The Warman Detachment of the Royal Canadian Mounted Police received 158 calls for service from July 15, 2019 to July 22, 2019. and 174 calls for service from July 22, 2019 to July 29, 2019.

Weather Contributes to Vehicle Hitting Ditch July 19, 2019 at 5:30 p.m. Police received a complaint of a vehicle in the ditch on Highway 11 near Warman. Police attended the location and spoke to the 58 year old male driver from Prince Albert. It is believed that weather played a factor in the vehicle going into the ditch due to the heavy rain.

The vehicle was towed from the ditch. There were no injuries or charges.

Impaired Driver Stopped in Warman July 20, 2019 at 2:30 a.m.

Police conducted a traffic stop on Railway Street in Warman when they located an impaired driver. They arrested the 42 year old female from Warman.

She was taken back to the Detachment to provide a breath sample. She was released a short time later for an upcoming court date on Impaired driving charges. The vehicle was towed from the scene.

STARS Called to Highway 16 Accident July 22, 2019 at 6:30 p.m. Police received a complaint of a motorcycle accident on Highway 16 near Radisson. The 56 year old male driver of the motorcycle from Maidstone received minor injuries. He was transported to hospital by STARS for treatment of his injuries.

Drivers Taken to Hospital Following Highway 12 Accident July 25, 2019 at 5:50 p.m.

Police received a complaint of a 2 vehicle accident on Highway 12 near Martensville.

Police attended and found that a vehicle driven by a 64 year old male from Saskatoon lost control and struck a vehicle driven by a 33 year old male from Martensville.

Both drivers were transported to hospital for treatment of their injuries.

Both vehicles required towing from the scene.

PROPERTY Police Respond to Fire in Martensville July 23, 2019 at 2:30 p.m.

Police received a complaint of a fire at an apartment complex in Martensville.

Police attended along with Dalmeny, Warman and Martensville Fire Department. Police assisted with traffic control in the area. Investigation into the cause of the fire is ongoing.

PEOPLE Suspicious Person Reported in Martensville July 15, 2019 at 8:45 p.m.

Police received a complaint of a suspicious person in a vehicle in Martensville. The caller reported that there was a person in a vehicle in a parking lot & it seemed suspicious. Police attended the location and spoke to the 36 year old female from North Battleford. She was in the vehicle waiting for a friend to return. There were no charges.

Police Provide Ride Home to Sleeping Man July 18, 2019 at 6:30 a.m.

Police received a complaint of a suspicious person in Martensville. The caller felt that the male might

be intoxicated.

Police conducted patrols and located a 32 year old male from Martensville asleep on a lawn. He was provided a ride home to his residence to be looked after by a family member. There were no charges.

Charges Laid in Highway 12 Incident July 20, 2019 at 8:00 a.m.

Police received a complaint of mischief on Highway 12 near Martensville. The caller reported that a vehicle was chasing them and had them boxed in on the highway.

The caller advised that the people were damaging their vehicle. Police attended and arrested a 47 year old female from Pelican Lake First Nation and a 31 year old male from Martensville.

They were released a short time later on mischief and assault related charges.

There were no injuries.

Numerous firefighters from the Martensville, Warman and Dalmeny Fire Departments not only contended against a condo fire on Tuesday, July 23rd, but also scorching temperatures.

The Martensville Fire Department (MFD) responded to a structure fire at 2:30pm at 213 Main Street in Martensville. Two condos received severe damage. All occupants from the condo complex were evacuated and there were no injuries as a result of this fire.

MFD responded with two pumper trucks. Mutual aid was called in from Warman and Dalmeny Fire Departments. First arriving crews found two condos with fire on the deck area fully involved. The Fire was called under control at 5:18 p.m. Martensville Fire remained on scene to do salvage on overhaul of the structure and to make sure all hot spots were extinguished. Cause of the fire is undetermined at this time.

Property Tax Payments

A reminder that 2019 Property Taxes are due July 31, 2019.

Commencing August 1, 2019 penalties will be added to all outstanding accounts at 1% per month.

Property taxes can be paid by debit, cheque, cash or online banking. Payments may also be placed in the mail slot at City Hall afterhours or weekends.

Save Water and Save on Your Utility Bills!

