Martensville Information and Visitor Centre Seeks Funding From the City Of Martensville Shanine Sealey, Martensville Messenger Representatives from the Martensville Information & Visitor Centre attended the January 9th Committee of the Whole meeting to discuss the funding partnership they have had in previous years with the City of Martensville. Since 2015, the City of Martensville has provided a total of $30,000 to help with the operating costs to run the Centre. In addition, the City of Martensville provides space within the Civic Centre for the Centre to operate within.

Lori Morphy, the MIVC President, spoke passionately about the various programs and services that the MIVC provides for the community. Originally known as the Martensville Community Access Centre, the MIVC has rebranded themselves to become the ‘hub’ of the community, providing a wide range of information, resources, programming and services as well as organizing Canada Day each year.

Following the presentation, Kristee Lynn Adrian, the Information & Visitor Centre Coordinator, discussed the difficulties the MIVC has each year finding funding to continue to be operational. “Funding is not easy with the type of non-profit that we run and operating costs aren’t usually covered under grants. Funding is never a simple solution and each year we either re-invent ourselves, let some of our programming go, or add more to our plate, but never increase our capacity at the same time. It’s a huge balancing act just to ensure the funding is in place to keep the Information Centre in the community,” Adrian said. When approaching Council, Adrian said each year, they ensure they can offer something in return and if there is something that is needed in the community, they will do what they can to help ensure that it can be provided. “We want to be able to provide as many resources and services to the community as possible and we want to be able to extend our hours to do that, but again, in order to extend hours, we either need volunteers or funding in place in which to do that,” Adrian added. The MIVC does offer some evening hours, and for summer months they work to find a grant that will allow them to bring in a summer student, which helps them keep the office open later.

Between Adrian, Morphy and the board, the passion for the MIVC is evident. Although it is a small group, the amount of time and effort put into ensuring the community has an Information & Visitor Centre and that they can provide additional services regularly is incredible. “It’s a tough task

We want to maintain what we offer and be able to help the people that come in here looking for information,” said Adrian. Adrian also added that it is nice to be able to offer that “in-person” support for people. “Some people like talking to people in person and I think that is missing in our society right now. Often there isn’t someone there that can help, or it’s not their job role.

That’s what we are here for and that is the passion behind everything that keeps the Centre going.”

This year will mark the 10th year that the MIVC has organized the Canada Day event in Martensville.

In order to run this event, the MIVC looks for grants and sponsorship to be able to provide a free family event for local residents. Currently, the Canada Day Committee meets once a month and is always looking for more people to come out and lend a hand organizing the event. “Those involved don’t even have to be here on Canada Day. We are looking for support

leading up to it. We want to be able to increase Canada Day, but we are at a standstill. We just don’t have the support in place to make the bigger things happen.”

The next meeting takes place Monday, January 29th from 7pm-8pm.

Plans for 2018 are to be able to extend services, hours and resources currently being offered and to continue working with the City of Martensville as well as Tourism Saskatoon and Tourism Saskatchewan. Since the inception of the Martensville Chamber of Commerce, now Prairie Sky Chamber of Commerce, the MIVC has offered their time and services with helping assist where they can. Plans to continue two of their popular services “1 on 1 Computers” and “Ah-Ha Homework Club” are in place, as both programs have become quite popular within the community. An upcoming opportunity will once again be the free income tax program, which is in place to help those with modest income and a simple tax situation. Those wishing to utilize this service can contact the MIVC to book a time slot.

Council Approves Changes in Arterial Road Speeds

At the December 19th Council meeting, Mayor Muench requested a discussion item regarding the speed limit on Main Street East of 10th Avenue. The current speed is 40km/hr and through the discussion, it was agreed that Council would like that limit increased. Joe Doxey, Director of Infrastructure and Planning, informed Council that his department was working on a review of the speed limits on Martensville’s arterial roadways, including Centennial Drive, Main Street, 10th Avenue and 9th Street North.

