The City of Martensville has been working towards a water and waste water project with the City of Saskatoon for the past several years. This partnership came together due to the fact that Martensville’s current lagoon system is operating at the upper limit of its capacity. Despite running at capacity, the City continues to meet all provincial and federal wastewater effluent requirements.

The new water and waste water project was awarded a grant under the Provincial-Territorial Infrastructure Component-National and Regional Projects (PTICNRP) of the New Building Canada Fund. “This grant is structured so that 1/3 of the total eligible costs will be covered by the federal government, and 1/3 will be covered by the provincial government to a maximum contribution of $6,721,294 each,” Matt Gruza, City of Martensville Infrastructure and Planning Manager explained. “This is a major undertaking for both communities and this type of agreement is a relatively new concept in Saskatchewan. We have received official federal and provincial government endorsement and a grant approval,” Gruza added.

Currently, the project is entering the technical phase where detailed engineering will be completed. The two communities are working together and consulting with engineers to finalize this portion of the project and although no detailed timelines have been established; the first portion of the project is scheduled to begin this summer. This portion will include major upgrades to Martensville’s pump station 1 and the job is expected to go to tender in the upcoming weeks.

“Due to the fact that this type of regional utility servicing partnership is a new idea in Saskatchewan, there were some challenges that needed to be overcome to achieve final approval,” Gruza explained. The Crown Investment Corporation (CIC) registered an interest with the project which delayed the final grant approval; however through negotiations between the City of Martensville, the City of Saskatoon, Saskatoon North Partnership for Growth partners and SaskWater, a letter of understanding was drafted which satisfied the CIC’s concerns and in the end, resulted in provincial endorsement and approval. A formal agreement will still need to be drafted.

Once complete, the project will eliminate certain aspects of the current lagoon infrastructure; however, according to Gruza, “a portion of the lagoon will be modified and remain for buffering and detention of wastewater as well as emergency storage.”

Although the project is in the early stages, Gruza noted that the City of Martensville does not anticipate any major disruptions in service or detours for the local residents.

“The City of Martensville is very enthusiastic about this project and the positive outcomes it will have for Martensville and the region. We look forward to working with Saskatoon to establish a long-term water and waste water solution for the residents of Martensville.”

SNOW AND ICE CONTROL PROGRAM – What You Need to Know

Never Lose a Bill, Save Paper and Avoid those Late Fees!

The City of Martensville offers a number of services to help you conveniently receive and pay for your utilities or property taxes.

- Apply for e-Billing to receive your monthly utility bills through email.

- Apply for Pre-Authorized Payments, to avoid late payment fees.

- Apply for the Tax Installment Payment Plan for equalized monthly tax payments.

- Do not plow or pile snow on streets – this can block access to manholes and water valves and be a safety hazard.

- Clear your driveways in advance of the city’s snow clearing operations - this helps our operators clear your street more efficiently.

- Do not park your vehicle in an area where it could obstruct snow removal procedures this hinders our operations and could result in a snow ridge blocking your vehicle in place.

- Do not leave large piles of snow at the corners of driveways – this snow can be caught by a raised snow-gate blade and topple over into your driveway or the street.

-Prevent snow from piling up on the front of your driveway by moving it near your tree/ lawn areas behind your walkway.

-Watch for posted areas for Snow Removal- In case of snow and snow removal, crews need to have roads cleared of all vehicles on posted streets. If you are going out of the City over the holidays, please have your vehicles off City streets. Vehicles left on the street per the traffic bylaw are ticketed and towed (to a non-posted area).

-Our crews strive to delivery excellent services, however sometimes weather can be unpredictable, and snow and ice control activities may vary. Every reasonable effort will be made to remove snow and ice and create safe driving and walking conditions in a timely manner.

-Keep Hydrants Clear of Snow- Public Works and the Fire Department have noticed hydrants buried under piles of snow. When clearing snow from driveways and walkways please avoid piling snow on or against hydrants as this can cause delays in emergency response. Ideal clearance around hydrants is 3 feet.

Martensville Facilities Will Offer Free Wi-Fi By End Of March

SaskTel announced that it has reached an agreement with the City of Martensville to bring selectWI-FI service to the Martensville Athletic Pavilion as well as the North Ridge Community Centre, and the Sports Centre.

