Martensville Community Recreation Project (MCRP) hosted it’s annual TUFF RUN on Saturday, August 17th. Participants braved the cool weather to come out and support this local organization that was formed by a group of volunteers who work together in an effort to fundraise for a multi-purpose sports facility in the City of Martensville. City Council Discusses Sewer Replacement and Paving of Township 384

The final City of Martensville August Council meeting was held on Tuesday the 20th and covered a wide variety of topics. To kick things off, a delegation from Kilpatrick Fly Fishers took place. Levi Kalinksky spoke to Council about wanting to create a partnership with the City of Martensville and the Ministry of Environment to aerate the pond in Kinsmen Park so trout can survive the winter and a fishery with quality sized trout can develop. “We hope to develop a working relationship with city council to get other ponds stocked by the Ministry of Environment and to get funding from the Saskatchewan Fish and Wildlife Development Fund to purchase aeration equipment for the ponds in town,” Kilpatrick Fly Fishers stated in their request to Council.

Matt Gruza, Director of Infrastructure and Planning spoke to Council about the odour issues at the lagoon and noted that additional aeration was ordered and installed.

“In the week since the installation of the new aerators, the dissolved oxygen content in the primary lagoon treatment cells has more than doubled,” Gruza noted in his report.

Additionally, a meeting was held on August 15th with Nexom, Catterall and Wright and representatives from the City to discuss the operation and maintenance of the new aeration lines. Gruza also mentioned that meetings are ongoing regarding the water supply line and wastewater effluent line project with Saskatoon.

Council approved the partial closure of Centennial Drive to accommodate the annual Show n’ Shine for the Martensville A&W Valley Street Stock 100, taking place on September 7th. The event brings out approximately 80-110 vehicles each year for local residents to walk the street and view. This year, the event will be taking place on September 7th.

The Prairie Sky Chamber of Commerce (PSCC) will be hosting the first ever ‘Ignite Excellence Business Summit, which will be taking place on November 7th in Warman. This event will be a one-day conference style event aimed at business and community leaders as well as entrepreneurs. This will be an annual event which will alternate between Martensville and Warman each year. The PSCC requested that the City of Martensville participate in this event as a Venue Sponsor, which would include a donation of $650.00 for 2019, and in 2020, when the event is held in Martensville, an inkind provision of a facility.

Council also discussed a request regarding the sanitary sewer replacement for 3rd Avenue South. Due to a lack of snow-cover and periods of extreme cold weather this past winter, an area of 3rd Ave S experienced numerous freeze-ups and upon inspection, crews discovered that there was a significant amount of settlement in the sewer main, which was causing water to pool and freeze, reducing the capacity of the sewer main and causing sewer backups to some properties. Matt Gruza recommended that this section of sanitary sewer be replaced and Council requested that the project be tendered out. The lowest bid that came in was 30% higher than anticipated, and since this is an unbudgeted project the funds would come from the Utility Reserve account.

The agenda also included a discussion regarding the sale of a portion of cemetery land along Township Road 384 to the RM of Corman Park in order for the road to be paved.

The RM requires additional land on both the north and south sides of the road to facilitate the paving. The road widening will include improved drainage ditches and moving the existing power lines south. The section of land that the RM of Corman Park requested is approximately 13.8m along the northern property line and was originally requested for

a total of $1. When previously brought to Council, it was asked that more information be provided as to what other landowners in the area were selling their land for, which worked out to be $4500/acre. The RM offered to purchase the land from the City of Martensville for the same rate as the other landowners, which would be approximately $1800 but Council agreed to approve the sale of the land for $1.

Animal Control Bylaw

Owners are reminded that it is not permitted to allow your animal to become a nuisance by barking or howling to the annoyance of neighbors at any time of the day or night.

In addition, Fines to the Animal Bylaw have increased: • Unlicensed Dogs or Cats fines are now as follows: First Offence $250.00, Second Offence $300.00 and Subsequent $350.00 • Annual licenses are only $20 and permanent (micro-chipped) license fees are only $30. (Make sure if you’ve moved here that you register your chip number with the city).