Details on this were then presented to Council at the January 9th Committee of the Whole meeting.

The research began with staff establishing an arterial grid that is both predictable and identifiable. “These roads should be intuitive and predictable so a driver will already gravitate to driving an appropriate speed,” Doxey explained. Doxey continued to explain that the majority of drivers are in general reasonable and travel at a speed which can prevent accidents. Of course reasonable speed can vary dependent on time of day, weather, road conditions and types of vehicles. “Another method we use is a little more of an academic method and follows from the Transportation Association of Canada, Canadian Guidelines for Establishing Posted Speed Limits publishing in 2009. This method follows an evaluation of the road classification, function, physical characteristics and risks of the roadway,” said Doxey.

The reason for this research was due to changes in the areas surrounding the arterial roadways in question, with population increases and roadway improvements.

The construction of the traffic circle located at the Main Street and 10th Avenue intersection modified the functionality of that particular roadway. “They are both arterial classed roadways and are very contiguous in their flow with the traffic circle completion. In following recommendations from the Transportation Master Plan, and the Traffic Policy to develop more consistency in speed limits along the arterial road corridors, administration performed the evaluation and determined the most consistent upper limit that would work for the entire arterial roadway grid,” Doxey added. The review included Centennial Drive as well, with the thought process in mind to ensure that frequent speed zone changes could be avoided to prevent confusion and loss of respect for the posted limits. “The idea is that drivers are able to absorb and respond to so much information at one time. Speed zones should not be less than 500 metres but should be longer as they posted speed increases where possible.”

This research and investigation is a common need in communities with population increases and as population continues to increase within Martensville in future years, there will be a need to re-evaluate speeds to make arterial road grids as predictable as possible for drivers. “Administration will continue to evaluate the speeds as roadside elements change the risk equation. Numbers of intersections, obstacles in the clear zone, pedestrian activity all play a role.” Doxey also noted that posting too low of a speed can sometimes create an unnecessary burden on law enforcement and can lead to a lack of credibility or compliance with drivers.

Dust control was one concern mentioned during the January 9th meeting, as a section of 10th Avenue North, which is currently posted as 40km/hr, is gravel.

Previously, this roadway was used as a seasonal road which had not been built to gravel standard and therefore, wasn’t able to support a higher speed limit. Last year, this portion received improvements with additional gravel and dust control product, which helps with Council’s decision of increasing speed along this stretch without seeing much negative impact.

Council was all in favor of working to keep a unified speed limit on roadways, rather than having numerous varied limits. After lengthy discussion, it was recommended that speed limits would be posted as: Centennial Drive remains at 50km/hr Main Street from Centennial Drive to 8th Avenue would remain 40km/hr Main Street from 8th Avenue to 10th Avenue would increase to 50km/hr Main Street from 10th Avenue to 16th Avenue would increase to 60km/hr 10th Avenue from Main Street to 9th Street North would increase to 60km/hr 10th Avenue from Main Street to South Industrial would decrease to 60km/hr A motion was brought forward at the January 16th meeting and received formal approval. It was at this meeting that City Manager Scott Blevins made mention that Joe Doxey has resigned from his position with the City of Martensville and that his last day would be February 2nd. The Martensville Messenger would like to thank Doxey for all of his hard work and dedication within his role and we wish him the best of luck with future endeavors. “I will really miss this place. I’ve gotten a chance to work with some really sharp people that have challenged me and I’ve also been really fortunate to get to be able to be a part of all the background studies and projects going on in Martensville.” said Doxey.

Legalization Of Cannabis - What Does That Mean For Martensville?

The announcement from Saskatchewan Liquor and Gaming (SLGA) last week that there will be approximately 60 cannabis retail permits issued to private operators within up to 40 municipalities and First Nation communities has now made it crucial for community leaders to begin thinking about the next steps that will be taken to prepare for the legalization of cannabis.