SaskTel expects to have selectWI-FI service available in all three facilities by the end of March.

Paws Republic Brings New Dog Sport Opportunity to the Area Shanine Sealey, Martensville Messenger

Kristine O’Brien, the owner/operator at Paws Republic Dog and Cat Boarding, Training and Grooming Centre in Martensville, is excited to announce their newest opportunity for dogs and their owners – GRC Dogsports. After attending a seminar in Regina that featured Jay Jack, a dog trainer that O’Brien follows, the benefits of the program became apparent and she immediately knew that this was something she wanted to become involved with. Wasting no time at all, GRC Republic was created and is currently the first sanctioned club of its kind in Canada.

The purpose of GRC Dogsports is to provide people with the motivation to participate in something that is not only beneficial to them, but can also provide a place where your dog can receive the training that it thrives for, can expel energy and can also help to build on the relationship between dog and owner. “GRC provides three areas that are so vital when it comes to dogs. (Photo by Prairie Pulse Photography) the job is done and embrace their drive and passion for the activity. Relationship is building that bond between you and your dog. Control is creating a dog that is balanced and helps to teach your dog to have an off switch,” O’Brien explained. By using positive reinforcement through every part of the training process, it creates a program that is focused on motivation, encouragement and working together to find what makes your dog tick.

Sports offered through GRC include treadmill, weight pull, wall climb and spring pole. Although the sport was originally created with Pitbull’s in mind, any dog of any size can take part. The purpose of this sport was not only to include the benefits of drive sports, but to create a community of people working towards the same thing; to have a more balanced dog.

O’Brien noted that since they are the first of their kind in the country, they are learning as they go and invite those interested to join the club and take part in the ride of being something new to the dog training world. The club will be meeting on alternate Mondays and Wednesdays and will offer a chance to learn, practice and to be a part of a community of likeminded dog people.

One of the first goals for interested members is to work towards passing the social

responsibility test that is required as a prerequisite for the drive sports. Paws Republic will be offering prep courses and the club members meeting will provide support for one another as well. This class will involve a variety of training activities to help ensure that you have a socially responsible dog. “Our belief is that in a perfect world, a dog would be able to be at liberty; however, you still need to have a dog that can be comfortable under orders. You cannot predict for every scenario in life and I often joke that an alpaca could walk into the room and you have never been able to practice that with your dog, so you can’t expect them to know what to do. Part of the social responsibility is not only to continue to train, but also have orders for your dog as required. It is a team thing that you do together so when you go out with your dog, you are not only protecting them from others, but also protecting others from your dog as well,” O’Brien said. The class will include basic commands, middle position, recall, healthy greeting practices, hold and more. Those participating in GRC Republic are required to pay a $25 annual fee to the GRC Dogsports membership and local clubs will also likely have a small fee that will be used for equipment, space and gear to support the program. Members will then be able to attend all meetings and participate in an annual competition as well; however they are not required to compete. “Dogs and their owners can benefit from the program without having to compete and can benefit from the teachings of proper leash handling, proper control and basically just ensuring that your dog is not a menace to society,” O’Brien laughed. In addition to dogs and owners benefiting from GRC, it can also be used for rehabilitation purposes for foster dogs and shelter dogs.

Stephanie Anderson, who has been working with O’Brien on the club, was immediately intrigued by the idea as she has a Pitbull that she stated is a good candidate for the new sport. “I think the reason it is appealing to a lot of people, especially for me, is that it encourages me to do stuff with my dog even though he is not excellent at being around other dogs. That would have normally held me back when it comes to joining a dog sport, but having the aspect of control and social responsibility beforehand made it appealing. It is something that we can both do together and it makes me feel good because I am enriching his life.” Since learning about GRC, Anderson has been learning more about fulfilling the biological role that dogs have. “Energy can often be misplaced in dogs, so it is awesome to have something here to help provide an outlet for high drive dogs and also have that support within a community of like-minded individuals.”

Locals from ages 6 to 60 came to watch and support the local talent at Martensville High School on Friday night.

This spectacular night was solely organized and ran by 15-yearold Maddy Christianson, and 100% of the profits will be donated to TeleMiracle.

“I’ve always wanted to go and be on TeleMiracle.

