The City of Martensville hosted their annual Play & Skate With Santa event on Sunday, December 9th from 1pm-3pm at the Martensville Sports Centre.

The popular event brought local residents of all ages out to take part in the fun, which included sleigh rides, skating, treat bags and of course Santa Claus himself. For an added bonus, this year’s event featured music by Mike Drop Productions.

Admission was by donation and all funds collected were donated to the Martensville KidSport program to help children that otherwise wouldn’t have the opportunity to participate in local sports programs.

City Council Hosts Final Commitee of the Whole Meeting for 2018 Shanine Sealey, Martensville Messenger

Martensville City Council met for this month’s Committee of the Whole meeting on Tuesday, December 11th. The meeting began with a presentation from Warman RCMP Staff Sergeant Rob Eyre, who provided a comparison of this year’s stats compared to last year’s from January to December 1st. Overall, the total calls for the time period saw a decrease this year with the total calls for service from January to December 1st in 2017 sitting at 2360 and the 2018 total as of December 1st at 1817. Eyre then introduced Sgt. Curtis Little, who will be running the Martensville RCMP detachment. Little spoke about his 18 years of experience and noted that he is very happy to be here. Councillor Darren McDonald took a moment to welcome Little to the community.

Leah Bloomquist, Director of Corporate Services, then spoke to Council about replacing the City of Martensville’s current server, as part of the IT hardware replacement cycle of 3-5 years. The current server was purchased and installed in 2015, and has mainly met the operating needs of the City; however, within the past year, it has become unable to meet the day to day requirements of City Hall and the MAP. The new server would be received from Graycon, the City’s IT support and equipment provider, for a cost of $36,500 and would meet all of the current needs of the City, as well as allow for growth.

Bloomquist also provided Council with information regarding a new VOIP phone system, as their current package contract will expire on January 30, 2019. If they continue on their current plan, they will see an increase of $560.00/month for City Hall and the MAP alone, an increase of 36%. To avoid the increase, other options have been explored, which would still feature all of the requirements needed. Bloomquist recommended that Council approve the upgrade and phone system changeover, which would see an approximate $10,000 reduction from their current lease option. Both items will be brought back to the December 18th Council meeting for approval.

Next, Ted Schaeffer, Director of Recreation & Community Services, discussed a proposal from administration to install a keyless entry system at City Hall. Currently, all employees that require access to City Hall are provided with keys; however, in the event a key is lost, or failed to be returned, the cost to re-key one lock and provide keys to all employees is approximately $350.00-$500.00. Schaeffer suggested that a key fob system be implemented instead, which would be a cost of $2200.00. If successful, the same system could be looked at for North Ridge Community Centre, the Sports Centre and the MAP in the future. This topic will be discussed further at next week’s meeting.

Earlier this year, members of the Martensville Curling Club (MCC) approached Council and requested that their liquor license be extended into the mezzanine area of the hockey rink. Council requested that the MCC come back with a proposal that would provide details on how the lounge would run, security details, hours of operation, etc. With support from Martensville Minor Hockey, as well as Martensville Figure Skating, the MCC would be required to pay the City a one-time fee of $2500 in lieu of bar sales profit sharing.

Council discussed this in detail and will make a final decision next week.

Next Bonnie Gorelitza, Planning Manager, provided Council with information regarding concept plan development and concept plan evaluation. Gorelitza prepared samples from elsewhere, checklists to evaluate concept plan submissions, philosophical questions to consider and a submission checklist developed to be used for development in Martensville. It was recommended that Council adopt the Concept Plan Submission Requirements as provided; which will be decided on December 18th.

Matt Gruza, Director of Infrastructure and Planning, discussed a contract for the snow-removal and sanding of the new interchange, provided by the Ministry of Highways and Infrastructure. As per the contract, the City would be responsible for the “Main Street’ portion of the interchange, with MHI tending to the offramps and highway.

Lastly, Dillon Shewchuk, Community Economic Development Manager, requested that changes be made to the ride-sharing bylaw that was passed by City Council earlier this year. On December 6th, the Government of Saskatchewan approved regulations to allow ridesharing within the province, which would take effect on December 14th.

Unexpected changes had been made, which results in the Vehicle for Hire Bylaw within Martensville requiring modifications to reflect Provincial Approved Regulations.

