Lane Usage During Spring Thaw

The City of Martensville encourages residents, for which their lane is a secondary means of access to their property, to limit their usage during the spring thaw period. Heavy or repetitive vehicle usage during spring thaw and wet conditions can cause further rutting and reduce drainage. This limits the ability of crews to conduct maintenance on the lanes in a timely manner and increases the amount of materials and time required to reshape lanes.

SK Government Amends Public Health Measures for Indoor Gathering Sizes

With Saskatchewan generally experiencing a declining trend in confirmed cases and hospitalizations, the public health order is being amended to ensure that residents who continue to observe all public health measures can extend their household 'bubbles'.

Effective Tuesday, March 9, individual households may create a 'bubble' up to a maximum of ten individuals in a home at any one time.

• The ten individuals should be from two to three consistent households. The total number in the gathering cannot be more than ten.

• You must be consistent in your household bubble: the bubble of ten is always the same individuals, from the same households. You may not join multiple bubbles.

• Assess the overall risk of COVID-19 before joining households. Does this household have a senior at elevated risk? Children attending school? Adults working outside of the home in essential workplaces? Can you still count all the potential contacts that household makes, in the event that a contact investigation must be done? If the risk of potential transmission remains high, consider another household or remaining within your household.

• If you are 50 years old or greater, consider keeping your contacts to your household only until you are able to be vaccinated.

You must still follow all public health guidelines when outside the home - including the limit of ten people at outdoor gatherings -- and plan to be vaccinated when you are eligible. Details on the current public health measures are available at www.saskatchewan. ca/covid19-measures.

Effective March 19, Worship Services to Expand Safely

Starting March 19, Re-Open Saskatchewan guidelines for worship services will be permitted up to 30 per cent of capacity or 150 attendees, whichever is the lesser. All existing public health guidance remains in effect.

• Attendees must maintain two metres of physical distancing unless they are part of the same household group.

• All masking protocols remain in place. All attendees and choirs/performers must be masked throughout the service. Only clergy may remove their mask while officiating but must maintain three metres physical distance from all other attendees while mask is removed.

• No food or drink may be served.

• These guidelines do not apply to receptions or non-ceremonial gatherings.

The confirmation of 44 variant of concern cases present over the span of two months is an indication that variants of concern, particularly B.1.1.7 initially detected in the UK, are present in Saskatchewan and community transmission has been occurring over the last two months. This also indicates that while variant transmission has been occurring over the last two months, Saskatchewan's COVID-19 data, including active cases, hospitalizations, ICU admissions and deaths, have continued to decline. Saskatchewan will continue to monitor for variants through targeted and randomized surveys of positive COVID-19 cases.

Note that, as public health investigations proceed, variant of concern case locations may change due as residence locations are confirmed.

The best protection against all COVID-19 variants remains the same as protection against COVID-19: stay home, physically distance, wash your hands frequently, wear a mask and get tested if you are experiencing even mild symptoms.

RRPL Completes Initial Variant Survey

The Roy Romanow Provincial Lab (RRPL) has completed an initial survey of positive COVID-19 cases of individuals that initially tested positive during the period of January 26 to February 27. Of 190 cases sequenced for the variants, 35 were confirmed to be variants, including 28 in the Regina zone. Sequencing of positive cases for the initial survey began on March 1 when RRPL began in-province whole genome sequencing and were reported to the Ministry of Health on March 8.

Greater Saskatoon Catholic Schools Informed of Positive COVID Case at École Holy Mary in Martensville

On March 4, Greater Saskatoon Catholic Schools (GSCS) was informed by officials from the Saskatchewan Health Authority of a positive COVID-19 case in an individual at each of the following schools: E.D. Feehan Catholic High school and École Holy Mary Catholic School in Martensville.

“We are working with Public Health to notify parents and caregivers.

Risk of exposure for anyone not considered a close contact remains low.

The affected classes/cohorts will switch to online instruction,” GSCS stated in a news release.

To protect privacy of individuals, no further details will be discussed or shared. “We hope all who are ill or affected by COVID-19 in any way are doing well. As a community of faith, we continue to support

each other and pray for all members of our school communities who are ill.”

GSCS continued to note that, “It is important that we all continue to follow health measures to decrease both the spread of COVID-19 in our communities and the risk of it entering schools.”

Multiple layers of important safety precautions are in place, and students and families are reminded to: • be diligent in performing the daily health screening; • stay home if you are ill; • call HealthLine 811 if you are exhibiting COVID-19 symptoms; • practice proper hand hygiene; • maintain physical distancing as much as possible; • wear a mask when inside public places; and • do all we can to keep each other safe.

