Council Reviews RV Parking Bylaw

At the March 13th Committee of the Whole meeting, City Council discussed policies and maintenance standards regarding Martensville’s green spaces and parks. This discussion involved planning for aeration, fertilization, mowing, etc. of these areas. They discussed the highly utilized spaces such as the baseball, soccer and football fields, City Hall, MAP grounds, Aquatic Centre, Kinsmen Park, Lake Vista Park and others, which receive a higher level of maintenance throughout summer months. Other areas including neighborhood, pocket and linear parks were also included in the conversation. More information on this can be found at www.martensville.ca.

Additionally, City Council reviewed a cash in lieu of parking Request for Direction (RFD). Within this RFD, Acting Director of Planning, Bonnie Gorelitza, provided information regarding the current Zoning Bylaw, which permits businesses to pay $5000 per parking space in lieu of providing off-street parking options. A local business had contacted the City with a request to have a grace period for the amount owing on parking spaces, and asked that installments be made on the total payment, rather than a lump sum. Council was provided with details and discussed options in which to amend the current Zoning Bylaw to include the option for the City to enter into an agreement with the land owner for payment in lieu of parking and conditions of when payments are due. Another option is that administration be authorized to enter into an agreement on behalf of the City for the current request. Currently, the bylaw does not state how and when the funds are to be collected, so there are plans to get an agreement put into place that is more specific as to timelines for payment, condition for payment, etc. and have an agreement put together for next week’s Council meeting.

In 2015, Council reviewed proposed changes to the Traffic Bylaw regarding Recreational Vehicle Parking Time Line. During this time restrictions to RV parking in front yards was discussed and Council was looking for feedback from the community before committing to any changes. In September of 2015, residents were invited to submit feedback, however, nothing was received. Currently, RV’s are permitted to be parked on residential properties, provided it is on a “hard surface” and does not hang over any curb or sidewalk. At the March 13th meeting, administration provided information on the current bylaw, and looked to Council for any further amendments that may be required. They discussed whether these RV’s are actually a safety concern or if they are instead eyesores. From here, more information will be gathered into how many residents will be affected by modifications to this bylaw and brought back to Council at a later date.

Dillon Shewchuk, City of Martensville Community Economic Development Manager, provided his monthly report with updates from around the community. Shewchuk noted that two physicians have agreed to commit to Martensville to join a local practice. Recently, work was commenced on a Funding Proposal for Seniors Housing Feasibility and Business 300 Circle Dr E 1824 McOrmond Plan, with a goal to have applications in prior to the end of the month. Shewchuk also met with 306-244-7012 306-477-5200 a client that has shown interest in providing a health-related venture within the community.

Potential for a second Community Garden site has been discussed, with plans temporarily suspended until the snow melts.

After the recent dump of snow we 306-242-5499 received, City of Martensville crews have been actively working extended hours to ensure roadways are plowed within the city.

Now that roads have been cleared, crews will begin removing snow from the roadways, so be sure to watch for signs notifying you of when your neighborhood is scheduled to be cleared. Feedback from the community has been positive; however some concern was voiced regarding residents pushing snow from their property into the streets, which was causing some issues for motorists.

250 Patients Affected by Sask Health Letter Delay

On March 9th, a news release was issued from the Saskatchewan Health Authority and 3sHealth after they became aware of an issue with hundreds of letters regarding referral and follow-ups for specialists and the Saskatchewan Cancer Agency being delayed in distribution.

In the release they state that the two organizations are “working collaboratively to review the incident, and have taken immediate measures to correct this issue.” They continued to note that all letters that had not already been sent were immediately distributed upon discovery of the issue.

Currently, it is known that 250 patients throughout the province may have been impacted by this and all patients and their physicians are being contacted directly for follow-up, with 3sHealth working on additional auditing to determine if there are any further cases.

All physicians who may be impacted by the issue are working with the Saskatchewan Health Authority and 3sHealth to ensure proper investigation and assessment into any potential for harm to the patients affected by the delay in distribution for the follow-up and referral letters. Patients affected by this issue will receive direct contact from the Saskatchewan Health Authority, including direction on next steps and who they can contact if they have additional questions.