It was almost like a family tradition; we’d watch it as a family every year. I wanted to get into it for awhile, and now I finally did. I’m so happy,” Christianson said.

Creating her own local, smaller TeleMiracle fundraiser was no small task though, and countless hours were spent making sure that it was successful.

“It all started when I spoke to my mom about it.

It started as a local talent show, but then we decided that a dessert theater would be more interesting and attract more people. Once we had the idea, I started contacting my friends, family and dancers to come and perform. Since TeleMiracle is about helping the community, we tried to get as much local talent as we can. Then we started making tickets, lists, and got selling them. The last couple days were for tying loose ends with everything.”

“The biggest challenge was probably selling tickets,” Christianson continued. “They came a lot later than expected, so we were kind of in a time crunch for it. I texted so many people, put ads out on Facebook. The whole thing was chaotic, but selling was probably the craziest.”

Christianson sold about 50 tickets, but the theater at MHS was almost full for the show.

There was performances from local singer/ songwriter Zac Cross, The Ville Tap Troupe, and more, with a wide variety of ages. Christianson herself ended the night with a dance tribute to her cousin Logan Schatz, who was killed in the April 6 Humboldt Bronco bus crash.

“I’d like to thank my family and friends for supporting, encouraging me and coming out to perform.

It wouldn’t have happened without them. The Ville Tap Troupe, who helped with fundraising, and the biggest help and supporter of mine, and someone who has helped me through the years so much, is my dance teacher Meagan Barabash, so another big thank you to her.” said Christianson.

Friends and family describe Maddy as one of the most sincere, thoughtful, kindest, enthusiastic and motivated people out there.

“She was so organized, and she had everything laid out. She’s just incredible. The year she has had this past year has been so hard and we’re so proud at how she has honoured Logan and how she has done things in his honour. We’re just so proud,” her parents said after the show.

Christianson will be dancing at TeleMiracle Sunday, March 3rd at 3:17pm.

Moe May Have Won Carbon Tax Case Before it Started

It is a case that most expected Premier Scott Moe and the Saskatchewan Party would lose, but if wins are measured in political gain, Moe may have already won by challenging carbon pricing in the Court of Appeal. After hearing from the provincial and federal governments and some 15 interveners, the five-member Saskatchewan court is now deliberating on whether the federal Liberal government had constitutional authority to implement its $10 a tonne carbon fee that rises to $50 a tonne by 2022.

One of the things the court is determining is whether the federal government’s Greenhouse Gas (GHG) Pollution Act is a regulator pricing on pollution or whether it is, indeed, a tax as contended by the Saskatchewan government and its lawyers. “If it looks like a duck and walks like a duck and it quacks like a duck, it’s a duck,” Mitch McAdam told the Court of Appeal.

This is important because the crux of the provincial argument is the federal regulatory industrial levy on polluters is not being applied evenly. Essentially, it was argued that the federal government made arbitrary decisions on which provinces’ industries are meeting standards and which aren’t. This is unfair to a jurisdiction like Saskatchewan that, by virtue of its oil, mining and farming sector and by the fact that we burn coal for electrical production, is hit disproportionally hard.

Moreover, it usually falls under the provincial authority to regular specific local businesses. Also, the province and federal government hold joint jurisdiction over the environment. However, the thinking among most legal academics has been that regulating industrial pollution is a matter that is well within the constitutional jurisdiction of the federal government and even if it is deemed a tax as Saskatchewan has suggested, federal government lawyer Sharlene Telles-Langdon argued it was still within the federal government’s authority to use taxation power or whatever tool it deemed necessary to address a matter of “national concern” under the Constitution’s “peace, order and good government” provision.

During her submission to the court, TellesLangdon argued that greenhouse gas (GHG) emissions are “indivisible” particles that do not recognize international or provincial borders. As such, only the federal government can deal with the “cumulative dimension” of climate change and the federal government is well within its authority to require provinces to meet “minimal national standards” to deal with this “threat to humanity.”

In a nutshell, that was the court argument we heard earlier this month. Now, it’s up to the court to decide, although it’s highly likely that whichever side loses will likely appeal to the Supreme Court of Canada. So even if the province wins its case, we will still face a carbon tax, but maybe seeing this fight carry on for couple more years is also a win for Moe and the Sask. Party, too. After all, there is a win in simply fighting an unpopular tax imposed by another level of government.

