Organics Service is Underway!

Organics pick-ups resumed on May 6th for the North-side of Martensville and May 13th for the South-side. This service is scheduled on Fridays and alternates between north and south until the end of October. Organics is a subscription based program, to subscribe please contact City Hall Reminder!- Don’t miss your Pick-up Day! Organics, Garbage or Recycling must be curbside on your pick-up day by 7AM to ensure it is taken. Pick-up times can be fairly regular but are not set and are subject to variation or changes.

Street Sweeping will be underway now moving into neighbourhoods but still tending to arterial and collector streets as required.

Police Teach Youth Dangers of Drugs and Alcohol

On Friday, June 3, Corman Park Police officers attended South Corman Park School to talk to grades 4 through 6 about the dangers of drugs, and impaired driving. The officers had an open class discussion with the kids and provided a demonstration on the unknown makeup of street drugs, and how dangerous they can be. The officers were also able to bring impaired driving goggles, and had the students perform different tasks and games to demonstrate the dangers of driving impaired. Students were shown the different tools police officers use to detect impaired driving including breath tests for alcohol, saliva tests for drugs and standard field sobriety tests.

To end the day off, officers were able to demonstrate a traffic stop with a volunteer staff member in the parking lot, where the students were able to watch an impaired driving arrest occur.

Water Meter Conversion Program - Thank you for your Cooperation, Book Today!

The City of Martensville initiated a program where existing water meters will be replaced with new automated water meters. Neptune Technology Group will be installing the meters by area and will be contacting homeowners to make appointments for the change-out.

The program is over 75% complete. If you have yet to book your meter change-out it can be done easily online at www.watermeterappt.com or by calling 1-800-667-4387. Bookings can work around your schedule and be made for evenings or weekends. The actual change-out can be completed in about 20 minutes. These meters will provide automated reads on regular intervals ensuring accuracy without the need for manual reads.

Lifting of the Public Health Order- What you Should Know

Saskatchewan’s current public health orders have been lifted, effective February 28, 2022.

Let’s keep our Lanes Clean, Fall Back Lane Clean-up

Placing garbage, materials or waste in our lanes is unsightly, can attract pests, be unsafe and impede maintenance or access to properties.

The City of Martensville conducts an annual back lane and general clean-up once a year with this year’s dates being: September 12th -16th for the Southside September 19th -23rd for the Northside.

Items may be placed for pick-up one week prior to scheduled pick-up. In the interim please utilize the Loraas Landfill. Waste placed in lanes prior to this time is regulated under the Nuisance Abatement Bylaw and is subject to enforcement.

Arrest Made in Catalytic Converter Thefts

In March of 2022 with the support of SGI, the General Investigations Section, along with members of the SPS Break and Enter Unit, Break and Enter Comprehensive Action Program, and Patrol began an investigation into the rise in thefts of catalytic converters in Saskatoon. In March and April, eight people were arrested in separate events and collectively face 43 criminal code charges in relation to these types of offences. Charges include; theft of catalytic converters, possession of break and enter tools, mischief under $5000, possession of stolen property, attempted theft of catalytic converters, possession of a forged document, breach of a court order, and possession of a controlled substance. Additionally, police executed four warrants on behalf of outside agencies and had four judicial authorizations granted.

Through investigation, police also executed two search warrants on May 19, 2022; one at a residence in the 600 block of Central Avenue and another at a business in the 2000 block of 60th Street West. The searches resulted in the seizure of 66 catalytic converters, financial documents, and various electronic equipment. As a result, a 30-year-old Saskatoon man was arrested and charged with possession of stolen property for the purpose of trafficking and possession of the proceeds of crime. In total, nine people have been charged as a result of investigation to date.

According to data provided by SGI, registered claims of catalytic converter thefts have increased in recent years; 29 in 2019, 34 in 2020, 610 in 2021, and 410 year-to-date in 2022. The estimated total incurred as a result of these claims is approximately $2,289,388.

Prairie Spirit Board Formalizes Commitment To Reconciliation

MHS Hosts Night of Arts and Entertainment

Martensville High School students took a night to showcase the incredible talent within the walls of the school on June 1st.

The evening was the return of Artist’s United, which was a showcase event and performance to display the students artistic work. A variety of visual art, woodworking, baking, sculpture and photography were on display before heading into the theatre for entertainment of dance, spoken word, vocal and instrumental acts.

Those attending paid their admission through donation.

