Bloom Prepares for Annual NICU Fundraiser Shanine Sealey, Martensville Messenger

Kidpreneur Fair to Take Place April 27 Shanine Sealey, Martensville Messenger

On April 27th, a special event will be held at the Legends Centre in Warman. From 5pm-8pm, the Kidpreneur Fair will be held, an event which will showcase merchandise created by the local homeschool community. Children ranging in age from 4 to 16 will display their creations such as beanie hats, kombucha, doll clothing, swords and shields, jewelry, bookmarks, keychains, baking and much more.

Organizer Holly Fehr is looking forward to this year’s fair, as it will be the largest one yet. It all started three years ago when her two boys, who were ages 4 and 6 at the time, took advantage of the spring weather and took off outdoors. During their time outside, they decided to collect rocks, paint them and sell them out of their driveway. “These kids worked so hard all day, making signs, business cards and perfectly designing each stone. It was so fun to watch their creativity. By the time they were actually ready for the business to start, the sunny day had turned to a rainy day and there were not able to go through with their rock stand,” Fehr explained. It was there that she decided that it would be a great idea to talk to other parents within the homeschool community and provide an opportunity for their children to explore their creativity and learn about entrepreneurship. By the next year, they were hosting their first fair, which consisted of twelve tables, with everything from nail and face painting, homemade dog treats, maple syrup cookies made with syrup tapped from the students own trees, doll clothes, birdhouses, bath and beauty products and more.

“It was a complete success, so this year I booked a slightly larger venue and opened it up even further to the homeschool community. We have just over 30 booths this spring and welcome the community to come out and support the kids,” Fehr added.

Lexi Barber, a 14 year old from Martensville, will be one of the vendors at the fair. Barber started her business, ‘Lexi’s Little Luxuries’ approximately one year ago and is excited to follow in her parent’s footsteps, as they operate a small family business.

Through this experience, Lexi has become more confident when speaking with people and has learned the basics of business ownership, experiencing both the ups and downs. The most recent hiccup came when a batch of bath bombs she had planned on selling at the fair this year did not turn out as expected; however, she will have numerous other goods ready for purchase. “It makes me feel really good when someone sees an item of jewelry that they really love and buy it. They are happy, which makes me happy,” she stated. In addition to jewelry and flax seed hot and cold bags, Lexi also sells bath products and in order to do this, was required to register and provide paperwork to Health Canada, which she explained “was a little overwhelming, but I got it done.”

For anyone looking to support these young entrepreneurs, be sure to visit the Kidpreneuer Fair on April 27th upstairs at the Legends Centre in Warman. There is sure to be something for everyone!

The annual Bloom – An Evening of Love event is fast approaching and the organizers are looking forward to the big day.

Since 2012, this event has been held in order to raise money for the Neonatal Intensive Care Unit at Royal University Hospital in Saskatoon. In the first year, which took place in May of 2012, there was approximately 150 people in attendance. This year, they are gearing up for an attendance of 450 for the gala. In early years, Bloom was held as a steak night and each year has grown into a more formal venue with an official committee, and numerous corporate sponsors.

Organizer Amy Novakovski, who has been involved with Bloom since inception, had always envisioned that this event would make a difference. “I had these visions of something magnificent that would continue to grow and raise more money each year for the NICU. That being said, I definitely didn’t imagine that we would have so many people who want to be involved year after year – whether it’s on our committee, as a guest at the event, as a corporate sponsor or as a donor. I am blown away each year when I see how many more sponsors come on board and how quickly we sell out tickets,” Novakovski said. This year, the gala was sold out within three days. “There is a lot of love for Bloom and the NICU, which makes my heart so full.”

Over the years, there have been many donations, and many personal NICU stories shared through Bloom; however for Novakovski, one of the most memorable moments happened two years ago. “We had just aired a video showing how two families were touched by the local NICU. Then, we did the draw for the early bird prize. Immediately, that person donated it back to be live auctioned off. Then, the winners of the grand prize trip, which was a trip for two to New Orleans, donated it back to also be live auctioned off in memory of their nephew Kayden Ardell.

The atmosphere in the room was something that honestly can’t be described. There

were tears, there were goosebumps and there was so much gratitude,” Novakovski shared.

Along with the growth, Bloom has seen a huge increase in the amount of donations that are made for prizes and silent auction items during the evening. With ticket sales, auction items, raffle draws and more, Bloom has risen over $198,000 for the NICU over the past six years. With the donation from last year, the NICU was able to purchase twenty NICView cameras, which allow families to see their newborn via streaming on an electronic device when they are unable to be there in person. This purchase made Saskatoon the first NICU in the country to have this technology.

