There are ways you can help to ensure to keep streets clear and safe - Do not shovel, blow, or push snow from private property onto the street – this causes snow ridges on your driveway when our plow cleans our street.

- Do not plow or pile snow on streets or hydrants – this can block access to manholes, water valves, and access to water in case of fire.

- Clear your driveways in advance of the city’s snow clearing operations - this helps our operators clear your street more efficiently as well as more clearly see driveways to avoid ridging.

- Do not park your vehicle in an area where it could obstruct snow removal procedures this hinders our operations and could result in a snow ridge blocking your vehicle in place.

- Do not leave large piles of snow at the corners of driveways – this snow can be caught by a raised snow-gate blade and topple over into your driveway or the street.

-Prevent snow from piling up on the front of your driveway by moving it near your tree/lawn areas behind your walkway.

-Watch for posted areas for Snow Removal- In case of snow and snow removal, crews need to have roads cleared of all vehicles on posted streets. If you are going out of the City over the holidays, please have your vehicles off City streets. Vehicles left on the street per the traffic bylaw are ticketed and towed (to a non-posted area).

-Stay Clear of Sanding Trucks- Crews apply a mixture of salt and sand on our streets and intersections to ensure safer driving conditions. If you are near or behind the sanding truck you are reminded to stay back 15m to allow the truck to disperse materials and to prevent materials from potentially hitting your vehicle.

The Giving Tree Helps Teach the True Meaning of Christmas Shanine Sealey, Martensville Messenger

The Giving Tree has been a part of Christmas in Martensville since 2016 when Margaret Lamont first decided to bring the opportunity to the local residents by putting the tree in the Martensville Canadian Tire lobby.

“The concept of the Giving Tree is to provide an opportunity for the community to give back to those who may need a little extra help at Christmas,” Lamont explained.

The Giving Tree is filled with ornaments that have been decorated by students at Ecole Holy Mary School and includes the name, age and gender of a child from Martensville or Saskatoon that is in need of a gift this holiday season. “The children love decorating the ornaments and it helps to get them thinking of ways to help out or give back,” Lamont added.

Those interested in participating in the Giving Tree can choose an ornament and purchase a gift for the child listed, then return the wrapped gift to customer service at Canadian Tire on or before Friday, December 10th.

Ornaments can then be hung on your own tree as a reminder of the true meaning of Christmas.

Each year, approximately 120 children receive gifts thanks to those that contribute to the Giving Tree.

MFD Continues Long-Standing Food Hamper Tradition Shanine Sealey, Martensville Messenger

The Martensville Fire Department (MFD) will once again be providing food hampers to families in need of a little extra help this Christmas. This annual event has been taking place for over 25 years and typically helps approximately 20 families each year.

For those in need of a hamper, nominations will be accepted until the food hamper delivery date, which is Wednesday, December 22, and can be made by contacting Martensville City Hall at (306) 931-2166.

Nominations are kept confidential, although since other organizations have begun running a similar program, there has been collaboration between the groups to ensure that everyone in need receives support. If information is shared, it is with permission of the recipient first.

Donations of non-perishable foods and hygiene products are being accepted at Venture Heights School, Valley Manor School, Lake Vista School and Martensville High School, as well as at City Hall.

Monetary donations, which will be used for last minute fresh items such as turkeys and hams, or gift cards to local stores within the community are also being accepted.

E-transfers can be sent to mfd@martensville. ca.

A final pick-up of all donations will be made on December 17, with the sorting taking place prior to the December 22 delivery date. In previous years, the MFD has brought in other organizations to help with the sorting; however, according to Captain James Taylor, the MFD Food Hamper Program Coordinator, “As a result of the ongoing pandemic, we have chosen to err on the side of caution and keep sorting ‘in-house’ at the fire hall. We have definitely appreciated past support from organizations such as the cadets, hockey teams, and others.

We look forward to continuing this tradition in future years.”

“The hamper program cannot be successful without the support from local schools, businesses, and other community and charitable organizations. It is truly a community-wide effort and MFD is grateful to have this backing to ensure the success of the program year after year,” Taylor added.