The priority is on ensuring that immediate steps are taken to contact affected patients and their physicians to help rectify this issue. The Saskatchewan Health Authority and 3sHealth are currently working through process improvements to ensure that this issue does not occur in the future.

The City of Martensville has received numerous complaints about snowmobiles being driven through city streets, parks, municipal reserves and drainage systems. The parks, drainage ways were built for residents to use for walking, x-country skiing, tobogganing, and other outdoor winter activities. The safety of those utilizing these areas is becoming a concern. Driving snowmobiles on city streets also creates a traffic hazard.

Snowmobilers are asked to abide by local bylaws including: • Entering and exiting the City utilizing the most direct street route between their residence and city limits.

• Not operating a snowmobile in excess of 20km/hr • Operating only between 7AM and 10PM • Not operating a snowmobile in any park, public or municipal reserve • Not operating a snowmobile on Centennial Drive other than to cross or obtain fuel.

SNOW AND ICE CONTROL PROGRAM – What You Need to Know

The program aims to facilitate the handling of emergencies by Police, Fire, and Ambulance services during the winter months, reduce the hazards of icy conditions to motorists and pedestrians, and minimize the economic losses to the community and industry resulting from unsatisfactory winter driving conditions.

Information on general program procedures and the City’s Priority Map is available online at Martensville.ca, but here are a few ways you can help our crews keep our streets as clear and safe as possible: - Do not shovel, blow, or push snow from private property onto the street – this causes snow ridges on your driveway when our plow cleans your street.

- Do not plow or pile snow on streets – this can block access to manholes and watervalves and be a safety hazard.

- Clear your driveways in advance of the city’s snow clearing operations - this helps our operators clear your street more efficiently.

- Do not park your vehicle in an area where it could obstruct snow removal procedures. This hinders our operations and could result in a snow ridge blocking your vehicle in place.

- Do not leave large piles of snow at the corners of driveways – this snow can be caught by a raised snow-gate blade and topple over into your driveway or the street.

- Prevent snow from piling up on the front of your driveway by moving it near your tree/lawn areas behind your walkway.

- Watch for posted areas for Snow Removal - In case of snow and snow removal, crews need to have roads cleared off of all vehicles on posted streets.

If you are going out of the City please have your vehicles off City streets.

Vehicles left on the street per the traffic bylaw are ticketed and towed (to a nonposted area).

Our crews strive to deliver excellent services, however sometimes weather can be unpredictable and snow and ice control activities may vary.

Every reasonable effort will be made to remove snow and ice and create safe driving and walking conditions in a timely manner.

Laycock Makes Trip to Brier for Saskatchewan

The playoff hopes of the Calgary Flames are slowly diminishing but there is one bright spot that the Flames are holding on to is that All-Star goalie Mike Smith has returned from injury. Calgary has a 4-5-1 record in their last 10 games despite heavily out-shooting their opponents in recent games. They have ran into some hot goaltenders including Henrik Lundqvist and Christopher Gibson who both recorded 50-save wins against Calgary. The Flames currently sit two points out of a playoff spot and three points away from second in the Pacific division in a tightly packed Western Conference. Other Canadian teams in a playoff spot are the Winnipeg Jets and Toronto Maple Leafs. The Winnipeg Jets are riding the scoring of their young star Patrik Laine who netted his 40th of the season over the weekend and has now passed Sidney Crosby and into a tie for third with Brian Bellows for most goals as a teenager (76). The goal also tied him with Alex Ovechkin for most goals in the league so far this year. The Jets are sitting pretty with 91 points and are in second in the Central division. The Toronto Maple Leafs are currently third in the Atlantic with 87 points. If playoffs were to start today, they would be in for another wild series with the Boston Bruins.

The U14 Outer Limits team, coached by Shelby Valen, played in the Sask Cup #2 Volleyball Tournament in Warman at the Legends Centre this past Saturday and in Martensville at the Athletic Pavilion on Sunday, March 11th. The girls played hard and in the end they came away with two wins and had six losses.

