Council Discusses Street Lights For Roundabout Intersection

City of Martensville Hosts Open House For Local Residents The City of Martensville hosted an open house on Tuesday, June 11th from 6pm to 8pm. This event provided local residents with a chance to stop in and speak to members of Council, City administration and RCMP, and learn more about what is happening within the community. Topics included road infrastructure, the 2019 budget, the water and waste water project, senior housing, new multi-purpose facility plans, local policing and more.

Shanine Sealey, Martensville Messenger

The June Committee of the Whole meeting for the City of Martensville began with a presentation from Sgt. Rob Eyre of the Warman RCMP detachment, who provided an update of statistics for the year. The information compared January to May of 2018 with this year and while some areas have seen a decrease in calls such as break and enters, which dropped from 11 reported calls in 2018 to 6 this year, the total number of calls is comparable to that of last year. Administration then discussed a Request for Direction regarding an Attendance Support Policy, which was proposed by Human Resources Manager Trent Kolbe. According to Kolbe, this policy would be in place to “enhance the City of Martensville’s ability to provide an excellent standard of service to its citizens, customers and business partners by facilitating consistent attendance at work by all employees.” Council discussed the proposal and appeared to be in favor. This topic will be brought to an upcoming meeting for formal approval. The final item up for discussion was regarding the installation of lighting at the roundabout located at the intersection of Main Street and 10th Avenue. In a request for Direction from Matt Gruza, the Director of Infrastructure and Planning, it was noted that since the installation of the roundabout in 2017, there have been some concerns raised regarding the safety of the intersection at night. Administration was asked to contact SaskPower to have street lights installed. The report noted that, “after a significant delay from SaskPower’s design department, a design has been provided to the City. The City’s original budget estimate planned to have four street lights at the intersection. The design provided by SaskPower has eight street lights.” SaskPower included eight in their design due to Transportation Association of Canada (TAC) standards, which requires that eight be the minimum amount installed based on roadway speeds and alignment. If the City instead preferred to have four lights installed, SaskPower could install a power meter, leaving the rest of the design and installation the responsibility of the City. The quote from SaskPower comes in over the budgeted amount of $20,000 at $31,349.56. Gruza recommended that Council approve the additional cost, as all future maintenance would then be the responsibility of SaskPower, consistent with other street lights in the City and removes any liability from the City. The item will be brought to an upcoming meeting for formal approval. The next City of Martensville Council meeting will take place Tuesday, June 18th at 5pm in Council Chambers. All members of the public are invited to attend. Current and past agendas can be found by visiting www.martensville.ca.

Save Water and Save on Your Utility Bills! Water Conservation Tips

• Water your lawn deeply, but not more than once a week. During periods of extended rain, water even less frequently. • Water new lawns every other day until the grass reaches 5 cm; then water less frequently. • Set a tuna can in each of your sprinkler zones and time how long it takes to fill it with water. That’s how long you should run your sprinkler once a week if your lawn is dry. • Use drip irrigation and/or sprinkler systems that are timed to turn on and off automatically. Remember to turn them off if it’s raining. • Don’t water your lawn during the hottest time of the day. Instead, water early in the morning or in the evening. Don’t water when it’s rainy or windy. • Check the sprinkler position to make sure you don’t waste water by watering the street, sidewalks or driveway. • Xeriscape Landscaping – Group plants according to their watering needs. Plant watersaving plants, trees and shrubs. Use mulch to retain moisture in the soil. All of this can save 10-35 litres of water per minute. • When mowing your lawn, only cut the top 1/3 of the grass and leave clippings behind. They will help the soil retain moisture and provide natural fertilizer. • Wash your car at the car wash. Washing at home with a hose for ten minutes uses 300 litres of water and sends soap, oil and other chemicals to the river through storm drains. At a car wash, run-off is captured and disposed of properly. • Use a broom when cleaning your driveway or walkway. Washing with a hose uses almost 200 litres of water. Indoor Water Conservation Tips • When you want a drink, don’t let the water run until it is cold. Instead, refrigerate a jug of tap water and save 7-12 litres of water per minute. • Don’t let the tap run when rinsing dishes or washing fruit and vegetables and save 7-12 litres of water per minute. • Don’t pre-rinse dishes before putting them in the dishwasher. Instead, scrape off food first using a spatula. Soak very dirty pans and dishes before washing. • Run the dishwasher only when it’s fully loaded and save 70-190 litres of water with each load you eliminate. • Repair any leaks. Turn faucets off firmly. Check and replace any worn out fixtures, washers, O-rings and hose connections. • Avoid using garbage disposals. Disposals require lots of water to operate properly. Instead, start a compost pile. • Save as much as 10 litres of water per minute with a low-flow showerhead. • Don’t overfill and fill less than a full bath. Better yet, you’ll save water by taking a short shower instead. • Replace an old toilet with a water-efficient model and save as much as 14 litres of water per flush and 70 litres per person, per day • Check for leaks in your toilet by adding a few drops of food coloring to the tank. Coloring will appear in the toilet bowl if it’s leaking. • Run the washing machine only when it’s fully loaded. Each load you eliminate saves 70-190 litres of water. • Check washing machine hoses for cracks that could result in leaks. • Use your water meter to check for hidden water leaks. Read the water meter before and after a two-hour period when no water is being used. If the meter does not read exactly the same, there is a leak.