Martensville High School’s Project Change Celebrated Shanine Sealey, Martensville Messenger

Martensville High School’s Project Change was one of the recipients of Public Schools of Saskatchewan’s Student Citizenship Awards for 2022. This prestigious award was presented on June 3rd at a special ceremony at the Travelodge in Saskatoon.

The awards recognize initiatives undertaken by public school student groups or classes that support citizenship or character building within their school and community. Three $1000 awards were presented for Grade 1 to 8 projects, and an additional three for high school projects.

Since 2013, Project Change has been a part of daily life at Martensville High School, and prior to that, the group was called ‘Be the Change’. The goals of ABOVE: Project Change held a clothing drive this past winter.

Project Change are to spread kindness (Submitted) through fundraising and volunteering, to help local communities, global communities and the school community. Students that participate in project change have an opportunity to learn about teamwork, advocating for a good cause, financial planning, leadership and the importance of giving back.

This year, a total of 60 students from Grade 9 to Grade 12, were involved in Project Change, which includes those who attend weekly meetings and those who volunteer for Project Change initiatives.

“Project Change felt surprised and honoured to receive the Student Citizenship Award,” MHS Teacher Breanne Cooper, explained. “The group felt very appreciated for having their work recognized.”

In the 2021/22 school year, Project Change led numerous initiatives such as; a food drive for the City of Martensville, fundraising for the Terry Fox Walk, Fundraising for Ukraine charities, 12 days of kindness, a clothing drive, baking for the Ronald McDonald House in Saskatoon and more. In total, this school year, Project Change raised over $7000 for various causes. Project Change is wrapping things up for the current school year; however, there will be new goals planned for the 2022/23 school year.

The Prairie Spirit Board of Education’s commitment to Reconciliation rooted in learning is strongly reflected in a new Board policy recently approved by the Board of Education.

The new policy – Indigenous Perspectives, Partnerships, and Outcomes – outlines the commitments of the Board, detailing that the Board will: • Ground the work of Reconciliation in authentic learning that is informed by and with Indigenous voices and perspectives within our partners, neighbours, communities and organizations.

• Nurture and foster partnerships at all levels with First Nations and Métis neighbours, communities, and organizations.

• Direct the Director of Education to implement First Nations and Métis education within the Division, relying on the Ministry of Education document: Inspiring Success: First Nations and Metis PreK-12 Education Policy framework.

• Commit to innovative and evolving methods of recruitment and ongoing retention of employees with the background, knowledge and leadership skills to help achieve these goals.

“These steps will increase understanding for all learners about the contributions, content, perspectives, and ways of knowing of First Nations and Métis peoples,” explained Bernie Howe, Board Chair. He said this new Board policy formalizes the work already undertaken by the Board and the school division to improve outcomes for Indigenous students.

“The Division is committed to working together with our Indigenous partners on the journey toward reconciliation for the benefit of all learners and stakeholders,” said Darryl Bazylak, Director of Education.

“Relationships and partnerships with Indigenous neighbours, communities and organizations allow us to learn and grow together.”

Bazylak noted that the Division’s aspirational learning goals include the following goal in response to the Truth and Reconciliation Calls to Action: “Prairie Spirit Learners will possess intercultural understanding, empathy, and mutual respect with and for Indigenous Peoples of Canada (Calls to Action 63.3).”

City Council Has Round Table Discussion Regarding Water Meter Replacement Project Shanine Sealey, Martensville Messenger

Martensville City Council held their monthly Committee of the Whole meeting on Tuesday, June 14th. Council meetings are open to the public to attend at City Hall, and also available to listen to remotely as well.

This meeting covered a number of topics beginning with a delegation from the local RCMP with an update to Council. Sgt. Little notified Council that traffic and mischief calls have seen an increase with the warmer temperatures and stated that patrols in the area have increased with members in both vehicles and bikes. Additionally, young offenders involved in recent mischief incidents have been identified with the help of partnership from the local schools. Members of the local RCMP have also been engaging with youth that congregate at the Kyle Syrenne Skate Park in hopes to help minimize issues that have been occurring there.

Next up was Leah Bloomquist, Director of Corporate Services, who spoke to Council about the Canada Community Building Fund, previously known as the Gas Tax Fund. The City of Martensville submitted two applications for this, both for roadways projects within the community – repaving of 3rd Avenue North and Rockhill Lane and a pavement preservation project on Manor Heights, 8th Avenue North, Hamm Terrace, 5th Avenue North and Reimer Road. Bloomquist asked Council to review the applications and the item will be brought back for approval at the June 21st Council meeting.

