Martensville’s 10th annual Kakeyow Cowboys Rodeo Association (KCRA) Rodeo that was held the weekend of August 2nd was a great success. The rodeo featured a wide variety of entertainment and events. From bull riding, to tie down roping, to live music, everyone that went had a great time.

Les Bold, with the help of his daughters Nicole, Alyssa and Christy, organized this non-profit event. “The KCRA was kind of in a lull, and they needed new people to make some new rodeos. So they came to my dad 10 years ago and asked if he wanted to put on a rodeo, and we’ve been doing it ever since.” said Christy Bold, organizer and barrel racer.

“This is, believe it or not, a non-profit event. To put this rodeo on is around $15,000 to $20,000. So after paying for the facility, paying the contestants their prize money, and all that other stuff, we pretty much break even,” Les Bold said in an interview.

“But everyone has fun. And this has been voted ‘#1 Rodeo’ in the association two out of 10 years.” People from all over Saskatchewan come to watch and compete in this rodeo, year after year.

“We have people from Porcupine Plain, Maple Creek, Swift Current, and Estevan. This year is actually the highest entry of the association so far. There’s about 3,051 contestants per day.” Bold said. “I’m going to guess there’s about 400 to 500 people watching, not including the participants. The most popular event to participate in would probably be team roping or barrel racing, while I think most people like to watch the Junior or PeeWee events because they’re just little kids.”

“Everybody’s helpful in the rodeo industry. That’s what it’s all about. Even though they are your competition, they still help you out. It’s one big family, a community, that all gets along with no issues.”

The rodeo was a fantastic time for everyone who attended. Workers of the rodeo, who would like to go by George Clooney, English Bob, and Shawn Of The Dead, would like to give a special thank you to the participants, volunteers, and supporters who came to watch.

Get Rid of Hazardous Household Materials! Household Hazardous Waste Collection Day is August 17th

The City of Martensville will be holding a Hazardous Household Waste (HHW) Collection day on Saturday, August 17, 2019 from 9:30am to 3:30pm in the parking lot of the Martensville Sports Centre.

This event will give residents of Martensville the opportunity to dispose of a variety of hazardous household waste and chemicals that cannot be disposed of in the regular garbage or recycling collection.

Nuisance Abatement Bylaw Information

The Nuisance Abatement Bylaw controls ‘nuisances’ on properties within the City of Martensville in order to improve the safety, health, enjoyment and welfare for residents in the Martensville. Nuisances include dilapidated buildings, land overgrown with grass and weeds, untidy or unsightly property as well as junked vehicles or open excavations.

Some specific items include: - The owner or occupier of property adjacent to a boulevard or lane shall ensure that the portion of the boulevard or lane adjacent to the property, up to the centre line of the lane, is kept free and clear, at all times of weeds, uncontrolled growth of grass, plants and tree/shrub overgrowth.

- No owner or occupier of property adjacent to a boulevard or lane, or any other person, shall deposit or cause, suffer or permit the deposit of any garden, vegetation, waste materials or tree branches on or upon a boulevard or lane adjacent to the property, up to the centre line of the lane.

- No owner or occupier of property adjacent to boulevard or lane, or any other person, shall deposit or cause, suffer or permit the deposit of household furniture, building materials or tires on or upon a boulevard or lane adjacent to the property, up to the centre line of the lane.

Owners are responsible for their property’s appearance and maintenance in order to keep Martensville a clean and healthy community for all residents.

Save Water and Save on Your Utility Bills!

Water Conservation Tips • Water your lawn deeply, but not more than once a week. During periods of extended rain, water even less frequently.

• Water new lawns every other day until the grass reaches 5 cm; then water less frequently.

• Set a tuna can in each of your sprinkler zones and time how long it takes to fill it with water. That’s how long you should run your sprinkler once a week if your lawn is dry.

• Use drip irrigation and/or sprinkler systems that are timed to turn on and off automatically. Remember to turn them off if it’s raining.

