Spare Change Can Make a Huge Difference in a Child’s Life Shanine Sealey, Martensville Messenger

Council Discusses Addition of Arts & Culture to Martensville Parks Shanine Sealey, Martensville Messenger

The City of Martensville hosted their May Committee of the Whole meeting on Tuesday, May 8th. The first topic of business was a discussion concerning investment policy and management from Director of Corporate Services Leah Sullivan. Sullivan presented Council with a Request for Decision regarding the City being approached by an investment firm and two financial institutions to discuss investing funds outside of their regular banking accounts. Sullivan explained that the City currently earns interest of 1.25% from the regular accounts, and if money that has been set aside in reserves for restricted use was to be invested, it would give them the opportunity to earn a higher rate of return. In order for the City to invest, there are several factors to consider, one being that they must have the ability to redeem investments within a reasonable timeframe if the City needs to access the funds. Sullivan was looking to Council on direction as to whether or not administration should look further into this option. Council was in favour and the next step is to have a policy drafted.

Dave Bosch, the City of Martensville Director of Recreation Community Services spoke to Council about the installation of a sculpture by Kevin Quinlan in Kinsmen Park. Bosch noted that the sculpture, called “Paddle

Your Own Canoe” would add an arts/ culture component to the park. The details presented at Council stated that the sculpture would be installed with a $500 transportation fee, a $1800 fee for a 8ft x 4ft concrete base and a three year lease of $1500/year, which would go towards the purchase of the sculpture. The total cost of the sculpture is $25,000. No funding was allocated within the 2018 budget for this purchase, which would cost a total of $3800 in 2018. Council seemed in favour of locking in for the three year lease, and then look at the option to renew the terms.

Next, Dillon Shewchuk, Community Economic Development Manager, presented a report to Council, updating them on site and business inquiries within Martensville, as well as marketing and communications initiatives that have been taking place. Within the report, Shewchuk noted that Martensville’s population is 10,274 according to 2017 Sask Health data, which is an increase of 6.5% from 2016.

Prior to the meeting going ‘in camera’ Shewchuk spoke to Council regarding a new business looking to develop within the newly developed South Industrial area of Martensville. The Scrub Auto and Pet Spa would consist of an eight bay wand car/truck wash, two pet washes, one RV wash and one touchless automated wash and if approved, would be the first major development located within the south industrial area of Martensville.

The developer is looking to apply for the City of Martensville Economic Development tax incentive, and based on their plans, would be eligible for a five year tax exemption.

Shewchuk looked to Council for direction and they were in agreeance that this business would be a positive addition to the development.

May brings sunshine and the beginning of new life as we start to see the trees budding, flowers blooming and the streets full of people taking advantage of the warmer weather. Unbeknownst to many, May is also KidSport month. KidSport plays an important role within the community, as it is an option for families to turn to for financial support in order to ensure their children can participate in organized sports. This not-for-profit organization has been helping children aged 18 and under with registration and equipment costs since 1993.

Having children participate in sports has proved to be extremely beneficial, not only at the present time, but also for a child’s future potential by providing them with the ability to work alongside teammates, learn responsibility, to work hard, how to be gracious whether winning or losing and much more. The local program not only helps individual children, but also teams that require financial assistance.

Events are held throughout the year to help raise money for the program, such as; Play and Skate with Santa, the Shopping Extravaganza, Winter Funfest, the Saskatchewan Roughrider Bus Trip and others, however, come May, the Martensville branch of KidSport works extra hard to bring awareness to the program by reaching out to the local business community. Some options for businesses can include becoming a Corporate Friend of KidSport with a $250 donation; hosting events at work to help raise money; donate a portion or percentage of a sale item to KidSport; provide space for a KidSport can for people to drop spare change into, or sell KidSport cut-outs. Businesses that participate receive recognition through local media, and also have the joy of being able to help local children pursue their dream of participating in the numerous sporting options available within Martensville. “Although we do hold our own fundraisers throughout the year, having businesses jump on board to help support this program makes a huge difference. It helps to provide additional funding to help kids throughout the year and we are getting to the point now where we are almost unable to fund everyone that applies, so we really do need the extra support,” KidSport organizer Angie Reddekopp explained.