Steve Laycock earned his eighth trip to the Brier in Regina, which took place from March 3-11. The team had a slow start losing their first three games but found their game against New Brunswick winning 9-4 that started a four game winning streak for them. The Saskatchewan fans were behind Laycock as they earned a trip to the championship round with a 4-3 record as one of the eight teams playing off. Despite very good curling by Team Saskatchewan they failed to advance to the Page Playoff.

Kirk Muyres of Martensville plays second for the Laycock team who had a new look this season. Matt Dunstone joined the team and was relegated to throw skip stones while skip Steve Laycock called the game but threw third stones. Muyres, along with his brother Dallan who plays lead, have been with the Laycock rink for the past six years. Laycock is rated the number one rink in Saskatchewan with back to back provincial championships in 2017/2018. They also won the bronze in 2015. The team was trying to bring home the national title to Saskatchewan who has not seen a Brier champion since Rick Folk in 1980. The men commented on their Facebook page about their experience, “What an amazing experience our team had this past week at our home Brier in Regina. It is overwhelming the support we received. Thank you to each and every person who came to cheer us on and make noise at the rink or cheered us on from home.” They also thanked everyone involved “for helping us on our journey and making this Brier one to remember!”

The Brad Gushue rink from Newfoundland came in as defending national champions and won back to back titles once again. They earned the right to represent Canada at the worlds and are looking for a back to back title as world champions as well. Team Canada will travel to the World Championship on March 31 to April 8 in Las Vegas.

The Medicine Shoppe Pharmacy - Your Resource For All Things Feet Shanine Sealey, Martensville Messenger

The Medicine Shoppe in Martensville is the go to centre for numerous health care options, but did you know that it is a location for proper foot care as well? As the Medicine Shoppe is a smaller sized pharmacy, their goal is to provide numerous ‘niche’ services to the communities in which they reside. “We provide all of the same services and fill all of the same prescriptions as bigger pharmacies, but it is our niche services that differentiate us. One of those services focus on foot and leg related care,” Jolene Johnson, owner/operator of the Martensville Medicine Shoppe location, explained.

Johnson wanted to provide access to specialized services that people have traditionally been required to travel to Saskatoon for, and one of these services is foot care clinics and compression stockings. In doing this, Johnson has partnered with Soul to Sole Consulting out of Saskatoon to provide monthly foot care clinics to not only Medicine Shoppe customers, but anyone residing within Martensville and surrounding areas.

Within these monthly clinics, fifteen minute sessions can be booked to meet with Cheri Brochu, owner of Soul to Sole Consulting. Brochu, who is a Podologist with a Bachelor of Science, works with each client to provide basic foot health and education on how to prevent future health issues. “Foot care is a little behind other medical practices. I consider myself the segue between a doctor and an esthetician,” stated Brochu, who initially began her career in esthetics before transitioning into the health care side of the business. If a client has an ailment that is outside of Brochu’s scope, she can also refer patients to the appropriate person to receive care. “I can do an assessment and give people an idea of what they need, and point them in the right direction.”

Laura, a local resident, who has been going to see Brochu for quite some time, has experienced the benefits of the foot care clinics first hand. Having broken her ankle and wrist at one point, Laura found basic foot care to be quite difficult, which led to her having several ingrown toenails. Typically, with a case like Laura’s it would result in surgery being required in order to remove the nail. This can be quite painful and lead to a lengthy recovery time. Knowing that she could avoid putting Laura through this, Brochu utilized a nail brace, which has been around for over 30 years. This nail brace fits the nail, similar to a breathing strip on the nose and over time helps to bring the nail back into its true shape. “It gradually lifts the nail up as it grows out and it is not painful at all. Rather than have a client go through an invasive treatment, they can use this option, which takes longer, but they get to keep their nail,” Brochu said. This treatment is especially useful when treating clients that are diabetic or immunocompromised. “The difference is unbelievable. I got to the point that I could hardly walk and I didn’t want to show my feet in public, but I am so happy about how well this is working. I would recommend that anyone come in and see for themselves. It is amazing what Cheri has done for me,” Laura exclaimed.