U15 AA Marauders Have Their Eyes on the Prize Shanine Sealey, Martensville Messenger

The Martensville Marauder U15 AA hockey team has had quite the season thus far. After playing a total of 14 games, the team currently has a record of 11 wins, 2 losses and 1 tie, which puts them near the top of the Saskatchewan AA Hockey League (SAAHL).

From October 28-31, the U15 AA team attended the Graham Tuer U15 Challenge in Regina, which included 32 teams from across Saskatchewan, Manitoba and Alberta.

The team finished first in their pool; however, were defeated by the Saskatoon Stallions in the quarter finals.

Team Captain Kazden Mathies lead the tournament scoring with an incredible 21 points, which he earned through 14 goals and 7 assists. Mathies was also awarded the Most Valuable Player (MVP) of the tournament, which Team Manager Chris Mathies explained was voted on by a large amount of Western Hockey League (WHL) and Saskatchewan Junior Hockey League (SJHL) Scouts that were in attendance. “This is a huge accomplishment with over 500 players in attendance,” Mathies said.

Following their loss in the Graham Tuer Challenge, the Marauders attended their second tournament of the season on November 18-21 at the Medicine Hat Hockey Hounds U15 AAA Tournament. According to Mathies, this is one of the longest standing tournaments in Western Canada, as it is in it’s 48th year.

This tournament saw 16 teams from across Manitoba, Saskatchewan, Alberta and B.C. participate and the Martensville team came with one thing on their mind – winning.

Following five straight wins after one loss in the round robin, the team came out victorious winning the championship game against Okotoks 5-0, who they lost to 4-3 in the round robin.

This marks the first time that a Saskatchewan team has won the championship since 2001, and the sixth time in the entire 48-year history of the tournament.

Captain Mathies once again came out as the top scorer of the tournament with 16 points from 8 goals and 8 assists and also brought home several awards including; MVP, First All-Star Team Selection and Top Forward. Mathies also received a $2,500 scholarship sponsored by the Medicine Hat Tigers. “This accomplishment makes Kazden the MVP of two of the larger tournaments in the U15 age group in Western Canada,” Manager Chris Mathies said. Additionally, Carsen Adair was named to the First All Star Team as a defenseman.

Currently, the team is entering a period without any games as the secondyear players begin their journey within the Sask First Program, where they competed this past weekend in Aberdeen in the Regional Sask First Selection Camp. From there, selected players will move on to the Top 160 Tournament in Regina, which will take place over the Christmas holidays.

“The ultimate goal is for Saskatchewan Hockey to select 20 players to represent Saskatchewan in the 2023 Canada Games in Prince Edward Island,” Chris Mathies explained.

Following the Christmas break, the team will continue with their season goal of winning the SAAHL Championship and attend the Western Canadian Crown in Edmonton from January 14-16 where they will compete against elite competition from across Western Canada.

Maddogs Celebrate Amazing Season Jocelyn Ottenbreit, Martensville Messenger

The Martensville Maddogs held their Awards Night on Tuesday, November 30 at the North Ridge Community Centre.

According to executive board member Devin Hind, the event was open to any friends or relatives that wanted to attend. Due to Covid concerns, no food or drinks were served. The awards were live streamed and both PeeWee and Bantam teams coaches gave speeches and presented awards to their players. “Special guest was Maddogs founder and former president Janine Hayward,” said Hind.

Both PeeWee and Bantam teams had an amazing season this year

with the Bantams winning the City Championship and a completely undefeated season. The PeeWee team ended their season with the Kinsmen Bowl victory.

Hind stated that President Som Houmphanh and Vice President Grant Currie gave speeches emphasizing how great the Maddog program is and that it's 100% volunteer operated. Because the program is becoming more popular every year, more players want to join which shows how amazing this program is.

