July Council Meeting Dates Committee of the Whole - July 9th Regular Council Meeting - July 16th The Council Meetings are located at Martensville City Hall Council Chambers in Martensville City Hall at 37 Centennial Dr. S. All Regular Council Meetings and Committee of the Whole Meetings are open to the public. All meetings commence at 5PM. Those wishing to address or do a presentation to Council must be placed on the agenda. To be placed on the agenda please contact the City Clerk’s office at City Hall or visit the website for details.

Vehicles Parked ‘Left of Centre’

Vehicles parked on the wrong side of the road is an illegal and unsafe practice and is controlled by local bylaws and the Provincial Traffic Safety Act. The Martensville Traffic Bylaw 17-2015 states: 3e(vii) No person shall park a vehicle on any street to the left of centre (wrong way).

Enforcement of this bylaw will be increased in response to resident complaints. The penalty for parking the wrong way is $120.

Property Tax Payments

A reminder that 2019 Property Taxes are due July 31, 2019.

Commencing August 1, 2019 penalties will be added to all outstanding accounts at 1% per month. Property taxes can be paid by debit, cheque, cash or online banking.

Payments may also be placed in the mail slot at City Hall afterhours or weekends.

We also have the T.I.P.P.S (Tax Installment Payment Plan Service) that can be utilized.

Martensville RCMP Ask For Public Assistance in Suspected Counterfeit Currency Incident

The Martensville RCMP are investigating a matter that occurred on May 26, 2019, where suspected counterfeit currency was passed at a local Martensville business by an unknown male. The RCMP is asking for the public's assistance in identifying the male in the attached photo.

Persons with information that may lead to an arrest are urged to call either the Warman RCMP detachment at (306) 975-1670, or if you wish to remain anonymous, Saskatchewan Crime Stoppers at 1-800-222-8477, *8477 on Sasktel mobility, text TIP206 plus your message to CRIMES (274637) or you can submit a tip online at www.saskcrimestoppers.com where you can also view other unsolved crimes.

Save Water and Save on Your Utility Bills!

Water Conservation Tips

• Water your lawn deeply, but not more than once a week. During periods of extended rain, water even less frequently.

• Water new lawns every other day until the grass reaches 5 cm; then water less frequently.

• Set a tuna can in each of your sprinkler zones and time how long it takes to fill it with water. That’s how long you should run your sprinkler once a week if your lawn is dry.

• Use drip irrigation and/or sprinkler systems that are timed to turn on and off automatically. Remember to turn them off if it’s raining.

• Don’t water your lawn during the hottest time of the day. Instead, water early in the morning or in the evening. Don’t water when it’s rainy or windy.

• Check the sprinkler position to make sure you don’t waste water by watering the street, sidewalks or driveway.

• Xeriscape Landscaping – Group plants according to their watering needs. Plant water-saving plants, trees and shrubs. Use mulch to retain moisture in the soil. All of this can save 10-35 litres of water per minute.

• When mowing your lawn, only cut the top 1/3 of the grass and leave clippings behind. They will help the soil retain moisture and provide natural fertilizer.

• Wash your car at the car wash. Washing at home with a hose for ten minutes uses 300 litres of water and sends soap, oil and other chemicals to the river through storm drains. At a car wash, run-off is captured and disposed of properly.

• Use a broom when cleaning your driveway or walkway. Washing with a hose uses almost 200 litres of water.

Indoor Water Conservation Tips • When you want a drink, don’t let the water run until it is cold. Instead, refrigerate a jug of tap water and save 7-12 litres of water per minute.

• Don’t let the tap run when rinsing dishes or washing fruit and vegetables and save 7-12 litres of water per minute.

• Don’t pre-rinse dishes before putting them in the dishwasher. Instead, scrape off food first using a spatula. Soak very dirty pans and dishes before washing.

• Run the dishwasher only when it’s fully loaded and save 70-190 litres of water with each load you eliminate.

• Repair any leaks. Turn faucets off firmly. Check and replace any worn out fixtures, washers, O-rings and hose connections.

• Avoid using garbage disposals. Disposals require lots of water to operate properly.

Instead, start a compost pile.

• Save as much as 10 litres of water per minute with a low-flow showerhead.

• Don’t overfill and fill less than a full bath. Better yet, you’ll save water by taking a short shower instead.

• Replace an old toilet with a water-efficient model and save as much as 14 litres of water per flush and 70 litres per person, per day • Check for leaks in your toilet by adding a few drops of food coloring to the tank.

Coloring will appear in the toilet bowl if it’s leaking.

• Run the washing machine only when it’s fully loaded. Each load you eliminate saves 70-190 litres of water.

• Check washing machine hoses for cracks that could result in leaks.

