Council Approves Request for Custom Guitar Business in Martensville

Martensville City Council met for their last meeting of October on Tuesday the 15th at 5pm. The evening had one delegation from Ward Wiebe who spoke to Council regarding the All-Terrain Vehicle Act. Wiebe was speaking as a representative of the residents of Aspen Parke Estates, who were all concerned about the dirt bikes that travel at high speeds down 10th Avenue. According to Wiebe, this has been an ongoing issue for some time, and not only is the noise a problem, but the concern of someone being injured is also a worry. The request to Council was to revise the All-Terrain Vehicle Act within Martensville to reflect other surrounding communities and state that no unregistered allterrain vehicles are allowed within city limits. This item will be brought back to a future meeting for further discussion.

Following the delegation, administration from each department provided an update to Council. Scott Blevins, City Manager, noted that they are currently reviewing contracts with consultants for the new recreation facility.

Carla Budnick, City Clerk, spoke to Council about the Rural Reconciliation gathering that the City of Martensville hosted on October 3rd. Budnick was part of the planning committee and was pleased with the turnout of approximately 380 people attending.

Matt Gruza, Director of Infrastructure and Planning talked about the sanitary sewer replacement project that is currently taking place on 3rd Avenue South and noted that the contractor has been proactive in dealing with residents and mitigating any access issues that they may have. “Unfortunately, due to the nature of the work being completed, there will be some inconvenience for every resident on the street, but every effort is being made to minimize the inconvenience,” Gruza explained. Work continues at the intersection of Main Street and Centennial Drive, and Gruza noted that administration is monitoring the project closely and working with Catterall and Wright to ensure that there are no further delays. Updates will be provided to the community as they become available.

Council then moved on to discuss the Short-Term Disability Policy for the City of Martensville. Information about this was provided by Carla Budnick, which explained that in the past, employees that were away for an extended period of time used their sick time, rather than applying for Short-Term Disability. Due to this, the Short-Term Disability Policy has been drafted in order to provide employees with a better understanding of who qualifies for this and what the wait times and procedures are to apply for short-term disability. “The City wants to ensure that employees access the benefit available to them during times of extended illness,” Budnick said in her report.

The final item was brought back from last week’s meeting regarding a Discretionary Use topic for a custom guitar business on Glenwood Terrace. The City had received an application requesting the approval of a low volume custom guitar producer, which would be located within the applicant’s insulated detached garage. Special approval is required, as the business would require more space to operate and store the necessary equipment than what is allowed under a Type 1 Home Based Business. In the information provided to Council, Jack Facca explained that he and his wife purchased Canada’s original and oldest electric guitar company established in Saskatoon in 1962. The original owner was a mentor to Facca and sadly passed away in 2017. Wanting to keep the legacy alive, Facca will be learning more about the art of creating custom guitars and is looking at officially starting this new venture in 2022. If things are successful and expansion is required, the long-term goal is to find a suitable commercial location within Martensville. Council supported this request and it was formally approved.

How Can You Help Prevent a Sewer Line Backup?

• Do not pour grease or cooking oil down the drain. Instead scrape out or pour cooking oil and grease into a container or plastic bag and dispose of it in your kitchen garbage.

• Do not dispose of large absorbent items like paper towels, diapers, baby wipes or feminine products, down the toilet, these are not items that disintegrate like toilet paper will, including “flushable” wipes. These products should be disposed of in your garbage.

• Kitchen garburators increase the amount of organic material in the service lines.

Depending on the condition of the service line, organic material can stick to the lines and over time cause blockages. Compost your organic material instead.

To help prevent a sewer backup, be mindful of what goes down the drain. Your pipes are not built to handle most food items and will almost always cause a blockage in the short or long term. When in doubt, properly dispose of these items by throwing them away.

Per the Animal Control Bylaw all dogs and cats must be licensed within the City of Martensville.

-A license enables Animal Control to reunite lost pets with their owners.

-The purchase of a license includes one free ride home for your pet.

-Permanent licenses are available for microchipped pets and are a onetime $25 lifetime fee.

-Owners must update their contact information with Animal Control and their microchip provider when they move or change phone numbers.

Water Meter Read/Estimate Schedule Starting – October 2019- May 2020

Between the months of October and May, the City puts in place an alternating schedule that includes meter reading for half of the City.

