Council Discusses Purchase of New Rescue Apparatus for Fire Department Shanine Sealey, Martensville Messenger

The final Council meeting for the month was held on June 18th. The first item on the agenda was the monthly City Manager’s Report, where each department provided an update for Council. City Manager Scott Blevins commented that the draft Request for Proposals for the new recreation facility had been issued and will close on June 25th.

Recreation and Community Services Director Ted Schaeffer notified Council about the upcoming anniversary celebration of Martensville becoming a town and a city will be taking place in Kinsmen Park on September 7th.

Matt Gruza, Director of Infrastructure and Planning explained that there have been numerous concerns about the lagoon odour brought forward lately and that the City is working with consultants and the aeration equipment suppliers to ensure that crews are doing everything possible to minimize odour.

Next, Council had several motions to cover including tax abatements for various properties after an appeal was put through to SAMA. Other motions included items that were discussed at last week’s Committee of the Whole meeting including an Attendance Support Policy for the City of Martensville, and the approval of working with SaskPower on the installation of eight street lights at the roundabout located on 10th Avenue.

Lastly, Council had a discussion regarding the purchase of new rescue apparatus for the Martensville Fire Department (MFD). According to the information provided by MFD Fire Chief Kurtis Dyck, the MFD currently has two rescue vehicles that were both purchased used and are approximately 20 to 25 years old, which is creating an increase in maintenance costs each year.

Last year, the MFD began looking for a replacement vehicle, and the best option appears to be a multi-use rescue vehicle which would serve as a medical unit, a command, a rehab unit and a technical rescue vehicle. The lowest received price for this unit came in at $313,240 which is over the budgeted amount of $200,000. A deposit of $115,518 is required within four months and the rest would be required on delivery which would take place June/July of 2020. The MFD is asking that Council approve the request as this purchase would provide numerous benefits to the community.

“This purchase will provide the residents of Martensville with a much more versatile rescue vehicle than a single use medical unit,” Dyck wrote in the report submitted to Council. According to the report, a proposed payment of $115,518 would be made when the manufacturer starts construction with $10,000 coming from budget capital, $105,518 coming from the fire (RM) reserve, and the 2020 budget reflecting the remaining amount.

Council was in favor of the purchase which will be brought back to an upcoming meeting for formal approval.

Avoid Wildlife Carnage On The Highway

Due to the unusually easy winters of late, the Saskatchewan Wildlife Federation (SWF) is expecting an increase in wild deer populations, which means a greater risk for vehicular collisions with wildlife.

T h e r e were more than 14,000 wildlife collision claims reported to SGI in 2018. Of those, 525 were with moose and 12,401 were with deer. Those collisions resulted in an estimated $83 million in insurance claims to SGI. More seriously, wildlife collisions can injure and kill people.

It’s something motorists are being asked to keep in mind as the SWF launches the 23rd annual edition of its “Give Wildlife a Brake” public safety campaign.

The “Give Wildlife a Brake” campaign alerts motorists to the dangers of wild animals crossing the roads in front of them, via highway billboard messages, social media alerts and radio.

The Saskatchewan Wildlife Federation, with support from SGI, will launch the campaign in mid June to run into July, and again in early October to run into late November when the risk of wildlife collisions is highest.

Vehicles Parked ‘Left of Centre’

Vehicles parked on the wrong side of the road is an illegal and unsafe practice and is controlled by local bylaws and the Provincial Traffic Safety Act. The Martensville Traffic Bylaw 17-2015 states: 3e(vii) No person shall park a vehicle on any street to the left of centre (wrong way).

Enforcement of this bylaw will be increased in response to resident complaints. The penalty for parking the wrong way is $120.

Property Tax Payments

A reminder that 2019 Property Taxes are due July 31, 2019.

Commencing August 1, 2019 penalties will be added to all outstanding accounts at 1% per month. Property taxes can be paid by debit, cheque, cash or online banking.

Payments may also be placed in the mail slot at City Hall afterhours or weekends.

Canada Day in Martensville

This year is Canada’s 152nd birthday and we are excited to celebrate with you!! Check out the 11th annual Canada Day celebrations at the North Ridge Centennial Community Centre right here in Martensville!!