• Use your water meter to check for hidden water leaks. Read the water meter before and after a two-hour period when no water is being used. If the meter does not read exactly the same, there is a leak.

The Martensville Historical Centre is preparing to celebrate two major milestones for our community. This year marks 50 years since Martensville became a town and 10 years since becoming a city. To commemorate this momentous occasion, the group of four is planning for an event that will take place on September 7th in Kinsmen Park, coinciding with the Martensville A&W Valley Street Stock 100.

This celebration is something that the Martensville Historical Centre would like to see everyone from the community take part in. “We are planning it, but we would love to see other people from the community get involved. We want this to be a community event and have schools, businesses and service groups participate. When are we going to have two milestone years like this again, so we want to celebrate it and what better way to celebrate than to get everyone involved and being a part of it,” Martensville Historical Centre representative Terri Hetterly said.

Martensville became a town in 1969, three years after being established as a village. Prior to becoming a town, Martensville was a part of the Rural Municipality of Warman, which was later combined with the RM of Cory and the RM of Park – becoming the RM of Corman Park. Once becoming a town, Martensville was no longer a part of the RM. At the time Bill Fehr was Mayor and Martensville grew from being a village with an Overseer and a three person Council to having a Mayor with a six member council. “Once we became a town, we grew and saw more opportunities coming to the community, such as gas, sewer and water,” Hetterly added.

In 2009, Martensville was seeing massive growth and had hit a population of 5000 residents. At this time, City Council discussed the possibility of becoming a city. Hetterly, who was on Council at that time, remembers the conversations that took place. “Council felt as though it was a better opportunity to sit at the table with other cities because we were growing so quickly. We wanted to hear what others were doing and decided to go with the expansion rather than trying to catch up later because it happened ahead of us.

The community was growing whether we wanted it to or not.” After becoming a city, Martensville became more appealing to franchises and other business opportunities.

The September 7th celebration will highlight these dates and will provide those attending with a chance to learn more about their home community. The Civic Centre, which houses the Martensville Library as well as the Martensville Historical Centre, will be open to the public during the celebration. “The Civic Centre was an elementary school in the community for many years and we would like to try to have some members that taught here to help give us some history and give people a chance to see what it looks like now and how things have changed over the years,” Hetterly stated.

Additionally, there will be a Day in the Park, which will include a wide variety of options for the public to take part in. It is still early in the planning stages, but the group is hard at work to ensure the event has something for everyone. With plans to include music from ‘69 and ‘09, as well as games and information about monumental world events, the Historical Centre is encouraging the public to dress the part and have fun with it. For the celebration, they will also be flying the Town of Martensville and City of Martensville flags. There are also plans to have previous Mayors and members of Council on hand so they can provide information about the history of Martensville. And of course, what kind of celebration would it be without cake!

The Martensville Beautification Committee will also have a table displaying local art and other groups are invited to participate in their own way as well. Businesses are encouraged to take part and celebrate 1969 and 2009 in their own way.

Leading up to the event, the Historical Centre plans to develop a Facebook page, which will include updates and information about Martensville’s history. The group is also working on creating a database with historical information that members of the public can come in and view. The celebration won’t end on September 7th, as the group has plans to continue celebrating for the remainder of the year.

“Come out and take part in what is sure to be a great event! We encourage everyone to get involved in whatever way they want to,” said Hetterly.

TMX Approval Should Restore Balance and Reason

The news that the federal Liberal government has approved the Trans Mountain (TMX) pipeline isn’t just good news from the economic perspective. Obviously, approval of TMX is great news for the Alberta economy in particular, as it will be oilsands oil that will be flowing through that pipeline in, hopefully, the not-too-distant future.

In turn, it is good news for Saskatchewan even if it’s not our oil that will directly benefit. Any positive development in the oil sector in Alberta now means good news for the oil sector here - arguably, a change when most of the oil development happened to the west of us. Now, whatever can be done to expand our oil customer base beyond the U.S. is a good thing for everyone.

Also, anything that gets oil off the rails is good for not only Saskatchewan oil but also for potash, grain and oil seed/pulse crop movement. Premier Scott Moe has certainly made all these arguments in his lobby for TMX and it now appears that Moe - who has opposed most everything Prime Minister Justin Trudeau has done - seem to be on the same page - when it comes to the need to see TMX as a better, safer alternative. Moe called the announcement good news because “TMX is crucial to our energy sector, market access and jobs.”

“We need to create wealth today, so we can invest in the future,” Trudeau said while making the announcement, noting that his government already approved the twinning of this pipeline. After examining the effect TMX would have on the marine environment and meeting with 65 indigenous groups, Trudeau said he believes his government has met all concerns.