• Don’t water your lawn during the hottest time of the day. Instead, water early in the morning or in the evening. Don’t water when it’s rainy or windy.

• Check the sprinkler position to make sure you don’t waste water by watering the street, sidewalks or driveway.

• Xeriscape Landscaping – Group plants according to their watering needs. Plant water-saving plants, trees and shrubs. Use mulch to retain moisture in the soil. All of this can save 10-35 litres of water per minute.

• When mowing your lawn, only cut the top 1/3 of the grass and leave clippings behind. They will help the soil retain moisture and provide natural fertilizer.

• Wash your car at the car wash. Washing at home with a hose for ten minutes uses 300 litres of water and sends soap, oil and other chemicals to the river through storm drains. At a car wash, run-off is captured and disposed of properly.

• Use a broom when cleaning your driveway or walkway. Washing with a hose uses almost 200 litres of water.

Landscaping or Working on Your Property This Summer? - Things You Should Know Access to Private Property Through Open Spaces Bylaw - Due to damage to City property and failure to remedy damages; the City has created the Access to Private Property Through Open Spaces Bylaw. The City Traffic Control and Waste Bylaws have also been rewritten to set the provisions to access private property through City land.

Access to Private Property Through Open Spaces Bylaw 2-2016 - Permit required Any person or businesses that will be driving a vehicle or equipment over city open space to access private property are now required to apply for a permit prior to gaining access.

Section 6 (2) No person shall carry on the following activities in an open space area without a permit: (a) leave or store personal property; (b) set up a temporary shelter, tarp, canopy or other such device; (c) drive or arrange for a vehicle or equipment to be driven through an open space area; Traffic Bylaw – Dumping of Materials - Dumping of material onto city streets is not permitted, any material must be placed on the owner’s property unless permission is granted by the Director of Infrastructure and Planning or designate. Any person or any business who will be conducting work on or around city streets must setup a safe temporary traffic control zone.

Section 4 (f) Any person or company responsible for construction, construction equipment, or material within the highway/street must setup a safe temporary work traffic control zone. At the request of the Director of Infrastructure and Planning or designate a written work zone traffic control plan may be required prior to approval for installation and setup.

Waste Bylaw 18-2015 - Work sites must have a bin/truck on site to dump their waste material into, to not leave material scattered around the work site or piled on the roadway.

Construction Waste 48. (1) Any owner or contractor carrying out the construction, alteration or demolition of a building, structure or landscaping on any property shall: (a) place all waste into a waste container or enclosure; For further information or questions about these bylaws or to see what you need prior to starting a project, please contact City Hall 931-2166

Local Chamber and RCMP Partner to Host Crime in Business Matters Breakfast

The Prairie Sky Chamber of Commerce hosted a Crime in Business Matters Breakfast on July 18th. This opportunity brought business members and the local RCMP together to discuss any concerns that businesses may have regarding crime in the area, and also give the RCMP a chance to encourage businesses to report crime, no matter the severity. Representatives from the City of Martensville and the City of Warman were in attendance as well as a number of business owners from around the region.

Sgt. Eyre, Sgt. Allcock and Asst. Sgt. Charabin noted that although an incident may not seem important, that information could be a missing piece of the puzzle that they have been looking for.

“We all play a vital role in crime prevention and this conversation was a step towards better understanding of each other’s roles, fostering greater cooperation and improving communication,” Jaimie Malmgren, PSCC Executive Director stated in a report sent to all Chamber of Commerce members.

For those that were unable to attend, the PSCC, in partnership with the RCMP have plans to host these meetings on a bi-annual basis.

Selection camp was held at Mosiac Stadium in Regina June 22 and 23 for U16 Team Saskatchewan. After players were picked for Team Saskatchewan, they travelled to Kamloops July 13 to 19 for the U16 Western Challenge which consisted of Manitoba, BC, Alberta and Saskatchewan players.

