Province One Step Closer To Household Hazardous Waste Management Program

The Government of Saskatchewan recently enacted The Household Hazardous Waste Product Stewardship Regulations, paving the way for an important new provincial recycling program.

The regulations require first sellers – businesses that manufacture, sell or distribute household hazardous waste products in the province – to operate a product stewardship program for the collection and safe disposal of these products. Household hazardous waste includes materials with a flammable, corrosive or toxic symbol on the container, as well as pesticides and batteries.

“Through consultation and engagement with the public, we clearly understand that household hazardous waste is a priority issue, as it poses a risk to human health, safety and the environment,” Environment Minister Dustin Duncan said. “A new household hazardous waste stewardship program will help protect the environment by reducing the amount of hazardous material improperly disposed of in our municipal landfills and sewer systems.”

The development of regulations for an industry-led household hazardous waste program has been a significant focus for the Ministry of Environment over the past year.

Once the program is established, citizens across the province will have access to responsible disposal options for these materials.

The next step for first sellers is to produce a product stewardship program for review by the Ministry of Environment within 180 days. Once approved, a further announcement will be made on program details and implementation.

Saskatchewan has many examples of successful stewardship-based initiatives, including programs focused on the collection of automotive fluids, tires, paint, electronics, paper and packaging, and agricultural plastics. Through this model, producers of these products manage the full life cycle of the products in an environmentally responsible manner and create systems for accountable waste management. were no charges.

Water Conservation Tips

• Water your lawn deeply, but not more than once a week. During periods of extended rain, water even less frequently.

• Water new lawns every other day until the grass reaches 5 cm; then water less frequently.

• Set a tuna can in each of your sprinkler zones and time how long it takes to fill it with water. That’s how long you should run your sprinkler once a week if your lawn is dry.

• Use drip irrigation and/or sprinkler systems that are timed to turn on and off automatically. Remember to turn them off if it’s raining.

• Don’t water your lawn during the hottest time of the day. Instead, water early in the morning or in the evening. Don’t water when it’s rainy or windy.

• Check the sprinkler position to make sure you don’t waste water by watering the street, sidewalks or driveway.

• Xeriscape Landscaping – Group plants according to their watering needs. Plant water-saving plants, trees and shrubs. Use mulch to retain moisture in the soil. All of this can save 10-35 litres of water per minute.

• When mowing your lawn, only cut the top 1/3 of the grass and leave clippings behind. They will help the soil retain moisture and provide natural fertilizer.

• Wash your car at the car wash. Washing at home with a hose for ten minutes uses 300 litres of water and sends soap, oil and other chemicals to the river through storm drains. At a car wash, run-off is captured and disposed of properly.

• Use a broom when cleaning your driveway or walkway. Washing with a hose uses almost 200 litres of water.

Indoor Water Conservation Tips • When you want a drink, don’t let the water run until it is cold. Instead, refrigerate a jug of tap water and save 7-12 litres of water per minute.

• Don’t let the tap run when rinsing dishes or washing fruit and vegetables and save 7-12 litres of water per minute.

• Don’t pre-rinse dishes before putting them in the dishwasher. Instead, scrape off food first using a spatula. Soak very dirty pans and dishes before washing.

• Run the dishwasher only when it’s fully loaded and save 70-190 litres of water with each load you eliminate.

• Repair any leaks. Turn faucets off firmly. Check and replace any worn out fixtures, washers, O-rings and hose connections.

• Avoid using garbage disposals. Disposals require lots of water to operate properly.

Instead, start a compost pile.

• Save as much as 10 litres of water per minute with a low-flow showerhead.

• Don’t overfill and fill less than a full bath. Better yet, you’ll save water by taking a short shower instead.

• Replace an old toilet with a water-efficient model and save as much as 14 litres of water per flush and 70 litres per person, per day • Check for leaks in your toilet by adding a few drops of food coloring to the tank.

