Lifting of the Public Health Order- What you Should Know

Saskatchewan’s current public health orders have been lifted, effective February 28, 2022.

City Hall and all civic facilities are open and available for business with the public. Civic facilities are a ‘mask-friendly’ environment, meaning the City of Martensville respects all individuals’ freedom to don a mask for their comfort and safety.

Information on Coyotes

Coyotes have been spotted in areas around Martensville. There are several things you can do if you have an encounter with a coyote and discourage them from coming near more populated areas.

• Do not approach, allow coyote to escape by identifying and maintaining escape routes • Never feed the animals • Do not turn your back or run • Act assertive, yell and wave your arms (act big, bad and loud) • Keep pets away to avoid creating additional stress for the animal • Ensure household garbage is securely stored in garbage bins, store bird seed, compost and pet food so it cannot be accessed.

• Clean-up any fallen fruit or discarded food items or litter.

• Pick up dog feces and be aware that dog urine may also attract coyotes • Do not allow your pets to roam freely, and keep dogs on leash If the coyote is acting unusual (approaching people, limping, staggering or acting confused) do not approach, contact City Hall, or the regional Conservation Office or the RCMP outside regular business hours.

Summer Water Conservation Tips

Summer can bring a rise in water consumption and your water bill. Here are some tips to help conserve water during the heat.

-Water your lawn deeply, but not more than once a week. During periods of extended rain, water even less frequently.

-Water new lawns every other day until the grass reaches 5 cm; then water less frequently.

-Set a tuna can in each of your sprinkler zones and time how long it takes to fill it with water.

That’s how long you should run your sprinkler once a week if your lawn is dry.

-Use drip irrigation and/or sprinkler systems that are timed to turn on and off automatically.

Remember to turn them off if it’s raining.

-Don’t water your lawn during the hottest time of the day. Instead, water early in the morning or in the evening. Don’t water when it’s rainy or windy.

-Check the sprinkler position to make sure you don’t waste water by watering the street, sidewalks or driveway.

-Xeriscape Landscaping – Group plants according to their watering needs. Plant water-saving plants, trees and shrubs. Use mulch to retain moisture in the soil. All of this can save 10-35 litres of water per minute.

-When mowing your lawn, only cut the top 1/3 of the grass and leave clippings behind. They will help the soil retain moisture and provide natural fertilizer.

-Wash your car at the car wash. Washing at home with a hose for ten minutes uses 300 litres of water and sends soap, oil and other chemicals to the river through storm drains. At a car wash, run-off is captured and disposed of properly.

-Use a broom when cleaning your driveway or walkway. Washing with a hose uses almost 200 litres of water.

Placing garbage, materials or waste in our lanes is unsightly, can attract pests, be unsafe and impede maintenance or access to properties.

Property owners along a boulevard or lane are responsible for ensuring these areas are cleaned up. Key points under the Nuisance Abatement Bylaw include: - The owner or occupier of property along a boulevard or lane shall ensure that the portion of the boulevard or lane next to the property, up to the centre line of the lane, is kept free and clear, at all times of weeds, uncontrolled growth of grass, plants and tree/shrub overgrowth.

RCMP Look For Public Assistance Following Warman Vandalism

Saskatchewan Crime Stoppers is working with the Warman RCMP in hopes that someone will come forward to help in identifying the person(s) responsible for defacing a pride crosswalk located in Warman.

The crosswalk, located at the intersection of Central Street and Eighth Avenue has been vandalized twice within the past two weeks with disturbing homophobic slurs and a (misspelled) reference to a bible verse.

This is the first Pride crosswalk in the community, and within hours of finding out about the vandalism, the crosswalk was restored and a camera has been installed at the site.

If anyone has information regarding this crime, contact Saskatchewan Crime Stoppers via Facebook, or by calling 1-800-222-8477 to leave an anonymous tip. If a tip leads to an arrest, you may be eligible for a reward of up to $2000.

Corman Park Police Service Keeping Highways Safe

On the morning of July 24th, a member of the Corman Park Police Service stopped a vehicle that was clocked at 178km/hr on Highway 12, going towards Saskatoon.

The driver was pulled over and received a $1000 ticket, and the vehicle was impounded for seven days.