• Dogs or Cats causing a nuisance – First Offence $200.00, Second Offence $300.00 and subsequent $400.00.

Vehicles Parked ‘Left of Centre’

Vehicles parked on the wrong side of the road is an illegal and unsafe practice and is controlled by local bylaws and the Provincial Traffic Safety Act. The Martensville Traffic Bylaw 17-2015 states: 3e(vii) No person shall park a vehicle on any street to the left of centre (wrong way).

Enforcement of this bylaw will be increased in response to resident complaints. The penalty for parking the wrong way is $120.

Nuisance Abatement Bylaw Information

The Nuisance Abatement Bylaw controls ‘nuisances’ on properties within the City of Martensville in order to improve the safety, health, enjoyment and welfare for residents in the Martensville. Nuisances include dilapidated buildings, land overgrown with grass and weeds, untidy or unsightly property as well as junked vehicles or open excavations.

Some specific items include: - The owner or occupier of property adjacent to a boulevard or lane shall ensure that the portion of the boulevard or lane adjacent to the property, up to the centre line of the lane, is kept free and clearof weeds, uncontrolled growth of grass, plants and tree/ shrub overgrowth.

- No owner or occupier of property adjacent to a boulevard or lane, or any other person, shall deposit or cause, suffer or permit the deposit of any garden, vegetation, waste materials or tree branches on or upon a boulevard or lane adjacent to the property, up to the centre line of the lane.

- No owner or occupier of property adjacent to boulevard or lane, or any other person, shall deposit or cause, suffer or permit the deposit of household furniture, building materials or tires on or upon a boulevard or lane adjacent to the property, up to the centre line of the lane.

Owners are responsible for their property’s appearance and maintenance in order to keep Martensville a clean and healthy community for all residents.

SPORTS 53 Year Old Local Athlete Preparing For Powerlifting Championships Shanine Sealey, Martensville Messenger

Gwen Grasdal has been spending four to six days a week at the gym preparing for the 2019 Commonwealth Powerlifting Championship that will be taking place this September in Newfoundland. The competition will see 13 commonwealth countries come together with hundreds of lifters competing against one another.

Grasdal, who is a Masters 2 Lifter (50+) began competing 5 years ago after watching a powerlifting meet in Moose Jaw with her son. “It looked like a lot of fun so I started training and learned very quickly that this was something that I enjoyed. I participated in Provincials my first year, and from there I was absolutely hooked. Everything just grew from there and this year, the opportunity to compete in Commonwealth is such an honour,” Grasdal said.

Getting the chance to compete at the Commonwealth Championship isn’t an easy road for any of the competitors. The first step is competing in a local meet, which then earns you a chance to compete in Provincials. If you get a qualifying total there, you move into the regional Western Championships, which can earn you a position in the National Competition. If you win at Nationals, you then have a chance to apply to international competitions. “When you compete at Nationals, you want to do your very best, because even if you don’t win, you can still apply for a spot at the International level, and if there are openings, they will take the top competitors,” explained Grasdal.

All of the competitions are self-funded, so it isn’t always easy getting to an International competition; however, with the Commonwealth Championship taking place in Canada this year, Grasdal noted that approximately 1/3 of competitors are Canadian. Having never been to the East coast, Grasdal is looking forward to the opportunity to put her feet in the Atlantic Ocean, walk the coast and of course, indulge in the local cuisine.

Although there are Team Canada coaches available, each competitor is allowed to bring a personal coach, and Grasdal will be bringing her daughter along to help with getting dressed and with equipment. The competitions include three attempts each at squat, bench and deadlift where participants work to lift as much as possible. “There are 3 referees that will tell you if it was a good lift or not. You really need to know what you are doing because there are many rules and regulations to follow,” Grasdal noted.

For the past five years, Grasdal, who is currently 53 years old, has taken part in numerous competitions and currently holds 8 provincial records, and held a national record for a time as well. “I honestly didn’t realize I was competitive until I started competing. I was surprised at how much I enjoyed lifting and constantly challenging myself.” Currently, Grasdal’s personal best is: Squat – 345lbs, Bench – 210lbs and Deadlift – 355lbs. “It is never too late to get to the gym. I started coming when I was 45 years old and I have never looked back. It has become a part of my regular routine now and I have witnessed people firsthand avoid taking medication for health issues by coming to the gym more regularly.