THIS WEEK IN SPORTS

It was a wild week eight in the CFL that started on Thursday with the Toronto Argonauts claiming their first victory of the season against one of the more unlikely opponents. The first place Winnipeg Blue Bombers have now lost back-to-back games against the Hamilton Tiger-Cats and now the Argos. Winnipeg had a 27-20 lead early in the 4th quarter when Toronto scored a 46-yard punt single to get the lead to six. While one point doesn’t seem like much, it allowed the Argos to win with a touchdown and a point after instead of having to go for two with 10 seconds left in the game. Toronto’s QB McLeod Bethel-Thompson lead the charge with 37 completions for 343 yards and three touchdowns on route to the Argos first win of the season.

In the second-half of the Thursday night double header the Saskatchewan Roughriders tallied their third straight win after downing the Ti-Cats with a final minute touchdown run by quarterback Cody Fajardo. Saskatchewan took the win by a score of 2419 and have now jumped up to third in the West with a 4-3 record.

Friday night got the long weekend started with an overtime thriller between the Ottawa RedBlacks and Montreal Alouettes. DeVonte Dedmon lead the offense for the RedBlacks with not one but TWO return touchdowns. His first was a 75-yard kickoff return TD in the first quarter and added a 60-yard punt return TD just 45 seconds before the half to give Ottawa all of their 14 points. After a third quarter TD for the RedBlacks it was a field goal battle that ended with a 30-yarder with two seconds left by Ottawa to tie the game and send it to overtime. In the extra time the RedBlacks started with the ball and managed a 14-yard field goal in hopes the defence would come up with a stop.

Montreal was looking good before a fumble caused them to lose possession and the game. Ottawa wins, final score 3027.

Saturday’s game was the only one that didn’t include an outcome-changing last minute score. The Edmonton Eskimos failed to complete the comeback and fell short in the first battle of Alberta of the season. “It’ll Always Be Burma to Me…” Submited by Dean Johnston

As famously stated by Seinfeld’s J. Peterman, the Southeast Asian nation officially called Myanmar is still commonly known by both names. Some have stuck with Burma for political reasons (their first technically democratic election took place in 2015), while others just find it easier to say. Either way, despite some fairly awful ethnic conflicts in some regions and only the vaguest hint of a democracy, Myanmar is a beautiful, welcoming country that is safe for tourists and quickly joined our shortlist of destinations we can’t wait to return to.

88% of the population is Buddhist and religion is a large part of daily life, with big groups of wandering monks a common sight. They even have a somewhat unique faction of female monks – with clean-shaven heads just like the men, but garbed in pink robes just to be clear about the distinction, I guess.

At present, there are four main tourist destinations in Myanmar (although some of the southern beaches are also rapidly gaining in popularity, as beautiful beaches tend to do). Most people start in one of the two main centres – Yangon or Mandalay. Yangon (formerly known as Rangoon) is the capital, largest city, and features the spectacular and gaudy Shwedagon Paya. This massive temple is the spiritual and religious heart of the country and boasts enough shiny gold monuments and decoration to unbalance a small economy. On the opposite end of the extravagance spectrum is the “Circular Train”, classic public transportation that costs less than 25 cents to ride for hours and provides a fascinating glimpse of life among the locals.

Up north, Mandalay has a famous name and an even more famous pedestrian bridge (the U Bein), that is a joy to view at sunset with a simply named “Myanmar” beer in hand, but it is the country’s two big, non-urban attractions that really shine – Inle Lake and Bagan.

At the lake, we based ourselves out of the tongue twisting Nyaungshwe and spent several amazing days taking in the beautiful surroundings and captivating attractions. We spent one full day cruising around the lake on rented bikes (baskets included), eventually crossing the lake by “ferry” (i.e. an old man with a small wooden canoe). We spent another day touring the lake with a local guide, checking out the agile-but-desperate-for-attention legpaddling fishermen, the mesmerizing stupas of Indein, the picturesque floating gardens and the stunning stilt village of Nampan. With its glassy reflections, quaint wooden homes and small children attempting to fly kites from their own little canoes, Nampan was definitely the highlight for us.

