Highway 12 Overpass Now 60% Complete

Work has been continuing non-stop on the $60.6 million Highway 11 & 12 overpasses for Martensville and Warman, which the Government of Canada is contributing up to 50 per cent of eligible costs through the Provincial-Territorial Infrastructure Component.

National and Regional Projects and the Government of Saskatchewan will be responsible for all remaining costs of the project.

With both projects on schedule and 60% complete, motorists are reminded to obey signs and slow down through the work zone as traffic restrictions are currently in place along both construction zones.

The completion of the project is expected to

improve safety for the two communities, which have grown rapidly in population in recent years. “The growth in Martensville and Warman is phenomenal, and we are pleased to see the overpass construction progressing so well,” Highways and Infrastructure Minister David Marit said. “We are looking forward to getting this project completed to improve traffic flow and safety for people getting home or to work.”

With approximately 14,400 vehicles per day on Highway 12, the new interchange at Martensville will disperse traffic along Main Street and Centennial Drive, reducing congestion and providing safer access to current and future developments. “The safety of motorists is important to us and we’re reminding daily commuters that Main Street will be closed for a month,” Martensville Mayor Kent Muench said. “This will allow for the completion of the east abutment, providing access to the new bridge.”

Commuters to and from Martensville will be required to make an alternate travel plan by August 7th, as construction of the Highway 12 overpass will result in the closure of the Main Street exit for the remainder of August. This closure will prepare for the opening of the westbound lane of the bridge as well as the southbound on-ramp, which will be open by September of this year. The partial opening will provide motorists with access to the bridge, allowing them to

merge into southbound traffic into Saskatoon, rather than cross the northbound traffic on the busy highway. The closure will help construction move along more rapidly than originally planned.

As of June, motorists have been provided with a new entry point into Martensville at 4th Street South, and more recently, a new southbound lane, heading towards Saskatoon, was opened. The contractors from Peter Kiewit Sons ULC have plans to have a northbound lane ready for use in early August. Full opening of the overpass is planned for August of 2019.

A reminder that 2018 Property Taxes were due July 31, 2018.

Hit and Run Reported in Warman On July 17th at 1:50 pm a hit and run occurred in the parking lot of the Warman Co-Op. There was minor damage to the front passenger bumper and sensors.

No Injuries in Highway 12 Accident July 23, 2018 at 12:30 p.m.

Police received a complaint of a two vehicle accident on Highway 12 near the junction of Highway 305.

The caller advised that a semi and an RV were involved. The RV caught on fire in the collision. Fire and EMS attended with Police.

There were no injuries.

Charges Laid in Warman Disturbance July 23, 2018 at 7:35 p.m.

Police received a complaint of a disturbance at a residence in Warman. The caller advised that she was assaulted by a male in the residence. Police attended the residence and arrested a 46 year old male.

He was released on documents for an upcoming court date on assault related charges. The 45 year old female was not injured.

Police received a complaint of a possible fight near a residence in Martensville.

The caller reported that they heard people yelling and swearing and were concerned that there may have been a fight in progress.

Police attended the area, but did not locate any persons causing problems.

SPORTS Sask 5 Giants Provincial Winners Janine Hayward, Martensville Messenger

The Sask 5 Giants, coached by Bobby Mark, travelled to Swift Current this past weekend and brought home the provincial title in the Peewee AA provincial baseball playoffs. They were 2-1 in the round robin play and faced Muenster in the semi-final game. They defeated them 7-5 to face the Lloydminster Twins in the final. It was a close one but they squeaked out the 7-6 win over the Twins. The Giants advance to the Western Playoffs in Brandon, Manitoba on August 16-19.

THIS WEEK IN SPORTS

Another week in the CFL and yet another win for the Calgary Stampeders on Saturday against the Saskatchewan Roughriders. I’m not sure if the Riders came out flat or the Stamps came out firing but either way it was 24-0 for Calgary after the first quarter. Two passing TD’s and a punt return touchdown basically sealed the fate in that game for Sask. The only touchdown for the Riders would come on an interception by Toby Antigha, other than that it was a lot of field goals that made the score look a little bit better than it should have. Bo Levi Mitchell didn’t have very many passing yards but he made them count. He threw 18 completions for 187 yards and three touchdowns in the 34-22 win over the Green and White. The win improves Calgary’s record to a league best 6-0 while the Riders fell to 3-3. Another recurring theme in the CFL this season is the woes of the Montreal Alouettes and you guessed it, they lost again. This time it was against the Edmonton Eskimos and there wasn’t really much the Alouettes could do while Mike Reilly threw for 415 yards and four touchdowns in a massive 44-23 victory. The Alouettes will look to have Johnny Manziel starting his first game next week against his former team, the Hamilton Tiger-Cats. The Ti-Cats aren’t looking that great either coming off a 21-15 loss to the RedBlacks in which their only TD was scored with just over a minute left in the game.

