Martensville Home Destroyed in Monday Morning Blaze Shanine Sealey, Martensville Messenger
The Martensville Fire Department received a call regarding a vehicle on fire inside of a garage on Charity Cove at approximately 9am Monday, July 6th. Upon arrival, they saw three vehicles on fire outside of the garage and the home was fully engulfed in fire. According to Ryan Cross, a Captain with the Martensville Fire Department, a witness reported seeing someone attempting to pull out a car on fire from the garage. The fire extended into the garage and from there, moved into the roof and into the home. The fire spread quickly, and Cross noted that they called in Warman Fire Department to assist them. “When we got here, it was fully engulfed. After we confirmed there was no one inside, we decided to do an exterior attack and protect the surrounding homes because this one was too far gone.” Both the north and south surrounding homes did not receive any damage from the blaze.
Cross said that there were ten firefighters from Martensville on scene and approximately five or six from Warman. A mixture of foam and water was used to extinguish the fire. In addition, Cross stated that two retired MFD members and an offduty firefighter from Saskatoon arrived to help in any way they could, as well as help from Martensville Bylaw. RCMP confirmed that all occupants had self-evacuated from the home, with one female occupant being assessed by Medavie Ambulance. No injuries were reported. The fire was under control in approximately 45 minutes; however the firefighters remained on scene to ensure all hot spots were out. Currently, the cause of the fire is undetermined, and an investigation will follow.
According to a GoFundMe page set up by the sister of one of the occupants of the home, there was no insurance in place. For those wanting to contribute to helping out you can find the funding page here. A post shared on the Facebook page 'Martensville Buy & Sell' noted that the occupant has a five year old daughter, and another baby on the way.
Saskatoon Man Charged in Murder of Warman Woman
On July 2, 2020, at approximately 4:00 p.m., Warman RCMP received a missing persons complaint for 23-year old female, Samandeep Jhinger. Warman RCMP immediately began an investigation. Further information was received and on July 3, 2020, at 5:00 a.m. Samandeep was located deceased at a residence on the 200 block of 3rd Street West in Warman, Saskatchewan. Her death was considered suspicious. 42-year old Ranbir Dhull of Saskatoon was arrested and has been charged with one count, First Degree Murder - S. 235(1) of the Criminal Code, and has been remanded. His first appearance in Saskatoon Provincial Court was on Monday, July 6, 2020 at 9:00am. Ranbir was known to the deceased. An autopsy for Samandeep was scheduled to take place in Saskatoon on Tuesday, July 7, 2020. Due to the ongoing investigation, Warman residents will continue to see an increased police presence around 3rd St W. The RCMP Major Crime Unit North is seeking any information the public may have regarding this investigation. Anyone with information is asked to contact Warman RCMP by calling 306-975-1670 or their local police detachment. See more about the Reopening of City Hall on Martensville.ca Current Status of Public Facilities as of July 2nd: Martensville Athletic Pavilion - Closed City Hall - Open Aquatic Centre - Open as of July 4 Northridge Centre - Closed Heritage Centre - Closed Sports Centre - Closed Wheatland Regional Library (located in the Civic Centre) - Office closed, Open for Curbside Holds Pick-up and Book Returns. City Staff are available to work with the public via phone or email. Questions or inquiries can be directed to City Hall via phone (306-931-2166) or inquiry@martensville.ca during this time. Residents and Customers are encouraged to carry out transactions electronically such as online banking, preauthorized payments or TIPPS. Cheques may also be dropped off in the drop slot at City Hall. Protective Services - There are no changes in duty or status to Protective Services such as the RCMP, Martensville Fire Department, and Ambulance Service. Water and Sewer - These services remain unimpacted and unchanged, including water quality testing. Meter reading will continue to take place under the Read/Estimate schedule; however, staff will not be doing reads of meters located inside of homes or occupied buildings. In these cases, estimates will be taken or reads can be provided into City Hall. In respect to water and sewer emergencies, city staff will not be able to enter resident homes at this time and private contractors should be considered. The City of Martensville will no longer charging interest on water and sewer accounts indefinitely to assist residents impacted by COVID -19 impacts. Water Meter Read/Estimate Schedule - Normally the Read/Estimate Schedule that takes place from October-April would be completed and the entire City would have water meter reads completed by City of Martensville Meter Readers. However due to the COVID-19 crisis, the Water Meter Read/Estimate schedule continues to be extended into foreseeable future Garbage and Recycling - Services remain in place and on schedule with no anticipated service delays at this time. Organics collection has also commenced. Road Maintenance - will continue as required and is not expected to change at this time. Playgrounds and Sports Fields - Playgrounds are currently open. The Spray Park is open. Sports Fields have reopened but users should continue to follow activity guidelines as may be provided under the Provincial Re-Open plan. Trails and passive park spaces remain open for use, but we continue to urge residents to incorporate safe practices. Utility and Property Tax Updates - The City has implemented a number of measures to assist property owners and businesses during the pandemic, currently in place: • • • •

