KEEPING YOU SAFE & ON THE ROAD City Council Holds Monthly Committee of the Whole Meeting

Martensville City Council held their June Committee of the Whole meeting on Tuesday, June 12th. It began with a presentation from Sgt. Rob Eyre of the RCMP who provided a report comparing statistics for 2017 and 2018. Many areas in the Martensville detachment have seen a decrease in 2018, such as Provincial Traffic Offenses, which has went down from 335 to 275; Assaults, which has decreased from 27 to 14; Property Theft, down from 36 to 23 and others. The total calls for service for the Martensville RCMP detachment is down from 923 to 771. “Many totals are down from last year, so we are doing something right,” Eyre said.

Moving along, City Clerk Carla Budnick was next on the agenda, first discussing some amendments made to City of Martensville Policies & Procedures on the Purchasing Policy and the Special Events Policy regarding block parties and food truck permits. Budnick also brought forward a new policy for block party permits and the Martensville Parks Special Events Contract. It was recommended that a motion be brought forward for formal approval of the amended policies.

Dave Bosch, Director of Recreation and Community Services then spoke regarding some requests made by the Martensville Curling Club. Bosch was looking for some feedback from Council on which direction administration should take based on a presentation that the Curling Club made to Council on June 5th where they requested Council consider sponsoring the curling facility by purchasing a logo on the ice for $2000 the first year and $1500 for any additional years. The Curling Club also asked that Council look at extending their liquor license to include the upper mezzanine area of the arena side. Council was in favour of having their logo on the ice sheet; however, they requested more information regarding the liquor license

Next, Bonnie Gorelitza, the Acting Director of Planning then spoke about a Request for Direction (RFD) on a Zoning Amendment regarding onsite notification signage on new development proposals. Gorelitza recommended that a zoning bylaw amendment be drafted to reflect additional standards for onsite notification for discretionary use and zoning applications.

Before going in camera, Community Economic Development Manager Dillon Shewchuk presented his monthly report to Council. Shewchuk also had a Request for Direction for the A&W 100 Car Show taking place September 8th. Shewchuk recommended that Council support the car show as they have in the past and approve the requested lane closure of Centennial Drive North, which Council was in favour of. The final item was a RFD on the Vehicles for Hire Bylaw, which Shewchuk was looking for direction from Council on.

Sask Central Victim Services Serving the Area Since 2015 Shanine Sealey, Martensville Messenger

Since 2015, Sask Central Victim Services (SCVS) has been working within the province to help assist victims of crime and traumatic events such as; abuse, domestic abuse, sexual assault, fires, break and enters, mental health issues and more. With financial support from the Ministry of Justice they work within the Sask Central region which consists of 11 RCMP detachments and four municipal police services. With a group of one coordinator, one administrative assistant, two assistant coordinators and a team of volunteer support workers, they have helped assist Saskatchewan residents in a variety of ways.

Working within four main areas, SCVS focuses on support, information, referral and advocacy. For support, they do initial trauma support, active listening, helping victims to complete Victim Impact Statements & Victim Compensation forms when applicable and more. “The goal is to help people feel more comfortable with the court process by preparing them as much as possible,” SCVS Assistant Coordinator Lacie Munholland explained.

A big part of the service is providing information to those that need it. This is done by assisting with court updates, prep, orientation and details about the overall justice system. SCVS also provides assistance to individuals to help them self-refer to any third party agency who might be able to help them such as; mental health and addiction supports, crisis centres, shelters, hotlines, etc., counselling including personal, family, grief, financial, as well as family services. “If someone has been a victim of a crime, or has gone through a traumatic situation it can be challenging to find the resources that are available to you, so we act as a support and advocate to guide people in the right direction, or to just help make them aware of what is available to them,” explained Munholland. The majority of referrals that come to SCVS originate from an RCMP detachment or from community agencies; however victims can self-refer as well.

Everyone that is employed by, or volunteers through SCVS is also an advocate for victims and help to assist in giving them a voice when theirs is not being heard.

