Snowmobiles In The Parks Are Not Permitted The City of Martensville has received numerous complaints about snowmobiles being driven through city streets, parks, municipal reserves and drainage systems. The use of snowmobiles in parks is a safety concern as well as a maintenance issue due to the potential damage to trees, trails, plantings, and other landscaping.

Snowmobiles operating in the parks are subject to fines under the Snowmobile Bylaw.

Warman Artist Receives $12,000 SK Awards Grant

Warman artist Ray Keighley received a $12,000 Indigenous Peoples Art and Artists grant from SK Arts to produce six paintings and a wood carving dealing with the mystic animal and reconciliation styles he works on with his art.

At the most recent grant deadlines, SK Arts awarded funding to 90 individuals and organizations, totaling almost $800,000. Civic Services During the COVID-19 Pandemic What You Should Know!

City Hall is Open, however with some guidelines currently in place. Continue to utilize online and contactless options when possible. Please do not visit City Hall if you are feeling unwell, experiencing flu-like symptoms or have been in contact with someone who is presumptive or tested positive for COVID-19.

Residents and Customers are encouraged to carry out transactions electronically such as online banking, preauthorized payments or TIPPS. Cheques may also be dropped off in the drop slot at City Hall.

The City had implemented a number of measures to assist property owners and businesses during the pandemic, including extending the Property Tax deadline from July 31st to October 30th. Property Taxes are now due with interest charges on overdue accounts now accruing.

Stay Informed! - The City of Martensville has created a dedicated webpage to provide information, updates, and additional resources around the COVID-19 pandemic. This page is accessible through the homepage at Martensville.ca. Please continue to follow us, media sources and information from the Province of Saskatchewan for the most current information around updates or new measures for the prevention of the spread of COVID-19 Use of Masks are Mandatory in Saskatchewan - Residents are required to wear non-medical masks in indoor public spaces to reduce the risk of COVID-19 transmission. Protective Services - There are no changes in duty or status to Protective Services such as the RCMP, Martensville Fire Department, and Ambulance Service.

Water and Sewer - These services remain unimpacted and unchanged, including water quality testing. Meter reading will continue to take place under the Read/Estimate schedule; however, staff will not be doing reads of meters located inside of homes or occupied buildings. In these cases, estimates will be taken or reads can be provided into City Hall. In respect to water and sewer emergencies, city staff may not be able to enter resident homes at this time and private contractors should be considered.

Water Meter Read/Estimate Schedule - The Water Meter Read/Estimate schedule is in place continues to be extended into foreseeable future. Visit Martensville.ca, ‘Reading Your Water Meter’ for schedule information or watch Facebook for reminders about submitting your reading.

Utility Accounts - Water service will not be discontinued due to non-payment or overdue account status.

Garbage and Recycling - Services remain in place and on schedule with no anticipated service delays at this time. Organics collection has now closed for the season and will recommence in May 2021.

Road Maintenance - will continue as required and is not expected to change at this time.

Playgrounds, Parks and Sports Fields - Playgrounds are currently open. Sports Fields have reopened but users should continue to follow activity guidelines as may be provided under the Provincial Re-Open plan. Trails and passive park spaces remain open for use, but we continue to urge residents to incorporate safe practices.

Water Line Freeze Ups- Service Interruptions

If you have an interruption of water service to your home, you may have a waterline freeze up.

If you experience a waterline freeze‐up, or any other interruption in service, please call (306) 931‐2166 to report your issue.

Snow Removal – Safety Reminders

The Snow removal program aims to reduce hazards in the community, ensure roadways for emergency vehicles, and provide access for to goods and services in the community.

-Watch for posted areas for Snow Removal- In case of snow and snow removal, crews need to have roads cleared of all vehicles on posted streets. If you are going out of the City over the holidays, please have your vehicles off City streets. Vehicles left on the street per the traffic bylaw are ticketed and towed (to a non-posted area).

-Stay Clear of Sanding Trucks and Snow Removal Equipment- Sanding and Snow Removal Equipment make frequent stops or may change direction at any time. If you are near or behind the sanding truck or snow removal equipment you are reminded to stay back 15m to ensure heavy machinery can safely operate and sanders can spread materials in intersections without risk to your vehicle.

