Water Meter Conversion Program - Thank you for your Cooperation, Book Today!

The City of Martensville initiated a program where existing water meters will be replaced with new automated water meters. Neptune Technology Group will be installing the meters by area and will be contacting homeowners to make appointments for the change-out.

The program is over 90% complete. If you have yet to book your meter change-out it can be done easily online at www.watermeterappt.com or by calling 1-800-667-4387. Bookings can work around your schedule and be made for evenings or weekends. The actual change-out can be completed in about 20 minutes. These meters will provide automated reads on regular intervals ensuring accuracy without the need for manual reads.

Lifting of the Public Health Order- What you Should Know

Saskatchewan’s current public health orders have been lifted, effective February 28, 2022.

City Hall and all civic facilities are open and available for business with the public. Civic facilities are a ‘mask-friendly’ environment, meaning the City of Martensville respects all individuals’ freedom to don a mask for their comfort and safety.

Let’s keep our Lanes Clean, Fall Back Lane Clean-up

Placing garbage, materials or waste in our lanes is unsightly, can attract pests, be unsafe and impede maintenance or access to properties.

The City of Martensville conducts an annual back lane and general clean-up once a year with this year’s dates being: September 12th -16th for the Southside September 19th - 23rd for the Northside.

Items may be placed for pick-up one week prior to scheduled pick-up. In the interim please utilize the Loraas Landfill. Waste placed in lanes prior to this time is regulated under the Nuisance Abatement Bylaw and is subject to enforcement.

Council Approves Amendment to Charge $50 Water Meter Read Fee Shanine Sealey, Martensville Messenger

Martensville City Council held their final meeting of the month on Tuesday, June 21st, which included many items from the previous week’s Committee of the Whole meeting. The first item on the agenda was a report from City administration. Ted Schaeffer, Director of Recreation and Community Services, reported that lights for the Pump Track are scheduled to be installed for early July and landscaping is scheduled to be completed following the light installation. The Martensville Spray Park resurfacing has been completed and the spray park is open for the season, with a new computer module installed to address the timing and pressure issues that took place last year.

City crews have been busy with street sweeping; however, there have been delays getting traffic paint for crosswalks and stop bars to be repainted, so the City is reaching out to other suppliers and contractors.

The next item was regarding the Canada Community Building Fund, previously known as the Gas Tax Fund that was discussed at last week’s meeting. The City of Martensville receives funding through this and administration decided roadways were a priority for the funding. Two project applications were prepared, totaling $596,000 of the CCBF funding to be used. Projects include repaving of 3rd Avenue North and Rockhill Lane and a pavement preservation project on Manor Heights, 8th Avenue North, Hamm Terrace, 5th Avenue North and Reimer Road.

Another item brought back from the previous week included a request from the Diamond BMX Club in Warman, who will be hosting the Canada Cup BMX Event from August 5-7. This marks the first time the event will be held in Saskatchewan. A world champion BMX/Pump Track athlete will be hosting clinics prior to this event and the Club is requesting that the City of Martensville provide $2000, which would be one-third of the cost to bring the athlete in, and then have a clinic held in Martensville on August 4th. In addition to the clinic, this event would be utilized as a grand opening for the Pump Track, complete with a ribbon cutting ceremony.

July Council Meeting Dates Please Note: Council Meetings may be attended in-person but guests must wear a mask and should practice social distancing within Council Chambers. Those still wishing to attend but would wish to do so virtually should contact the City Clerk or visit the online agenda for the link to attend.

Committee of the Whole July 12th Regular Council Meeting July 19th The Regular Council Meetings are located at Martensville City Hall Council Chambers in Martensville City Hall at 37 Centennial Dr. S. All meetings commence at 5 PM. Those wishing to address or do a presentation to Council must be placed on the agenda. To be placed on the agenda please contact the City Clerk’s office at City Hall or visit the website for details.

Organics Service is Underway!

Organics pick-ups resumed on May 6th for the North-side of Martensville and May 13th for the South-side. This service is scheduled on Fridays and alternates between north and south until the end of October. Organics is a subscription based program, to subscribe please contact City Hall Reminder!- Don’t miss your Pick-up Day! Organics, Garbage or Recycling must be curbside on your pick-up day by 7AM to ensure it is taken. Pick-up times can be fairly regular but are not set and are subject to variation or changes.

Property Tax Information- What you need to Know

-Tax Notices were mailed out on April 29th. If anyone has not received their notice, they should contact City Hall. Ensure all contact information is up to date.

- Taxes are due July 31st, 2022 to avoid interest charges.

Ways to Pay - Taxes can be paid by cash, cheque, or debit at City Hall.