Wow it is almost our nation’s birthday and we have been planning a wonderful way to celebrate in Martensville!! We have lots of great free activities for all ages starting at 1:00p.m. There will be both indoor and outdoor activities – including a scavenger hunt, crafts, games, bouncy castles and much much more. Activities will be held in the North Ridge Centennial Community Centre and surrounding grounds. There will be free Canada Day treat and ice cream at 3:30pm for the first 200 people. Activities will continue into the evening.

There will also be an indoor dance party from 7:00p.m. – 9:00p.m.

The featured events of Canada Day in Martensville are the annual Martensville Kinsmen & District Fireworks Display and the Cinema Under the Stars – a GIANT 3 Storey Inflatable Movie Screen in the parking lot of the Northridge Centennial Community Centre. Once again, the Martensville Information and Visitor Centre is working hard to show a brand NEW animated movie. Pack your bug spray, blankets, lawn chairs and join the fun. The best part is that all of the activities are FREE for all ages to enjoy!!

A BBQ and concession will be on site throughout the afternoon and evening with burgers, hot dogs, popcorn, cotton candy, pop and other snacks. Glow sticks will also be available throughout the evening. All proceeds support the programs and projects at the Martensville Information and Visitor Centre. Please Note - This is a Family Event. We are not licensed and no alcohol will be permitted on site.

Water Conservation Tips

• Water your lawn deeply, but not more than once a week. During periods of extended rain, water even less frequently.

• Water new lawns every other day until the grass reaches 5 cm; then water less frequently.

• Set a tuna can in each of your sprinkler zones and time how long it takes to fill it with water. That’s how long you should run your sprinkler once a week if your lawn is dry.

• Use drip irrigation and/or sprinkler systems that are timed to turn on and off automatically. Remember to turn them off if it’s raining.

• Don’t water your lawn during the hottest time of the day. Instead, water early in the morning or in the evening. Don’t water when it’s rainy or windy.

• Check the sprinkler position to make sure you don’t waste water by watering the street, sidewalks or driveway.

• Xeriscape Landscaping – Group plants according to their watering needs. Plant water-saving plants, trees and shrubs. Use mulch to retain moisture in the soil. All of this can save 10-35 litres of water per minute.

• When mowing your lawn, only cut the top 1/3 of the grass and leave clippings behind. They will help the soil retain moisture and provide natural fertilizer.

• Wash your car at the car wash. Washing at home with a hose for ten minutes uses 300 litres of water and sends soap, oil and other chemicals to the river through storm drains. At a car wash, run-off is captured and disposed of properly.

• Use a broom when cleaning your driveway or walkway. Washing with a hose uses almost 200 litres of water.

Indoor Water Conservation Tips • When you want a drink, don’t let the water run until it is cold. Instead, refrigerate a jug of tap water and save 7-12 litres of water per minute.

• Don’t let the tap run when rinsing dishes or washing fruit and vegetables and save 7-12 litres of water per minute.

• Don’t pre-rinse dishes before putting them in the dishwasher. Instead, scrape off food first using a spatula. Soak very dirty pans and dishes before washing.

• Run the dishwasher only when it’s fully loaded and save 70-190 litres of water with each load you eliminate.

• Repair any leaks. Turn faucets off firmly. Check and replace any worn out fixtures, washers, O-rings and hose connections.

• Avoid using garbage disposals. Disposals require lots of water to operate properly.

Instead, start a compost pile.

• Save as much as 10 litres of water per minute with a low-flow showerhead.

• Don’t overfill and fill less than a full bath. Better yet, you’ll save water by taking a short shower instead.

• Replace an old toilet with a water-efficient model and save as much as 14 litres of water per flush and 70 litres per person, per day • Check for leaks in your toilet by adding a few drops of food coloring to the tank.

Coloring will appear in the toilet bowl if it’s leaking.

• Run the washing machine only when it’s fully loaded. Each load you eliminate saves 70-190 litres of water.

• Check washing machine hoses for cracks that could result in leaks.

• Use your water meter to check for hidden water leaks. Read the water meter before and after a two-hour period when no water is being used. If the meter does not read exactly the same, there is a leak.

Teams Play Hard in Double Header

TCA Bantam B (U16) teams played each other on June 13th in Warman in a double header.

PURPLE won both games with scores of 11-3 and 11-1.