Baseball Looks a Little Different This Year Jocelyn Ottenbreit, Martensville Messenger
In Phase 4 of the Re-Open Saskatchewan plan, baseball was included to return to play on July 6th. The Sask Five Giants baseball teams play in the City of Saskatoon league; however, this baseball season looks much different from others due to the COVID-19 pandemic. In previous years, the season would typically start in April with an evaluation process. Once the teams are made up, league play starts in the beginning of May until the end of June. “Some teams play a few weeks in July and if they make playoffs, they attend provincial tournaments,” said Vice-President Brian Hubbard. With the re-open phase, the government allowed return to train (practice) on June 22. “It took us a few days to have diamonds released by the City of Martensville and to get our teams organized. Teams were given the green light to practice a few days later.” According to Hubbard, there were no rule changes in game play due to COVID-19; however, there have been

guidelines put in place such as; social distancing on benches, no team group meetings before, during or after games, no gum /sunflower seeds, as well as various hygiene protocols with players and equipment. There will also be limited amount of spectator's permitted. Typically the association has around 300 players participating in the league, but due to COVID-19, the numbers are down to 65. “Due to the late season and summer schedule commitments, we are down to two - 11U AA teams, one - 13U AA team, one - 15U AA team and one 18U AAA team,” stated Hubbard. The U9 Rally cap program that runs each year had to be cancelled due to low interest and lack of coaches and a few of the kids born in 2011 were invited to join the U11 teams. The season will run until August 20th and then league playoffs will start. There will be no Sask Baseball Provincial tournaments this season. Aquatic Centre Opens at Less Than 1/3 Capacity Shanine Sealey, Martensville Messenger
The weather cooperated for the official opening of the Martensville Aquatic Centre on Saturday, July 4th. Due to restrictions put in place due to COVID-19, the opening was delayed until approval from the provincial government was given. Typically, the pool allows a capacity of up to 365 individuals; however, this year there is a strict capacity of 100 people at a time in place. City of Martensville Director of Recreation & Community Services Ted Schaeffer explained that the system in place is much like the set-up at many retails stores. “We have someone at the door counting as people come in, and once we hit capacity, we can’t let anyone else in until someone leaves.” This year, the public swimming is set up in three hour time blocks. Once the three hours is up, everyone clears out and a thorough sanitization is done before beginning the next set of either public swim or lessons. With the 100 person capacity in place, the City of Martensville has modified the structure when it comes to public swim and now those wishing to take part can pre-register online. The pre-registration is in place for the first 50 people, and after that, it is on a firstcome-first-serve basis. Public swimming will take place from 1:15pm-4:15pm each day of the week and 4:45pm-7:45pm on Sunday, Tuesday, Thursday, Friday and Saturday. “By going in and registering in advance, you can guarantee your access to public swim. We are only letting people book three days in advance and we know that it will be challenging to get into the pool this year with limited capacity, but this allows people the chance to get in when they want to go and also leaves access to the people that don’t want to make that decision in advance,” Schaeffer said. Those entering the pool will be required to follow physical distancing protocols, take a cleaning shower before entering the pool and adhere to all Public Health mandated guidelines. The City is also asking people to come prepared to swim to reduce any crowding in the change room areas. There is a staff member present that will be dedicated to cleaning commonly touched surfaces such as; washrooms, handrails on slides, picnic tables, etc. That person will also be reminding those at the pool to maintain proper physical distancing. Schaeffer also noted that they did extra work around the pool to indicate the importance of physical distancing with marks 6 feet apart anywhere where lineups could occur. The set-up for swimming lessons changed slightly this year as well. Previously, five lessons could take place at one time, whereas this year, they had to lower that number to four, with two in the lane pool and two in the leisure pool. “In doing this, we can ensure that those taking lessons are able to spread out more to maintain physical distancing while still partaking in lessons.” “Although things are different this year, we want to try to give as many people the opportunity to use the Aquatic Centre as possible.” For more information on the Aquatic Centre, or to book online, visit martensville.ca.

