It’s official. Despite the relatively nice winter that we have been enjoying thus far, it was only a matter of time before the deep freeze arrived.

For much of the past week, there has been an extreme cold weather warning in effect for Saskatchewan, along with areas within Alberta and Manitoba. These low temperatures led to numerous cold-weather records being broken within the three provinces.

Civic Services During the COVID-19 Pandemic - What You Should Know!

City Hall is Open, however with some guidelines currently in place. Continue to utilize online and contactless options when possible. Please do not visit City Hall if you are feeling unwell, experiencing flu-like symptoms or have been in contact with someone who is presumptive or tested positive for COVID-19.

Residents and Customers are encouraged to carry out transactions electronically such as online banking, preauthorized payments or TIPPS. Cheques may also be dropped off in the drop slot at City Hall.

The City had implemented a number of measures to assist property owners and businesses during the pandemic, including extending the Property Tax deadline from July 31st to October 30th. Property Taxes are now due with interest charges on overdue accounts now accruing.

Stay Informed! - The City of Martensville has created a dedicated webpage to provide information, updates, and additional resources around the COVID-19 pandemic. This page is accessible through the homepage at Martensville.ca. Please continue to follow us, media sources and information from the Province of Saskatchewan for the most current information around updates or new measures for the prevention of the spread of COVID-19 Use of Masks are Mandatory in Saskatchewan - Residents are required to wear nonmedical masks in indoor public spaces to reduce the risk of COVID-19 transmission.

Protective Services - There are no changes in duty or status to Protective Services such as the RCMP, Martensville Fire Department, and Ambulance Service.

Water and Sewer - These services remain unimpacted and unchanged, including water quality testing. Meter reading will continue to take place under the Read/Estimate schedule; however, staff will not be doing reads of meters located inside of homes or occupied buildings. In these cases, estimates will be taken or reads can be provided into City Hall. In respect to water and sewer emergencies, city staff may not be able to enter resident homes at this time and private contractors should be considered.

Water Meter Read/Estimate Schedule - The Water Meter Read/Estimate schedule is in place continues to be extended into foreseeable future. Visit Martensville.ca, ‘Reading Your Water Meter’ for schedule information or watch Facebook for reminders about submitting your reading.

Utility Accounts - Water service will not be discontinued due to non-payment or overdue account status.

Garbage and Recycling - Services remain in place and on schedule with no anticipated service delays at this time. Organics collection has now closed for the season and will recommence in May 2021.

Road Maintenance - will continue as required and is not expected to change at this time.

Playgrounds, Parks and Sports Fields - Playgrounds are currently open. Sports Fields have reopened but users should continue to follow activity guidelines as may be provided under the Provincial Re-Open plan. Trails and passive park spaces remain open for use, but we continue to urge residents to incorporate safe practices.

Recreation Program Update- Cupid’s Quest and More!

Cupid’s Quest starts February 12th. Cupid’s Quest is a family fun activity for everyone in Martensville. Take a walk around Kinsmen park and try to find all of Cupid’s lost arrows. Cupid has three different types of arrows- pink are activity arrows which have QR codes and images for families to scan and try either on their walk or at home! The yellow arrows represent the Prairie Spirit School Foundations and focus on learning. Lastly, the red arrows are about our local Kinettes Club. The arrows will be up from February 12-28.

Unlock the Love Geocache: Starting Monday Feb 15th from 10-3pm. Residents are trying to find 5 letters that will spell out a secret word! The first 150 people will get a prize. The first coordinate will be posted on Monday at 9am on the City of Martensville and Prairie School Foundation’s Facebook pages.

Schools Out! Program: Begins Tuesday Feb 16 and runs until the 19th. There are still 3 spots available!

Fish For Free During Family Day Weekend, February 13-15

If you have been thinking about giving ice fishing a try, Saskatchewan’s Family Day weekend provides the perfect opportunity. Equipment needs are fairly minimal, and no licence will be required.

During the province’s annual winter free fishing weekend, from February 13-15 this year, Saskatchewan residents and visitors can fish waterbodies that have an open sport fishing season without buying a fishing licence. It’s important to note that free fishing weekend only applies to provincial waterbodies outside of the national parks.

“Every year, more than a quarter of a million anglers enjoy Saskatchewan’s world-class fishery,” Environment Minister Warren Kaeding said. “Free fishing weekend is a great time to enjoy the outdoors and experience ice fishing, perhaps for the first time.”

