Event Held to Raise Awareness of Prairie Spirit Schools Foundation Submitted by Kari Dean, PSSF Fund Devevelopment Manager

The Prairie Spirit Schools Foundation (PSSF) Love of Learning Fundraising & Recognition Reception presented by Lakeview Insurance Brokers was held on Thursday, February 13th at Martensville High School. This was the third time a reception like this was held

by PSSF, the first time organizing for Kari Dean, the new Fund Development Manager for the Foundation and the first time it was held in Martensville - a fabulous "venue" with overwhelming support from the amazing team and students at MHS! By all accounts the evening was a success! The event created awareness of the Foundation, raised valuable funds, and recognized ongoing partnerships as well as provided the ability to effectively demonstrate and showcase how the funds raised through the Foundation directly impact and ignite a spark in students throughout the Prairie Spirit School Division.

While it was a brisk Saskatchewan winter night, there were approximately 100 guests in attendance, including teachers, students, entertainment, parents, sponsors and volunteers. "The fact that our list of thank you's is extremely long speaks volumes and shows the commitment and dedication others are making to the success of the Foundation but more importantly the mark they are making on the students in the Prairie Spirit School Division."

SNOW AND ICE CONTROL PROGRAM What you need to know The program aims to facilitate the handling of emergencies by Police, Fire, and Ambulance services during the winter months, reduce the hazards of icy conditions to motorists and pedestrians, and minimize the economic losses to the community and industry resulting from unsatisfactory winter driving conditions.

Information on general program procedures and the City’s Priority Map is available online at Martensville.ca, but here are a few ways you can help our crews keep our streets as clear and safe as possible: - Do not shovel, blow, or push snow from private property onto the street – this causes snow ridges on your driveway when our plow cleans your street.

- Do not plow or pile snow on streets – this can block access to manholes and water valves and be a safety hazard.

- Clear your driveways in advance of the city’s snow clearing operations - this helps our operators clear your street more efficiently.

- Do not park your vehicle in an area where it could obstruct snow removal procedures this hinders our operations and could result in a snow ridge blocking your vehicle in place.

- Do not leave large piles of snow at the corners of driveways – this snow can be caught by a raised snow-gate blade and topple over into your driveway or the street.

- Prevent snow from piling up on the front of your driveway by moving it near your tree/lawn areas behind your walkway.

- Watch for posted areas for Snow Removal- In case of snow and snow removal, crews need to have roads cleared of all vehicles on posted streets. If you are going out of the City over the holidays, please have your vehicles off City streets. Vehicles left on the street per the traffic bylaw are ticketed and towed (to a non-posted area).

- Stay Clear of Sanding Trucks- Crews apply a mixture of salt and sand on our streets and intersections to ensure safer driving conditions. If you are near or behind the sanding truck you are reminded to stay back 15m to allow the truck to disperse materials and to prevent materials from potentially hitting your vehicle.

Our crews strive to delivery excellent services, however sometimes weather can be unpredictable, and snow and ice control activities may vary. Every reasonable effort will be made to remove snow and ice and create safe driving and walking conditions in a timely manner.

Pet Expo Has Successful Weekend in Martensville

The Saskatchewan Pet Expo took place in Martensville on Saturday, February 15th and Sunday, February 16th at the MAP. Hundreds of people from Saskatoon, Martensville and the surrounding area came out with their furry family members to take part in the event.

From animal rescues, pet stores, veterinarians, trainers and groomers to kid’s entertainment, food, music and sleigh rides – this event had something for everyone.

Keeping Hydrants Clear of Snow

With the recent snowfall, the City of Martensville and the Martensville Fire Department would like to ask residents for their assistance with keeping the fire hydrants clear of snow, parked vehicles, and other obstructions.

Clearing snow from the hydrant helps keep hydrants visible and easily assessable which will save valuable time in the case of an emergency. Property Owners may be subject to fines for burying or obstructing hydrants.

Winter FunFest Raises Over $2000 for KidSport

Martensville Winter FunFest was held on February 17th from 1pm to 6pm and ended with an incredible fireworks display at 6:45pm.

More than 500 people came out to the event, and through donations made at the door, a total of over $2000 was raised for KidSport. This money will go towards helping local children participate in various sports programs within the community.