Coloring will appear in the toilet bowl if it’s leaking.

• Run the washing machine only when it’s fully loaded. Each load you eliminate saves 70-190 litres of water.

• Check washing machine hoses for cracks that could result in leaks.

• Use your water meter to check for hidden water leaks. Read the water meter before and after a two-hour period when no water is being used. If the meter does not read exactly the same, there is a leak.

Schools Out Program Kicks Off For Second Season Shanine Sealey, Martensville Messenger

The City of Martensville will once again be hosting their Schools Out Fun Program at the Martensville Athletic Pavilion (MAP). The program will run for six weeks from July 9th until August 15th, with each week offering a variety of activities.

Last year was the first time the summer Schools Out Fun Program was held and it proved to be quite popular. Angie Reddekopp, City of Martensville Program Director, noted that after seeing the popularity, they decided to offer the program during other school breaks throughout the year. “It is a new program that is working its way in. We tried to offer a few of the single days where there was no school such as May long weekend, or Thanksgiving; however, we didn’t see the same response. When there are full week breaks for the kids; that is when we see more of a turn out. Each time the program is held, we see an increase in attendance, so word is getting out there and the program is definitely growing, which is great to see.”

Four of the weeks this summer will be ran by the same organizers that the City of Martensville uses for their Sportball programming, and will be more sports orientated. The other two weeks will focus more so on nature, science, outdoor play, water fun and arts & crafts. “We wanted to ensure that we offered a little bit of something for everyone, so whether you like sports, arts and culture, or outdoor play, we have you covered,” Reddekopp added.

The program is offered for children in grades 1-5 and runs from 9am-12pm on Tuesday, Wednesday and Thursday of each week. Those interested can sign up for an individual day, a full week, or the full summer, depending on what works best for them. The cost to attend is $7/day or $20 for the entire week. “Kids can come here at 9 and we have a break in the middle where we provide a snack.

Other than that, there is an activity that is organized by the instructors. It is a great way to give parents a break and it gives the kids something fun and organized to do.”

Reddekopp first heard about the program at a Saskatchewan Parks and Recreation conference and thought that it would be a good addition for the community. “We decided to do some trial runs during the school year and it was well received, so we decided to run it throughout the summer. It is something different that people don’t have to sign up for in its entirety and it is also geared towards older kids as well, not just the little ones.”

Funding for the program comes through the Community Initiative Fund, and Reddekopp stated that this funding is what allows them to keep the cost for the program so low, and as long as the funding continues, the program will continue to run.

Families are still able to sign up for the programming and can register either online or at the MAP. “We do ask that people don’t drop in the day of the programming because there is a possibility that we are full and can’t accept them.

If possible, we ask that those interested register a few days in advance.”

THIS WEEK IN SPORTS

Week four in the CFL left just one team remaining without a loss. That team is the Winnipeg Blue Bombers who were able to fend off the Ottawa RedBlacks on Friday, who were also looking to stay undefeated.

Ottawa however couldn’t muster up a single offensive touchdown as their only major score came off a fumble recovery late in the third quarter. The Bombers are now 3-0 after the 29-14 victory and are still looking like the frontrunners for the 2019 season.

The Hamilton Tiger-Cats were thought to be the team to beat as they were also 3-0 after three games but on Thursday there were some questions being asked as they lost to the Montreal Alouettes 36-29.

That was the Al’s first win of the season and it came almost single-handedly from Running Back William Stanback who exploded for 203 rushing yards and three touchdowns on 22 carries. Ti-Cats QB Jeremiah Masoli did what he could with 401 passing yards and two touchdowns but it wasn’t enough as Hamilton was handed their first loss of the season.

The first game on Saturday was a quiet one with a crazy ending. Toronto and BC were tied 3-3 at half-time before trading touchdowns in the 3rd and 4th quarter. Then on the final play of the game, BC missed the game winning field goal but because the Argos returner caught the ball with his foot on the back line the Lions were awarded a single point to break the deadlock and take the win 18-17. The victory was the first of the season for BC, and Toronto has still yet to win a game.

