The Importance of Water and Stretching Submitted By Pam Schepp

Hi everyone! Some of you might know me but for those who don’t, I’m Pam. I recently sold JP Massage Therapy and have “retired” from massage. I have been pursuing other interests, writing being one of them so retired is a strong word! I thought it would be fun to write a health and wellness column and Jocelyn and Shanine were kind enough to let me, so here I am! We’re going to talk about water and stretching. I can hear all of the eye rolls from the wonderful readers that I know! You thought I was gone and you wouldn’t have to listen to me lecture you on these important topics anymore! Surprise!

So, why drink water, why stretch? Let’s start with how much water. The general rule of thumb is: Body weight in pounds divided by 2 = recommended # of ounces of water/day Example: 140lbs/2 = 70 ounces of water/day or just over 2 liters or a little more than 8 cups There are countless benefits to drinking enough water daily but these are my top 5: 1.

Water Line Freeze Ups

SNOW AND ICE CONTROL PROGRAM – What You Need to Know

The program aims to facilitate the handling of emergencies by Police, Fire, and Ambulance services during the winter months, reduce the hazards of icy conditions to motorists and pedestrians, and minimize the economic losses to the community and industry resulting from unsatisfactory winter driving conditions.

Information on general program procedures and the City’s Priority Map is available online at Martensville.ca, but here are a few ways you can help our crews keep our streets as clear and safe as possible: - Do not shovel, blow, or push snow from private property onto the street – this causes snow ridges on your driveway when our plow cleans your street.

- Do not plow or pile snow on streets – this can block access to manholes and watervalves and be a safety hazard.

- Clear your driveways in advance of the city’s snow clearing operations - this helps our operators clear your street more efficiently.

- Do not park your vehicle in an area where it could obstruct snow removal procedures - this hinders our operations and could result in a snow ridge blocking your vehicle in place.

- Do not leave large piles of snow at the corners of driveways – this snow can be caught by a raised snow-gate blade and topple over into your driveway or the street.

- Prevent snow from piling up on the front of your driveway by moving it near your tree/lawn areas behind your walkway.

- Watch for posted areas for Snow Removal - In case of snow and snow removal, crews need to have roads cleared off of all vehicles on posted streets. If you are going out of the City over the holidays, please have your vehicles off City streets.

Vehicles left on the street per the traffic bylaw are ticketed and towed (to a nonposted area).

Our crews strive to deliver excellent services, however sometimes weather can be unpredictable, and snow and ice control activities may vary. Every reasonable effort will be made to remove snow and ice and create safe driving and walking conditions in a timely manner.

Council Approves Budget at February 19th Meeting Shanine Sealey, Martensville Messenger

The February 19th City of Martensville Council meeting began with the administration from each department presenting an update. Scott Blevins, City Manager, discussed the upcoming infrastructure project in partnership with the City of Saskatoon regarding water and wastewater. Additionally, Blevins noted that a discussion would be taking place with Saskatoon regarding joint recreation facility options.

Leah Bloomquist, Director of Corporate Services, announced that the City has been working with SaskTel to bring selectWI-FI to Martensville facilities including the MAP, Sports Centre, and North Ridge Centre which would allow attendees to these locations to access the free service and stay connected with unlimited usage.

Director of Recreation & Community Services Ted Schaeffer informed Council that the Martensville Curling Club now has a lounge area in the arena upper mezzanine.

Also, the position of Recreation Program Coordinator will be posted this month due to a maternity leave.

For the Infrastructure and Planning department, Matt Gruza spoke about the increase of water line freeze ups in the community due to the cold weather. Crews have

been responding to calls as they come in to thaw the lines and are also identifying if any changes or upgrades to the plumbing would help prevent future freeze ups. When it comes to snow clearing, crews have been busy clearing the priority routes and residential pickup will follow.

Next, a public hearing took place for a new development signage bylaw which will increase public notification for discretionary uses and zoning changes through on-site signage. There were no members of the public in attendance, so the item will be brought to a future meeting for formal approval.

A number of motions were brought to this meeting including an approval by Council for the 2019 budget which can be found on page 4 of this week’s issue, and the leasing of a new ice resurfacing machine for the sports centre.