Although they cover a wide geographic area of the province, there are numerous volunteers that have selflessly offered their services to help others. “Because of the large area we cover, the volunteers that we have had getting involved throughout the years has been a huge benefit to the program,” Munholland said. For those interested in becoming a volunteer within the program, they can contact 306-385-2683 or drop in to the SCVS AGM, taking place June 16th at 10am in the Martensville Heritage Centre. Munholland, who herself started as a volunteer with SCVS stated, “It is very rewarding at the end of the day to be able to work with individuals and help them and to support them when they need it most.”

Martensville Male Charged in Traffic Stop June 3, 2018 at 12:30 a.m.

Police were conducting a traffic check stop when they discovered a possible impaired driver. They arrested the 40 year old male from Martensville and took him back to the Detachment to provide a breath sample. He was released a short time later on documents for an upcoming court date on Impaired driving charges.

There were no injuries.

Erratic Semi Reported on Highway 11 June 4, 2018 at 9:20 a.m.

Police received a complaint of a semi driving erratically on Highway 11 near Osler.

Police were unable to intercept the semi. It was very windy and possibly was the cause of the driving.

There were no charges.

Police Attend Call of Possible Impaired Driver June 7, 2018 at 7:15 p.m.

Police received a complaint of a possible impaired driver on Highway 11 near Warman. The caller advised they stopped to assist a vehicle as they had run out of gas. The caller felt that the occupants had been consuming alcohol.

Police attended the scene and spoke with the vehicle occupants. They were not impaired. There were no charges.

Vehicle Stolen From Martensville Compound May 30, 2018 at 8:15 a.m.

Police received a complaint

of theft of a vehicle from a business in Martensville.

The caller reported that sometime overnight, someone entered the compound at the business and took the vehicle. The vehicle was recovered a short time later and a male youth was arrested and held in custody on theft and possession of stolen property related charges.

Police Investigate Martensville Damage May 30, 2018 at 4:10 p.m. Police received a complaint of mischief to a gate in Martensville. The complainant reported that someone hit the gate causing damage to it. Investigation into this matter is ongoing.

Police received a complaint of an attempted break in to a shop near Dalmeny.

Police attended the location. Investigation into this matter is ongoing.

Hit and Run Reported in Martensville May 31, 2018 at 5:55 p.m.

Police received a complaint of a hit and run in a parking lot in Martensville. The caller advised that their vehicle was hit while parked. A short time later an individual came forward to advise they had struck the vehicle. There were no charges or injuries.

Police received a complaint of theft from trailers in a parking lot in Martensville.

The caller reported that a number of trailers had items taken. Police attended the scene and collected evidence.

June 6, 2018 at 8:45 a.m.

Police received a complaint of theft from a business in Martensville. The caller reported that a number of items were taken from in front of their business overnight.

Investigation into this matter is ongoing.

PEOPLE Suspicious Person Reported in Martensville June 3, 2018 at 5:40 p.m.

Police received a complaint of a suspicious person at a residence in Martensville.

The caller reported that a female showed up at their residence and seemed confused. The caller was concerned for the female’s well being. Police made patrols of the area, but did not locate anyone matching the description provided.

Charges Laid in Martensville & Warman Assaults June 4, 2018 at 10:40 a.m. Police received a complaint of an assault in Martensville. The 55 year old female reported she was assaulted by her 61 year old husband. Police arrested the male and released him on documents for an upcoming court date on assault related charges.

There were no injuries.

June 7, 2018 at 1:40 p.m.

Police received a complaint of an assault in Warman.

The 37 year old female reported that she was assaulted by her 39 year old husband. The male was arrested and released on conditions and documents for an upcoming court date on assault charges.

Police Attend Call of Disturbance at Warman Event June 10, 2018 at 3:30 a.m.

Police were called to a disturbance at an event in Warman. The caller

reported that a 30 year old male from Saskatoon was causing problems and refused to leave. Police attended the scene and arrested the male. He was held in police cells until the following day. He was released on documents for an upcoming court date on assault related charges.