Their struggles seem to be in the running back position though as Jeremiah Masoli is second in the league with 1914 passing yards (just 149 yards behind Mike Reilly). The final game of week seven was an absolute blowout as the Winnipeg Blue Bombers hammered the Toronto Argonauts 40-14. Argos QB James Franklin threw for 236 yards and three interceptions of the night. Toronto has since announced that McLeod Bethel-Thompson (yeah I don’t know who he is either) will be starting next week against Ottawa. After a perfect week my picks are now 18-9 on the year with my winning picks for week eight being Ottawa, Edmonton, Hamilton, and Calgary.

It’s the end of a legendary career for one of the greatest Calgary Flames to ever hit the ice. After 20 seasons Jarome Iginla is hanging up his skates. “Iggy” was drafted 11th overall by the Dallas Stars back in 1995 but played his first NHL game as a member of the Flames (after being traded) in the 1996 playoffs where he would record an assist and score his first NHL goal in the next game. The native of St. Albert, Alberta would go on to have a stellar career spanning 20 years and five teams. He was with the Flames for 16 of those years and owns the franchise record for goals, points, even strength goals, power play goals, and game-winning goals. Iginla also represented Canada winning two World Junior Golds (1996,1997), World Cup of Hockey Championship (2004), and two Olympic gold medals (2002, 2010). Yea he also set up Crosby for the “Golden Goal” to beat USA in overtime. Iginla was a 6-time NHL All-Star, 2-time Rocket Richard Trophy winner, an Art Ross winner, plus a few more trophies that add up to a Hall of Fame career. The 41 year old wrapped up his NHL career with 1554 games played, 625 goals, 675 assists, and 1300 career points. He could fight and score with the best of them and did great things for the hockey world. Congrats on your retirement Iggy, hockey fans are going to miss seeing you play.

Sea of Green at Ryde for STARS Air Ambulance Fundraiser Shanine Sealey, Martensville Messenger

The second annual Ryde for STARS Air Ambulance was held at Soul Power Fitness in Martensville on July 24th from 5pm-8pm. The event, which raises money to go directly to STARS featured a high energy spin-a-thon with 27 bikes and 72 riders. With the support of their major sponsors Lakeview Insurance, Verns Pizza, Flaman Fitness and Dahlia Salon & Spa, as well as other local businesses who donated silent auction items and sponsored bikes, the fundraiser was a complete success, bringing in over $22,000 as of Monday, July 30th.

Teams worked together to raise as much money as possible, and then had the opportunity to have their own spin bike at the event. Participants were encouraged to dress in green in honour of the Humboldt Broncos and could either have a team of three, two, or ride the three hour event as an individual.

Each team was given a goal of $1500 to raise, which was not mandatory.

To be found online goes beyond having a pretty website with photos and contact information. Your website needs to be search engine friendly. To accomplish this you need to ensure certain website practices are followed in order to comply with Google's search algorithms. Apart from technical aspects, here are some things that you as the business owner can do to ensure your website ranks higher in search results.

1. Get Listed on Google. - Search for your exact business name on Google to see where you are listed. If your business does not have a Google listing, set one up by going to https://www.google.com/business. If you do have a listing that you didn't create, you can claim the listing and make edits as required.

2. Get Listed in Directories. - Search online for business directories. There are plenty of free online directories to list on. Try places like Yelp, 411.ca, TripAdvisor (restaurants & travel), Bing Places, Yahoo, Foursquare and of course, social media websites like Facebook, LinkedIn, Twitter and Instagram. Rural Crime Stats a Wakeup Call

There may yet be some good coming out of the recent rather bad rural Saskatchewan crime statistics. One bad aspect is the rather healthy kick to the ego and the prideful notion that rural Saskatchewan is a safer place to be. According to numbers from the Canadian Centre for Justice Statistics released last week, Saskatchewan’s rural crime rate was 36-per-cent higher than its urban crime rate in 2017. The report suggests rural crime is growing in all three prairie provinces.

