Emotional Support Animal vs Service Animal Shanine Sealey, Martensville Messenger

When it comes to Emotional Support and Service Animals within Saskatchewan, it can be a bit of a grey area, as there is no specific legislation in place. According to the Saskatchewan Human Rights Code, “An Emotional Support Animal is one that has been proven to be effective at alleviating symptoms of certain mental disorders. These animals provide therapeutic nurture and support to their handlers/partners.”

An Emotional Support Animal can either be prescribed by a professional or also proven retroactively. In cases where an animal starts out as a pet; however, provides improvement in a person’s disability, they can be identified by a professional as necessary.

Although a professional recommendation is required, the animals themselves do not require specialized training.

Sheena Dreger, owner/operator of CDN K9, a private training centre based out of Moose Jaw, noted that Emotional Support Animals are quite different than Service Dogs. “Emotional Support Animals provide therapeutic benefits, but do not have to have specialized training or specialized services. They should help the person feel good, whether that’s by not having a panic attack at home, enhances your emotional state, reduces your need for medication and things like that. A Service Dog needs to be able to provide tasks like guiding a blind person, they need to have a physical job, not just be in the presence of the person to help them,” Dreger explained.

Although an Emotional Support Animal is there to help a person feel better, there are regulations in place where that person must have medical proof that this animal is benefiting them. “Everyone’s pets make them feel good, that’s why we have pets, because otherwise we wouldn’t have them. They enhance our lives, but an Emotional Support Animal is for people with a disability such as Asperger’s, Autism, ADHD, things like that where they can help the person calm down while at home.”

Because Emotional Support Animals have been recognized as alleviating symptoms of certain mental disorders; if a person provides sufficient medical evidence to establish that one is required in housing, a “no pets” policy in a rental or condominium housing can at times be lifted. “Being able to substantiate the disability is essential in order to request an accommodation. It is also essential for the person with a disability to establish that the use of a support animal is necessary to assist them in their home. The tenant need not disclose the details of his or her disability, nor provide a medical history,” the Saskatchewan Human Rights Commission explains. Instead, the tenant must establish that they have a disability, require the support of the animal because of the disability, would be at significant risk of an adverse health consequence in the absence of the animal, and provide a letter or prescription from a physician or psychologist. Requests made by tenants are assessed individually by property management and when accepted, the “no pets” policy is lifted.

When it comes to Service Dogs in the province, because there is no legislation in place, there is no requirement for registering your dog and no certification needed. Many trainers have their own requirements in place when it comes to these animals though. “For our clients, we do 200 hours of training. We typically recommend that Service Dogs work with trainers; however, you can also have owner trained Service Dogs. In other provinces, a test is required for service dogs, whether they have worked with a trainer, or are owner trained and either it is approved, or it’s not. That is something that we are hoping to do in Saskatchewan in the future and have more structure in place,” Dreger said.

Dreger has been working with her local MLA in Moose Jaw towards having legislation put in place to make things more structured with it comes to Emotional Support Animals and Service Animals in the province and hopes that within the next five to seven years, we will begin to see some changes being made.

Warman RCMP – Single Vehicle Collision and Sudden Death Investigation

On December 26, 2019, shortly after 4:00 a.m., Warman RCMP received multiple reports of a male walking in the middle of Highway #11 between Warman and Corman Park Industrial Road. Officers attended and located a 19-year-old male who appeared to be suffering from hypothermia. EMS was called and the 19-year-old male was taken to hospital in Saskatoon.

As officers were continuing to investigate they located a vehicle in the west ditch of the southbound lane of Highway #11. Investigators determined the vehicle belonged to the 19-year-old male.

Officers conducted a search of the area and at 6:30 a.m. located a second 19-year-old male who also appeared to be suffering from hypothermia. RCMP officers immediately requested EMS and an ambulance was dispatched. The officers carried the male and placed him inside their police vehicle to keep him warm and provided first aid until the ambulance arrived. The male was transported to hospital where he was declared deceased at 1:40 p.m. on December 26, 2019. An autopsy will be conducted at a date yet to be determined.