Impaired Driver Flees From Police

On June 9, 2018 at approximately 12:30 a.m.

Rosthern RCMP pulled over a vehicle for speeding on Highway #11 near Rosthern. When they approached the vehicle, RCMP officers observed signs of impairment in the driver. The vehicle then fled the scene heading southbound on Highway #11.

Warman RCMP members successfully deployed a tire deflation device (spike belt) a short time later near the intersection of Highway #11 and Highway #12, entering Saskatoon. The driver then fled the vehicle on foot and was apprehended by RCMP shortly after.

The driver, a 42-year-old male, has been charged with dangerous driving, operation of a motor vehicle while being impaired, impaired over 80mg% and flight from police. The accused was held in custody and appeared at Saskatoon Provincial Court on June 11th at 9:00 a.m.

Summer Water Conservation Tips Summer can bring a rise in water consumption and your water bill. Here are some tips to help conserve water during the heat.

• Water your lawn deeply, but not more than once a week. During periods of extended rain, water even less frequently.

• Water new lawns every other day until the grass reaches 5 cm; then water less frequently.

• Set a tuna can in each of your sprinkler zones and time how long it takes to fill it with water. That’s how long you should run your sprinkler once a week if your lawn is dry.

• Use drip irrigation and/or sprinkler systems that are timed to turn on and off automatically. Remember to turn them off if it’s raining.

• Don’t water your lawn during the hottest time of the day. Instead, water early in the morning or in the evening. Don’t water when it’s rainy or windy.

• Check the sprinkler position to make sure you don’t waste water by watering the street, sidewalks or driveway.

• Xeriscape Landscaping – Group plants according to their watering needs.

Plant water-saving plants, trees and shrubs. Use mulch to retain moisture in the soil.

All of this can save 10-35 litres of water per minute.

• When mowing your lawn, only cut the top 1/3 of the grass and leave clippings behind. They will help the soil retain moisture and provide natural fertilizer.

• Wash your car at the car wash. Washing at home with a hose for ten minutes uses 300 litres of water and sends soap, oil and other chemicals to the river through storm drains. At a car wash, run-off is captured and disposed of properly.

• Use a broom when cleaning your driveway or walkway. Washing with a hose uses almost 200 litres of water.

Landscaping or Working on Your Property This Summer? - Things You Should Know

Access to Private Property Through Open Spaces Bylaw Due to damage to City property and failure to remedy damages; the City has created the Access to Private Property Through Open Spaces Bylaw. The City Traffic Control and Waste Bylaws have also been rewritten to set the provisions to access private property through City land.

Access to Private Property Through Open Spaces Bylaw 2-2016 Permit required Any person or businesses that will be driving a vehicle or equipment over city open space to access private property are now required to apply for a permit prior to gaining access.

Section 6 (2) No person shall carry on the following activities in an open space area without a permit: (a) leave or store personal property; (b) set up a temporary shelter, tarp, canopy or other such device; (c) drive or arrange for a vehicle or equipment to be driven through an open space area; Traffic Bylaw – Dumping of Materials Dumping of material onto city streets is not permitted, any material must be placed on the owner’s property unless permission is granted by the Director of Infrastructure and Planning or designate. Any person or any business who will be conducting work on or around city streets must setup a safe temporary traffic control zone.

Section 4 (f) Any person or company responsible for construction, construction equipment, or material within the highway/street must setup a safe temporary work traffic control zone.

At the request of the Director of Infrastructure and Planning or designate a written work zone traffic control plan may be required prior to approval for installation and setup.

Waste Bylaw 18-2015 Work sites must have a bin/truck on site to dump their waste material into, to not leave material scattered around the work site or piled on the road way.

Thankfully, no injuries occurred as a result of the accident. A 36 year-old Martensville woman who was headed north on 10th Avenue was charged under the Traffic Safety Act for Proceeding from Stop Sign Before Safe to do so.