The next City of Martensville Council meeting will be held Tuesday, December 18th at 5pm in Council Chambers at City Hall. Local residents are invited to attend all meetings, and all agenda information can be viewed at www.martensville.ca prior to each meeting.

Be Safe This Holiday Season

The City of Martensville and the Martensville Fire Department would like to remind you to have a safe and merry holiday season. Here are some tips to ensure safety around the home and out on the road.

Placing, decorating and disposing of a Christmas tree: • The tree should be placed at least three feet from any heat source like fireplaces, radiators, candles and heat vents.

• Tree decoration light strings should be approved by the Canadian Standards Association (CSA), discarded if damaged, and never left on when leaving home or going to sleep.

• Trees should also be disposed of quickly after celebrating the holidays.

Smoke detectors: • Remember to check your home’s smoke detectors during the holidays and test them monthly.

• Everyone in your home should understand a smoke detectors sound and know they are to exit a building quickly and calmly before calling the fire department.

Home safety: • Remember to check around the house to ensure electrical cords are not stripped or exposed, not overloaded and not covered with carpeting or other flammable materials.

• Never leave open flames such as candles or fireplaces unattended.

• Never leave cooking pots or pans unattended on the stove or in the oven when preparing Christmas dinner.

Road Safety: • Be sure to check the weather and the province’s Highway Hotline before getting on the road.

• Make sure your car is in good mechanical condition, preferably with snow tires, and plan ahead to ensure you have enough gas.

• If you do get stuck in an isolated area, don’t try and walk out. Stay with the vehicle.

• Always travel with an emergency kit in your vehicle.

Residents Encouraged to Nominate Local Businesses for Excellence Awards Shanine Sealey, Martensville Messenger

It has been approximately one year since the Martensville & Warman Chambers of Commerce amalgamated to form the Prairie Sky Chamber of Commerce (PSCC) and within that time, much has been accomplished. Recently, the PSCC announced the launch of their ‘Love What’s Local’ initiative, which was established to help encourage local residents to support local businesses, as those are the businesses that are in turn supporting your community. Additionally, local businesses are being encouraged to modify their thinking and work together to understand different ways to keep their customers wanting to come back.

Currently, the PSCC is busy planning the fourth annual Warman Martensville Business Excellence Awards (WMBEXA), which will take place May 3, 2019 at North Ridge Community Centre in Martensville.

Nominations opened on December 1st, and area residents are encouraged to nominate their favorite businesses, which Jaimie Malmgren, PSCC Executive Director noted, “compliments the ‘Love What’s Local’ initiative.” Malmgren continued to state that, “It’s a great way to show our appreciation for our local businesses and help tell stories of the great things that are going on within our region. Business owners are thrilled when we hand deliver the nomination cards!”

For anyone that nominates three businesses, their name will be entered into a draw for a VIP package for the WMBEXA gala. Nominations will be accepted until December 16th, so be sure to take the time to show your support to the businesses in the region.

Categories for this year’s Business Excellence Awards include; Non-Profit of the Year, Customer Service, Community Involvement, New Business of the Year and Business of the Year.

Following the nominations, businesses will be notified and from there, will be required to submit an application form for all categories they wish to enter. Once the application submissions are complete, anonymous judges will scour through them and select five finalists for each award. Winners will be announced at the WMBEXA gala on May 3rd. Provide us Your Meter Read! Water Meter Read/Estimate Schedule October to May

Between the months of October and May, the City puts in place an alternating schedule that includes meter reading for half of the City. The alternating schedule is in place during these months due to extra time required to complete city-wide, month to month meter reads. Changes to seasonal staffing, colder temperatures, inclement weather, higher priority maintenance issues in cooler seasons, are all contributing factors in encouraging residents to provide their own meter reading.

Why Should you provide your own meter reading?

• Your water bill will be based on actual consumption preventing you from being over billed or under billed • Days of usage may be higher when an estimate is used resulting in higher billing. A water meter read will ensure accuracy.

• Estimates are based on prior usage, including summer months where water usage is typically higher. Actual water use in winter months will likely be lower resulting in a lower actual bill.

The trailer slid into the ditch, disconnected from the truck, and rolled over.

Roads were slippery at the time. No injuries were reported.