MLA Terry Jenson’s Report from the Legislature Financial Mid-Year Report Shows Strong Economic Recovery

Big Deficit Requires Unpopular Choices

The bad news in Finance Minister Donna Harpauer’s mid-year 2021-22 budget update was all too apparent. This year’s projected deficit is now $2.71 billion - the largest such annual deficit in Saskatchewan’s 116-year history. Spending is now a whopping $19.6 billion. That’s roughly $2.5 billion more than budgeted in the spring and a staggering $4 billion more than the initially planned for 2020-21.

Admittedly, we all expected a staggering deficit this year because sometimes that is the government’s only choice. Government cannot always be run like a business, as the old adage goes.

Mostly, governments are in the business of the broader public good that requires it to invest in things that no profit-minded business would ever undertake. (This is a big reason why we have Crown utilities in Saskatchewan.)

Also, government isn’t just there to take care of the disadvantaged. Occasionally, others who are normally getting by need a bit of help because they have run into a bit of bad luck.

This happened a lot in the 1980s when drought required sizeable farm support programs and when high interest rates were the justification for homeowner support programs that morphed into home-improvement grants.

Sure, governing is always about spending choices by government. And, as history surely tells us, governments don’t always make the right ones, but other times like the current global pandemic, it’s been a case of governing politicians thrust into situations where there has been few other options than run a deficit to support public needs.

It underscores three important realities; first, it good years its important to pay down debt or create surplus rainy-day funds for the inevitability that bad years are likely to come. There was some modest debt-paydown in the early years of the Saskatchewan Party government, for which we should be somewhat thankful. Unfortunately, it was enough and the idea of a Heritage Fund largely based on surplus natural resources earnings didn’t much past the discussion stage.

Second, in all years — good, bad and average — it’s critical to weigh all spending decisions appropriately.

The closer governments get to elections (especially, elections expected to close) the worse their spending choices tend to be. This was evident in the last election with SGI rebates, but it’s always apparent. Consider the 2007 decision by the last NDP government to give all seniors free prescription drugs — whether they could afford to pay for their own drug costs or not and, third, while none of us like to pay additional taxes or additional fees, they are necessary because money has to come from somewhere.

This takes us to not only the reality outlined by Harpauer last week, but what will be the likely consequences.

Harpauer noted the the larger deficit could be somewhat attributed to COVID-19 that’s caused a quarterbillion-dollar increase in Ministry of Health costs; however, the Finance Minister was rather blunt in her explanation that the biggest problem was an additional $1.8 billion in crop insurance claims that resulted in a total indemnity forecast to $2.4 billion.

When you add an additional $293 million for the livestock support program, it does appear she has a case. This didn’t go over big with some farmers who saw Harpauer blaming them for the deficit. In reality, all deficits are years in the making — the result of past costly choices.

Decisions like the Global Transportation Hub and Regina bypass are likely to haunt this government, but Harpauer is not wrong to suggest that the crop insurance payments during this year’s drought were an unexpected problem.

Nor is it unreasonable to think higher premiums will be needed to address them.

The budget is a problem for farmers, but it’s a problem the rest of us share as well — whether we like it or not. This deficit has to be dealt with.

Driven by our entrepreneurs and resource sector, Saskatchewan is seeing a strong economic recovery according to the 2021-22 Mid-Year Report released by the Ministry of Finance.

At mid-year, Saskatchewan’s economy is doing well and is forecast to increase by 4 per cent in 2021. A number of factors can be attributed to this positive news including a strong labour market this summer, higher investments in the housing market and strong commodity prices.

So far, total employment is up about 13,730 jobs and we are expecting to see a total of 15,900 new jobs for 2021. The outlook is good for 2022 with an anticipated 12,000 new jobs being created. Overall, Saskatchewan has the second highest employment rate in Canada.

Saskatchewan also saw the strongest growth in manufacturing sales and second highest growth in housing starts, so far this year. Both are strong indicators of a resilient economy that is on the path to recovery.

Perhaps the strongest indicator of growing confidence is the surge of capital investment that has flowed into the province during the last few months. Projects worth nearly $10 billion have been announced including advances in the forestry and helium industries along with value added agriculture production. Another $3 billion has been invested in provincial capital projects such as health care and school infrastructure improvements along with highway and Crown infrastructure upgrades.