Ted Schaeffer, Director of Recreation & Community Services notified Council of a request that came in from the Diamond BMX Club in Warman, who will be hosting the Canada Cup BMX event from August 5-7. This marks the first time ever that this event will be held in Saskatchewan. Schaeffer noted that in conjunction with this event, a world champion BMX/ Pump Track athlete will be brought in prior to the event and BMX clinics will be held in Warman on August 2nd and 3rd, with a request to host a pump track clinic in Martensville for August 4th. The Club is requesting a $2000 contribution for this event, which will cover onethird of the cost to bring the athlete in to host the clinics.

If approved, Schaeffer noted that this event could be used as an official grand opening for the pump track.

Schaeffer also provided information to Council regarding a landscape plan surrounding the Martensville overpass. Administration recommended that this project go to Catteral & Wright and HTCF Planning and Design, who came in with the lowest bid of $25,000. This project would be done alongside other work being completed in the area such as drainage and a pedestrian crossing.

Matt Gruza, Director of Infrastructure and Planning brought an issue to Council in regards to the free grass clippings dump site provided to local residents.

Unconfirmed reports have been received that contractors have been using this as a free dump site, so Gruza recommended that a change be made to the waste bylaw to add a clause stating that this location is not for use by contractors and businesses, as well as to have signage added on site.

The final item on the agenda was a round table discussion on the current water meter replacement program that is taking place within the community. The project has been received well within Martensville, and currently is about 92% complete; however, Neptune Technology Group, the company that is completing this project is winding down and will turn over the remaining properties that have yet to be completed by June 24th. At this time, the water meters still needing to be replaced will be done by the City of Martensville. Administration is recommending that Council approve a flat water meter read fee of $50 to accounts that have not booked meter replacements. “The new fee would cover sending a Water

& Sewer Operator out to read the meters not replaced. It is our hope that this fee would encourage residents who have not booked with Neptune to date, to book with the City to have their meter replaced. Once the new meter is installed, the fee would no longer be charged to the account,” Bloomquist stated in the report. This item will be brought back to Council next week for formal approval.

Introduction to Counseling Corner’s Chantel Bode Written by Chantel Bode BSW RSW

Let’s start with an introduction today! I run a counselling office in Martensville, SK. You may have seen The Counselling Corner signs around town; you guessed it, that’s me! You may have also noticed another name on the signs, Chantal Gelinas. Two Chantel’s in one office, coincidence or subtlety planned to make things easy? I’ll let you decide.

I have a degree in social work (BSW., RSW) and certified in Dialectical Behavior Therapy C-DBT. Mental illness is my jam! I enjoy working with clients to continue the fight against stigma surrounding mental illness by normalizing conversations, in addition to learning that mental illness does not define who you are. As you can probably guess, these articles will contain conversation surrounding mental illness such as, anxiety, depression, suicidal ideation, and OCD, but will also include and not limited to conversation around setting appropriate boundaries, assertive communication, self-esteem, and challenging negative thinking.

I plan to approach each topic in a lighthearted and non-lectured manner. Some topics may be heavy, and a trigger warning notification may be present at the beginning of those articles. I have no doubt you will recognize my enthusiasm throughout these articles and grow to become just as enthusiastic as me! Ok, maybe not as enthusiastic haha. It has always been shared with me that I am a positive Pelly which comes out in my work, and I hope to extend it here.

Three Martensville Marauders were chosen in the ‘06 SJHL Bantam Draft this past week.

Jack Janzen of Martensville was chosen in the third round, 32nd overall to the Nipawin Hawks.

Morgan Tastad was chosen 39th overall to the Weyburn Red Wings, and Owen Dyck was chosen 33rd overall to the Battleford North Stars.

North Sask Wins Prairie Challenge

U16 Team Saskatchewan competed at the 2022 U16 Football Canada Western Challenge. Saskatoon Minor Football (SMF) and Regina Minor Football (RMF) put together a North and South U16 Team Sask each year, playing their first game on June 2 in Saskatoon where Team North defeated Team South.

The second game was played in Regina on Sunday, June 12 and once again Team North came out on top in a close match with a big touchdown to tie the game and then a convert to win the game!

The U16 Team Saskatchewan coaching staff will now select players to move on to a final selection camp for the team. The top 40 players selected from the final selection camp will represent Saskatchewan at the 2022 Football Canada Western Challenge, July 1-7 in Langley, BC.