With an event this size, it takes a number of people contributing in order to ensure the evening is successful. “Some committee members have direct ties to the NICU – their baby was in there, they were in there as a baby, or they work in there. Others simply want to give back to the community and choose Bloom as the way to do that. It’s so diverse and I think that’s what makes it so great,” Novakovski added. Both Novakovski and her Bloom partner Tina Searcy have direct ties to the NICU, as they both had children that required the care of the NICU and the incredible staff that is employed there.

Both women are dedicated to continuing with Bloom as long as they possibly can.

“We have so many dreams and visions, not just for An Evening of Love, but for other fundraising portions that Bloom in support of the Neonatal Intensive Care Unit has done, continues to and will do and we are already planning next year’s An Evening of Love,” said Novakovski.

An Evening of Love will take place May 5th at the Saskatoon Inn, and many of the corporate sponsors, along with numerous individuals who have had the NICU affect their lives in one way or another, will be attending.

2018 May Council Meeting Dates

The City of Martensville encourages residents, for which their lane is a secondary means of access to their property, to limit their usage during the spring thaw period. Heavy or repetitive vehicle usage during spring thaw and wet conditions can cause further rutting and reduce drainage. This limits the ability of crews to conduct maintenance on the lanes in a timely manner and increases the amount of materials and time required to reshape lanes.

Recycling/ Blue Bin Program Update

Plastic film will be removed as an acceptable material in residential recycling bins effective immediately. Plastic film includes grocery bags, sandwich bags, cling wrap and similar items that can be ‘stretched’. These items are also usually marked HDPE (2) or LDPE (4).

Public Notice Issued for Martensville Water Rate Increase Shanine Sealey, Martensville Messenger

Martensville City Council issued a public notice, notifying the community of a increase to the water consumption rate. “This increase is the direct result of SaskWater’s rate increase to municipalities in 2017 & 2018,” City of Martensville Director of Corporate Services Leah Sullivan explained.

These increases were first announced by SaskWater in January of 2017, with the rate adjustments effective May 2017 and May 2018. This increase was based off of an increase of 9.5% for 2017 and a 9.25% increase for 2018 by the City of Saskatoon, who SaskWater buys potable water from directly. SaskWater then supplies the service to municipal customers, who then distribute the water to their residents.

Each individual community then has the opportunity to determine how they will pass the cost on to their residents. Sullivan added that SaskWater “estimated that the average impact on individual residents would be an increase of approximately $7.53 per month in 2018.”

“Due to the significance of the SaskWater increase, the City of Martensville maintained our increase at 9.25% to residents and did not add any additional increase for operating costs in 2018,” said Sullivan. This topic will be discussed during the May 1, 2018 City Council meeting at 5pm in Council Chambers, located within City Hall at 37 Centennial Drive South.

Council Approves Residential Tax Increase Shanine Sealey, Martensville Messenger

This year, multiple amendments were made to the City of Martensville’s Property Tax Bylaw. At the April 17th City Council meeting, these changes were officially approved after Director of Corporate Service Leah Sullivan reviewed the various modifications to the bylaw. The amendments were to approve the 2018 mill rates and levies.

Sullivan explained that “the mill rate increase is in line with the approved budget and reflects a 2% increase to mill rate revenue. The increase to the Future Recreation Facility Levy reflects Council’s commitment to a future recreation facility as deemed a high priority by residents in the Recreation and Parks Master Plan.” With these changes approved, the average residential homeowner within the community can expect to see an approximate increase to their property taxes of $102.50 per year, or $8.54 per month.

For the 2018 property taxes, the Education Mill rate will remain the same from 2017, which according to Sullivan is a common occurrence. From 2013 to 2016, the Education Mill Rate remained the same until adjustments were made in 2017 to reflect the impact of the revaluations on properties within the province.

When it comes to Commercial Property Tax Rates, the City of Martensville is currently promoting their Abatement Program, which was created to rectify and valuation errors that occurred in 2017. “This appeals process will enable commercial property owners to pursue corrections/adjustments to any errors in assessment values and, if their appeal is successful, we will credit back the reduction in their 2017 municipal property taxes,” Sullivan explained. In 2017, which was a revaluation year, the City of Martensville lowered the Commercial Mill Rate Factor from the 2016 amount to help ease the burden of tax increase for commercial property owners. Additionally, they also increased the Commercial Municipal Base Tax Rate, in order to create a more equal tax share among commercial property owners, rather than have those with the greatest assessment increases take the largest share of tax burden. “Ultimately the biggest challenge and variable is the assessment values which we encourage companies to appeal if they feel it is inaccurate,” said Sullivan. Birch Bark Biting at VHS

On Wednesday, April 18th students, teachers and parents had the chance to display their creative masterpieces during a Spring Celebration of Arts at Venture Heights School.

