The Martensville Off-Leash Dog Park has been a hub of activity lately as local residents take advantage of the warmer weather.

Martensville Explores Options to Further Diversify Housing Market Shanine Sealey, Martensville Messenger

The City of Martensville created the ‘Martensville Seniors Affordable Housing and Care Project Functional Plan’ in order to help prepare for the future growth and diversity of the housing market within the community. According to Dillon Shewchuk, Community Economic Development Manager, there are two major aspects to the plan, which include affordable housing and seniors care.

A year ago this March, the project was completed, and has now opened up potential opportunities for the addition of a more diverse housing market in Martensville.

“We always knew that there was a need in the community so in 2018, we put some real resources in trying to develop this project and create a tool that we could use to try to attract more affordable housing and senior housing options,” Shewchuk explained.

Having the information in place was done in order to share this with potential partners, businesses, non-profits, etc. to work together to create more housing options.

Since the initial plan was created, the Martensville Care Home has opened their doors, which has created some new options for senior care within the community, thereby taking the first steps towards additional housing opportunities. Previously, if a senior had a change in health, even though they may already be established within Martensville, they would be forced to look at care in another community. “We want people to be able to potentially age out in the community that they are from,” Shewchuk added.

With the addition of the Martensville Care Home, there have been other inquiries for small scale senior care homes, which led to the City of Martensville working through zoning changes to allow for senior care within the R1 and R1A zones in the community.

There have also been several talks with a large developer of senior care working towards the potential for a larger sale senior care facility. “Although we have a few things in the works, we have nothing concrete at this time. Our goal going forward will be to continue to pursue these opportunities and find other opportunities to find other organizations that do senior housing or seniors care. We want to speak to them about the findings of our project and the advantages of our community and what we want to achieve.”

Additionally, the City of Martensville has expressed interest to the province and Sask Housing specifically for the establishment of affordable housing, noting to them that they are interested in diversifying the housing market. “Generally speaking, our goal is to try to find ways to further diversify the types of housing that we have here in Martensville along the full spectrum from social housing, affordable housing, market housing and the right type of housing for seniors and senior care.” ..............Continued on Page 4 20024KK0 20024KK1

SNOW AND ICE CONTROL PROGRAM What you need to know The program aims to facilitate the handling of emergencies by Police, Fire, and Ambulance services during the winter months, reduce the hazards of icy conditions to motorists and pedestrians, and minimize the economic losses to the community and industry resulting from unsatisfactory winter driving conditions.

Information on general program procedures and the City’s Priority Map is available online at Martensville.ca, but here are a few ways you can help our crews keep our streets as clear and safe as possible: - Do not shovel, blow, or push snow from private property onto the street – this causes snow ridges on your driveway when our plow cleans your street.

- Do not plow or pile snow on streets – this can block access to manholes and water valves and be a safety hazard.

- Clear your driveways in advance of the city’s snow clearing operations - this helps our operators clear your street more efficiently.

- Do not park your vehicle in an area where it could obstruct snow removal procedures this hinders our operations and could result in a snow ridge blocking your vehicle in place.

- Do not leave large piles of snow at the corners of driveways – this snow can be caught by a raised snow-gate blade and topple over into your driveway or the street.

- Prevent snow from piling up on the front of your driveway by moving it near your tree/lawn areas behind your walkway.

- Watch for posted areas for Snow Removal- In case of snow and snow removal, crews need to have roads cleared of all vehicles on posted streets. If you are going out of the City over the holidays, please have your vehicles off City streets. Vehicles left on the street per the traffic bylaw are ticketed and towed (to a non-posted area).

- Stay Clear of Sanding Trucks- Crews apply a mixture of salt and sand on our streets and intersections to ensure safer driving conditions. If you are near or behind the sanding truck you are reminded to stay back 15m to allow the truck to disperse materials and to prevent materials from potentially hitting your vehicle.

Our crews strive to delivery excellent services, however sometimes weather can be unpredictable, and snow and ice control activities may vary. Every reasonable effort will be made to remove snow and ice and create safe driving and walking conditions in a timely manner.

Keeping Hydrants Clear of Snow

With the recent snowfall, the City of Martensville and the Martensville Fire Department would like to ask residents for their assistance with keeping the fire hydrants clear of snow, parked vehicles, and other obstructions.