As officers were unsure how many people may have been travelling in the vehicle, a thorough search of the area was conducted with the assistance of RCMP Police Dog Services, Saskatoon Fire Department, and Saskatoon Police Services Air Unit. No additional individuals were located during the search.

The investigation into the initial crash and the vehicle entering the ditch is continuing.

Christmas Tree Collection Site

Christmas Trees can be dropped off at the Composting/Grass Clipping site along 10th Ave South, south of the off-leash dog park. Residents are reminded: -Remove all lights, ornaments, tinsel, string, garland, tree stands and any other decorations -Do not dispose of artificial trees or other yard and household waste (only live Christmas trees will be accepted) -Do not bag or wrap your tree (including recyclable tree bags) -Please do not deposit any Christmas trees at the Yard Waste Composting Site (10th Ave. S) -Please do not stack or place trees in a manner which may cause them to easily topple over, or in an area which impedes vehicular or pedestrian traffic

Water Meter Read/Estimate Schedule

Between the months of October and May, the City puts in place an alternating schedule that includes meter reading for half of the City.

The alternating schedule is in place during these months due to extra time required to complete city-wide, month to month meter reads. Changes to seasonal staffing, colder temperatures, inclement weather, higher priority maintenance issues in cooler seasons, are all contributing factors in encouraging residents to provide their own meter reading.

The preferred dates to submit your reading is between the 19th and 24th January- South estimated or submitted, North reads February- South reads, North estimated or submitted March- South estimated or submitted, North reads April- South reads, North estimated or submitted Note: Kinsmen Crescent Residents are included with and should follow South Scheduling WHY SHOULD YOU PROVIDE US YOUR METER READ? Your water bill will be based on actual consumption preventing you from being over billed or under billed Days of usage may be higher when an estimate is used resulting in higher billing. A water meter read will ensure accuracy.

Estimates are based on prior usage, including summer months where water usage is typically higher. Actual water use in winter months will likely be lower resulting in a lower actual bill.

SNOW AND ICE CONTROL PROGRAM – What You Need to Know

The program aims to facilitate the handling of emergencies by Police, Fire, and Ambulance services during the winter months, reduce the hazards of icy conditions to motorists and pedestrians, and minimize the economic losses to the community and industry resulting from unsatisfactory winter driving conditions.

Information on general program procedures and the City’s Priority Map is available online at Martensville.ca, but here are a few ways you can help our crews keep our streets as clear and safe as possible: - Do not shovel, blow, or push snow from private property onto the street – this causes snow ridges on your driveway when our plow cleans your street.

- Do not plow or pile snow on streets – this can block access to manholes and water valves and be a safety hazard.

- Clear your driveways in advance of the city’s snow clearing operations - this helps our operators clear your street more efficiently.

- Do not park your vehicle in an area where it could obstruct snow removal procedures this hinders our operations and could result in a snow ridge blocking your vehicle in place.

- Do not leave large piles of snow at the corners of driveways – this snow can be caught by a raised snow-gate blade and topple over into your driveway or the street.

-Prevent snow from piling up on the front of your driveway by moving it near your tree/ lawn areas behind your walkway.

-Watch for posted areas for Snow Removal- In case of snow and snow removal, crews need to have roads cleared of all vehicles on posted streets. If you are going out of the City over the holidays, please have your vehicles off City streets. Vehicles left on the street per the traffic bylaw are ticketed and towed (to a non-posted area).

-Stay Clear of Sanding Trucks- Crews apply a mixture of salt and sand on our streets and intersections to ensure safer driving conditions. If you are near or behind the sanding truck you are reminded to stay back 15m to allow the truck to disperse materials and to prevent materials from potentially hitting your vehicle.

Our crews strive to delivery excellent services, however sometimes weather can be unpredictable, and snow and ice control activities may vary. Every reasonable effort will be made to remove snow and ice and create safe driving and walking conditions in a timely manner.

