Water Meter Conversion Program Update, First Stage Complete - Book Today to Avoid Surcharges
The City of Martensville initiated a program where existing water meters will be replaced with new automated water meters. This is a City-wide program to convert all existing meters* Neptune Technology Group concluded their portion of meter converions, booking for a new meter is now done through City Hall
The Regular Council Meetings are located at Martensville City Hall Council Chambers in Martensville City Hall at 37 Centennial Dr. S. All meetings commence at 5 PM.
Meters that were not converted through the initial phase will be subject to a $50/month surcharge for manual meter reads. Implementation of these surcharges will commence and be announced for future billing periods.
Those wishing to address or do a presentation to Council must be placed on the agenda. To be placed on the agenda please contact the City Clerk’s office at City Hall or visit the website for details.

Let’s Keep our Lanes Clean, Fall Back Lane Clean-up
Placing garbage, materials or waste in our lanes is unsightly, can attract pests, be unsafe and impede maintenance or access to properties. Property owners along a boulevard or lane are responsible for ensuring these areas are cleaned up. Key points under the Nuisance Abatement Bylaw include: - The owner or occupier of property along a boulevard or lane shall ensure that the portion of the boulevard or lane next to the property, up to the centre line of the lane, is kept free and clear, at all times of weeds, uncontrolled growth of grass, plants and tree/shrub overgrowth. - Dumping or placing any garden, vegetation, waste materials or tree branches along the boulevard or lane is against the municipal bylaw and subject to enforcement - Use of lanes or boulevards for the dumping of household furniture, building materials or tires is not permitted.

City Advises Residents on Safe Practice When it Comes to Coyotes Coyotes are a common sight in Saskatchewan and it is important to know what to do if you have an encounter with one that can help discourage them from coming into the more populated areas of the community. First thing to remember is to not approach the coyote and to never feed them. Do ABOVE: Coyotes are commonly seen in and around Martensville. not turn your back or run from the animal, but instead act assertive by yelling and waving your arms. Keep pets away to avoid creating additional stress on the coyote and ensure that your household garbage is securely stored in garbage bins. Keep items such as bird seed, compost and pet food stored securely to avoid drawing the coyotes in. Clean-up fallen fruit or discarded food items and litter. Pick up dog feces and be aware that dog urine may attract the animals into the area. Do not allow pets to roam freely and keep dogs on leash. If the coyote is acting unusual such as approaching people, limping, staggering or acting confused, do not approach it. Instead, contact City Hall, the Regional Conservation Office or the RCMP outside regular business hours.
Items may be placed for pick-up one week before scheduled pick-up. In the interim please utilize the Loraas Landfill. Waste placed in lanes before this time is regulated under the Nuisance Abatement Bylaw and is subject to enforcement. Household Hazardous Waste Collection Day will be August 13th at the Sports Centre. Bring in your oils, paints, batteries and all items that pose a risk of contamination in the environment. Large Turnout For Saskatoon Kart Racing Event Shanine Sealey, Martensville Messenger
This past weekend, the Saskatoon Kart Racing Club (SKRC) hosted round-one of the 2022 Rotax Canada Final Championship at the Martensville Speedway from Friday, July 1st to Sunday, July 3rd. A total of 92 driver entries from across Canada, and two from the USA, participated in the highly anticipated event, with approximately 350-375 people attending each day throughout the weekend. “The turnout for this event was just amazing for us locally. To be able to attract an event that size was really exciting and for myself and my daughter, as well as other racers I spoke with, those were some of the best races we have ever been a part of. It was very competitive in all of the classes,” SKRC Past President and current Board Member Jason McCumber said. There was an energy that could be felt in the air upon arriving at the Martensville Speedway. Between excited drivers, proud teammates, the sound of the engines speeding over the track, the smell of BBQ and the cheering from spectators. “It is hard to put into words just how incredible events like this can be unless you actually come out and take a look. Watching some of those high classes going over the tracks is really something else,” McCumber stated. The final round of the event will be taking place in Warburg, AB, near Edmonton, from July 29-31, and McCumber noted that approximately 80% of local racers that competed in the first round on the Canada Day weekend will be making the trip. Racers are competing for an opportunity to represent Team Canada in the Rotax Grand Finals World Championship in Portugal, which will take place this November. This August, the second biggest event of the year will be taking place at the Martensville Speedway, when the SKRC hosts their Regina sister club for the second round of the annual Sask Series. The first round was already held in Regina and saw 68 racers attend, which McCumber anticipates will be on par with what they expect for the August 27th and 28th races in Martensville. “For anyone that wants to see some great racing, that would be a good time to come check us out. But we welcome everyone to come to any of our races. Attendance is free and there is lots of room for spectators either in the grandstand, or bring a lawnchair. We have a concession for most of our club races this year which is a nice addition and the club races tend to be a little less frantic, so if people are interested in learning more, come find one of the senior members and we can help you out.” To take in some of the local club races at the Martensville Speedway, McCumber recommends visiting their website at www.saskatoonkartracers.ca or follow them on Facebook.