Martensville Stylist Educates Others About Living Proof Shanine Sealey, Martensville Messenger

Rachel Cocks has spent much of her life experiencing the salon industry; therefore her decision to pursue a career within the industry did not come as a shock to anyone that knows her. While in kindergarten, Cocks fondly remembers spending time after school playing with mannequin hair and by the age of 11, her mother Tracy had opened Infinity Salon and Spa and Cocks was spending regular time learning techniques. At 14 years old, Cocks was employed within the tanning salon that was previously located next door to the salon. For the past five years, Cocks has been working as a stylist and has been constantly striving to learn as much as possible about the industry. Most recently, Cocks was invited to become one of the Canadian educators for the Living Proof hair care line that is carried within Infinity Salon and Spa. “A few years ago, my mom and I were invited to visit Boston where the Living Proof line is developed at MIT in their style lab. That was one of the best experiences of my life because we had the opportunity to see this line that we believe in so much from its beginning stages and meet the people behind it. The thing that I loved so much about that experience was seeing firsthand just how science based this product is,” Cocks said. At first Cocks admitted that she was skeptical of how well the product would work, as there are so many fantastic products available; however, it didn’t take long for her to change her mind. “Once I started using the product, I had to bite my tongue and take it back. Since then, I have seen so many of my clients have that ‘Ah-Ha’ moment when they realize how well it works with their own hair. Their slogan is ‘we are the science – you are the living proof’, and it is true. Anyone who uses this line is the living proof behind how well it works,” Cocks explained. Being an educator for the product line has come naturally to Cocks, and the passion that she exudes when speaking about Living Proof is apparent. “It is so easy to believe in this product because when people try it, they love it immediately and there is a reason why it works. I can tell them why it works, show them how well it works and then the rest is up to them. I personally would never recommend a product to someone that I don’t use on myself,” added Cocks. Since becoming an educator, Cocks has travelled to Calgary for training, taken part in conference calls and mirrored fellow educators. For now, Cocks will be doing product knowledge classes within the province, then within six months will begin doing cutting and styling classes. From there, there will be opportunity to travel throughout Canada and the United States to share knowledge about the Living Proof line. “This opportunity gives me butterflies and the thing about our industry is that it is always changing. Living Proof is on top of the game when it comes to taking care of clients and they are always coming up with incredible new ideas that blow me away each and every time. I am so excited to be a part of this line and to help educate others about all of the amazing products that are available.”

