CITY NEWS City Announces New Director of

Recreation & Community Service

The City is pleased to announce the hiring of Ted Schaeffer as the Director of Recreation & Community Services. He will start his new role on July 23, 2018.

Ted comes to the City with impressive credentials. He holds a Bachelor of Science (Physical Education) degree from the University of Saskatchewan along with other relevant training courses. Ted most recently held the position of Director of Parks and Recreation for the City of Moose Jaw for the past 2.5 years. He has over 20 years of progressive experience in the recreation field including 4.5 years with the City of Regina.

“We are very confident that Ted will be the right person to lead our Recreation & Community Services Department” said Scott Blevins, City Manager. Scott also added “I look forward to his knowledge and insight as part of the senior management team to assist with guiding the future of Martensville.” Ted’s experience will be very important as the department grows and changes over the next few years.

This position became possible with the retirement of the previous director, Dave Bosch. We would like to thank Dave for his hard work and dedication over the past 35 years.

Ted is looking forward to starting his new challenge and making Martensville his home.

City Council Update Shanine Sealey, Martensville Messenger

City Council held their last meeting of June 2018 on Tuesday, June 19th. Mayor Muench took a moment to recognize Dave Bosch, Director of Recreation and Community Services as this was Bosch’s final Council meeting before retiring on July 3rd. Several other items were discussed during this meeting including:

City Managers Report – highlights from each department within the City of Martensville. City Manager Scott Blevins met with RCMP to discuss contract and operations and will be providing information to Council regarding RCMP staffing. Dave Bosch, the Director of Recreation and Community Services spoke about several projects taking place throughout the city; fountains have been installed in all ponds except Sandy Rise, hanging pots and flowers have been placed along Centennial Drive, irrigation at Mocon Field has begun, among others. Matt Gruza spoke for Infrastructure and Planning regarding some updates for the community; the lagoon effluent line is open and discharging into the river, sewer flushing is being completed throughout the City, the lagoon aeration system has been inspected and a new maintenance plan has been developed. For roadways, dust control measures have been completed, pothole repairs, crack sealing and pavement patching is taking place throughout Martensville and rear lane maintenance is being completed. Within the Planning Department, work is being done with two mobile food vendors – one near the Sports Centre and another that may require a bylaw amendment to travel the City on bicycles. A meeting took place with the Cannabis retailer selected for Martensville; however, no date has been determined as to when legalization will occur.

Council approved the request from the Martensville Curling Club to advertise on one of the sheets of ice for the upcoming curling season. The City of Martensville currently is responsible for 60% of the utilities at the Curling Rink, which the Curling Club is responsible for the remaining amount. The cost to advertise will be paid through the utilities by the City of Martensville to cover the Curling Club’s portion.

The first reading for the Vehicle for Hire Bylaw was discussed, which covers taxicabs, limousines and transportation network companies. This was initially discussed in February; however, Council requested more information regarding legislation and process.

More information has since been provided by the government, and Council was in favour of the Bylaw.

The final item was a discussion item regarding mobile food vendors within Martensville. Modifications would be required in order to allow for a request from a vendor to operate a bicycle cart within the City. Council appreared to be in favour of the bylaw amendments.

First Operetta at Lake Vista School

The students in 2Ryan and 3Pellerin were “spectacular” in their performances of the Operetta, “Squirm.” The students left the audience spell-bound with their singing, dancing and acting. Three shows were held. An evening performance was held for the families of the actors and two shows were performed for the Lake Vista student body. The students worked hard to practice their lines at home and at school. A bulletin board outside the gymnasium introduced the cast. This included the students’ portraits they drew of themselves which were accompanied by a photograph of each actor in costume. A special highlight for the students was performing the same Operetta some of our Grade Six students performed when they were in Grade Two. Mrs. Zacharias used her photography expertise to capture pictures of the cast. The students were instructed by directors, Mrs. Ryan, Mrs. Pellerin and Mrs. Giovenazzo. Grade Five and Six students, Tanner, Brooklyn, Emmerson, and Kiya helped with sound and as backstage assistants. Mr. Mason and Mrs. Orth, Lake Vista's principal and vice-principal complimented the students on a job well done. They went on to say that they have set the bar high for future Operetta performers.

Landscaping or Working on Your Property This Summer? - Things You Should Know

The Regular Council Meeting as well as all future meetings will resume back at Martensville City Hall Council Chambers located at Martensville City Hall - 37 Centennial Dr. S.

Access to Private Property Through Open Spaces Bylaw Due to damage to City property and failure to remedy damages; the City has created the Access to Private Property Through Open Spaces Bylaw. The City Traffic Control and Waste Bylaws have also been rewritten to set the provisions to access private property through City land.