“We listened to community concerns and we are acting on community ideas,” he said. “Now, it’s time to take the next step.” That means “shovels in the ground this construction season,” the Prime Minister said, vowing to invest the extra $500 million in annual tax revenue from the pipeline into clean energy.

Not surprisingly, this announcement was met with outrage from the federal NDP and environmentalists, who would never be satisfied with anything short of cancelation of the project, but while Moe was still eager to reiterate his criticism of the federal government over Bills C-69 and C-48, the bills, respectively, imposing environmental restrictions on major project developments like pipelines and restrictions on West Coast tankers, the agreement on TMX is a definite positive.

In a very real way, the renewed approval for TMX may bring a bit sanity back into political debate. It was just a week earlier that Moe and Alberta United Conservative Party Premier Jason Kenney were framing these questions as a matter of national unity.

"It is the Prime Minister who is threatening national unity through his stunning combination of arrogance and indifference to the concerns of Canada’s energy and industrial sectors, and the thousands of hardworking people these sectors employ in communities across the nation," Moe said in a prepared statement just five days before the TMX announcement.

Ironically, Moe’s comments also came the day that the Courts ruled that Husky Oil needed to shell out $3.8 million for damages from their pipeline oil spill into the North Saskatchewan River three years ago. It was a reminder that there is always a need for a balance needed in government - in this case, between economic interests and environmental ones.

It’s clear that hasn’t been happening under the Trudeau government. But it would only be fair to say that Moe and company haven’t exactly added much balance and reason to the debate either. With this TMX approval, maybe we can finally get past the nonsensical rhetoric and move forward on what needs to get done in this country.

Local Resident Creates First Little Free Library in Martensville Shanine Sealey, Martensville Messenger

Book lovers now have a new option for finding their next perfect read. Martensville resident Tammy Leonew recently created a little free library (LFL) on 1st Avenue North between Ewles Place and North Hills Park. The purpose of a LFL is to create a community book-sharing program, which is typically in the form of a small cabinet near someone’s home or business.

According to Leonew, there are over 80,000 LFL’s in over 90 countries around the world.

“I first heard of little free libraries about ten years ago, when two of my former teachers started one in my hometown of Humboldt. I’ve always loved the idea, and since Martensville didn’t have one, I thought it could really benefit our community,” Leonew explained.

In order to create Martensville’s LFL, Leonew teamed up with her father, husband and children to construct, install and paint the unit that houses the books. After their hard work, they were excited to get the LFL up and running on May 11th, and Leonew says that the response thus far has been incredible. “New items are being added almost daily, and it is great seeing so many people stopping and grabbing a book as they walk or drive by.

Local residents are invited to come by and grab a book to read, or leave books that they are done with to share with others. “The community has been really great about helping to keep the library stocked, and I definitely appreciate all the donations.”

This is a Canada-Wide initiative that runs throughout public libraries. You can register for the program and pick up a reading booklet at the library and keep track of reading minutes throughout the summer. For each hour recorded, kids earn a ticket to enter to win a prize. “This program runs throughout many public libraries, but each location does things a little differently. We prefer to track minutes, rather than whole books to ensure that the different ages are reading the books that they are supposed to be. It also works with the younger kids that have parents reading to them,” Skomar added.

The Martensville Library will also be offering a weekly craft that changes each Monday and is open to everyone to come to the library and make a craft to take home. Some of the crafts include; rock necklaces, bird kite, seed snail dragonfly and many more. Additionally, there is LEGO Club held each Friday from 10:30am12:00pm, Story Time held each Wednesday from 10:30am-11:00am, a Youth Summer Challenge for ages 12-17 and a Summer Adult Book Review Challenge. The Youth Summer Challenge includes a challenge booklet that contains various fun activities such as drawing a cartoon strip, writing a book review and more. Each completed challenge earns an entry into the youth prize draw. For adults, they can provide a short anonymous review of a book they read and earn an entry into the adult prize draw.

The first three weeks of Story Time will feature some special opportunities – July 3rd will be a Plant a Seed Story Time, where kids will have a chance to decorate a pot and plant their own seeds, July 10th will feature a Child Find Story Time that will be followed by an ‘All About Me I.D.’ clinic and July 17th will feature story teller Danica Lorer with Natural World Stories and Songs With an Outside Voice.

Other fun options that require registration include a visit from the Saskatchewan Science Centre on August 8th, Edison Robot time slots, a Code Mobile HTML/CSS Workshop, String Art class, a chance to create a vase out of an old book and more. “Our goal is to offer something for everybody of all ages in the community.

We try to make something for everyone and have them offered at flexible times. We hope that we are hitting the needs of the community,” Skomar said.