A wide variety of activities were available; including, kick sledding, snowshoeing, a hotdog roast, street hockey, laser tag, schlocky, clown shows, bouncy houses, soap carving, crafting and much more. “We had an activity card contest and Munroe Shultz was the winner of the $200 prize package of adult snowshoes, children’s snowshoes, two toboggans and free family pizza,” Jessica Loran, City of Martensville Program Coordinator II, said.

Although the weather had a bite to it, many people could be seen with smiles on their faces having fun celebrating Family Day. “Thank you to everyone that came out and took part in this fun community event. We are so grateful for the donations that were made to KidSport and it was great to see everyone having fun together on Family Day,” Loran added.

SPORTS Initiation Sharks Host Tournament

The Martensville Initiation Sharks hosted a tournament in Dalmeny this past weekend. Eight teams participated, with three from Martensville, two from Saskatoon, two from Warman and one from Lumsden. Players aged from 4 to 6 came out to participate and had a blast competing.

Atom Bandits Fall Short in Final

The Martensville Atom Bandits headed to Caronport for a tournament. The team had a great weekend of hockey, swimming, bowling and pizza.

The boys coached by Ryan Soucy faced the Saskatoon Bobcats in the final. They played a great game but came up short. The team’s goalie Nathan Soucy played fantastic all weekend and was named player of the game in the final.

Maddogs Winter Camp in Full Swing

The Maddogs have started their winter conditioning program.

They rotate from football skills at the MAP, to conditioning at Soul Power and Crossfit. It’s a great way to keep the players in shape and also get some team bonding before the spring season starts.

Let’s Be Smart With Our Pipeline Investments

Approximately 1.2 million litres of oil leaked from that train derailment near Guernsey earlier this month.

That’s only slightly less than the 1.5 million litres lost in in a nearby rail oil tanker car spill a month earlier; however, it is no less dangerous. That we still don’t know the cause of either spill is problematic, but such unknown dangers of shipping oil by rail tanker are just the beginning of the issues in play.

Every oil tanker moving on rail; and those living in rural Saskatchewan need not be reminded how many of those there out there; means that there is one less car moving potash or grain. We are still in the middle of winter and, at any given time; that could mean weather-related slowdowns.

Now, add to the mix the potential for blockades set up by anti-pipeline protests. Further add to that the actual slowdown of trains requested by federal Transport Minister Marc Garneau for precautionary/safety reasons as a result of the Guernsey derailments. Such issues are bound to slow our economy. This adds to the arguments for more pipelines, so you might be wondering exactly what it is that’s standing in the way.

Well, there are a few things. The first is that pipelines have their own inherent problems, as people in this province learned in 2016 with the spill of the oil into the North Saskatchewan River because of a breach in the Husky pipeline.

That said, we do have systems in place to inspect pipelines and such spills are a relatively rare occurrence.

Certainly, a pipeline spill is less inclined than a train derailment to have explosive results; but the biggest reason why we don’t have more pipelines is they are rather expensive to build; both in dollar and environmental approval terms.

We certainly learned this with the Energy East pipeline that ran into economic viability issues and opposition in Quebec; even though there was a very good argument that such a pipeline made sense for reasons of Canadian energy self-sufficiency and national unity. (If ever there was a pipeline worthy of federal government support/ subsidization, one might think it would be this one.)

We have re-learned this lesson in the furor over the Trans-Mountain pipeline that’s almost doubled in costs since the federal Liberal government bought it two years ago; the result of a combination of delays and rules to ensure that it complied with environment regulations.

One hopes that the Saskatchewan Party government has learned these lessons. Recently, it struck a cabinet committee to examine pipeline development and maybe even consider taxpayer investment. It’s the latter aspect in which one hopes cabinet’s new Pipeline Projects Assessment Committee (PPAC) moves cautiously.

Yes, there’s an argument that the 1,150-kilometre TransMountain pipeline that opens up oil markets to the Far East (while tripling capacity from 300,000 barrels a day) makes economic sense, but does every pipeline make economic sense?

What is the logic in Trade Minister Jeremy Harrison’s suggest that government might consider building a pipeline over the muskeg to Churchill when it doesn’t have oil shipping facilities and is a seasonal port?