Information on Coyotes Around Urban Areas Coyotes have been spotted in areas around Martensville. There are several things you can do if you have an encounter with a coyote and discourage them from coming near more populated areas.

• Do not approach, allow coyote to escape by identifying and maintaining escape routes • Never feed the animals • Do not turn your back or run • Act assertive, yell and wave your arms (act big, bad and loud) • Keep pets away to avoid creating additional stress for the animal • Ensure household garbage is securely stored in garbage bins, store bird seed, compost and pet food so it cannot be accessed.

• Clean up fallen fruit • Pick up dog feces and be aware that dog urine may also attract coyotes • Do not allow your pets to roam freely, and keep dogs on leash If the coyote is acting unusual (approaching people, limping, staggering or acting confused) do not approach, contact City Hall, or the regional Conservation Office or the RCMP outside regular business hours.

Warman RCMP – Man Dies In Workplace Incident

On December 20, 2019 at approximately 11:40 p.m., Warman RCMP responded to the report of 41-year-old male trapped in a grain mixer on the site of a business in the RM of Corman Park, SK.

Medavie Ambulance, Osler Fire Department and STARS were on scene and assisting.

The large grain mixer was cut open by the Osler Fire Department and the male was extracted from the grain mixer. His injuries were severe. Attempts to revive him were unsuccessful and he succumbed to his injuries on the scene.

A Saskatchewan Coroner attended the scene and will be performing a complete autopsy and a federal Occupational Health and Safety (OHS) Labour Affairs Officer will be attending the site. Warman RCMP continues to investigate the incident.

Martensville PeeWee AA are Champs at Sask Challenge Cup Submitted

The Martensville Peewee AA hockey team, coached by Chris Mathies, played in the Saskatoon Challenge Cup at the Gemini this past weekend. It was a 32 team tournament with teams from Minot, Yellowknife, Alberta and Saskatchewan. Martensville was undefeated after six games and won the final 6-5 against the West Central Wheat Kings in double overtime! Kazden Mathies scored the winning goal and Corban Almen made the all-star team. Below: Martensville PeeWee AA Champs.

Community Shows Support For Bottle Drive Fundraiser

Happy New Year! Hope you had a good time over the holidays just like Canada! The 2020 World Junior Championship got started on December 26th and wrapped up on Sunday. Team Canada had a tough start to their Preliminary Round schedule as they opened the tournament with the United States on Boxing Day and then had the Russians in their second game.

Canada started the tournament a little slow and let the US take a 2-0 lead after the first period. Then the Red and White woke up and tallied three goals in the second to take the lead into the final frame where it was classic Canada vs US. Canadian Captain Barrett Hayton scored 10 minutes in to give Canada a 4-2 lead but just two minutes later the States came back within one.

With four minutes left in the game the US tied the game at 4-4, but only for seven seconds, as projected number one overall pick Alexis Lafreniere, buried a goal to give Canada back the lead.

We would then add an empty netter to make the final score 6-4. The next game didn’t go so well for our boys. Canada gave up three goals in the first period and were forced to swap Goalie Nico Daws for Joel Hofer in the second.

That didn’t seem to help as the Canadians suffered their worst ever loss at the World Juniors by a score of 6-0 for the Russians. This game was a turning point for Canada as they moved on to play the “easier” teams in their pool.

Canada stuck with Hofer in net and went on to beat Germany 4-1 and the host Czech Republic 7-2 before hammering Slovakia 6-1 in the Quarter-Final. In the Semi-Finals Canada avenged last year’s loss to Finland with a 5-0 win to play for the gold against.. you guessed it..

Russia.

With the Canadian team hungry after their earlier loss to Russia this was a true battle of the top teams in the tournament. The opening goal wasn’t scored until the 9:37 mark of the second period when Russia went up 1-0 on the power play. Then Canada came back with a 5-on-3 goal to knot things at 1-1. Russia would get one more before the period ended to take a 2-1 lead into the third. The Canadians found themselves down 3-1 when Russia scored 8:46 into the final period. Canada bounced back and cut the lead back down to one just 34 seconds later. At 11:21 the Canadian Captain Barrett Hayton struck again to make it 3-3 with nine minutes to play. Then it was time for the unlikely hero Akil Thomas to score his first of the tournament to give Canada the lead with just under four minutes to go.