The difference that it makes on your body is amazing and everyone can start somewhere.”

When asked about her favorite part about competing, Grasdal acknowledged the comradery that takes place among the competitors. “We all cheer each other on. Despite the fact that we want to beat each other, we want our best to beat their best fair and square.

We help each other out and support one another as much as possible.”

Following the Commonwealth Competition, Grasdal has a new goal in mind, which is competing in the 2020 World Powerlifting Championships, which will be taking place in Newfoundland next year.

For anyone interested in trying out powerlifting, Grasdal encourages them to contact her at Wrench Fitness in Martensville and she can work with them to reach their goals.

Twin City Angels Compete at 2019 U19 Women’s Canadian Softball Championships Submitted by Fern Larner

The Twin City Angels U19A team have recently returned home from attending the 2019 U19 Women’s Canadian Softball Championships held in Kitchener, Ontario.

The tournament consisted of an 8-game round robin play.

The Angels lost both their games on Day 1 losing to Ontario Brampton Blazers and the BC White Rock Renegades in a low-scoring game. Day 2 saw the team lose their 3rd game to Ontario Oakville Angels and win their next game against Alberta Sherwood Park Storm. Day 3’s first game was an exciting game against the Host team Waterloo Ghosts. With teams tied going into the bottom of the 7th inning, TCA’s Danielle Bertoncini’s ‘walk-off pictureperfect ending homerun’ gave the girls the victory. Later in the day the team defeated the PEI Eastern Braves despite an early 4-run inning by the opposing team. Day 4 the Angels defeated the Manitoba Thunder and lost to the Lloydminster Liners in the evening game. This concluded round robin play with the team having a 4-4 record.

The Angels placed 10th out of 20 teams in the round robin competition, giving them the opportunity to participate in the Championship Round. The team’s opposition for their first game was the Ontario4 BT Warriors and the girls were successful in winning this game. Moving on to the next game, TCA played Ontario2 Toronto Fastpitch Club. The girls lost this game which then eliminated the team from further competition.

The team’s final ranking was 7th after completion of the Championship Round. They had a great run and achieved the highest ranking for a TCA team at a National competition.

Softball Canada also selected an All-Star Team based on individual player performances during the round robin competition. TCA were represented on this team by: All Star Infielder - Payton Allan, All Star Outfielder - Sydney Rowley and All Star Top Batter - Payton Allan.

The team would like to express their sincere THANK YOU to everyone for their support during the year, to those who came out to the Provincials held in Warman to cheer them on to victory and to ALL who assisted in helping make their trip to Nationals such a memorable one including their families, sponsors and fans. Without this support, our journey wouldn’t have been possible. THANK YOU!!

EMPLOYMENT OPPORTUNITY

Week 10 in the CFL was SO CLOSE to a perfect week for my picks but overtime was my nemesis once again. The week started with the expecting rough up of the BC Lions by the Winnipeg Blue Bombers. The 1-8 Lions didn’t stand a chance against the now 7-2 Bombers in the 32-16 Thursday night-er.

Next up was another no brainer as the Edmonton Eskimos won their second in a row by putting up 41 points on the 1-7 Toronto Argonauts. Eskimos QB Trevor Harris threw for 420 yards and 3 touchdowns in the 41-26 win.

On Saturday it was a bit of a snooze-fest between the Ottawa RedBlacks and Hamilton Tiger-Cats. With a score of 4-1 at halftime this was a tough one to watch but the Ti-Cats came out on top with 17-points in the second half for a 21-7 victory to stay firmly atop the CFL Eastern Standing at 7-2.

The final game of the week was the one that ruined my perfect picks but wow it was a game. The LOSING quarterback finished with 370 yards passing and four touchdowns!

