Council Discusses Tax Assessments and Abatements Shanine Sealey, Martensville Messenger

Martensville City Council held their monthly Committee of the Whole meeting on Tuesday, March 10th. The agenda did not have many items on it for this month; however, items discussed included a proposal to name two parks in Martensville; one in MacCormack ranch and another in the southwest area of Martensville. The first park, currently known as MR29, is located around the pond in MacCormack Ranch and is proposed to be named Wiebe Park, after the previous owners of the land where MacCormack Ranch is located.

The other park, currently known as MR37 is proposed to be named Hyde Park after Maurice Hyde, who was a well-known resident of the community and whose family has a home that backs the park.

Leah Bloomquist, Director of Corporate Services spoke to Council about direction regarding a Request to Extend Time to Complete and Open Assessment Roll. Bloomquist explained that last year, administration was able to open the Assessment Roll on April 1st and bring forward tax policy on April 2nd to Council for approval. This allowed for them to meet the requirements of the Cities Act, and also to mail assessment notices and tax notices together for the first time. “We completed and mailed notices together with the intention that this will assist in the understanding of the impact of assessment on property taxes. Providing dollars owed at the same time as changes in assessment values could help avoid confusion in the difference between the two notices, as well as helps a property owner make a more informed choice on whether they feel an assessment appeal is of importance to them,” Bloomquist explained.

Administration would like to continue with this approach, and therefore would like to bring a bylaw to Council next week, which would be to approve the opening of the roll for April 15th until May 22nd. The suggested closing date allows for just over the required 30 days for appeals to be made to the City.

Community Economic Development Manager Dillon Shewchuk shared a report with Council regarding items to note for the past month. In his report, Shewchuk touched on numerous topics including the RCMP surveillance initiative for local businesses, interest from a care-home provider that will be putting some initial plans together to bring to the City in the future, conversations with new and expanding businesses in the community, and more.

Shewchuk also brought a Request for Direction to Council regarding Kabo Homes, who are interested in developing a two bay industrial lease building that would be 2370 square feet at 121 9th Street North. The value of the project is over $400,000, so therefore, they would be eligible for a two-year tax abatement through the City of Martensville Business Incentive Bylaw.

Protect your Property and Be Ready for Spring Thaw

With prolonged cold temperatures and snow accumulation, and now moving into milder climates, we are expecting a rapid melt. This may lead to seepage of water into basement or water to accumulate on property. We are all responsible to protect our own property and mitigate any potential risks. Provided are some helpful tips and tasks to help prevent water seeping into your basement or accumulating on your property.

1.

Extend downspouts at least two metres (six feet) from your basement walls.

The further the water is from the foundation, the less chance that it will make its way into your basement. Splash pads can help direct the water to a permeable surface, such as a garden or lawn. Clear debris from your eavestroughs (gutters) to prevent them from overflowing. If your eavestroughs or downspouts overflow even when they are clean, install larger ones.

2.

Consider moving snow away from the foundation of your home, to prevent a large degree of melting immediately adjacent to your foundation.

3.

Ensure proper grading around your home and property or build up the ground slope around your home. Soil should slope down from your foundation and window wells for at least two to three metres (about six to ten feet) at a drop of at least 1020 centimetres (about four to eight inches). If water soaks into the ground within the backfill zone, it will accumulate next to your basement walls and floor, where it can leak in or damage the foundation. Check your ground slope annually, because soil, sidewalks, patios, decks and driveways can settle over time. You can find grade elevation information on Martensville.ca

Martensville & District Kinettes Represent Well at First TeleMiracle

The Martensville & District Kinette Club made an appearance at their first TeleMiracle this past weekend. The women made a donation of $9302.25, which was raised through various events and fundraisers. Although this was their first TeleMiracle, the women are confident that it will not be their last. TeleMiracle took place Saturday, March 7th & Sunday, March 8th and raised over $5.5 million. Money raised will go towards the Kinsmen Foundation to help provide specialized mobility equipment and access to medical travel assistance to residents of Saskatchewan in need.

There is less than a month remaining in the NHL regular season and most teams are hovering around the 70 game mark, meaning they have about 12 games remaining on their schedules. Overall, Edmonton is the top Canadian team in the standings at ninth with a 37-24-9 record. Edmonton is currently second in the Pacific Division and their 83 points has them three back of the Vegas Golden Knights for first and four points ahead of Calgary in third. Next in the league standing are the Toronto Maple Leafs who have a record of 35-25-9 and are 14th overall after 69 games this season.