-Snow Dump Area is Restricted- The snow dump area located along 10th Avenue S, is a restricted area for city crews and contractors to dump and pile snow. This is not a recreational area and we ask that the public remain out of these areas due to potential hazards.

Schools Out! Program Provides Wide Variety of Options During February Break Shanine Sealey, Martensville Messenger

The month of January seems to be flying by and before we know it, February break will be here. For parents looking for something to do to keep their children active, the City of Martensville has you covered. They will once again be offering the Schools Out! Program, which will take place from February 16-19. This hour-long program is designed for children ages 5-12 and will include a variety of both physical activities, as well as STEM projects taking place at the North Ridge Community Centre.

Some of the activities included in the Schools Out! Program are snowshoeing, Generation POUND, snow volcanos, Winter Bootcamp, Instant snow and much more. Each day will consist of a new activity.

Jamie McCulloch, Recreation Program Coordinator II for the City of Martensville, will be the main facilitator for this program and advises that parents are asked to ensure their child brings the following items; Snow suits, winter gear, boots, indoor shoes, a mask and a water bottle.

“All of the programs will happen at the North Ridge Community Centre. We will be utilizing the trails somedays and will spend time outside in order to construct some of the STEM projects we have planned,” McCulloch explained.

This program will follow all COVID precautions that are required through the Government of Saskatchewan and the Saskatchewan Health Authority. All participants will be required to wear a mask both inside and outside while participating in the program. Each child will receive their own pre-packaged set of equipment/materials to reduce contact between objects and the participants. Sanitizing will be required upon arrival and each time activities are switched. A distance of six feet between children will be mandated during activities and during physical activity, a distance of three metres will be required. In addition, all adults must fill in and return a COVID release form that asks if anyone is experiencing flu/cold like symptoms to stay home.

There are two options available – full week, which will include Tuesday to Friday and is $15, along with different time slots to choose from.

“Families can pick the time slot that works best for them to attend the program,” McCulloch said.

Registration for the Schools Out! program opened on January 18 and availability is limited.

Martensville Library Offers At Home Activities to Help Bust the Winter Blues Shanine Sealey, Martensville Messenger

For those looking for activities to keep them busy as the weather gets cooler, the Martensville Library has a few options available.

Currently, the Martensville Library is not offering any in-person programming, and have no plans to provide any in the immediate future, but at home options include:

- Take & Make Kits with a new one every week - given out on first come first get basis. “We make up a certain number of kits to hand out and when they are gone they are gone,” Marla Skomar of the Martensville Library explained.

These kits are mainly created for children. Visit the Martensville Library Facebook and Instagram pages each week to see the activity being offered.

- 2021 Winter Reading Book Bingo for kids that runs until March 6th. Sheets are available at the library and participants earn prize entry into prize draws.

Saying Farewell to the OK Corral

The OK Corral is a familiar name to many in the area with many of us having attended at least one, if not numerous events there throughout the years, and have fond memories of owner/operator Ray Kneeland, his family and the many workers/volunteers that we encountered. The time however has come to say goodbye to the OK Corral as we knew it. Kneeland has made the decision to sell the property and has relocated to Martensville.

Having grown up on a dairy farm in Stettler, AB, Kneeland attended a local rodeo with his father as a kid and from there, had an ongoing dream to be a part of the rodeo world. In 1983, the 40acre property that the OK Corral is located on was purchased and that dream began to become a reality.

Initially, the property consisted of nothing more than a house with a few outbuildings; however, by the mid-90’s the outdoor riding area and sound booth were built, followed by spectator bleachers.

Over the years a dance pavilion, kitchen, concession booth, washroom and shower facilities along with full rodeo pens and ABOVE: Ray Kneeland equipment were added.

In the 90’s, the OK Corral created a local 4H Club, which included approximately 50 children and with the popularity that came from that, a family riding club was created with over 100 participants.

“It was my little dream world. I had always been thinking of having a rodeo and a friend of mine suggested that I host a high school rodeo there, so I got ahold of some people and we put something together. I wound up having two high school rodeos a year for about fifteen years,” Kneeland explained.

From the very beginning, Kneeland decided that proceeds from the high school rodeos would go towards TeleMiracle. After attending a mini Telemiracle event in Martensville and hearing how the financial assistance made such a difference in so many lives, Kneeland has made it his mission to raise money for the annual fundraiser, having raised approximately $460,000 over 25 years. “From the get-go, it just grabbed me and I thought that it was something more than worthwhile doing and then just went for it with raising money for TeleMiracle,” Kneeland stated.