Numerous bylaws were approved during the meeting as well including all three readings for the waste and water bylaws.

Council Passes 2019 Budget Focus on Maintenance & A New Recreation Facility

The City of Martensville Council approved the 2019 Budget at the February 19 Council Meeting. Prioritizing capital projects and identifying the wants and needs of the community were the focus of budget meetings over the past number of months.

“The City is committed to investing in our infrastructure in 2019 for the City of Martensville,” says Mayor Kent Muench. “We have budgeted $2 million in capital projects including $700,000 in roadways to further our investment in the priorities identified in the City’s roadways assessment completed in 2017. Another big project for the City is developing the pathway behind McCormack Ranch along 10th Avenue. This will provide residents with improved connectivity to the city’s 7 km of pathways leading to Kinsmen Park.”

The City also continues to invest in a future recreation facility for the residents of Martensville with further project planning and funding opportunities to be explored in 2019 and approximately $480,000 will be set aside in reserves for this facility. This will strengthen the commitment already approved by Council in 2018 of $6.5 million to a new multipurpose recreation facility.

We remain focused in 2019 on both investing and maintaining our current infrastructure as well as looking towards the future.

The City has budgeted for a 4% increase in total property tax revenue after assessment growth of 3.6%. As a result, the average home owner in Martensville will see an increase to their municipal property tax levy of approximately $77.91 per year or $6.49 per month for those on TIPPS, an increase of 3.98%. Increases will affect all properties differently dependent on assessment values. The actual 2019 mill rate will be reviewed and set in the coming months after the release of the provincial budget in March.

There are no budgeted changes to the residential base tax levy, the wastewater treatment levy, or the recreation facility levy, but an increase to the garbage/recycling levy of $30 per year is anticipated. This is the result of increased garbage pick-up costs from Loraas and to cover account administration.

Your 2019 Tax Dollar

Each dollar spent is put into essential infrastructure and service needs for the residents and businesses in Martensville. For more detailed information on the 2019 approved spending, please refer to the 2019 Budget Highlights.

Note that this image does not include the Water & Sewer Utility Department as this is operated as a fee for service department and is not funded by general property taxation.

How is Martensville Funded?

The City of Martensville collects most of its revenue through property taxes as shown below, however other revenue streams also help fund the infrastructure, programs, and services offered in the City. Another significant source of revenue is government grant funding at 17.6%. Revenues from fees and services comprise 18.46% of the City’s revenue stream, an increase over prior years. Examples include things like recreation programming user fees, the garbage & recycling program fees, facility rental fees and many others. The City continues to look for alternative funding opportunities to ensure that we can maintain and grow all that the City of Martensville offers. Note that we do not include the City’s Water & Sewer Utility Department here as this department only funds the Water & Sewer infrastructure and operations.

2019 Budget Highlights Water & Sewer • The $75.00 base tax amount will continue for 2019 to fund a reserve for future waste water treatment.

• In May the City will again receive a large rate increase from SaskWater of 9.75%, which we will be passing on to our utility accounts. The City continues to work with the City of Saskatoon to formalize a regional water and wastewater project with Federal & Provincial funding.

Emergency & Protective Services RCMP • The RCMP detachment will remain at the current staffing level for 2019. This is the equivalent of 8 full time members.

Fire Department & Emergency Measures Organization (EMO) • The Martensville Fire Department will be investing in a new medical unit which will assist the first responders attending medical calls.

• Training has been identified as a critical component of the department and the City will be purchasing propane training props to enhance skills and/or abilities.

Infrastructure & Planning Land Development & Land Use Planning • The Southeast Sector Plan will be completed.

• The City continues to support and participate in the Saskatoon North Partnership for Growth (P4G) and work with partners to advance plans for land use, transportation, and servicing in the region.

Road Rehabilitation and Maintenance • As per the Pavement Assessment and Pavement Management Plan approved in 2017, Council has committed $700,000 to roadways in 2019. This exceeds the established goal of an annual roadways maintenance budget of $600,000 to ensure the City’s infrastructure is maintained and at optimum service levels.

• Street lighting along 10th Avenue South and the Traffic Circle at Main Street and 10th Avenue will be installed.