Bagan, on the other hand, was a whole different sort of amazing. Easily on par with Cambodia’s much more famous Angkor Wat, the sprawling ruins of Bagan could keep you occupied for days. There are thousands of stupas spread across the open plains, making us happy with our choice to rent a handy e-bike to cover as much ground as possible. Every day we agonized over exactly which atmospheric temple or stupa we would climb for sunrise or sunset, despite the fact that whichever we chose ended up seeming like the perfect option.

Throw in a relaxing $9 Irrawaddy River boat trip sipping giant beers and watching the sun go down and Bagan was firmly cemented as one of our favourite spots in all of Southeast Asia.

Besides all the wonderful attractions, however, what stood out most for us about Myanmar was the freshness of it all. Tourism is still quite new and the people are still genuinely excited to have visitors.

While tourists are still greeted with enthusiasm elsewhere in Southeast Asia, the novelty hasn’t quite worn off the same in Myanmar yet. Take advantage while it lasts!

Five Things

1. Burmese “beer stations” were only open to men until recently (which sort of explains the all-urinal bathrooms) yet somehow women have proven just as good at sitting around drinking beer and staring at their phones.

2. Many locals chew betel nut for the small high it provides, others for the fashionably red teeth.

3. When riding a moped at night, faceless helmets and a face full of bugs go together like PB & J. 4. If you’re wearing shorts (which, in 35C heat, you probably want to), sarongs are mandatory when entering stupas or temples. No word on the boxer vs brief debate.

5. Bat caves are fascinating in theory, but extremely pungent in practice. Which may explain why Batman spends so much time wandering around at night.

Local Businesses Come Together to Help Saskatoon Food Bank Shanine Sealey, Martensville Messenger

Some local businesses have teamed up to help make a difference for people that are in need of food in Saskatoon. Smokehaus Meats & Deli, along with Martensville Building and Home Supply, Pinnacle Builders and Nienhuis Contracting came together to donate a total of 570 lbs of the highest quality lean ground beef to the Saskatoon Food Bank and Learning Centre.

“Anthony and Corrine Nienhuis have donated a steer that they purchase through their businesses at the 4H sale at least three times, and we donate the processing,” owner/ operator of Smokehaus Meats & Deli Trent Ens said.

Vacant Seats Should Worry Moe

Souris-Cannington is the exception that proves the rule when it comes to most ridings. For starters, it really hasn’t changed its penchant to vote Progressive Conservative/Saskatchewan Party for 44 years. This is a long stretch even for modern-day rural Saskatchewan ridings, all of which have been solidly Sask. Party since it’s incept two decades ago.

What truly makes Souis-Cannington unique is that the governing party held the seat after the longest vacancy in the province’s history. That doesn’t happen very often, which should be a warning to Premier Scott Moe and his Sask. Party government that seem comfortable allowing seats go vacant far more than a year.

Before we go there, let us explore a little history.

Almost three decades ago, the Progressive Conservative wasn’t popular anywhere, even in rural Saskatchewan. It was the late 1980s/early 1990s after the great SaskEnergy privatization fight and Grant Devine’s PCs found themselves sliding in the public opinion polls.

So bad was the situation that veteran PC MLAs like Bob Andrew (Kindersley), Graham Taylor (Indian Head-Wolseley), Colin Maxwell (Turtleford) and Eric Berntston (Souris-Moose Mountain) all found themselves leaving politics for a variety of reasons.

In the case of Berntson, he became one of the “GST Senators”, appointed by then PC Prime Minister Brian Mulroney to pass the harmonized sales tax increase through the Senate where it was being blocked by the majority Liberals.

The problem in Saskatchewan back then is that there was no legislative rules as to how long a seat could remain vacant.

Presumably fearful of even losing exceedingly safe seats like Kindersley (another of the few seats where voters haven’t changed allegiances in 44 years) and SourisMoose Mountain, Devine ignored demands to hold byelections.