Martensville’s Farmer’s Market Prepares for Opening Day Shanine Sealey, Martensville Messenger

It is that time of year once again! The Martensville’s Farmer’s Market is preparing for their opening day on June 14th. The market will once again take place at the Martensville Curling Rink on Thursdays from 3pm-7pm and will run until August 30th.

The market is free to visit and all ages are welcome to come peruse the items available. With thirteen vendors this year offering everything from baking, canned goods, natural wellness products, homemade cards, fruit, veggies and a wide variety of handmade items, there is sure to be something for everyone.

Having been in the community for numerous years now, the Market has established itself among residents.

“We are always looking to improve the market but the changes are subtle this year. We feel we ran a great market last year and are excited to provide a similar experience again this year,” Shauna Hingston, Market Manager, explained.

As a 100% non-profit market all proceeds made go directly back into the market to provide customers with more great events and special guests throughout the season.

Although there are no special events planned for this year, there will be days with fun activities and games, so Hingston reminds residents to follow the ‘Martensville Farmer’s Market’ page on Facebook to follow updates and see details as to when these events will be taking place.

Hingston, who has been with the market since inception, is now heading into her fifth year as a Market Manager. “For me, the Farmer’s Market is all about community. It is so lovely to see everyone coming out, supporting local, learning about local businesses and having some fun together,” Hingston said.

Humboldt Broncos Bus Collision Investigation Update

As the investigation into the Humboldt Broncos bus tragedy continues, the Saskatchewan RCMP want to provide an update.

Our Collision Reconstruction Team and Major Crimes Unit continue to methodically analyze the data and evidence gathered. An important component of this investigation is the collision reconstruction analysis. Once completed, the analysis will be peer reviewed in order to validate the findings and conclusions. Peer review is a standard practice for complex investigations such as this.

Investigators are also preparing for Crown consultation at the conclusion of the investigation which occurs in many serious, sensitive, and complex investigations. Our investigators remain in close contact with victims’ families and regularly reach out to them to provide whatever support they can.

Investigations, by their very nature, are dynamic. What investigators learn today can influence what action they need to take tomorrow.

Based on that, we are not able to provide an estimate as to when the investigation might be complete.

“We are all anxious to learn the results of this investigation to assist in understanding what led to this terrible tragedy,” said Supt. Derek Williams, Officer in Charge of Saskatchewan RCMP Major Crimes, “We are committed to sharing the outcome of the investigation as soon as we can.”

As the community’s first full service mechanic shop, the business has become a familiar name to all within the area. Owner/operator Daryl Brandrick took over the business approximately two years ago and has seen steady growth since then.

“I liked the fact that this business was well established already. It is the original shop in Martensville and I think that it huge. For this business to be a part of the community for so many years and for me to have the opportunity to be a part of that was a great feeling,” Brandrick said. As a full service shop, Checkered Flag Automotive offers a little bit of everything from top to bottom and front to back when it comes to ATV’s, trailers, and all types of vehicles.

Brandrick had been interested in purchasing the business for years prior to taking over, and had given up on the idea that it would happen. Then one fateful day, he received the phone call he had been waiting for and three months later, he was proud to be the owner. “It made it easier having the experience that I do from working in and running other garages.

I already had relationships in place with numerous suppliers and I had customers that came because they knew me from previous shops,” explained Brandrick.

Brandrick, who has been working in the automotive industry since he was 17 years old, has gained a wide array of experience in both maintenance and repair of vehicles, but also when it comes to running a business. Taking this experience and using it to form his vision for the business, Brandrick has not looked back and intends to expand in the future, with plans to renovate the business, construct additional bays and bring in more service technicians in order to accommodate their growing customer base. “Our goal is, and always has been, to service people the absolute best that we can.”

