Overpass Update: Main Street Closure Planned for June Shanine Sealey, Martensville Messenger

Work has been progressing around the clock on the $60.6 million Warman and Martensville Interchange projects since the warm weather hit. Throughout the month of May, Peter Kiewit Sons ULC, the contractors in charge of the projects, completed the bridge deck on the Martensville overpass and work continued on the bridge structure for Warman. Both locations saw earthwork and road aggregates placement in May, as well as lighting installation. “They have been working extended hours and we have given them permission to work 24 hours on that project to get it done as quickly as possible. We do understand that weather can be an issue, so when they are able to work, we want them to be able to get as much done within that timeframe as they can,” Matt Gruza, the City of Martensville Engineer Assistant, explained.

For June, work on the Warman project planned consists of; roadway embankment and grading, continued placement of road aggregates, asphalt paving, completing the bridge deck barrier pours, slope paving under the bridge structure, site lighting installation and work on advanced warning flashing light at the south end of Warman.

The Martensville location will see many changes occur in June, as plans to open the 4th Street South access is scheduled to take place. Additionally, the contractors will continue to work on roadway embankment and grading, focusing on the mainline and northbound on-ramp. Work will take place throughout the night to haul materials to site for road aggregates. Asphalt paving will begin, with a focus on the new 4th Street access and a new traffic signal will be installed for this location. Additionally, a culvert will be installed along the highway mainline and the bridge deck barriers will be poured.

Traffic restrictions and speed restrictions are in place at both locations with Warman seeing a detour set in place for Range Road 3045 and Range Road 3044 as of May 12, which will continue until the project is completed. For Martensville, the detour for Range Road 384 is still in effect, and as of June 14th, northbound access to Main Street will be closed and replaced with the 4th Street South access for light vehicles and a detour to Highway 305 for large vehicles.

With completion originally being planned for 2019, work has been proceeding at a rapid pace and with several traffic restrictions scheduled, completion is now slated for late this year. Kiewit proposed a plan to the City of Martensville in 2017 that would help them accelerate the completion of the Highway 12 overpass. This plan consisted of a closure of the Main Street access off of Highway 12 and at the June 30, 2017 City Council meeting, this proposal was given the go ahead. “We will lose the intersection for 30 days, but we will gain a year in return. It is a short term inconvenience for a long term gain,” Gruza said.

The Main Street closure is expected to last for approximately 30 days and when discussing the plan, Council suggested that the closure should occur during summer months, when traffic is lighter. Although inconvenient, Mayor Kent Muench notes that it will be worth it to have the overpass completed months ahead of the original planned date.

“There will still be access points to the City, motorists will just have to take a different route. For people that don’t use that entry or exit point, they won’t even notice the closure,” Muench stated.

The completion of the Highway 12 overpass will provide new opportunities for the City of Martensville. “This project provides development opportunities to the west of the highway. All of those 800 acres of land will be included in the West Sector Plan recently announced by the City of Martensville. This will include a mixture of housing, commercial development and more. Without that overpass, that likely wouldn’t have happened as it would have put too much pressure on that intersection and increase the unsafe nature that it was,” Muench explained. With plans to build neighborhoods similar to that of Stonebridge or Evergreen in Saskatoon, the West Sector Plan will be a privately run development. “This shows great promise and strength to Martensville and the economic liability of the community that companies are willing to invest substantial dollars to do that kind of planning,” added Muench. With Martensville being constrained to the South, industrial being located north and limited ability to grow east due to Opimihaw Creek; the development plans for the land west of Highway 12 is crucial to the future growth of the community.

Any person or any business who will be conducting work on or around city streets must setup a safe temporary traffic control zone.

Section 4 (f) Any person or company responsible for construction, construction equipment, or material within the highway/street must setup a safe temporary work traffic control zone. At the request of the Director of Infrastructure and Planning or designate a written work zone traffic control plan may be required prior to approval for installation and setup.

Waste Bylaw 18-2015 Work sites must have a bin/truck on site to dump their waste material into, to not leave material scattered around the work site or piled on the road way.