The Leafs are coming off of a tough California road trip where they went winless against San Jose, Anaheim, and Los Angeles. That slide helped the Florida Panthers gain some ground as they are now only a win away from stealing Toronto’s playoff spot. Tied with the Leafs in points are the Calgary Flames who got their 79 points with a record of 36-27-7.

The Flames are trying to stay ahead of the extremely close Wild Card race that is happening right below them. Two Canadian teams are already a part of that race as Winnipeg hold the first Wild Card spot and Vancouver is one point behind Minnesota for the second spot.

The Jets are on a three-game winning streak but are still four points back of Dallas for third in the Central Division. Vancouver on the other hand is three points back of Calgary for third in the Pacific and have also played two games less than both Calgary and Winnipeg.

Over in the East the Montreal Canadiens technically aren’t out of the playoffs yet.

They will need a crazy streak to get back into contention. Montreal has a 31-30-9 record for 71 points which has them eight points behind Carolina and the Islanders for the final Wild Card spot.

The Prince Albert wrestling tournament was a successful weekend for the Royals Office at Bay #7High - 301School.

Royals Take On Provincials Martensville Messenger

“When I first started wrestling, I was scared to try any of the new moves. Now, I was able to win some matches and not be scared of everything. I was probably most proud of actually going and fighting until the ref blew the whistle, knowing that I lost the match,” Shelby Shynkaruk, first year Royals wrestler, said.

Martensville’s team has come a great way since their first tournament in December of 2018. The women from MHS moving on will be Jenna-Lynn Holowenko, Brooke Zaleschuk, and Eva Wiebe, who all arrived in second in their groups. The men continuing to provincials will be Brody Nelson, who placed third in his division. Special congratulations to Brody Dyck, who placed first, won the 90kg division and will also be moving on.

As a team, the MHS women won the 4A level, and the men placed third in the 4A competition. “I think I have improved a lot the past two years. Not just physically, but mentally. I got a lot more confident this year, and was more of a team leader this year alongside Brody,” Brooke Zaleschuk says. Zaleschuk is one of the Royals that advanced to provincials, and was very eager for the tournament.

The MHS team is a supportive, enthusiastic team. Everyone is both excited for the tournament, and thrilled to watch each other. During the matches, it is not uncommon to see other Royals sitting around the coach, cheering on their teammates. “I really look forward to learning. It would be awesome to win, but if I don’t, I can learn what I did wrong or what I can improve on. I’m also excited to see all my team members and how they’ll do,” Zaleschuk added.

“Everyone supports everyone and we are all super close. Wrestling is definitely a lot different than I thought it would be, but it’s great. You end up making friends and learning more every time you step on the mat,” Shynkaruk stated proudly.

The wrestling community in Martensville has grown astronomically, with welcoming teammates and passionate, involved coaches. With the season coming to a close, the Royals hope to end on a high note, and prepare for next year. “I absolutely love our team,” Zaleschuk adds. “Everyone’s so welcoming and friendly and we always help each other out. I can’t thank Ms. Sazl and Mr. Loeffler enough. They are always in our corners cheering us on.”

Culinary Youth Team Canada Brings Home Double Gold

Culinary Youth Team Canada garnered two gold medals and placed fourth in the world in the IKA / Culinary Olympics in Stuttgart, Germany earlier this month, the highest finish ever of any Canadian Junior National Team.

The team competed against 23 other junior national teams from around the world in the IKA Buffet and the Restaurant of Nations. In both ABOVE: Sydney Hamelin competitions, the young chefs demonstrated that Canada can keep pace with the top talent from around the world. Their efforts were the culmination of more than two years of hard work and dedication, said Chef Austin Clement, program manager for The Culinary Institute of Canada and Chef de Mission, Culinary Youth Team Canada.

“The Culinary Institute of Canada and Holland College committed to supporting the national team, as we did in 2004 and 2008, throughout its development, and we are extremely proud of what they were able to accomplish. They basically put their lives on hold for two years to develop their skills and prepare to be measured against their peers in the worlds top arena.”

Culinary Youth Team Canada was formed in the fall of 2017 with a mandate from the Canadian Culinary Federation to represent Canada through to February 2020.