The problem was made worse by the fact that the Devine PCs postponed the general election to the last possible moment by extending their mandate to the legal maximum of five years. That meant voters in these ridings went without representation for the longest period in Saskatchewan history.

One of the first acts of the new Roy Romanow government was to institute a law in which no seat could go unrepresented for more than six months.

Unfortunately, the law contains an exception that says the premier does not have to call by-elections after 40 months (presumably, to avoid costly by-elections when elections, usually, 48 months or four years apart, are on the horizon).

The seats of Regina Walsh Acres (represented by Warren Steinley) and Saskatoon Eastview (represented

by Corey Tochor) will become vacant soon because both Sask. Party MLAs are nominated as federal Conservative candidates for the Oct. 21 election, but Moe has delayed the next provincial general election (that really should be held this fall at or around the 48-month mark of the current Sask. Party mandate) until October 2020 to avoid conflict with the federal vote.

What all this now means is that unless the two MLAs decide to resign this week, nothing legally prevents their constituents from going unrepresented for more than an entire year until after the 2020 provincial election.

Of course, Moe could have a change of heart and hold by-elections any time after they resign. Unfortunately, the premier has offered little to suggest that this is his intent.

Moreover, we are currently seeing a cozy relationship between Andrew Scheer’s Conservatives and Moe’s Sask.

Party that goes well beyond the two MLAs seamlessly joining federal Conservative ranks as candidates.

Of late, there has been a dustup between the Sask. Party and federal Liberals over federal infrastructure spending that’s supposed to go to the province.

Evidently, the Sask. Party is trying to draw attention to the federal Liberals handing out pre-election goodies, but what it really is doing is putting political considerations over what’s best for voters. That usually doesn’t work out well for the government.

New Incentive Program Boosts Oil And Gas Competitiveness In Saskatchewan

The Government of Saskatchewan introduced the Oil and Gas Processing Investment Incentive (OGPII), a versatile new incentive program designed to enhance Saskatchewan’s competitiveness in oil and gas development by enabling increased value-added processing and infrastructure capacity.

Gibson Energy Inc. (Gibson Energy), which operates a facility in Moose Jaw, is the first successful applicant for the OGPII. The incentive will support oil and gas producers and value-added companies to grow and generate more value from their operations in the province. OGPII can also be used to support improved greenhouse gas (GHG) emissions management projects in the sector.

“Establishing functional, practical incentives through collaboration with our stakeholders is how we attract investment, create jobs and support long-term sustainable growth in Saskatchewan’s oil and gas industry,” Premier Scott Moe said. “This incentive will help the sector increase throughput capacity and grow value-added processing, while overcoming operational challenges associated with effectively managing emissions.”

“Today’s announcement highlights the importance of partnerships between the public and private sectors to help drive investment and growth across the province,” Gibson Energy’s Chief Administrative Officer Sean Wilson said. “As a proud member of the Moose Jaw community for nearly twenty years, we would like to recognize the Government of Saskatchewan for offering programs such as the OGPII to help businesses strengthen their ties to the province and to continue to create jobs throughout Saskatchewan.”

“Being a part of Gibson Energy’s debottlenecking project was very impactful for us at Right Choice,” said Trevor Hagerman of Right Choice Energy Services Inc. “It allowed us to provide new opportunities for over 40 local employees and subcontractors, who came together as a team and completed this project with zero incidents. We are all proud to have been part of such a successful project.”

Gibson Energy’s existing Moose Jaw operation consists of a heavy crude oil processing facility that produces a variety of refined products including distillate and asphalt.

The expansion, completed on June 29, 2019, will increase throughput capacity by approximately 30 per cent— from 17,000 barrels per day to 22,000 barrels per day—with no increase in GHG emissions, ultimately reducing the facility’s emissions per barrel of oil processed by approximately 20 to 25 per cent. The incentive provides successful applicants with a 15 per cent transferrable royalty credit, applied to eligible costs directly related to an eligible greenfield or brownfield project.