During free fishing weekend, all other regulations apply, including possession limits and reduced limits on some lakes and rivers. Provincial rules also require that anyone planning to transport fish out of the province must have a valid Saskatchewan angling licence during this weekend.

Remember to observe all physical distancing restrictions, and to put safety first when going out on the ice. Before you leave, always tell someone where you will be fishing and when you plan to return. Dress for the weather, as frostbite can happen very quickly. Use caution and be aware of ice thickness before travelling on it. Water does not freeze uniformly and is unpredictable. For walking, you need at least 10 cm of good ice, and at least 30 cm for light vehicle travel.

Martensville Curling Club Cancels Remainder of Season

On Saturday, February 6, the Martensville Curling Club announced that the Board of Directors made the difficult decision to cancel the remainder of the 2020-2021 season, noting that “this past year has been difficult for everyone and we have certainly come to appreciate our curling club community of friends.”

Members of the Curling Club will be receiving an email in the coming weeks which will include more information about refunds being issued, as well as other opportunities that will be available to help to continue to support the Martensville Curling Club through these difficult times.

“MCC would like to thank all members for your support. It has been a trying year for our board & members alike & we hope to see everyone next year,” the Club stated.

Public Meeting Held For Pump Track Plans Shanine Sealey, Martensville Messenger

A virtual public meeting was held Thursday, February 4th to discuss the upcoming Pump Track for Martensville. The new addition to the community will be located beside the Kyle Syrenne Skatepark, with areas connecting the two features added on.

The purpose of the meeting was to provide information to the community about what a pump track is, the timeframe planned for its construction and a chance for local residents to ask questions.

The Martensville pump track will be created through a partnership with the City of Martensville, Progressive Bike Ramps, Canadian Ramp Company and Velosolutions.

What is a pump track?

According to Graham Cook of Canadian Ramp Company, it is “Essentially a course containing hills and berms that are ridden by pumping around the track – similar to the rhythm of pumping on a swing where you gain momentum by pumping back and forth. You use your arms and legs to propel forward rather than pedaling or pushing.”

Once completed, the pump track can be utilized by scooters, bikes, skateboards, longboards, rollerblades and Cook noted that he has seen wheelchairs and strider bikes using pump tracks as well. “If it has wheels, it can use this track,” Cook said.

Although many individuals may be familiar with dirt pump tracks, Cook noted that Velosolutions created a paved asphalt track, which unlike the traditional dirt track, can be utilized by all types of wheels instead of just bikes and is user friendly for all groups from beginner to advanced. Additionally, the paved track requires little to no maintenance and is useable in all types of weather.

Because this is a community project, feedback from those that intend to use the pump track is requested. A short survey is available to fill out at https://canadianrampcompany.ca/ martensville/ until February 18th. Information collected through the survey will be used to create a design for Martensville’s Pump Track.

“We are open to everything you guys can dream of,” Cook stated during the February 4th meeting.

Extreme Cold Creates Delays for Local Event Shanine Sealey, Martensville Messenger

Originally, Cupid’s Quest; a partnership between the Prairie Spirit Schools Foundation, Martensville & District Kinette Club and City of Martensville; was scheduled to kick off on Monday, February 8th; however, due to the extreme cold weather conditions, the start date will be postponed until February 12th. Because they were unable to start as scheduled, the event end date will also be extended until February 28th.

If you haven’t already heard about this new winter event, get prepared to put on your winter gear and head out to Kinsmen Park in Martensville to take part in the February fun!

Your mission is to find Cupid’s lost arrows, which can be pink, yellow or red. The pink arrows are activity arrows and will have QR codes and images on them to scan and try yourself. Yellow arrows will focus on learning via the Prairie Spirit Schools Foundation. The red arrows will include information about the local Kinette Club.

In addition to Cupid’s Quest, there will also be a one-day event, “Unlock the Love” taking place February 15th. This Family Day activity will consist of a geocache scavenger hunt taking place from 10am-3pm within Martensville. The goal is to follow map coordinates to locate five letters that will spell out a secret word and the first 150 people who unscramble the word will receive a prize at the final coordinate and all that find the correct word will be entered to win a prize. Want to participate? Here’s how:

1) The City of Martensville, Prairie Spirit Schools Foundation & the Martensville & District Kinettes will share the FIRST coordinate & START location on their Facebook pages & on the Foundation’s website the day before the event!

(Additional coordinates/signs will not be ready until 10AM on February 15th).