Royal Canadian Navy Tours High Schools Shanine Sealey, Martensville Messenger

Last month the students of Martensville High School had the opportunity to take a tour onboard a custom built Naval Display Bus. Members of the Royal Canadian Navy, Naval Reserve Division HMCS UNICORN travelled with the bus to a variety of High Schools during the week of May 13 – 16, 2019. Students had the opportunity to step inside the Naval Display Bus which included 12 individual touchscreen stations that were equipped with audio-visual equipment so the users were able to put on a headset to watch short videos. These videos provided an immersive environment to learn about life in the Royal Canadian Navy including the different occupations that are available, training, and past Naval Operations. Whether you’re thinking of getting a part-time job, curious about the University Tuition Reimbursement Program, or you just want to learn more about the Naval Reserves in Saskatoon, the Recruiters would be more than willing to answer any questions you might have. One Martensville family was in for the surprise of their life after returning home from an ordinary evening at a baseball game. The events that led up to their big surprise began when Brody Collins, who is currently 11 years old, was only 5. While at a hockey tournament, his grandfather purchased a ticket for a draw to win a bicycle. “While Brody was playing hockey, they called his name, so his grandpa and I hid it in the truck and when he came out after his game, the bike was in the truck. A few years later, his grandpa passed away from cancer so this bike was very meaningful to him,” ABOVE: Brody Collins was in for a surprise when his beloved bike was repaired for him after being destroyed. Brody’s mother Angela (Submitted) explained. Now years later, with his bike being a treasured item, Brody was at school one day and at the end of the day went outside to find that his beloved bicycle had been completely destroyed. “Brody came out of school quite upset that his special bike had been destroyed,” Angela said. While in school, someone had wrecked the brakes, handlebars, chains, etc. Brody was visibly upset and Angela took to social media to share her disappointment over what had happened. Later than night, the family was going to a baseball game and Angela received a message from their friends Steve and Leah Cusson, who own Phobia Auto Repair, asking if they could come and take a look at the bike to see if it was beyond repair or not. “They picked it up without Brody knowing and they fixed everything and washed it up and returned it back to our house for when we returned and surprised Brody,” added Angela.

Provincial Politics with

Murray Mandryk

Populism Has Shift Especially in Rural Sask. Consider your friends for a moment. If you live in rural Saskatchewan, especially on the farms, they may be your neighbours. But your neighbours will be much further apart than your parents’ neighbours and certainly your grandparents’ neighbours. Likely, more of your friends are not necessarily people in your community but people you are drawn to by shared values and beliefs. Better roads, telephones and now social media means you may spend less time interacting with those people than those in your community, making the definition of “community” a lot different than in past generations. This makes the modern-day politics slightly more challenging. It’s now less about catering to specific communities than those specific beliefs. But, really, what it is, is good, old-fashion populism in a different form. Back in the day, New Democrats and old CCFers politicians believed they met the very definition of a populist, "a political approach that strives to appeal to ordinary people who feel that their concerns are disregarded by established elite groups.” Most on the farm or in small towns in Saskatchewan back then considered themselves disregarded by the establishment, but such notions gave rise to community spirit of people pulling together. In turn, that gave rise to rural collectively concepts like the local Pool elevator, Co-op store and Credit Union that played into the NDP philosophy. So along comes a leader like Tommy Douglas running under the banner that he and the CCF were all about the little guy. We all are likely familiar with his Mouseland story which was all about black or white cats making rules and decisions to benefit the rich, but really didn’t do much for the poor mice. This was the mantra of a populist. From the time of the first Douglas election win that occurred 75 years ago this week to the time of the election of Brad Wall’s Saskatchewan Party 12 years ago, the NDP ran on that populist message. It was a successful formula, with governance in Saskatchewan uninterrupted except by the Ross Thatcher Liberals in the 1960s and the Grant Devine Conservatives in the 1980s, but it was a formula that was generally successful. Unfortunately for the NDP, the massive changes in the last forty years seemed to escape the NDP. Especially over the last 10 to 20 years, Saskatchewan has become a place of growing affluence. Average weekly salaries have gone up and farm income receipts have also increased. Farming became a more entrepreneurial, marketing business no longer in need of the Wheat Pool or the Canadian Wheat Board, with less interest and certainly less need in having a local co-op or credit union in each and every small Saskatchewan now. All that said, there nevertheless remains a strong feeling among many in Saskatchewan they are disregarded by the elite. For the most part, that means a distance elite federal government, especially the current Liberal government in Ottawa. That’s a huge problem for the NDP that have always addressed disenfranchisement by vowing to provide services to those in need. Today’s populist view is less about wanting or needing government services. And that feeling of dependence from government generally means less interest in paying taxes and less interest in a collective/co-operative approach to anything. Today, it’s far more likely to see a populist notion catch fire on the internet than to see it spread from community to community. So, for many, a four-cent-a-litre carbon tax on gas to a collective deal with global warming now seems the ultimate case of the elite ignoring what ordinary people want. Such an approach is a big problem for the NDP right now. Populism is still going strong, but it sure seems to have shifted to the right.