The alternating schedule is in place during these months due to extra time required to complete city-wide, month to month meter reads. Changes to seasonal staffing, colder temperatures, inclement weather, higher priority maintenance issues in cooler seasons, are all contributing factors in encouraging residents to provide their own meter reading.

Commencing October- North will have meters estimated, South will be read and residents should submit their readings to City Hall.

November- South Estimated or Submitted, North reads December- South reads, North estimated or submitted January- South estimated or submitted, North reads February- South reads, North estimated or submitted March- South estimated or submitted, North reads April- South reads, North estimated or submitted May- South estimated or submitted, North reads WHY SHOULD YOU PROVIDE US YOUR METER READ? Your water bill will be based on actual consumption preventing you from being over billed or under billed. Days of usage may be higher when an estimate is used resulting in higher billing. A water meter read will ensure accuracy. Estimates are based on prior usage, including summer months where water usage is typically higher. Actual water use in winter months will likely be lower resulting in a lower actual bill.

TRAFFIC Semi Reported For Hauling Gravel Without Cover October 7, 2019 at 12:50 p.m., Police received a report on highway 11 by Warman that a white semi was hauling gravel. The trailer was not covered and gravel was falling out and hitting vehicles. Members made patrols and this is still under investigation.

One Person Injured in Two Vehicle Collision October 12, 2019 at 6:24 a.m., Police received a report in the RM of Corman Park about a two-vehicle collision.

Members attended and one driver was transported by ambulance to hospital, the other was issued a ticket for disobeying a stop sign.

Both vehicles were towed.

Annual Influenza Vaccine Clinics To Start Week Of October 21 Government of Saskatchewan

Saskatchewan residents with a valid health card can get their flu shot starting the week of October 21 at public health clinics, local pharmacies, and some physician and Nurse Practitioner offices.

“Although there have been delays in the delivery of this year’s influenza vaccine, the Ministry of Health has confirmed with Health Canada that Saskatchewan will receive vaccine to support the provincial program start date the week of October 21,” Saskatchewan’s Chief Medical Health Officer Dr. Saqib Shahab said.

Flu shots are recommended for those at higher risk, including seniors, people with underlying chronic health conditions, children under five, and pregnant women.

Seniors often have chronic health conditions (like heart or lung disease or diabetes) and weaker immune systems, which makes them particularly vulnerable to complications from influenza.

Please note that due to public venues being used as polling stations for the Federal Elections, some locations will be launching on Monday October 21, and others later in the week. Visit the Saskatchewan Health Authority website at https:// www.saskhealthauthority.ca/Services-Locations/ flu for the most up-to-date information on drop-in clinic times and locations.

Pharmacists can administer the free flu shot to residents five years and older, during home SASKATCHEWAN visits, and in congregate living settings. Children under five and non-Saskatchewan residents can be vaccinated at a public health clinic.

For a list of pharmacies that provide the free flu shot, check the Pharmacy Association of Saskatchewan website at http://www. skpharmacists.ca/patients/flu-shots or ask your local pharmacy if they offer it. More than 340 pharmacies will offer free flu vaccinations this season.

Our week at VMS began with a Healthy Hunger lunch for our K-4 students and our Fundscrip fundraiser kickoff. We held student and class photos on Wednesday and Thursday, and from the looks of things, everyone brought their A game!

On Thursday our Gr. 5-8 students enjoyed their Healthy Hunger lunch and our grade six classes hosted a movie night that was enjoyed by around 250 people and received many food donations for the Martensville Free Pantry.

Community Comes Together to Help Provide Education About Mental Health and Wellbeing Shanine Sealey, Martensville Messenger

Judy Jaunzems-Fernuk, B.Ed., M.Ed., PhD (Candidate) recently presented at Valley Manor Elementary School regarding the importance of mental health. One event was held for parents of Martensville students, and others were held in the school for students in Grades 6-8.

Following the presentation to parents, several of those that attended contacted Jaunzems-Fernuk to review the importance of this topic to them personally. One of the parents was local resident Heather Isaac, who asked Jaunzems-Fernuk if there was more that could be done to bring this conversation to the community. “We began discussing the potential for a full day workshop to meet the needs and interest of those looking for more education and support,” Jaunzems-Fernuk said. From there Isaac did an online poll to assess interest and was able to find a local business to help house the event.