Pee Wee Pirates Team Up with Shutout Hunger

This past week in the NHL there were a few changes to the Canadian rankings.

The Toronto Maple Leafs are still at the top of the list and now they have finally signed William Nylander after he waited until the last 30 minutes before making a deal. The 22 year-old has had at least 20 goals and 60 points in the last two seasons and he joins one of the most powerful lineups in the NHL. The Leafs are currently second in the league with 41 points right behind the red hot Tampa Bay Lightning who have 47 points.

Next up for Canadian teams are the Calgary Flames who are 7-2-1 in their last 10 games. The Flames beat the Nashville Predators last Saturday to leap-frog them into the top spot in the Western Conference. Best in the West is good for 3rd in the league with 40 points and a 19-10-2 record.

Just two points behind the Flames are the Winnipeg Jets with a record of 18-9-2, good for 4th in the West and 6th overall. The Montreal Canadiens are currently in a playoff spot thanks to a three-game winning streak. Whenever the Habs are looking good, so is Carey Price. The star net minder has a 2.00 GAA and .933 SV% in their current streak and his team has a 15-10-5 record which puts them 6th in the East and 12th overall. Montreal is the last Canadian team in a playoff spot right now.

The Edmonton Oilers are on the outside looking in with a 16-12-2 record but they have Connor McDavid and a goalie who has been lights out since he started this season.

Mikko Koskinen is 9-3-1 with three shutouts this year and he has been a big part of the Oilers staying in the hunt for playoffs.

Ottawa and Vancouver are not as disappointing as most people had thought before the season started, but they are still a long way from being playoff teams. The Sens are just one point ahead of the Canucks and sit 23rd and 24th respectively in the overall league standings. Both teams do have a bright spot in their darkened seasons. The Canucks have a sensational rookie in Elias Pettersson who leads the team with 30 points. The Sens on the other hand have a great young defenceman, Thomas Chabot, who is third on the team in scoring with 33 points. The future may be bright for these two teams, but they likely won’t see the postseason for at least a couple years.

The Martensville Pee Wee Pirates came together to Shutout Hunger this holiday season. On Saturday, December 8th from 12pm-4pm, the team was located within the lobby of the Martensville Arena collecting non-perishable food items. All items collected were donated to the Martensville Fire Department’s Annual Christmas Hamper Program.

The Pee Wee Pirates are taking part in the Chevrolet Good Deeds Cup this hockey season and wanted to do something to help the volunteer firefighters that do so much within their community.

The team would like to thank everyone that donated to their cause and wish everyone a Happy Holiday season.

Wrestling Returns to MHS Cadderly Kingsbury, Martensville Messenger

It’s been 10 years since Martensville High School (MHS) has had a wrestling team, and this year marks its official return. Coaches Myles Loeffler and Jackie Salzl, who have a combined total of over 40 years wrestling experience, are both very excited for the first season.

According to Salzl, she enjoys wrestling “because it’s both mentally and physically challenging, and because it’s a great atmosphere.” Additionally, Salzl appreciates the fact that while wrestlers compete individually, other team members, and opponents, are very supportive. Salzl, who attended MHS herself, began wrestling while in grade 10, and has enjoyed it ever since. With an end goal to “help the female wrestlers develop a sense of confidence in a mostly male-donated sport,” Salzl looks forward to seeing the students advance their skills each week.

Loeffler has been involved in the wrestling community for around three decades.

Since starting in university, Loeffler has constantly been both a wrestler and coach. Excited to have the sport back at MHS after renovations created the absence, Loeffler noted that there is now a dedicated room for wrestling, complete with wall to wall mats.

With the new room, new mats, and new excited students, Coach Salzl and Loeffler both have an end goal of helping students develop the skills, as well as having fun being involved in a new sport.

Arwen Claypool, a first year wrestler, stated that she is “excited to find her mental and physical limits this year and is interested in learning more about the sport.”

All in all, students are encouraged to come down and try it. Although it’s physically and mentally tiring, it’s a great individual sport with a sense of team comradery.

Let’s Compromise on Farm Trucking

Yes, the Humboldt bus crash involved an out-ofprovince trucking company with a new-to-Canada driver at the wheel. Jaskirat Singh Sidhu, a 29-year-old Calgary man, has been charged with 16 counts of dangerous driving causing death and 13 counts of dangerous driving causing bodily harm for his alleged negligence in this tragedy.