Clearing snow from the hydrant helps keep hydrants visible and easily assessable which will save valuable time in the case of an emergency. Property Owners may be subject to fines for burying or obstructing hydrants.

This past fall, there was interest from a potential builder that was looking at an option to put affordable housing in place. Following the initial meeting, the builder remained interested and Shewchuk is hoping to have more concrete plans in place in the upcoming weeks. “When we met, we were in a good position because we had done this project so we were well versed and well prepared to make the argument on why affordable housing would be a positive investment.” If the builder is on board to go ahead with the plan, Shewchuk hopes that something will be taken to City Council in the next quarter.

Although Martensville has seen much growth, it is still a fairly young community, and Shewchuk noted that there has not been any social housing developed since the mid-80’s and that compared to other communities, Martensville has a very low ratio of social housing. “People who are struggling or have a lower income don’t have housing options here, which forces them to move from the community. The same goes for affordable housing and senior care. When you don’t have a fully diverse housing market, you begin to limit growth, which can impact business growth and potentially limit the services that make sense to have in a community,” said Shewchuk.

Martensville Fire Department Responds to Late Night Accident

Martensville Fire Department responded to an Motor Vehicle Collision (MVC) on Thursday February 20, 2020 at 12:40 a.m. on 3rd St North and 3rd Ave N in Martensville.

No extrication was required.

Three patients involved in the MVC were medically assessed by Martensville Fire Department on scene and patient care was transferred to Medavie. No Patients were transported to hospital.

Sask. Power was called to the scene to de-activate a light pole that had been knocked down. Martensville Fire Department remained on scene for cleanup of the Street.

Trade deadline day in the NHL has come and gone with teams making an impressive 32 deals before the deadline. For Canadian teams, the Edmonton Oilers were probably the biggest buyers as they added forward Tyler Ennis from Ottawa and forward Andreas Anthanasiou, defenseman Mike Green and a prospect from Detroit.

The Oilers only had to give up Sam Ganger, a prospect, and four draft picks to bring all those players in which in many people’s opinion was a steal. Vancouver was also buying at the deadline and, like the Oilers, trying to fill spots due to injury.

The Canucks added LA Kings forward Tyler Taffoli to help with the loss of Brock Boeser to injury and were also able to grab back-up goalie Louis Domingue as Jakob Markstrom is expected to miss 3-4 weeks.

The Calgary Flames didn’t make a big splash on deadline day but they did fill some holes created by injuries. Calgary picked up two defensemen, Derek Forbort from LA and Erik Gustafsson from Chicago.

Now on the selling side of things the Ottawa Senators were having a fire sale and they loaded up on draft picks. The Sens tallied up six draft picks on deadline day including a 1st, 2nd AND 3rd rounder from the Islanders for Jean-Gabriel Pageau. Ottawa now has a possible 13 picks in the upcoming draft including three in the first round and four in the second! Montreal was also selling and got some great returns on players that didn’t cost them much.

The Habs sent Ilya Kovalchuk to the Washington Capitals for a 3rd round pick and then got a 2nd round pick from The Blues for Marco Scandella. As for the Toronto Maple Leafs, they didn’t really do much. Toronto signed defenseman Jake Muzzin to a 4-year $22.5 Million Dollar deal but didn’t make any significant trades.

Rail Blockades Must End

There is a bottom line to the railway blockades and the other illegal protests across the country in support of the Wet’suwet’en fight against the Coastal GasLink project. Illegal protests have to stop.

Arrests would be unfortunate and perhaps counterproductive because such confrontation only heightens tensions between First Nations/environmentalists and others. This could add to the difficulty of finding longterm solutions; but this may be the necessary reality.

The biggest problem in our nation right now is we’re really not bothering to listen to each other. Or, worse yet, about the only thing we seem capable of hearing is the slights each side directs at the other. Consider the comment made by Conservative leader Andrew Scheer that First Nations and other protestors need to "park their privilege" in these protests.

It was an odd thing to come from a highranking politician who enjoys considerable privilege; free residency by virtue of his position, being just one of them. It’s especially odd coming from Scheer, whose ousting from his party leadership has had a lot to do with a previously undisclosed arrangement in which party donors wound up paying for the private schooling of his children.

But this has little to do with laws being broken during these protests; something that’s clearly unacceptable.