The girls played hard, with great spirit and sportsmanship. Both teams are in the SMSL league and league play wraps up next Tuesday and City Championship games are at Glen Reeve field June 21-23.

Sask-Can boys born in 2010 attended the Regina Subaru Classic Gold Division the weekend of June 1st. The team consists of boys from all over Saskatchewan. Paxton Hale and Weston Kostiuk are the only two boys from Martensville. The rest of the team consists of boys from Saskatoon, Rockhaven, Lloydminster, Milestone, Prince Albert, North Battleford, Neuanlage, Tisdale, Rosthern, and Warman.

They played the Saskatoon Huskies in the A final with a 12-0 win. It was an another excellent season with amazing coaching and families.

Martensville High School Plans For Outdoor Classroom

The idea of developing an outdoor classroom for students at Martensville High School (MHS) has been percolating for a while according to MHS teacher Teresa KoopHunter. After applying for funding on behalf of the school to the TD Friends of the Environment Foundation in January, Koop-Hunter stated that the school was thrilled when they were informed that they had been approved for a $6000 grant.

Currently, there is a long-term plan in place to develop an accessible, multi-use, land based educational space. “It is a large project that will evolve over time,” Koop-Hunter said.

Phase I will include building a patio/seating area with a pathway for access and a teaching space. Future phases will involve adding more native plantings, increasing biodiversity in the school’s greenspace and more. No definitive plans have been made as there are many options available.

MHS has a teacher committee in place that is committed to working on the first phase and next year, they will be seeking student input for the rest of the space plan. “The classes working most directly with the initial development and maintenance will be some of the science classes and Industrial Arts. All classes will be able to utilize the space once it is finished,” Koop-Hunter added.

For projects like this, school operational funds are not used, therefore; the school is required to seek further grant money from other organizations. “We’re very grateful for the community support that we have received thus far. 2019 marks the second year that the Martensville Beautification Committee has been in action and they are hard at work making a difference within the community. Most recently, the committee contacted all five of the Martensville schools (Valley Manor Elementary School, Venture Heights ABOVE: Valley Manor students Gracie C. and Paytn S. with Elementary School, Lake Vista McGuire and Lussier.

Elementary School, École Holy Mary Catholic School and Martensville High School) to participate in an opportunity to showcase the talented youth that we have living in our community.

The Beautification Committee decided to put up banners along Centennial Drive and asked the students in all five schools to draw pictures of what makes Martensville special to them. “We really wanted to make this a community project, so we asked the students what ABOVE: Martensville High School students Hailey H. and made Martensville special to them. The response that we had Rayne P. with McGuire and Lussier. was incredible,” Beautification Committee member and City Councillor Deb McGuire said.

McGuire, along with Saskatchewan artist Jeannette Lussier, went through the 75 submitted pictures and judged them based on five criteria, which were five points each. In the end, a total of ten pictures were chosen, with some being done by an individual student, and others having been worked on together by several students.

Each picture was awarded a cheque of $50, which was ABOVE: École Holy Mary Catholic School students Raina, presented to the winners on Wednesday, June 13th.

Lussier, who has previously judged entries at the Saskatchewan Art Showcase during the Saskatoon Exhibition, was astounded at the talent in each submission. “Each piece was so special in its own way and showed a great spirit of community and it was so nice to see the community pride and involvement in each piece. I think it is so important to get youth involved in art because it is such a building block in life,” Lussier explained.

Martensville Shows Support For Kinette Initiative

Thank you Martensville for your generous support to fill The Pantry. The Martensville and District Kinettes with the help of their family and the Sask Five Giants players and parents we were able to collect boxes and boxes full of food for The Pantry. $230 was also collected during the food drive to help purchase dairy products. We hit the streets at 6pm and finished at 8pm and the overwhelming support was heart warming.

A huge thank you to Mr. Mikes Martensville for the gifts we were able to give to the people who donated.

The smiles and laughter had by everyone involved was amazing. Everyone involved did an amazing job. We look forward to many more service projects in our communities and cannot wait to pair up with more teams in the future.

Female Hit By Moose near Langham Succumbs to Injuries June 12, 2019 at 11:00 p.m. Police received a complaint of a single vehicle accident involving a moose on Highway 16 near Langham. Police, Langham Fire and Saskatoon EMS attended the scene.