This service can help people of all ages, as both Johnson and Brochu note the importance of learning proper care at a younger age in order to prevent issues as you age.

“When your feet hurt and as you age and they continue to hurt, your risk of falling is compounded. You don’t move as much as you would without the pain, and by not being as mobile as you could be, you add to your health risks,” said Brochu. By learning proper foot care, it can help avoid bunions, plantar fasciitis, corns, painful cracks and numerous other painful concerns.

Product used by Brochu is carried by Johnson in The Medicine Shoppe, so clients can continue their foot care at home on their own time as well. In time, Johnson plans to carry a wide array of other “bits and pieces” that can also benefit local residents.

The partnership between Johnson and Brochu has proved to be beneficial, as clients can meet with Brochu to learn about what they can be doing to better benefit them, and from there, go see Johnson, who can help recommend medication or product to benefit their ailment even more. The teamwork and passion that each of the women has for helping their customers is clear and they are constantly working together to bring in more options. “It is good to be partnered with such a complimentary business. You don’t typically think of foot care and a pharmacy, but it works so well together and we both believe in what we are doing and can see the benefits to our clients firsthand,” added Brochu.

One item that Brochu and Johnson strongly believe in is compression socks. They both made mention of the fact that the compression socks of today are not the ones that people remember from years ago and the inventory available within The Medicine Shoppe proves that fact. The sad reality for those who enjoy Saskatchewan politics is that it’s often not really all that enjoyable. It’s often all about divisive fighting that tears people apart.

Maybe some people like that.

But that doesn’t seem to be what many of us would characterize as a Saskatchewan value.

Even the topic of Saskatchewan values can be a divisive issue, as we found out in the recent Saskatchewan leadership races.

Just an hour before his leadership win in Regina, new Saskatchewan NDP leader Ryan Meili declared: “New Democratic values, friends, those are Saskatchewan values.” Really?

Maybe one can attribute some party policies to the collective beliefs of those that support them. But is that really the same as owning the values of a province?

Can political parties then claim they have exclusivity to the values of the people they hope to represent?

In fairness, let us not just pick on Meili because most every politician has made the same grandiose claim about themselves or their party at one time or the other.

Certainly, the Saskatchewan Party - brazen enough to take the province’s name when four former Progressive Conservative members and four former Liberal MLAs formed this party 20 years ago - have never been shy about claiming to represent the heart and soul of the province.

Perhaps the Sask. Party would like to think that it’s Saskatchewan’s free-enterprise, independent spirit that it purports to represent or maybe the NDP would have us believe it lays claim to caring, sharing and cooperative nature of so many of us. But the truth be told, people and their value systems are more complex than that.

You can be a generous, giving person who happens to believe in free-enterprise and independence as much as you believe in your community and the need to work together to get things done.

Go anywhere in rural Saskatchewan and you are destined to find people that share all these values that really somehow don’t seem to conflict much at all.

Some of them may even be active in a politics … or at least, seem to have strongly held political beliefs.

And there are some people - you likely know a few of them - who seem to have no discernable values, but are sure active in one political party or another.

Go most anywhere in this country - or this world - and you will find people with similar good values.

They didn’t arrive at these values because they grew up in a place with vast horizons and long, cold winters … although maybe the nature of this place does afford you more time to think about who you are and what you believe in.

So maybe what we all should instead strive for whether we actively believe in a political party or not - is to respect the strong beliefs and values others have that we might not necessarily share.

Saskatchewan has witnessed a lot that of late that seems to have divided us. Certainly, the recent Gerald Stanley not guilty verdict has divided people along all too many lines.

Maybe it would be good for those on both sides of the divide to look deep into our own beliefs and respect that there are big, legitimate concerns about both public safety and race that need to be heard. After all, the very motto of our province is, from many peoples, strength.

What we don’t need, however, is to have our political beliefs divide us any more than we already are.