City Council Hosts First Meeting of June Shanine Sealey, Martensville Messenger

Against almost everyone’s judgement, the Washington Capitals are just one win away from hosting Lord Stanley’s Cup. The final series started off with one of the best games of the 2018 playoffs in Las Vegas. Before the game even began, it was a spectacle with Vegas doing what they do best, and putting on a show for the crowd. The arena was going nuts. You’d never guess this was the team’s first year in the league the way the crowd was into it. After all the commotion and the extended theatrics it was finally game time and oh baby what a game it was. Back and forth, constant action, a Stanley Cup Finals record four lead changes throughout the game. Neither goalie was stellar in game one but you can expect a little rust after a week off. Vegas was able to hold off the Caps and bury a late empty-netter to seal a 6-4 win and take a 1-0 lead in the series. Game two was a little less dramatic as the Golden Knights once again scored the first goal of the game but Washington was able to tie it at 1-1 after the first period. Alexander Ovechkin then scored the go-ahead goal for the Caps five minutes into the second and they would add another to make it 3-1 with still 10 minutes to play in period two. Shea Theodore scored a late goal for the Knights but that was all they could manage as the Capitals tied the series at 1-1 with a 3-2 victory in Vegas. Both teams then had two days rest before game three kicked off in Washington. It was a lazy effort by Vegas in game three with their only goal coming off a blunder where Caps goalie Braden Holtby’s pass went off a stick leaving a wide open net for Tomas Nosek. That was the only flaw in Holtby’s game though as the Lloydminster product stopped 21 shots for a 3-1 win and a 2-1 series lead. Game four is always the biggest game in a series (other than game seven of course). This is when a team can either take a 3-1 stranglehold on the series or it can end up tied 2-2. The Vegas Golden Knights just didn’t look like themselves. James Neal hit the post on a wide open net that would have given the Knights an early lead but instead Washington capitalized on a power play and took the lead. Marc-Andre Fleury had a rough game as he let in six goals on just 23 shots as the Washington Capitals cruised to a 6-2 win. The Caps are now just one win away from the holy grail as the series shifts back to Vegas for game five on Thursday.

The first Council meeting of June was held on Tuesday, and kicked off with two delegations. The first came from Saskatoon Regional Economic Development Authority (SREDA). Alex Fallon of SREDA spoke to Council and provided them with updates on what they are currently working on and some key milestones.

Next, Don Miller and Clint Dieno from the Martensville Curling Club presented to Council and discussed their upcoming promotional plans for the upcoming season. Having been in the community for the past 30 years, the Martensville Curling Club is always looking for new ways to adapt and grow. Being a non-profit organization with approximately 200 members from Martensville, Warman, Saskatoon and surrounding areas, the Martensville Curling Club is now offering businesses the opportunity to “purchase” one of the four available sheets of ice in order to increase revenue.

The last item on the agenda was two motions to accept both 2017 and 2018 tax abatements for multiple commercial and industrial businesses within Martensville. Properties within the community are assessed by the Saskatchewan Assessment Management Agency (SAMA), and the businesses felt as though their assessment was inaccurate so filed an appeal.

Council is looking at ways to improve the reassessment process.

Wiebe Brings Home Gold Janine Hayward, Martensville Messenger

Rya Wiebe of Martensville recently competed at the Canadian National Gymnastics competition in Waterloo on May 22-27 and brought home the gold as she became the National Uneven Bars Champion. Team Saskatchewan also placed third at this event. Rya has had a successful year in competitions. At Provincials she was the “All Around” winner on Uneven Bars, Balance Beam and Vault Champion. She was also stellar at Westerns placing third on the Floor and first in Uneven Bars.

Rya has been training out of the Marian Gymnastics club in Saskatoon and is coached by Chris Baraniuck, Dana Brass and Frederick Nicholas. She has been doing gymnastics since the age of three but moved to the elite program three years ago. She presently competes in the JO10 division which is a program to develop Junior Olympic athletes and she is part of Team Saskatchewan.

Rya is presently in grade 11 at Bishop Mahoney high school. She plans to pursue a career in radiology in the future. Her goal is to secure academic and athletic scholarships in university the following year so she can continue to compete and get an education as well. She continues to train 25 hours a week as well as taking on coaching younger athletes as well.

“Rya has been strained with nagging injuries over the past few years and at the start of the competitive season we noticed a calm about her and knew she was in a good place mentally and physically,” commented Travis Wiebe, Rya’s father. “Rya continues to amaze us with her work ethic and dedication in and out of the gym. We are incredibly proud of her.” Congratulations to Rya Wiebe, the National Gymnastics Uneven Bar Champion.