The allocation of the retail stores will be in areas that have a population of 2500 or more, with larger centres being allocated additional permits. Martensville will be issued one permit, with Warman receiving two and Saskatoon seven.

“We are of the understanding that it will be SLGA who decides who will be the qualified stores and a lottery will be held to select stores that qualify for the permit,” City of Martensville Community Economic Development Manager Dillon Shewchuk said. Once a vendor is qualified, Shewchuk explained that Council will have three directions to choose from:

- Do not permit sale of marijuana in the community - Permit sale of marijuana in the community under its own set of guidelines - Permit and treat sale of marijuana like any other retail Cannabis retailers will be required to establish a standalone storefront operation, with the option to also operate an online store. “Our Planning Department has had calls about these potential ventures, landlords around the City too have had interest in their spaces/buildings as well,” added Shewchuk.

SLGA recently sent letters to the communities that have qualified for permits notifying them that although they are eligible for a retail outlet, there is the option to opt out of the initial allocation of retail permits. If a community decides to opt out, they will have the option to advise SLGA if their decision changes in the future. The letter also requests that communities provide a copy of a Council resolution to SLGA by February 28, 2018.

Details regarding the application criteria, permit licensing fees, application timelines and other associated details will be finalized in upcoming weeks and a decision for the minimum age for cannabis consumption will be announced this spring.

Christmas Tree Collection Site Winter FunFest 2018, February 3rd A Christmas Tree Collection Site has been set up next to the North Ridge Centennial Community Centre where collected trees will be part of the bonfire and fireworks display during Winter FunFest.

Snow Clearing- Pathways and Cul de Sacs During this winter season, the City of Martensville asks citizens to refrain from attempting to clear pathways and cul de sacs. There are associated risk of damage to trees and grass adjacent to the pathways as well as potential hazards such as rocks or benches.

City Crews will clear cul de sacs in accordance with snow removal procedures. Removing your own snow from the cul de sac can potentially obstruct right of ways, signage, access to valves and utilities, and garbage pick-up.

Police received 136 calls for service from January 8, 2018 to January 15, 2018.

TRAFFIC

January 9, 2018 at 8:40 a.m.

Police received a complaint of a single vehicle accident on Highway 11 near Osler. Police attended the scene and found that a vehicle driven by an 18 year old male from Manitoba was pulling a trailer with construction equipment when he lost control of the vehicle causing the equipment to come unhooked from the trailer. It appeared as though a tire blew causing the accident. There were no charges or injuries.

January 10, 2018 at 7:30 p.m.

Police received a complaint of a possible impaired driver on Highway 12 near Martensville.

The caller reported that the vehicle was swerving all over the road and driving at varying speeds. Police were unable to locate the vehicle. There were no charges.

PROPERTY Theft at Businesses Under Investigation

January 8, 2018 at 8:15 a.m.

Police received a complaint of a break in to a business in the north industrial area of Martensville. The caller reported that someone entered a locked compound and stole items from the business. Investigation into this matter is ongoing.

January 8, 2018 at 3:45 p.m. Police received a complaint of a theft from a business in the industrial area of Warman. The caller reported that someone stole an item off of a vehicle parked at the business.

Police attended the location and spoke with potential witness’s. Investigation into this matter is ongoing.

Disturbance at Warman Residence Leads to Charges January 9, 2018 at 9:20 p.m. Police received a complaint of a disturbance at a residence in Warman.

Police attended the residence and arrested a 42 year old male from Rosthern. He was released on documents for an upcoming court date on charges of uttering threats.

There were no injuries.

January 11, 2018 at 7:25 p.m. Police received a complaint of a missing person in Warman. Police located the 31 year old female and found that she was experiencing medical issues and was taken to hospital for treatment.

There were no charges.

Keeping our Pets Safe During Extreme Cold If your pet spends time outdoors during cold winter days, consider these guidelines and several signs to watch for to ensure your pet is comfortable and safe.