Local Teacher Sees Dream of French Preschool Option in Community Become a Reality Shanine Sealey, Martensville Messenger

Parents in Martensville will soon have an additional option when booking their child in for pre-school. Busy Fingers PreSchool, located on MacCormack Road, will be offering a French Readiness option, beginning this September for the new school year.

Johanna Clancy, the teacher at Busy Fingers Preschool since this past September, is excited to be able to offer this option ABOVE: Busy Fingers Pre-School to families in Martensville and having graduated from Busy Fingers herself as a child and then attending French immersion schooling from K-12, she has seen the benefits firsthand.

Living in Martensville meant that in order to attend French immersion school at the time, Clancy had to be bussed from Martensville to Saskatoon. “I did it all with the goal of going to France. So in Grade 11, I lived in Nantes for a few weeks in a French exchange program. I have gone back to Paris twice since and can never get enough of the history and the culture,” Clancy said.

In addition to being a helpful tool when travelling, Clancy also noted that knowing French helped her throughout university, has made medical terminology much easier to understand, helped her to understand operas in another language, and historical texts.

“There’s so much more understanding of the world when you’ve got more language.”

Being able to provide a French preschool has always been a passion of Clancy’s and something that she has been working towards for years. When it was announced that École Holy Mary would be offering a dual stream school within the community, Clancy contacted Monsieur Chatlain, who was her Grade 7 math teacher, and now a Director of Education with Greater Saskatoon Catholic Schools, what needed to be done to get a French preschool. “He told me, ‘You make it happen’, and so I did. I have a supportive Parents Board of Directors who are helping me take the leap and make this dream come true.”

Once available, the program will be much the same as the English curriculum, only with an added introduction to basic French. “Letters, numbers, colours, shapes, music, books...the more language opportunities they are presented with, the more they will learn,” Clancy explained.

A registration night will be held March 18th from 6-8pm for all students and French student applications are currently being accepted at Busy Fingers Pre-School.

Hamelin Named Soup Master of the Year Shanine Sealey, Martensville Messenger

Sydney Hamelin is no stranger to the kitchen as cooking has always been something that she was drawn to. “I love making beautiful and delicious food that others can enjoy,” Hamelin said. This passion has led Hamelin to a career for the past six years, currently working for Taste Hospitality Group in Saskatoon. Additionally, the draw of cooking has also taken Hamelin on a path which included numerous cooking competitions.

Most recently, Hamelin competed in the Nutrien Wintershines Hybrid Festival ‘Soup for the Soul,’ on February 19 & 29. This competition brought together nine top chefs from around Saskatoon to compete with their own unique soup creations.

Typically, the competition is open to the public to watch and come sample the finished product; however,

due to the pandemic, things were done a little differently this year. “This year instead of having the public come and taste the soups, we were able to bring the soup to different care homes in Saskatoon for them to enjoy,” Hamelin noted. Completed soups were donated to locations in need such as; Friendship Inn, Lighthouse, Central Haven, Oliver Lodge, Sunnyside, Stensrud Lodge, Porteous Lodge, Extendicare and Samaritan’s Place.

‘Soup for the Soul’ was a Blackbox Competition, which means that chef’s participating in the event were provided with a box of identical ingredients to work with, adding three ingredients of their choosing. “I love doing these types of competitions because it allows you to think on your feet. Although every competitor has the same ingredients, it is amazing to see all of the different outcomes.”

This year, ingredients consisted of carrot, garlic, onion, celery, apple cider vinegar, lemon, cauliflower, mushroom, wild rice, tomato, chickpeas, thyme, parsley and chicken, with Hamelin choosing kale, pork and flour as her three ingredients.

This inspired Hamelin’s winning “Saskatchewan Wedding Soup” – earning her the title of “Soup Master of the Year”.

Previously, Hamelin has participated in numerous other culinary competitions including Skills Canada – where she won three provincial gold medals, as well as being a World Skills Prospect; the title of Top Chef at Taste of Saskatchewan; and winning two gold medals with Youth Team Canada for the Culinary Olympics! Hamelin is also currently on Team Canada for the World Cup in 2022.

Accelerating COVID-19 Vaccination In Saskatchewan

Ages 60-64 Among Those to Receive AstraZeneca; All Adults in Saskatchewan to Have Access to First Dose by June

With expected deliveries of AstraZeneca in March, Saskatchewan residents ages 60-64 and phase one priority health care workers will be offered the first 15,500 doses.

Making vaccines available to the 60-64 age sequence group is being done as an exception to phase one criteria to align with the National Advisory Committee's recommendation that AstraZeneca supply be targeted to those under 65.

"Saskatchewan is leading the nation in vaccine delivery and the promise of a predictable and increasing supply will ensure that every resident who wants a vaccine will be able to receive one that much faster," Health Minister Paul Merriman said. "Based on the evidence, we will see protection for our general population increase, protecting those of us at highest risk."