On July 22nd, at approximately 12:30am, Corman Park Police Service members were advised of a dark pick-up truck travelling eastbound in the westbound lanes of Highway 16 going towards Saskatoon from Langham.

Police located the vehicle, which was still travelling the wrong direction at over 140km/hr and conducted a traffic stop, which led to the driver being arrested. The driver, a Regina man, will be appearing in court in August after being charged with impaired driving and driving over .08.

Warman RCMP Respond to Serious Collision on Highway 14 That Left Two Children in Serious Condition

On July 24th, at approximately 2:30pm, Warman RCMP received a report of a motor vehicle collision on Highway 14, west of Saskatoon. Initial investigation determined a semi and an SUV collided. The driver and four child passengers were taken to hospital: a 10-year-old and 2-year-old with serious injuries and the others with injuries described as non-life-threatening. The semi driver did not report injuries.

Warman RCMP continue to investigate with the assistance of a Saskatchewan RCMP collision reconstructionist.

Melfort RCMP Ask Public to Watch For Stolen Camper

On June 28, 2022 Melfort RCMP received a report of a camper stolen sometime overnight between June 27-28, 2022 from a business on Highway #6 North in Naicam, Sask. The camper is a black and brown coloured 2015 Outback camper trailer, Saskatchewan license plate 743 KPW. Photos are BELOW. The camper trailer was last seen traveling westbound on a grid road west of Naicam being pulled by a white Ford truck with a deck on the back (no box).

Grand Opening Celebration Planned for Martensville Pump Track Shanine Sealey, Martensville Messenger

The Martensville Pump Track has been a hub of activity since opening in August of 2021. Since then, people of all ages and skill groups have been taking advantage of the new addition to the community.

The pump track was made possible through funding received from the Province of Saskatchewan through the Municipal Economic Enhancement Program (MEEP) in 2020. Martensville received per capita funding and chose to allocate that funding to several projects within the community, with $250,000 going towards the construction of the pump track.

“The reception in the community has been excellent. The pump track provides a healthy outdoor activity that teaches balance and coordination,” City of Martensville Director Recreation & Community Services Ted Schaeffer, stated.

“It is a great addition to the community and a great compliment to the Kyle Syrenne Skatepark. It caters to all skill levels and all types of wheels – bikes,

scooters, skateboards, roller blades and even wheel chairs.”

Since opening, lights have been added at the Pump Track, and the City of Martensville is currently working on completing landscaping, which consisted of rubberized surfacing around the perimeter of the asphalt track that will transition into grass. During this project, the Pump Track was closed to the public for one week beginning July 21st.

Following the completion of the landscaping, a grand opening for the Pump Track will take place on August 4th from 11:00am – 3:00pm and will feature Eddy Clerte, the 2021 Red Bull Pump Track World Champion and 2024 Olympic hopeful, who will be onsite to do demonstrations, provide tips and instructions to local riders and sign autographs, as well as a DJ and food trucks. There will also be a short program that will include a ribbon cutting ceremony at 12:15pm to mark the “official” opening of the pump track.

More than $100 Million of Highway Construction Safety Improvements Nears Completion A multi-year series of highway safety improvements is nearing completion on Highway 7. The latest upgrades include passing lanes between Kindersley and the Saskatchewan-Alberta border. Since 2014, the Government of Saskatchewan has invested about $120 million on major safety improvements on Highway 7 between Saskatoon and the interprovincial boundary.

"The Ministry of Highways has a long-term strategy that will improve safety, increase capacity and support economic growth," Highways Minister Jeremy Cockrill said. "Our government is following through on its commitments through strategic investments in key corridors such as Highway 7."

This year, the province is investing $18 million to build six passing lanes between Kindersley and the border. The project also includes intersection improvements at Marengo and Alsask. Construction runs from about 27 km west of Kindersley to nearly 2 km east of Alberta.

Passing lanes will provide additional opportunities for travelers to pass safely.

"Safety is our business and it is great to see the improvements on Highway 7 including passing lanes and turning lanes in our area," Owner of Jorann Safety in Kindersley, Janelle Layton said. "These safety improvements have been well received by our local community and the professional drivers alike."