2) Download a GPS Coordinate App on your phone OR visit www.gpscoordinates.org. The GPS Coordinates finder is a tool used to find the latitude and longitude and it will provide you with the address location! Enter the first set of numbers into the Latitude & enter the second set of numbers into the Longitude; be sure to keep the ‘-’ symbol before the Longitude number! And click “Get Address”. The address will appear as well as will be shown on the map - this is the location to head to where you will find a letter and your next coordinate!

3) When you reach each location there will be a sign with a new coordinate and a new letter.

4) Continue until you reach the last coordinate and last letter - this is the END station. When you arrive here and ‘unlock’ the correct word you will have the opportunity to enter a random prize draw.

5) BONUS! If you are one of the first 150 participants to ‘unlock’ & share the correct word at the END station you will receive a free item courtesy of the Foundation and generously donated by Save-On-Foods (Brighton, Cumberland, Kensington).

Continued Rent Reduction to Childcare Groups One of Discussions at City of Martensville’s Committee of the Whole Meeting Shanine Sealey, Martensville Messenger

The City of Martensville’s February Committee of the Whole meeting began with two delegations. The first was from local resident Geoff Baker who was requesting that Council approve suggestions that were made regarding access to information and providing more transparency during municipal elections. Baker also spoke to Council regarding having all of the community’s bylaws available through the City website.

The second delegation came from Sgt. Curtis Little of the RCMP. Little provided information from the past two months and compared to the previous year.

delegations was for a Campaign Disclosure Bylaw, which would provide a process for disclosure of campaign contributions and expenses for those that run in a municipal election. This bylaw would require candidates to provide information to the City Clerk for any cumulative contribution received of $250 or more. More details about this can be found on the February 9th Committee of the Whole agenda at martensville.ca.

In September of 2020, City Council approved the request for a 25% rent reduction to childcare groups within the community that are leasing City facilities. Ted Schaeffer, Director of Recreation & Community Services requested that this reduction be extended to August 31, 2021.

Schaeffer also presented information to Council regarding funding provided by Sask Lotteries in 2020.

Due to many programs being cancelled and facilities being closed because of COVID, a portion of this funding was not used. Funding received through Sask Lotteries is required to be utilized by March 31, 2021 and if left unused is to be returned;

therefore Schaeffer provided a variety of options that administration feels could be purchased with these funds to enhance community programming and special events. Items included a bouncy castle, floating water park, a trampoline and super sweet slide.

Community Economic Development Manager Dillon Shewchuk then spoke to Council regarding a request for the economic development business incentive.

The City received an application for this incentive on the property located at 70 Centennial Drive North – the same lot that houses Pharmasave, Red Swan and KFC. The new development would include a 5000 sq ft building, which would exceed the cost of $1 million, making it eligible for a 5 year tax abatement through this program.

Impaired Driver Call Leads to Multiple Drugs and Weapons Charges

On February 5, 2021, Corman Park Police Service responded to a 911 call of an impaired driver on Highway 14. According to CPPS, the suspect vehicle was located and stopped by CPSS, as well as RM of Vanscoy Police.

Through the impaired driving investigation, it was found that the driver was in possession of illegal controlled substance and was therefore arrested. Through a search of the vehicle, officers located 279 grams of Methamphetamine, 425ml of Gammahydroxybutyrate (AKA: date rape), 10 oxycodone pills and a large amount of cash. Some of the drugs were hidden inside panels in compartments. The estimated value of the drugs is $8000.

The subject was transported to the Martensville RCMP detachment and has been charged with multiple drug trafficking and weapon offences and was remanded to appear in court on Monday, February 8th. The vehicle was seized.

Saskatchewan Releases Covid-19 Vaccination Delivery Plan

The Government of Saskatchewan released its COVID-19 Immunization Delivery Plan today. Phase 2 of vaccination sequencing will focus on the general population in 10-year increments, starting with ages 60 to 69.

This phase will also include targeted vaccinations for adults and staff in group homes for persons with intellectual disabilities and shelters. Clinically extremely vulnerable adults will also be included as a priority in Phase 2. A complete list of the clinically vulnerable health conditions is available at www.saskatchewan.ca/covid19-vaccine.

“Saskatchewan is working to vaccinate as many people as quickly as possible,” Health Minister Paul Merriman said. “The commencement of mass vaccinations will depend on the number and consistency of vaccine deliveries from the federal government. We are hopeful that mass vaccinations can start as soon as April, based on the current vaccine delivery schedule from the federal government.”