The team trained five days a week in the Kerrilynn McInnis Culinary Skills Lab at The Culinary Institute of Canada, which was the team’s largest sponsor and provided training facilities, coaching, and team leadership.

Chelsea Delorme, from Morden, Manitoba, and Islander Ryan Llewellyn, from Stratford, are both graduates of The Culinary Institute of Canada’s Culinary Arts program.

The other team members are graduates from culinary schools across the country. Jacob Brandt is a graduate of Niagara College; Stefanie Francavilla, a graduate of Humber College; Sydney Hamelin, a graduate of Saskatchewan Polytechnic; Raymond Mock, a graduate of Le Cordon Bleu Ottawa; Korae Nottveit, a graduate of Southern Alberta Institute of Technology; and Leah Patitucci, who graduated from Vancouver Community College. Their coaches were chefs Hans Anderegg, Kevin Boyce, Austin Clement, Peter Dewar, Christian Marchsteiner, Logan Rafuse and Joerg Soltermann.

Holland College president Dr. Alexander (Sandy) MacDonald congratulated the team and coaches on their success at the Olympics. “I travelled with the team and witnessed firsthand the commitment and dedication of these young chefs and of the chef instructors who have coached them since the fall of 2017. Their talent, depth of training and their will to win were key elements of the team’s excellent showing in the competition,” he said. “To witness them transition from our training kitchens in Canada to the spotlight of such a high-profile competition was truly an extraordinary experience. We were proud to be tasked with putting together the national junior team, and we are thrilled that their hard work and the training they received at the CIC was so justly rewarded.”

Team member Raymond Mock said being part of the team was the experience of a lifetime. “IKA 2020 is a moment that will never be forgotten. The hurdles we jumped, the tears we shed and the moments we shared has showed me that it didn’t matter how old you were, or where you came from, or how long you’ve been cooking, what matters is knowing that someone always has my back and I will always have theirs. Through every up and every down, we knew that the only way we could go is forward and together. I’m very proud to be a part of this team and couldn’t have asked for a better group of people to do this with.”

Early Election Reasoning Not Sound

There’s a fine line in life between doing the right thing and wrong thing and that line gets even finer when politics is involved. Take the controversy over Premier Scott Moe potentially ignoring his own set election date law and considering general provincial election for this spring.

It’s been almost four years since the last provincial election held on April 4, 2016, which would mean an “early” election call now would actually perfectly fit the traditional four-year terms of government. Moreover, those who have been complaining about the two city seats vacant since Corey Tochor and Warren Steinley resigned their respective Regina and Saskatoon provincial seats six months ago to successfully run as federal Conservative candidates have even less reason to complain about an election call that would fill them.

The government’s set-election date law has already been twice changed; first, to avoid conflict with the 2015 election and again to avoid conflict with the 2020 municipal elections. That clearly suggests it’s not a law set in stone … and there’s good reason for that.

Although it seemed like a good idea when former Saskatchewan Party premier Brad Wall implemented in 2008, it's always been a rather impractical law when you think about it. First, there may be a “tradition” that governments’ mandates only last four years, but the only hard and fast rules is that governments cannot exceed five years. At that point, the lieutenant-governor or governor-general steps in and dissolves the legislature or parliament and orders an election.

More importantly, any government in a parliamentary democracy can lose its mandate at any time if it loses a “confidence vote.” That certainly has happened (or at least, could happen) to with a minority government like the current federal Liberal minority government.

This becomes one more reason for moving up the Saskatchewan election to April, May or June from Oct. 26 when higher probability of snap federal election campaign as a result of the new Conservative Party of Canada (CPC) leader forcing a “non-confidence” vote.

Finally, there are legitimate reasons that most of us could be skeptical or critical about Scott Moe breaking his government’s own set-election date law, but New Democrats are among those who have less right to complain.

For starters, current New Democrat MLAs both opposed the Sask. Party’s creation of the set election back in 2008 and complained about the legislative changes that, most recently, pushed it back to Oct. 26.

The NDP arguably had legitimate reason to oppose both; especially, the latter change to the fall election date that, essentially, extended the Sask. Party government mandate by more than six months.

It was a bit of political gamesmanship on the Sask.

Party’s part. However, current NDP MLAs should be familiar with election-date game playing in their own party that led to Wall introducing the set election date law.