Highway 7 is a busy highway corridor and pivotal for travelers between the largest cities in Saskatchewan and Alberta.

In addition to 22 passing lanes from Delisle to the border, 31 km of twinning was completed southwest of Saskatoon to Delisle in 2019.

The Ministry will improve more than 1,100 km of provincial highways, putting us on track to exceed the Growth Plan goal to build and upgrade 10,000 km of highways over 10 years.

The Government of Saskatchewan has invested more than $11.5 billion in highways since 2008, improving more than 18,400 km of Saskatchewan roads.

Martensville Football Players Hope to Continue Football Careers Beyond High School Shanine Sealey, Martensville Messenger

Earlier this month, six Martensville football players journeyed to Langley, B.C. to compete with Team Saskatchewan in the Western U-16 Challenge. This was the first time the tournament has been held since 2019 due to the COVID pandemic. Team from across the four western provinces came together to see who would come out on top.

Saskatchewan went into the challenge as defending champions after winning the gold in 2019.

Kyren Houmphanh, Aidan Low, Emilio Rodriguez, Treagen Green-Edmonds, Nick Cook and Cam Kliewer were more than happy to represent their home province and even happier to come home with a gold medal win after Team Saskatchewan beat out B.C. in the final 22-10.

All six players first tried out for the Regional Provincial “North” Saskatchewan team and were selected to play. North Saskatchewan and South Saskatchewan then had a two-game match-up, followed by more try-outs which created the winning Team Saskatchewan.

“The most memorable thing was doing everything as a team, and when we won, running onto the field getting the trophy is definitely up there too,” Treagen GreenEdmonds stated about the experience. For Cam, he noted that he was “ecstatic and honored to represent our province at a high level and have a repeat championship.”

All six of the players have been playing for the past four-five years and graduated from flag football to the Martensville Maddogs. Nick, Kyren, Emilio, Cam and Treagen have all now aged out of the Maddogs organization as of 2021, but plan on continuing to play football with their respective high schools. Cam will be attending high school in Martensville and hopes to wear the Royals blue on the field, while the remaining four will be attending Bishop James Mahoney High School in Saskatoon.

For Cam Kliewer and Nick Cook, and likely the rest of the boys, the dream is to play beyond high school and continue playing at the next level at a University.

MLA Terry Jenson’s Report from the Legislature Economic Indicators Show Saskatchewan in Good Position

Blame Game Only Lasts So Long in Politics

It comes around for all governments - that time when voters simply grow tired of blaming today’s problems on governments of the past. For the last NDP government in Saskatchewan, it was pretty must 16 years of blaming all existing problems on the structural budget deficit and debt situation left behind by the 1980s Progressive Conservative government.

Admittedly, tough choices were required and one such tough choice was the closing/converting 52 rural hospitals and the Plains Health Centre on the outskirts of Regina, but this one was a massively unpopular choice.

“I think (then-NDP health minister) Louise Simard should have to ride out of the Big Muddy in the back of a half-ton with a broken back," one cook at the Radville Hospital told then Leader-Post reporter Bill Doskoch when asked about the impact of those hospital closures.

The rural and even city outrage (we’d spend $100 million renovating the Regina General Hospital as a result) was real. But it wouldn’t be enough to immediately boot New Democrats out of office.

The NDP government would go on to govern for another 14 years of its 16-year tenure — largely, because it was able to blame the hospital closure decision and virtually every other decision it made on former PC premier Grant Devine’s government, but the frustration and anger never went away — especially in rural Saskatchewan and especially where it was fed by the Saskatchewan Party after it was formed in 1997. This would cost the NDP every rural seat and, eventually, it would cost the NDP power in 2007 and that hospital closure decision would follow the NDP into opposition.

The blame-game reversed: Instead of the public listening to the NDP blame the past PC government for its choices, the public began to listen to the Sask. Party blame poor health care delivery on the NDP and those 1993 health care delivery choices.

In fact, after four big election wins with more than 50 per cent of the popular that rewarded the government with massive majorities, it seemed to be all this government had to do to stay in power, but governments can only play the blame game for so long before it starts to work against them.