Phase 2 of Saskatchewan’s Immunization Delivery Plan is built on the foundation of age as the main risk factor. Age is the number one risk factor for severe outcomes, hospitalizations and deaths related to COVID-19. People of advanced age are also more likely to be clinically extremely vulnerable or living with other chronic conditions.

The goal of the immunization program is to; protect the most high risk and vulnerable, minimize serious illness and death, protect the capacity of the health care system, minimize the spread of COVID-19.

Phase 1 is currently underway for high-risk populations, such as people of advanced age, residents and staff in long-term and personal care homes, health care workers in emergency departments, COVID-19 units, testing and assessment centres, intensive care units and other highrisk settings. This phase also includes residents over 50 living in northern remote communities and those over 70 living in the community as vaccine is available.

Phase 2 could get underway as early as April, but will depend on vaccine supplies. Vaccinations will be available through a variety of options including, mass immunization clinics, walk-in and drivethru clinics, public health clinics and community-based options such as pharmacies.

Information will be publicly shared to let you know when it's your turn to be vaccinated, how to register for an appointment, the different types of clinics available and how to find the closet clinics to you.

Appointments will be able to be booked online at www.saskatchewan.ca or through HealthLine 811 when phase two begins.

Every vaccination given will contribute to keeping us all safer.

Province Providing $275 Million To Support Municipalities 2021 Revenue Sharing is Second-Highest Amount on Record

On February 8, Premier Scott Moe announced Saskatchewan municipalities will benefit from more than $275 million in 2021-22 under the Municipal Revenue Sharing Program – the second-highest overall amount ever.

“This unconditional provincial funding for municipalities provides local leaders the flexibility and adaptability to invest in their community’s current key priorities,” Moe said. “This stable and predictable source of revenue is more important than ever for communities as they meet the challenges of COVID-19.”

The annual provincial funding amount for this Government of Saskatchewan program is based on three quarters of one point of the provincial sales tax (PST) revenue collected from two years prior. Overall funding under the Municipal Revenue Sharing Program for 2021-22 represents an approximately 117 per cent increase from the 2007-08 provincial fiscal year.

From the total Municipal Revenue Sharing Program, $1.5 million will be invested in the Targeted Sector Support Initiative. The initiative supports municipal projects that advance priority areas, such as good governance, regional planning, and inter-community collaboration. The initiative is co-managed by the provincial government and municipal partners.

With this announcement, more than $3.4 billion in provincial funding has been allocated to support municipalities across Saskatchewan through this program from 2007-08 to 2021-22. More details will be available when the provincial budget is released.

MLA Report with Terry Jenson Let’s Talk – Improving Access to Mental Health Services

The COVID-19 pandemic has presented unique challenges in all areas of our lives; just consider the new ways we are doing business, educating our children, socializing, and staying active. There is no question that the pandemic has taken a significant toll on all of us in terms of both our physical and mental health and wellbeing. Now more than ever, it is important that we talk openly about challenges we may be facing – something our province recently acknowledged and promoted as part of Bell Let’s Talk Day.

To support this goal, the Government of Saskatchewan is investing $435 million in mental health and addictions services and supports, an increase of 97 per cent since 2007. Through this funding we have increased the number of beds in mental health facilities while funding more staff throughout the province.

While these are meaningful actions that are making a difference, we recognize that all of this on its own is not enough. We need to continue to reach out, talk to each other, and reduce the stigma associated with mental health challenges. If you or someone you know is struggling, consider calling HealthLine 811. You will be connected to a licenced healthcare professional to share your concerns in a free, safe, and confidential way.

Whether dealing with the loneliness of isolation, or concern for your loved ones, there are support services readily available.

Our government in partnership with post-secondary education providers across the province, recently launched an initiative that focuses on supporting student mental health. Healthy Campus Saskatchewan will lay out the groundwork that will help us better support our students throughout their education. This initiative will focus on important supports such as mental health, suicide awareness and prevention, and pandemic response.

Every day, Saskatchewan farmers and ranchers make meaningful contributions to the health and wellbeing of our province and the world. On March 5, 2020, Innovation Saskatchewan and the Ministry of Agriculture launched a challenge, asking “what technological solutions can assist Saskatchewan farmers in actively monitoring their mental health?”

