pm. Games will continue through the evening before wrapping up at 10:00pm, with the beer gardens remaining open until 11:00pm. and the North Ridge Centre staying open for beverages until midnight.

Action resumes on Saturday, March 14th, with the first set of games beginning at 12:00pm, alongside the opening of the beer gardens. Players will be served a pizza lunch, included with registration, from 12:30pm to 1:30pm. One of the highlights of the weekend will be the Saturday Night Cabaret, with doors opening at 7:00pm. The opening act, local band Hard to Handle, takes the stage at 7:30pm, followed by the night’s headliner, Brock Andrews and the Rock the 90s Band, who will perform at 9:00pm. A late lunch will be served at 11:30pm, and the event will run until 2:00am.

Players registered in the tournament will have cabaret admission included as part of their team registration; however, additional tickets are available for those who want to join the celebration even if they are not participating in the tournament. Tickets are $35 and can be purchased online at https://saskpartyonthepond.com/.

Party on the Pond is organized by a group of local hockey enthusiasts who share a passion for the game and for the community. Proceeds from the event support the Martensville Community Recreation Project, contributing to the continued development of recreation in the city, including efforts toward a second sheet of ice at the Martensville Recreation Centre.

Martensville Fire Department Members Complete Rescue Training Shanine Sealey, Martensville Messenger

Members of the Martensville Fire Department recently spent time sharpening their skills during a High- and Low-Angle Rescue training course, continuing their ongoing commitment to preparedness and community safety.

The specialized training focused on rescue techniques used in situations where firefighters must safely access and assist individuals in difficult or elevated locations, such as steep terrain, buildings, or confined spaces. High- and low-angle rescue training helps firefighters develop the technical skills needed to manage rope systems, patient packaging, and safe rescue operations in challenging environments.

Ongoing training is a key part of ensuring firefighters remain ready to respond effectively when emergencies occur.

The department also extended its appreciation to Chris and Jeremiah from ERFM Training & Supplies, who led the course and shared their expertise with local firefighters.

Martensville Fire officials say continued training opportunities like this play an important role in helping members maintain the skills and knowledge needed to serve the community when it matters most.

Saskatchewan RCMP Police Officer Nearly Hit by a Semi on Highway #1

This weekend, a semi collided with a police vehicle on Highway #1, nearly hitting a police officer conducting a traffic stop.

On February 28, 2026 at approximately 3:45 p.m., a Saskatchewan RCMP police officer was conducting a traffic stop in the eastbound lane of Highway #1, near Grand Coulee, SK. Following the traffic stop, the officer was walking back to his vehicle when he saw a semi headed directly towards him. The semi was driving at highway speeds and was not moving into the passing lane. To avoid being hit, the officer ran towards the ditch, entering the ditch at approximately the same time the semi collided with the parked police vehicle. The police vehicle was significantly damaged.

The police officer was not physically injured.

At the time of the collision, the police vehicle’s emergency lights were activated, the officer was in his full working uniform, and the police vehicle was parked in the right manner to conduct a traffic stop safely.

Following the collision, the semi came to a stop, remaining at the scene of the collision. The driver did not report injuries to police. The driver was issued two tickets: one for driving without due care and attention and one for driving without reasonable consideration for others.

“Had this incident happened only moments earlier, the outcome could have been far more tragic, which is a terrifying thought,” says S/Sgt. Jason Sauve, a police officer with Saskatchewan RCMP Traffic Services. “It is crucial that drivers remember to slow down to 60 km/hr when passing emergency vehicles that have their lights activated, such as EMS, fire, and police vehicles, as well as tow trucks, and highway workers. Whenever possible, move into the passing lane to give first responders as much room as you can to do their work safely. Remember that abiding by these laws and guidelines may be the difference in whether or not a first responder makes it home to their family at the end of their shift.”

Rosetown RCMP Investigating Stolen Barbecue Trailer

Rosetown RCMP are investigating the theft of a custom barbecue trailer from the Hamlet of Fiske.

On February 18, 2026, Rosetown RCMP received a report of a theft. Investigation determined that on the morning of February 17, a male suspect hooked his vehicle up to the trailer and drove off with it.

The vehicle, a red GMC or Chevrolet half-ton pickup truck with a silver rear bumper and black mudflaps, was seen leaving town with the trailer on surveillance camera.