Administration of the AstraZenca doses will begin March 22, distributed to six major hubs throughout the province.

All doses are expected to be fully administered within one week on a by-appointment basis. Health care workers will receive notification of their eligibility directly from the Saskatchewan Health Authority. Members of the public who are eligible, will be able to book by phone.

The phone-in booking system is undergoing final testing in preparation of being launched next week. Please do not call 811 seeking a vaccination appointment; details on the booking process will be announced.

Second Doses for Pfizer, Moderna and AstraZeneca at Four Months

The National Advisory Committee on Immunization (NACI) has updated their recommendation on the interval between the first and second doses of authorized COVID-19 vaccines in the context of limited vaccine supply. Based on the evidence by NACI and its expertise in vaccine science, they are recommending that jurisdictions should maximize the number of people benefiting from the first dose of a COVID-19 vaccine by extending the interval between the first and second dose up to four months, in the context of limited COVID-19 vaccine supply.

"Implementing the new NACI guidelines in Saskatchewan means that all Saskatchewan residents should have access to their first dose of the COVID-19 vaccine by the end of June," Merriman said. "This will speed up both our administration of vaccines, and our return to normal."

The province of Saskatchewan will be implementing this recommendation starting Friday, March 5. Beginning March 5, all vaccines administered will be a first dose, with second doses administered at an interval of four months, in alignment with the NACI recommendations. Residents will be contacted when they are eligible to book their second dose appointment, based on completing the vaccination sequencing and supply.

Note that this delayed second dose strategy does not apply to long-term care and personal care residents and staff who have yet to receive their full two-dose series and any existing second-dose appointments. Existing, scheduled appointments for second doses will be completed as scheduled.

Based on current allocations of COVID-19 vaccines from the federal government and the updated four month interval recommendation from NACI, it is anticipated that every adult in Saskatchewan will be able to access their first dose by the end of June.

Pandemic or Not, Gov’t Must be Accountable

No government has ever been a paragon of virtue when it comes unaccountable to taxpayers and during a global pandemic when governments have to address deadly health concerns on very short notice, sometimes time-consuming protocols of accountability have been put aside.

We do elect governments to make choices and not every choice they make can be made through a referendum that determines what’s most popular. In fact, the sharpest criticism Premier Scott Moe has received during this pandemic has been for simply following the closed-door advice of Chief Medical Health Officer Dr. Saqib Shahab who has recommended closures and lockdowns.

But when it comes to spending public tax dollars, there can and should be very little compromise on accountability.

We all should get that. Even during this pandemic, you have received itemized bills on things you have paid for and whether or not you can come in close physical contact with your supplier, you have maintained the right to be able to ask why each item on that bill costs as much as it does.

Politicians get that too. In fact, politicians get that more than we do because they love to beat their opponents over their heads when accountability doesn’t happen. That was surely the case when Moe has rightly criticized the federal government and Liberal Prime Minister Justin Trudeau for not delivering a budget during this pandemic, but maybe Moe and his current Saskatchewan Party administration need to take a long hard look in the mirror when it comes to their own fiscal accountability during this pandemic —especially, given the history of their party and its promises of accountability.

That commitment came in the form of the Sask.

Party’s biggest 2007 election promise that: “A Saskatchewan Party Government will provide Saskatchewan people with more transparency and accountability than any previous government.”

There was a reason why the Sask. Party made such a bold, strong commitment. It was a party that rose from the ashes of the old Progressive Conservative government — undoubtedly, the least accountable government in our province’s history if not the history of the entire country. It didn’t even pass it’s last of nine consecutive deficit budgets that left the province in chaos and on the brink of bankruptcy.

Again, no government has ever been perfectly accountable. It’s worth reminding overly sanctimonious New Democrats that love to remind voters on the history of PC accountability that the last NDP government sure had its own penchant for unaccounted –for backroom deals to buy money-losing U.S. dot.com and to deceive the public on the ownership arrangement of Spudco that lost $36 million. This was also taxpayers’ money, but this is precisely why we hold legislative sessions and budgets.

The Saskatchewan legislature has sat just eight days — the least in the country — since it passed the 2020-21 budget in mid-July. (And you may recall that the Sask. Party government did try to sneak in a “budget” in March with no revenue projections or deficit figure that turned out to be $2.4 billion.)

Now, the Sask. Party government has set the 2021-22 budget date for April 6 — a month later than usual, meaning there will be that much legislative scrutiny by the time the assembly’s sitting ends just before the May long weekend.

In the meantime, we will simply be spending money through cabinet decree, including a recent one to increase spending on the pandemic to $322.8 million.