On LOCAL BUSINESS The Barn Playhouse: Providing 28 Years of Entertainment Shanine Sealey, Martensville Messenger

Only a short drive from Martensville on Highway 12 lies a unique Saskatchewan setting; The Barn Playhouse which offers an experience unlike any other. Featuring four performances each year, they are made up of extremely talented Saskatchewan residents, and those that attend are sure to keep going back. Upon driving up to The Barn Playhouse, an energy can be felt immediately amid the awe-inspiring scenery surrounding the property. The farmyard is welcoming, as are sisters Vickie Dyck, Colleen Dyck and Jane Friesen. Each sister has a role within the business; Jane is the Craft Barn Manager, Colleen is the General Manager and Vickie works as the Artistic Director.

Upon inception in 1991, The Barn Playhouse was located within the three sister’s parent’s barn that had been dormant for approximately 15 years. It was smaller at that time, and could fit 100 people for each show, far less than the 280 that the barn can fit these days. After the first year, her father offered to add another quonset onto the barn.

“He said he would let us use it the first year, and if it took off, great, and if not, then he was happy to have another quonset. Needless to say, he never got it back,” laughed Vickie. From the beginning the barn has used the same format. Guests are invited onto the farm yard at 5:30 pm to enjoy the community run food booths, listen to the live music, take a ride through the pasture on a horse drawn wagon and browse through the Craft Barn. The show begins at 7:30 pm. To accommodate those who would rather enjoy an afternoon event, the Dyck family moved their Sunday shows to begin at 2 pm with the yard events beginning at noon.

With every performance, a small crew comes together to put in countless hours ensuring that every detail is perfectly in place and cast members work tirelessly to transform into their characters prior to opening night.

This year’s first performance is “I Remember Mama”, a play consisting of 18 cast members that is set in 1910 San Francisco. With a plot that largely revolves around family, it provides something that everyone can relate to.

Offering a mix of humor, love, compassion and sentiment, “I Remember Mama” tells the story of a loving Norwegian immigrant family that live on Steiner Street. The story is told by Katrin, who is one of three daughters and shares how this working-class family works together in an attempt to achieve the American dream. “This show is based on a true book, based on a young woman in 1910 who wanted to be a writer. She decided to write about her own experiences and wrote about her family. It is written really well and has an amazing array of characters, even the crazy family

members that everyone has. I think everyone will be able to relate to it, even though it is based in 1910, it makes no difference,” Vickie explained. In addition to being able to relate to the family aspect, many of us can also relate to having family members that immigrated to North America from other countries to provide the lives that we are all able to have today. “It’s a shared history for most of us,” added Vickie.

One of Vickie’s favorite parts of each performance is the planning and research that goes into each one to ensure it’s as accurate as possible. In “I Remember Mama”, a portion of the storyline revolves around a solje, which is a Norwegian brooch made of silver. “We felt that it must have been a very precious thing so we did research and discovered that it was used as an engagement ring back in the 1700’s and 1800’s that were made by the men ABOVE: The staff of The Barn Playhouse - Back row left to right: Jane Friesen, proposing.”

Moe’s Direction Still Unclear

The last nine months have turned into a long journey for Premier Scott Moe. The question now is: Where does he go from here? Perhaps he doesn’t have to go too far.

Prior to entering the legislature this spring for the first time as Premier, Moe was gifted with three rural byelection wins in Melfort, Kindersley and Swift Current.

It solidified the 48-seat Saskatchewan Party caucus in the 61-seat legislature (former finance minister Kevin Doherty’s seat is currently vacant), providing an important political reminder that there are just no meaningful threats to government’s massive majority. That’s largely because the 12-member NDP caucus in the legislature led by equally new leader Ryan Meili has not yet provided a viable alternative to the Sask. Party government.

Sure, the Global Transportation Hub and Regina by-pass have allowed the NDP to score some additional political points. We should also note the previous two city by-elections were won by the NDP - a noteworthy fact, given that the next three provincial by-elections (Doherty’s Regina Northwest seat along with Saskatoon Eastview and Regina Walsh Acres now respectfully occupied by federal Conservative candidates Corey Tochor and Warren Steinley), will all be in the cities, but the NDP is simply not making in-roads in the Sask. Party’s rural stronghold. Anything other than another Sask. Party a majority in 2020 seems unlikely.

Winning is always the goal in politics - even surpassing the reasons why political parties want to win power. Often, it’s a case of ensuring that you win, first, and then figuring it out from there.

However, sooner or later, Moe has to reveal more about where he intends to take the Sask. Party and the province.

Yes, fighting the federal Liberal carbon tax and promoting a pipeline are popular things to do. Arguably, they are important enough to merit the time Moe has dedicated to these two agenda items, but when it comes to Saskatchewan moving forward, what’s next?

Well, the more questions you throw at politicians, the more likely you are to find answers. And one of the best places to pepper politicians with questions happens to be the premier’s or executive council budget spending estimates.