-Taxes can also be paid online through Banking Bill Payments, or by etransfers; for payments: payments@martensville.ca.

Street Sweeping Season

Street Sweeping will be underway now moving into neighbourhoods but still tending to arterial and collector streets as required.

Watch for signs and posts in your neighbourhood. We ask that vehicles be removed from the streets on your ‘sweep’ day, however, tickets will not be issued, nor vehicles towed away.

Friendly reminder to please stay back from Street Sweeping equipment as crews work. For more information about street sweeping contact City Hall.

The 2022 City of Martensville budget includes a project for $20,000 to complete a landscape design for the Ministry of Highways for the land surrounding the Highway 12 overpass. Administration, along with members of the Beautification Committee met with Catterall & Wright and HTFC Planning & Design to determine the scope and requirements of the project and a proposal for this has been provided for a fee of $25,000, coming in over budget. Council was asked to approve the proposal from C&W based on their previous work experience with the City, and their familiarity with the project, as well as their involvement with the pedestrian overpass planning.

Council was asked to approve an amendment to the water and wastewater bylaw, which would see a meter read service callout fee of $50/month added to residences that did not schedule a water meter update. The new water meters, which were being installed by Neptune Technology Group, allow for remote reading. Council approved this amendment.

Council will be meeting again on July 12th for the monthly Committee of the Whole meeting. Information about City Council meetings can be found at www. martensville.ca.

Martensville High School Celebrates Accomplishments Jocelyn Ottenbreit, Martensville Messenger

Martensville High School held an assembly on Friday, June 17th to celebrate extra-curricular activities being back in school this year after not being able to participate for two years due to the pandemic.

There was a lot of excitement in the building as teams and individuals were recognized for their accomplishments in the 2021-2022 high school season.

Junior Girls Volleyball saw a fantastic turnout this year and were able to field two teams for league play.

The girls showed a great deal of growth over the season ending on a high note when they brought home second place in conference playoffs.

The senior girls’ volleyball team had an excellent season advancing to Provincials in Moosomin where they were the only team in the round-robin to defeat the team that would become the Provincial champs. The determination and drive from this team put them at the top in every tournament they competed in during the season. Sadly, they are losing many grade 12 players, but are also excited about returning players and upcoming prospects.

The boys soccer team enjoyed returning to the field this fall having a successful season with a strong record and eventually qualified for Provincials in Yorkton. This team finished fourth, which is the school's highest place at Provincials so far. This year they had to say goodbye to three seniors who will be sorely missed next year; Om Patel, Wyatt Strueby and Alex Garchinski.

Senior Girls soccer was a fantastic but short season for the girls as they had a very young team with only two senior players. The girls’ skills greatly improved throughout the season and are looking forward to the fall when they will once again be hosting Soccer Provincials.

They are sad to say goodbye to Kayla and Andie who were incredible leaders throughout their time as an MHS Royal.

This year Martensville had two curling teams.

The senior boys’ team advanced to Regionals in Prince Albert. The Junior Mixed Team started with players that had never curled before and by the end of the season, they were making excellent shots and learned lots about the game.

Chloe Lefrancois wrestled under the Huskie Wrestling Team as a MHS athlete. The team placed first in regionals and advanced to provincials.

Junior Badminton had enough players to fill a full team for the first round of playoffs where five players advanced to the second round of playoffs. Three competitors advanced to the finals held in Warman, where Braden Toth took home the gold medal for junior boy's singles.

Junior Girls Basketball had a great turn out this year. This team was full of hardworking, energetic, multisport athletes who were not only dedicated to Royals basketball, but also to their many other commitments.

They had a successful season and ended the year by winning the Junior A league title!

Junior Boys Basketball team had lots of fun and learned many great skills. These boys had many wins and were very respectful.

The Senior Girls Basketball team had an up and down year with a mix of some more experienced players and a ton of rookies. They won some tight games and some good competitions, and all the while had fun doing it and becoming solid teammates. Four graduating players will be leaving but are also looking forward to a full season with returning players and some new grade nines joining the fold.

The senior boys basketball team had an impressive season.

They won first at a tournament and also qualified for Provincials.

Several grade 12's graduate this year and their leadership and skills will be greatly missed.

The Gender and Sexuality Alliance is happy to be back gathering together this year! They had a great year of meetings and loved Pride Week being celebrated in the school!

SRC was excited to regroup and start fresh this year! They started with a brand new group of students who worked together to create several spirit days, a formal day and film festival, and a backyard BBQ. Many people gathered together to show their school spirit after so many months of staying apart.

