SNOW AND ICE CONTROL PROGRAM What you need to know The program aims to facilitate the handling of emergencies by Police, Fire, and Ambulance services during the winter months, reduce the hazards of icy conditions to motorists and pedestrians, and minimize the economic losses to the community and industry resulting from unsatisfactory winter driving conditions.

Information on general program procedures and the City’s Priority Map is available online at Martensville.ca, but here are a few ways you can help our crews keep our streets as clear and safe as possible: - Do not shovel, blow, or push snow from private property onto the street – this causes snow ridges on your driveway when our plow cleans your street.

- Do not plow or pile snow on streets – this can block access to manholes and water valves and be a safety hazard.

- Clear your driveways in advance of the city’s snow clearing operations - this helps our operators clear your street more efficiently.

- Do not park your vehicle in an area where it could obstruct snow removal procedures this hinders our operations and could result in a snow ridge blocking your vehicle in place.

- Do not leave large piles of snow at the corners of driveways – this snow can be caught by a raised snow-gate blade and topple over into your driveway or the street.

- Prevent snow from piling up on the front of your driveway by moving it near your tree/lawn areas behind your walkway.

- Watch for posted areas for Snow Removal- In case of snow and snow removal, crews need to have roads cleared of all vehicles on posted streets. If you are going out of the City over the holidays, please have your vehicles off City streets. Vehicles left on the street per the traffic bylaw are ticketed and towed (to a non-posted area).

- Stay Clear of Sanding Trucks- Crews apply a mixture of salt and sand on our streets and intersections to ensure safer driving conditions. If you are near or behind the sanding truck you are reminded to stay back 15m to allow the truck to disperse materials and to prevent materials from potentially hitting your vehicle.

Keeping Hydrants Clear of Snow

With the recent snowfall, the City of Martensville and the Martensville Fire Department would like to ask residents for their assistance with keeping the fire hydrants clear of snow, parked vehicles, and other obstructions.

Clearing snow from the hydrant helps keep hydrants visible and easily assessable which will save valuable time in the case of an emergency. Property Owners may be subject to fines for burying or obstructing hydrants.

Winter Fun Fest is February 17th!

Winter Fun Fest is coming and features plenty of indoor and activities. Some of the activities include a bonfire and Hot Dog Roast, Street Hockey, Snowshoeing Sleigh Rides, Inflatable Bouncers, Laser Tag, Crafts, Face Painting and so much more.

Activities are taking place at, and in the area of the Martensville Athletic Pavilion and Kinsmen Park. The day caps off with Fireworks at 6:30PM Visit the events calendar on Martensville.ca for more information.

The Pacific Division may not be the strongest Division in the league with the Canucks sitting 12th overall and still at the top of the Pacific with 67 points. However, it is definitely the closest Division and the one where you really can’t afford to lose games.

As I said, Vancouver is leading that Division with 67 points, the next four teams below them are within 4 points of the Canucks. Included in those four teams are the Edmonton Oilers and Calgary Flames who are tied with 64 points with Calgary having played two more games than the Oilers.

The Flames struggled after the All-Star break winning just 1 of their first 5 games back. They may be starting to figure things out though with back-to-back wins against Vancouver and San Jose where they scored 6 times in each of the games. Edmonton on the other hand got some bad news on Tuesday as their Captain Connor McDavid will miss 2-3 weeks with an injury to his quad. Also battling with the Flames and Oilers are the Winnipeg Jets. They are currently one point behind the Calgary Flames and holding onto the final Wild Card spot with Arizona nipping at their heels. Over in the East things are also getting interesting.

There are so many good teams in the Metropolitan Division that they are clogging up the Wild Card spots. Columbus and Philly occupy the two spots and have 70 and 69 points respectively while Carolina sits outside the playoff picture with 67 points. This is only interesting because the Toronto Maple Leafs are currently holding a playoff spot and third place in the Atlantic Division with 66 points!

So that means the Florida Panthers don’t have to worry about catching the Flyers who are 5 points ahead of them, they just need to catch the Leafs who are 2 points ahead of them if they want to jump into a playoff position.

Sask Pet Expo Making Debut Appearance in Martensville Shanine Sealey, Martensville Messenger

The Saskatchewan Pet Expo is making its debut to Martensville this weekend and will be taking place at the Martensville Athletic Pavilion on February 15th and 16th from 10am – 5pm.

Organizer Bernie Funk is looking forward to the event and states that those attending can expect to see a wide variety of options. “We will have six or seven different rescues from around the province in attendance and there will be lots of dogs, puppies, cats and kittens available for adoption,” Funk said.

The show will feature 56 vendors including; pet experts, food companies, pet stores, veterinarians, groomers, trainers, breeders and much more. “It is a very fun and informative show for everyone. If you are a pet parent, thinking about adopting a pet, or

just want to come out and have some fun, this is the show to be at,” added Funk.