Temperature Guidelines Certain breeds of ‘sled dogs’ can remain outside for hours, not all dogs fare as well in cold and snow Cold temperatures should not become a problem for most dogs until it falls below -7°C at which point cold adverse dogs might begin to be uncomfortable If you have a small breed dog, dogs with thin coats, or very young, old or sick dogs, special attention should be provided if the temperature is below 0°C. The dangerous weather threshold for outdoor play is -10°C to -15°C no matter the type of breed of dog you have Once temperatures get below -6°C, health problems like hypothermia and frostbite are possible Cats should not be left outside Tips for a Safe and Comfortable Winter Provide a shelter for your dog if it is outdoors for part of the day for any reason. Ensure the shelter is dry, draft free, and large enough for them to move comfortably but small enough to hold in body heat. Have the floor elevated and covered with cedar shavings or straw. The doorway should be covered with waterproof burlap or heavy plastic.

Ensure your dog has access to unfrozen water and fresh food.

Be with your pet outdoors and watch for signs if your animal is getting uncomfortable. Observe if your dog is shivering, acting anxious, whining, slowing down, searching out warm locations, or holding up one or more paws.

At this point, it is time to head indoors.

Extreme signs of discomfort and coldness include frostbite on the tips of the ears or discolored paws.

Consider protecting your pet against the cold temperature by bundling them up in dog jackets or booties.

Parking the Wrong Way- Traffic Bylaw

The Bylaw Department regulates and enforces the City’s Traffic Bylaw. Vehicles parking on the wrong side of the road is a violation that has been occurring on a more frequent basis.

The Martensville Traffic Bylaw 17-2015 states: 3e(vii) No person shall park a vehicle on any street to the left of centre (wrong way).

Enforcement of this bylaw will be increased in response to resident complaints. The penalty for parking the wrong way is $120. Please be a responsible and safe driver.

Parking on the wrong side of the road is an unsafe practice, it is also against the law.

Unwanted Person Complaint in Warman

January 13, 2018 at 6:45 a.m. Police received a complaint of an unwanted person at a residence in Warman.

The caller reported that a female in the residence was causing problems and refusing to leave.

Police attended the residence and found that the 23 year old female from Saskatoon left the residence before police arrived. There were no charges.

WMBEXA Brings Businesses Together

Shanine Sealey, Martensville Messenger As the third annual Warman Martensville Business Excellence Awards (WMBEXA) nears closer, businesses were provided with an opportunity to learn more about the awards and the application process during a luncheon held Thursday, January 11th at the Canalta Hotel in Martensville.

The Prairie Sky Chamber of Commerce, which was recently formed through the amalgamation of the Warman and Martensville Chambers of Commerce, hosted the lunch and invited all businesses that were nominated for an award. Awards consist of five categories including; Business of the Year, Community Involvement, Customer Service, New Business of the year and the newly added Non-Profit of the Year.

Nominations for the awards took place throughout December, and the week prior to Christmas, businesses were notified of their nomination with handdelivered congratulatory certificates. This was the first year the Chamber of Commerce did this, and it was a popular addition as reactions from the businesses that were presented with the certificates ranged from surprise, shock and even tears of happiness.

A total of 84 businesses were nominated, and the packed luncheon provided those attending with a chance to listen to last year’s winners discuss what their success meant to them and their business, as well as advice on filling out an application. The four winners from last year speaking at the luncheon consisted of; Roger Grona of Firebird Business Consultants (Marketing Award), Tracey Fesiuk of Martensville Plumbing and Heating (Business of the Year), Hayley Lashta of Warman Physiotherapy and Wellness (New Business) and Collette Neudorf of Warman Small Animal Hospital (Community Involvement). Not in attendance was a representative from Warman Ultrasound Centre who won Customer Service at the 2017 awards.

“We took the application process as an opportunity to see if we were on track with being good business owners,” Collette Neudorf stated. When asked to use one word to describe the feeling each business had when they discovered that they had won, all four speakers agreed that “proud” was the key word. “It was validating and a nice way to see where you need to make some changes,” Hayley Lashta explained.