Project Change had their most successful year to date with over 60 students involved throughout the year and more than $7500 dollars raised for various causes. In June Project Change was awarded one of three Public Schools of Saskatchewan Citizenship Awards in the province valued at $1000. Although the graduating grade 12 members will be missed, the younger grades will continue to have a positive impact on their school community, local community and global community.

After acknowledging the accomplishments of all the sports teams and special groups, several individual athletes, led by Raphael Mercier playing the bagpipe, were recognized for their accomplishments this year.

Myles Johnson took the Provincial silver medal at the SHSAA Provincial Golf Championship at BELOW: Myles Johnson sends out a wave to the students at Martensville High School during an assembly to acknowledge the athletes for the 2021-22 high school season. Johnson received a Silver Medal in the SHSAA Provincial Golf Championship this past fall at Rosthern Valley Regional Park.

SUMA Affords Sask. Party Gov’t Chance to Connect The way things are in this province right now, the Saskatchewan Party government could use all the help it can get to solve our problems. One gets why government doesn’t reach out for such help.

Generally, this is not the nature of government and it becomes even less the nature of a government the longer it is in office. There is a penchant for long-serving governments to convince themselves that they have all the answers.

This was the undoing of past long-serving NDP administrations whose party — about to select its fourth leader in 15 years of opposition — is still struggling to connect with most Saskatchewan people.

It's never too early for governing parties to recognize that this is a problem and it to needs to find ways to better connect.

This is not to suggest that the Sask. Party administration is in any immediate peril — notwithstanding challenges it is seeing on its right from the Buffalo Party in the 2020 election and now from the new United Saskatchewan Party that includes former Conservative MP Gerry Ritz and former Sask. Party-turned-independent MLA Nadine Wilson.

The on-going struggles of the NDP — whose current leadership between its establishment candidate Carla Beck and activist challenger Kaitlyn Harvey, who is accusing the party of doing in Ryan Meili — suggests the NDP still doesn’t have its act together.

Toss in the reality that Premier Scott Moe — despite criticism for his handling of COVID-19 and a series of other apparent missteps like education funding — still enjoys a 52-per-cent approval rating as premier, according to the latest Angus Reid quarterly survey. It’s not quite the astronomical numbers he and Brad Wall once enjoyed, but it’s surely impressive under the circumstances.

All that said, long-serving governments forget how quickly things can unravel when there’s a viable alternative to a government that’s no longer connecting people. It is for that reason that this government would be well served listening carefully to the concerns now being put forward by the Saskatchewan Urban Municipalities Association.

Admittedly, this would not be the first administration to become isolated and insular, losing sight of the fact that SUMA’s municipal members represent 80 per cent of the province’s residents.

Clearly, this Sask. Party government has always better connected with the Saskatchewan Association of Rural Municipalities (SARM). The two have bonded over issues like the carbon tax, gun registration, agriculture support and what seems to be a general dislike of most policies of Prime Minister Justin Trudeau’s federal Liberal government.

It likely doesn’t help SUMA’s cause that it takes a less partisan approach — largely, because it also relies on a more direct working relationship with the federal government as a partner.

Besides, SUMA likely has done itself much of a favour by not being a stronger advocate for itself in recent years … or, perhaps better put, being a strong advocate for better, hospitals, schools, roads, policing and internet service; however, new SUMA president Randy Goulden of Yorkton seems intent on changing all that by establishing a stronger partnership with the province.

"We know we need to do more," Goulden said in a recent interview, adding that SUMA must be a better advocate for itself.

SUMA is a stakeholder organization reliant on the provincial government for its members’ funding, but it also holds a bit of a unique role in that its members are also elected to represent the exact same people as MLAs. As such, it automatically becomes a partner with the provincial government. We need a seat at the table," Goulden said.

One gets why the provincial government wouldn’t be eager to relinquish its power, but in a very real way, a stronger relationship with SUMA might enhance the Sask.

Party’s stranglehold in the provincial political scene. Or at least, it might avoid problems down the road.

Two Wanted in Relation to Firearms Incident in La Ronge That Prompted Emergency Alert La Ronge RCMP are requesting the public’s assistance in locating two individuals wanted in relation to a firearms incident that prompted an emergency alert in La Ronge, Air Ronge, Lac La Ronge and the surrounding areas on June 19, 2022.

Around 11:30 a.m. June 19, two La Ronge RCMP officers were conducting patrols in the community when a black car drove past their vehicle at a high rate of speed on Far Reserve Road. RCMP officers activated their emergency equipment to initiate a traffic stop, but the vehicle continued driving and turned into a driveway at a residence on the 100 block of Far Reserve Road.