The final game of the week saw two teams each with their starting quarterback on the six-game injured list. Saskatchewan lost Zach Collaros in week one and Calgary lost Bo Levi Mitchel in week three. Cody Fajardo was making his third straight start for the Riders while Calgary QB Nick Arbuckle was starting his first ever CFL game after being a long-time back-up. Arbuckle won the battle of the back-ups with 262 yards and two TD’s while Fajardo and Isaac Harker combined for 161 yards and three interceptions for Saskatchewan.

The Stampeders would add a TD on the final play of the third quarter and two more in the fourth to make it a 37-10 blowout for the Stamps. It was an even 2-2 week for my picks which brings my record to 9-6 for the season. My winning picks for week five are Edmonton, Winnipeg, Hamilton, and Ottawa.

Popular Tournament Major Fundraiser For Martensville Community Recreation Project

Martensville Messenger hosting the ever popular 3 on 3 Hockey Tournament this year. For the past five years, this tournament has been a major fundraiser for the group of volunteers that have been working hard to help raise funds to have a new multi-purpose facility constructed in Martensville.

“Five years ago we took over the tournament from Dalmeny and each year it has been a sell out with approximately 350 participants. It is our biggest fundraiser of the year, and all proceeds, less expenses, go towards funding a new recreation facility within the community,” MCRP Tournament Director Joe Garchinski explained.

Not only does the tournament see support from the community when it comes to participants, but the MCRP also receives massive support from the business community. “It really is incredible to see all of the businesses come on board and support us over the years.

It wouldn’t be possible without them behind us,” Garchinski added. This year, the event title sponsor is BN Steel & Metals Inc.

The 3 on 3 tournament will run from August 25th until September 15th at the Martensville Sports Centre with each participant getting a guaranteed seven games to compete in for $195/player. Every participant will receive a T-shirt at the end of the tournament.

This year’s tournament is already 85% sold out; however there are still spots available in the Novice, Bantam and 15+ Midget divisions. For those that would still like to participate, there is the option of signing on as a spare player. In the event that a regular spot player is unable to make a scheduled game, they contact the Spare Coordinator, who will in turn contact players that have registered on the spare list. “I have opened up the divisions so that a player can play up a division if they are interested in testing out their skills at an older age group. This also means that skilled initiation players can play in the novice 3 on 3 division,” Garchinski said.

The MCRP currently has approximately 12 active members on the board who will be donating their time to help ensure the tournament is once again a success; however, Garchinski noted that they are always happy to accept additional help. “For anyone that wants to donate some time, we are always looking for help whether it be for the 3 on 3 tournament, our spring hockey draft, the 80s cabaret in October, or any of the other fundraisers that are held throughout the year. Extra people are always appreciated.”

Pop. Growth Great for Sask.; Less So For Rurals

That Saskatchewan continues to grow is great news, but the province's growth hasn't exactly been even. This has made things particularly difficult for rural Saskatchewan that has endured stagnation or population by continuing to lose people that are moving out of province and moving to Saskatchewan's cities.

According to the April 1 quarterly population numbers, there are now 1,169,131 people living in Saskatchewan - an increase of 10,295 people in the past year and 708 people in the first quarter of 2019.

Over all, this is tremendous news, even if it signifies a slowdown in growth to rate of less than one quarter of one per cent of growth this year if this trend continues.

While more Saskatchewan people are now moving to Alberta and other provinces than are moving here from elsewhere in Canada, we continue to grow because we have so many new Canadians moving here.

Most of you will recall that the Saskatchewan Party promised back in 2007 when the province had crossed the million people barrier they vowed to grow the province by one per cent a year or 100,000 in its first decade in power.

They met that goal within five years.