Applications are due as of January 31 and will then be looked through by a panel of five anonymous judges who will choose five finalists. The finalists will be announced midMarch and the award winners will be awarded at the WMBEXA gala, which will take place May 4th at the Brian King Centre in Warman. Some advice the previous winners had for those 18013JJ0 submitting applications this year was to take the time to really think about what you want to say about your business and that there is no such thing as too much information. “We felt honored that we were nominated and wanted to really put a lot of time and effort into our application,” Tracey Fesiuk said.

MFD Respond to Minor Mishap

Early Start From Stop Sign Leads to Martensville Accident At approximately 6:50 p.m. on Saturday, March 4th RCMP were called to a two-vehicle collision located at the intersection of Main Street and 10th Avenue where members of Martensville’s Fire Department (MFD) were also on scene. Thankfully, no injuries occurred as a result of the accident. A 36 year-old Martensville woman who was headed north on 10th Avenue was charged under the Traffic Safety Act for Proceeding from Stop Sign Before Safe to do so.

Martensville Plumbing and Heating Ltd. (MPH) has been an essential part of the community for the past 15 years and in those years, owners Mel and Tracey Fesiuk have seen extensive growth. Upon its inception, MPH was a home based business ran by Mel, who had always wanted to have his own business. Within a short while, the business was seeing enough success that Tracey began working full time to help out with the office side.

Before the construction of their current location on Centennial Drive North, the business had rented bays within Martensville. Knowing they needed more space, in 2011 they decided to purchase a lot and build a shop that could maintain all of the services they offered both residentially and commercially.

“Martensville was a small town when we moved here so we have definitely seen an influx of people and services now. It’s a city that has seen a lot of changes through the years, and we have seen so much support from the people in Martensville and surrounding areas,” Tracey said. When building the new space, they ensured there was an area to supply a stock of professional products available for customer purchase.

Currently, there are six vans that are on the move each day providing service in Martensville, Saskatoon, Rosthern, Langham, Aberdeen, Dundurn and all surrounding areas. Some of the services offered include plumbing, heating, air conditioning, boilers, oil furnaces, drains and more. “We want to offer as wide of a range as possible when it comes to what we can provide our customers. If someone calls with an issue, we want them to know that we have the expertise to handle it for them. We have techs that have expertise in many different areas and when hiring a new tech, we look to see what areas we need more expertise in and we look to hire someone with experience in that area,” added Tracey. For those larger jobs, Martensville Plumbing & Heating Ltd. also offers financing options to help ensure their customers can get the work that they want done, when they want it done.

Offering a 24 hour emergency service has been a Godsend for numerous customers, especially when a furnace has issues in the dead cold of winter. Techs on site will do their best to service issues as quickly as possible, and if parts are required, they provide space heaters to keep homes warm in the meantime. “Our techs always take the service phone home, so you will never get an answering service, you will always have someone answer on the other end,” explained Tracey.

After spending years of pouring their heart and soul into their company, Tracey, Mel and the staff at Martensville Plumbing & Heating Ltd. had an exciting experience in May of 2017 when they were awarded the Business of the Year award at the Warman Martensville Business Excellence Awards. “It was such an honor to be recognized for the work that we have done and it made us so proud of what we have accomplished. It was also a good morale booster for the staff because they are what makes our business work,” Tracey said. The experience allowed them the opportunity to take a look at their business and see areas that they were happy with, and other areas that they thought they could be improved upon.

Maddogs Hit the Gym

The Maddog Football organization is hosting an offseason program that focuses on fun, fitness and football. The coaches go over proper techniques for throwing and catching and focus on conditioning for the upcoming spring sessions. This will help players stay in condition and learn some skills along the way. The gym sessions take place at Venture Heights school. The Maddogs would like to thank them for the use of their facility. The players also teamed up with Crossfit for some conditioning sessions.