The male driver of the vehicle fled the area and one RCMP officer followed – both on foot. The second RCMP officer was outside of the police truck when a second male exited the car with a firearm and discharged in the direction of the police vehicle and officer. The RCMP officer also discharged ABOVE: Allan Sanderson their firearm. Attached is a photograph of a bullet hole in the responding RCMP vehicle's windshield. A second bullet hit the front radiator. The two officers moved to a safe location and more La Ronge RCMP officers arrived.

Given the serious nature of the incident and firearm discharged, a broadcast immediate emergency alert was issued to the public, notifying them of a dangerous person with firearms in the La Ronge area at 12:29 p.m.

An alert update with more information was issued at 1:40 p.m.

The RCMP Critical Incident Response Team (CIRT) responded to assist. As a result of the CIRT's response on scene, around 4:30 p.m. three more people, two males and one female, exited the residence and were arrested.

In total, 17 people were arrested in relation to this incident. As a result of continued investigation, 15 people have been released without charges and determined not to be involved. The investigation is ongoing and updates will be provided as they become available.

No RCMP officers were injured during this incident and no other injuries have been reported to police.

Daigneault can be described as being approximately 5’8” tall, 180 lbs with a medium build, with brown eyes and brown hair. He has a tattoo on his right forearm that reads “No regrets” and one on his right hand that reads “Kenny.” He was last seen wearing black shoes, black pants, a black long sleeved shirt with gold designs down both sleeves. A photo of Daigneault was released in conjunction with the emergency alert. He may be injured, but this cannot be confirmed.

The second individual, 36-year-old Allan Sanderson of La Ronge, has been charged with the following: Obstruction – Sec. 129(a) of the Criminal Code; Unauthorized Possession of a Firearm in a Motor Vehicle – Sec. 94 of the Criminal Code.

Sanderson can be described as being approximately 5’4” tall, 134 lbs with a slender build, with brown eyes and black hair. He was last seen wearing black shoes, black pants, and a black t-shirt with a white logo on the back.

Warrants have been issued for the arrests of both Daigneault and Sanderson. They are known to frequent the Saskatoon, La Ronge, Ile-a-la-Crosse, Beauval and Buffalo Narrows areas. Police do not know if the two are currently together or if they have access to a vehicle(s).

Terrance Daigneault and Allan Sanderson should be considered armed and dangerous and should not be approached.

The Saskatchewan RCMP continues to ask the public to be vigilant and to report any tips and information related to these two individuals to police by calling La Ronge RCMP at 306-425-6730, 310-RCMP or 911 in an emergency. Canada Day is fast approaching and the Martensville Information & Visitor Centre (MIVC) has been busy preparing for this year’s celebrations.

This year marks the 14th year that the MIVC has been hosting this event.

In 2009, the very first event was held as ‘The Literacy Olympics’, and according to Kristee Lynn Adrian, the Executive Director of the MIVC, literacy is still included in current Canada Day planning, whether through reading, writing, spoken communication, learning a new skill, or even through sports literacy.

The past two years changed things up for this community event due to the pandemic, therefore it was evaluated. “The MIVC became very creative with how the event is carried out and it still remains a mix of both for those who may not be able to get out and enjoy the event and with an aim of trying to make things as inclusive as possible. In having a combination of festivities it allows for us to convert to online if anything changes and still carry-on with celebrating our nation’s birthday,” Adrian said.

This year, there will be a combination of both online and in-person events held. There will be a new spin on events that will now be held outdoors such as story time, crafts, outdoor games and a new addition of an animal hunt that will be held throughout Kinsmen Park.

Canada Day in Martensville would not be possible without the support of volunteers, grants, sponsorships and donations. “We are fortunate to have some business and service group support from here in our community; however COVID has impacted this support over the last couple of years,” Adrian added.

The local RCMP have been making efforts to increase their visibility within the community, and do so in a way that targets issues before they become issues. In past years, as well as this year, there have been reports made to the RCMP regarding the area surrounding the Skate Park, North Ridge Community Centre, and 3rd Street North – as well as other areas throughout the community.

“We have been going out and making sure we increase our patrols, and take time to talk to people in the area to remind them that is an area where there is a lot of people, whether it be people walking their dogs, kids on bikes, or just people that live in the area. We want to encourage them to be mindful and respectful of people within the area and ensure the general safety of everyone. The goal is that maybe we can address the problem before people decide to break the law and avoid that kind of police interaction,” Sgt. Little stated.

So far, the interactions with the public have been well-received and Sgt. Little explained that they have been taking time to talk to youth in the area, and allow them to look at police in a different light, rather than seeing them on the side of the road with lights and sirens.