There were plenty of overtones of politics in the provincial case, including calls for no taxation without representation. (Yes, there was a reference to the Boston tea party among the legal arguments.)

Of course, the province might very well lose its legal arguments that the federal government exceeded its jurisdiction by applying carbon pricing on local companies regulated by provinces and by unfairly applying its carbon prices to provinces like Saskatchewan simply because it didn’t like this province’s GHG-reduction efforts, but its lawyers did outline a strong brief with strong legal arguments and what may be even stronger is the political argument that Ottawa is being unfair to the West and could have evenly applied any tax directly on fuel so that all Canadian consumers paid. In that sense, Moe and Saskatchewan may have already won.

Police received a complaint of a possible impaired driver on Highway 11 near Hague. Police conducted patrols of the area, and located the vehicle. They spoke with the 42 year old male driver of the vehicle from Saskatoon. He appeared to possibly have consumed alcohol. He was taken back to the Detachment to provide a breath sample. He was released a short time later for an upcoming court date on impaired driving charges. There were no injuries. The vehicle was towed from the scene.

PROPERTY Vehicle Stolen From Corman Park February 20, 2019 at 5:45 p.m. Police received a complaint of a stolen vehicle from a property in the RM of Corman Park. The caller advised that they were away for a short period of time and when they returned their vehicle was missing. Investigation into this matter is ongoing.

Police received a complaint of a suspicious male in Martensville. The caller reported that they had picked up the male from a vehicle that was broken down north of Martensville.

The caller advised they gave the male a ride into Martensville and felt that the male had stolen the truck.

Police located the 60 year old male from Ahtahkakoop First Nation and held him in custody for court the following morning on possession of stolen property charges as well as a number of outstanding warrants from a number of different locations.

Gymnast Rya Wiebe Takes Bronze at Canada Games Janine Hayward, Martensville Messenger

Martensville’s Rya Wiebe, brought home Saskatchewan’s first medal at the Canada Winter Games in Red Deer on February 21. The 18-year-old gymnast took bronze in the uneven bars with a score of 9.362. Rya had a great performance placing 5th in the Team event and 19th in the Overall. “I was a bit worried about my routine as I added an extra skill but I overall thought it was quite a clean routine”, commented Wiebe. “It was very exciting to medal at the winter games as I knew that Team Sask hadn’t won any medals at the games prior so knowing I was one the of the first to earn a medal for Saskatchewan meant a lot.”

Rya trains out of the Marian Gymnastics Club in Saskatoon under the guidance of coach Chris Baraniuk. This has been a great year for Wiebe as she is the 2018 National and Western Canadian Champion in the uneven bars. This year she also placed 3rd in the Team event at Nationals . She is getting ready for her next competition which is gymnix in Montreal and then training for Westerns in Saskatoon and Nationals in Ottawa. When asked what the Canada Games experience meant to her she replied, “I overall thought it was quite the experience being a part of the games because I felt like I was a part of more than just the gymnastics team. All of Team Sask came together to support and cheer each other and it didn’t matter what sport, which made this competition much more unique than any other I have attended.” Congratulations to Rya Wiebe, Canada Games Bronze medalist.

The first event took place at the Co-operators Centre in Regina during weekly sports report.

Martensville Messenger the Christmas break. From there the top 80 were chosen to participate in Saskatoon.

Martensville Marauders had five players represented in the top 80 tournament this past weekend. Among those were, Max Hildebrand (goalie), Josh Wall (Goalie), Brayden Barnett (forward) Hunter Mayo(defense), Kalem Parker (defense). Justice Montgrand and Jhett Larsen of Martensville were also chosen and are presently playing in Notre Dame.

From this 80 they trim down to Team Sask which will compete in the fall against the other western provinces. Every four years this team competes at the Canada Winter Games which is currently taking place in Red Deer, AB.

In the Midget 2001-2003 age divison, Martensville had 5 top 80 prospects competing. Tanner Schick, Cole Duppereault, Brody Lee, Kristjan Johnson, and Prescott Senger, were scouted as part of the top 80 Saskfirst midget prospects. The first Midget Sask tournament is April 18-21. Kristjan Johnson made it to the top 30 last year and was the alternate goalie to go to the Winter Games.