Water Conservation Tips • Water your lawn deeply, but not more than once a week. During periods of extended rain, water even less frequently.

• Water new lawns every other day until the grass reaches 5 cm; then water less frequently.

• Set a tuna can in each of your sprinkler zones and time how long it takes to fill it with water. That’s how long you should run your sprinkler once a week if your lawn is dry.

• Use drip irrigation and/or sprinkler systems that are timed to turn on and off automatically. Remember to turn them off if it’s raining.

• Don’t water your lawn during the hottest time of the day. Instead, water early in the morning or in the evening. Don’t water when it’s rainy or windy.

• Check the sprinkler position to make sure you don’t waste water by watering the street, sidewalks or driveway.

• Xeriscape Landscaping – Group plants according to their watering needs. Plant water-saving plants, trees and shrubs. Use mulch to retain moisture in the soil. All of this can save 10-35 litres of water per minute.

• When mowing your lawn, only cut the top 1/3 of the grass and leave clippings behind. They will help the soil retain moisture and provide natural fertilizer.

• Wash your car at the car wash. Washing at home with a hose for ten minutes uses 300 litres of water and sends soap, oil and other chemicals to the river through storm drains. At a car wash, run-off is captured and disposed of properly.

• Use a broom when cleaning your driveway or walkway. Washing with a hose uses almost 200 litres of water.

Indoor Water Conservation Tips • When you want a drink, don’t let the water run until it is cold. Instead, refrigerate a jug of tap water and save 7-12 litres of water per minute.

• Don’t let the tap run when rinsing dishes or washing fruit and vegetables and save 7-12 litres of water per minute.

• Don’t pre-rinse dishes before putting them in the dishwasher. Instead, scrape off food first using a spatula. Soak very dirty pans and dishes before washing.

• Run the dishwasher only when it’s fully loaded and save 70-190 litres of water with each load you eliminate.

• Repair any leaks. Turn faucets off firmly. Check and replace any worn out fixtures, washers, O-rings and hose connections.

• Avoid using garbage disposals. Disposals require lots of water to operate properly.

Instead, start a compost pile.

• Save as much as 10 litres of water per minute with a low-flow showerhead.

• Don’t overfill and fill less than a full bath. Better yet, you’ll save water by taking a short shower instead.

• Replace an old toilet with a water-efficient model and save as much as 14 litres of water per flush and 70 litres per person, per day • Check for leaks in your toilet by adding a few drops of food coloring to the tank.

Coloring will appear in the toilet bowl if it’s leaking.

• Run the washing machine only when it’s fully loaded. Each load you eliminate saves 70-190 litres of water.

• Check washing machine hoses for cracks that could result in leaks.

• Use your water meter to check for hidden water leaks. Read the water meter before and after a two-hour period when no water is being used. If the meter does not read exactly the same, there is a leak.

Vehicles Parked ‘Left of Centre’

Vehicles parked on the wrong side of the road is an illegal and unsafe practice and is controlled by local bylaws and the Provincial Traffic Safety Act. The Martensville Traffic Bylaw 17-2015 states: 3e(vii) No person shall park a vehicle on any street to the left of centre (wrong way).

Enforcement of this bylaw will be increased in response to resident complaints. The penalty for parking the wrong way is $120.

Lutheran Early Learning Centre Receives Funding For Renovations Shanine Sealey, Martensville Messenger

The Lutheran Early Learning Centre (LELC) in Martensville has been a staple for many families in the community since 2004. Offering care for children ages 18 months to 12 years of age, the house that was converted into a childcare centre is one of three Lutheran Early Learning Centres, with locations in Saskatoon and Warman as well. The location provides three different programs including; toddler, preschool as well as before and after school care.

Recently, the Martensville location applied for the Affinity Credit Union District Funding Grant and was pleased to discover that they had been approved for a $10,000 total that will be used for several renovations within the building. “We wanted to make the space more efficient and feasible for the centre, so our plan is to remove a wall to open up one large play space for older children as well as adding a washing and change station area within one of our play areas for the younger group. We also want to add some windows to make it nice and bright and welcoming,” LELC Executive Director Kim Randall said.