Since inception, the program has seen more and more applications being submitted each year, which in order to provide assistance, means they require more and more funding.

“I don’t know if it is because people are becoming more aware of the program and it’s availability, the economy, or what, but we are seeing a surplus of applications coming in each year,” Reddekopp added. In 2016, Martensville KidSport supported 36 children with a financial total of just over $10,000. Although they may be unable to fully support each applicant, the KidSport committee tries to provide a portion to everyone that applies. All money raised within Martensville, stays within Martensville, and goes towards helping local children and teams. Reddekopp also stated that, “one donation, no matter the size can help to make a big difference in a child’s life.” Some applications that come through are for as little as $50 so providing some spare change in a KidSport can while visiting local businesses, or as a Corporate Friend who donates $250, that contribution can go a long way.

Already this year, fifteen children have received financial support to help them have the opportunity to participate in local sporting options and that number continues to grow.

Recently, tickets for the annual KidSport Playhouse fundraiser became available for sale. This fundraiser is organized through the hard work of the Martensville A&W, Martensville & District Lions Club, Martensville Building & Home Supply, Martensville and Warman High Schools and other local businesses. Tickets for the playhouse can be purchased through the Martensville & District Lions Club and are two for $5. First prize is the Kids Playhouse valued at $3,500 and second prize is a $500 Cabela’s gift card, with the winners being announced on June 28th. All proceeds from ticket sales will stay within Martensville & Warman KidSport programs.

Landscaping or Working on Your Property This Summer? - Things You Should Know

Access to Private Property Through Open Spaces Bylaw 2-2016 Permit Required Any person or businesses that will be driving a vehicle or equipment over city open space to access private property are now required to apply for a permit prior to gaining access.

Section 6 (2) No person shall carry on the following activities in an open space area without a permit: (a) leave or store personal property; (b) set up a temporary shelter, tarp, canopy or other such device; (c) drive or arrange for a vehicle or equipment to be driven through an open space area; Traffic Bylaw – Dumping of Materials Dumping of material onto city streets is not permitted, any material must be placed on the owner’s property unless permission is granted by the Director of Infrastructure and Planning or designate. Any person or any business who will be conducting work on or around city streets must setup a safe temporary traffic control zone.

Section 4 (f) Any person or company responsible for construction, construction equipment, or material within the highway/street must setup a safe temporary work traffic control zone. At the request of the Director of Infrastructure and Planning or designate a written work zone traffic control plan may be required prior to approval for installation and setup.

Waste Bylaw 18-2015 Work sites must have a bin/truck on site to dump their waste material into, to not leave material scattered around the work site or piled on the road way.

Construction Waste 48. (1) Any owner or contractor carrying out the construction, alteration or demolition of a building, structure or landscaping on any property shall: (a) place all waste into a waste container or enclosure;

Recycling/ Blue Bin Program Update

Plastic film will be removed as an acceptable material in residential recycling bins effective immediately. Plastic film includes grocery bags, sandwich bags, cling wrap and similar items that can be ‘stretched’. These items are also usually marked HDPE (2) or LDPE (4).

Program will begin May 8th and end October 31st. Watch Martensville.ca for the pick-up schedule, to sign up and for more information about the program.

Access to Private Property Through Open Spaces Bylaw Due to damage to City property and failure to remedy damages; the City has created the Access to Private Property Through Open Spaces Bylaw. The City Traffic Control and Waste Bylaws have also been rewritten to set the provisions to access private property through City land.

Pet owners are reminded that it is an offense to not pick-up and properly dispose of defecation from your pet when using public pathways and parks. Refuse bags and garbage cans have been placed along pathways and parks for your convenience.

Failure to pick up after your pet can result in fines up to $300.