The event was a community art show that featured visual art work created by a range of ages. “This evening gave us the chance to celebrate and support some of the amazing artistic talent we have in our community,” Principal Ron Biberdorf explained.

Venture Heights grade 4’s had the opportunity to learn about an Indigenous form of art called, Birch Bark Biting. Mr. Garth Harrison (Principal of Valley Manor) was their presenter. The students had a great time learning this and did a good job biting!! (ABOVE)

Multiple students in Leadership classes at Martensville High School wanted to do something to help contribute to those affected by the tragic accident that involved the Humboldt Broncos bus on Friday, April 6th.

To help raise money for the cause, they decided to host a Student Auction on Wednesday, April 18th. The auction included nine hockey players from the Martensville High School Royals team; Austin Whitrow, Scott Kozak, Nate Daku, Colten Adair, Dawson Strunk, Dylan Sochaski, Travis Nicholson, Zach Riemer and Quinn MacDonald.

Everyone in the school had the chance to bid on the players, with the highest bidder winning. Students and teachers alike were raising their hands to overbid one another and have the chance to win one of the generous hockey players that were up for auction.

Those that won the bids will then have that hockey player become their “assistant” for the day on Thursday, April 19th. They can have players carry books, take notes, fetch them lunch, etc. Hockey players are unable to drive winners around during school hours, cannot take tests or complete assignments for winners.

Prior to the auction, each of the nine young men were featured in a YouTube video showcasing their various “attributes”. This video can be viewed on YouTube under ‘MHS Student Auction 2018’.

All proceeds raised through this event will go towards the Humboldt Broncos organization, and other organizations that were involved in the accident.

VHS Wraps Up Badminton Season

After a terrific badminton season with as many as 50 students taking part this year, the Venture Heights season ended with a great showing in the Prairie Spirit School Division finals. Great job to Dawson (boys singles), Taylor (girls singles) and Kayla and Shaidon (mixed doubles) for qualifying for the final playoff tournament! (BELOW)

Internationally, the energy sector faces serious threats. We are competing most directly with producers south of the border, where major tax reform has just taken place, and is expected to only fuel the growth of U.S. shale oil. And just recently, the Kingdom of Bahrain announced a discovery of 80 billion barrels of oil (as much as Russia's entire reserve) and 10-20 trillion cubic feet of gas.

Domestically, a looming $50/tonne carbon tax, landlocked discounted oil precipitated by two pipeline projects that were shut down and two more that can't get built, and recently introduced Bill C-69, under which the Canadian Energy Pipeline Association says "another pipeline project will never be built in Canada" have given investors reason to second guess our country.

We have the Premier of British Columbia, Canada's only province with access to a pacific port, signaling intent to not only shut down the much-needed twinning of the existing Trans Mountain pipeline, but now also threatening to block oil on rail. And all this, long after the pipeline was approved for construction by the federal government, as is its purview.

Canadians deserve better from our national government.

The energy sector provides hundreds of thousands of jobs, billions in royalties and taxes that fund important public services, and major infrastructure like highways, schools, and hospitals. Canadians depend on this sector's success. We need the federal government to step up now to ensure investment is welcomed and encouraged in our country now, and for years to come. Thousands of Canadian jobs and billions in additional economic activity hang in the balance.

We have announced that Saskatchewan will join Alberta in introducing legislation to “turn off the taps” to British Columbia in order to put pressure on the NDP government there to get this pipeline built. The NDP here in Saskatchewan however said that we should back away and wave the white flag. We won’t back down. We will do what we can to protect the future of our energy economy and the people of our province, and that means ensuring that this pipeline gets built as soon as possible.

Saskatchewan On Track for Increase in Trade & Jobs

Over the past decade of growth, Saskatchewan’s expanded exports and new business investments here at home have given our province the second-fastest rate of job creation and one of the lowest unemployment rates in the country. The 2018-19 Saskatchewan Budget will help to ensure Saskatchewan’s economy stays on track as we begin another decade of growth.

The 2018-19 Budget keeps Saskatchewan’s economy on track by creating opportunities for increased trade, business investment and job creation.