“We want to avoid taking it to that level, but we are certainly willing to enforce things where necessary and where needed, but what we want is to build some of those relationships a little by being out there and talking to whoever happens to be in the area at the time rather than just driving past it. I think that is really important,” Little added.

In addition to increasing police presence in the area, RCMP also have bicycle patrols within the community. In order to do this, members are required to take specific training, which Little noted they had additional members participate in this year.

“The intention is for us to be out as much as time allows doing bike patrols. It is one of those things where we have to ensure other calls for service are also being followed up on before we can get out on the bikes, but it is a big part of our strategy. The bikes can be on the streets, pathways, parking lots and in school areas. They are able to go wherever a car is and more, and we try to go out as much as possible, especially when the weather is nice. We are able to get in areas where you can’t see from a car and people also don’t necessarily see you as well,” Little explained.

Club Race 4 and 5 of the Saskatoon Kart Racers 2022 season will be taking place at the Martensville Speedway on June 25th and 26th. This event is free for all spectators and will begin around noon. Hectors Grub Hub will have a concession available.

Maddogs Host Successful Fundraiser

The Martensville Maddogs hosted a Steak Night Fundraiser at The Sports Page Bar & Grill on Sunday, June 19th to help raise money to support local youth football in Martensville and surrounding communities.

The event began at 5pm, with supper served at 6pm, followed by a 50/50 draw and raffles. All dads in attendance were also entered into a special Father’s Day draw.

The Maddogs organization would like to thank all that attended. “It was great to see you all there and our organization really appreciates the support. Big thanks as well to the staff at the Sports Page for being awesome hosts.”

Wheatland Regional Library Martensville Library Closes for Flooring Renovation Summer Reading Challenge!

This summer, Wheatland Regional Library is challenging everyone to get reading and help reach their goal of 1,000,000 minutes read!

This reading goal is part of the annual Wheatland Summer Reading Program which is offered at all Wheatland library branches.

“Last year we met our initial goal in the first few weeks of the summer!” says Desirae Munro, Program Manager for the Wheatland Regional Library. “The summer is a great time to read and enjoy what the Wheatland region has to offer. We encourage everyone to join in the fun and help us reach our 1,000,000 minutes goal.”

There are two challenges being offered this year, the TD Summer Reading Club for children ages 0-13 and the Wheatland Summer Fun Challenge which is open to all ages, both run from June 20 to September 9.

The TD Summer Reading Club focuses on reading and is a great way to encourage kids to continue to build their literacy skills over the summer months. The TD Summer Reading Club is offered by local libraries across Canada to inspire kids of all interests and abilities to explore the fun of reading their way. “The Wheatland Summer Fun Challenge offers an opportunity for everyone to read, watch, explore and get creative on their own or with family and friends” shares Munro. People can register for both of the Wheatland summer challenges using Beanstack, which is an online reading and activity tracker. The Martensville Library is currently closed to the public and will remain so until July 4th as they complete a flooring renovation. The closure began June 16th and due to the nature of the work, the area is not accessible.

Currently, returns are still being accepted through the exterior book drop; however, this may be closed off during points in the project as well. All materials within the library have been boxed up and shelves have been moved, but once complete, all shelves and items will be returned to their previous locations.

“Patrons with materials out from the library are encouraged to hold onto them until we re-open or return them to any other public library. Due dates for our materials were extended so nothing checked out from our branch would be due during the closure dates. We hope that the project happens as scheduled and there are no delays in re-opening on July 4th,” Librarian Marla Skomar stated.

The new flooring will be installed within the library and the library program room and the cost for the project is paid for through a partnership between the City of Martensville and through funds raised by the Library Board.

“The current floors are the original floors to the building and are very worn in some areas. We currently require closures every couple of years for stripping and waxing to maintain the floors. The newer flooring product will make for easier maintenance going forward,” Skomar explained.

Once re-open, summer programming at the library will begin and Skomar noted that there will be lots of activities for patrons in the community. Summer programming includes items such as; TD Summer Reading Club for ages 0 – 13, Wheatland Regional Library Summer Fun Challenge – All Ages, Reading Colors Your World Summer Reading Challenge - Teens & Adults, Storybook Trails in Veterans Square, Story Times in Andrea’s Park, Busy Bees Playtime for Kids & Caregivers 0-4, Look & Find in the Park, Weekly Take & Make Crafts and Weekly Drop in Activities.

Other partnership programs that will be taking place include the Regional Kids First Outdoor Play Program on July 21 and the Foundations Eeensy Weensy Rhymers Program in August.