It’s a great opportunity to keep fit and work on team bonding activities.

Rush Top of the League

The Saskatoon Rush is on top of the National Lacrosse League with a 4-0 record.

They defeated the Colorado Mammoth 17-12 on Saturday in Denver. They are the only undefeated team up to this point. This is their best start since 2014 when they went on a 14 game winning streak.

It was a close game until the Rush broke away in the third quarter tallying 6 goals.

This happened the week previously as well against Georgia when the third quarter gave them the lead and win. Ben Macintosh was the team leader with 10 goals which included eight assists. Marty Dinsdale, Eric Church and Curtis Knight had hat tricks for the Rush.

Rush goalie Evan Kirk was great between the posts with 33 saves.

This is the Rush’s third win on the road as they bring it home on Friday. The Rush plays host to the Buffalo Bandits January 19th. Game time is 7:30pm.

The New Year has brought in some new hot streaks in the NHL, mainly the Calgary Flames and Colorado Avalanche who are both currently on a seven game win streak. In the midst of their win streak the Flames even knocked off the league’s top team the Tampa Bay Lightning 5-1 in Tampa. They have outscored their opponents 27-14 and have jumped up into second place in the Pacific Division behind the Vegas Golden Knights. The Avalanche are 8-1-1 in their last 10 games and have outscored their opponents 29-10 over the past seven game win streak. This push by the Avalanche has been led by Nathan MacKinnon who now sits tied for 4th in the points in the NHL. The Flames have been led by Johnny Gaudreau who is tied for second in league points with 54, including 13 points in the last seven games, earning him the NHL’s First Star of the Week.

Calgary’s goalie Mike Smith was awarded the NHL’s Second Star of the Week after posting a 3-0-0 record and a .963 save percentage last week.

The NFL Playoffs are heading into the Division Championships after a thrilling weekend. The Philadelphia Eagles edged out the Atlanta Falcons 15-10 on Saturday, and the New England Patriots rolled to a 35-14 win over the Tennessee Titans. Sunday’s games were a little closer as the Jaguars and Steelers combined for 38 points in the 4th quarter. Pittsburgh’s 21 points just weren’t enough as Jacksonville moved on with a 45-42 win in Pittsburgh. The Minnesota Vikings kept their chance at home field advantage in the Super Bowl alive when a final play 61 yard touchdown to Stefon Diggs took the Vikings past the New Orleans Saints 29-24. Minnesota takes on Philly this weekend with a ticket to the Super Bowl on the line. New England will take on the Jacksonville Jaguars this weekend with the winner moving on to the Super Bowl in two weeks.

Sask. Party Hopefuls Have Their Say

There is an old journalism adage that if you allow politicians to have their say, you get exactly what politicians want you to hear. But if you don’t allow politicians to have their say, how do you really know what’s on their minds?

It’s a delicate dance for political reporters, but sometimes you have to allow politicians to have their say. So here are our five Saskatchewan Party leadership candidates, offering up their thoughts in their own words.

Tina Beaudry-Mellor on the direction of the Sask.

Party’s future: “I don’t want it to stagnate.”

Beaudry-Mellor on her contribution to this leadership race, notwithstanding her remote chance of winning: “Maybe the end game for me is a party that I can be proud to be in.”

Ken Cheveldayoff on his worth ethic: “I guess it comes from my upbringing. I was taught: ‘You can do anything you want to do. You can be anything you want to be.’ ” Cheveldayoff on his perceived political ambitions: “I’ve never been worried about the perception of others.

Those that know me well will know my intentions are always well-known. There is no reason for suspicion. I am who I am.”

Cheveldayoff on replacing Brad Wall: “It’s not going to be a mirror of Brad Wall, because nobody is going to fill Brad Wall’s shoes.”

Scott Moe on the carbon tax: “It’s political, but it’s more than that, too.”