Sask Teams Win Gold and Bronze in Weekend Tournament Shanine Sealey, Martensville Messenger

The 2018 Canadian Wheelchair Basketball League (CWBL) National Championship was held in Martensville this past weekend at the Martensville Athletic Pavilion (MAP). Top athletes from across Canada met to compete in the intense three day tournament with two tiers participating. The event kicked off Friday, May 4th, with the gold medal games taking place on Sunday, May 6th.

Saskatchewan had teams representing both tiers, with a bronze medal win in Tier 1 and a gold medal win in Tier 2. Fans were on their feet as Saskatchewan White came from behind to win the gold medal against the Brampton Cruiser Suns 48-39, who up to the final game had went undefeated in the tournament. "I'm proud of this young team who fought hard through the full 40 minutes to advance to the gold medal match at home," said Shawn

Scherr, Saskatchewan White’s head coach. “It’s pretty spectacular.” The bronze medal win came from a win against the Lethbridge Steamers 52-31.

The three-day tournament was co-hosted by Wheelchair Basketball Canada and Saskatchewan Wheelchair Sports Association (SWSA). “Being able to host the 2018 CWBL National Championship is great for the development of the sport of wheelchair basketball in Saskatchewan," says Katie Miyazaki, High Performance Wheelchair Basketball Coach at SWSA. "It is so exciting to have so many kids and families out watching these top teams play — hopefully inspiring next generation players."

Pittsburgh Penguins. Ovechkin and the Caps were finally able to dethrone Crosby and the Pens in 6 games and move on to the Eastern Conference Championship for the first time since 1999. Evgeny Kuznetsov buried the overtime winner in game 6 to take the game 2-1, also burying Pittsburgh’s chance at three Stanley Cup titles in a row. Washington will be taking on the Tampa Bay Lightning who survived a Game One loss to the Boston Bruins and won 4 straight to take the series on 5 games.

The Eastern Conference Final is going to be a good one and with the way both teams are playing it’s tough to predict a winner. As much as I want this to be Ovechkin’s year, I think Tampa Bay is going to take the East Championship in 6 games.

In the West, the Vegas Golden Knights are going to have to wait until Thursday to see who they will be playing in the Western Conference Championship. Nashville and Winnipeg are (as predicted) in an absolute battle of a series that needs a 7th game. Vegas has been waiting since Sunday after they shut out San Jose in game 6 to take a 4-2 series win.

Tumblers Gymnastics Celebrates Success

Saturday April 27th eleven athletes from Tumblers Gymnastics participated in the Fast Cat Invitational hosted by Can-Am Gymnastics Club. This was the first competition for athletes from Tumblers Trampoline and Tumbling program. The Junior Olympic (JO) three athletes joined them to participate in the physical testing and to experience another type of competitive gymnastics. During physical testing athletes demonstrated their flexibility, strength, endurance, form and speed. The testing highlighted gains made by the athletes since the season started.

Competitors then took part in three events: Trampoline, Double Mini and Tumbling.

Each event was divided into levels to fairly assess the individual athletes’ skills. No results are published for this event, but it was clear Tumblers athletes represented their club well.

Tumblers Gymnastics included: Abi, Ariel, Atley, Carly Joe, Delaney, Hayden, Issabella, Miley, Rylee, Sophie and Vanessa

To cap off the 2017-2018 competitive season three JO three athletes from Tumblers will be heading to Prince Albert to compete in Provincials. Best wishes to those gymnasts.

Lake Vista School Prepares to Showcase Talent Martensville High School Kids Make a Difference

The MHS Project Change group, led by Ms. Cooper, spent the day at Ronald MacDonald House this past weekend to help cook for the families. They prepared a Mexican Fiesta taco bar to help make the day a little easier for the families of the sick children. The goal of Project Change is to make a little difference in the world and to bring kindness to their community through volunteering and fundraising. This year they have also participated in the 12 Days of Kindness in December, a taco in a bag fundraiser for Taryn’s Hope for Sight, Staff Appreciation lunch, and various other initiatives they help out with. At the end of May they are volunteering at the Friendship Inn and Buster Days in June. This group is inspiration for all of us to help out and make a difference. Let’s all spread some kindness.