Saskatchewan has the highest goods exported per capita of all Canadian provinces and Saskatchewan’s total exports have grown by 50% over the past decade.

The Saskatchewan Trade and Export Partnership (STEP) is responsible for increasing our exports to existing markets and expanding into new markets by initiating sales, contracts and projects for Saskatchewan exporters.

An additional $250,000 is being allocated to STEP and will be targeted to programs that directly support exporters’ efforts to increase activity in both new and existing markets.

This will create new jobs and further expand access to export markets around the world.

New business incentives in the 2018-19 Budget include the Saskatchewan ValueAdded Agriculture Incentive under the Ministry of Trade and Export Development, and the Saskatchewan Tech Start-up Incentive under Innovation Saskatchewan.

The Saskatchewan Value-Added Agriculture Incentive creates a 15% nonrefundable and non-transferable tax credit for new or existing value-added agriculture facilities that make a minimum capital investment of $10 million to expand productive capacity. This fosters a competitive business environment and improves investment attraction and retention outcomes.

The Saskatchewan Technology Start-up Incentive is a two-year pilot program that will offer a 45% non-refundable tax credit for individual and corporate equity investments in eligible technology start-up businesses capped at a maximum annual benefit of $140,000 per investor.

This year’s budget also helps to ensure that our energy and resource sectors continue to lead the way by enhancing our oil and gas regulatory programs, and by introducing a new Mineral Development Strategy that will encourage more exploration and help protect jobs.

The Fraser Institute has ranked Saskatchewan second out of 91 jurisdictions in the world for mining investment attractiveness. Preliminary estimates indicate that the value of Saskatchewan’s mineral sales for 2017 was about $6.5 billion, up slightly from the year before, and the province remains a global leader in uranium and potash production.

Oil Boycott Threats Unwise For Sask.

Perhaps the line Saskatchewan governments should have drawn is at threats to withhold oil - or any other commodity - from a fellow province.

Saskatchewan Premier Scott Moe has legitimate reasons to be more than a little unhappy with the politics the B.C. NDP government is playing in trying to block Kinder Morgan’s Trans Mountain pipeline, but are his threats now followed by threatened legislation that would make it illegal to sell oil and petroleum products to B.C. really the best course of action?

Again, this is not to suggest there Moe/ Saskatchewan frustrations aren’t real. Sure it will be Alberta bitumen - not Saskatchewan oil - flowing through this pipeline.

Yes, Moe’s opposition does sound suspiciously familiar to his government’s criticism of the federal carbon tax. Bashing Prime Minister Justin Trudeau and the federal Liberals always makes good politics for Western politicians.

That doesn’t mean criticism isn’t merited. While the federal Liberals have approved the Trans Mountain pipeline, it’s wishy-washy dithering has caused Kinder Morgan to seriously consider abandon the project.

The feds needed to send a forceful message to B.C. NDP Premier John Horgan and the Trans Mountain protestors. So far, Ottawa really hasn’t done that.

That said, those that argue this is politics or isn’t Saskatchewan’s fight are really missing things.

In landlocked Saskatchewan, getting commodities to tidewater is always an issue and the consistent position of the Sask. Party government is that when it comes to moving oil or gas, pipelines are clearly the best option.

This is why Moe and Brad Wall before him advocated for the Keystone XL that would move Saskatchewan oil to refineries in Louisiana and Texas. This is why Wall and government lobbied hard for the nowshuttered Energy East pipeline that would have moved Western Canadian oil to refineries in Eastern Canada.

Energy East had the added elements of addressing issues of national unity and nation oil self-sufficiency.

Really, is it better for Canadians east of the lake head to live off s dirty oil imported from Saudi Arabia? And for environmentalists who urge us to look at the bigger picture of greenhouse gas emissions contributing to manmade global warming, what about the GHGs from Middle East oil that we cannot control?

Provinces must have a say over environmental considerations in their own jurisdiction, but if we are truly to be a country from sea to sea to sea, it requires all Canadians must have the right to move their product to tidewater. That’s why railways and pipelines are a federal jurisdiction and why the Moe and the Sask. Party needs to push the Trudeau government for resolution.

This feeds into a long-standing frustration of moving grain by rail. Having the tracks jammed up by oil tanker cars makes this situation worse ... and are also a potential environmental disaster. And then there is the ever-looming disaster like Lac-Megantic.

Also, the West Texas Intermediate (WTI) price (the price we get when our oil makes it to the Gulf Coast) is now about $5 US a barrel less than the Brent world price (which Saskatchewan could get if we moved oil west or east) this pipeline is a big issue.