Recreation & Community Services • We will build and complete a pathway along 10th Avenue South behind the McCormack Ranch area to connect the City’s over 7km of paved pathways leading to Kinsmen Park.

• The City will be complete the midget/senior ball diamond at Mocon Field with an investment of $150,000.

• A new ice resurfacer is budgeted for the Sports Centre and should be ready for use for the 2019/2020 rink season.

Martensville & District Kinsmen Club Celebrate 30 Years in the Community Shanine Sealey, Martensville Messenger

The Martensville & District Kinsmen Club (MKC) is celebrating their 30th anniversary which also coincides with their milestone of reaching $1 million raised within their district. The group first started when four local residents came together for the betterment of the community. Initially, the foursome met in the basement of the Adobe Inn, became chartered and began raising money for the community. Shortly after, the Martensville Sports Centre was constructed and the Kinsmen contributed some of the funds they raised to the project and the Kin Room was created.

The 30th anniversary celebration will consist of a meal and dance for approximately 60 people, including the Martensville & District Kinsmen Club, other Kin members and former Kin members. Steve Smith, the only remaining original member of the local organization will be doing the cooking for the event. For anyone that knows Steve, they will not be surprised at his involvement in the milestone celebration. “Steve has been a dedicated member of the Kinsmen Club since its beginning so we want to celebrate him, along with other members that have been involved for the past 20 years,” MKC Secretary, James Dietrich explained. The formal program for the event will include an introduction about the club, some information about their history of events and details about their involvement with TeleMiracle over the years

Throughout each year, the Kinsmen Club either hosts or attends numerous events to help raise money for the communities they support including pancake breakfasts, working the bar at weddings and other events, working bingos and more. For the past several years, they have hosted their annual Chicken and Chuckles comedy night; however, this year, they will be doing something a little different. On Friday, May 31st during Buster Days, they will be hosting a ‘Piggies & Giggles’ comedy night. This event, done in partnership with a Saskatoon Kinettes Group, will be part of a Netflix regional Saskatchewan tour of five locations, which has the potential to be a documentary special on the streaming service. “It will be bigger than we have ever done before and will include five different comedians and a pulled pork meal. We will be announcing more information about the event as it approaches, so be sure to keep an eye out,” Ryan Cocks, the MKC Vice President, said.

Cocks, whose parents were both involved in Kin Clubs over the years, joined the Martensville & District Kinsmen Club approximately four years ago. “I had a

couple of friends join, so decided I would see what it was all about and after finding out about all of the things they do, I decided to get involved and help give back to my community,” Cocks explained. After “tagging along to numerous events as a child,” Cocks had seen the benefit that being involved with a Kin Club could have.

Not only do the Kinsmen contribute to the community, they also believe in contributing to other groups within the community including the local Air Cadets, Martensville Community Recreation Project, Martensville Free Pantry, Voyage Club and more. “Our mandate is to serve the community’s greatest needs, so that is our goal when deciding where to donate funds,” Dietrich noted. Each year, the local Kinsmen Club contributes to the TeleMiracle fundraiser by providing rides for those involved. Additionally, every second year, when the Prairie Women on Snowmobiles come through the area, the Kinsmen help sponsor a fundraising event for the group.

seen much growth in the past five years. “We have had numerous younger members getting involved, have had some guys leave and have had others come back after taking some time off as well. It was good to get some of the younger guys involved. They brought new energy and ideas into the group and because of that; we are doing a lot more than we were ten years ago. Meili ‘s Push For Clean Donations Should Begin at Home

New Democratic Opposition leader is dead on: It’s high time Saskatchewan cleaned up the rules allowing unlimited donations from businesses and unions. But there are a couple of big problems with the way Meili is making his case.

First, it’s never been just a Saskatchewan Party problem. It’s a long-standing political systemic problem that his NDP predecessors could have and should when they were in government.

Second, if change is to happen, Meili and the NDP should stick to their knitting and focus on big problems right here in Saskatchewan. That the NDP seem more interested in trying to make this issue about far-away big international companies like SNC-Lavalin rather than businesses and unions right here in Saskatchewan is suspicious.