The trailer is custom built, with white rims, a black barbecue, two propane tanks, red and white reflective stickers around it, and no license plate on it. A photo of the trailer is attached.

Rosetown RCMP are requesting any dash cam or surveillance footage that may have captured the suspect vehicle in the Fiske area on the morning of February 17. If you saw this vehicle, or have information of where this trailer may be, please report it to police.

“Those from rural Saskatchewan know that a barbecue is more valuable than its typical use. In many of the communities we serve it supports fundraisers, gatherings, events and, in this case, specifically the local curling rink,” shares Cpl. Chris Gramlich from the Rosetown RCMP. “We need the public’s help to identify this vehicle or locate this stolen item so it can be returned to the residents of Fiske.”

Rosthern RCMP Investigating Fatal Collision Involving Pedestrian

On March 3, 2026 at approximately 7:15 a.m., Rosthern RCMP responded to a vehicle collision involving a pedestrian near Hague on Highway #11.

The pedestrian was declared deceased by EMS at the scene. He has been identified as an adult male from Beardy’s and Okemasis’ Cree Nation. His family has been notified. We are not providing additional identifying information about the male at this time.

The driver of the vehicle remained at the scene. No charges have been laid in relation to this investigation at this time. Rosthern RCMP continue to investigate with the assistance of a Saskatchewan RCMP collision reconstructionist.

Battlefords RCMP Investigating Report of Possible Hazardous, Consumable Liquid Beverage/ Substance Circulating in Area Residents in the Battlefords area have been urged to use caution after police issued a warning about a potentially hazardous liquid substance believed to be circulating in the community.

Battlefords RCMP confirmed they are investigating reports of a possibly dangerous consumable liquid beverage or substance that may be present in the area.

The warning was issued after authorities received reports of the substance while also investigating multiple sudden deaths reported within the past week. At this stage, police say it has not been confirmed whether the deaths are directly connected to the substance.

Police have not released details about what the liquid looks like or how it is being distributed. Because of the uncertainty, officials are advising residents not to consume any unknown beverages or liquids until the investigation provides more answers.

The investigation is being carried out by RCMP in collaboration with the Saskatchewan Coroners Service, and families connected to the reported deaths have been notified. Authorities say the investigation is still in its early stages and additional information will be shared as it becomes available.

A hazardous substance alert was issued earlier this week by both police and the Saskatchewan Ministry of Health. While the alert has raised concern in the community, RCMP say there is currently no indication of an increased risk to the general public, though residents should still remain cautious and avoid drinking any unknown liquids.

Officials have also clarified that the warning is not related to any commercially available beverages sold in stores.

Local leaders in the Battlefords are encouraging residents to follow safety advisories and stay informed as the investigation continues. Anyone who may have information about the substance or the circumstances surrounding the investigation is encouraged to contact RCMP or Crime Stoppers.

Police say they will provide updates once more information becomes available.

Martensville Library Hosting Gardening Q&A and Promoting Community Seed Library Shanine Sealey, Martensville Messenger

Local residents looking to prepare for the upcoming growing season will have an opportunity to get expert advice later this month as the Martensville Library hosts a Gardening Q&A session on Thursday, March 19th at 6:30pm in the library program room.

The event will feature Mike Dubé, a local urban farmer from MD Gardens, who will be available to answer gardening questions and share practical tips for gardeners of all experience levels. Whether people are growing vegetables in backyard plots, raised beds or containers, Dubé will offer advice to help ensure a successful growing season.

The session is designed to be an informal opportunity for residents to bring their questions and learn more about topics such as soil preparation, planting strategies, and maintaining healthy plants throughout the summer months.

In addition to the upcoming workshop, the Martensville Library is also promoting its Community Seed Library, which allows patrons to borrow seeds to start their own gardens at home. The seed library includes donated seeds for a variety of vegetables, herbs and flowers.

Library patrons can borrow up to five seed packets per household, giving them the chance to plant, grow and enjoy fresh produce or flowers during the growing season.

Seeds are organized by type and alphabetical order, with plant details available on many of the packages.

The library also welcomes community members to contribute to the seed library. Donations can include unopened commercial seed packets, leftover seeds, or seeds harvested from home gardens, provided they are properly cleaned and dried and are no more than three years old. Donated seeds are packaged by library staff and added to the collection for others to borrow.