Moe on replacing Wall: “I’m not Brad Wall and will never be Brad Wall. I’m Scott Moe.” Moe on a past driving under the influence conviction and an at-fault accident that resulted in a fatality: “You can’t change mistakes that you made.”

Alanna Koch on her ambitions to run for premier: “It was always in the back of my mind.”

Koch on the encouragement of her grandfather who encouraged her to be Saskatchewan’s first female right up until his death at 93 years. “(He told me): ‘Alanna, you need to promise me you are going to be premier.’ I said I would try.”

Koch on running for premier, even though she has never previously run for a seat in the legislature: “I knew exactly what I was signing up for … I have always been very well-prepared.”

Koch on the support other leadership have received from sitting MLAs: “I assume a lot of (other candidate’s support is) based on friendships (in caucus).”

Gord Wyant on the nature of his leadership campaign: "It is a different campaign. We've tried to appeal to the (Liberal-Conservative) founding principles and the roots of this party. We've tried to differentiate ourselves ...

I've had (supporters say): 'Yeah, I am Conservative, but this party has drifted too far to the right. We've got to tend to the flank'."

Wyant on his background as a federal Liberal: "You can call me a (Paul) Martin Liberal rather than a (Justin) Trudeau Liberal. I didn't vote for him (Trudeau) in the last election. If you want to label me, label me as a Martin Liberal."

Wyant on his willingness to call an inquiry into the Global Transportation Hub: "I am not afraid of the truth. There's still a lot of unanswered questions.”

Wyant on the Sask. Party’s need to keep the Liberal/Conservative coalition together: "There are very few of us (Liberals) left in this party. Unless my message is resonating, I truly worry about the future of this party. I think the ballot question is: 'Who can unite the party'?"

Wyant on the prospects of the Sask. Party remaining a strong coalition: "I think it depends on who wins."

Emotional intelligence can be described as the ability to identify and manage your own emotions and the emotions of others. There can be three skills encompassed within emotional intelligence which are: emotional awareness, ability to curb emotions and connect them to tasks like thinking and problem solving, and the capability to manage emotions, which includes regulating your own emotions and encouraging others or calming down other individuals.

Self Awareness – Emotionally intelligent individuals can identify their areas of strengths and weaknesses and how to manage effectively within these areas. As well recognizing emotions when they arise, rather than misidentifying them or ignoring them.

Self-Regulation – is the ability to tolerate stress and to control their impulses or the ability to calm their own emotions in a healthy avenue when triggered.

Motivation – If an individual is a motivated self-starter then the accomplishment of being able to focus your attention and energy goes towards achieving the goal of becoming emotionally intelligent.

Motivation is an internal process that makes a person move toward a goal.

Social Skills – Social skills are the skills individuals use to correspond and connect with each

other. Social skills can be conveyed both verbally and non-verbally, through gestures, body language, and our personal experience.

Empathy – Is the ability to understand and share another person’s experiences and emotions from within the other person’s perspective.

Emotional immaturity can be seen in many adults as emotional intelligence does not necessarily come with physical development.

When an individual can gain emotional intelligence, the benefits can be extensive such as the ability to accept criticism without anger, blame, or denial. They can embrace change and have the ability to empathize with others. They will be mindful of their reactions and how these reactions can affect others. Individuals with emotional intelligence do not get offended easily, and they do not dwell on negative thoughts and will let mistakes go. They will also not hold grudges and find themselves curious about others because they are genuinely interested.

Updates from City Hall Work is being completed within Martensville City Hall and interior painting began January 11th. Crews are working to have the interior work completed by the end of March, with outside work completed at a later date, weather permitting. Furnishings have been approved through insurance and have been ordered.

The City of Martensville Recreation and Community Services Department will be modifying the hours of bylaw within the city in order to accommodate weekend shifts as well as weekdays.

Council discussed the upcoming Martensville Community Expo and deliberated on whether to donate the use of the Martensville Athletic Pavilion to the Prairie Sky Chamber of Commerce for the event as they have in previous years. Council appeared to be in favour.