You can be someone with fierce environmental concerns or someone of First Nations heritage with strong views on past and present wrongs, but that doesn’t give you the right to break the law.

Even if Scheer’s remarks were unhelpful, should they have “disqualified” Scheer from being invited by Prime Minister Justin Trudeau to a joint federal leaders’ meeting to discuss possible resolutions to the protests and blockades?

In this minority Parliament that Trudeau said should be all about the “need to ensure that we are also listening to each other” wouldn’t it have been appropriate to include all points of view? Wouldn’t that include Scheer’s view that does include the notion that the majority of elected and even some hereditary Wet’suwet’en chiefs support this natural gas pipeline?

Ultimately, all of us in a democracy must not only live by majority rule, but also the rule of law. You can’t break the law just to get your own way and this is not a situation; as Assembly of First Nations Grand Chief Perry Bellegarde put it; about criminalizing what’s otherwise a political protest. The law is the law.

All this said, there’s always two sides to every story. It’s really easy to criticize those who break the law and maybe even easier to do so when those breaking the law seem intent on justifying why they are doing so.it is less easy to understand why First Nation and other protestors are so adamant in their opposition.

Sure, some of it is purely driven by one’s philosophical worldview and that isn’t always a foundation for rational logical or deep understanding of issues in play. Chants of “you can’t drink oil; keep it in the soil” during a recent downtown Toronto protest in support of Wet’suwet’en pipeline opposition seemed to badly miss the fact that this is a natural gas pipeline that could, arguably contribute to greenhouse gas reduction; however, what also might not be well understood is that the Wet'suwet'en First Nations did not sign treaties and their traditions do provide a legitimate role for hereditary chiefs in this debate.

Similarly, complaints that Coastal GasLink put undue pressure on elected chiefs to agree to this pipeline route when alternative routes might have been available further complicate matters. Regardless of how legitimate the grievance may very well be, you aren’t going to find the solutions in illegal protests that are sometimes thousands of miles away. It makes no sense. A country cannot function this way.

The Saskatchewan Health Authority has awarded a contract to Mayfair Diagnostics to deliver publiclyfunded, community-based MRI services in Saskatoon and to continue providing MRI services in Regina.

“Improving access to advanced medical imaging to Saskatchewan residents, including MRI, is a priority for our government,” Health Minister Jim Reiter said. “Expanding community-based MRI services to Saskatoon will benefit thousands of additional patients in central and northern Saskatchewan each year and help meet the growing demand for MRI exams across the province.”

Mayfair Diagnostics will provide a minimum of 4,500 exams per year in Saskatoon.

“The Saskatchewan Health Authority has Centennial Drive North. worked closely with the Ministry of Health on the expansion of the 20024JJ0 community-based MRI program with the shared goal of improving access to diagnostic services for Saskatchewan patients,” Saskatchewan Health Authority Physician Executive Provincial Programs Dr. Paul Babyn said.

“Community-based MRI services have been provided in Regina since 2014 by third party providers, and we are pleased to see these services expanded to Saskatoon.”

Saskatchewan has seen a growing number of patients referred for MRI in recent years, from approximately 39,000 patients in 2016 to 46,000 patients in 2019.

To help address increasing demand and wait times, the province has invested in adding capacity and expanded hours of operation for MRI services in Regina and Saskatoon.

A Growing Saskatchewan is a Strong Saskatchewan

Saskatchewan has seen steady job growth for 18 consecutive months – growth that shows our economy is resilient and providing opportunities in a province that continues to enjoy the longest and strongest sustained population growth since the 1920s.

Last year, my colleagues and I canvassed our constituents for ideas on how we can keep Saskatchewan moving in the right direction. In November, we officially unveiled Saskatchewan’s Growth Plan for The Next Decade of Growth 2020-2030.

We’ve got work to do to ensure we have a strong economy to support strong communities and strong families, and that’s the essence of our new plan which aims to create 100,000 jobs and grow our population to 1.4 million people.

The past decade provides plenty of examples of how a growing Saskatchewan is a strong Saskatchewan. Our population has grown by more than 170,000 people because our economy has grown with nearly new 80,000 jobs and over $180 billion in capital investment.

In spite of economic headwinds, there is momentum in our major and emerging industries.

Production and exports continue to climb, increasing by more than 60 per cent, with Saskatchewan product shipping to more than 150 countries around the world. This growth has given us a greater ability to invest in our overall quality of life.