The cost to attend the event is $75 per person or $120 per two persons. “If a financial barrier is the only reason you would not attend this one day workshop, you may contact me confidentially for a reduced or free rate to register,” Jaunzems-Fernuk said.

The event will take place on Saturday, November 2nd from 9:30am-4:00pm at Bravo Dance Co (800 Centennial Drive North in Martensville). Jaunzems-Fernuk will discuss four major components during the workshop, including: 1.

Mental Health, An Overview – This will be an in-depth review of the big three; anger, anxiety, and depression. Jaunzems-Fernuk will discuss genetic and environmental factors that impact stress and mental health, share current research, review where to access supports and assessments and give some personal context to these issues and concerns. This topic will also include development of Mental Health Literacy, which includes; understanding mental illness/disorders and their treatments, decreasing stigma and increasing health-seeking efficiency; understanding how to optimize and maintain good mental health, increase participation in holistic recovery based approaches to support mental health concerns and discuss ways to improve communication and helping skills of people and organizations when interacting with individuals with mental health concerns.

“First and foremost, we know the numbers are staggering when it comes to mental illness and the more I learn about its universal impact, the more I want to share my experiences and developed ways to cope and manage; as we do have personal power over our overall mental health and everyone should be privy to that,” Jaunzems-Fernuk stated.

According to the Canadian Mental Health Association and the Mental Health Commission of Canada, in any given year, 1 in 5 Canadians will personally experience a mental health problem or illness and by age 40, about 50% of the population will either have or have had a mental illness in their lifetime.

If you are unable to attend, Jaunzems-Fernuk explained that there are things that you can do on your own to help maintain your mental health, which include; taking care of your body, practicing health thinking, maintaining boundaries, slowing down, having fun and exploring your passions and when in doubt, to reach out. “There are many different places to go for information both online and in the community; however, anyone seeking direction may email me, confidentially, anytime. I can direct those looking for information towards supports from free to fee based connections in Saskatchewan; including supports for on-going or emergent care.”

Jaunzems-Fernuk does approximately six presentations similar to this each year, and although the number is growing, she ensures that there is room in her schedule to accommodate the growing need. “I enjoy taking this work into communities because I feel it is within community or school-based events where we can have much impact by empowering parents, educators, caregivers and leaders to in turn empower young people.” If there is enough interest and the event is successful, Jaunzems-Fernuk said she would consider coming back to the community for another event in the future.

Mental health is an important issue for Jaunzems-Fernuk, as it has helped lead her on a path in life that she never imagined. “For me personally, mental health and a general sense of wellbeing were not always easy for me to achieve. In addition, stress was always portrayed as an unavoidable burden, one must simply endure.” Without a sense of direction, Jaunzems-Fernuk said that while growing

up, she developed a disconnection from the adults in her life, which eventually led to dropping out of high school, leaving home early, which also coincided with her becoming a parent late in her teens. After discovering some “amazing female role models,” Jaunzems-Fernuk decided to pursue a career in education. “I hoped to become the kind of adult who could potentially support others who were also lost along the way.” Through a 20 year career in education, Jaunzems-Fernuk had opportunities to learn and grow and was able to be a part of the lives of many children and families. Through this journey, Jaunzems-Fernuk had the opportunities to work with young people and their families in the area of mental health and through this experience, pursued accreditation as a counsellor. “At each step along the way, I remained attuned to my own needs, reflective of my growing experiences, and I eventually became interested in research, from education and health risks to resilience. I started using what I was learning to continue to grow my own awareness and skills, supporting myself and others with each new step in the journey. The sense of power I felt over my own state of health and wellbeing was something I felt compelled to continue to share with others and I love sharing the power of this work; it has truly morphed from a personal endeavor to a professional passion.”

As the cold weather approaches, one local resident is doing what she can to help keep animals warm and cozy. Becky James has been making dog beds for animals at local shelters and rescues for the past five years.

Having adopted her own dogs from rescues, James decided that she wanted to give back to the organizations that make it possible for animals that come from undesirable situations to be adopted into loving families.

Since she first ABOVE: Becky James began this venture, James has donated over 1000 dog beds, with 200 of them being made and delivered just last year. Finished beds get donated to the Saskatoon and Prince Albert SPCAs, Hannah’s Haven, Small Paws and Paws Republic.