Calgary had kept the Alouettes to just six points in the first half but let them get back in it by being outscored 11-0 in the third quarter. Headed into the final frame the score was 1714 for Montreal. It was the Stamps though that came out flying in the fourth with a 56-yard touchdown pass from Nick Arbuckle to Reggie Begelton just 1:51 into the quarter. The two would then connect again just three minutes later for a 69-yard score giving Calgary a 28-17 lead with 10 minutes remaining. The Stamps just couldn’t hold off the Al’s long enough as they managed a touchdown with 38 seconds remaining and converted for two points to cut the lead down to three. This is where the football gods just weren’t listening to Stamps fans as Montreal successfully executed an on-side kick to get the ball back, get into field goal range, and hit the game tying field goal as time expired. Montreal started the extra time with a 1-yard TD run from quarterback Vernon Adams Jr. and a missed 2-point convert. Calgary followed that with yet another connection between Arbuckle and Begelton in which they also failed the 2-point convert. Round two of overtime started the same way as the first one with a 1-yard touchdown run by Montreal and a missed convert.

Calgary had one more chance to win the game and they needed a TD and a successful conversion. QB Nick Arbuckle found Eric Rogers in the back of the endzone but Rogers couldn’t stay inbounds. Montreal takes the win 40-34 as Calgary falls now to fourth in the West with a 5-4 record headed into their by-week.

My picks finished 3-1 this week improving my record to 26-13 on the year. My week 11 winning picks are Edmonton, Saskatchewan, Hamilton, and Montreal.

Police received a report in Martensville of people racing, being loud, speeding, spinning tires and unsafe driving. Patrols were made in the vicinity of the complaint, but no suspects located.

Investigation Continues in Warman Vandalism August 7, 2019 at 11:10 a.m. Police received a call in Warman. Sometime overnight, an unknown female damaged bathroom at skate park. Suspect had broken a toilet and towel and soap dispenser. Matter is still under investigation.

Driver Ticketed on Highway 11 August 1, 2019 at 11:15 a.m.

Police received a report of a vehicle driving on Highway 11 with a smashed windshield and covered side windows.

Member located the vehicle and issued a driving with inadequate/missing windshield ticket to a 63-yearold male from Alberta.

The vehicle was towed.

Multiple Firearms Stolen in Corman Park Break In August 7, 2019 at 19:47 p.m.

Police were called to the RM of Corman Park where a seacan was broke into, containing various household goods and 4 firearms. All firearms stolen along with about 300 rounds of .22 calibre ammunition.

Erratic Driver Reported on Highway 11 August 7, 2019 at 17:55 p.m.

Police received a call of an erratic driver on Highway 11. The vehicle was said to be running other vehicles off the road. The vehicle was tailing very close and brake checking nearly causing an accident. The driver of the vehicle was later described as a male mid 40’s. No plate was obtained. Members were not in a position to intercept.

PEOPLE Man Arrested in Warman July 31, 2019 at 22:12 p.m. Police received a report of a suspicious unknown male walking around in Warman. He was reported to be yelling “go ahead and call the police”. Members attended and arrested a 30-year-old male from Battleford on outstanding warrants from Battlefords RCMP and Saskatoon Police Service.

Suspects Identified in Martensville Dine and Dash August 5, 2019 at 16:34 p.m.

Police received a call about a dine & dash in Martensville. A 32-year-old male, 56-year-old male and unknown female left on foot leaving behind a fair sized tab. Investigation is ongoing and suspects have been identified.

Vehicle and Deer Collide on Highway 12 August 10 21:42 p.m. Police received a call on Highway 12 for a deer and motor vehicle collision. No injuries Police Unable to Locate were reported and the vehicle Suspect in Martensville was no longer drivable and August 9, 2019 at 05:34 a.m. therefore towed.

Moe, Goodale Fight Petty Pre-Election Politics

Saskatchewan Premier Scott Moe is right to suggest the federal government and long-time Liberal MP Ralph Goodale may be playing election politics with the infrastructure money. Unfortunately, that may be all Moe and the Saskatchewan Party are right about.

What they are most wrong about is to somehow imply the age-old practice of ward-healing in advance of an election vote is something that was evented by the Liberals.