Staff and students at Lake Vista Elementary School (LVS) are busy preparing for their first Student Talent Night, which will be taking place on Wednesday, May 23rd at 7pm. This entertaining night will feature students from grades 4 to 8 showcasing their wide array of talents that vary from dancing, singing, piano, baton twirling and more. “The students have been working very hard on their acts; therefore, the community should expect to see a display of our students passions,” Taylor Giovenazzo, LVS Music & PAA teacher, explained.

The school is currently holding auditions for the Talent Night,

with approximately twenty students taking this opportunity to exhibit their abilities.

According to Giovenazzo, students, staff and parents within the school are abuzz with anticipation for the Talent Night. “As we are a new school, we have the opportunity to get to learn more about our students and seek out some hidden talents. We have been shocked by how creative and talented our students are and we are excited to share that with the community.”

MHS Wins Provincial Cooking Competition Shanine Sealey, Martensville Messenger

Three students from Martensville High School (MHS) competed in the provincial Cooking Up Saskatchewan challenge at Sask poly Tech on Saturday, May 5th. The event, which was organized

by Agriculture in the Classroom and sponsored by Chicken Farmers of Sask, consisted of each student being required to prepare an appetizer and a main course, which featured chicken. Students were given 1 hour and 45 minutes to make preparations and serve the judges.

“Students also had to deliver a three to five minute oral presentation about chicken, explaining why they chose the recipes they did, talk about the natural health benefits and value of chicken, explain how chicken farm stewardship is handled in

Prior to the competition, Muench organized an in-school competition which consisted of four groups. Each group received $50 to purchase their groceries they would be using to prepare their dishes and present them to four teachers which were the judges. Winning dishes were used to pick the students that attended the competition. Students that competed consisted of Ashton Martens, Melissa Grass and Reja Grass.

The MHS students earned a win for their chicken dishes, and were awarded $500 for winning at the provincial level.

VHS Students Work to Improve Environment

Each year Grade 7 students in Mrs. Heit's class participate in the Caring for our Watershed contest sponsored by Nutrien and the Friends of the South Saskatchewan River Basin. Groups submit proposals for projects that will contribute to the health of our local water resources. This year, Andi, Myles, Trae, Greyson and Matthew's project was selected from 170 submissions as a top 10 finalist. Their project investigated how water bottle fillers would reduce water waste and keep disposable water bottles out of the landfill. On Saturday, May 5, Andi, Greyson, and Matthew presented their project to a panel of judges and placed 5th overall, earning them a cash prize of $600 to share, and $600 for the school.

Another Watershed project has inspired students to take action to help the environment.

Despite not being chosen for the finals, Ashlyn, Ally, and Katana continued working on their Adopt-A Tree project. Over the last several weeks, over 90 Venture Heights families have "adopted" trees to care for. Monday, May 7, Mrs. Heit's class worked tirelessly to prepare the ground for the new trees on the east side of the schoolyard. On Friday, May 11, families will have the opportunity to plant one of 200 new trees to enhance our green area. The trees will attract birds, absorb rainwater, and remove carbon dioxide from the atmosphere. Some trees are still available for adoption. Students Pie Teachers in Face at Lake Vista

On Wednesday, May 2nd, several students at Lake Vista Elementary School had the chance to pie a teacher in the face. In April, the school had a fundraiser where students sold Boryski’s products to raise money for the school’s playground. The top five fundraising families were then awarded with the opportunity to toss a pie in the face of one of their teachers, even Principal Chris Mason.

Physician Numbers Up By 51%

The ability to see a doctor, whether they are a specialist or a general practitioner, is one of the most important aspects of our health care system.

Our government prioritized physician recruitment and retention upon coming to office in 2007, and since then we’ve seen nearly 900 more doctors – a 51% increase. This includes significant increases in general practitioners (43%), specialists (62%), pediatricians (98%), and psychiatrists (37%).

The number of pediatricians practicing in Saskatchewan has increased from 62 to 123 since 2007, with more on the way before the opening of the Jim Pattison Children’s Hospital in 2019.