Maybe there’s little nefarious about this, given that it’s extra money for the Safe School Plan ($40 million) the Saskatchewan Health Authority, ($76 million), the Saskatchewan Small Business Emergency Payment Program ($20 million), tourism ($17 million) and Municipal Grants ($14 million).

It’s still our money and spending needs to be accounted for in the legislature in a thorough way. Governments should never be allowed to forget that.

MLA Report with Terry Jenson Accelerating Vaccine Administrations

Protecting public health and providing supports in response to COVID-19 remains the focus of the Government of Saskatchewan. Today, we have reason for optimism. Over 80,000 doses of the COVID-19 vaccine have been administered in Saskatchewan and our province is set to receive approximately 112,000 doses this month.

We expect vaccine deliveries to pick up even more in April and so, in the meantime, I ask that we all continue to be patient.

Health care staff are working tirelessly to ensure that COVID-19 vaccines are ready to be delivered to Saskatchewan people as soon as we receive them, and I have full confidence in their ability to do so. When the COVID-19 vaccine is made available to you, I ask that you strongly consider taking it. It is the best way to keep ourselves, our families, and our communities safe – and will help us return to normal. So, until then, please continue to follow public health guidelines that are in place. Wash your hands, wear a mask, practice physical distancing, and limit your close contacts. There is a light at the end of this tunnel.

As Saskatchewan leads the nation in vaccinating residents as fast as possible, we are optimistic our cases and hospitalizations will keep declining. I am hopeful that we will continue to see our COVID-19 situation improve in the days and weeks to come.

Semi Driver Faces Numerous Charges After Being Stopped

by Police For a Burned Out Headlight

On the 4th of March at 10:20 p.m.

Corman Park Police observed a tractor-trailer unit being operated on Township Road 390 near Range Road 3053, west of Warman, with a headlight burned out. The truck was being operated on a road that was limited for vehicles up to a maximum weight of ten tonnes.

The driver was stopped and questioned by police at which time it was evident that the driver, a 26 year old man from Limerick, SK, had been drinking. The driver advised that he was hauling a load from La Ronge to Martensville. The man was read a breath demand and he provided a sample into a roadside screening

device which resulted in a reading of WARN. There was a package of untaxed cigarettes observed in the cab of the truck as well. A search of the vehicle also revealed several cans of beer, some empty, some full, and a small quantity of Cannabis.

A further inspection of the truck also revealed that the gate of the trailer was improperly fastened and the load was insecure. The truck was impounded by police for the driver’s alcohol reading, which exceeded the Provincial limit of .04 mgs.

The truck was towed to a set of weigh scales where it was weighed at over 25 tonnes.

The driver’s licence was suspended for three days in addition to the truck being impounded.

Marauder Alumni off to the Dub

Several alumni of the Martensville Marauder hockey club are heading to their WHL bubbles.

Jhett Larson, 17 of Delisle played his 2017-2018 year with the Marauders U15 AA team earning 14 goals and 34 assists that year. He went on to play with the Notre Dame Hounds for the remainder of his AAA career until being drafted to the Red Deer Rebels.

Hunter Mayo of Martensville is also drafted to the Red Deer Rebels. This 16-year-old defenseman played U15 AA and U18 AA with the Marauders from 2017-2019 racking up 17 goals and 40 assists during that time. The Saskatoon Blazers AAA claimed him for the 2019-2021 season earning 15 goals and 20 assists before being drafted to the Rebels.

Brayden Yager of Dundurn had two outstanding seasons with the U15 AA Marauders earning a total of 79 goals and 83 assists. This six foot forward went on to play with the Saskatoon Contacts U18 AAA before being drafted to the Moose Jaw Warriors.

Clavet native, Kalem Parker, played the 2017-2018 year with the Marauders AA program before heading to the Saskatoon Blazers AAA. This 5’11’ defenseman is heading to Victoria to play with the WHL Royals.

Riley Heidt spent all U15 AA seasons with the Marauders. This impressive 15-year-old forward scored 58 goals and 95 assists during that time. He also spent the last 2 years with the U18 AAA Saskatoon Contacts and is drafted to the Prince George Cougars.

The Martensville Marauder Association is extremely proud of these young men and their achievements, as well as those who have gone on to play in the SJHL, PJHL, SFMAAAHL, and SMAAAHL. President Trevor Hanley states, “These young men and women have dedicated and sacrificed so much to get there.

As an Association we are working hard to keep the focus on player and coach development and it is certainly playing a role in the successes our athletes are seeing. We’ve partnered with some very talented skill development folks that work with our players and coaches in an effort to improve and/or expand on what we are doing in practice and in planning.”

He also commented on how the Association is fortunate to have a solid, engaged membership with coaches and volunteers who care about their athletes and are always looking for ways to improve on their program. “Good luck to them all! We’ll be cheering you on!”