With customer service being of extreme importance to Brandrick and all of the staff at Checkered Flag, they strive to ensure all customers are treated fairly and honestly. “I truly believe that customer service is something that is lacking in the world today and people don’t get that personal connection anymore. In my opinion, customer service is number one and that is what I base my business on.” Brandrick continued on to state that most of the customers that come to the business aren’t typically in the best mood due to having vehicle issues and had not planned to spend money on repair, so the way you treat them can really make a big difference. “There’s no magic to it. That is just the way it should be done, and people appreciate that. Be fair, be honest and be willing to do the little extras.” As an added service to customers, Checkered Flag offers courtesy cars at no additional charge, ensuring that their clients still have the convenience of their own transportation while their vehicle is in the shop for a day or two.

Additionally, Brandrick has plans to take his customer service up a level in the near future. “We will be implementing follow up calls with our customers a couple of days after the vehicle was fixed. We want to ensure that they are happy with the service they received and that the problem they were having was fixed. It is our job to do that follow up and to check in with them to see if they have any questions or concerns about the work that was done. Communication is a huge part of customer service in my eyes.” That communication is also why Brandrick ensures his customers are kept up to date on the progress of their vehicle throughout the day, so they know exactly where the repairs are at, the issues that are being fixed and the cost of the repairs.

Having lived in Martensville for the past fourteen years, and raising his children here, Brandrick believes that it is important for Checkered Flag to support the local sport teams, service groups, events and more.

“Being a part of this community is important to me. I try to be as much of a part of it as I can and I think that is what builds the community. We are a city, but we can still maintain that small town feeling if everyone does their part.”

In addition to supporting local groups, Brandrick also employs multiple local residents. “I think it is extremely important to support the locals with jobs, donations, with their fundraising and more. I try to be as much of a part of that as I can.”

At Checkered Flag Automotive they believe every customer is as important as the last, and that they deserve to be treated as such. “If someone rolls up here at 4:30 for a tire repair, they are just as important as the customer that brought in a truck that needs a

transmission. Regardless, it is a customer that has a problem that they need fixed. It is as simple as that.”

Put Politics Aside in Trade War

In a commodity-trading province like Saskatchewan, no one should have to be reminded of the importance of trade, especially, trade with the U.S., with whom we do the most business.

Everything we do in this province - from selling our grains and oilseeds to our potash and oil - pretty much relies on business beyond our country’s borders. This is particularly critical to rural Saskatchewan where the drivers of the economy are those very commodities.

A trade war, especially one with the U.S., threatens our very livelihood in a more serious way than a carbon tax or any other policy government imposes on it.

To have unreasonable tariffs imposed on us and to not be able to sell what we produce into foreign markets for a competitive price is an economic crisis. We all know this from U.S. tariffs imposed over the decades on wheat, potash and beef during the BSE crisis of a decade ago.

So for a Saskatchewan politician to do anything other than whatever they possibly can to ward off the most recent trade started by U.S. President Donald Trump’s tariffs on steel and aluminum is a disservice. To their credit, most Saskatchewan politicians past and present are doing as much as they can.

Take current Saskatchewan Premier Scott Moe who traveled to Washington last week to meet several high-ranking U.S. politicians, including Trump’s Secretary of Commerce, Wilbur Ross.

Some will likely argue that a Canadian premier from a small province isn’t connected enough in Washington to accomplish much of anything, but Moe’s message of how this could be a “win-win” and “doesn’t have to be a lose/lose” for both Canada and the U.S. resonates with American politicians than some realize.

After all, the American politicians may have already gotten a glimpse of the lose-lose scenario in Prime Minister Justin Trudeau’s list of retaliatory tariffs on U.S. imports sleeping bags, maple syrup, yogurt, tissues, napkins, toilet paper, pens, felt-tip markers, chocolate, beer kegs, bourbon and orange juice.

It’s a broad list that, on the surface, doesn’t seem to make much sense. But with the help of bipartisan consultants - some of them, Conservative politicians - the list has been carefully crafted to take aim at states in where Republicans face tough mid-term elections.

The Saskatchewan premier also made the case of how integrated the U.S. and Canadian economy really are, using the example of steel produced at the Evraz mill in Regina.