In the SaskFirst Female program competing in the April 11-14 tournament, former Marauders are U16 Females, Halle Helperl, Taylor Leitch and in the U18 Females, McKenzie Mayo and Jessica Warren.

One of the biggest days of the NHL season was on Monday and that was trade deadline day. The NHL trade deadline is the final day for teams to bolster their lineup for a playoff push and the last day for teams with no chance at playoffs to trade away their stars in order to rebuild.

The second scenario is almost an exact description of the Ottawa Senators. Ottawa is at the bottom of the NHL standings with a 22-35-5 record and their three top scoring forwards were all on the market. First to get sent away from Canada’s capital was the Sen’s second leading scorer Matt Duchene who Ottawa picked up in a trade from Colorado last season. Duchene had 27 goals and 58 points for Ottawa in 50 games this season and on Friday he was shipped (along with prospect Julius Bergman) to the Columbus Blue Jackets in exchange for two prospects, a 2019 1st round draft pick and a conditional 2020 first round pick.

The weird thing was that Duchene only had to walk down the hallway to meet his new team as the Sens were playing Columbus in Ottawa that night. The following day the two teams would do business again, this time sending Ottawa’s number three scoring forward Ryan Dzingel (22 goals, 22 assists) and a 2019 7th round pick to the Blue Jackets.

In return the Sens received forward Anthony Duclair (11 goals, 8 assists) along with a second round pick from the 2020 and 2021 drafts. All this work before the deadline left Ottawa with their leading scorer Mark Stone left for deadline day but I’ll get to that later. Another big move made on Saturday was the New York Rangers sending long time forward Matts Zuccarello to the Dallas Stars in exchange for a pair of conditional draft picks (2nd round in 2019, 3rd round in 2020).

Overnight on Sunday the San Jose Sharks acquired Gustav Nyquist (16 goals, 33 assists) from the Detroit Red Wings for a a pair of draft picks. The first official deal on 2019 trade day deadline was made by the Blue Jackets who grabbed goaltender Keith Kinkaid from the Devils for a 2022 5th round pick.

Then it was the Rangers who continued their rebuild by sending Kevin Hayes (14 goals, 28 assists) to the Winnipeg Jets for 22 year-old LAND FOR SALE Brendan Lemieux and a conditional 1st round pick in 2019.

With less than 30 minutes until the official trade FARMLAND deadline the two biggest names had yet to be dealt; Wayne WANTED Simmonds of the Philadelphia Flyers and Mark Stone of the NO FEES OR Ottawa Senators. February has been a good month for Martensville’s Carson Albrecht as he recently committed to the University of North Dakota on a full hockey scholarship. He will attend the division one hockey program in the fall of 2019. Albrecht is presently playing his third season with the Melfort Mustangs of the SJHL. Albrecht is playing center with the Mustangs and is currently third in the SJHL with 80 points.

Congratulations also goes out to Carson who was recently nominated for the RBC, SJHL Player of the Year. The nominations came out on February 15 with Albrecht representing the Sherwood Division. He is joining the other nominees, Cody Spagrud from

Estevan in the Global AG Divison and Turner Ripplinger from the Battleford North Stars in the Viterra Division. His teammate, Justin Ball was also nominated for the SJHL, MVP award. “I am proud of my accomplishments and success this year but I don’t think I could have done it without my line mates, Justin Ball and Turner Zentner”, commented Albrecht.

Ball and Albrecht have been playing together for the past five years, which helps contribute to their success. They have also played with Zentner for the past three years so the chemistry is there between the three players.

“My three years with Melfort have been a blast, but

winning a championship title would top it all and this year we have a chance”, commented Albrecht. The Mustangs have had a great season so far and are close to clinching a berth to the playoffs.

Albrecht played his minor hockey years in Martensville. His first year of midget he played Midget AA with the Martensville Marauders. His next two midget seasons were with the Saskatoon Contacts which brought him new experiences and opportunities. “I met lots of new people and experienced new things like having the opportunity to play in the Telus Cup”, commented Albrecht. He’s looking forward to the next chapter of his life and hockey career. He plans to study Biochemistry at UND, as well as continuing to play the sport he loves. Congratulations and good luck to Carson Albrecht on his scholarship and SJHL nomination.