Saskatchewan is already a province that’s too divided between urban and rural and right and left.

So maybe politicians should stop proclaiming they represent our values and instead listen to what our values are.

Police received 135 calls for service from March 5, 2018 to March 12, 2018.

TRAFFIC

Two Single Vehicle Accidents near Warman

March 5, 2018 at 12:00 p.m.

Police received a complaint of a single vehicle accident on Highway 11 near Warman.

Police attended and found that a vehicle driven by a 32 year old male from Saskatoon lost control of his vehicle, hit the guard rail and then went into the ditch. There were no charges or injuries.

March 7, 2018 at 5:10 p.m.

Police received a complaint of a single vehicle accident on Highway 11 near Warman.

Police attended the scene and found that a 24 year old male from Prince Albert lost control of his vehicle, entered the ditch and hit a sign. There were no charges or injuries.

The vehicle required towing from the scene.

Impaired Driver Charged Near Saskatoon March 11, 2018 at 3:40 p.m.

Police located an impaired driver on Highway 16 near Saskatoon. Police arrested a 31 year old male from North Battleford. He was released on documents for an upcoming court date on impaired care and control impaired driving charges.

Male from Delisle Dies From Collision with Train

March 11, 2018 at 6:45 p.m.

Police received a complaint of a truck vs train accident on O’Malley road near Delisle.

Police attended the scene.

The 33 year old male driver of the truck from Delisle succumbed to his injuries at the scene.

PROPERTY Theft of Property Reported in Martensville

March 6, 2018 at 8:40 a.m.

Police received a complaint of theft from a property north of Martensville. The caller reported that the previous week someone entered his unlocked property and stole a number of tools.

Investigation into this matter is ongoing.

Martensville Male Arrested for Causing Disturbance to Warman Business

March 8, 2018 at 6:55 p.m.

Police received a complaint of a male causing a disturbance at a business in Warman.

The caller reported that the male was causing problems and refusing to leave. Police

attended the business and arrested the 26 year old male from Martensville.

He was held for court on breach of court conditions.

There were no injuries.

March 9, 2018 at 3:10 a.m. Police received a complaint of a stranded driver on Range Road 384 near Martensville.

The caller advised he was stuck in the snow and had no way to get out.

Police attended the scene and gave the 27 year old male driving the vehicle a courtesy ride to a safe location in Saskatoon.

There were no charges.

Man Arrested for Refusing Road Side Screening Test

March 10, 2018 at 3:30 a.m.

Police were conducting patrols in Warman when they stopped a vehicle to check for valid license.

The 33 year old male from Prince Albert who was driving the vehicle refused to take a road side screening test. He became belligerent with police. He was arrested and lodged in cells to appear in court on resisting arrest and refusing a breath sample charges.

Martensville March 16th, 2018 @ 10:00 o’clock RCMP members will be at Martensville McDonalds Restaurant for a chance to ask questions and to get to know the police officers in your city. Everyone is invited to attend.

Warman RCMP is also advising residents of Warman, Martensville, Delisle, Radisson and the rural areas to ensure that their valuables are removed from their vehicles and their vehicles are locked to prevent becoming a victim of property crime.

Security Alert Issued for Mexico Travellers

Last week, both Canada and the United States issued a Security Alert for those travelling to Playa del Carmen, Quintana Roo, Mexico. This comes after an explosive device detonated on a popular tourist ferry that runs between Playa del Carman and the island of Cozumel on February 21st, injuring a total of twenty six individuals as they departed the ship. Just days later, other undetonated explosive devices were found on another ferry, operating on the same route between Playa del Carmen and Cozumel. The bomb which exploded was said to have been a homemade device that was not intended to do any major damage.

Within the alert, it was also noted that “the U.S. embassy in Mexico City received information about a security threat in Playa del Carmen”, and asked travelers to exercise a high degree of caution in Playa del Carmen

Since these incidents, some cruise lines within Playa del Carmen have cancelled excursions.