Library staff say the seed library is a great way to encourage local gardening, share resources within the community and help residents grow their own food and plants.

Residents interested in gardening tips or learning more about the seed library are encouraged to attend the Gardening Q&A session on March 19th at the Martensville Library.

Affinity Credit Union Warns Members of Phishing Scam

Affinity Credit Union is warning members about a phishing scam currently circulating that attempts to trick customers into revealing their online banking information.

The alert comes during Fraud Prevention Month, a time when organizations across Canada encourage people to remain vigilant about protecting their personal and financial information.

According to Affinity, some members have recently received emails or text messages claiming that the credit union noticed a sign-in to their account from an unknown device. The message then asks the recipient to click a link to review or update their account settings.

Affinity says these messages are fraudulent and were not sent by the credit union.

The scam is designed to trick recipients into clicking a link that may lead to a fake website intended to capture login credentials or other personal information.

Members who receive a message like this are advised not to click any links or reply to the message, and to avoid sharing online banking credentials with anyone.

Instead, the message should be deleted immediately.

Affinity also reminds members that the safest way to access their accounts is by using the Affinity Mobile app or by logging in directly through the official website at affinitycu.ca. Customers are encouraged to be cautious of any unexpected email or text message asking them to take urgent action related to their banking information.

The credit union also emphasizes that it will never ask members for their password or verification codes through email or text messages.

Anyone who is unsure about a message they have received, or who believes they may have interacted with a scam is encouraged to contact Affinity as soon as possible so steps can be taken to help protect their account.

Saskatchewan Expanding Patient Access to Primary Care Through Additional Nurse Practitioner Contracts The Government of Saskatchewan's primary care Nurse Practitioner (NP) contract initiative is opening another round of intakes as a result of the overwhelming support received from both patients and providers in 2025.

NPs who want to deliver publicly funded primary care services are invited to apply.

Successful applicants will enter a contract with the Ministry of Health to provide primary health care to patients.

"Nurse Practitioners will play a vital role in ensuring every Saskatchewan family has access to a primary care provider by the end of 2028," Minister of Health Jeremy Cockrill said. "We look forward to seeing more Nurse Practitioners providing primary care in Saskatchewan communities as we work together to put patients first."

This initiative allows NPs to work to their full scope of training, promotes collective, team-based care, and creates more opportunities for Saskatchewan families to access publicly funded primary care delivered by NPs and is an alternative to privatepay NP services.

Through the first intake, the Government of Saskatchewan has signed contracts with 23 NPs as of February 2026 who will deliver primary care services to a minimum of 18,000 patients across the province.

"We are excited by the continued investment in Nurse Practitioners in Primary Care in our province and the expansion of the Primary Care Nurse Practitioner Contract Program," Saskatchewan Association of Nurse Practitioners (SANP) President Toni Giraudier said. "I look forward to seeing more Nurse Practitioners providing consistent, high quality primary care to Saskatchewan residents."

The Ministry of Health will continue to work with the SANP to implement this initiative. There is no limit to the number of contracts the ministry may enter through the March 2026 intake, which will close on March 30. Information on future intakes will be shared in the coming months to ensure that upcoming NP graduates have opportunities to apply.

Province Announces Patients First Health Care Plan

The Saskatchewan government has unveiled a new province-wide strategy aimed at improving access to health care and reducing wait times for patients across the province.

Premier Scott Moe announced the Patients First Health Care Plan, describing it as a comprehensive approach designed to ensure residents receive “the right care in the right place at the right time.”

“We have been listening to Saskatchewan residents and the two main concerns we have heard are that people want access to a primary care provider, and they want diagnostics and surgeries in a timelier manner,” Moe said. “That’s what the Patients First Health Care Plan will do.”

The plan outlines more than 50 actions intended to strengthen Saskatchewan’s health-care system by expanding the workforce, improving access to services, and modernizing how care is delivered.

Health officials say the strategy builds on initiatives already underway in the province, including the introduction of virtual care services, the development of urgent care centres, and expanded roles for nurse practitioners.

Among the key priorities is increasing the number of health-care professionals and allowing many providers to work to their full scope of practice. The province also plans to expand diagnostic services such as MRI, CT and PET-CT scans, while continuing efforts to recruit and train more doctors, nurses and nurse practitioners.