Alberta’s rural crime rate is now 38-per-cent higher than crime in that province’s urban centres while Manitoba’s rural crime rate is 42-per-cent higher than city crime. Collectively, the three provinces accounted for nearly half the rural crime in the country in 2017. City crime in Saskatchewan cities is dropping, but it remains well above the national average. According to what is called the total crime severity index, Saskatoon and Regina ranked first and third among 33 metropolitan areas across the country.

When it came to violent crime severity index that weighs crime types based on conviction rates and lengths of sentences, Saskatoon was third and Regina was fifth.

The good news is Regina was first in the nation a year early and saw an 18-per-cent reduction in violent crime while Saskatoon saw a 2.3-per-cent decrease; however, being in the top five most crime-ridden cities in the country is not exactly a vote of confidence. Saskatchewan cities have had a crime problem and the long-held notion that criminal activity isn’t a big problem is because it’s confined to certain neighbourhoods has worn thin.

We have a crime problem in this province and the notion of escaping the problem by moving to peaceful rural Saskatchewan is being challenged by the numbers. For whatever progress there has been in an overall six-per-cent reduction in violent crime, gun violence in Saskatchewan increased 47 per cent and 71 per cent in areas policed by the RCMP. As we know, those are mostly the smaller cities, towns and rural area that do not have their own police force.

This is no longer the rural Saskatchewan in which everyone could leave doors unlocked. Things have changed, but seeing these numbers and recognizing them might actually be the wakeup call we all need.

The inability to recognize the problem has been a problem from many perspectives. There was far too much hostility in the wake of the Gerald Stanley not-guilty verdict after the second-degree murder trial in the death of Colten Boushie.

Certainly, a few people acted inappropriately and posted online some horrific racists comments before and after the trial, but what can’t be lost is that trial did become a local point for the legitimate fear. And separate from the testimony of the trial, the statistics show that fear is justifiable.

For years now, what the numbers show in the recent crime statistics has been the growing reality for those living in rural Saskatchewan. The sad reality is that among those most unwilling to accept his reality were those living in urban Saskatchewan and unaware of the growing rural crime problem.

Some of it has to do with the downturn in the rural economy partly driven by unemployment in the oilfields.

Accompanied by the use of opioids, rural Saskatchewan is a target for thieves. Complicating this problem is the growing distance between farms, making policing and neighbour watch programs less effective, but some of this problem needs to be attributed to the long-standing issue of crime spilling over from nearby impoverished First Nations.

To the latter, rural and First Nations leaders need to get together and have serious solution-driven talks. The emotion after the Boushie death didn’t permit this, but maybe these numbers will. In fact, these recent crime stats are a good place to start that conversation.

MLA Report With Nancy Heppner New Funding Available for Autism

One of the reasons we pursue economic growth is so we can help support families and those most vulnerable in our communities. One of the ways our government is working to do this is through individualized funding for children under the age of six with Autism Spectrum Disorder (ASD).

The Autism Individualized Funding program is designed to provide parents with funding for therapeutic interventions and family supports that make the most sense for their needs. This year, $2.8 million has been allocated to provide $4,000 per child with ASD under the age of six.

In addition to autism services that will continue to be provided in the public system, it is estimated that approximately 700 children will be eligible for individualized funding this year. An application form and eligible services list have been posted at www.saskatchewan.ca/autism. Families who have applied and meet the program criteria will begin receiving funding in August 2018.

The Autism Individualized Funding program supports the 10-year Saskatchewan Disability Strategy and its vision of making Saskatchewan a more welcoming, inclusive, and accessible province for people who experience disabilities. The program also supports Saskatchewan’s Early Years Plan and its goal of finding better ways to support children experiencing disabilities.

Encouraging Economic News

After experiencing a $1.3 billion drop in resource revenues, getting the province’s finances back on track was key to ensuring the services our people expect are sustainable for generations to come. I am pleased to say our plan to get to a balanced budget by next year is on track as finances are continuing to improve. In fact, last year’s deficit improved by nearly $400 million.

There are encouraging signs in our economy with Stats Canada figures showing Saskatchewan recently had the highest month-to-month job increase in six years. At the same time, manufacturing shipments in Saskatchewan are seeing the highest year-over-year growth out of all the provinces.

We need to do what we can to ensure our province’s job creators can keep producing what the world needs, despite competitive challenges our nation faces like a forced federal carbon tax, limited market access for our manufactured goods, and a US tax and regulatory advantage.

Market access, trade between provinces and Canadian competitiveness were among the priorities discussed as Canada’s Premiers gathered for meetings recently. It was there where our province gained a strong ally in Ontario as we stand against the Trudeau carbon tax in court.