Equipment for reading newer water meters was damaged in the flooding of City Hall, which has since resulted in months of estimated water consumption as the City waits for the equipment to be replaced via insurance.

In order to retrieve more accurate billing, information was distributed to Martensville residents with the newer version of the water meters, requesting that they submit their own meter read.

Emerald Ash Borer Designated As Insect Pest

As part of its plan to address forest insect and disease threats, the Government of Saskatchewan has listed the emerald ash borer as a designated insect pest, a key step in addressing this threat to the province’s forests.

The insect, originally from Asia and deadly to all species of ash tree, was detected in Winnipeg in December 2017 – the furthest west it has been found so far. The emerald ash borer has not yet been found in Saskatchewan.

In addition to designating the insect, the Ministry of Environment has been authorized to take necessary regulatory and control measures on all lands south of the 55th parallel, which runs just south of La Ronge. A key step is to prohibit transportation of firewood and wood products into Saskatchewan from infested areas.

“The emerald ash borer has been on Saskatchewan’s radar for at least a decade, as part of our provincial insect and disease strategy,” Environment Minister Dustin Duncan said. “Officially designating the insect, and any lands that could potentially harbour it, gives us important legal tools to stop its spread into Saskatchewan.”

Ash trees grow naturally in some areas in the eastern part of Saskatchewan’s provincial forest. Ash is also a popular shade tree, forming a major part of the urban forest in many cities and towns.

“The emerald ash borer, like other forest insect threats, is spread primarily by people transporting wood,” Duncan said. “By not bringing potentially infested wood into Saskatchewan, everyone can help keep forest pests out of our province.”

Kart Racers Seek Lease Extension

Shanine Sealey, Martensville Messenger For the past year, Council has been working with the Saskatoon Kart Racers (SKR) regarding a lease extension of the track located in Martensville. In January of 2017, representatives from SKR presented at Council, looking for a long-term lease extension, which was not something that Council was in favor of. Instead, Council suggested extending their current lease, which expires May 31, 2022, by a five year term. In Racers compete during the 2017 Grand October of 2017, SKR requested that the five years be extended onto Prix. (www.saskatoonkartracers.com) their lease. Council had some questions regarding capital improvements and lease rate. This past November, the representatives from Kart Racers, proposed that they would resurface the track, replace curbing and increase the lease rate effective on the extension date. By extending the lease, it will provide the Kart Racers with more time to find a new location and it will improve the track for future use.

SKR is planning on working to get the improvements done as quickly as possible as they will be hosting the Western Canadian Kart Championship Series this summer, an event which will bring approximately 100 racers to the community. In a letter from David Campbell, the SKR President, to the City of Martensville, Campbell notes that the SKR take great pride in the location, working to ensure it is kept up throughout the summer months and that they recently planted 80 poplar trees around the track.

There were concerns about extending the lease due to complaints from residents that surround the track. Due to this concern, Council decided at the November Council meeting that they would take some time to collect feedback from the community before making a final decision on the matter. Feedback was accepted from December 13th to until January 10th via email, written correspondence or through the City website. All comments received were positive in nature, and in the summary, it was noted that there were numerous ‘out of town’ comments that reflected quite positively.

City administration proposed that Council approve the request for the lease extension providing that the requested improvements be completed during the 2018 season. If improvements are not completed, then the request would be denied. Time was a concern for the Saskatoon Kart Racers as they want to begin working on fundraising to help with the costs of the improvements as soon as possible.

In Science, Lake Vista Elementary School students learn about matter. Grade 2 and grade 6 students learn side by side through experimentation. They began their investigation by coming up with the following hypothesis: "How can we change matter from one state to another? " "Can we speed this process up or can we slow it down? ". In order to find out the answers to their questions the students participated in a game using ice cubes. As you can see by the photos on the right and below, the students were absorbed in this hands-on activity.
