Maximizing First Doses May be a Problem

Saskatchewan has soared past one million COVID-19 vaccine doses. This is great news — literally, the shot in the arm we all want. It’s also the big reason why Premier Scott Moe has announced that, as of July 11, we will be able to end mask-wearing restrictions and end restrictions on large gatherings so we can have weddings or fill Mosaic Stadium for Saskatchewan Roughrider games. This is, quite literally, a return to business as usual, although it won’t quite be business as usual for some time yet. This is something that Moe emphasized in his announcement that also strongly suggested the COVID-19 fight is not over and in a somewhat unnerving reminder, Saskatchewan’s Chief Medical Health Officer Dr. Saqib Shahab suggested earlier this month that

COVID-19 may linger for many years as the Spanish flu did for years after the initial outbreak in 1918, with outbreaks and new mutating variants. Our best strategy can be found in those 1,000,000 shots in the arm, Moe, Shahab and virtually everyone has continually told us; however, the burning question right now is: How do we keep encouraging people to get vaccinated if we no longer have the carrot and/or the stick of re-opening things that were shut down? Eyebrows were raised when Moe announced the kick-in of the third step and final step in re-opening, short of the stated goal of having 70 per cent of those 12 years and old who are eligible vaccinated with at least one dose. The real problem, however, may not specifically be Moe announcing his full-scale reopening plan before reaching what was always a rather arbitrary goal. Nor is it likely that the problem is the worry that people will now not come in for their required second shot, now that things are re-opening. While there is a good argument that removal of restrictions should have been tied to reaching some level of the population fully vaccinated with a second dose, there’s actually been some pretty good news on that second-dose front. We lag behind virtually every other province in the country in percentage of the total population with first-dose vaccinations —somewhat because of reluctance and difficulty in getting vaccines, but also because Saskatchewan has a disproportionally high

Meet Your MFD Firefighters

Each week, the Martensville Fire Department is doing a showcase on one of their members. Meet Noah Muench. Noah is currently working on his first year with the department as a firefighter/medic first responder. So far, Noah has enjoyed getting to know other members of the department and being able to give back to the community he grew up in. Outside of the MFD, Noah keeps busy working as a certified flight instructor with Mitchinson’s Flight Center in Saskatoon. In addition, he is also an educational assistant at École Holy Mary and is fluent in both English and French languages.

percentage of children under 12 years that aren’t eligible for vaccines, but we are more than holding our own when it comes to getting people out for second doses once they’ve invested in getting that first dose. For example, of those 70 years and older, 92 per cent have received a first dose; however, 83 per cent of those over 80 years now have had their second dose and 78 per cent of those between 70 and 79 years have received their second dose. That said, we might be close to maxing out on those interested in any doses at all. On the day this column was written, there were 6,496 doses doled out in Saskatchewan, but only 898 of them were first doses. At this rate, it would take another two weeks to meet that 70-per-cent, first-dose target. We will eventually reach that 70-per-cent goal. The questions are: How much higher will we go? What are the consequences if we don’t go much higher? And what is going to motivate unvaccinated people to come in for vaccines if it is business as usual? It’s all a bit puzzling because people know vaccines are working. We know vaccinations are why we are seeing fewer daily COVID-19 cases and fewer hospitalizations. We also know that 80- to 90-per-cent of current hospitalizations are people who haven’t been vaccinated. Yet we seem to be stalling when it comes to getting the remainder of people vaccinated. Let’s hope re-opening doesn’t become Saskatchewan’s excuse not to finish the job.

KEEPING YOU SAFE & ON THE ROAD

Federal Funding to Help With Martensville Road Repairs Shanine Sealey, Martensville Messenger

The City of Martensville has made road repairs and upgrades a priority and will be working on several areas within the community this summer utilizing annual funding from the Federal Gas Tax Program. In order to obtain this funding, the City of Martensville is required to submit project applications, which describes each planned project. This year, there were five separate project applications submitted, with a total cost that came in slightly higher than what was budgeted; however, due to this funding not being fully utilized in 2020, the remaining amount will be taken from reserves. “Multiple streets will be getting either repaved or a surface treatment to help extend the life of the road structure and improve the driving surface,” Matt Gruza, City of Martensville Director of Infrastructure & Planning, stated. For the five projects, the total funding is $577,000, with the total funding per the 2021 budget sitting at $569,000 and a total of $8,300 being used from 2020 reserves. Although this roadwork would still be taking place without the Federal Gas Tax Fund, Gruza noted that the additional funding has allowed them to take on more work than would have occurred without it. Projects include: Repaving 6th Avenue South between 4th Street South and Fehr Crescent in front of Lions Park ($87,900) Repaving 8th Avenue South from 4th Street South to 1st Street South in front of Valley Manor Elementary School ($117,700) Roadway surface treatment on Main Street from 2nd Avenue to 8th Avenue ($158,700) Repave Baycroft Drive from 3rd Street North to 5th Street North ($95,700) Repave 6th Street North from Klassen Crescent to 8th Avenue North in front of Venture Heights Elementary School ($117,300) “The City uses a schedule that was developed by a third-party engineering firm as well as the current budget to help determine which streets will be paved this year. The schedule that was developed is not solely based on the existing condition of the road, but also takes into account the recommended roadway treatment type; i.e. full reconstruction of base gravel and asphalt, mill off the old asphalt and repave, or a surface treatment to prolong the existing asphalt; to help extend the lifetime of the roads that are currently in good condition while still repairing roads that are in bad condition,” Gruza added. These projects were approved by Council at the June 15th meeting and construction is expected to take place between July and August. Residents that are directly affected by the construction will receive notices once the contractor that the City is using confirms the upcoming schedule. Drug Investigation Leads to Multiple Arrests Members of the Saskatoon Integrated Crime Reduction Team (ICRT) have concluded a four week investigation into the drug trafficking activities of three males from Martensville and one male from Saskatoon. On June 17, 2021 two search warrants were executed in Martensville, with the assistance of the RCMP Emergency Response Team, at addresses in the 800 block of Rockhill Lane and the 100 block of Hiebert Crescent. An additional search warrant was executed in Saskatoon in the 500 block of 24th Street East, with the assistance of the Saskatoon Police Service Tactical Support Unit.