The financial help from Affinity Credit Union has now allowed LULC to proceed with their renovations sooner than expected. “We were beyond excited when we found out that we would be receiving the funding. When I called the Director of the Martensville location to tell her, she got quite teary and was just so happy. It made everyone’s day. It is a huge opportunity for us and very helpful. It speeds things up quite a bit, as we would have had to do the renovations in stages to work with our yearly budget,” Randall explained.

“We are very grateful for this grant and would like to thank everyone involved for their consideration to our project.”

Government Issues BlueGreen Algae Advisory

The Water Security Agency and the Saskatchewan Ministry of Health are advising the public to avoid swimming in or drinking water where blue-green algae blooms are occurring.

Algae blooms, or heavy concentrations of blue-green algae, commonly occur during calm, hot weather in areas of lakes and reservoirs with shallow, slow moving or still water that has sufficient nutrients. Pet owners and livestock producers are also advised to keep their animals away from such water.

Algae blooms often give the water a shimmering, foamy pea soup appearance.

They are usually blue-green, bright blue, grey or tan in colour. The recent warm temperatures in the province may result in the quick formation of algal blooms. The algae blooms typically last up to three weeks and can be pushed around the lake or reservoir by the wind.

Swimming in or drinking this algae-bloom affected water can cause red skin, sore throat, cramps or diarrhea. In addition, caution should be taken when considering the consumption of fish or shellfish caught in areas of a water body where a bloom exists; in particular the internal organs of the fish should not be eaten.

NDP Plight Long in The Making

That the Saskatchewan NDP is struggling outside the major cities is no secret. This has been the plight of the NDP for decades now - a problem that can hardly be laid at the feet of relatively new leader Ryan Meili.

Much has been made of Meili being too far left or having difficult connecting with mainstream Saskatchewan folks. While both may be true, the simple reality is that this is hardly a problem of Meili’s making. This is a problem that’s been brewing in NDP ranks for decades.

My old pal Dale Eisler, a former columnist for the Leader-Post and StarPhoenix who occupied this very space, likely put it best when it comes to how and when this problem developed for the NDP.

Eisler said the problem for NDP in Saskatchewan, and especially rural Saskatchewan, began more than 40 years ago when the then Allan Blakeney government was trying to preserve the small family farm, even as economics suggested it was increasingly becoming a thing of the past.

While farmers were struggling to remain competitive in the growing free market agriculture economy, the 1970s NDP government was putting up impediments by imposing inland terminals that would compete with the Saskatchewan Wheat Pool or by making it difficult for farmers to own tandem axle trucks to move higher volumes of grain.

In the 1982 provincial election that swept Grant Devine’s Progressive Conservatives to power, there was a resounding rejection of this NDP view. “In that election, a sense of a new rural Saskatchewan was beginning to emerge,” Eisler said of the 1982 campaign Blakeney fought on keeping the Crownest Rate. “The NDP were left in the dark in rural Saskatchewan and have pretty much remained there since.”

For this, one surely can’t blame the young Meili.

This was a problem of his predecessors who could not find a way to connect with agriculture or many of the other raw commodity economic drivers in this province.

That the NDP managed to get 16 more years in power in Saskatchewan in the wake of the incompetence and corruption that went on in the 1980s PC government may prove to be a historical anomaly that only delayed the inevitable, but while it’s impossible to blame Meili for all elements of the current plight of the NDP, what is a little harder to comprehend is how far the NDP under Meili may now be from providing a serious challenge to the Saskatchewan Party government.

While it could be argued the Sask. Party was somewhat in trouble after the 2017 budget that shuttered the Saskatchewan Transportation Company and raised the provincial sales tax, it appears the governing party has rebounded under Scott Moe and the now balanced budget he has presented.

Clearly, Moe’s hammering away against the federal carbon tax has hit the right notes; however, what’s puzzling is why the current NDP would not be struggling as much as it seems to be everywhere, especially in urban Saskatchewan where the NDP has always been stronger.

This would suggest Meili’s connection problem runs deep.

Internal NDP polls this spring suggest the party is about where it was in after the 2015 election when it captured a dozen seats. Of course, it’s early and things may change.