Recycled U.S. cars are shipped to Canada and that steel is shipped to Portland, Oregon where it’s made into steel plates. Those steel plates are then shipped back to Canada where at they are rolled into pipe used in the Texas oil fields.

Similarly, former premier Brad Wall has been active on his social media feeds with clips of late Republican President Ronald Reagan speaking on the need for trade and how free trade is a conservative value. Interestingly, Wall’s message came after federal Opposition Leader Andrew Scheer lambasted Prime Minister Justin Trudeau for “failing” Canada’s aluminum and steel producers.

Scheer is well within his right to criticize Trudeau on any subject. Certainly, Scheer’s handling of the carbon tax and Trans Mountain pipeline are legitimate grounds for opposition criticism, but it’s a dangerous game for Canadians not to present a united front in the face of these U.S. trade sanctions that are escalating into this all-out trade war.

Faced with criticism from Conservative partisans that he was siding with Trudeau, Wall simply responded that he “respectfully disagreed.” Wall is right and those who would choose to not demonstrate unity in the trade fight with the U.S. - including Scheer - need to seriously re-examine their priorities.

An international trade war is no place for local, partisan politics.

Canadian Children Suffer In Silence From Low Vaccination Rates Madison Markiewicz

15 years ago, outbreaks of measles, whooping cough or other outdated diseases seemed foreign to Canadian parents. Now, their unthinkable nightmares have become reality. Across Canada, children are suffering from vaccine preventable diseases due to an alarmingly low immunization rate, and not enough is being done by the Canadian government to reach an obvious solution. It is estimated that the vaccine coverage in Canada is 84%, which ranks 28/29 amongst other affluent countries and has sent a shock down Canadian spines. A coverage rate of 95% is required to protect the population from diseases like mumps, measles, and whooping cough, but we are clearly falling behind. The Canadian government is failing to intervene with parents who are partially vaccinating their children, or not vaccinating them at all, effectively monitor vaccine coverage, and educate the population on the importance of vaccines. Health regions are clearly able to access the resources and evidence to make the vaccination system more successful, so why aren’t they? Until there is a change, Canada will remain a first world country approaching substandard vaccination coverage, and children are the ones who will pay for it.

A chief contributor to Canada’s low immunization rate is the absence of a national registry, making Canada unable to track which children have been vaccinated, and which are at risk. For instance, both Alberta and Quebec collect but do not report data on child immunization rates at school age, and Ontario neglects comprehensive coverage data for children at and above age 2. This means that when Unicef asks Canada for their immunization rates for a report that is issued every two years, Canada must resort to a telephone survey. It is incredibly sad and shocking that a developed and prosperous country like Canada cannot even say which of their children lack vaccines. Without a strong system to monitor vaccination coverage effectively, Canada is blind to which families need intervention, and children remain vulnerable.

In Canada’s most recent Childhood National Immunization Coverage Survey, 70% of parents indicated that they were concerned about vaccine side effects, 37% believed that a vaccine would likely cause the same disease it was meant to prevent, and a small proportion believed that homeopathic medicine could eliminate the need for vaccines.

This shows that many Canadian parents do not understand how greatly the benefits of vaccines outweigh the small risks. One could argue that potential side effects involved with vaccines could provoke danger, such as developing a rare allergic reaction or feeling fevered and sore. The reality is, the side effects are much safer than the diseases they prevent, and the likelihood of a severe or fatal reaction is around one in a million. A small amount of people subscribe to the belief that vaccines cause autism and other mental disorders, despite that it has been overwhelmingly debunked by science. The larger problem is parents who partially vaccinate their children due to costs associated with time off work and lack of effort to reach a provider. How could one put a price on their child's life? Clearly, the importance of vaccines is not being stressed enough and health regions should better educate the population on the importance of vaccinating properly.