That said, Meili likely has bipartisan support for what he is generally proposing. Having witnessed for decades, the problems with those with the bucks controlling political parties, there is a sense that people are more than a little fed up.

It’s high time we saw change. The problem right now is business influence on the Sask. Party, but that doesn’t mean that this has always been the only problem. Past NDP governments that eagerly too passed laws and policies like the Crown Construction Tendering Agreement in which private, non-unionized construction companies had to pay unionscale wages to bid on government contracts. There was also the most-available hours policy in which private companies were forced to give available hours to the most senior parttime worker; whether that worker was the best choice or the person most suited for the task.

All this was done at a time when union donations to the NDP were rampant. Yet certain developers and businessmen looking for government money or support could also be found parked in NDP ministers’ offices.

Of course, Meili argues things will be different if he is premier and, to his credit, did not take union or corporate donations during his successful NDP leadership bid. That said, it’s more than a little curious that he would go after SCNLavalin (who doesn’t donate much here and has donated to all parties) and not local businesses.

Last week, Meili took a run at the giant Quebec engineering company SNC-Lavalin that, admittedly, has a very bad reputation for exercising undue political influence on the national and international scene. It is alleged that Prime Minister Justin Trudeau’s office tried to apply undue pressure on former federal justice minister Jody Wilson-Raybould to help SNC-Lavalin avoid federal criminal prosecution on fraud and bribery charges. The company has a sordid history of political involvement, including admitting in 2016 that it violated the Elections Canada Act by providing tens of thousands of dollars in illegal campaign donations to the Liberals, but while this is horrific, it should also be noted that SNC-Lavalin is a gigantic international engineering company with business dealings in every province including here in Saskatchewan where it has a $700-million carbon capture and storage contract near Estevan and the management of the new Saskatchewan Hospital at North Battleford.

To this, Meili wants a review of all SNC-Lavalin contracts in Saskatchewan, even though none of them have anything to do with the goings-on in Ottawa. Why? Because the giant company plops down $1,000 for a table at the annual premiers’ dinner like other most other Saskatchewan businesses do for the thinly veiled political fundraiser.

Strangely, we aren’t seeing Meili hold similar press conferences about local companies like Brandt Developments, a big-time donor to the Sask. Party, receiving special consideration like being allowed to building its new headquarters building in Regina’s Wascana Park. If we are concerned about political influence, surely Meili needs to recognize it begins right here at home.

Strong Job Growth Continues

Saskatchewan has now seen strong job growth for six consecutive months.

Saskatchewan’s year-over-year employment increased by 7,700 jobs from January 2018. The job gains were split between full-time and part-time increases, with fulltime up 4,400 jobs and part-time up 3,200 jobs.

This is encouraging to see in spite of economic headwinds we have been faced with in recent months. We will continue to work hard and stand up for our province to ensure this positive economic trend continues.

Revenue Sharing Increases for Municipalities Your Saskatchewan Party government committed to working with municipalities to develop a new, stable revenue sharing formula that works for everyone. Today we have a new, predictable, sustainable and transparent formula that will see municipalities receive 4% more as part of the 2019-20 provincial budget.

Saskatchewan’s municipal revenue sharing formula is now based on three quarters of one point of the provincial sales tax (PST) revenue collected from the fiscal year two years prior to the current year. This means a consistent source of unconditional provincial revenue for municipalities to invest in local priorities.

The adjusted revenue sharing formula recognizes our current fiscal reality and evolves this key provincial program. In a balanced 2019-20 provincial budget, Saskatchewan municipalities will see an overall funding increase of more than $10 million, bringing the total amount to $251 million next fiscal year.

From 2007-08 to the current fiscal year, Saskatchewan municipalities overall have received more than $2.6 billion in provincial funding through the revenue sharing program.

February 13, 2019 at 9:25 a.m. Police received a complaint of a two vehicle accident on Highway 12 south of Martensville. Police attended the scene and issued a ticket to a 39 year old male driver of one of the vehicles from Saskatoon for changing lanes before safe. There were no injuries.

Suspicious Person Reported at Residence in Martensville

February 14, 2019 at 7:15 a.m. Police received a complaint of an mva underground at the Cory Potash Mine near Saskatoon.

