Charges Laid in Fatal Highway 305 and 11 Collision That Claimed Life of 11 Year Old

On Friday, December 21, 2018, at approximately 6:40 p.m., Warman RCMP attended the scene of a head-on two-vehicle collision on Highway 305 and Highway 11 near Warman, SK. A white half-ton truck was travelling along Highway 305, when it was struck by a blue half-ton truck.

There were three occupants in the white truck. Two of them were transported to a hospital with undetermined injuries. The third passenger of that truck, an 11-year-old girl, was pronounced deceased at the scene.

The adult male driver and lone occupant of the blue truck was also transported to a hospital with undetermined injuries.

Warman RCMP have laid nine charges against 32-year-old (1986-09-19) Anthony McClelland under the Criminal Code, which include: • Operating a motor vehicle while impaired by alcohol, Section 320.14(1)(a); • Driving with a blood alcohol concentration that exceeds 80 MG; Section

320.14(1) (b); • Impaired operation causing bodily harm, Section 320. 14(2); and • Impaired driving causing death, Section 320.14(3).

Anthony McClelland made his first court appearance on Wednesday, July 10, 2019, in the Saskatoon Provincial Court and is scheduled to reappear in court on August 7, 2019.

Property Tax Payments

A reminder that 2019 Property Taxes are due July 31, 2019.

Commencing August 1, 2019 penalties will be added to all outstanding accounts at 1% per month.

Property taxes can be paid by debit, cheque, cash or online banking. Payments may also be placed in the mail slot at City Hall afterhours or weekends.

We also have the T.I.P.P.S (Tax Installment Payment Plan Service) that can be utilized.

Nuisance Abatement Bylaw Information

The Nuisance Abatement Bylaw controls ‘nuisances’ on properties within the City of Martensville in order to improve the safety, health, enjoyment and welfare for residents in the Martensville. Nuisances include dilapidated buildings, land overgrown with grass and weeds, untidy or unsightly property as well as junked vehicles or open excavations.

Some specific items include: - The owner or occupier of property adjacent to a boulevard or lane shall ensure that the portion of the boulevard or lane adjacent to the property, up to the centre line of the lane, is kept free and clear, at all times of weeds, uncontrolled growth of grass, plants and tree/shrub overgrowth.

- No owner or occupier of property adjacent to a boulevard or lane, or any other person, shall deposit or cause, suffer or permit the deposit of any garden, vegetation, waste materials or tree branches on or upon a boulevard or lane adjacent to the property, up to the centre line of the lane.

- No owner or occupier of property adjacent to boulevard or lane, or any other person, shall deposit or cause, suffer or permit the deposit of household furniture, building materials or tires on or upon a boulevard or lane adjacent to the property, up to the centre line of the lane.

Owners are responsible for their property’s appearance and maintenance in order to keep Martensville a clean and healthy community for all residents.

Save Water and Save on Your Utility Bills!

Water Conservation Tips • Water your lawn deeply, but not more than once a week. During periods of extended rain, water even less frequently.

• Water new lawns every other day until the grass reaches 5 cm; then water less frequently.

• Set a tuna can in each of your sprinkler zones and time how long it takes to fill it with water. That’s how long you should run your sprinkler once a week if your lawn is dry.

• Use drip irrigation and/or sprinkler systems that are timed to turn on and off automatically. Remember to turn them off if it’s raining.

• Don’t water your lawn during the hottest time of the day. Instead, water early in the morning or in the evening. Don’t water when it’s rainy or windy.

• Check the sprinkler position to make sure you don’t waste water by watering the street, sidewalks or driveway.

• Xeriscape Landscaping – Group plants according to their watering needs. Plant water-saving plants, trees and shrubs. Use mulch to retain moisture in the soil. All of this can save 10-35 litres of water per minute.

• When mowing your lawn, only cut the top 1/3 of the grass and leave clippings behind. They will help the soil retain moisture and provide natural fertilizer.

• Wash your car at the car wash. Washing at home with a hose for ten minutes uses 300 litres of water and sends soap, oil and other chemicals to the river through storm drains. At a car wash, run-off is captured and disposed of properly.

• Use a broom when cleaning your driveway or walkway. Washing with a hose uses almost 200 litres of water.

Indoor Water Conservation Tips • When you want a drink, don’t let the water run until it is cold. Instead, refrigerate a jug of tap water and save 7-12 litres of water per minute.