The government is also working to expand access to urgent care centres throughout the province and increase virtual care options, particularly in rural and northern communities where access to health services can be limited.

The plan comes as health systems across Canada face growing pressure from an aging population, workforce shortages and increasing demand for care. Saskatchewan’s population has grown significantly over the past two decades, and the number of residents over the age of 65 continues to rise. At the same time, more people are living with chronic health conditions that require ongoing treatment and support.

According to the province, several improvements have already been made in recent years. Since 2020, Saskatchewan has recruited more than 520 physicians, including family doctors and specialists, and hired thousands of nurses. More than 200 additional acute care beds have also been added in Regina and Saskatoon, while diagnostic capacity has increased significantly, including tens of thousands of additional CT and MRI scans each year.

The province has also expanded training opportunities for health-care workers.

More than 900 new post-secondary training seats have been supported across dozens of programs, and new programs in areas such as physician assistant studies, occupational therapy, speech-language pathology and respiratory therapy are expected to launch in the coming years.

Investments have also been made in health infrastructure. Since 2018, the province says it has invested approximately $2.3 billion in health facilities and equipment, including projects such as the Jim Pattison Children’s Hospital in Saskatoon and Saskatchewan Hospital North Battleford. Additional hospitals and long-term care facilities are planned in several communities across the province.

The Patients First Health Care Plan also focuses on strengthening safety in health-care settings and improving workplace conditions for staff, including new security measures in some emergency departments and programs aimed at supporting employee well-being.

Looking ahead, the province says the long-term goal of the strategy is to ensure every Saskatchewan resident has access to a primary care provider by 2028.

“The Patients First Health Care Plan builds on steps we are already taking to improve access to health care,” Moe said. “It also recognizes there are still people in Saskatchewan not receiving the care they need when they need it, so there is a lot more work to be done.”

SPORTS Martensville Hosts High Schools Girls Provincial Curling Jocelyn Ottenbreit, Martensville Messenger

Martensville served as the host for the High School Royals Girls Provincial Curling Tournament on March 6 and 7. Eight teams participated in the competition for the championship title: Estevan, Kincaid, Saskatoon Holy Cross, Regina Winston Knoll, Dinsmore, Lumsden, La Ronge Churchill High

School, and Martensville.

The weekend started off with the Opening Ceremonies showcasing the 8 teams, and Mayor Kent Muench welcoming the participating teams.

The Martensville senior girls’ team consisted of Jada Tarasoff, Emma Hurley, Drew Tarasoff, Aubrey Nystuen, and Lindsay Miller, under the guidance of coaches

Derek Tarasoff and Larryssa Clark.

The tournament featured highly competitive matches throughout the weekend.

Ultimately, Holy Cross secured the gold medal by defeating La Ronge Churchill High School in the final, while Lumsden prevailed over Martensville to earn the bronze.

Hollywood Comes to the Ice at Skate Martensville’s Annual Ice Show Shanine Sealey, Martensville Messenger

Skate Martensville is preparing to roll out the red carpet as the club gets ready for its upcoming “Hollywood Stars on Ice” ice show, set to take place on Sunday, March 29th at 2:00pm at the Martensville Recreation Centre.

The annual show will feature local skating talent performing routines inspired by the glamour and excitement of the Hollywood Walk of Fame. Audiences can expect a fun and entertaining afternoon showcasing the hard work and creativity of skaters from across the club.

Performances will include skaters from a variety of Skate Martensville programs, including CanSkate, STARSkate, STAR 4 and 8 Synchro Teams, as well as Adult II and III Synchro Teams. Each group will bring their own Hollywood-inspired routines to the ice, highlighting the skills they have been developing throughout the season.

In addition to the performances, the event will include a 50/50 draw, raffle prizes, and flowers available for purchase, giving spectators a chance to celebrate their favourite skaters after the show. Tickets will be available in advance for $10, while tickets purchased at the door will be $15 for adults and $10 for youth ages 6–12. Children five and under can attend for free. Organizers note that tickets and event purchases are cash only.

Leading up to the ice show, Skate Martensville has also announced that registration is now open for its Spring Ice program. The program will offer both Open Sessions and Synchro Sessions for PreSTAR, STARSkate, and Adult skaters, and all skaters registered with Skate Canada are welcome to attend.