Those wishing to address or do a presentation to Council must be placed on the agenda. To be placed on the agenda please contact the City Clerk’s office at City Hall or visit the website for details. The full Council and Committee of the Whole Schedule can be obtained at martensville.ca.

Access to Private Property Through Open Spaces Bylaw 2-2016 Permit required Any person or businesses that will be driving a vehicle or equipment over city open space to access private property are now required to apply for a permit prior to gaining access.

Summer Water Conservation Tips

Section 6 (2) No person shall carry on the following activities in an open space area without a permit: (a) leave or store personal property; (b) set up a temporary shelter, tarp, canopy or other such device; (c) drive or arrange for a vehicle or equipment to be driven through an open space area;

Summer can bring a rise in water consumption and your water bill. Here are some tips to help conserve water during the heat.

• Water your lawn deeply, but not more than once a week. During periods of extended rain, water even less frequently.

• Water new lawns every other day until the grass reaches 5 cm; then water less frequently.

• Set a tuna can in each of your sprinkler zones and time how long it takes to fill it with water. That’s how long you should run your sprinkler once a week if your lawn is dry.

• Use drip irrigation and/or sprinkler systems that are timed to turn on and off automatically. Remember to turn them off if it’s raining.

• Don’t water your lawn during the hottest time of the day. Instead, water early in the morning or in the evening. Don’t water when it’s rainy or windy.

• Check the sprinkler position to make sure you don’t waste water by watering the street, sidewalks or driveway.

• Xeriscape Landscaping – Group plants according to their watering needs.

Plant water-saving plants, trees and shrubs. Use mulch to retain moisture in the soil.

All of this can save 10-35 litres of water per minute.

• When mowing your lawn, only cut the top 1/3 of the grass and leave clippings behind. They will help the soil retain moisture and provide natural fertilizer.

• Wash your car at the car wash. Washing at home with a hose for ten minutes uses 300 litres of water and sends soap, oil and other chemicals to the river through storm drains. At a car wash, run-off is captured and disposed of properly.

• Use a broom when cleaning your driveway or walkway. Washing with a hose uses almost 200 litres of water.

Traffic Bylaw – Dumping of Materials Dumping of material onto city streets is not permitted, any material must be placed on the owner’s property unless permission is granted by the Director of Infrastructure and Planning or designate. Any person or any business who will be conducting work on or around city streets must setup a safe temporary traffic control zone.

Section 4 (f) Any person or company responsible for construction, construction equipment, or material within the highway/street must setup a safe temporary work traffic control zone.

At the request of the Director of Infrastructure and Planning or designate a written work zone traffic control plan may be required prior to approval for installation and setup.

Waste Bylaw 18-2015 Work sites must have a bin/truck on site to dump their waste material into, to not leave material scattered around the work site or piled on the road way.

Construction Waste 48. (1) Any owner or contractor carrying out the construction, alteration or demolition of a building, structure or landscaping on any property shall: (a) place all waste into a waste container or enclosure; For further information or questions about these bylaws or to see what you need prior to starting a project, please contact City Hall 931-2166

Let’s Clean-up After Our Pets!

Pet owners are reminded that it is an offense to pick-up and properly dispose of defecation from your pet when using public pathways and parks. Refuse bags and garbage cans have been placed along pathways and parks for your convenience.

Failure to pick up after your pet can result in fines up to $300.

Members attended a total of 140 calls and 87 traffic charges were laid during the past week in the Detachment area.

TRAFFIC

Parked Car Rear Ended on Highway 11 June 14th at 10:25 pm a vehicle was rear-ended while parked on the shoulder of Highway 305 near the Highway 11 intersection. A mini-van had pulled over to use a cell phone, and a Toyota Matrix drove into the back of the vehicle. It was raining heavily at the time.

Police Receive Report of Kidnapping June 15th at 2:00 pm a male called reporting that he had been grabbed by three people and pushed into a white cube van.

They were on the highway.

His phone was pinged to Highway 16. Several minutes later another call was received advising that

he had been “kidnapped” for his bachelor party and all was well.

PROPERTY

Investigation Continues in Skate Park Vandalism June 11th at 9:12 am the City of Warman reported damage to the washroom located at the Skate Park in Warman. Walls have been smashed. City has video of the incident. Matter is under investigation.

PEOPLE Fighting Reported on Warman Highway June 12th at 3:12 pm a call was received of two people, possibly mother and son, fighting on the side of the highway near Warman.

The mother left the scene and the male was walking northbound on the highway.

Police Search for Suspected Thief in Martensville June 14th at 4:25 pm a teenager was seen going through vehicles on Klassen Crescent in Martensville.

Person was not located.

Officers Called to McDonalds Disturbance June 15th at 4:00 pm members were called to the McDonalds in Warman to a disturbance involving several people holding someone down. Members attended and dealt with the subjects.