The 19 year old female driver of the vehicle from Alberta was injured in the accident. A female youth passenger was injured and succumbed to her injuries at the scene. There were no charges.

Male Pilot Receives Minor Injuries in Small Plane Crash June 13, 2019 at 9:05 a.m. Police received a complaint of a plane crash at a rural property near Martensville.

Police attended the scene. The 67 year old male pilot received minor injuries and was transported to hospital for treatment of his injuries. Transport Canada will continue the investigation on the cause of the crash.

Two Vehicle Accident Near Martensville Results in DUI Charges June 15, 2019 at 2:45 p.m. Police received a complaint of a two vehicle accident on Township Road 384, near Martensville.

The caller reported that they were side swiped by another vehicle. Police attended the scene and arrested a 56 year old male driver from Alberta. It appeared that the male had consumed alcohol. He was taken back to the Detachment to provide a breath sample. He was released on documents a short time later on impaired driving charges.

PEOPLE Warning Issued For Complaint of Loud Music in Martensville June 11, 2019 at 6:30 p.m. Police received a complaint of very loud music coming from a residence in Martensville. The caller requested that police attend and speak with the owners of the residence.

Police attended & advised the residence if the noise continued, they could be fined.

Male Arrested for Trespassing on Train Tracks Near Wanuskewin June 16, 2019 at 5:50 p.m. Police received a complaint of a suspicious male sitting on the train tracks near Wanuskewin Road. The CN rail employees advised that they had to stop the train as the man was not getting up. Police attended the location and gave a ticket to a 37 year old male from Saskatoon for trespassing.

There were no injuries.

Murray Mandryk There Are Reasons For Moe’s Popularity

Premier Scott Moe’s popularity has likely surprised many. It is rather amazing that Moe now surpasses the charismatic and popular Brad Wall in popularity while overseeing a Saskatchewan Party government that has accumulated a dozen years of political baggage.

According to the June results of Angus Reid Institute’s quarterly survey of Premiers’ popularity, Moe is the most popular premier in the land with a 65-per-cent approval rating.

That’s four percentage points higher than Alberta United Conservative Party Premier Jason Kenney (61 per cent) who is still riding a wave of popularity after defeating former NDP Premier Rachel Notley and it’s 30 percentage points higher than Ontario Progressive Conservative Premier Doug Ford who was elected just last year. This would suggest that Moe isn’t simply riding a wave of conservative popularity across the country.

Moe may have been somewhat helped by how unpopular federal Liberal Prime Minister Justin Trudeau is in this part of the country. Clearly, Moe has become the foil to Trudeau and his carbon tax - even more so than Wall was. Although the latest Angus Reid polling took place about the time of the Sask.

Party government’s unsuccessful Court of Appeal decision on the constitutionality of the carbon tax, that seems to have done little to detract from Moe’s popularity.

If anything, it added to his popularity, given that the four-cent-a-litre carbon tax also took effect during this period. (By way of information, the Angus Reid poll is an online, volunteer survey of 617 Saskatchewan people said to be scientifically accurate within plus or minus 3.9 per cent 19 times out of 20.)

However, you also get the impression that there’s more going on here than just the fact that Moe is riding a wave of support because he opposes the carbon tax and federal bill C-69 restricting pipeline development. While Moe may have recently been defined by his battle against Trudeau and a couple federal issues, it would appear Moe’s popularity is rooted in a more solid foundation than that.

In fact, it all might have started during his run for the Sask. Party leadership that took many by surprise. Moe only received 26.1 per cent of party support on the first ballot and didn’t take the lead until the fourth ballot.

That a majority of his party might have had their initially misgivings of Moe suggests Moe has flown under the radar, but that more modest, low-key and steady approach in the Moe’s leadership run that eventually captured Sask. Party members may start to explain why he is now captivating more and more Saskatchewan voters a year and a half later.

While not exactly quick with quip or a spell-binding orator (characteristics Saskatchewan usually prefers in a premier), voters also do have certain affection for big, straighttalking farm boys. Of course, that applies more to those who agree with what Moe has to say than those who may disagree.