For the ones that continue to run, it is recommended that tourists avoid ferries travelling within the region until further notice and to be vigilant and monitor local media, including social media. Currently there is a large amount of police officers and detection dogs deployed along the docks and ferries running within the area.

Mexican officials have stated that there is no concern for public safety and that tourist activity is running normally. At this time, no arrests have been made and no definitive theory for a motive in the incident has been announced although terrorism and organized crime have been ruled out.

Police Concerned for Public Safety After Numerous Weekend Overdoses

On March 10th, Saskatoon Police, Medavie Health Services and the Saskatoon Fire Department responded to three separate calls at three locations regarding drug overdoses at each residence. According to the release from police, “six people were suffering from the effects of apparent illicit drug overdoses.” All six people involved required medical treatment and were transported to hospital. Two people have died as a result of their overdoses, and another remains unresponsive.

Because of these incidents, Saskatoon Major Crime along with Saskatoon Integrated Drug Enforcement Street Team (SIDEST) worked alongside one another to solve the drug overdose incidents and as a result of their investigation, three men have been arrested. At a search of a home in the 100 block of Pawlychenko Lane, police seized: $14,210 in cash, 11.16 grams of cocaine/fentanyl, 149.88 grams of cocaine, 31.13 grams of heroin and 34.44 grams of marihuana along with a firearm and ammunition.

Saskatoon Police then released a statement notifying the public that if they had purchased cocaine from a dealer that goes by the name “Lil Joe, “Joe Bro” or have made contact with the dealer with the phone number (306) 881-7300, that the cocaine they received may be laced with Fentanyl, which

can be lethal. “If you have purchased cocaine from the person with the above cellular number we are urging you to turn it into the SPS front desk so we can properly dispose of it. SPS is not searching to pursue charges for being in possession of this cocaine, we are interested in the health and safety of the public.” As of March 12th, no one had turned in laced cocaine. The request to the public to turn in drugs falls under the Federal Good Samaritan Act, which came into effect in May of 2017 and helps to provide legal protection from those seeking emergency services in case of an overdose.

“We are following the spirit of the Federal Good Samaritan Act and are more interested in public safety at this point,” said Haye.

If you suspect someone has overdosed on Fentanyl, or any drug, contact 911 immediately. “We have said this message consistently, that we urge people not to use street drugs. Only take drugs under the direction of a pharmacist.

We realize that not everyone is going to listen to that advice so if they do find themselves in medical distress, they or someone assisting them can feel safe calling and engaging with emergency medical services,” Haye added.

On Monday, March 12th, Supt. Haye said that although he couldn’t confirm that any of the men were Lil Joe or Joe Bro, that the police were confident that they had the right people in custody and since the arrest, there have been no morecalls of fentanyl overdoses.

All three men originate from outside of the province and appeared in court on Monday morning.

Currently, the Major Crime Unit is working on their investigation, and once complete, charges may be modified to reflect their findings, which could possibly include murder charges.

When asked about the release of the dealers name and phone number, Haye stated that “they have never done that in my time at the police station”, but that the decision to release the information was due to the fact that “public safety is of the greater need here.”

In recent years, deaths caused by Fentanyl overdoses have been on the rise throughout the country, with approximately 4000 people dying from the effects of opioid overdoses in 2017.

Following the incidents that occurred over the weekend, Saskatchewan Health

Authority shared details on the signs and symptoms of opioid poisoning, describing Fentanyl as being 50 to 100 times more potent than heroin, oxycodone or morphine. Fentanyl is a prescription drug that is often added to illegal drugs without people knowing. Symptoms of an opioid overdose can include slow or no breathing; gurgling, gasping or snoring; clammy, cool skin; and blue lips or nails.

Take-home naloxone kits are available in Saskatoon to individuals that are at a high risk for overdoses. These kits can help provide critical lifesaving time for emergency services to respond to a call for an opioid overdose.

Saskatoon Police Service continues to investigate these incidents and is asking members of the public to contact the Saskatoon Police Service at 306-975-8300 or call Crime Stoppers at 1-800222-8477 if they have any information.