A virtual pitch competition was held and a panel of government and agriculture producers selected Bridges Health – a Saskatoon-based mental health services company in operation for over 20 years – to design and develop the Avail app. Avail offers producers a confidential system to actively record and analyze their mental health, access online resources and videos, and the ability to connect with care providers in their communities. The app encourages regular check-ins and can help address the unique challenges our farmers and ranchers face. This made-in-Saskatchewan app is available in the App Store.

COVID-19 – Business Support & Vaccine Update

With the extension of public health orders, our government has renewed its commitment to small business by extending the Small Business Emergency Payment program. This is designed to help business owners follow public health orders while navigating the economic challenges of COVID-19. The Small Business Emergency Payment program provided $5.9 million in assistance to 1,521 applicants for the December period.

This new phase will accept applications for December and/or January payment until March 2, 2021. Please contact my MLA office for assistance with this program.

The COVID-19 pandemic affects us all and while we can take comfort in the fact that vaccines are being produced and administered, Saskatchewan needs more need clarity and certainty from the federal government. To that end, we will continue to advocate for both a consistent supply of vaccines and a consistent supply of information. In the meantime, we must continue to take precautions and focus on the support and services Saskatchewan people need.

Hey Martensville High School Familes, The School Community Council invites our school families to take some time for fun and improve their health with a Virtual Wellness event, starting on February 15th and ending on March 1st, 2021. Martensville High School Hosting Virtual Wellness Event Shanine Sealey, Martensville Messenger

Martensville High School will be hosting a Virtual Wellness event, taking place beginning February 15th and running until March 1st. The purpose of this event is to encourage students and their families to set aside some time for fun and work on their mental wellness and physical health.

In the past, MHS has held other events to educate students, their families and the community about mental health; including bringing in professionals who specialize in challenging youth issues to come speak with student and parent groups.

“Mental wellbeing is something that MHS is consistently working on within the community.

We recognize that it is not only important about what mental wellness is, but also what are some practical things to have in place so that community members feel empowered to have impact on their own mental wellness,” MHS Vice Principal Neda Wilson said. “Being able to have conversations about mental wellness and modelling effective mental wellness practices also helps reduce the stigma when talking about mental health issues and challenges as well,” Wilson added.

For this event, the MHS School Community Council, which is made up of parents, students and MHS staff, decided that a focus on overall wellness would be a good idea, especially because of the impact that the COVID pandemic has had on their school community.

“Recently we were discussing how important health and wellness is, especially during a time when it is difficult to access support systems as we work to stay apart from one another to honour the public safety guidelines. We came up with the idea of this virtual event to inspire people to connect remotely together to focus on some health, wellness and self-care.”

“The MHS SCC’s main goal is to be looking at ways to help parents of MHS students, so we are always looking for ways to have families involved in school initiatives. Because we have limitations as to what the SCC is able to do as a group of volunteers, we aim to have one or two events per year that engages MHS families,” Wilson noted.

Some ideas of activities include; drinking more water, stretching, increase weekly cardio activity, cook a meal for your family, maintain consistent bedtime, increase your daily step count, limit your screen-time, take a bubble bath, and anything else that you find beneficial to your overall wellbeing.

Saskatchewan Records Lowest Unemployment Rate in Canada

The Statistics Canada Labour Force Survey shows Saskatchewan’s seasonally adjusted unemployment rate in January 2021 was the lowest among the provinces at 7.2 per cent, and well below the national rate of 9.4 per cent.

“The comparative performance of the Saskatchewan economy during the COVID-19 pandemic has been remarkable,” Immigration and Career Training Minister Jeremy Harrison said. “Once again, Saskatchewan has the strongest jobs performance in the country and is leading in export growth as well.

While Saskatchewan has not been immune to the global impacts of the COVID-19 pandemic, our province has demonstrated incredible resiliency as we lead Canada’s economic recovery.”

Saskatchewan’s seasonally adjusted employment grew by 2,200 jobs (+0.4 per cent) on a month-to-month basis.

Statistics Canada also released 2020 Merchandise Exports figures today, which had Saskatchewan ranked first among the provinces in percentage change with an increase of 2.5 per cent, compared to 2019.

Saskatchewan merchandise exports were valued at more than $30 billion in 2020.

Saskatchewan was one of only two provinces to grow their merchandise exports in 2020.

The latest CFIB Small Business Recovery Dashboard update shows that Saskatchewan has the most private sector businesses fully open among major provinces at 76 per cent, compared to only 47 per cent nationally.