“If there are more rescues in the area in need, please contact myself to add to the list of drop offs,” James noted.

James accepts donations of sheets, blankets, pillows, pillow cases, sleep bags, towels and scraps of fabric to help with the construction of the pet beds. For those interested in contributing, contact James by Facebook, or by texting/calling (306) 930-0738. All donations are welcome, and James said that nothing is ever too small.

Another way to consider donating is through a cash donation and all funds collected are split evenly throughout all rescues that James donates to.

On top of putting in many hours creating the pet beds, James runs a business called ‘Pink & Tidy Residential/Commercial Cleaning, which will be doing a name draw with all names on donation form for a free 1 hour of cleaning services. “It is an added incentive to donate, so why not,” James added.

Nastiness Will Make it Tough to Govern

This federal campaign has been far too ugly. It

would be unfair to blame any one particular party, but it’s never the best strategy for anyone in the long run. The problem in this campaign is that all parties seem to be held captive by their dogma. And in the political world that may eventually require parties to reach out to others for their supporter, which may prove to be unhelpful.

We are a week away from the Oct. 21 federal vote - one that will most likely produce a minority government of one variety or the other if the current opinion polls are vaguely accurate. That result won’t be pleasing for Conservative supporters either way and will be especially frustrating if it is a Liberal minority backed by New Democrats and Green Party supporters.

For those already raising the spectre of Western alienation - and especially those who have been hollering about Western separation - the reality that you might have actually worked with those whom you have spent an election despising, and that difficulty has likely only been made worse. This is always difficult. This may be impossible after this campaign - especially last week’s English TV debate.

Of course, TV debates are always loud and more than a little obnoxious. And in a campaign where almost any personal slight seems acceptable, a few cheeky shots would seem permissible. In last week’s TV debate, they were even a little effective.

For example, NDP leader Jagmeet Singh likely scored when speaking directly to voters on the difference between Conservative leader Andrew Scheer’s and Prime Minister Justin Trudeau’s positions on climate change: “You do not need to choose between Mr. Delay and Mr. Deny. There is another option," Singh said.

Similarly, Scheer was actually rather effective at hammering away at Trudeau on the Prime Minister’s firing of the only First Nations Justice Minister this country has ever had. And on Trudeau’s penchant to draw unpopular Progressive Conservative Premier Doug Ford into the federal election, Scheer noted to the Prime Minister that Ontario Liberal leadership was open.

Even Trudeau - who had a very bad debate night by any objective measure - managed to get in a shot or two.

His best one tied Sheer to his old rival for the Conservative leadership, Maxime Bernier, who now leads the People’s Party of Canada. "Mr. Bernier, your role on this stage tonight seems to be to say publicly what Mr. Scheer thinks privately," Trudeau quipped.

Some might find even this level of discourse too personal and inappropriate for the serious job of running the country, but compared with how this debate started, these were mild exchanges.

Scheer kicked off the debate by what can only be fairly described as a nasty attack on Trudeau. On the initial question on global affairs, Scheer quickly pivoted to the admittedly ridiculous blackface/brownface incidents of Trudeau’s younger years and launched into a diatribe on the Prime Minister: “You’re a phony. You’re a fraud and you do not deserve to be prime minister," Scheer said.

Perhaps Conservatives who despise Trudeau loved this. No doubt, that one was at least one group Scheer was aiming at. The other group he was aiming at was anyone potentially exploring for Trudeau, but it had nothing to do with policy. Really, it was a blatant attempt to get out a clip - one that supporters will eagerly share on Facebook and other social platforms, ensuring its life continues.

Maybe it’s good for party morale, but it isn’t helpful in an election campaign where voters are already being turned off voters and, it may not be very helpful come the aftermath of this election when the time comes to find a way to govern a rather divided country.

No Halloween treats for canvassing federal leaders

New Website Allows Saskatchewan Residents To Access Their Personal Health Information Anywhere, Anytime

Saskatchewan residents can now look at their laboratory test results and other health records online anywhere, anytime.

Rural and Remote Health Minister Warren Kaeding, today launched MySaskHealthRecord—a secure website that gives eligible Saskatchewan residents quick and easy access to their personal health information.

“This is a game changer, giving patients the information they need to play an active role in their health care,” Kaeding said. “Some provinces that offer similar programs have delays built in so that people have to wait to see their own personal health information, and some provinces only provide limited lab results or require people to have a family physician in order to sign up.