The April numbers mark 52 consecutive quarters - 13 consecutive years - of population growth in Saskatchewan that have added 176,894 people to this province's population since things started to turnaround in 2006.

To be clear, this growth actually started 13 years ago under the former NDP administration of Lorne Calvert and may be due to early investments in immigrant sponsorship programs.

Contrary to those who believe population growth in Saskatchewan has only come after CCF/NDP governments have been booted for office, it's never been that cut and dried.

For example, when this province hit a peak of 931,557 people in 1936, it then declined for 15 years - eight under the old Liberal government and seven under the new CCF Tommy Douglas government until it reached at low ebb of 831,728 in 1951.

Then it was 35 years of stagnation or slow growth under the CCF (13 years), Liberals, (seven years), NDP, (11 years) and Grant Devine Progressive Conservatives (four years) until we peaked at 1,009,610 people in 1986.

For the last years of the PCs and 15 years of the Roy Romanow/Calvert NDP, it was either decline or stagnation until the turnaround 13 years ago. What all this means is that the Sask. Party is the only governing party in this province to have experienced nothing but continuous growth. However, there is a big accompanying irony, as it is in cities where the Sask. Party is less strong where virtually all the growth has occurred. In the rural areas, where the Sask. Party is as solid as any party can be, it's actually losing people and there may be some political implications to all this.

The cities that are traditionally less friendly to conservative parties anyway may be seeing those feelings enhanced by the problems that growth now brings: crowded schools, longer hospital wait times, more expensive housing costs and higher municipal taxes to pay for the infrastructure costs and rural Saskatchewan might have more reason to be angry because of lack of growth, but it may be that this reality has solidified Sask. Party rural support.

There's little doubt that rural Saskatchewan acknowledges the Sask. Party government's efforts to not only grow the province, but to to avoid service reduction in places where it's not growing. Rural folk fear not fairing as well under another government. They have long memories and likely recall that 52 of their hospitals closed under the NDP in 1993.

That said, it's ironic that what's been good for the province for a while hasn't been great where the Sask. Party is strongest.

A destination of choice for people around the world, the story of Saskatchewan’s growth is largely due to international immigration. Our province has now seen 52 consecutive quarters of population growth, according to the latest population figures from Statistics Canada. This is a clear sign of the strength of our economy and our quality of life.

Our unprecedented population growth of 176,894 people includes 10,295 more who started calling Saskatchewan home in the past year. Your Saskatchewan Party government will keep standing up for all of them – to protect their livelihoods, their communities and their province. This means fighting the Trudeau Carbon Tax and speaking out against harmful federal legislation such as Bills C-69 and C-48.

Federal Government Passes Harmful Legislation

The recent passage of Bills C-69 and C-48 marks a dark chapter for our energy and industrial sectors, and is deeply concerning for our government and all those that value the economic prosperity of our nation. Six premiers representing 59 per cent of Canada’s population recently wrote to the Prime Minister to outline concerns about how this legislation would harm our economic prosperity in key industries.

Through this legislation, the federal government has sent a clear message to the Canadian and international investment community that they do not support the competitiveness of our wealth generating and job creating sectors.

While the recent approval of the Trans Mountain Expansion project is a positive step, Bills C-69 and C-48 drastically restrict the possibility of further pipeline and industrial projects to be approved or built. Moving into the future, this legislation greatly limits our nation’s ability to overcome critical barriers in transporting our energy products to international markets, and selling these products for a fair price.

Supreme Court to Hear Arguments on Carbon Tax on December 5

Our work to keep Saskatchewan issues front and centre, here at home and in Ottawa, will not stop over the summer. We will always advocate for our industries that provide the means to keep Saskatchewan strong and continue our opposition to the Trudeau Carbon Tax, which includes taking the fight to the Supreme Court of Canada.

The Supreme Court has notified the Government of Saskatchewan that Saskatchewan's challenge of the federally-imposed carbon tax has been tentatively scheduled for December 5, 2019.