Coronavirus Information For Public And Healthcare Providers At Saskatchewan.ca

• For the general public, there is public health guidance for those travelling from Hubei province and China, and questions and answers on the illness and when to stay at home and not go to work or school.

• For healthcare providers, there are guidance documents on screening for respiratory illnesses and management of returning travellers or COVID-19 inquiries, and policy on infection prevention and control measures.

As of February 13, 2020, there are no confirmed cases of COVID-19 in the province and the risk in Saskatchewan remains low.

“While the risk to residents in Saskatchewan remains low, we are working closely with the Public Health Agency of Canada on preparedness, procedures and reporting to quickly identify and manage any cases that present for care,” Saskatchewan Ministry of Health’s Chief Medical Health Officer Dr. Saqib Shahab said. “Canada has multiple systems in place to prepare for, detect and respond to the spread of serious infectious diseases like novel coronavirus.”

Information for the public and healthcare providers will be updated frequently and the public should check www. saskatchewan.ca/coronavirus for the latest information.

Public health’s advice as of February 13, 2020, is that anyone who has travelled from China’s Hubei province needs to self-isolate at home for 14 days from the date that they left Hubei. Do not go to school, university, work or social events. Actively monitor for symptoms such as fever and cough. If even minor symptoms develop, call HealthLine 811 for further assessment and direction. Those who have had close contact with a person ill with COVID-19 should also selfisolate and actively monitor for symptoms for 14 days from that point of contact.

People arriving from other parts of China need to actively monitor for symptoms and symptoms of their children for 14 days from the date that they left China. If there are even mild symptoms (fever, cough), do not go to school or work and call HealthLine 811 for further assessment and direction.

The Pacific Division in the NHL is a gong show right now. Last week at this time the Vancouver Canucks were leading the Division and since then have only lost one game but fell to third in the Pacific!

Both the Vegas Golden Knights and the Edmonton Oilers are one point ahead of Vancouver. Not to mention the Oilers are rolling even without Connor McDavid. The Oilers are 3-1 after the McDavid injury with their only loss coming at the hands of the Tampa Bay Lighting who sit 2nd in the league (one point behind Boston).

Also in the Pacific race are the Calgary Flames who have been all over the board in their last 6 games. Calgary has scored 6 goals in each of their last 4 wins but have also mixed in a 5-3 loss in LA and an 8-4 collapse against Chicago in that time.

I really don’t know what’s going on with them but they have 20023JJ0 looked really good recently and also really bad. Calgary is 2 points back of Edmonton and Vegas for 1st in the Pacific but they are also tied with Arizona for the final playoff spot.

On the outside looking in are the Winnipeg Jets who are just 3 points back of Arizona for the last Wild Card spot. With the Trade deadline coming up February 24th the Jets may be a team looking to add someone to help with their final push.

Over in the East the Toronto Maple Leafs are barely clinging to their playoff spot with the Florida Panthers still just 2 points behind them. The addition of goalie Jack Campbell has already proved to be a great one as he is 3-0-1 in his first 4 starts as a Maple Leaf. He could be a key factor to Toronto holding onto their playoff position.

Council Passes 2020 Budget Improving Roadways & Moving Towards a New Recreation Facility

The City of Martensville Council approved the 2020 Budget at the February 18 Council Meeting. Prioritizing capital projects and identifying the wants and needs of the community were the focus of budget meetings over the past number of months.

“City of Martensville Administration has presented a balanced budget that aligns with Council’s priorities and enhances the services and amenities in Martensville,” says Mayor Kent Muench. “We are investing just over $3 million in capital projects including $1,500,000 in roadways thanks, in part, to the Federal Gas Tax Fund Program. We are also partnering with the RM of Corman Park and the City of Warman to pave Township Road 384 (Martensville Main Street extension) east to Highway 11. Another significant project for the City includes further enhancements to the new outdoor rink at the Sports Centre.

We will be adding a warmup building adjacent to the rink as well as hard surfacing the arena base (asphalt). This will accommodate summer activities. Council also continues to develop the Kinsmen Park Master Plan through pathway paving for 2020”

2020 will also be an exciting year as the City continues to invest in a future recreation facility for the residents of Martensville and the region. The location for the new facility will be selected and publicized in the coming months and the City will be applying for a significant infrastructure grant to assist with the funding of the new facility.