MLA Terry Jenson’s Report from the Legislature Saskatchewan To Lead Canada in Economic Growth

Lingering COVID-19 Cases A Problem For Many You likely haven’t been heard much about COVID-19 in Saskatchewan of late, which might lead you to think it’s no longer a problem. For most, it isn’t a problem. Yes, many, many more people have had it - likely far many more than the 139,000 estimates.

This number is far higher because the government no longer provides easy access to PCR tests and doesn’t count rapid test cases, but while perhaps the majority of Saskatchewan COVID-19 cases have come during the fifth Omicron, most fortunately, have only suffered through milder flu-like symptoms.

While significantly more contagious than previous variants, we are dealing with a milder version of COVID-19. Moreover, with 80 per cent of the province having received two doses of the vaccine - and some having received triple doses - people are being protected from becoming more seriously ill.

The problem, however, is some people are still getting sick and the sheer volume of people getting sick means some are getting very sick. It’s why hospitals in this province are now filled to capacity, making it an even bigger struggle for those who have to deal with COVID-19 or its devastating side effects.

This is the reality for one such dad in rural Saskatchewan who remains fearful as his son in Regina struggles with the aftermath of COVID-19.

“Mike”, the name I used for the father in a recent column in the Leader-Post, has to speak for his son because he remains too sick to do interviews as he recuperates. Also, the son - we called him “John” in the Leader-Post story - has a public service job and doesn’t feel that he is a position in which he can publicly complain; however, he does have a story to tell.

John went to hospital three times in May twice by ambulance after passing out at home, but each and every time, he was told he could not be admitted because all the hospital beds in Regina were full. “He just kept getting sicker and sicker,” the father said.

Despite being off the job because of a workrelated wrist injury and despite contacting sepsis from an earlier knee operation, John was an otherwise healthy 46-year-old, but like many in this province, John, his wife and two young girls caught COVID-19 in early May. For the rest of the family, it was just a few days of flu-like symptoms. For John - who was tripled vaccinated; a disconcerting thing, given how sick he became - it was a much, much bigger problem.

Feeling very weak and ill after having tested positive with a rapid test and feeling weak, John drove himself to Regina’s General Hospital on May 15. Eight hours later, he was given some antibiotics and told to go home because there were no COVID-19 beds available.

He wasn’t even administered a PCR test, as hospital staff told him there was little point because there was no question that he had COVID-19. John went home, but he didn’t get better. He had increasing chest pains and on May 23 he passed out. That is when his wife called an ambulance that took him to the Pasqua Hospital.

There, he was assigned to a cardiologist who his father said provided him with good care. This time, John more strenuously argued he needed to be hospitalized, but to no avail. “At the end of the day, you have to go home because there was no room for you,” his father said.

John again went home, but passed out again the next day. That resulted in a second $500 ambulance trip - this time, back to the General Hospital; however, it was same result - he was again sent home where he has since remained.

His father said his son continues to struggle - a scary reality for the family. For some, COVID-19 remains very real and scary.

New reports from the Conference Board of Canada and RBC Economics project Saskatchewan will lead the country in economic growth this year. Increased private sector investment will ensure the growth of our exports and our industries, while helping secure better programs, services, and opportunities for all Saskatchewan people.

Nutrien has just announced a major ramp-up of production with a target to increase potash production to 18 million tonnes by 2025. This acceleration in potash production is an increase of 40 per cent from 2020 and supports the hiring of roughly 350 new employees. It's also a major step in ensuring Saskatchewan can be a solution to ongoing food security challenges while helping to put food on the table for families around the world.

K+S recently announced a long-term growth plan which will see operations at the Bethune mine double as they move toward producing 4 million tonnes of potash per year. Saskatchewan can play a vital role in continuing to supply sustainably produced potash to global economies for decades to come. This announcement is welcome news as increased production at the Bethune mine directly translates to more jobs and opportunities for communities and families in Saskatchewan.

Protein Industries Canada, alongside AGT Foods and Lucent, announced a $19 million fertilizer facility in Rosetown that will be operational this fall. The new facility will aim to produce 6,500 tonnes of fertilizer while creating new jobs and opportunities to increase the value of low-value by-products in Saskatchewan.

UFA has announced two new petroleum sites in Weyburn and Yorkton, as part of a multi-year strategy that will support agribusiness, oil and gas, and industrial centres throughout Saskatchewan.