We understand that taxing our families, jobs, and businesses is the wrong way to tackle what is a global climate challenge. The federal government’s “one size fits all” approach to climate action is deeply out of touch with what provinces want. In our province, we have a made-in-Saskatchewan climate plan that will actually reduce emissions – and does so without a carbon tax.

We don’t need taxes that drive opportunities for businesses out of Canada. As more and more Canadians realize that, we are seeing provinces like Ontario and Prince Edward Island join Saskatchewan in standing up for their citizens and saying no to an ineffective tax from Ottawa.

The Mighty Gobi of Mongolia

We struggled up the final few steps, our feet sinking deep into the sand while a strong wind whipped over the top of the 240-metre high dune, pelting our exposed faces and vulnerable eyes with sharp grains. The sand displaced by our feet emitted a low moaning noise as it slid back down the slope, explaining why these were also known as the “Singing Sands”. Barely dragging ourselves over the crest, we collapsed in a heap, sliding slightly down the less-steep backside in order to escape the worst of the wind. We gazed in awe at the perfect, sharp line along the top of our dune stretching off in both directions, and the rolling dunes farther afield, looking untouched for eternity.

Within minutes our own tracks had almost disappeared back into the impressive flawlessness the ridge stubbornly presents to the world. Welcome to Khongoryn Els, the largest sand dunes in Mongolia. Despite - or maybe because of – the difficulty of the climb, those couple hours of bliss atop the dunes overlooking the desolate splendour of the desert were unquestionably the highlight of our time in the Gobi. Or maybe it was the bottle of cheap Russian vodka we used to celebrate.

Mongolia is incredible in all sorts of ways - offering mountains, lakes, deserts and, of course, the standard open plains that form the heart of Mongolian nomadic culture. And probably the most popular of all of these trips is a jeep tour of the famous Gobi desert. Our journey was 7 days and 6 nights, and involved a lot of driving, but I suppose stiff legs and sore buttocks are a small price to pay compared to the much different challenges faced by ancient travellers such as starvation and fatal dehydration.

While there were stretches of monotony, arguably also part of the exotic allure, the scenery was consistently stunning, and awesomely varied for a so-called “desert”. From endless grassy steppes to wild rocky wasteland to mountains to dunes to outlandish rock formations to steep, narrow gorges and picturesque little rivers, it seemed as though we hardly saw the same thing twice. Other than goats, we saw a lot of very similar goats.

Besides the obvious and extraordinary sand dunes, there was a wide variety of other highlights throughout the Gobi. The ruined skeleton of Olgiid Khiid Monastery at sunset was unforgettable, and the Flaming Cliffs were somewhat similar to Drumheller, just on a much larger scale, and remarkably windy even in a very windy country.

Watching large herds of camels pass slowly by every day was nearly as exciting as actually riding camels along the dunes, not to mention noticeably less pungent. Yolyn Am is a beautiful, skinny gorge with small, clear river running down the middle that is surrounded by tiny, scurrying “pikas”, like a cross between gopher and mouse. The Yolyn Am museum, on the other hand, features a confusing, and somewhat frightening, collection of stuffed wildlife. Most disturbing were all the wildly inappropriate facial expressions on the animals, as though they had been stuffed really suddenly, and completely unexpectedly. The vulture riding a rabbit seemed particularly baffled, and perhaps just a little bit ashamed. The White Stupa, which sounds man-made, is actually just a clever name for a vast area of white rock formations resembling the Badlands.

Besides these notable highlights, however, we most enjoyed the simple pleasure of time spent in the sublime open spaces of the fifth-largest desert in the world, the ancient barrier between Mongolia and China. Van tours to the Gobi are the most popular of Mongolia’s myriad trips, and a sure highlight of any trip to this wild, scenic country. From aridly alluring deserts to red rock canyons to giant sand dunes, the beauty and infamy of this incredible area will not disappoint.

The main city of Ulaan Bataar is called “UB”, Genghis Khan is actually pronounced “Chinggis Khan”, and the bus station is somewhat grandiosely known as “The Dragon”.

If you have always wanted to see where the Russians first practiced making really ugly, really square buildings, well, you’re going to love Ulaan Bataar.

Riding two-humped camels isn’t nearly as sensual as Sir David Attenborough would have you believe.

Traditional “airag” is fermented mare’s milk that tastes something like creamy dishwater, heavily salted and served just-above room temperature. Enjoy.

5.

Nothing says Mongolia like a wake of giant vultures feeding on a dead camel, except maybe a piece of fatty mutton with a side of really dry cheese.