• Don’t let the tap run when rinsing dishes or washing fruit and vegetables and save 7-12 litres of water per minute.

• Don’t pre-rinse dishes before putting them in the dishwasher. Instead, scrape off food first using a spatula. Soak very dirty pans and dishes before washing.

• Run the dishwasher only when it’s fully loaded and save 70-190 litres of water with each load you eliminate.

• Repair any leaks. Turn faucets off firmly. Check and replace any worn out fixtures, washers, O-rings and hose connections.

• Avoid using garbage disposals. Disposals require lots of water to operate properly.

Instead, start a compost pile.

• Save as much as 10 litres of water per minute with a low-flow showerhead.

• Don’t overfill and fill less than a full bath. Better yet, you’ll save water by taking a short shower instead.

• Replace an old toilet with a water-efficient model and save as much as 14 litres of water per flush and 70 litres per person, per day • Check for leaks in your toilet by adding a few drops of food coloring to the tank.

Coloring will appear in the toilet bowl if it’s leaking.

• Run the washing machine only when it’s fully loaded. Each load you eliminate saves 70-190 litres of water.

• Check washing machine hoses for cracks that could result in leaks.

• Use your water meter to check for hidden water leaks. Read the water meter before and after a two-hour period when no water is being used. If the meter does not read exactly the same, there is a leak.

Gutek Part of Team Saskatchewan Gold Medal Win

Kody Gutek from Martensville has had a busy spring and summer. He attended his first try out in early May and made it to the next stage which was now down to the top 100 players from across Saskatchewan.

He then competed late in May for a spot on the 40 man roster and was selected.

In June he participated in a two day camp and then capped it off with a five day camp in Regina before travelling to Kingston, ON where 40 Saskatchewan football players got a chance to attend for 10 more days competing at the National Championship.

Saskatchewan played Nova Scotia for the win 37-0. They then went on to play Ontario for another 23-15 win. Next was Quebec in the final for the win 16-9 claiming the gold.

Coach Lyle Evanisky from the Martensville Royals was part of this coaching staff.

He was special teams coordinator/receivers. Gutek was the lone player from Martensville.

The Football Canada Cup is the premiere pre-university football tournament in Canada which showcases the top U18 football players from across the country.

“It was a great experience being able to compete in such a high skill environment.

The "brothers" I played with only made the experience better! Through this journey I learned to be a better teammate and made new friendships. You realize all the hard work is worth it, after hanging that gold medal over your neck!” stated Gutek.

Prairie Heat Ladies Having Successful Season Submitted by Marlin Johnson

Prairie Heat Ladies Fastball Team has been together now for four years. Every year we lose a few of the girls and then gain a couple. This year we have seven girls from Martensville, three from Delisle, and three from Saskatoon. All the girls still have a passion to play ball. They enjoy the game as well as the team camaraderie.

Coming off a perfect season in 2018 and losing out in the playoffs, the 2019 season has been an all around team effort. It didn’t matter which players showed up for each game, we played very consistant all season. The girls came out this season with a bit of an jump to their step. We came out playing very strong and confident in all aspects of our game. We had a very strong offence showing lots of power, a very solid defense and with three of the top pitchers in the league, they all helped contribute to us having a great season which is quickly coming to an end.

All games are important and tense as the battle is on for the top four teams to finish in the top spot in the Lisa Downs Division, SASA League as we hold onto first place.

It feels like the playoffs have already started with one game remaining. Our record to date is 16-3 win/loss and with the season ending mid week, playoff semi-finals will start with the best of three late next week with the winner going to the finals.

For the most part, week 5 in the CFL was a week of blowouts. The week started off with the BC Lions getting romped by the Edmonton Eskimos as quarterback Mike Reilly has yet to beat his former team. Reilly threw for 157 yards and no touchdowns in the rough 33-6 loss.

On Friday it looked like the blowout was going to be even worse between the Winnipeg Blue Bombers and Toronto Argonauts. The Bombers jumped out to a commanding 37-6 lead before the whistle finally blew for halftime. In the end the Argos made the game look better thanks to a stellar second half by quarterback McCloud Bethel-Thompson. He finished the game with 388 yards and 3 touchdowns along with a pair of interceptions in the first half. The loss for the Argos kept the perfect season alive for Winnipeg as they are now 4-0 on the season.