The Government of Saskatchewan previously announced the appeal to the Supreme Court of Canada following the 3-2 split decision delivered by the Saskatchewan Court of Appeal in May. While our government was disappointed with the split decision at the Court of Appeal, we believe that the federal government has violated the constitutional jurisdiction of the provinces through the imposition of the federal carbon tax.

We look forward to standing up for Saskatchewan against the frivolous and ineffective carbon tax in the Supreme Court. Saskatchewan's Constitutional Law Branch is currently developing the province's factum which is due to be submitted to the Supreme Court of Canada by July 26, 2019, 60 days following the notice of appeal.

At a time when Saskatchewan has been faced with significant economic headwinds, positive wholesale trade statistics show that job creators remain confident in our economy. In April, wholesale trade in Saskatchewan grew 14.7 per cent year-over-year – the highest in Canada. With wholesale trade being a leading indicator of other future economic indicators, it gives us optimism in our economy as we move forward.

Rosthern RCMP Charge 25 Year Old With Second Degree Murder

On July 6, 2019, at approximately 06:00 a.m., Rosthern RCMP responded to a complaint of a damaged vehicle found in a wooded area near Beardy’s First Nation, SK, approximately 10 miles north of Rosthern.

Police officers found a green minivan with minor front end damage lodged in trees.

They located a 25-year-old man in the driver seat and a 33-year-old woman in the passenger seat.

The female was pronounced deceased on scene by Rosthern Emergency Medical Services. The male had minor injuries.

Police officers observed inconsistencies between the injuries sustained by the occupants of the vehicle and the damage on the minivan.

On July 7, 2019, Jamie Smallchild (1994-03-02) was charged with the second degree murder of Jessica Cameron, Section 235(1) of the Canadian Criminal Code. Smallchild’s first court appearance took place Monday, July 8th at 9am.

Jamie Smallchild and Jessica Cameron were known to be in a domestic relationship.

Soul Power Fitness Prepares For Third Annual Ryde For STARS Fundraiser Shanine Sealey, Martensville Messenger

Soul Power Fitness has been busy preparing for their third annual Ryde for STARS fundraiser, which will be held on Friday, July 26th in their parking lot at 117 Centennial Drive North. For the past three years, the staff at Soul Power Fitness has dedicated many hours of their time to host the fundraiser, where all proceeds go towards helping keep STARS Air Ambulance in the sky. Each year, approximately 100 people participate in the fundraiser, which brings in an estimated $22,000 annually.

The event first started when a member at the fitness centre who worked for STARS mentioned the fundraising opportunity to the staff at Soul Power Fitness and from there, the event was created. “We got the idea from there, but then we took it and decided to make it our own. None of us have any personal ties directly to STARS; however, we have met so many people that have participated in our fundraiser that have stories of people they know needing STARS. It is such an important addition in our province and has helped to save so many lives, so we just think it is really important to do our part to help out,” Soul Power Fitness owner/operator Rochelle Wotherspoon said.

Heading into their third year, Wotherspoon noted that they have learned a lot from the previous two years and things are running smoother than ever as the event nears. “We have a really great check list in place and have learned all of the do’s and don’ts from previous years. We have a great rhythm in place and all of the instructors are on board and are really engaged. We have seen numerous reoccurring members participating from year to year that really enjoy doing it and we have received a ton of support from the business community.”

The event will consist of a spin-a-thon, which will take place for approximately three hours and include four spin classes. Individuals, groups and businesses are asked to raise $1000 for a bike. Those participating are encouraged to host their own fundraisers to raise the funds to be used towards the “purchase” of their bike.

Early Start From Stop Sign Leads to Martensville Accident At approximately 6:50 p.m. on Saturday, March 4th RCMP were called to a two-vehicle collision located at the intersection of Main Street and 10th Avenue where members of Martensville’s Fire Department (MFD) were also on scene. Thankfully, no injuries occurred as a result of the accident.