Furthermore, Sukhinder Singh, the owner of Adesh Deol Trucking Ltd., was charged in October with violation of several federal and provincial safety regulations. Sidhu had only one year of truck-driving experience and only two weeks of training at the time of the April 6th crash.

As such, Sidhu and Singh have been vilified in this tragedy - justifiably so in some cases, but less justifiably so in others. Obviously, allegations of breaching trucking relationships are a serious problem, worsened by deadly outcome and by any measure now, Sidhu’s training behind

the wheel was wholly inadequate. Yes, there has been a shortage of truck drivers across Western Canada. It’s a tough job requiring long hours away from home, often for little pay, but all drivers must be qualified, regardless of where they are from.

While some have sadly chose to make this an issue of race and immigration, this is strictly about qualifications and safety. From here, though, it gets a bit complicated.

Current qualifications for a big rig trucking license in this province is a Class 1 driver’s license and air brake operation certificate. There are no specific training requirements for training and applicants can take the test in a single day.

While Saskatchewan Government Insurance (SGI) notes that about 90 per cent do take a professional drivers’ training course (currently the cost is in the $2,000 to $2,300 range), 10 per cent don’t and it’s not a requirement to pass.

All this takes us to one sad and fortunate reality.

While it will be argued by many that Sidhu was inadequately trained and experienced to be driving a truck in that situation, it can also be argued that his training and qualifications were no less than many current licensed truckers in Saskatchewan, some of whom may have absolutely no training.

The government took a big step this month to rectify that situation by requiring future truckers (as of March 15, 2019, when the new rules will be implemented) have 121.5 hours of training before testing for their Class 1 license; however, grandfathering existing licensed truckers

and exempting farm trucks from the new rules may not be helpful. In fairness, let us be clear that the bulk of the problem is less-travel grain semi-trailers. The numbers bear this out.

SGI statistics between 2010 and 2017 show an average 1,189 collisions per year involving semi-trailer units in Saskatchewan. (These are total collisions in which the semi-driver may or may not have been at fault.)

Of those, an average mere 86 collisions a year involved semi-trailers with farm plates. However, an average of 439 collisions a year in Saskatchewan involved out-ofprovince plated semis.

This is because there is some validity in what SGI Minister Joe Hargrave said about farm semis being mostly used at certain times of year compared with professional truckers who may be driving 365 days a year. That said, to completely exempt anyone from any training requirement would be the other extreme. After all, it’s not quite like Hargrave said where farmers just operate their trucks from field to bin. There’s the safety of everyone on rural roads to consider.

So why not a compromise? How about some minimum required training for those operating farm semis that would be something short of $8,500 full course that will be required after March 15? We need safe Saskatchewan highways for everybody and that means insuring everyone driving them are properly trained.

Summary of Fall Legislative Session

I want to thank the thousands of SaskPower, SaskEnergy, SaskTel, emergency service workers, and many working across government Ministries for their tremendous response and their work through a major power outage affecting nearly one-third of SaskPower customers. Together their actions showcased the very best of Saskatchewan and that effort deserves recognition.

Your Saskatchewan Party government is committed to standing up for Saskatchewan. This was our focus as we delivered on priorities for the economy and people of Saskatchewan throughout the fall sitting of the legislature. We outlined our plan to balance the budget in the spring, to fight the federal carbon tax, and to invest in services and infrastructure across the province.

Even as we continue to face trade, transportation and economic challenges, year-over-year employment in Saskatchewan increased by 16,300 jobs in November. This is the largest job increase since 2013 and marks the fourth consecutive month of strong job gains for the province. We will keep standing up for our province locally, nationally and internationally to see this continue while fighting the Trudeau carbon tax, which will kill jobs and make our industries less competitive.

The Government of Saskatchewan is taking action on climate change through the implementation of the Prairie Resilience Climate Change Strategy. This includes the introduction of new legislation to establish intensitybased performance standards for large emitters as well as the new Climate Resilience Measurement Framework, the first of its kind in Canada, with 25 different measures to

monitor and enhance Saskatchewan’s resilience to climate change.