Silly Session Ends in Silliest of Debates As the short 14-day spring sitting was drawing to
a close, NDP Opposition leader Ryan Meili penned a letter to Premier Scott Moe with an unusual demand. Meili asked Moe to resume the legislature in September to present: “The standard budget projections for years two, three and four, including this government’s plan for spending and revenue in that period,” and; “An allocation of the $200 million contingency fund.” The request quickly drew derision from the Saskatchewan Party benches, with Moe decrying that Meili was asking for a “do-over” or a “mulligan” for what has largely been perceived as a poor performance by Meili and his small NDP caucus. Meili didn’t have a great sitting but his call wasn’t completely without merit. The Opposition leader was right that the $20-million contingency fund - the answer to many spending shortfall questions since MLAs returned to the Legislature on June 15th - would be easily and quickly exhausted. Meili is also right that a 14-day sitting is not nearly enough time to properly scrutinize the $16 billion in provincial spending that exceeds revenue $2.4 billion. If the Sask. Party is arguing that Meili and the NDP are asking for a do-over, it certainly can be argued that the biggest annual deficit in Saskatchewan history is one we should do over. It’s also true that Meili and the NDP - and arguably more important, we taxpayers - didn’t get a lot of information in the 2020-21 budget, compared to what we got in the 2019-20 budget. That would include revenue, expense, and surplus/deficit projections for the next three years that the Saskatchewan government has - at least in recent decades - included in the annual budget presentation. Not only were these critical numbers missing, but estimated GDP growth, future commodity prices for things like oil, job growth, retail sales and even debt were limited to just one more year. But while it’s pretty easy for any opposition, as some nefarious attempt by government, to deceive the voting public prior to the election, here are a couple other things to keep in mind. In the last NDP government budget in 2007, the government somehow forgot to include most of these very same three-and-four-year projections for their last preelection year budgets. It’s also worth noting the then Sask. Party opposition screamed bloody murder about this at the time, as well. One big difference, however, is the then-NDP government in 2007 didn’t have to rewrite a budget in three months. This is precisely what happened when Finance Minister Donna Harpauer scheduled a full budget presentation for March 18, but discovered she couldn’t credibly do so with COVID-19 hammering the planet at time. One can rightly criticize the content of the Harpauer’s June 15 spending for not abandoning the Sask. Party government’s spending plans unveiled on March 18. Under the circumstances of a worldwide recession, one would think Harpauer should have spent the last three months adjusting her spending, but that hasn’t been the major criticism from Meili and other New Democrats, who have more been critical of the Sask. Party government for not spending enough. Finally, let’s get a little realistic about those longterm numbers New Democrats now tell us are so vital. No government - neither their governments nor the Sask. Party government - ever came close to hitting them anyway. They are of value in that they somewhat hold government to account. But they aren’t legally binding. So why bother with telling you about this silly political debate? Well, it’s a pretty good illustration of how silly this entire sitting was and how neither the NDP nor the Sask. Party should have much to celebrate when it comes to their performance. Sadly, what we just witnessed from both sides won’t much help voters with the choice they will have make on Oct. 26.