The Russians battled but Canada held strong, killing off a penalty in the final minutes to seal the gold medal for Canada, their 17th World Junior Championship Gold. Canada’s top prospect Alexis Lafreniere was named Dr. Brian Meyer Dr. dacre hamilton the tournament MVP, despite missing two games with injury, he tallied four goals and six assists for 10 points in just five games. Sweden won the bronze medal game 3-2 over Finland.

The community of Martensville has stepped up once again to help out a local family in need. In a fundraiser organized by the Martensville Initiation Sharks, which took place Thursday, January 2nd, a huge amount of bottles were collected throughout the community, with all funds going to the Kortmeyer family, whose son is a member of the team.

Bobby Kortmeyer, a Martensville resident and father of four, was recently diagnosed with Hodgkin’s ABOVE: Bobby Kortmeyer Lymphoma and the team wanted to step up and help the family out as Bobby undergoes chemotherapy and is unable to work.

“Thank you, not just for the donations, but for the support and good job coming together and gaining this success,” Kortmeyer said regarding the massive outpouring of support shown throughout this fundraiser.

In total, two trailers of bottles were collected and through the Sarcan Drop & Go program throughout the province, bottles can still be donated by entering the phrase ‘martensville initiation sharks’. “We will keep it open until the end of the month, so please spread the word. Thank you everyone for all your support so far,” one of the organizers of the fundraiser, Chantelle Higgins, noted on social media.

A GoFundMe page was created to help the family through this difficult time as well, with a goal of raising $30,000. SPORTS City Provides Full Upgrade to Community Outdoor Rink Shanine Sealey, Martensville Messenger

Winter has been surprisingly kind to us so far this year, and many local residents have taken advantage of this by getting out onto one of Martensville’s outdoor rinks.

The community has two outdoor rinks; one full sized boarded rink located next to the Sports Centre and a small un-boarded rink in Kinsmen Park next to the Kyle Syrenne Skateboard Park.

“The full size rink had a full upgrade this year. The wooden board system has been replaced with an aluminum frame and puck board system. The chain link above the boards was also fully replaced,” Ted Schaeffer, City of Martensville Recreation Director, said.

The boarded rink is reserved for skating only on Wednesdays from 5:00-8:00pm and Saturday from 2:00-5:00pm. All other times are available for shinny. The small unboarded rink is for skating only.

“Outdoor rinks provide a great benefit to the community. They provide a facility for skating and shinny that is readily available at no cost to the community. They are a great place for people, young and old, to socialize, be active and healthy and just have fun,” Schaeffer added.

Moe Should Surprise Us More in 2020

As Premier Scott Moe moves towards the predicted October 26 election, maybe the best thing he could do is surprise us a bit more in 2020. That might include moving up the election date to June or April to keep this current term closer to the traditional four-year mandate.

The surprise of an earlier election call; and perhaps a few other surprises from Moe, would be welcomed.

Admittedly, that hasn’t exactly been Scott Moe’s style. For both good and bad, politicians develop a certain style and Moe’s calling cards has been to deliver on what he said he would do. For example, upon winning the Saskatchewan Party leadership (and, thus, the role as premier of the province) Moe promised to fight the carbon tax with every means possible. (Remember him paraphrasing Prime Minister Justin Trudeau’s dad, Pierre Elliott Trudeau’s famous quote “just watch me.”)

It certainly was the politically popular thing to do, likely solidifying the Sask. Party’s chance of winning the next Saskatchewan election regardless of when it’s held, but whether all Moe’s bravado has necessarily had the desired effect of changing anything remains to be seen.

Saskatchewan has already lost at the Court of Appeal and the few legal experts are expecting that decision to be overturned by the Supreme Court of Canada this year.