Former NDP premier Allan Blakeney would lengthen and shorten the traditional four-year term to his party’s political convenience. And many of you will recall Roy Romanow in 1999 calling an election in August for a Sept. 7 vote - a date that not only extended the NDP’s mandate past four years but also came in the middle of harvest to make it difficult for harvesting Sask. Party-supporting farmers to vote, but by implementing a set election date, the Sask.

Party vowed to be better by taking the politics out of picking election dates.

Most significantly, Moe has simply not offered good reasons for holding a spring election. He’s used the excuses from the rail blockades (even though the railways are calling back to work those laid off during the blockades) and the COVID-19 or coronavirus (which he later claimed was him misspeaking), but it mostly seems to be about politics and doing things for political reasons is seldom the right choice.

MLA Report With Nancy Heppner Spring Session of Legislature Begins

The spring session of the legislature started this week with a focus on the upcoming provincial budget which will build on the strength of our people with investments in stronger families, stronger communities and a stronger economy.

The budget – to be released March 18th – will build on the Growth Plan our government introduced last fall by providing financial stability and investment in communities and infrastructure to support expanding our export-based economy.

The Supreme Court of Canada is set to hear Saskatchewan’s argument against the federal carbon tax later this month. Your Saskatchewan Party government is calling on Prime Minster Trudeau to pause the carbon tax in Saskatchewan, until the Supreme Court delivers its ruling. The Alberta Court of Appeal has ruled the carbon tax unconstitutional and we are confident the Supreme Court will rule the same.

On the economic front, our government recently delivered on a commitment to provide $10 million to support Estevan, Coronach, and nearby communities transitioning from coal-based industries to other economic opportunities.

This situation was unfortunately imposed much earlier than planned by new federal regulations. Our government will work hard to ensure this part of our province can successfully move to cleaner energy sources and new business developments to remain prosperous and vibrant.

Improving Our Quality of Life

As our government carries out the work of the legislative session, we continue to see quality of life improvements across our province.

Just recently, it was announced that thirty-six additional permanent acute care in-patient beds are opening at Royal University Hospital in Saskatoon. Investing in these additional acute care beds allows our health system to better meet the urgent care needs of our residents. The new acute care beds initiative will receive annual funding of almost $8 million to staff more than 50 full-time nursing and support positions.

Increasing Transparency & Accountability in Government

One of the first announcements of the new legislative session was that in-province ministerial travel and expense reports will be publicly disclosed on a quarterly basis. The bi-annual public disclosure of out-of-province ministerial travel and expenses, a measure we introduced to increase transparency, will also now be posted quarterly.

Our government values the hard-earned tax dollars of Saskatchewan people. While we have previously taken steps to decrease travel costs and increase transparency, we feel it is necessary to continue these efforts to ensure the public knows how tax dollars are being spent by government ministers as they travel across the province.

Increased transparency measures accompany a number of steps the government has taken to reduce ministerial travel expenses. These include a 53 per cent reduction in travel costs in 2018-2019 compared to the last year of the former government in 2006-2007, and the shutdown of Executive Air, the former government-owned air service, for an annual savings of $1 million.

Planning For Covid-19

With an increasing number of confirmed cases of Novel Coronavirus 2019 (COVID-19) around the world, the planning and preparedness of governments, organizations and individuals can still assist in containing and mitigating the spread of the illness.

The risk of COVID-19 to Saskatchewan residents remains low. As of March 5, there are no laboratory confirmed cases of COVID-19 in the province. “With COVID-19 transmission occurring in many countries, Saskatchewan will be expanding testing criteria and increasing surveillance,” Saskatchewan Health’s Chief Medical Health Officer Dr. Saqib Shahab said. “Testing is important to ensure the healthcare system has the best possible information to ensure our facilities and staff are prepared for any cases that present in the province. The most recent science indicates that 80 per cent of individuals who contract COVID-19 will experience only mild symptoms and will recover in their homes. Protecting yourself from transmission and planning to stay home if you become sick will allow the healthcare system to focus on the most severe cases.”

Protect Yourself from Respiratory Illness by; Washing your hands frequently; Do not touch surfaces and then your mouth, eyes or nose; Use tissues when you cough or sneeze and dispose of them immediately; use your elbow if a tissue not available; Stay home if you become ill and prevent the spread of the illness.