While for the past 15 years most every attempt by the NDP Opposition to raise health care service issues - especially, rural health care issues - has successfully been met with Sask. Party catcalls about hospital closures, it appears that at least some voters are growing weary of that excuse.

Or so Sask. Party Rural and Remote Health Minister Everett Hindley and Canora-Pelly MLA Terry Dennis recently found out from angry protesters reacting to the closure of emergency services and acute care at the Kamsack Hospital.

“What are you guys going to do to keep the hospital open?” asked one woman, as reported by the Regina LeaderPost's Jeremy Simes. “There’s been staff shortages in health care for years and you haven’t been doing a very damn good job,” yelled another protester.

This was hardly manufactured anger from political or vested interests in the health care system. This was as rural grassroots as it gets. And similar frustrations can be found most everywhere in rural Saskatchewan.

Esterhazy, Preeceville, Canora, Melville, Langenburg, Invermay, Lestock, Norquay and Ituna have all experienced at least temporarily closing lab, X-ray or ECG services or emergency services because of doctor, nurse or technician shortages.

In fact, some 37 rural hospitals are under limited services orders issued by the Saskatchewan Health Authority. And fewer people these days have the time or patience to listen to an excuse that is somehow all tied to NDP government hospital closures three decades ago.

Sure, every government decision is interconnected to another, but the decisions your government makes are the ones for which your government will eventually be held to account.

Saskatchewan's economy is moving forward with significant strength, and our government is working hard to promote the local business climate and investment opportunities. Figures released in recent weeks show our province leading in several key economic indicators once again.

The value of wholesale trade increased by 44 per cent between May 2021 and May 2022, leading all provinces in growth. To provide some context, Alberta saw the second highest increase at 20.6 per cent. Saskatchewan has the resources and products the world wants and needs.

That positive business climate has translated into some solid employment figures. The Statistics Canada June report shows that Saskatchewan now has more people working than ever. Data shows that 22,300 jobs were added to the province over the last year, resulting in a record high of 592,900 jobs. Unemployment fell to 3.9 per cent, the second lowest among the provinces and the lowest since November 2014.

More jobs will soon be coming to our province after a significant announcement from BHP. The international company has announced their Jansen potash mine will be ready for production in 2026 rather than 2027. The project is expected to need 600 miners; and Brandt Industries also announced this month they will be looking to hire 200 employees for their new manufacturing facility in the City of Moose Jaw. Another economic performance indicator is in the latest housing starts report. Once again, Saskatchewan is one of the top performing provinces, with an 87 per cent increase in urban housing starts between June 2021 and June 2022. This was the second highest year-over-year growth in Canada.

Our continued economic success and opportunity for future sustainable growth have caught the attention of two more major credit rating organizations. Moody's Investor Services has maintained Saskatchewan's Aa1 credit rating, reflecting a strong financial picture. DBRS Morningstar also confirmed their AA credit rating for the province. In their report they stated, "the elected government has long demonstrated commitment to a pro-growth agenda, a low and competitive tax regime, balanced budget and low debt." This is a continuation of S&P Global Ratings who affirmed Saskatchewan’s AA credit rating and stable outlook in June of this year. The credit reports are another endorsement of Saskatchewan's sound fiscal policy and direction.

Our government recognizes that inflation and the cost of living are top of mind for Saskatchewan families.

Recently, we announced school divisions would receive a one-time investment of $20 million to assist with rising fuel and insurance costs for the 2022-23 school year. This boost will allow divisions to address inflationary costs rather than diverting resources from the classroom. With this additional investment, school operating funding will exceed $2 billion for the first time in provincial history.

In addition to measures like reduced child care costs, the second lowest utility bundle in Canada and maintaining one of the highest tax-free thresholds in the country, we continue to look for ways to make life more affordable here in Saskatchewan. As the fiscal year continues, we will review the financial picture in the coming months and make necessary adjustments to support Saskatchewan residents.

5,000 More Surgeries Delivered In First Five Months Of 2022 Than In 2021

Saskatchewan’s surgical system is striving to achieve aggressive targets and is making progress in ramping up volumes and providing surgeries to patients who need them most.