A number of physician recruitment and retention initiatives have resulted in more than 2,600 physicians licensed to practice in the province, including: one of the best physician compensation rates in the country; training more doctors in Saskatchewan; establishing more family medicine resident training sites outside of Regina and Saskatoon, which has led to a 79% retention rate for family physicians; and recruiting more than 200 internationally trained physicians, 77% of whom are working in rural or regional communities.

We have made huge strides over the past decade which means better care that can be accessed closer to home for many of Saskatchewan’s rural residents. While we are pleased with this level of growth, we continue to work with health sector partners to recruit for vacant positions across the province.

Improving Organ Donation Rates

Our government is also committed to taking steps to improve Saskatchewan’s organ and tissue donation rates. In addition to establishing a leadership model for organ and tissue donation, including donor physicians and Registered Nurse donor coordinators, we recently launched an advertising campaign to remind Saskatchewan residents that agreeing to be an organ donor saves lives.

This year, our awareness campaign is highlighting three Saskatchewan families whose prayers for an organ transplant were answered. These stories describe the pressing need for a matching donor, and the relief that came when a matching organ became available.

Property Tax Deferral for Seniors

A new tax deferral program – a 2016 Election platform commitment – has been created to help Saskatchewan seniors. The Seniors Education Property Tax Deferral Program, opened on April 10th, will give Saskatchewan seniors with household incomes under $70,000 the option to defer the education portion of the property taxes on their home through a repayable loan.

This program will provide low-to-moderate-income seniors with greater financial flexibility, and help them stay in their homes longer. Seniors are eligible for the program if they; are 65 years of age or older; own and live in their home as their main residence in Saskatchewan; have total household income below $70,000; and maintain a minimum of 25 per cent equity in their home.

Politics Shouldn’t Detract From Carbon Tax Court Case

Even those of us who despise the notion of seeing politics played out in the courts see the value of the province’s court challenge of the carbon tax. The issue that Premier Scott is asking the Saskatchewan Court of Appeal to rule on is the right of the federal government to apply this tax - something that some constitutional experts say Ottawa is likely to win.

“I suspect they will not succeed,” said John Whyte, a constitutional scholar at the University of Regina and former deputy minister to NDP premier Roy Romanow.

“They (the province) have got an argument that is intelligible, an argument that is plausible, but the federal arguments in each case are probably stronger.” However, there are other reasons to pursue the case in the courts.

Certainly, it doesn’t hurt the Saskatchewan Party government’s political cause to be seen as going to battle with the federal Liberals and Prime Minister Justin Trudeau over the imposition of tax that could potentially hurt the Saskatchewan economy.

After all, even if the court determines that Trudeau has the right to apply the tax, that doesn’t mean the public has to like it. It wouldn’t be the first time the courts have been used to make a political point, but the area also happens to be valid legal and jurisdictional questions for raising this case.

“A tax is simply a tax. The GST has got a fixed rate all the way across Canada. It’s clear and unambiguous,” said Justice Minister Don Morgan when the legal challenge was unveiled late last month. “For them to do something where there are a variety of different things available for different provinces based on their approval of certain other methods, is something we do not think falls within the ability to tax and is not consistent with any form of federalism.”

Ironically, the thrust of the challenge is that federal Greenhouse Gas Pollution Pricing Act is not a tax in the sense that it’s not being evenly applied to all Canadians. It is instead a scheme to regulate natural resource that’s a matter of provincial jurisdiction. It is here where Saskatchewan’s “sovereign jurisdiction” may be a winnable case.

However, any time you hear a Saskatchewan government getting on its high horse about “protecting” Saskatchewan’s natural and non-renewable resources, be suspicious that there is already a bit of politics in play. Or so history tells us.

It was then-opposition Sask. Party leader Brad Wall who, in 2005, stood with not only the federal Conservatives but also Lorne Calvert’s provincial New Democrats in arguing the federal Liberal government to exclude nonrenewable resources from the equalization formula. Wall and the Sask. Party even supported a Calvert’s constitutional court challenge of the federal equalization formula, arguing it costs Saskatchewan $800 million a year.