Warman RCMP Investigating Fatal Collision On July 4, 2022 at approximately 8:50 p.m., Warman RCMP received a report of a collision on Highway #12, approximately five kilometres north of Martensville. Initial investigation has determined that a northbound SUV and northbound pickup truck collided, and the SUV then rolled. The driver of the SUV, a 21-year-old male from the Leask area, was pronounced deceased at the scene. His family has been notified. The occupants of the pickup truck did not report any injuries. Highway #12 was closed for initial investigation but has since re-opened. Warman RCMP continue to investigate with the assistance of a Saskatchewan RCMP collision reconstructionist and the Saskatchewan Coroners Service.

Canada Day in Martensville Offers Combination of Virtual and In-Person Options Shanine Sealey, Martensville Messenger
Canada Day in Martensville offered a variety of events for everyone including an assortment of in-person and virtual options. This event was hosted by the Martensville Information & Visitor Centre (MIVC) and marked the 14th year they have planned the Canada Day celebrations in the community. For those looking for options to enjoy from home, there was a virtual heritage & history of Martensville presentation, a presentation from the U of S Huskies Assistant Offensive Coach Lyle Evanisky about sport safety, information about helmet safety and acquired brain injuries, a virtual art & cultural display, a virtual commemorative flag display, and a good-night Canada bedtime story. There was also an assortment of activities to participate in held within Kinsmen Park such as storytime and crafting, outdoor games, a Canadian animal hunt, an acquired brain injury helmet safety demonstration, a Canada Day scavenger hunt, heritage & history and art & cultural displays. Complimentary Canada Day treats and cupcakes were provided by MIVC, and with the help of several firefighters, the popular fireworks display followed by Cinema Under the Stars. Martensville Mayor Kent Muench provided a message to the community wishing Canada a Happy Birthday and thanking the volunteers in the community for their hard work and dedication. “We are so lucky to live in
a country and community where we have so many opportunities. Thank you to the volunteers for the great things they do in our community. You are the reason Martensville is such a great place to live, to start a business and to grow your family,” Muench said. Kristee Lynn Adrian, Executive Director oversaw the entire event and office assistant Alexandria Adrian – Bergen was in charge of advertising, media and video creations, and technology support. The MIVC volunteer board of directors is a continued support of the Centre, behind the scenes as well as for the day’s contributions. “We cannot say thank you enough for the support that we get from our volunteers: Jaylene, Chris, Lex, Emmett, Terrie, Piper,” said Adrian. “A special thanks to Jason Holowenko and Deputy Chief Dean Brooman, as well as Russell Vaagen of the Warman Fire Department who helped with coordinating, being on site and setting off this year’s fireworks display.” This event is ONLY possible through the support of volunteers, grants, sponsorships and donations. Sask Five Giants Have Big Weekend of Baseball

Six players from Martensville, who are also former Maddogs players, made their way to Langley, B.C. to compete in the Western U-16 Challenge, which kicked off on Sunday, July 3rd. Teams from across the four western provinces go head-to-head in this tournament. Team Saskatchewan is going into this as defending champions and started things off on track after a 49-23 win over Manitoba. The next Saskatchewan game will be for the gold medal where they take on British Columbia at 7pm. All games can be watched through the Football Canada YouTube channels. Settlement Reached With Purdue Pharma Canada For Opioid Damages
Further to the Government of British Columbia's announcement, opioid manufacturer Purdue Pharma Canada has agreed to a first of its kind settlement in which it will provide compensation to all federal, provincial and territorial governments in Canada, including Saskatchewan, for a portion of the damage opioid addiction has caused. "Opioid manufacturers, distributors and consultants have a responsibility to provide compensation for their role in the suffering of the many Saskatchewan residents struggling with opioid addiction, and this settlement will assist in those efforts," Mental Health and Addictions Minister Everett Hindley said. "While no amount of money will make up for the losses our community has suffered, the Government of Saskatchewan is committed to holding the opioid industry accountable for acts of alleged wrongdoing committed in the manufacture and distribution of opioid products." The proposed Purdue Pharma Canada settlement totals $150 million in monetary benefits to be shared by the various levels of government in addressing opioid addictions. While the agreement is subject to final approval by the courts, it is expected to be the largest governmental health claim settlement in Canadian history and the first time Purdue Pharma Canada has agreed to settle with a non-U.S. government. This settlement was reached in the context of a proposed class action on behalf of all federal, provincial and territorial governments in Canada to recover health care costs that resulted from the alleged wrongful conduct of opioid manufacturers, distributors and their consultants. The suit alleges that these parties engaged in deceptive marketing practices resulting in increased rates of addiction and overdose. Purdue Pharma Canada is just one among 40 manufacturers and distributors named in the class action. As part of this settlement, Purdue Pharma Canada agrees to cooperate in the prosecution of other parties. 2021 saw the highest number of opioid-related harms on record in Saskatchewan. A record $470 million was allocated to Mental Health and Addictions in the 2022-23 Provincial Budget, the largest budget allocation ever for the third consecutive year.
Flight With 230 Ukrainian Citizens Landed In Saskatchewan This Week A humanitarian flight carrying 230 Ukrainian citizens arrived in Saskatchewan on Monday, July 4th. The Boeing 787 flight that came direct from Warsaw, Poland landed in Regina at 7:30 pm. "Saskatchewan officials have been working with the Ukraine Embassy to Canada to co-ordinate assistance and support for Ukrainian citizens fleeing the ongoing war in their home country," MLA for Canora-Pelly and Legislative Secretary Responsible for Saskatchewan-Ukraine Relations Terry Dennis said. "In true Saskatchewan spirit, a number of community groups, organizations and individuals have also been spending hours and hours preparing to help these Ukrainian families and individuals settle into life in our province." The invasion of Ukraine by the Russian army has forced millions of Ukrainian people to flee their country in search of safety. With the arrival of this flight, more than 1,000 displaced Ukrainians have arrived in Saskatchewan since the conflict began. Passengers will receive temporary accommodations in Regina to provide them with access to key supports and information related to living in Saskatchewan. A settlement reception centre, with translators available, has been set up and will provide on-site personnel who will be able to issue Saskatchewan health cards, assist with setting up bank accounts, provide information about housing, employment, education, income assistance, community supports and more. Information about available programs and services will continue to be available to Ukrainian newcomers on an ongoing basis. A toll-free number, 1-833-613-0485, is also available to help displaced Ukrainians access information when they arrive in Saskatchewan. Inquiries can also be sent to ukrainesupport@gov.sk.ca. The donated flight was coordinated by Open Arms and Solidaire, humanitarian organizations working to support Ukrainian people. Saskatchewan is sending non-perishable food items, sleeping bags, medical supplies and other in-demand cargo items on the return flight to be distributed to Ukrainian people.