Your Saskatchewan Party government is working to secure a strong economic recovery after the impacts of COVID-19. This means moving forward with investments and projects that will benefit families and communities for generations to come. One such project will fulfill the vision of Prime Minister John Diefenbaker by irrigating up to 500,000 acres of land from Lake Diefenbaker, more than doubling the irrigable land in Saskatchewan. This three-phase project will boost regional economic development through increased crop production and value-added processing. Lake Diefenbaker is a major resource to us and being able to fulfil this vision will add to the Saskatchewan Advantage. $22.5 million for preliminary engineering and initial construction is part of an approximately $4 billion investment over the next decade. Not only will this project improve Saskatchewan’s quality of life, it will also generate an estimated 25,000 person-years of employment over the next ten years. Our government plans to work closely with the industry to ensure this legacy project is a success. Remaining Phase 4 Dates Announced for Re-Opening Plan
Saskatchewan people have been exceptional in their efforts to contain the COVID-19 virus, something I hope to see continue in the weeks and months ahead. Our government recently announced the remaining opening dates of Phase 4 to Re-Open Saskatchewan. Our communities have made exceptional efforts to contain the COVID-19 virus, and I hope to see this success carry through to the future. Starting July 6, indoor pools, rinks and performing art spaces can open with a return to indoor sports and activities. As part of this, restaurant capacity limits can also be removed. As a government, we are grateful for the efforts and level of care we have seen from restaurants across the province. They adapted quickly to new health standards and have been able to keep customers safe and well-served. Starting July 9, casinos and bingo halls in Saskatchewan can resume operation with social distancing still as important as it was at the beginning of this pandemic. July 16 has also been set as a target date to allow for live entertainment, rodeos and racetracks. Guidelines are currently being developed for these venues. Saskatchewan post-secondary institutions are well into their fall planning stages, and we will continue to communicate with them on health guidelines and restrictions. Thanks to the cooperation of our communities, Saskatchewan’s response and recovery from COVID-19 has been successful so far. Guidelines on our Re-Open Saskatchewan plan are available online and I would encourage all residents to remind themselves of new protocols for the coming weeks and months at www.saskatchewan.ca. A 3-week legislative sitting to present a pass Canada’s first provincial or federal budget in a post-COVID reality has ended. I’m pleased to say Budget 2020-21 includes record investments in health, in schools and in infrastructure that will get Saskatchewan people back to work in the weeks and months ahead. Great Plains College Reviews Operations Within COVID-19 Environment Great Plains College has been engaged in a substantial operational review to manage the annual budget for the upcoming academic year. Reduced operational funding combined with revenue decreases as a result of the COVID-19 pandemic have led to an environment requiring fiscal restraint. The current pandemic situation has challenged the college to look at programming and services across all locations to ensure it continues to meet its fiscal responsibilities. After a thorough review of college operations, a number of programs and services will be impacted at Great Plains College for the 2020-21 academic year to address budget shortfalls: - Biggar Program Centre – due to multi-year declining enrolments in the electrician and adult basic education programs, these offerings have been suspended indefinitely. With reduced programming at the centre, administrative workloads and some instructional staff positions will be impacted. - Whitecap Dakota First Nation – due to multi-year declining enrolments and the unavailability of a facility that would ensure health and safety in a pandemic environment, the adult basic education program has been suspended. Term staff positions at this location will not be renewed as a result. - SunDogs athletics programming – challenges in offering an athletic season that ensures the health and safety of student athletes, combined with the need for fiscal restraint, has led to the suspension of the SunDogs athletics program for the 2020-21 academic year. - Swift Current Campus – as a further measure in achieving financial savings, operational downsizing will occur at this location, resulting in staffing workload reductions in some areas.

Overall, across all campuses, the equivalent of roughly 6 full-time positions will be affected for the 2020-21 academic year. “Our team was faced with some challenging scenarios as we head into the 2020-21 year which resulted in some difficult choices and decisions,” said David Keast, president and CEO of Great Plains College. “Although some downsizing was necessary to control the operational budget under the current conditions of fiscal restraint, the college moves forward with cautious optimism in meeting the education and training needs of our communities.” The college continues to work with the Ministry of Advanced Education and Ministry of Health towards the release of detailed fall 2020 program plans and operational formats. Additional information is anticipated to be released prior to the end of July.