Money was raised not only through the rodeos, but from gymkhanas, dine and dance events, week-long trail rides, raffles for gas cards worth $1000 and more. “I still want to be involved with TeleMiracle. I am stalled out right now, but starting to think ‘Oh golly, what can I do to come up with some ideas on how to raise more money.”

Kneeland’s hard work and dedication did not go unnoticed as in 2013, Kneeland was presented with the Hal Rogers Fellow Award by the Kin Canada Foundation at ABOVE: Ray Kneeland with Lexi Hicks at the TeleMiracle 37. By receiving this OK Corral. award, Kneeland joined a very illustrious group that have also been presented with the Hal Rogers Fellowship including; Wayne Gretzky, Celine Dion, Pinball Clemons and Bob McGrath to name a few.

In addition to the Hal Rogers Fellow Award, in April of 2016, Kneeland was inducted into the Canadian Western Agribition Hall of Fame in honour of the many years of service that he spent doing hoof trimming. Having first begun his career in hoof trimming in 1969, Kneeland likes to state that for 48 years, he was in the cattle business “at the ground level.” He spent 45 out of those 48 years trimming at the Agribition and was honoured when they inducted him. “I have always said that I have never worked a day in my life because I always thoroughly enjoyed what I was doing. For all those years that I was doing cattle hoof trimming, it never seemed like work to me. Work is doing what you don’t like; that was my theory,” Kneeland said. Kneeland has been forced to slow down due to a bout with prostate cancer and a broken hip.

This year, Kneeland will be turning 79 and when asked is he will miss life at the OK Corral, his answer is, “I won’t because I have all those memories that are going with me. It’s time to see where life goes from here on.”

“Thank you to the people that helped build everything up and all of the volunteers that we had over the years. We always had compliments on the friendly attitude that everyone had out there. It was my dreamworld and it means the world to me when I hear people say how much it meant to them. Thank you to everyone in the community for their support over the years. SPORTS Funding Provided to Support Junior Hockey

On January 15th, the Government of Saskatchewan announced funding to support the province’s Western Hockey League (WHL) teams and the Saskatchewan Junior Hockey League (SJHL). This support will help the survival of these leagues and their teams in Saskatchewan in the face of the challenges created by the COVID-19 pandemic.

“Our junior hockey teams are a critical part of the cultural fabric and local economies across the province,” Trade and Export Development Minister Jeremy Harrison said. “Necessary restrictions due to COVID-19 have had a significant impact on these leagues and their teams and this support will help them address these financial challenges.”

The provincial government is providing $3 million in support to help WHL teams address revenue shortfalls as a result of COVID-19 restrictions. Each of Saskatchewan’s WHL teams will receive $600,000.

The SJHL will receive $1 million in provincial support. This funding will be provided to the League.

Provincial government officials continue to work with the WHL, the SJHL and other sports leagues on options for a safe return to play in the future.

“COVID-19 has had a devastating impact on our five Saskatchewan-based WHL teams and we commend the Government of Saskatchewan for providing this assistance at such a critical time,” WHL Commissioner Ron Robison said. “Our WHL Clubs are a vital source of community pride and major economic driver in Swift Current, Moose Jaw, Prince Albert, Regina and Saskatoon, and the support from the Government of Saskatchewan will not only allow the teams to remain viable but will ensure we can continue to provide a world-class development and educational experience for our players.”

“The SJHL, which consists of community owned teams, has been in a state of uncertainty due to COVID-19 during the past several months,” SJHL President Bill Chow said. “The financial support that has been provided by the Saskatchewan Government creates a more positive outlook for our teams.”

“Hockey is our national pastime and a vital part of our community and others across the province,” Moose Jaw Mayor Fraser Tolmie said. “This provincial government funding is very timely and very much appreciated as we work together to address the impacts of this pandemic.”

Moe’s Status Quo Restrictions are a Gamble

For the remainder of the month, Saskatchewan will remain under the restrictions that don’t permit you to have visitors to your house or allow you to go out to a restaurant or a bar with more than a total of four people. The critical question is whether we would have to be under other circumstances.