But is cutting off B.C. people the answer? Is it in even legal? Is it practical, given that it’s all predicated on Alberta cutting off B.C. and Saskatchewan not back filling? And is it ever philosophically appropriate for a conservative government that believes in commerce to say: “We won’t trade with another province?”

Herein lies Moe’s problem. The sabre rattling sounds good. It may even come from a place of real frustration. But it’s hard to argue that trade boycotts are ever the right or proper thing to do.

PEOPLE Police Arrest Male in Martensville Disturbance April 17, 2018 at 1:30 a.m.

Police received a complaint of a disturbance at a residence in Martensville.

The caller reported that the 36 year old in the residence was causing a disturbance and breaching the conditions of a court order. Police attended the residence and arrested the male and removed him from the residence. He was released on documents for an upcoming court date.

Numerous Police Services Required in Highway 11 Arrest April 18, 2018 at 7:50 a.m. Police received a request for assistance from

Saskatoon Police service to apprehend a male that fled Saskatoon in a vehicle northbound on Highway 11. Saskatoon air support, Police dog services and a number of officers were brought in to assist with locating and arresting the male. After a short period of time, a 23 year old male from Saskatoon was arrested and charged with failing to remain or stop.

There were no injuries.

Intoxicated Male Arrested in Martensville April 21, 2018 at 5:40 p.m. Police received a complaint of an intoxicated male on Centennial Drive in Martensville.

Police attended the scene and arrested a 63 year old male from Duck Lake and lodged him in police cells until he was sober. He was issued a ticket for being intoxicated in public.

The Martensville Slowpitch committee held their annual Plastic Bat and Ball tournament this past weekend at the Martensville Curling rink.

There were 24 teams entered and president Kim Eckes commented that the money raised this year will go towards building sheds by the diamonds. A portion of last year’s money was used to enclose the diamond dugouts.

Tumblers Celebrates Success Submitted

Saturday April 21st athletes from Tumblers Gymnastics travelled to Moose Jaw for the Gymtastiks “Be Incredible” competition. Tumblers had competitors in three different sessions – Junior Olympic (JO) 3 2009-2010, JO 3 2007 and JO 2. Athletes had mixed results, but all took the opportunity to showcase how hours of training has improved their skills. In the JO 2 Session the lone Tumblers athlete did extremely well and received a new personal best score.

The JO 3 2009-2010 athletes placed eighth on the beam and floor. Tumblers competitors in the JO 3 2007 session placed fourth on the vault, fifth and eighth on the floor, first on the beam and sixth all around. This was the first time a Tumblers gymnast was on the podium. The gold medal was a huge milestone for the gymnast and the club! Personal best scores have allowed one more gymnast to move into the JO 3 group and two gymnasts have now moved up to Junior Olympic 4 level. These young ladies will be the first JO 4 athletes at Tumblers and many more are on their way. The competition was the final for Women’s Artistic Gymnastics ABOVE: Tumblers Gymnastics athletes celebrate their success. this season before Provincials, May 11-13 in Prince Albert.

The second round of the NHL Playoffs has been decided for the Western Conference but the East may take a bit longer. There were two sweeps in the West and those teams are now meeting in round two. The storybook first season for the Vegas Golden Knights continued in their dominance in the playoffs by sweeping the Los Angeles Kings in four games. If it wasn’t for Kings goalie Jonathan Quick, the series could have been a lot more lopsided than it was. Quick was the lone bright spot in a short playoff berth for the Kings. He set a record for the best goalie stats for a team that got swept with a Goals Against Average of 1.55 and a .947 Save Percentage. On the other side of the sweep was Marc-Andre Fleury who had a 0.65 GAA and .977 Save % to go along with his two shutouts in four games. Fleury and the Golden Knights are now up against the San Jose Sharks who swept the Anaheim Ducks in round one. One of the teams is going to have to lose their first game of the playoffs. I’m picking Vegas in six games over LA. The other match-up in the West is going to be a wild one. Hockey analysts have said this is a Stanley Cup final series a month too early. The Nashville Predators will take on the Winnipeg Jets after the Jets gave Minnesota the boot in five games in round one and the Preds got passed Colorado in six games. This is going to be an amazing series. I’m predicting Nashville taking it in a crazy game seven. In the East just two teams have made HEARD ANY it through to round two. The Tampa Bay Lighting have advanced after defeating the New Jersey GOOD Devils in five games in round one. The Bolts will play the winner of the Boston, Toronto series which NEWS LATELY? has been a great battle.