Week one in the CFL kicked off last week with the second longest game in CFL history with the time from kickoff to the final whistle being just under 6 hours! Kickoff between Edmonton and Winnipeg was scheduled for 6:30 but two lightning delays lasting over an hour each pushed the game a lot later than expected. The teams decided to skip halftime because of the hour long delays and with the Bombers returning a missed Edmonton Field Goal for a touchdown, Winnipeg took a 20-19 lead after two quarters. The game was a lot closer than anyone expected too, with the Edmonton Eskimo’s starting Mike Reilly (just one week after being named the CFL’s top player in the CFL Top 50) and the Winnipeg Blue Bombers starting a rookie quarterback after Matt Nichols injured his knee at practice. The game came down to a last second field goal from Edmonton kicker Sean Whyte sealed the game by a score of 33-30. Winnipeg’s Rookie QB Chris Streveler had a decent first game completing 15 of 28 passing attempts for 178 yards, three touchdowns and two interceptions. The veteran Mike Reilly completed 32 of 46 pass attempts for 408 yards, one TD and one pick.

Friday night football finally told us who would be starting for the Saskatchewan Roughriders. Zach Collaros threw for 203 yards and a TD on 18 completions. The Riders topped the reigning Grey Cup Champion Toronto Argonauts 27-19 in their first game of the season.

The double-header on Saturday started off with the Calgary Stampeders and Hamilton Tiger-Cats. It was a pretty slow game until the Stamps finally woke up in the 4th quarter for 19 points which was enough to take a 28-14 win over Hamilton. Winning QB Bo Levi Mitchell threw for 297 yards on 17 completions with a TD and an Interception while Ti-Cats Jeremiah Masoli completed 25 passes for 344 yards and an interception. In the final game of the week the Montreal Alouettes started hot with 10 points in the first quarter but failed to manage any more points as they fell 22-10 to the BC Lions.

So after one week of CFL picks I’m 3-1 because the Riders surprised me and got past Ricky Ray and the Argos. My week two picks for winners are Ottawa, Winnipeg, Edmonton, and Calgary.

MLA Report With Nancy Heppner Population Reaches New All-Time High

Saskatchewan’s population has reached another all-time high, topping 1.17 million for the first time. Once known as a great place to be from, Saskatchewan is the place to be.

According to Statistics Canada data, Saskatchewan grew by 1,488 people in the first quarter of 2018 – an increase of 11,691 people in the past year, and 157,806 more people in the past decade.

Sask Five Giants Host Annual Tournament

The Sask Five Giants Mosquito teams hosted their annual Father’s Day AA tournament this past weekend. There were10 teams participating coming as far as Grand Prairie. The final saw Grand Prairie Reds take on the North Battleford Beavers 12-2. The bronze medal game had the Prince Albert Royals taking on the Shaunavon Badgers. The Royals brought home the bronze 13-2. The three Sask Five Giant teams are the Steelers coached by Kendall Kovitch, the Sluggers, coached

by Justin Langedahl and the Sliders coached by Jeremy Johnson.

The Sask Five Giant Midgets also hosted a tournament at Mocon Field. They had six teams participating from Unity, Sherwood Park, Nipawin, Prince Albert and Saskatoon.

The Sask Five Giants, won their first game over Nipawin 11-7 but lost to Sherwood Park that put them in the bronze medal game. Unity faced Sherwood Park in the gold medal final. Unity brought home the gold with a 13-6 win, while the bronze medal game saw Prince Albert winning a close one 7-6 over the Sask Five Giants.

All the Sask Five Giant Mosquito through Midget teams are gearing up for provincials in late July and early August.

Helping Seniors Protect Their Hard Earned Money

The Financial and Consumer Affairs Authority (FCAA) wants to protect seniors from financial exploitation and fraud.

“We know seniors are trusting, often have accumulated wealth, and tend not to report crimes, which makes them a target for fraudsters or exploitive relatives who want to take advantage of them,” FCAA Securities Division Director Dean Murrison said. “We want seniors to know the warning signs of financial abuse so they can recognize when someone is targeting them, as well as preventative steps they can take to protect themselves and their finances.”

Too frequently people provide personal information such as credit card numbers, banking information or PINs to people they do not know and end up losing money to fraudsters or unethical relatives.

Here are some tips for seniors so they can protect themselves from exploitation and fraud: •Be very cautious when speaking to people on the phone if you do not know them.

•If someone emails, texts or calls asking for personal or banking information, do not provide the information.

•Never wire money to a stranger.

•Do not download email attachments from people you don’t know.

Most Politicians Stand Tall on Tariffs

You can’t blame people for tuning out of politics because of the sneaky, self-serving and mealy-mouthed way politicians sometimes do things, but maybe part of the problem is we don’t give enough credit to politicians when they do behave honourable. So let’s offer some credit today … and maybe a little bit of criticism.