If it was Moe’s hope that the court challenge would stall things in anticipation of the arrival of an Andrew Scheer/Conservative government that would repeal the carbon tax, that strategy clearly now needs to change.

For better or worse, we are all stuck with the Justin Trudeau Liberal government for a while yet; perhaps, quite a while, given the relative disarray of the federal Conservatives right now. So maybe a more productive approach for Moe would be to work towards change from within.

Of course, this is not the approach anyone expects from the straight-ahead Scott Moe, but maybe Moe and the Sask. Party need to recognize that the element of surprise has been their most effective tool. For example, both the commitment to fight the deficit budget and the resignation of Wall in 2017 came as dramatic and unexpected political developments last decade.

Yet Moe certainly embraced this new direction for the Sask. Party government, promising to carry on with the balanced budget agenda, but to also restore critical funding in education. True to his word, he accomplished both in 2019. Those of you who have been paying close attention to what Moe and the Sask. Party is saying will notice that it’s always been committed to reducing Saskatchewan’s greenhouse gas emissions.

It has been the Sask. Party government position as far back as 2010, to implement some form of carbon pricing. The issue has been what the Sask. Party says is an ineffective federal Liberal tax, but what happens if Moe surprised us by finding a way to work with the federal government to bring forward a new Saskatchewan strategy to fight greenhouse gas emissions?

Standing in the way is the messy matter of the existing federal carbon tax; something that new federal Environment Minister Jonathon Wilkinson is not yet committing to change, but after what Moe described as a rather constructive meeting with Deputy Prime Minister Crystia Freeland followed by Saskatchewan Environment Minister Dustin Duncan’s productive meeting with Wilkinson, is there a possibility of working together?

Of particular interest was the focus on environmental technology that both Wilkinson and Duncan said could actually preserve jobs in the oil sector.

Sure, it’s a bit pie-in-the-sky at this point, but it beats the angry, unproductive confrontation we heard from Moe immediately after the October federal election.

The best thing Moe could do for himself in 2020, and for all of us, really, is to occasionally surprise us.

Happy New Year! 2019 was an amazing year of growth and success that found the right balance for Saskatchewan. Our provincial budget carefully managed spending with no tax increases, and important infrastructure investments for our future. The budget provides record funding for healthcare and education as well as several notable investments, including: • $30 million for targeted mental health and addictions initiatives, including 140 new mental health and addictions beds; • $1.1 million to train police in detecting drug-impaired driving; • $10.5 million increase to Municipal Revenue Sharing, which will keep municipal taxes low; and • $211 million in targeted investments that will benefit Indigenous communities, businesses and organizations, a 4.7 per cent increase from the previous year.

Opposition to Federal Carbon Tax Continues

The start of a new year is an exciting time as it represents renewal, hope and optimism for what is to come.

Unfortunately, the arrival of a new year means a higher Federal Carbon Tax which will cost Saskatchewan families and businesses more.

Your Saskatchewan Party government will continue standing up and fighting this unconstitutional tax in the Supreme Court and making meaningful progress to reduce GHG emissions. Our province and our industries have taken meaningful steps to address our carbon emissions. Technology like zero-till agriculture and carbon capture have done more to reduce our carbon emissions than taxing the people of Saskatchewan. It is time the federal government recognizes our industries and the work they are doing.

Setting Goals for the New Decade

For many of us, a new year and decade inspires goal-setting and plans for improvement. Our government begins a new decade with ambitious goals and a plan to achieve them. Saskatchewan’s Growth Plan goals include growing our population to 1.4 million people and creating 100,000 more jobs by 2030. Our plan also aims to increase exports by 50 per cent, and grow agriculture value-added revenue to $10 billion.

20 actions for the 2020s will ensure the province remains on track to accomplish the goals set out in our plan.

These actions include keeping the province’s finances strong and the budget balanced, building strong communities by investing in infrastructure, and delivering on Saskatchewan’s climate change plan to reduce carbon emissions.