Investing in Infrastructure Continues

Our government has made the largest investment in infrastructure in the province’s history – more than $30 billion.

There is a new hospital in Moose Jaw, and new hospitals being planned for Weyburn and Prince Albert. We recently opened the new Saskatchewan Hospital in North Battleford and the new Jim Pattison Children’s Hospital in Saskatoon.

There are 42 new schools in communities across the province with new elementary schools on the way in Regina, Saskatoon and Moose Jaw.

More than 14,000 kilometres of road have been built or upgraded while major projects, like the Regina Bypass, have greatly improved public safety.

Hundreds of millions of dollars have been invested in water and waste water projects – treatment plants, lagoon expansions, reservoir expansions and lift stations. We have undertaken – collectively – the most significant upgrade of water and waste water infrastructure in the province’s history, with more work to do.

We understand that significant capital investment is crucial to building strong communities.

That is why in next month’s budget, we will see one of the largest investments in provincial infrastructure in the history of our province. At the same time, we will also see Saskatchewan’s largest investment in municipal infrastructure.

In the upcoming fiscal year, Saskatchewan municipalities will receive record revenue sharing. Overall funding under the municipal revenue sharing program will increase to a record of $278 million – nearly an 11 per cent increase in 2020-21 from the current fiscal year, and almost a 119 per cent increase from the 2007-08 fiscal year.

Municipal revenue sharing has provided municipalities a stable and predictable source of provincial revenue and our government is proud to continue supporting key local priorities that help lay the foundation for a growing Saskatchewan. Strong communities and strong families are a major focus of our government’s Growth Plan.

Saskatchewan Teachers Overwhelmingly Support Sanctions

Saskatchewan teachers have voted in favour of sanctions, with 90.2 percent of members in support. Voter turnout was exceptionally high at 96.6 percent.

“Saskatchewan teachers have demonstrated their collective resolve and commitment to ensure students have access to the supports they need,” said Patrick Maze, President of the Saskatchewan Teachers’ Federation. “Chronic underfunding has created a crisis in Saskatchewan schools that can’t go on any longer.”

The STF is scheduled to meet with Education Minister Gord Wyant and the Saskatchewan School Boards Association tomorrow (February 25). The Conciliation Board recommended the three parties meet “within the next 4 weeks” in order to “discuss steps that can be implemented immediately to support students and teachers in the classroom.”

“The Conciliator was careful to avoid taking sides on the issue of whether class complexity should be included in this collective agreement. There is nothing preventing this issue from being negotiated other than lack of political will,” said Maze. “If government is taking these issues as seriously as it claims, there is no reasonable argument against including solutions in a collective bargaining agreement that holds government accountable.”

The vote in favour of sanctions provides the Teachers’ Bargaining Committee authority to implement sanctions, however, it is not bound to. Parties may return to the bargaining table at any time. The TBC's goal is to negotiate a collective agreement that is acceptable to teachers and addresses students' needs.The TBC will determine the type, timing and location of all sanctions.

“We know it creates uncertainty for students, parents and teachers alike,” said Maze. “Teachers want to be in the classroom with their students; however, they know students are not getting what they need and are determined to use the tools at their disposal to ensure resources are available. That’s what students and parents want, too.”

The authority to implement sanctions remains in place until a new provincial collective agreement is ratified. Sanctions may take a variety of forms, from eliminating teachers' volunteer time for extracurricular activities to a full walkout. Teachers have only withdrawn professional services once since provincial bargaining began in 1973.

Martensville Schools Participate in National Anti-Bullying Day

Martensville schools participated in Pink Shirt Day on Wednesday, February 26th.

This day was created as a way for people to come together in unity to stand up against bullying. This year’s focus for the day was “lift each other up”.

First created in 2007, Pink Shirt Day began after several grade 12 students in Nova Scotia saw a grade 9 student being bullied about wearing a pink shirt on the first day of school. Deciding that they did not condone this kind of behavior, the students decided to buy numerous pink shirts and provided them to other students to wear to show support to the student that had been bullied.

Since then, schools across the country participate in this day to show that bullying has no place in their environment.

At Venture Heights, the Knights in Action held an assembly on their character ed trait of respect and anti-bullying to better inform students about the importance of standing up against bullying and what to do if they do witness bullying taking place.