Many are quick to blame Canadian parents for failing to immunize their children, but we must understand that the issue stems from the incompetence of the Canadian government and health regions. Small steps from these large bodies, such as creating a more organized system to track every child’s vaccination records and target early interventions would make a world of a difference. As citizens, we can educate those who are unsure of vaccines on the major benefits and stress how detrimental a low vaccination rate is for the country. Encouraging others to seek a provider from the health region, or even a school nurse to address concerns about vaccines is a major start. Canada has allowed their children to die from insufficient effort for far too long, and it is about time that they enforce vaccinations to become a priority for all families. Until this happens, our children will continue to parish in light of ignorance.

Bike Patrol Units Enhance Public Safety

The Warman/Martensville Detachment began deploying bicycles in May after four officers completed their Law Enforcement Bicycle Association (LEBA) training. This initiative offers officers on patrol the ability to travel on the bike paths and parks within the cities, in addition to increased interaction with the public. The parks and pathways are much more accessible now, allowing the Bike Patrol Officer to approach unnoticed much more easily than if they were in a police cruiser. Bike Patrol officers also find that the public finds them more approachable on a bike as opposed to being in a cruiser.

The Bike Patrol Unit acquired four new bikes and two dual bike racks for the back of the patrol vehicles which permits the officers the ability to quickly transition from their bicycle to their vehicle. This is of great value when the officers are required to respond to calls outside our two cities.

Bike Patrol Officers deal with liquor, drug offences, disturbances, troublesome intersections and many other calls. However, they are also able to handle any other calls that may be assigned to them throughout the course of their shift. Bike Patrol officers also attend many special events within the community such as School Bike Rodeos, Parades and sporting events. They are also utilized for other events when suitable.

Officers assigned to the bicycle patrol act as ambassadors for the RCMP answering questions and providing information to those who ask. They will offer bicycle safety information to other cyclists.

The Bicycle patrol is invaluable to the community and assists the RCMP in being more visible in areas in which a patrol vehicle may not be able to go. You can expect to see the bicycle patrol out this summer and when you do, please take a moment and meet the officers.

Province Announces Cannabis Retailers Shanine Sealey, Martensville Messenger

On June 1st, the Government of Saskatchewan announced that the cannabis retailers for the province had been chosen. With 51 cannabis retail stores expected in Saskatchewan, more than two-thirds of the applicants are from Saskatchewan or have operations within the province. The successful applicants were chosen by SLGA and Gene Makowsky, Minister Responsible for SLGA said that, “This represents the next step in the process of having a privately-operated cannabis retail system carefully regulated by SLGA.” He continued on to state that, “There was a lot of interest in the public Request for Proposal process, resulting in many new businesses that will invest in our province.”

The chosen applicant for Martensville is Prairie Sky Cannabis Inc. (PSC), a Saskatchewan company based out of Regina who were also approved for locations in Battleford, Estevan and Moosomin. PSC is run by partners and brothers John and David Thomas. John, a University of Saskatchewan graduate has previously worked as a pharmacist. “As a health care professional, I think I bring a unique knowledge base to the recreational cannabis industry, and I believe my past experience running a pharmacy will be of benefit to us,” said John. Another benefit, John added is that David is an electrical

engineer, which gives them an added bonus. “We complement each other well because he has a much better understanding of everything IT and will allow us to use the proper technologies to run both the retail and online components of the business.”

Beginning this past March, a two phase Request for Proposal (RFP) process took place, with the first phase consisting of a screening for qualifications focused on financial sales/inventory tracking systems. Those that qualified were then put into the second phase which was a lottery draw and from there the successful operators were chosen. PSC applied for permits within 29 of the communities across the province and upon completing their application in April, they were notified in May that they were chosen for four of their permits.

“We are excited and thrilled that we won the opportunity for four permits. We realize this was lucky and the probability of winning 4 of our 29 applications was very low. We’re working very hard to make the most of this opportunity,” John explained.