The purpose of growth is to build a better quality of life for Saskatchewan people; to build a strong economy, strong communities, strong families, and a stronger Saskatchewan. We recently learned that our population in Saskatchewan grew by 4,195 people during the 3rd quarter of 2019, to an all-time high of 1,178,657. Martensville Christmas Hamper Program Provides Support to 24 Local Families Shanine Sealey, Martensville Messenger

This Christmas twenty four local families received a special delivery prior to Christmas as the Martensville Fire Department, and other local service groups organized the annual Martensville Christmas Hamper Program.

“I often hear people refer to the hamper program as the ‘Fire Department Christmas Hampers”, however, every year I try to emphasize referring to them as ‘the Martensville Christmas Hampers’, as it really takes the entire community for the program to be a success,” James Taylor of the MFD, explained.

Donations of non-perishable food items, along with toys and monetary donations were collected from various businesses, groups, organizations, individuals and schools from around the community and on Wednesday, December 18th, the hampers were delivered to families in and around Martensville.

On sorting night, Taylor noted that the MFD had help from the 574 “Dakota” Royal Canadian Air Cadet Squadron, the Martensville Guides and Pathfinders Club and the Atom Bandits Hockey team. “As many of the groups have returned to help from year to year, their past experience led to sorting being completed in record breaking time. The only way I can describe it was like watching piranhas. One minute the food was in one giant pile, and the next, it was completely gone and neatly sorted into other piles at the other end of the fire hall.”

The MFD would like to make a special thanks to the Martensville and District Lions Club, Martensville Pharmasave, Martensville Building and Home Supply, Titan Design & Project Services Ltd, 574 “Dakota” Royal Canadian Air Cadet Squadron, Martensville Guides and Pathfinders, Atom Bandits, Ayotte Plumbing and Heating, Wrench Fitness, Curves Physical Fitness Center, Martensville Dad’s Facebook Group, Venture Heights Elementary, Valley Manor Elementary, Martensville High School, and the numerous other residents who contributed in some way.

A&W Canada and Mealshare Partnership Sparks Holiday Cheer in Saskatchewan

A partnership between A&W Canada and Mealshare last month saw almost 32,000 meals donated to youth in need, ahead of the original target.

"It's been such a pleasure working with A&W," says Mealshare Co-Founder Andrew Hall. "We're thrilled about the 32,000 meals they were able to provide over the month of November. This will make a big difference for the youth we serve!"

For every Mushroom Mozzarella Combo that was purchased at participating A&W Canada restaurants in Saskatchewan between October 28 and December 1, one simple healthy meal is provided to a youth in need through a variety of organizations.

"We've always known our franchisees and guests in Saskatchewan have incredibly huge hearts. Their generosity and love for their communities consistently inspires us at A&W," says Susan Senecal, President and Chief Executive Officer at A&W Canada. "With the holidays coming up, this initiative really showcased their giving spirit, and I'm so thankful that we were able to work with Mealshare to provide meals to youth in need."

All A&W restaurants across the province participated in the Mealshare partnership. Some small-town restaurants, like Meadow Lake, Swift Current, Prince Albert and Rosetown, donated more than 1,000 meals each.

"Our guests are really the driving force behind initiatives like the partnership with Mealshare," says Rick Farrell, owner of the A&W restaurant in Rosetown. "They always step up in a big way, and it's thanks to them that we were able to not only meet our goal, but also exceed every expectation that we had and support youth in need."

Local charities receiving donations from the partnership include the Kindersley & District Food Bank, the Boys and Girls Club of North Battleford, the Swift Current Salvation Army, the Wynyard & District Food Bank and the Saskatoon Food Bank & Learning Centre. "When we first heard about this initiative, about the good it could have in our community and that fact that it would go towards feeding young people in need, there was no question—we had to be a part of it ," says Laverne Hannotte, an A&W franchisee with restaurants in Swift Current and Meadow Lake. "We're a part of the community, and it's important to us to support our community every chance we get."