A total of 287 grams of cocaine, 1389 grams of cutting agent, $6250 cash, cellular phones, digital scales, and packaging material consistent with drug trafficking were seized from the locations searched. The four males, aged 26, 20, 20 and 19 years old, are collectively facing a total of 14 drug-related charges in relation to the investigation and evidence seized at the locations. ICRT is funded by the Government of Saskatchewan through the Ministry of Justice, Corrections and Policing. ICRT is an investigative body comprised of personnel from partner agencies from the Saskatoon Police Service and the RCMP ‘F’ Division.

Quick Action From Bystanders Reduces Damage From Fire

On Thursday, June 17 at approximately 2:20pm, the Martensville Fire Department received a call regarding a trailer on fire on Centennial Drive North in front of Great Canadian Oil Change. Upon arriving at the scene, MFD witnessed an RV on fire; however, due to assistance from bystanders utilizing fire extinguishers, the fire was minimal. MFD ensured the fire was completely extinguished. “Due to the quick action of bystanders, and access to fire extinguishers, the

fire was limited to the engine compartment. This shows the importance of having fire extinguishers in businesses accessible and ready to be used,” MFD Deputy Fire Chief Dean Brooman stated. Security cameras at Phobia Auto Care caught the whole experience on video and shows the quick action of Phobia employees Graham, Allan, Derek and Connor, who ran to the fire to help extinguish the blaze. Local Doctor Working Hard to Bring Health Services to Martensville and Surrounding Region Shanine Sealey, Martensville Messenger

Earlier this month, City of Martensville Community Economic Development Manager Dillon Shewchuk reported to Council that there have been some discussions and issues around physician recruitment in respect to our community. “Before 2016, Martensville and other ‘bedroom’ communities were excluded from accessing provincial ‘Return for Service’ residents from practicing in our community. In 2016 discussions took place with the Ministry and included Warman in our meetings. At that point, we believed things were changed and we were able to access these residents as one more means of recruiting,” Shewchuk stated in his report. Recently however, it was discovered that things were not as they seemed. “Something changed along the way, and we learned that again we are being excluded. Multiple discussions have taken place with the local MLA about this situation, messages conveyed to the Ministry; however, no change is expected or to honor the correspondence that was provided to us in 2016. Our local clinic is leading in this advocacy, and we are determining next steps on this situation,” Shewchuk added. Conversations around this topic began approximately seven years ago when Dr. Allison Adamus of Martensville Collective Health and Wellness witnessed the struggles of being within a close vicinity of Saskatoon firsthand. “One of the biggest barriers that we seem to face is that the Government can’t decide if we are rural or urban,” Adamus said. Adamus has spearheaded much advocacy when it comes to bringing additional physicians and healthcare options to Martensville & the surrounding area. The news

in 2016 that Family Medicine graduates would be able to complete their Return of Service (ROS) requirements within Martensville and Warman was a major victory for the communities and since then, Adamus as well as City officials believed that things had changed. The agreement was aimed at recruiting Family Medicine (FM) graduates to bedroom communities outside of Saskatoon and Regina that were deemed to be underserved. It recognized Warman and Martensville to be underserved communities and was modified to allow graduates to complete their ROS training within these communities. The original letter, received in 2016, stated that restrictions would be removed on ROS contracts to read that any community deemed in need of physicians could be eligible; however, once aware that doctors were being denied when it came to Martensville and Warman, Adamus contacted Saskdocs, the organization contracted through the Ministry of Health to administer the ROS contracts, and was told that the letter was misinterpreted. Adamus was informed that the agreement was instead changed for the FM graduates who were completing their residency training in the Saskatoon or Regina programs, but not the other five available locations within the province, which Adamus stated was not indicated within the original agreement. “The letter stated that they would be removing restrictions on ROS contracts to read that any community deemed in need of physicians could be eligible. What actually happened is they only removed that stipulation on the contract for the residents in Saskatoon and Regina, but not on the other five sites, so it only gave us a fraction of the people we needed,” Adamus explained.

CREATING SMILES IN MARTENSVILLE & AREA SINCE 2001

Between the two communities of Martensville and Warman, there is a population of approximately 30,000 and within the province, these are the only two cities of their size to be without a hospital. Additional health care options within these cities would not only benefit residents living within them, but also residents within the numerous surrounding communities. “COVID has taken so much of our focus, and deservedly so, but the needs of our community have continued and our fight to meet those needs has never stopped. Those needs mean service to our clients. We need lab services, mental health services, addiction services. We need palliative care services and services for our seniors. We need access to speech pathology for our kids. We need equal access for the people who live in our communities compared to the people who live within the borders of Saskatoon. Just because we are 18 kilometers away doesn’t mean we don’t deserve access and we don’t deserve the same kind of health care as the people on the other end of the highway,” Adamus said.