During the first five months of 2022, the health system delivered 5,000 more surgeries than during the preceding five months in 2021 when services had been slowed down. In addition, during the first five months of 2022, there was a 2,500 increase in the number of surgeries performed on patients who had already waited over six months.

As surgical services continue to ramp up, there are efforts to focus resources on those waiting longest, and also catch up on procedures most affected by service slowdowns such as hip and knee replacements, back surgeries, and ear/nose/throat procedures. New strategies are being considered to increase hip and knee replacements.

“This progress is a result of the hard work and dedication shown by our provincial surgical teams to serve patients and increase surgical volumes,” Health Minister Paul Merriman said. “Their efforts have made a positive impact on quality of life for many Saskatchewan people and their families.”

The province set a target to perform 7,000 more surgeries in 2022-23 than the highest-ever level, to reduce the surgical backlog. To meet these targets, work is ongoing to increase capacity in Regina and Saskatoon, along with regional and some smaller surgical centres that provide or support joint replacements. Saskatchewan hospitals have performed 240 more joint replacements during the first five months of 2022 compared with the same period in 2019, the last year without pandemic service disruptions.

The SHA is also exploring expansion with private sector partners. A Request for Proposals (RFP) will be issued to build a stand-alone orthopedic surgery facility in Saskatchewan focused on increasing operating room and bed capacity for in-patient joint replacements, as well as a variety of day surgery procedures. The RFP will be issued in August in follow-up to a Request for Information that was issued earlier in the year.

To further accommodate patients, the Government of Saskatchewan is exploring a temporary, out-ofprovince surgical initiative for hip and knee replacements. A private surgical facility outside Saskatchewan would be contracted by the Saskatchewan Health Authority to perform publicly funded orthopedic surgeries. This option would be offered to patients on a fully voluntary basis, who have waited the longest for their joint replacement procedures while work is ongoing to accelerate expansion plans in public and private facilities.

Patients waiting for orthopedic procedures make up one-third of those waiting longer than 12 months on the current surgical waitlist.

“The increase in surgeries shows important progress, but we know there is more work that needs to be done,” Merriman said. “At this time, we are continuing to maximize surgical capacity in the province and need to consider other bold steps to reach our goals. We are considering all options while we move forward on a number of initiatives, such as facility upgrades and expansions across the province and comprehensive human resource plans to increase surgical capacity through additional hiring.”

Basketball Summer Camp Starts at the MAP

A three-day basketball summer camp will be running from August 2nd - 4th at the MAP. This camp will take your basketball skills to the next level by focusing on personalized fundamental skill work and development.

This Home Court Basketball Summer Camp will be run by experienced coach Chan DeCiman.

Boys and girls from grades 1 – 10 are welcome and will be divided into three groups; Grades 1 – 4, 5 – 6, and 7 – 10.

“Because quite a few of the kids registered were in the Grade 5 – 8 group, we had to change the age groups to accommodate everyone,” said Angie Reddekopp, Recreation Program Supervisor.

The Recreation Department for the City of Martensville is always thinking of new, fun things for our community to do and one of them can be found at the Martensville Aquatic Centre every Tuesday.

The City of Martensville purchased some inflatable water structures last year called Wibits, and each Tuesday they will be set up in the pool for the public to use and enjoy.

The Wibits are set up in the deep end of the pool and those who are using them can race each other from one side to the other. The Wibits include a climbing wall, a slide, and other obstacle course elements. There are some rules when it comes to the Wibits such as only 10 people on them at a time, and life jackets are required for those who do not have their Swim Kids Level 6.

For those of you looking for something to do, head on down to the Martensville Aquatic every Tuesday from 5:00 – 7:30pm this summer for Wibit fun!

The Martensville Library has a variety of fun options running throughout the summer months and this week, you can participate in the Look and Find activity taking place in Andrea’s Park on the corner of 1st Avenue South and 1st Street South.

The game week runs from July 25-July 30, and will run again from August 15-20. To play, all you have to do is pick up a list of hidden pictures from the library and then search the park to find the pictures listed. Once completed, return the completed form to the library to be entered into the end of summer prize draw. Each person can have one entry per game week.

There are plenty of other fun activities to take part in this summer at the Martensville Library.