Over the past seven weeks we also became a leader in the country through legislation to expand Workers’ Compensation coverage for firefighters; by creating the longest maternity leave in the nation; and by becoming the first province in Canada to introduce Clare’s Law to help those at risk of intimate partner violence. Interpersonal violence leave will also be expanded to include sexual violence of any kind, allowing Saskatchewan residents to take time off to seek medical attention or access supports.

To help Saskatchewan people who may need time off from work to care for family members, changes to The Saskatchewan Employment Act will create a new critically ill adult leave.

Safety was a significant focus of the fall session with the introduction of mandatory minimum training requirements for commercial semi drivers; a proposed enhancement to rural policing to allow municipalities with populations under 500 to join regional police services; improved trespassing legislation; and new regulations to allow ridesharing companies to operate and provide more options for safe rides home.

Our infrastructure investments continued with Saskatchewan Hospital North Battleford nearing completion; the Jim Pattison Children’s Hospital reaching 92 per cent completion; continued work to improve cellular service in rural Saskatchewan; and the opening of new bridges, passing lanes, and intersection improvements across the province.

Bilateral agreements were signed with the federal government this fall to provide nearly $900 million for infrastructure projects over the next decade and more than $5 million to improve access to treatment for people with opioid or crystal meth dependencies.

A recent report has found that the wait time for patients receiving specialist services in Saskatchewan was the shortest in Canada. This is much improved from the days Saskatchewan patients suffered with some of the longest waits in the country under the NDP.

At the conclusion of the fall legislative session, and as we approach a new year, our commitment to always stand up for the people of Saskatchewan and the interests of our province remains the same. While we face many challenges in our province, one thing is certain: Saskatchewan people are determined, resilient and resourceful. Our government will always reflect those qualities as it stands up for our province and works to build a stronger Saskatchewan.

Giving Tree In Place To Help Remind Others the True Meaning of Christmas Shanine Sealey, Martensville Messenger

Once again, the ‘Giving Tree’ was set up at Canadian Tire, and it didn’t take long for the generous residents of Martensville and area to ensure that all children with names on the tree would receive a gift this year.

For those that are not familiar with the ‘Giving Tree’, it is a beautiful Christmas tree that is filled with ornaments created by students at École Holy Mary Catholic School in Martensville. Each of the ornaments has a child’s name, age and gender on it. “As people are out doing their shopping, they can choose an ornament off of the tree and return a gift for that child under the tree before Christmas.

People are meant to hang their ornament on their tree at home as a reminder of what Christmas is really about,” Margaret Nicholls, organizer of the ‘Giving Tree’, explained. Each year, approximately 120 receive gifts thanks to those that contribute to the ‘Giving Tree’.

The tree has been a part of the holidays in Martensville since 2016, and was something that Nicholls had seen at a Moksha Yoga studio in Ontario. Thinking it would be a nice addition to the community, Nicholls set to work and was pleased with how well received the idea was. “It all started out as an assignment in yoga teacher training. The assignment was to find a way to give back to your community.

I loved the idea so I chose to do this for my assignment. The support from the community was amazing, so I have kept it going each year,” Nicholls added.

MFD Continues Tradition of Helping Local Families in Need Shanine Sealey, Martensville Messenger

Once again, the Martensville Fire Department is helping to make Christmas a little brighter this year by providing food hampers to families in need of some extra help through the holiday season. For the past 23 years, the MFD has been supporting local residents through this program.

On Wednesday, December 5th, the MFD received some additional help of their own; through a donation made by the Martensville & District Lions Club of $1,000.

Donations were collected from local businesses, organizations, schools and members of the community and hampers will consist of a wide variety of non-perishable food items, household items, gift cards, toys and turkeys.

Members of the MFD, along with volunteers from the community will organize and prepare all of the food hampers on Tuesday, December 18th and they will be delivered the next day.

Families can be nominated to receive a hamper, and information is collected as to how many family members there are, children’s ages and genders and any other information provided that can help ensure each family receives the perfect hamper.

All families that receive the hampers are anonymous.

“All of the items get separated into sections, then everything gets divided equally amongst however many families we have. It is quite the sight to see once all of the donations have been collected and organized,” Martensville Firefighter James Taylor explained. Taylor, who is in charge of coordinating the program, also noted that no one gets turned away from receiving a hamper.