“Saskatchewan is leading the nation with the rollout of MySaskHealthRecord. Our program gives people access to their lab results, plus other important health information, as soon as it’s available.”

“Today’s announcement is the result of years of work and testing by eHealth Saskatchewan, TELUS Health and collaboration with our health system partners,” eHealth Saskatchewan CEO Jim Hornell said. “Everyone involved in this project shares a common goal—improving patient care. We’re proud of the role we played in creating an innovative and beneficial program that truly puts patients first.”

MySaskHealthRecord is open to Saskatchewan residents who are 18 years of age and older. To register, residents will need a valid Saskatchewan health card, plus a Saskatchewan Government Insurance (SGI) driver’s licence or SGI photo ID card.

Residents who register will have quick and easy access to their personal health information, including laboratory test results, medical imaging reports and clinical visit history, including hospital admissions. Residents will also be able to add their own personal information to track and generate reports; set medication and appointment reminders; and upload information from health devices such as wearable activity trackers.

“Congratulations to Saskatchewan for taking this big step to give residents online access to their personal health information,” Canada Health Infoway President and CEO Michael Green said. “Patients and the health system will see significant benefits from things like fewer unnecessary phone calls and less time taken off work for routine medical appointments. More importantly, greater access to information empowers patients to be more active participants in their care, and that can result in better health outcomes.”

All personal health information in MySaskHealthRecord is safe and private. Residents who sign up will only be able to access their accounts through a highly secure, personalized login. To register for a MySaskHealthRecord account, go to www.eHealthSask.ca.

THIS WEEK IN SPORTS

After 18 weeks the CFL’s playoff picture is finally becoming clear… well for the East it is anyway. We know who is playing in the post season as Calgary, Saskatchewan, Winnipeg, and Edmonton clinched for the West, and Hamilton and Montreal clinched in the East.

Hamilton has first in the East locked up and will host the Eastern Conference Finals while Montreal will host the Eastern Semi-Final against Edmonton. Other than that the rest of playoffs are up in the air as there is a 3-way tie for first in the West between Calgary, Saskatchewan, and Winnipeg.

The Stamps are holding a 2-0 record against Sask which gives them first place in the event of a tie. In the Calgary vs Winnipeg season series though, the Bombers are 1-0 and play the Stamps in their final two games of the season. If all three teams tie I really don’t know what’s going to happen but if Calgary wins out, they get first, if Sask wins out and Calgary loses at least one game then the Riders get first. The Bombers however need to win their last two against the Stamps AND have Saskatchewan lose two out of their final three games in order to get first.

The reason for all these ties is because the Stampeders snuck out a win against Saskatchewan last week by a score of 30-28 to get them back in the tie for first. Winnipeg also pulled out a 35-24 win versus the Montreal Alouettes. BC’s hopes for a playoff bid were spoiled by the Edmonton Eskimos who knocked out the Lions and put their QB Mike Reilly out for the season with a broken wrist. The win also locked the Esk’s into the post season as the crossover team that will play in the East.

There was also another game in the CFL that was played strictly for pride as the Toronto Argonauts beat the Ottawa RedBlacks 28-21. My picks were not great and went 2-2 on the week which brings my record to 47-22 on the season. My picks for Week 19 are Montreal, Saskatchewan, Calgary, and Hamilton. Keep in mind that with a few teams clinching spots, they may give a few of their starters a break headed into playoffs.

Marauder Midget AA Has Busy Weekend Jocelyn Ottenbreit, Martensville Messenger

The Martensville Marauder Midget AA team is a young team this year with just three returning players, 12 first year players, and the rest are second and third years. Ethan Leitch leads the team as Captain, with Eric Donauer, Tanner Schick and Justice Montgrand as Assistant Captains.

Saturday’s game against Beardy’s Blackhawks saw the Marauders on top with a 2-0 lead then let them back in after they tied it up in the second period. Marauders got one more goal to be up 3-2 but got tired in the third losing 5-3.

Battleford came out on top on Sunday 8-2. “Honestly, the boys were tired. That was our third game in four nights,” said coach Stewart Pearce. “We have no games until Monday so we will take the time to practice and rest up.” This is the third year of coaching the AA team for Pearce.