Overall exports have increased by nearly 35 per cent this year with the global demand for our energy product exports resulting in a 63 per cent increase from January to September 2021, compared to the same time period in 2020. Resource revenue is up $669 million from budget, with higher oil and potash prices reflecting strength in the energy and mining sectors.

Saskatchewan is on the rebound with revenue forecast to increase by $2.4 billion with significant increases across all categories. That has resulted in our province being able to benefit from the second-highest credit rating in the country when all three ratings from the major agencies are combined.

But there are still struggles out there, as we support agriculture producers working through a very difficult year of drought. The impact is reflected in reported expenses for the year and we are committed to provide the support our agriculture industry needs right now.

Total expense is forecast to be up $2.5 billion from budget, due to $1.8 billion for Crop Insurance claims, bringing the total Crop Insurance indemnity forecast to $2.4 billion for 2021-22. Livestock producers are also dealing with the fallout of the drought and we have committed an additional $292.5 million in relief.

Health expenses are also up, forecast to be $250 million higher than budget due to pandemic and drug plan pressures. A commitment of $1.7 billion has been made to COVID-19 related health, safety and economic support as part of a $5 billion multi-year response. An increase of $100.9 million in Protection of Persons and Property expense was also recorded due to wildfires which emerged during the dry conditions this summer.

The labour force has now recovered to 99 per cent of its pre-pandemic levels and investment dollars are flowing into the province as businesses look to the future. Saskatchewan is on the road to economic recovery thanks to the hard work of residents, entrepreneurs and investors during one of the most difficult global times in recent history. A better, stronger Saskatchewan is on the horizon.

Santa Claus is Officially Coming to Town Shanine Sealey, Martensville Messenger

The Martensville & District Kinette Club has been busy lately with numerous fundraisers taking place. Most recently the organization hosted their first ever Toy Bingo to raise money for TeleMiracle 46 on December 5th at the Brian King Centre in Warman.

A wide variety of donations were available as bingo prizes as well as a blackout prize that consisted of an Xbox and controller. The event saw a large turnout and all those in attendance had a blast.

The Kinette Club is also excited to once again be bringing Santa Claus to the community to help celebrate the holiday season. Santa will be making his rounds in Martensville on December 11th and 12th.

Give the Gift of Sport This Year Shanine Sealey, Martensville Messenger

During the holiday season, many people look for ways that they can give back and help others that may be less fortunate and have less opportunities available to them. Locally, you can support youth by providing the “Gift of Sport” this year.

This is a provincial initiative through KidSport, an organization that helps provide financial assistance to families with children under the age of 18 that are interested in participating in local sports programs and would otherwise be unable to afford them. This campaign will run throughout the month of December.

This year marks the 10th annual Give the Gift of or email Sport campaign and according to the KidSport website, advertising@martensvillemessenger.ca more than 30 per cent of Canadian youth under 18 cannot afford to play organized sport.

Although the campaign is spearheaded through the provincial organization, donations can be directed to the Warman, Martensville & Area KidSport chapter during the online donation process, which can be found at bit.ly/3H7ipER. Another option is to drop off cash or a cheque to the Martensville Athletic Pavilion (MAP).

D Any amount over $25 is eligible for a tax receipt.

In 2021, Martensville KidSport has seen over 45 applications come in and over $13,500 in funds go towards helping kids participate in organized sports.

KidSport applications are available at the MAP.

“For the past five years or so, we haven’t had enough money in our account to cover applications fully, so we have been providing a percentage of them.

The amount of money coming in isn’t enough to cover the complete cost of the applications, which is why we are always looking for new ways to raise funds, create new partnerships within the community and raise awareness of KidSport in the community,” Martensville KidSport Coordinator Angie Reddekopp said.

It has been proven that kids that participate in sport are more likely to have better grades and less likely to drop out of school. Additionally, sports can help children to develop team building skills, as well as have better focus and motivation in their lives. “What better way to give a child a better outlook on life from being involved in sport by giving a gift that can last them a lifetime,” Reddekopp added.