Last week, premier’s estimates turned into a three-hour exchange between Meili and Moe - not only a good way to measure both leaders but also a chance to gain insight into Moe’s agenda. The premier did reveal some things, although perhaps not enough to tell us precisely where he is going.

Of interest was his talk of balancing the budget in three years - the path that former premier Brad Wall took and one Moe continues to follow. Asked by Meili why now, in a time of economic downturn, would the

During the leadership race, people told him the price of a barrel of oil shouldn't dictate number of nurses hired or the dollars spent on education, Moe said. It was the clearest indicator to date of a new path for the province that deviates from the last 10 to 15 years in which Saskatchewan governments have relied on rising oil and potash prices to cut taxes and provide services and subsidies.

How much farther Moe and the Sask. Party government will go becomes the next intriguing question.

We already have seen the demise of the Saskatchewan Transportation Company and attempts to add the PST to insurance premiums. Moe reversed the latter decision much to the delight of his farming base that was paying the PST on crop insurance.

Will Moe have to consider other similar measures to balance the books in three years? There are a lot of questions in play that Moe needs to start addressing.

MLA Report With Nancy Heppner Spring Session Ends with New Legislation and Budget on Track

The spring sitting of the legislature focused on the priorities of Saskatchewan people as we face important issues.

The fight against the federal carbon tax continues with the Government of Saskatchewan launching a constitutional reference case in the Saskatchewan Court of Appeal challenging the Government of Canada’s ability to impose a carbon tax on the province.

The Government of Saskatchewan also continued to advocate for the construction of the federally-approved Trans Mountain pipeline.

During this session, we also introduced and passed a budget that keeps our government on track to a return to balance next year, while still investing in the priorities of the people of Saskatchewan.

The government passed 60 pieces of legislation during the spring sitting, including: • Protecting the right to school choice by invoking the notwithstanding clause of the Charter of Rights and Freedoms and legislation to provide certainty to parents and students that government can continue funding students who attend Catholic separate schools regardless of their religious affiliation; • The framework to allow the federal government’s legalization of cannabis; • Amendments to The Privacy Act for greater protection against the unauthorized electronic distribution of intimate images; • Legislation to make consequences more severe for drivers who are impaired and who transport children; • Legislation to allow the establishment of ride sharing services in Saskatchewan communities; • Creation of an interpersonal violence leave of 10 unpaid days; • Creation of a new provincial park in the Porcupine Hills area; • Value-added agriculture incentives to improve investment attraction; and Justin Trudeau uses exorcist in NAFTA negotiations with Donald Trump • Updating animal protection enforcement.

The spring session was Premier Scott Moe’s first as Saskatchewan’s new Premier. This was also the first session for the new Leader of the Opposition.

Although the rain haltered Buster Days Friday evening, the rest of the weekend was a success. There were numerous activities for all ages to participate in on Saturday, June 2 & Sunday, June 3.

Kyle Syrenne Skatepark Officially Open

Kyle Syrenne’s dream of a place where youth could skateboard, have fun and meet new friends became a reality as the City, together with the Syrenne family, declared the Kyle Syrenne Skatepark officially open on Saturday, June 2.

The family of Kyle Syrenne, an avid and accomplished skateboarder who grew up in Martensville and tragically lost his life in 2015, began working with the City in 2015 to raise funds for and build a skatepark in Kyle’s memory.

Earlier this year the Skatepark was complete. The hard surface park features a variety of plaza and modern obstacle features, a bowl suitable for all skill levels, connecting pathways, and feature entry signage. It can accommodate skateboarders, scooter riders and inline skaters. The design includes numerous safe and inviting viewing areas and locations for art installations and integrates natural boulder textures and a memorial sculpture for Kyle.

“The grand opening of the Skatepark is exactly what Kyle would have wanted” said Kyle’s brother Riel Syrenne. “Music, Skateboard and BMX demonstrations, contests and prizes for kids of all ages will make this a blast for everyone, Kyle would have loved it.”

Kent Muench, Mayor of the City of Martensville spoke at the opening, as did representatives from New Line Skateparks. “The Skatepark adds so much to Kinsmen Park, which is already a popular gathering place for recreation in our community,” Muench said. “It offers a new user experience to the Park and provides our community and regional youth with a modern place to meet and have fun.”

The Syrenne family raised the funds needed to design the skatepark through a crowdfunding campaign. The City also provided funding to the project. Businesses, organizations and individuals also sponsored various aspects of the project.