Erratic Driver Reported on Hwy 12

June 17, 2019 at 10:45 p.m. Police received a complaint of an erratic driver on Highway 12 near Martensville. The caller advised that the vehicle was travelling slowly and swerving on the highway. Police conducted patrols of the area, but were unable to locate any vehicles matching the description provided.

Medical Condition Results in Single Vehicle Roll Over June 23, 2019 at 4:10 p.m. Police received a complaint of a single vehicle roll over on Highway 12 south of Martensville. Police, EMS and Martensville Fire attended the scene. The 33 year old male driver suffered from a medical condition, entered the ditch and rolled. The male received minor injuries in the roll over. The vehicle required towing from the scene.

PROPERTY Stolen Trailer Reported in Warman June 19, 2019 at 9:00 a.m. Police received a complaint of theft of a trailer from Warman. The caller advised that the trailer had been stolen a while back. Investigation into this matter is ongoing.

Break In to Business in Radisson June 22, 2019 at 8:30 a.m. Police received a complaint of a break in to a business in Radisson. The caller reported that overnight someone broke into the business and stole a number of items. Investigation into this matter is ongoing.

Complaint of Suspicious Vehicle in Martensville June 17, 2019 at 3:30 p.m. Police received a complaint of a suspicious vehicle behind a residence in Martensville. The caller advised that the vehicle was driving slowly down the alley’s and seemed suspicious.

The vehicle left the area before police were able to attend. No further calls were received.

Assault Complaint in Warman Results in Charges June 21, 2019 at 12:30 a.m. Police received a complaint of an assault at a residence in Warman. The caller advised that they had been assaulted by a male in the residence.

Police attended the residence and arrested a 41 year old male from Warman. He was released on conditions for an upcoming court date on assault related charges. The 40 year old female was not injured.

THIS WEEK IN SPORTS

A wild and high scoring week two in the CFL got started on Thursday when the Saskatchewan Roughriders put up 41 points...and lost to the Ottawa RedBlacks 44-41. The Green and White started Cody Fajardo at QB after the injury to Zach Collaros last week and he had a great stat line in the loss completing 27/34 passes for 360 yards and two touchdowns.

On the other end for the RedBlacks Dominique Davis completed 30 passes for 354 yards and three TD’s which were the only major scores put up by Ottawa. Their kickers are where they got most of their points as RebBlack’s kicker Lewis Ward was 6/6 in field goal attempts and Richie Leone would add a punt single and a kickoff single to make it 20 points for the special teams.

On Friday, QB Mike Reilly went up against his former team as the BC Lions took on the Edmonton Eskimos. Reilly came up short in his return to Edmonton and only threw for 149 yards in 14 completions with one touchdown and an interception as the Lions fell to the Eskimos 39-23.

The final game of the week was the first of the season for the Toronto Argonauts and it went just about as bad as a season/home opener could. After the first quarter the Argos and Ti-Cats were tied at 3-3 but after that it was ALL Hamilton. Tiger-Cats QB’s combined for 443 yards and four touchdowns as they throttled Toronto 64-14. My picks were above .500 this week with a 2-1 record which improves my overall record to a less-than-stellar 3-4 in the 2019 CFL Season. My picks for week three are Winnipeg, Hamilton, Calgary, and Saskatchewan.

Martensville Athlete Chosen as One of The Elite Twelve Shanine Sealey, Martensville Messenger

One local athlete has been chosen as part of ‘The Elite Twelve’, a competition for Saskatoon’s top athletes to showcase their abilities and their commitment to the community. Athletes from ages 14-25 that are involved in any sport can either apply or be nominated for the program.

Each athlete’s story will be showcased and members of the community has 48 hours to vote for their favorite. The winner will receive $1500 cash and each of the Elite Twelve will receive a cash prize.

Brayden Grindheim, a 16 year old curler from Martensville, was one of the chosen for the Elite Twelve.

Grindheim moved to Martensville when he was in grade three and is currently attending grade 10 at Martensville High School.

From a young age Brayden took an interest in curling, learning how to competitively curl at only six years old. Since then, he has had numerous accomplishments such as; 2018 Saskatchewan Winter Games Gold Medalist in North Battleford, second place in the 2018-19 Canada Winter Games Trails in North Battleford and second place in the 2019 U18 Provincial Championship in Regina.

With his dad being a big influence in his curling careers, Brayden dreams of some day representing his province at a national event and winning the Brier. Currently playing as lead on Bernath Team, if he wins, Grindheim plans to use the $1500 to invest in gym equipment at home, mental training programs and physical training.

Grindheim has been involved with the Martensville High School Curling Team as well as the Martensville Curling Club for some time and has helped out with the Junior Program, aiding younger children and teaching them the fundamentals of the sport. “Excellent role model for our juniors! Congrats Brayden, proud to call you one of our own,” the Martensville Curling Club stated on their Facebook page.