Health System Preparedness - The Ministry of Health has a pandemic preparedness plan developed to address influenza.

Since COVID-19 is a respiratory illness, this plan will be adapted to respond to COVID-19.

This planning includes; Updated guidance to care providers on the case definition and testing procedures; Enhanced testing capability with Roy Romanow Provincial Laboratory (RRPL); Reviewing acute care capacity and contingency planning; and ensuring necessary supplies of personal protective equipment.

It is best practice for workplaces to have business continuity plans to support staff and work functions through an event like pandemic influenza. It is recommended that workplaces ensure these plans are current and ready, in the event that cases increase in the province.

Travel Guidance

The active travel health notices and travel advice are available at Health Canada Latest Travel Health Advice page. Travelers from Hubei and Iran are being asked to contact public health officials upon return to Canada and self-isolate for 14 days after leaving those jurisdictions. All travelers returning from countries where COVID-19 is circulating should actively monitor for symptoms of cough and fever. If you develop symptoms, stay home and call HealthLine 811 for assessment and advice.

Preparing For a Party on the Pond Shanine Sealey, Martensville Messenger

Martensville will be a hub of activity this weekend with many events and activities being held, one of which is Party on the Pond, a Premier 3 on 3 Pond Hockey Tournament, which will take place at the North Ridge Community Centre and on the surrounding ponds.

Party on the Pond will be taking place March 13th – 14th and will include a wide variety of entertainment including the hockey tournament consisting of thirty teams and entertainment by Kelly Taylor and the Gong Show.

This will be a 19+ event with all proceeds going to the Martensville Community Recreation Project (MCRP) to help fund the construction of a new recreation facility.

The tournament will begin on March 13th at 5pm and continue all day on Saturday. Teams of four will get five games each and their registration includes the tournament, supper, midnight lunch and entertainment by Kelly Taylor on Friday Night and supper with a cabaret featuring the Gong Show on Saturday night.

For those not participating in the tournament, you can purchase tickets for Friday night for $30 and tickets for Saturday night for $50.

Be sure to swing by this incredible event to show your support to the hard working individuals that have made it their mission to bring a new recreation facility to the community. “We would love to see this event grow into something much larger and are reaching out to people provincially and worldwide to make that happen. There is no reason why we can’t make this a well-known event and keep growing each and every year,” Jordan Trach, one of the event organizers, noted.

Over 80 Vendors to Attend Martensville Business Expo

Once again, the Martensville Business Expo will be providing an opportunity for local businesses to showcase their products and services for residents of Martensville and the surrounding area. The two day event will kick off on Friday, March 13th from 5pm8pm and Saturday, March 14th from 9am-3pm at the Martensville Athletic Pavilion (MAP). This event is held in collaboration between the Prairie Sky Chamber of Commerce (PSCC) and the City of Martensville.

Over 80 vendors will be in attendance along with a range of entertainment, food and giveaway options available. This year, all vendors will be located on the main floor of the MAP. “We will have some new vendors in attendance this year and as a Chamber we always love to see new faces coming out to these events. This is what we are all about – encouraging businesses to get involved, introduce your business to the community and it is something that we are thrilled to have them be a part of,” PSCC Executive Director Jaimie Malmgren explained.

This year Taste of Martensville will feature Two Sisters Catering, Clearcut Coffeehouse, The Caesar Mill and Otowa and will be available from 5pm-8pm on Friday and 11am-2:30pm on Saturday.

Friday will also include entertainment by Travis Blanchard, a KidZone and a bar provided by the Martensville & District Kinsmen Club. Once the Expo is closed to the community, vendors will have a chance to network together for an hour or two.

On Saturday, the event will kick-off at 8am with a Kinsmen Pancake Breakfast by donation in the Martensville High School lobby. On Saturday, there will be special activities for the kids including balloon twisting and face painting.

Those attending the Martensville Business Expo will also have an opportunity to win some incredible prizes by participating in Expo Bingo, which they can receive at the door along with a list of vendors.

“An event like this is so important to a community.

One of our goals as a Chamber is to encourage people to support their local businesses, so this is an awesome way to come to one venue and see all of these businesses showcase all of the products and services that they provide. It’s a one-stop-shop,” added Malmgren. “This is a great opportunity to not have to cook and come try some local cuisine. Bring your family and friends and take some time to stop by the MAP this weekend. There is sure to be something for everyone.”