This year’s show will include a new fun zone, which will have a bouncy castle, face painting, balloon twisting, stuffie riders and more. There will also be sleigh rides from noon to 3pm on Sunday.

Funk, who is a big animal lover himself, began organizing the Pet Expo’s in the province back in 2016 after deciding that it was something the province needed to have.

This weekend’s show will be Funk’s seventh time organizing the show in Saskatchewan, usually hosting two per year.

Those that come out to the event are encouraged to bring their pets as well. “We love that this is an event that we can include our furry family members in,” Funk stated. At last year’s show in Saskatoon, Funk stated that approximately 500 animals were brought through the weekend show; with everything from Teacup Poodles to Great Danes coming through the doors. “It was unbelievable! They are family and we love them, so why not include them?”

Moe Shows Skills in Co-op Dispute

Premier Scott Moe hasn’t always received a lot of credit for his political skills. Perhaps underestimating him is a big mistake. He, did after all, win the Saskatchewan Party leadership in what was likely the most intense and hotly contested political event in our province in the last decade and he’s righting the province’s listing fiscal ship without losing much political popularity.

To do so requires formidable political skill, but, having inherited both a healthy province and a healthy Sask. Party from his predecessor Brad Wall, it’s skill that may be somewhat overlooked. That’s something that becomes easier to do when there isn’t much political competition from across the aisle in Legislative Assembly … and when you have as solid a base, as Moe and the Sask. Party does in rural Saskatchewan that makes the result of this fall’s general election almost a foregone conclusion.

But what is sometimes missed are the developments that get a politician and his or her party to where they are. In Moe’s case, it’s been a case of skillfully capitalizing on changing circumstance. Consider how Moe has handled himself in the increasingly messy fight between Federated Co-operative Ltd. (FCL) and Unifor in their lockout dispute at Regina’s Co-op Refinery.

What should not be missed is how much this dispute really represents a political swing in this province; a swing in favour of Moe and the Sask. Party. The NDP’s loss of support in rural Saskatchewan has everything to do with its policies that clearly didn’t keep up the changes economic environment.

It should be noted that a big part of that changing economic environment is reflected in the changes the three entities once critical to the rural economy; the Saskatchewan Wheat Pool, the Credit Unions and the Co-ops; that were traditionally aligned with the NDP.

The Wheat Pool met its demise during the Roy Romanow government years; a victim of the changes in farming and grain marketing. The Credit Unions are still here and playing a vital part in rural communities; however, it’s likely fair to say that they certainly seem to function more like a bank than the traditional credit union model and less aligned with the NDP.

As for the Federated Co-op, its biggest criticism (at least from those on the left) seems to be that it’s just like any large, successful retail business. This takes us its current fight with Unifor and where Moe seems to be demonstrating significant political skill.

Whether Moe is right to suggest the Regina police to step in to enforce the court ordered-removal of the barricades preventing fuel trucks from coming and going is a controversial matter. Police are there to keep the peace and their involvement in any dispute should always be a last resort. This is especially so in a tense picket line.

That said; it’s also now clear the union is defying a court order and has been fined $100,000 as of the writing of this. More fines are on the way. It’s also clear that FCL is raising legitimate concerns that the barricades may soon be causing a fuel shortage and seems to pressuring the Sask. Party government to pressure the Regina Police to do something soon.

As a result, we have the unusual scenario when the one-time ally of NDP is in a pitched battle with another one-time ally of the NDP, the union movement.

The unions also want Moe to intervene, but to appoint an arbitrator. So there sits Moe in the middle; seemingly, the voice of reason between the two one-time NDP allies who is offering a mediator (if Unifor takes down the barricades and behaves reasonably) and he seems to have gotten there by using his underestimated political skills.

MLA Report With Nancy Heppner Reducing Red Tape

Saskatchewan is an entrepreneurial province in which we want people to be able to start and grow their businesses. Reducing red tape and regulatory burden is imperative because we know that when small businesses grow, Saskatchewan grows.

Saskatchewan’s Growth Plan for The Next Decade recognizes that competitiveness is crucial to economic growth. On the issue of taxes, regulations and government spending, our objective is to ensure Saskatchewan remains competitive.

We know that red tape can stand in the way of the growth of businesses and communities. Our government’s “Help Cut Red Tape” web portal helps residents fasttrack their concerns on regulations. Our work on this initiative was recently recognized and celebrated by the Canadian Federation of Independent Business (CFIB).