Police attended the scene and found that 3 males, aged 33, 41 and 42 received minor injuries in the accident and were transferred to hospital by ambulance for treatment of their injuries. There were no charges.

February 12, 2019 at 7:15 a.m.

Police received a complaint of theft of a vehicle from a residence in Martensville.

The caller reported that their vehicle was parked outside their residence when it went missing.

Investigation into this matter is ongoing.

Complaint of Male Sitting On Side of Road Near Warman

February 15, 2019 at 2:30 p.m. Police received a number of complaints of a male sitting on the side of Highway 11 near Warman. The callers were concerned as they felt the male was not dressed appropriately for the weather.

Police made patrols of the area, but did not locate anyone.

There were no charges.

February 12, 2019 at 7:40 a.m.

Police received a complaint of mischief to a vehicle in Martensville. The caller reported that someone entered their unlocked vehicle and stole a number of items. Investigation into this matter is ongoing.

Police received a complaint of a hitch hiker on Highway 11 near Warman. The caller was concerned for the hitch hiker as it was cold and they were not dressed properly for the weather.

Police did patrols of the area, but did not locate any hitch hikers.

Alright let’s just get right to it, no one in the NHL is catching the Tampa Bay Lighting right now. Their leading scorer Nikita Kucherov has 13 points in his last four games and now sits at the top of the NHL scoring race with 94 points through 59 games. The Lightning also hold a huge lead in points over the league with a record of 44-11-4 giving them 92 points on the season.

The next best team in the league is where we get back to our talk about teams in Canada. The Calgary Flames snapped a 4-game losing streak and have now won two in a row against the Penguins and Coyotes. Calgary sits second in the NHL and first in the Western Conference with a 36-16-7 record and 79 points with their Pacific Division rival San Jose Sharks nipping at their heals with 77 points.

The Winnipeg Jets are also in the hunt for top spot in the West as they are just three points back of the Flames.

They have the exact same record as Calgary in their last 10 games (5-3-2) but the Jets are coming off back to back losses to Colorado and Ottawa.

The Toronto Maple Leafs have stayed hot with a nice 7-2-1 record in their last 10 games. Toronto is beginning to pull away from the Montreal Canadiens for 3rd in the Atlantic Division and are just one point away from Boston for number two.

Montreal is currently holding on to the final Wild Card spot in the East with 69 points and the Carolina Hurricanes right on their tails at 68 points. The Canadiens are on a 4-game losing streak right now and are going to have to turn things around if they want to keep their spot in the postseason.

Vancouver is on the other side of the playoff line as they sit one point back of the Minnesota Wild for the last spot in the West. The Canucks are in the midst of a tough stretch with just three wins in their last 10 games.

If you thought that was bad, the Edmonton Oilers have only one win in their last 10 games. They are just one point ahead of the LA Kings who are last in the Western Conference and there is only one team below LA in the league. That team is the Ottawa Senators who sit at the bottom of the NHL standings with a 22-31-5 record. The Sens aren’t officially eliminated from the playoffs yet, but that time is not far away. Most eyes will be on them until the February 25th trade deadline as their top two scorers, Mark Stone and Matt Duchene, are likely to be on the move.

SPORTS Jailbreak Tournament Champs

The Annual 4 on 4 Jailbreak Lacrosse Tournament was held this past weekend at the Henk Ruys Soccer center. This tournament is sponsored by Team SWAT and Al Andersons.

Some local players, coached by Mike Castleberry, put a team together in the Bantam division for the 4 on 4 tournament called Team Pain Train. They defeated Regina 9-5 in the final to become bantam tournament champions. Some local boys were Haakon Steen, Tysen Durant, Rylan Pearce and Sam Johnston. This team lost in the final last year so this was a sweet victory for them.

As kids poked their heads into the Home Ec. lab to see what ABOVE: Several students at VHS prepared a special meal on Valentine’s day. was being baked in between classes, Kobussen asked the first two kids if they were interested in volunteering. "Sure," they said and in a matter of seconds two more students volunteered. “They love being in the kitchen and are always willing to help often before they even know what they are volunteering for,” said Kobussen.