The third game of the week was much more surprising as the Montreal Alouettes have now won back-to-back games against the top teams in the East. They followed up their win over the Hamilton Tiger-Cats last week with a dominant 36-19 victory over the Ottawa RedBlacks. Montreal QB Vernon Adams Jr. threw for 327 yards and 2 touchdowns in the win as the Al’s improve to 2-2 on the season.

The final game of the week was really the only close one. Disputes throwing for 368 yards, QB Nick Arbuckle and the Calgary Stampeders fell to the Hamilton Ti-Cats 30-23. Hamilton’s first two TD’s came on special teams with Will Likely III returning a kickoff 110 yards and Brandon Banks returning a missed field goal 115 yards for the score.

As for my picks the Al’s ruined my perfect week again but I was still 3-1 which improves my record to 12-7 on the year. My picks for week 6 are Calgary, Winnipeg, Montreal, and BC.

The Warman Detachment of the Royal Canadian Mounted Police received 173 calls for service from July 8, 2019 to July 15, 2019.

Attempted Theft & Possession of Stolen Property Charges July 8, 2019 at 9:30 a.m.

Police received a complaint of a stolen vehicle leaving Saskatoon northbound on Highway 12. Police conducted patrols of the area and located the truck. A group of youths were inside of the truck and were taken into custody. They were released a short time later on charges of theft and possession of stolen property charges. There were no injuries.

Complaint of Possible Impaired Driver in Martensville July 8, 2019 at 11:30 a.m.

Police received a complaint of a possible impaired driver on Centennial drive south in Martensville. The caller reported that the driver was swerving all over the road.

Police conducted patrols of the area, but were unable to locate any vehicles matching the description provided.

Charges Laid Due to Impaired Driving July 12, 2019 at 8:10 p.m. Police received a complaint of an impaired driver on Valley Road near Saskatoon. The 24 year old male driver from Saskatoon was taken back to the Detachment to provide a breath sample. He was released a short time later for an upcoming court date on impaired driving charges. There were no injuries.

PROPERTY July 11, 2019 at 1:40 p.m.

Police received a complaint of an attempted break in to a business in Martensville.

The caller reported that no entry was gained to the property.

PEOPLE July 11, 2019 at 3:10 p.m.

Police received a complaint of an intoxicated male laying in the parking lot of a church in Warman. Police attended

the location and arrested the 64 year old male from Duck Lake. He was lodged in police cells until he was sober.

Premiers Show How Country Can Work

We have been hearing a lot of late in this neck of the woods about how this country just doesn’t work anymore. One gets the frustration. It’s a big country with a sparse population and an array of interests.

Exactly how rural Saskatchewan people connect with urbanites in downtown Toronto or French-speaking Montreal residents or Eastern Maritimers is often a national mystery.

Regionally, economically and culturally, it would seem as if there is little that we share, making for the easy argument that we would somehow be better off separated.

Recent politics has often fallen into this narrative, driven by the frustration over the perceived impact of federal Liberal government policies like the carbon tax, lack of pipeline development and Bill C-69 that adds environmental restrictions to major infrastructure projects like pipelines.

Obviously, the fact that the West is more affected by matters effecting energy only enhances the notion that those elsewhere in the country don’t get our issues, but if we are to make an honest assessment of our nation, there are few other considerations to keep in mind.

First, we are the second biggest country in the world, but only the 38th biggest in population. There surely are immense problems with having 37 million people scattered over 9.985 million square kilometres, but it may be better than the alternative.

For the disgruntled muttering about Saskatchewan (1.1 million people) or even Saskatchewan and Alberta (add another 4.3 million people) being better off as a separate nation, consider that such a scenario would produce a country with 5.5 people (at most) with a massive land mass.

If Canada doesn’t carry enough weight on the world stage when we encounter trade issues with massive partners like China or the U.S., how would we be better off? For that matter how would it be easier to build pipelines to get our oil to port if when we are landlocked?

Maybe those talking separation haven’t clearly thought things through, but when it comes down to realistic solutions to what is a real problem of our issues not being heard in Ottawa, maybe there are other solutions and, surprisingly, maybe one of the best places to start looking for solutions is last week’s gathering of provincial and territorial leaders, the annual Premiers’ Conference now known by the fancier title of the council of the federation (CoF).