This is in no way to be taken as an endorsement of the nonsense from the anti-mask crowd peddling their idiocy that the COVID-19 pandemic isn’t real or that their personal freedoms are somehow more important that any societal commitment they have not to spread the virus.

The novel coronavirus is all too real, becoming both increasingly common and increasingly deadly in this province.

As of the writing of this column, we have seen 18,770 COVID-19 cases in Saskatchewan including 3,420 cases and 49 deaths already before the halfway point of this month. Last year, we didn’t see as many cases as we’ve so far seen in January until Nov. 4 and we didn’t see that many deaths until Nov. 12.

Such numbers underscore that not only our fight with COVID-19 is real and getting harder but is also a fight we may be losing. So this takes us back to the question: Why did the government not do more?

At the press conference last week, Premier Scott Moe and Chief Medical Health Officer Dr. Saqib Shahab decided to extend current restrictions until Jan. 29.

Moe justified the decision by explaining that Saskatchewan was having success in December before what he describes as a “Christmas bump” and went so far as to suggest the January numbers haven’t been all that bad or much worse than elsewhere. At least on the latter points, Moe is incorrect.

Again, as of the writing of this, we are experiencing the highest daily averages, highest hospitalizations and ICU admittance and highest death totals. By all unbiased statistical measures, January 2021 has been the worst.

It’s also now worse than just about anywhere else.

We certainly have surpassed Quebec and Ontario in daily per capita cases. And, as it stands now, we are going in the wrong direction; this isn’t what is happening elsewhere.

Manitoba was facing dangerous numbers of 300 to 400 new cases a day — even after Progressive Conservative Premier Brian Pallister issued a severe clamp down that ticketed those attending church services, limited what big box stores could sell to avoid pre-Christmas shopping traffic and stopped people from travelling from one area of the province to another.

The outcry was loud from many sectors of that province and the positive results in Manitoba were not necessarily immediate.

The novel coronavirus was rampant in Manitoba nursing homes, which is why deaths in that province have far out-paced deaths here. But as it stands right now, Manitoba is seeing its daily case numbers below 100 and its death toll fall.

Sadly, the exact opposite is happening here in Saskatchewan.

For that reason alone, it seems strange that Moe would call for more of the same for the next two weeks. Perhaps the Premier and his health officials will be right that the high numbers of today are just the hangover after Christmas and New Year’s.

They are certainly right that any such lockdown is hard on business. One surely does sympathize both with the struggle businesses are going through and the tough choices Moe must make, but what if doing the same thing isn’t doing enough?

If we are experiencing large-scale COVID-19 community spread right now, is it logical to think doing more of the same will actually work?

What if, by the end of this month, we find out that all that’s been accomplished is postponing a necessary clamp down? Moe and the rest of us are taking chance.

Trudeau’s New Taxes Add Insult to Economic Injury Why Trudeau’s plan to ramp up Taxes & regulations during an economic crisis is a surefire recipe for disaster

2020 has been an incredibly challenging year for Canadians from all walks of life. CFIB predicts up to 225,000 Canadian businesses could close forever due to COVID-19 lockdowns, family members have been lost, jobs remain scarce, and we find ourselves in the middle of a deeply unstable global political climate. Surprisingly, this Liberal government decided that now, during the second wave of a pandemic, was the right time to increase taxes and make Canadians pay more.

Yet, instead of giving employers room to breathe, walking back his planned Carbon tax increases or at even merely postponing the Fuel Standard, Trudeau’s Liberals have been sprinting in the complete opposite direction. In December of last year, the Liberals announced that they would triple the Carbon Tax. This increase will mean that Canadians will pay more for groceries, home heating and add up to 37.57 cents per litre to the cost of gas. They are also introducing a new Fuel Standard, which will make gas, groceries, and home heating more expensive, despite too many Canadians still being out of work. Even the Atlantic Canadian provincial Liberals are raising concerns about this Fuel Standard.

Justin Trudeau also introduced new taxes on workers, businesses, and everyday Canadians. The Liberals are moving forward with an increase in payroll taxes, and their alcohol tax.

This means that Canadians will see less take-home pay and more costs.

We can no longer continue with this completely unsustainable “credit card” economy. Currently, the Liberal government has reached a record level of deficit spending, largely financed by the Bank of Canada. This is not sustainable.