The City has budgeted for a 1.9% increase in total property tax revenue after assessment growth. As a result, the average homeowner in Martensville will see an increase to their municipal property tax levy of approximately $38.00 per year or $3.17 per month for those on TIPPS, an increase of 1.85%. Increases will affect all properties differently dependent on assessment values. The actual 2020 mill rate will be reviewed and set in the coming months after the release of the provincial budget in March.

How is Martensville Funded?

The City of Martensville collects most of its revenue through property taxes as shown below, however other revenue streams also help fund the infrastructure, programs, and services offered in the City.

Another significant source of revenue is government grant funding at 21.69%. Revenues from fees and services comprise 15.71% of the City’s revenue stream, an increase over prior years. Examples include things like recreation programming user fees, the garbage & recycling program fees, facility rental fees and many others. The City continues to look for alternative funding opportunities to ensure that we can maintain and grow all that the City of Martensville offers. Note that we do not include the City’s Water & Sewer Utility Department here as this department only funds the Water & Sewer infrastructure and operations.

2020 Budget Highlights

Water & Sewer - The $75.00 base tax amount will continue for 2020 to fund a reserve for future wastewater treatment.

- The New Building Canada Fund project for Wastewater Treatment and Water Distribution will continue to move ahead in 2020 with upgrades at Pump and Lift Station #1 being completed and next phases of the project to be started. Under the New Building Canada Fund, approved projects are funded one-third by the Government of Canada, one-third through the Provincial Government and the final one-third at the municipal level. The funding will allow the City to upgrade its existing lagoons, build a new gravity conveyance system to connect to the City of Saskatoon’s sanitary sewer system, and upgrade the existing sewage lift station. In addition, upgrades to the water supply reservoir and pumping stations and a new water main will connect to Saskatoon’s drinking water supply system. It is estimated that the project should be completed in 2022.

- The Third Avenue South Sanitary Sewer Replacement Project will continue in the spring to complete the project that was started in fall of 2019.

Emergency & Protective Services RCMP - The RCMP detachment will remain at the current staffing level for 2020. This is the equivalent of 8 full time members.

Fire Department & Emergency Measures Organization (EMO) - The Martensville Fire Department’s new medical unit (tendered and started in 2019) will be completed and delivered in 2020 and will assist the first responders attending medical calls.

- The City will be investing in electric extrication equipment for the department.

- Two generators will be purchased for City Hall and the NRCCC to plan for EMO needs in the event of an emergency in the community.

Infrastructure & Planning Land Development & Land Use Planning - The Southeast Sector Plan will be completed as well as the updated Official Community lan (OCP).

- The City continues to support and participate in the Saskatoon North Partnership for Growth (P4G) and work with partners to advance plans for land use, transportation, and servicing in the region.

Road Rehabilitation and Maintenance - As per the Pavement Assessment and Pavement Management Plan approved in 2017, Council has committed $1,500,000 to roadways in 2020. This is possible due to accessing $900,000 of the City’s Federal Gas Tax Funding to prioritize our roadways and align with Council’s priorities that infrastructure is maintained and at optimum service levels.

- Street lighting along 10th Avenue South and the Traffic Circle at Main Street and 10th Avenue will be installed.

- The City’s first pedestrian crosswalk with lighting will be installed at a location to be determined.

Recreation & Community Services - The City will continue to invest in a new multi-purpose recreation facility for the community, including finalizing the facility location, completing and submitting a major grant application. The City will continue its engagement with DCG to assist the Lace Em Up campaign to fundraise for the new facility. We have engaged aodbt and Wright Construction to design/plan the facility and provide an accurate cost projection.

- Work on the Kinsmen Park Master Plan will continue with investment in paving existing crusher dust pathways approved under capital projects, as well as additional plantings in the park.

- Playground equipment at Andrea’s Park will be replaced in 2020 in order to update and enhance the safety of equipment in the park.

- The new Outdoor Skating Rink adjacent to the Sports Centre will be further enhanced in 2020 with a support building being added, as well as asphalt surfacing inside the boards to accommodate summer activities.