Much is being made of the new alliance of conservative premiers that consists of Premier Scott Moe, Ontario's Doug Ford, Alberta's Jason Kenney, Manitoba's Brian Pallister, New Brunswick’s Blaine Higgs, Prince Edward Island’s Dennis King, (to a lesser extent) Quebec’s François Legault.

This loose-knit bunch has grown especially close by the shared opposition to the carbon tax… and their eagerness to see Justin Trudeau change jobs in October. Kenney invited Moe, Higgs and Ford to a "white hat ceremony" at the Calgary Stampede the day before they were to kickoff off the three-day CoF summit that started with a meeting with Indigenous leaders at the Big River First Nation.

There’s little doubt that one of the things that unites this group, besides the aforementioned distaste of the carbon tax and Bill C-69, is the desire to see Andrew Scheer replace Justin Trudeau as national leader, but is that necessarily as hideous as some would make it out to be?

Voters have elected provincial governments of a different political stripe than Trudeau to reflect their priorities.

It stands to reason that the premiers have every right to use such forums to make their case and, really, shouldn’t we appreciate that conservative premiers from the west, Ontario, Quebec and the Maritimes can come to a consensus on issues?

Some may suggest it’s just politics, but isn’t this how this country actually can work?

Today there are more people going to work in Saskatchewan than ever before in our province’s history. According to a report released by Statistics Canada, Saskatchewan set an alltime record for employment last month at 592,900 jobs.

Employment was up 9,200 jobs in June compared to June 2018, the eleventh consecutive month of year-over-year job increases. Month-to-month, employment was also up, rising by 2,500 jobs between May 2019 and June 2019.

Saskatchewan’s unemployment rate in June was the third-lowest in the country at 5.1 per cent. Even though our economy faces significant external headwinds, job creators continue to have confidence in the fundamentals of our diversified economy. With eleven straight months of climbing job numbers, we are seeing very positive trends that supports a growing Saskatchewan economy.

Hosting Canada’s Premiers

Saskatchewan was proud to host Canada’s Premiers in Saskatoon for the 2019 Council of the Federation meetings.

This collaborative gathering of leaders from across Canada made great strides on removing barriers to internal trade, advancing access to international markets and labour mobility and immigration.

Through conversation and collaboration, provincial and territorial leaders also worked on shared priorities including strategic infrastructure investments, climate change policy, healthcare sustainability, as well as mental health and addiction services.

We know that a strong economy is essential to the high quality of life that all Canadian citizens expect. Premiers agreed provinces can unilaterally drop exemptions to the Canada Free Trade Agreement. This means less red tape for doing business within Canada, a stronger economy and more jobs for all Canadians.

The Prairie Spirit Board of Education approved the Division’s 2018/19 budget at its meeting on Monday, June 18, the last Board meeting of the current school year.

“Our budget has been designed to support the Board’s key results areas,” said Larry Pavloff, Board Chair. “This includes a focus on graduation rates, reading, writing, mathematics and early learning.”

Prairie Spirit’s funding is determined by the Ministry of Education, based on the provincial funding formula and the projected enrolment for the school division.

The provincial budget in April detailed all school division funding for 2018/19.

Prairie Spirit’s funding increased by 2.46% ($2.61 million) over the previous year, in recognition of the Division’s growing enrolment. Prairie Spirit is projecting an enrolment increase of almost 200 students for the upcoming school year. “We are very grateful for our funding for 2018/19 as it recognizes the enrolment growth in our school division,” said Pavloff.

Budget highlights ABOVE: Larry Pavloff • Staffing: Prairie Spirit will add 10 additional teaching positions and seven additional Educational Associate positions for the 2018/19 school year. This staffing reflects the Ministry’s funding for enrolment growth.

• Rosthern School project: Prairie Spirit’s funding for 2018/19 included over $10 million for the ongoing Rosthern School project. The two schools in Rosthern will be consolidated into a PreKindergarten to Grade 12 facility which will be open for students by September 2020. The projected total cost of the project is over $24 million.

• Facility repairs and maintenance: The provincial budget allocated an increase of 14.8% for facility repairs and maintenance for school divisions. Prairie Spirit’s annual allocation in this area will be $2.3 million for 2018/19, an increase of $400,000.

• Busing: Prairie Spirit’s budget includes $1.5 million to purchase new buses for the Division.

The 2018/19 budget was developed following extensive consultation with the Board of Education and the Division’s senior leadership. School division budgets must be submitted to the Ministry by the end of June.