We need long term growth that paves the way towards prosperity through a focus on producing the goods and services the world needs. The failure of the Trudeau Liberals to see this will mean that Canadians will be worse off on the other side of this pandemic.

The Liberal’s pandemic tax increases aren’t the policies of people who are genuinely concerned about the wellbeing of hardworking Canadians. These are the policies of out-of-touch Liberal elitists who fail to see the damage they are causing to workers and businesses. That is why my colleagues and I fought hard in the House of Commons to delay these punishing tax increases. Shamefully, the Liberals voted against our motion and for tax increases.

Conservatives are here to offer practical solutions that deliver sustainable prosperity, coupled with a realistic plan to tackle emissions that doesn’t rely on punitive taxes and energy austerity. Canada is in desperate need of a change in Ottawa, and under the leadership of Erin O’Toole, I am confident we will present a feasible, sustainable, and inclusive COVID-19 recovery plan that puts hardworking Canadians first and unleashes Canada’s economic potential.

On Thursday, January 14, Rosthern RCMP responded to the scene of a serious single vehicle collision on Highway 11, approximately 1 km south of Neuanlage. Local EMS, Fire Department as well as STARS Air Ambulance were called to the scene as well.

Morgan Miller, a 17-year-old from Prince Albert, was on his way home from Saskatoon when he saw a vehicle in the ditch and decided to stop and offer his help. While on the side of the road working on pulling the vehicle out of the ditch, Miller was struck by another vehicle that had lost control on the road.

As on Tuesday, January 19, Miller remains at Royal University hospital in Saskatoon with serious injuries.

Since the accident, a GoFundMe page has been created, which was originally made to help pay for medical expenses required; however, Miller’s parents have since noted that all money raised will be donated to STARS Air Ambulance. “We have been advised that there is a GoFundMe me page for Morgan and we are overwhelmed and humbled by it. We just want to let people know that any money donated will be given on behalf of Morgan to Stars Ambulance,” the parents stated.

Brendan Miller, Morgan’s father, was providing regular updates regarding his son’s condition on Facebook, and while awaiting updates on Thursday night, took time to recognize the others that were involved in the tragic accident. “I want to be so angry, but I’m sure the people that lost control of the car that hit him are in a bad way tonight as well. I would be. They could use some prayers too,” Brendan posted.

An RCMP Reconstructionist was called to the scene of the accident to investigate in order to determine what happened.

Authentic Mexican Grill Soon to be Added to Dining Options in Martensville Jocelyn Ottenbreit, Martensville Messenger

Residents of Martensville will soon have another cuisine option available to them when it comes to eating out or ordering in. Guac Mexi Grill will be opening their doors soon within the city and according to owner Jess Patel, with it brings a whole new palate profile of flavour.

“Mexican food is among the world’s most tasty and Martensville has a few great options to dive into. That said, compared to some other countries out there, Mexican food is rather under-served, so it’s with great pleasure that we would like to announce that Guac Mexi Grill will be opening soon,” Patel said.

The new restaurant will be located at Bay 3 – 40 Centennial Drive North, between Tim Horton’s and KFC and will offer high quality Mexican food in a friendly, cozy, dine-in atmosphere with a wide variety of options available for eating in, or picking up to take home and enjoy.

Patel, who currently owns another restaurant in Martensville, has over seven years of experience in the restaurant industry, and is proud to note that “Guac Mexi Grill offers fresh, authentic Mexican food, made with all-natural ingredients; meaning no preservatives or artificial flavours and all chicken is 100% grain fed. Natural food is becoming more popular and it is great to see another such location pop-up in our city.”

The menu offered at Guac’s Mexi Grill will include burritos, tacos, quesadillas, nachos, taco salad, enchiladas, and for dessert options, there will be churros, brownies, cookies, chips, and more. “It’s an extensive menu of quality food, with you choosing each and every ingredient that goes into your item of choice,” Patel explained.

Patel also noted that there will be something to suit everyone’s tastes available with meat options including; chicken, steak, ground beef, barbacoa, carnitas, and shrimp.

Fillings include Mexican rice, black beans and pinto beans; toppings include romaine lettuce, shredded cheese, tomato, pineapple, jalapeno, fresh limes, and more. Sauces offered are various salsas, cilantro lime, sour cream, hot sauce, and, of course, guacamole.