In order to be eligible, a project must be a refinery, an upgrading facility, a gas commercialization project or other value-added facilities, including helium processing, petrochemicals and carbon capture, storage, and utilization for enhanced oil recovery, or a value-added project.

It must result in a significant increase in processing capacity, and have a minimum of $10 million in eligible costs.

This incentive has a royalty credit cap of $75 million per project and a total program credit cap of $300 million in royalty credits.

OGPII aligns with the goals of the Government of Saskatchewan’s Methane Action Plan, which is part of Prairie Resilience: A Made-in-Saskatchewan Climate Change Strategy.

Be Cautious on Saskatchewan Highways and Respect Work Zones

As August kicks off, there are many motorists hitting the highways trying to get in as much summer fun as possible. With warmer weather, also comes the reality that there are numerous work crews out regularly on the Saskatchewan highways. It is important to be aware of these workers and follow the safety regulations to ensure that everyone can go home to their loved ones at the end of the day.

On July 29th at approximately 2:20pm, an incident took place that could have ended far worse than it did. On this day, a work crew was putting up work zone signs on Highway 16, west of Delmas, which is approximately 32kms North-West of North Battleford. The vehicle the crew was in had all of the appropriate lighting, including a large arrow which indicated which direction motorists should be travelling. Despite having all of the proper signage in place, a vehicle travelling close to highway speed struck the back corner of the crew’s trailer.

Fortunately the four workers were not seriously hurt, and although the driver of the vehicle was taken to hospital, they did not have any life threatening injuries and were released shortly after treatment. Saskatchewan Highway Hotline posted about the incident on their Facebook page, stating that “Work crews have families, friends and colleagues that care about them. They want to see them come home at the end of the day. It’s up to all of us to help keep them safe.”

Sydney Hamelin Claims Top Chef Saskatchewan Title Cadderly Kingsbury, Martensville Messenger

Sydney Hamelin made a name for herself on July 21st after being crowned Top Chef at the Farm and Food Care Chef’s Series at Taste of Saskatchewan. The Chef’s Series is a challenging cooking competition that brings some of our province’s top chefs together to compete for the elusive title. Within the competition, the 12 chefs face off throughout the week with mystery ‘black boxes’ that are filled with Saskatchewan grown ingredients. The winner of each round moves on to face a new competitor until the final chef standing is crowned the title of ‘Top Chef Saskatchewan’.

“Winning the Top Chef title is a dream.

It is just absolutely amazing, getting to compete against the chefs from Saskatoon.

It was a great experience. I learned so much and had lots of fun doing it,” Sydney said.

(Facebook) at Picaro/Cohen’s located on 20th Street East in Saskatoon, and competed against Saskatoon chefs from popular restaurants such as; Browns Socialhouse, Ayden Kitchen and Bar, The Irons Kitchen and Patio, and many more. Hamelin began the battle against Kirk Ermine of World Trade Center Saskatoon at Prairieland Park and moved into the Quarter Final against Dominic Evans of Bar Gusto. From there, Hamelin made her way into the Semi-Final against Chris Corkum of Delta by Marriott Saskatoon Downtown, which took her to the final challenge against Todd Clark from Boffins Public House.

From here, Hamelin will be competing with the Culinary Youth Team Canada at the 24th IKA Culinary Olympics in Stuttgart, Germany in February 2020. Hamelin will be competing among 2,000 chefs from more than 50 countries around the world.

Currently, the young chef is in Prince Edward Island learning more about the art and honing her skills for the big competition in February. “I am most excited about going to Germany next February. It is a lot, but it will be an amazing experience and I cannot wait.”

The love of cooking came to Hamelin in grade 10 after she got her first kitchen job through the Sask Youth Apprenticeship program. “I love creating and cooking food. It brings people together. It really is my passion and there’s nothing else I’d rather do,” she explained.

When asked what her advice would be for those wanting to pursue cooking, Hamelin simply replied, “Go for it! Being able to cook well is something you will be able to use for a lifetime.”