Four years later, it was also premier Wall, who abandoned this court when it became abundantly clear that then-Stephen Conservative government had no interest in making good on its 2006 election promise to remove natural resources from equalization. Had the Harper Conservatives kept their promise, Saskatchewan would have reaped a minimum extra $800 million a year in equalization payments, but not wanting to offend potential voters in Quebec who would have been most affected by such a change in the formula, Harper and his Conservative MPs including Saskatchewan MPs - caved on the matter.

Perhaps this is why it is better to have such matters be decided in the court. Whether Saskatchewan would have won its constitutional challenge on equalization a matter of debate. This was also a questionable case, but allowing political considerations to supersede the illegal challenge has forever blemished Wall’s record. As such, maybe it’s best to have such matters settled in court

Bloom - An Evening of Love Hosts Sold Out Crowd Shanine Sealey, Martensville Messenger

Since 2012, an important event has been taking place each year to help raise money for the Neonatal Intensive Care Unit (NICU) located within Royal University Hospital in Saskatoon. Bloom – An Evening of Love brings together numerous businesses, individuals, organizations and more to help support the NICU and to provide funds to purchase equipment that they might not otherwise be able to afford.

This year, the event sold out in a record three days and the room of approximately 400 was eager to do their part to help such an incredible event. Held at the Saskatoon Inn on May 5th, the beautifully decorated gala saw a wide array of silent and live auction items, raffle prizes, and more. Included in the room was a special area, the Memory Table, where attendees could light a candle to “remember those born sleeping or taken too soon.”

Bloom Executive Directors Amy Novakovski and Tina Searcy, along with numerous committee members, work hard each year to improve upon the previous year and raise even more money for the NICU. “In three days everyone in this room came together to become this community that we see here this evening to give back to the NICU – to the unit that is equipped to handle the most complicated and urgent cases or premature and ill babies after birth and to the place where the staff with big hearts gave their all to the beautiful little warriors that earned their wings too soon in the NICU so they were able to have a little more time with their parents,” Novakovski said.

With funds raised throughout the years through Bloom fundraisers, the NICU was able to purchase 20 NICView cameras, which makes it possible for those unable to see the babies in person, to view them live via an electronic device. The purchase of this equipment made the

Saskatoon NICU the first within the country to be able to provide this option for families.

Searcy took a moment to appreciate all of those who contribute to the success of the event and to acknowledge each committee member for the work that they put in to the amazing evening, noting that throughout each year, both her and Novakovski receive an abundance of calls from people looking to contribute to the cause. “Each level of support helps our organization maintain a low level of overhead allowing Bloom to donate so much more to the NICU,” Searcy said before noting how many people within the room have been impacted by the NICU on a person level, whether it be their own child, a family member or themselves that have received care. “It is a place that none of us want to spend our time, but are grateful that it is here if we need to.”

Dr. Givelichian of the NICU took to the stage to present a slideshow which included statistics from the NICU compared to others within the country and around the world. Providing data from 2014 and 2016 which was collected by the Canadian Neonatal Network, Dr. Givelichian was able to announce that Saskatchewan was number one within Canada for outcome within our NICU. Within moments after sharing the data, the audience erupted in applause.

Continuing, the doctor shared statistics from around the world, which had Canada listed as number two after Switzerland, but followed up explaining that Switzerland does not handle the same gestation periods as Canada does,

so adjusting the statistics to reflect that difference would make Canada number one in the world. “If we are number one in Canada, what would be the explanation? We are number one in the world,” Dr. Givelichian said.

On Friday, May 4th, the Prairie Sky Chamber of Commerce hosted the third annual Warman Martensville Business Excellence Awards (WMBEXA) at the Brian King Centre in Warman. The awards were emceed by Steve McLellan and Shawna Nelson, who kept the evening flowing smoothly as the sold-out crowd waited patiently for the winners to be revealed. Approximately 300 business representatives, sponsors and honorees from the City of Martensville and Warman were in attendance as the recipients of the five categories were announced.