The NDP aren’t saying what the overall numbers are and argue that they are doing very well in public opinion when it comes to critical issues like health care. Given that the Sask. Party government of late has been attempting to address several issues related to health care and addictions and mental health, there is evidence to suggest this may be true, but there also seems ample evidence that Meili has inherited the NDP’s long-term problem.

July was a busy month with Saskatchewan playing host to the Council of the Federation, an annual summer gathering of Canada’s Premiers, as well as the 29th Pacific NorthWest Economic Region (PNWER) Annual Summit in Saskatoon.

The Council of the Federation was an opportunity to work on removing barriers to internal trade, advance access to international markets, labour mobility and immigration.

Priorities at this gathering also included strategic infrastructure investment, climate change policy, healthcare sustainability, and mental health and addiction services.

PNWER, a non-partisan, private/public non-profit organization created to advance common interests of its member jurisdictions, brought over 400 provincial and state legislators and private sector representatives to Saskatchewan to address a range of issues impacting and of interest to the regional cross-border economy.

Trade, transportation and a fair tax and regulatory environment were key themes at both of these events. These are the 3 Ts Saskatchewan industries require to succeed.

The U.S. is Saskatchewan’s most important trading partner with 84 per cent of our imports coming from the United States. This includes consumer items but also bringing products to operate our key industries like mining, energy, manufacturing and agriculture – industries that in turn produce an exportable product that often times will head south again to have value added to it before it’s headed off to the world.

While Saskatchewan’s economy continues to grow and evolve, our fortunes depend on market access and our market relationships around the world.

As it stands now, Saskatchewan trades $30 billion worth of goods and does business with about 150 different countries each year. We need to work to maintain and build upon those relationships, and we need a tax and regulatory environment that’s competitive. We need transportation ability to move the goods that we produce, harvest and manufacture, and we need trade agreements with countries around the world.

Since the United States is one of Saskatchewan’s biggest trading partners, PNWER’s work on trade is critical to our province’s economic success. Many of PNWER’s current initiatives, such as its work on energy and the United StatesMexico-Canada Agreement (USMCA), align with Saskatchewan’s goals and priorities.

Leaders at the summit discussed the USMCA, Indigenous economic development in the Northwest, climate policy, energy innovation and resilience, water policy, invasive species and advances in agriculture technology and livestock health planning.

Hosting both the Council of the Federation and PNWER, provided Saskatchewan with a tremendous opportunity to showcase our competitive business climate and diverse resource sectors, advance our shared interests, and to continue to build strong relationships with our partners.

It was a perfect week for my picks in the CFL last week. It looked to be off to a shaky start when the Calgary Stampeders and Ottawa RedBlacks were tied 9-9 at half time.

Ottawa’s offence was not clicking and even though the score didn’t show it, the Stamps offence was rolling.

It was the turnovers that were holding both teams from scoring any points. Calgary fumbled the ball three times and also gave up a turnover on downs while the RedBlacks threw two interceptions and fumbled the ball once. Stampeder’s quarterback Nick Arbuckle completed 30 passes for 370 yards and although they didn’t manage a single touchdown, Calgary pulled out a last second field goal for a 17-16 win.

Game two on Thursday was a lot less of a battle. The Toronto Argonauts remained winless in another ugly game, this time against the Edmonton Eskimos. Toronto QB’s combined for just 158 yards and three interceptions in the 26-0 shutout.

On Saturday the two top teams in the CFL met and only one starting QB finished the game. Ti-Cats quarterback Jeremiah Masoli gave Hamilton a 14-0 lead after one quarter before leaving the game with an injury. After results came back it’s been announced that Masoli will be out for the rest of the season with a torn ACL. Hamilton was able to hold onto the lead and hand the Winnipeg Blue Bombers their first loss of the season but now face a tougher task moving on to the rest of the season with back-up QB Dane Evans. Evans finished Friday’s game with 13 completions for 94 yards.

The final game of the week was the William Powell show as he and the Saskatchewan Roughriders rolled to a 45-18 beating of the BC Lions. Powell had 21 carries for 146 yards and three touchdowns while the entire Lions offence could only manage 77 total yards. After a perfect 4-0 week my pics have drastically improved and are now 19-8 this season. My picks for week eight are Winnipeg, Saskatchewan, Montreal, and Calgary.