The roughly 65 to 75 per cent of rural voters who support the Sask. Party obviously have reason to approve of their leader, but given that Moe’s overall approval rating in 65 per cent in the Angus Reid survey, simply math suggests at least 50 to 55 per cent of city voters must also approve Moe’s leadership.

Why would a majority of city folks also approve of Moe’s leadership? Perhaps it’s because most people, rural and urban, are troubled by the carbon tax, too. Also, a growing province with a strong economy that’s creating jobs likely also helps Moe’s cause, but most critical to Moe’s success is he has done a pretty good job of not irritating any particular voters, many since becoming premier. That may be the biggest single reason for his popularity.

Standing Against Harmful Federal Bills

Saskatchewan, Alberta, Manitoba, Ontario, New Brunswick and the Northwest Territories recently sent a letter to the Prime Minister calling for two things: his government to accept the Senate’s amendments to Bill C-69; and not to pass Bill C-48.

Bill C-69 “the no more pipelines bill” and Bill C-48 “the no more oil tankers bill” are two incredibly divisive pieces of legislation.

C-69, as originally drafted, would make it impossible to develop critical infrastructure and deprive Canada of much-needed investment. C-48 threatens investor confidence, and the tanker moratorium discriminates against western Canadian crude products.

On Bill C-69, Senate amendments could have avoided the most damaging effects of the bill on our energy and industrial sectors. Unfortunately, Prime Minister Trudeau and his government have rejected the advice of six Canadian Premiers representing 59 per cent of Canada’s population, as well as the advice of the Canadian Senate.

In rejecting these amendments to Bill C-69, the Prime Minister has turned his back on sectors that employ hundreds of thousands of Canadians and generate wealth that benefits the entire nation. His response suggesting Premiers are acting “irresponsibly” on national unity, is not the response we had hoped for. After all, it is the Prime Minister’s divisive policies threatening the economic well-being of our nation.

As it stands, the federal government appears indifferent to the economic hardships faced by provinces and territories. Immediate action to refine or eliminate these bills is needed to avoid further alienating provinces and territories and their citizens.

Your Saskatchewan Party government will continue to stand with our partners in Confederation to defend Canada’s energy sector against the economically devastating Bill C-69. We will also stand against other harmful federal policies including what we believe is an unconstitutional tax on families, communities and businesses.

Reducing Emissions Without Federal Carbon Tax

Saskatchewan’s Constitutional Law Branch has filed a notice of appeal with the Supreme Court of Canada that will see our case against the carbon tax taken to the highest court of our nation. The Government of Saskatchewan now has a two-month window to file the province’s factum to the Supreme Court of Canada.

Meanwhile, our government’s Prairie Resilience plan is designed to achieve actual greenhouse gas reductions by 2030. Despite the imposition of the ineffective federal carbon tax, the Government of Saskatchewan is working to develop a carbon offset framework that accounts for economic growth, competitiveness and trade exposure.

Our government is committed to designing an offset program that best serves the needs of the province. With input from Saskatchewan industries, associations, producer groups and other diverse stakeholders, we can design a system that extends to all sectors to help the province shift to a lower-carbon economy.

Saskatchewan’s Prairie Resilience climate change strategy includes more than 40 commitments across five areas, designed to reduce emissions and strengthen Saskatchewan’s resilience to the climatic, economic and policy impacts of climate change. The Prairie Resilience strategy is available at saskatchewan.ca/climate-change.

Despite economic headwinds and harmful federal policies, Saskatchewan continues to show signs of economic strength. For the tenth consecutive month Saskatchewan has more people working in the province than it did a year ago.

Saskatchewan has gained 14,800 new full-time jobs over the last year. Our government will continue to stand up for Saskatchewan to ensure our resiliency and strong growth continues.

NICU Fundraising Group Announces New Event Shanine Sealey, Martensville Messenger

Since inception, Bloom – An Evening of Love continues to grow in size and success each and every year. This year, over 500 people attended and the event sold out in just seven days.

As founder and Executive Director of the event, Amy Novakovski takes great pride in the amount of support that is provided each year for Bloom, and the amount of money that has been raised for the Saskatoon Neonatal Intensive Care Unit (NICU) at the Royal University Hospital. “I had always envisioned it becoming a little larger each year. I never could have fathomed that it would be growing at the speed it is, that we would sell out year after year, and that we would have so much support from sponsors and the community,” Novakovski said.