The issue in play should be familiar to you by now - the escalating trade war between Canada and U.S. There are some out there apt to side with U.S. President Donald Trump’s criticism of Liberal Premier Justin Trudeau as being weak simply because they share those sentiments. Some might even share Trump’s view that Canadian supply management - especially as it is applied to the Canadian dairy industry is wrong.

Those of a partisan nature might go as far as to see such criticism as a political opportunity to advance either the Conservatives’ or New Democrats’ political cause. This is troubling. There is too much at stake. Here are the realities:

For as wrong-headed subsidies to the Canadian dairy industry may be in the view of some people, the 270-per-cent tariffs Trump speaks of only apply to some products in special circumstances of oversupply. Both countries provide subsidies and they are about equality.

In fact, we should be aware of Trump’s hypocrisy, given the U.S.’s $349 billion in subsidies to its own agriculture industry in the past 20 years.

Contrary to Trump’s message to his base about how unfairly the U.S. is treated by the rest of the world, consider the average tariff rate of all G-7 nations: USA. 1.6 per cent; European Union, 1.6 per cent; United Kingdom, 1.6 per cent; Italy, 1.6 per cent; Germany, 1.6 per cent; France, 1.6 percent, Japan, 1.4 per cent, and; Canada, .8 per cent.

Yes, on average, Americans and virtually everyone else charges twice the tariffs as Canadians.

A massive trade deficit? Trump is incapable of telling the truth. Here are the real numbers for 2017: Canada’s US exports were $341.2 billion compared with: $332.8 billion in Canadian imports to the US. The Americans enjoyed an $8.4 billion surplus in total goods and services trade, but we are straying from the point of this column - those politicians who have stood tall in the face of these unfair tariffs.

In last week’s column, credit was given to Premier Scott Moe and his predecessor Brad Wall for skipping past partisan opportunities to take shots at Trudeau and standing firm against the tariffs from the very beginning.

Conservative Opposition leader Andrew Scheer was rightly criticized for initially taking cheap shots at Trudeau and the federal government for not doing enough to protect aluminum and steel, but since then, Scheer appears to have seen the error of his ways and has sent out strong signals of opposition to Trump’s tariffs.

Perhaps those Conservatives advising Trudeau behind the scenes - former leaders and ministers like Brian Mulroney, Rona Ambrose and Perrin Beatty - have spoken to Scheer.

It’s a message that can’t be repeated enough to Scheer’s followers who also need to know that former Prime Minister Stephen Harper, Alberta UPC leader Jason Kenney and newly elected Conservative premier Doug Ford are all strongly opposed to the tariffs.

Also credit the provincial and federal NDP for doing what the Conservatives and Liberals are doing - standing up for the nation.

Yes, there has been slippage. Saskatchewan NDP leader Ryan Meili initially tried to tie Doug Ford’s admiration of Trump (pre-tariff) to Moe’s eagerness to have Ford’s support in the carbon tax and the Sask. Party is now clumsily soliciting support by tying the tariffs to the Liberal/NDP carbon tax in online petitions, but overall, politicians deserve credit.

A Colourful Day in Kinsmen Park

The first ever Martensville ColouRun took place Sunday, June 17th in Kinsmen Park. Approximately 160 participants of all ages took part in the event and had the option to walk, run, jog, bike or use whatever method they saw fit to complete the five kilometer stretch. “We were concerned with having the event on Father’s Day that it would have an impact on participants, but overall, I was really impressed with the support that we saw from the community,” organizer Meagan Barabash said.

The untimed event consisted of various colour stations, where volunteers would throw powered colour and water onto those passing by, resulting in a rainbow of fun. “It was a fun event that was for absolutely everyone and I saw so many big bright smiles as people went by.”

The idea behind Martensville ColouRun came from other similar events that Barabash had seen and from there she decided to provide a fun family event with all proceeds being donated back into the community.

fundraising or charity groups to which the profits would be donated. “We received some nominations and even had representatives from some of the organizations come out to volunteer that day. We will be announcing who the money will be going to once all of the final tallies are done, but we are thinking we will be able to support two to three local groups, which feels really great to be able to do,” Barabash added.

A number of local businesses came on board to support Martensville ColouRun adding to the success of the event. Barabash is grateful for the support and would like to thank SoulPower Fitness, Affinity Credit Union, ClassC Artisans Boutique, Mr. Mikes Steakhouse Casual, Sticks + Stones Design Company and Bravo Dance Co. for their contributions to the event.

Barabash is already looking forward to planning next year’s event, with a date to be announced in the next week or so. “It went over so well and we have people

already excited for next year. This will be a great thing to do every year and we will be able to give back to different community groups each year as well. The whole idea of this was to create something fun and give back to the community, and we were able to do that, so the goal is now to make it bigger and better each and every year and create something that everyone can look forward to!”