The next step for PSC is opening their four selected permits for legalization, which John says is complicated by the uncertainty of the time frame although there will be a 45 day window to begin the permitting process. “At this time we’ve been connecting with our communities’ local governments to introduce ourselves and ensure that we will be following the proper bylaws and procedures.” With plans to visit each of the communities in the near future to scope out potential locations, John and David are looking forward to what the future holds and working to prepare supply of product, store design, banking, media, computer software and more. Locations for all of the chosen cannabis retailers has yet to be established; however John states that PSC will be working with the City of Martensville to ensure the proper zoning as all cannabis retail locations are subject to local municipal zoning bylaws.

When asked about having knowledge as to when legalization will occur, John noted that they have not been provided that information at this time. All retail cannabis permittees must be operating within 12 months of legalization and permits will not take effect until legalization occurs.

All cannabis retail stores are required to be standalone operations, selling only cannabis, cannabis accessories and ancillary items as defined by SLGA. Alcohol sales will not be permitted in cannabis stores.

Rush Bring Home the Title Janine Hayward, Martensville Messenger

The Saskatoon Rush Lacrosse team has captured their third National title over the Rochester Knighthawks Saturday in front of over 13,000 fans. It was a nail biter until the fourth as the Knighthawks did not roll over and kept it close until midway through the fourth winning 1510. This was the third game in the best of three series so it was sweet for the Rush to win the gold on home turf.

They had the title taken away last year by the Georgia Swarm as a close overtime loss gave the Swarm the title in two games. The Rush were on a mission to bring back the Cup this season and they finished the season 14-4 with some of those losses taken at the hands of the Knighthawks.

Jeff Shattler, who was new to the Rush this year, was named the playoff MVP as he tallied four goals for the night and eight in the playoffs. Shattler put the Rush on the board in the second and brought his team back in the game when he found the net in the third to tie the game at eight taking back the lead from the Knighthawks. This was the spark the Rush needed as they never gave up the lead from there and went on a four-goal rush.

Rochester made things interesting in the fourth and came within one goal keeping fans on the edge of their seats. Rochester’s Matt Vinc kept the Rush off the scoreboard for the first quarter but the fourth quarter proved too much.

Vinc was “NLL goaltender of the year”, five times in his career but the Rush’s Evan Kirk held his own turning away 37 shots and kept his team in the game in the fourth.

The Rush played spoiler to the Knighthawks who were looking for their fifth title. Congratulations to the Saskatoon Rush who brought home their third National Title.

The Washington Capitals were drafted into the NHL way back in 1974 and until now they had never hoisted the Stanley Cup. The Caps took the series with an electrifying 4-3 win over Vegas in game five. After a scoreless first period the teams traded goals until the Golden Knights took a 3-2 lead with 29 seconds left in the second period. Despite allowing three goals, Braden Holtby was looking great. The first goal passed him after a deflection off a teammate’s foot and the second was even challenged for goaltender interference but there was not conclusive evidence. When the Capitals tied the game at 3-3 just over half way through the last period, I was sure it was going into overtime. The Washington Capitals had other ideas though and Lars Eller buried the game-winner and the Caps held on for their first Stanley Cup Championship in franchise history. Captain Alex Ovechkin has had his sights on the Cup for 12 long years and after quickly handing off the Conn Smythe Trophy as playoff MVP, he was able to finally hoist the holy grail he had been after his whole career. Ovechkin lead the playoffs in goals with 15 and was second in playoff points with 27 (five behind teammate Evgeny Kuznetsov with 32).

It doesn’t matter what day you read this, there is a good chance Ovechkin is STILL celebrating with the cup.

It’s summer time and that means CFL football is back! Week one started off with some shocking news as the Saskatchewan Roughriders released receivers Rob Bagg, Bakari Grant, and Chad Owens on Monday. The Riders still have a solid receiving core but it seems crazy to release someone like Chad Owens before the season starts. The Riders are also still unsure on who will start for them as quarterback in game one against the Toronto Argonauts on Friday. The choice is between former Hamilton Ti-Cats QB Zach Collaros and last year’s back-up for the Riders, Brandon Bridge. Head Coach Chris Jones won’t say who he will be starting and it will most likely be a game time announcement.

My week one pick for the CFL are Edmonton, Toronto, Calgary, and BC.