Saskatchewan received the CFIB’s highest ranking in their national Red Tape Report Card for its efforts to reduce red tape and modernize regulations. We will continue to identify and cut red tape with additional actions in our Growth Plan, which include: • appointing a business advisory panel from communities across the province to identify priorities for the Government of Saskatchewan’s Red Tape Reduction Committee; • keeping the province’s finances strong and investing in priorities such as infrastructure and health care, which are areas of concern for small businesses; and • utilizing the Government of Saskatchewan’s Direct Cost Estimator to make informed decisions.

This past year, Saskatchewan saw an increase of 10,400 jobs, or 1.8 per cent, from 2018. More than half of that job growth is due to full-time jobs. In spite of some external headwinds, the creation of 10,400 jobs last year is an indication that Saskatchewan has a robust, diverse and growing economy and is on track for continued growth.

Spend Your Family Day Enjoying Winter Activities Shanine Sealey, Martensville Messenger

This year Family Day in Martensville will offer some new opportunities to take part in with your family through Winter FunFest. On February 17th, the Martensville Athletic Pavilion (MAP) will be a hub of activity offering a variety of indoor and outdoor options for all ages from 1pm to 6pm.

In previous year’s Winter FunFest, the event has been held the first weekend of February; however, this year, they decided to combine the event with the City of Martensville Family Fun Day, with all activities taking place at the MAP instead of the North Ridge Community Centre.

“With this change, we are excited to have more room for activities and thought it would be a fun way to spend Family Day,” Program Coordinator II, Jessica Loran said.

The event will feature a variety of indoor activities including; laser tag, inflatable castles, clown shows, soap carving, stuffie riders and more. Outdoor activities include kick sledding, snowshoeing, a bonfire and hotdog roast, street hockey, sleigh rides from 2pm-5pm and others. “We also encourage people to utilize Kinsmen Park for skating and tobogganing. We will not be supervising those, but it is other fun activities to enjoy outside,” Loran added. Prairie Women on Snowmobiles Raise Nearly $100,000 in 20th Annual Tour Shanine Sealey, Martensville Messenger

This year marked the 20th annual Prairie Women on Snowmobiles (PWOS) tour, which wrapped up in Martensville on February 7th.

The Martensville & District Kinsmen Club, along with the Saskatoon Snowmobile Club hosted a dinner at the North Ridge Community Centre to celebrate the weeklong journey that the group of ten women participated in to help raise funds and awareness about breast cancer.

The event in Martensville saw a $1000 donation made to the PWOS from the Saskatoon Snowmobile Club and saw representatives from the Saskatoon Cancer Society and Canadian Cancer Society in attendance.

Jakki Crowe, of the Cancer Foundation of Saskatchewan, spoke about how she lost her sister to cancer as a child.

“If her cancer had been today, she would have had a fighting chance of 20022AA4 20023AA3 surviving.

This is why I still fight for her today.

Rodger Lohman, a representative from the Canadian Cancer Society, shared the astonishing work that PWOS have done over the past 20 years in raising $2.5 million to the Canadian Cancer Society for breast cancer research and thanked the communities that come together to support the cause. “Communities like Martensville who have been able to help and support this event make such a difference. Together we can prove that life is bigger than cancer,” Lohman stated.

Each of the riders took a moment to introduce themselves and share some details about what led them to join the Prairie Women on Snowmobiles. Although each woman had a different story to tell, each had a strong desire to want to get involved in helping end cancer and felt as though their experience was one that would be remembered throughout their lives. With many of the women beginning their journey as strangers, it was abundantly clear that they would be leaving as lifelong friends.

Kelly Kim Rea, the President of PWOS, thanked the communities that have supported them over the past twenty years and noted the accomplishments that have been made throughout that time. “The women ride approximately 1400 kilometers in 6 days across Saskatchewan with 100% of the proceeds going to either the Cancer Society for breast cancer research or to the Cancer Foundation of Saskatchewan for equipment donated to medical facilities in the province. This is the 20th mission since 2001, raising more than $2.5 million for Canadian Cancer Society for breast cancer research, as well, since 2013, raising over $375,000 worth of equipment has been purchased through Cancer Foundation of Saskatchewan. Without the support of you and your communities, Prairie Women on Snowmobiles would not have achieved such accomplishments,” Rea said.

In each of the communities, the PWOS hold a pinning ceremony, where they invite any breast cancer survivors in attendance to come forward and be presented with a pin.

The special pin was created to represent the struggle, courage and hope that those that have survived breast cancer go through each day.

Additionally, a candle lighting ceremony was held in honour of those that lost their battle with cancer. The candle lighting was followed by a moment of silence in memory.

A common topic mentioned throughout the evening was how important early detection is when it comes to battling cancer.

In total, the PWOS raised over $98,000 towards breast cancer research and equipment with $31,793.31 going to the Canadian Cancer Society and $66,478.79 to the Cancer Foundation of Saskatchewan for equipment purchases in the province.