Justin Trudeau focuses on the drinking straw problem

MLA Report With Nancy Heppner Saskatchewan Economy Improving Saskatchewan’s economy is improving and our province continues to grow after three years of low natural resource prices and fiscal challenges. Despite the headwinds of a federal carbon tax and trade challenges, Saskatchewan has now seen nine consecutive months of strong job growth. Another sign of Saskatchewan’s resiliency and strength is our position as a leader in wholesale trade growth – second among the provinces and #1 in Western Canada.

Building A Plan For 2030 In just over a decade, Saskatchewan has grown by 160,000 people and created 75,000 new jobs. This kind of activity has allowed us to make strategic investments to: • strengthen health care, taking surgical wait times from the longest in Canada to now among the shortest; • improve education outcomes, with 46 new or replacement schools and 925 more teachers for our classrooms; and • invest in our most vulnerable people, making Saskatchewan the best place in Canada for someone with a disability. In 2012, your Saskatchewan Party Government launched The Saskatchewan Plan for Growth: Vision 2020 and Beyond. Our government’s Growth Plan was a vision for a growing province, that built on the strength of our people, our resources and innovation, to make Saskatchewan an economic leader. Despite Saskatchewan’s economic success and record investment in infrastructure and services, we know that there is still more to be done. In building a plan for 2030, we want to hear from you about your community and your priorities as we look towards the next decade for our province. Over the coming weeks and months, your Saskatchewan Party MLAs will be reaching out to you. We look forward to hearing your thoughts, suggestions and feedback in terms of how we can build on the growth of our communities and our province.

The Stanley Cup will be handed out Wednesday June 12th in Boston. The St. Louis Blues edged the Bruins 2-1 in game five to take a 3-2 series lead. The win came with yet another controversial goal that put the Blues up 2-0 in the third. After an obvious trip on Boston’s Noel Acciari was missed, David Perron buried the puck past Tuukka Rask less than 30 seconds later. Bruins players and fans alike were furious with the non-call especially since Boston would score to make it a one-goalgame later in the third. It would seem like the hockey gods gave on back to Boston in game six when the game situation was flipped. This time it was the Bruins who had been hanging on to a 1-0 lead since the first period. Early in the third, Bruins D-man Brandon Carlo flipped the puck on the net and it took a weird bounce that snuck past Jordan Binnington. Boston would roll from that point scoring 3 more goals and forcing a game seven with a 5-1 win. The NBA is also deep into their championship series and for the first time it includes the Toronto Raptors. The Raps split games one and two at home but would then win two in a row in Oakland to take a 3-1 lead on the Golden State Warriors. Toronto had a chance to claim their first championship at home on Monday but missed a buzzer-beater and fell 106-105. Game six is back in California where the Raps will have another shot at their first title. With the NHL and NBA both in their championship series’ it’s the perfect time for the CFL to start! Week one kicks off with the Saskatchewan Roughriders heading to Hamilton to take on the Tiger-Cats on Thursday. On Friday Edmonton will host the Alouettes, and the Saturday double-header starts with Calgary vs Ottawa before Winnipeg battles BC. My first picks of the 2019 CFL are Hamilton, Montreal, Calgary, and BC. FOR RENT