With an expanding and diversified economy, our government continues to look for ways to create a Saskatchewan that works for everyone. A new project by the Ministry of Environment will help us provide critical information about our forests and the industries that rely on them. The ministry is working to develop a forest resource inventory for the commercial forest zone that includes approximately 15 million hectares of forest south of Churchill River. This information will allow for the development of ecologically sustainable long-term harvesting plans. Remote sensing data and the latest technology allow for faster mapping of forests, providing more accurate information for planning.

Forestry is northern Saskatchewan’s largest sector, employing nearly 8,000 people and supporting communities.

Another 2,600 jobs are on the way following $1 billion in planned capital investments. Indigenous people account for more than 27 per cent of the forestry workforce, with 30 per cent of the provincial timber supply allocated to Indigenous businesses.

We would like to see those numbers increase even more and are supporting further Indigenous investment. Applications from First Nations and Métis organizations interested in the natural resource and value-added agriculture sectors are now being accepted. The Saskatchewan Indigenous Investment Finance Corporation will offer up to $75 million in loan guarantees to eligible applicants. The loan guarantees will support Indigenous-equity ownership of major projects in forestry, mining, energy, oil and gas or value-added agriculture. A new website has been launched with details on applications and the process.

SGI To Enable Exchange Of Ukrainian Driver’s Licences

Effective immediately, people holding a Ukrainian passenger vehicle licence can exchange for a Saskatchewan driver’s licence.

The change applies to anyone holding a full-stage Ukrainian category B passenger vehicle licence, which is the equivalent of a Saskatchewan Class 5 licence.

“We are doing what we can to alleviate some of the challenges faced by people displaced by the war in Ukraine as they relocate to our province,” said Penny McCune, President and CEO of SGI. Saskatchewan already holds driver’s licence reciprocity agreements with 16 other countries, which means SGI recognizes those countries’ Class 5 (or Class 5 equivalent) drivers’ licences as equal.

The reciprocity policy does not apply to motorcycle or commercial vehicle licences.

To exchange a licence, a driver can attend an SGI Motor Licence Issuer with their Ukrainian B (or BE) licence to exchange for a Saskatchewan Class 5 licence, and provide supporting documentation that proves identity, Saskatchewan residency and entitlement to be in Canada. A driver’s abstract/driving record will not be required. Normally, a driver’s abstract, dated within 30 days is required for reciprocity. Due to the situation in Ukraine, SGI recognizes that it may not be possible for drivers to get a current driver’s abstract.

Last month, Manitoba Public Insurance (MPI) announced a similar move, following an in-depth analysis of Ukrainian driver education requirements and testing standards. MPI shared that work, which aided SGI in doing its own in-depth analysis.

have decreased. Canadians have stepped up to protect themselves and the people around them, and rates of hospitalization and deaths are also decreasing across the country, and Canada has one of the highest rates of vaccination in the world.

Vaccination continues to be one of the most effective tools to protect Canadians, including younger Canadians, our health care system and our economy.

Everyone in Canada needs to keep up to date with recommended COVID-19 vaccines, including booster doses to get ready for the fall. The Government of Canada will continue to work with provinces and territories to help even more Canadians get the shots for which they are eligible.

Throughout the pandemic, the Government of Canada’s response has been informed by expert advice and sound science and research. As the COVID-19 pandemic has evolved, so too have public health measures and advice, which includes vaccination requirements that were always meant to be a temporary measure.

As such, the government announced that, as of June 20, it will suspend vaccination requirements for domestic and outbound travel, federally regulated transportation sectors and federal government employees.

While the suspension of vaccine mandates reflects an improved public health situation in Canada, the COVID-19 virus continues to evolve and circulate in Canada and globally. Given this context, and because vaccination rates and virus control in other countries varies significantly, current vaccination requirements at the border will remain in effect. This will reduce the potential impact of international travel on our health care system and serve as added protection against any future variant. Other public health measures, such as wearing a mask, continue to apply and will be enforced throughout a traveller’s journey on a plane or train.

Travellers and transportation workers As of 00:01 EDT on June 20, 2022, the vaccination requirement to board a plane or a train in Canada will be suspended.

In addition, federally regulated transport sector employers will no longer be required to have mandatory vaccination policies in place for employees.

Due to the unique nature of cruise ship travel, vaccination requirements for passengers and crew of cruise ships will continue to remain in effect.

Masking and other public health protection measures will continue to be in place and enforced on planes, trains, and ships.

Current border measures, including the existing vaccination requirement for most foreign nationals to enter Canada, and quarantine and testing requirements for Canadians who have not received their primary vaccine series, remain in effect.