New Democrat. Conservative. Liberal. And, yes, even Moe’s Sask. Party government are guilty of this. The latest in this summer saga between Ottawa and the province over millions in federal infrastructure dollars now comes down to petty political bickering over the funding of two pools in Regina.

Earlier, Moe and his Sask. Party government threatened to withhold its approval of federal funding over cultural and sports projects, the Gordie Howe Bowl and the Shakespeare on the Saskatchewan festival in Saskatoon and the Globe Theatre in Regina.

What was at issue, at least according to the Sask.

Party government, was that $300 million of available federal infrastructure funds were specifically designated for transit projects. One gets that in less urbanized Saskatchewan, money for city buses may be less of a need or a priority.

Such disagreements are normally resolved behind closed-door discussions between the two levels of government. That Moe and the Sask. Party immediately elevated this to a public fight on social media with accusations spiced with heavy political overtones suggests something much more was in play. What that “something” is pre-election politics - something that both Moe is as guilty of playing as much (or perhaps even more) than Goodale.

Just as the fight over the three projects seemed to be resolved through the Sask. Party government’s recent approval, Moe leveled political accusations why the federal government was focusing on funding two outdoor swimming pools in Goodale’s Regina-Wascana riding. “This is an infrastructure fund that is put forward to ensure that we can move forward on provincial priorities,” Moe said last week.

“This is not Ralph Goodale’s re-election fund.”

This quickly drew the ire of the normally unflappable Goodale who accused Moe of “trying very hard to be unpleasant.” The Regina-Wascana MP noted that the support for the repair of the inner city pools mostly serving low-income kids was requested by the city and no one will mistake Regina Mayor Michael Fougere for a Liberal partisan.

“The provincial government has said that those kids are a lesser priority than a landfill or a garage dump somewhere else,” Goodale said. Moreover, while Moe said he found it odd that a pool in Goodale’s ridging would be “singled out of 400 applications”, Goodale countered that 21 of the 25 projects Moe’s government submitted for funding happened to be Saskatchewan Party ridings. “So what do you read in that?” Goodale asked. “Surely that’s not partisan.”

Of the 25 projects, 13 have already been approved

by Ottawa. So, while Moe may be right that there may be some level of pre-election politics in play, he isn’t exactly providing the whole picture. The whole picture includes the fact that support for other projects are being funded and that - while the pools may be in Goodale riding - funding for these necessary projects is a legitimate request supported by the city.

Second, you would be hard-pressed to ever find a letter from your government MP or MLA that doesn’t highlight the tax dollars spent in your riding on your behalf.

By Moe’s own assertion, this, too, should be considered taxpayers funding re-elections. It’s also hard to ignore that two of Moe’s own caucus members are now running as federal Conservative candidates against the Liberals. There’s pre-election politics here - a lot of politics, but as much of it is coming from Moe as it is coming from Goodale.

Strong Credit Rating Reflects Strengthening Economy

Our government’s plan to balance the budget and carefully control spending while continuing to invest into priority services, programs and infrastructure is proving to be the right balance for Saskatchewan. We have now seen eleven consecutive months of job growth with more people working in our province than ever before.

S&P Global Ratings recently affirmed Saskatchewan’s AA credit rating, and maintained its stable outlook for the province. When combined with the current triple A rating from Moody’s Investors Service and the AA rating from the Dominion Bond Rating Service (DBRS), which was confirmed in June, Saskatchewan maintains the second-highest credit rating in the country, when ratings from the three major agencies are considered.

In affirming Saskatchewan’s rating, S&P Global Ratings states in its report that “The Province of Saskatchewan’s policy response to the 2015 oil price collapse that included a balance of revenue and expenditure measures continues to positively affect the province’s budget performance.”

The report also notes that “decreased reliance on more volatile resource revenues, high wealth levels, and healthy cash balances also help to anchor the ratings.”

This is a signal that our economy is strengthening and while there is more work to do, we’re making progress. We will continue to balance careful spending with smart investing, while strengthening our economy and securing a brighter future for the people of our province.