Police Vehicle Rammed During Traffic Stop of Stolen Vehicle
At approximately 7 a.m. on June 29th, Warman RCMP received a report of a suspicious vehicle on Range Road 3061. Investigation determined the vehicle had been reported stolen from Leask, SK on June 28, 2022. Officers located the vehicle, activated their emergency lights and attempted a traffic stop. The vehicle did not stop, rammed a police vehicle, then continued to drive away. The police officer inside the vehicle received minor injuries and the police vehicle was heavily damaged. Officers located the stolen vehicle approximately ten minutes later on Highway #12 and arrested the driver. A firearm was located and seized during the driver’s arrest. As a result, Mitchell Pechawis, 32, of Mistawasis First Nation is charged with: o 1 count, assault with weapon, Section 267(a), Criminal Code o 1 count, assault police officer with weapon, Section 270.01(a), Criminal Code o 1 count, occupy a motor vehicle in which he knew there was a firearm, Section 94, Criminal Code
o 1 count, flight from police officer, Section 320.17, Criminal Code o 1 count, dangerous operation of a conveyance, Section 320.13(1), Criminal Code o 1 count, mischief over $5,000, Section 430(3), Criminal Code o 3 counts, fail to comply with release order condition, Section 145(5)(a), Criminal Code o 1 count, possess firearm without a license, Section 92(1), Criminal Code o 1 count, possess firearm with tampered serial number, Section 108(2), Criminal Code o 1 count, possess weapon contrary to order, Section 117.01(1), Criminal Code o 1 count, failure to stop at the scene of an accident, Section 320.16(1), Criminal Code o 1 count, possession, Section 4, Controlled Drugs and Substances Act He appeared in Saskatoon Provincial Court on July 5, 2022. Corman Park Police Service assisted in this investigation.
Tornado Touchdown Confirmed Near Foam Lake
At approximately 4:50 p.m. on June 29th, Wadena/Foam Lake RCMP officers spotted a funnel cloud southwest of Foam Lake. An Environment Canada tornado warning was issued shortly after; Environment Canada has now confirmed a tornado touched down in the area. See attached photo. Officers checked on residences in the affected area after the storm and ensured no one was missing or injured.

SCHOOL DAYS Prairie Spirit School Division Approves 2022/23 Budget
The Prairie Spirit Board of Education approved its 2022/23 budget at the last Board meeting of the school year on Monday, June 27. This increase will fund the 2% salary increase for teachers as part of the provincial Teachers’ Collective Bargaining Agreement but will not fully cover other inflationary costs like gas, support staff salaries and utilities. In total, approximately 70% of Prairie Spirit’s budget is dedicated to instruction. “We are concerned about sustainability because we’re using reserves to balance the budget,” said Bernie Howe, Board Chair. “We know our students will need ongoing, additional supports following the pandemic.” The Division’s funding is based on a projected enrolment of 11,929 students, an increase of approximately 150 students over last year.