Additionally, Novakovski noted that she never imagined that they would donate over $400,000 to the NICU in just eight short years.

“An Evening of Love, and our organization BloomNICU as a whole, is like a piece of me. There isn’t a day that goes by when I am not thinking of next year’s event, and what we can do differently, or add to it for an even more incredible evening for those in attendance,” Novakovski said.

From it’s humble beginnings as a small steak night to the incredible gala that takes place each year, Novakovski marvels at the hundreds of people that come out to support the NICU year after year. “In that same room are; corporate sponsors, new and returning, who are proud to sponsor our event and play such an integral part of our success. Family and friends who gather year after year to support us, NICU nurses, doctors and other staff who come to celebrate the unit together. And so many people in so many communities that want to be a part of our event year after year. It’s unbelievable!”

Each year a video is made to showcase a family that has had a NICU journey and how impactful the unit and the staff were to them. For Novakovski, that is one of the most memorable moments each year. “There is always so much emotion that happens in the room at the time everyone is watching it and it shifts the atmosphere. It’s a unique thing to experience.” This year, the video shared the story of baby Emmett Young, who was a micro-preemie born at 26 weeks. “He’s a handsome little warrior who had a 101 day stay in the NICU.”

This year, an extra memorable moment took place for Novakovski when her boyfriend of over three years joined her on the stage and proposed in front of the audience. “It was amazing, and he did it at an event that is very much part of my heart and soul with many of my family and friends in attendance so that made it extra special for me.”

A couple of years after the event began Tina Searcy has joined the fundraiser organization committee, and Novakovski noted that together they have worked tirelessly to create the event that we see today. Between the organizers and the volunteer board and committee that put in an endless amount of time and effort, they ensure that each key piece comes together perfectly. “It really is incredible… and well quite frankly, a little mind blowing. Some days I think I need to have someone pinch me!”

The group was able to secure a $50,000 USD grant from a philanthropic foundation in the United States to fund the purchase of a ventilator and ultrasound system for the NICU this past year. For additional funds raised the group holds ‘Images of Love’, which is a way to photographically capture the journey of a NICU baby to present.

Most recently, the group is announcing a new fall event, which will be held for the first time on September 15th at LB Distillers in Saskatoon. This event will be called ‘The Parlour: A Swanky Speakeasy in support of the NICU’. “It’ll be a prohibition-style 1920’s afternoon raising funds for the NICU.” More details will be announced soon on the ‘BloomNICU’ Facebook page.

Prepare For a Colourful Weekend in Martensville Shanine Sealey, Martensville Messenger

On June 23rd, Martensville will be home to its second annual ColouRun, which will take place in Kinsmen Park. The event consists of a 5km fun run, where participants can walk, run, jog, bike, bring strollers and have a ton of fun. “It is a fun family event that is going to be a great time for all ages,” organizer Meagan Barabash said.

For those that are unfamiliar with what a ColouRun entails, those participating will make their way through a pre-planned pathway and throughout will be sprayed with water, then sprayed with colour powder. “It is one of those events where everyone just has a blast,” Barabash added.

The idea came to Barabash after she participated in a similar larger scale event in Saskatoon and decided to bring the energy to Martensville. “Our community is filled with so many young families and it is such a beautiful community here; so why not do something like this and combine the two for a day of fun.” In addition to organizing a high-energy colourful event, Barabash also donates all funds raised to a local community organization.

“Each year, we want to give back to a different community group. The selection is based on nominations throughout our website.” This year, the organization chosen is ‘Families of Active Kids’, which is a club where parents get involved to help raise funds through various events to help fund kids’ activities. “We want to give back to the families of our community directly and keeping kids busy in different activities,” Barabash explained.

As owner of Bravo Dance Studio in Martensville, Barabash has seen the benefit of active children firsthand.

Currently registration for the event is on par with last year’s total at approximately 150 participants. Those interested in participating can register up until the morning of the event.

Additionally, if you are looking to get involved, and do not want to do the 5km, you can also volunteer your time to contribute to making the event as successful as possible.

“Last year’s event was so much fun and went over really well, and we were really happy with it. We encourage everyone to come out and have fun!”
