Civic Services Under the Lifting of the Public Health Order - What You Should Know!

Saskatchewan’s current public health orders have been lifted, effective February 28, 2022.

The Martensville Business Expo is on April 29th from 5-8 PM and Saturday, April 30th from 9 AM-4 PM. Reconnect with the businesses and organizations in our community! Over 65 interactive booths and displays showcasing the best in business.

Big Changes Coming for Water Meters

The City of Martensville is initiating a program where existing water meters will be replaced with new automated water meters. Neptune Technology Group will be installing the meters by area and will be contacting homeowners to make appointments for the change-out.

This project will begin in late February and be completed city-wide by July. To learn more, please check the information piece with your water bill or visit martensville.ca

Lane Usage During Spring Thaw

The City of Martensville encourages residents, for which their lane is a secondary means of access to their property, to limit their usage during the spring thaw period. Heavy or repetitive vehicle usage during spring thaw and wet conditions can cause further rutting and reduce drainage. This limits the ability of crews to conduct maintenance on the lanes in a timely manner and increases time required to reshape lanes.

Organics Service Starts Again May 6th

Organics pick-ups resume on May 6th for the North-side of Martensville and May 13th for the South-side. This service is scheduled on Fridays and alternates between north and south until the end of October. Organics is a subscription based program, to subscribe please contact City Hall Reminder! - Don’t miss your Pick-up Organics, Garbage or Recycling must be curbside on your pick-up day by 7AM to ensure it is taken. Pick-up times can be fairly regular but are not set and are subject to variation or changes.

Street Sweeping Season

Street Sweeping will be underway in the community with the emphasis on an initial sweep and a focus on the arterial and collector roadways.

Sweeping will commence in residential areas so please watch for signs and posts in your neighbourhood. We ask that vehicles be removed from the streets on your ‘sweep’ day however tickets will not be issued, nor vehicles towed away.

One Stop Leads to Multiple Charges On April 20th, Corman Park Police Service stopped a vehicle on Highway 11 North where the driver was charged with driving while disqualified, which ended up with their vehicle being impounded.

The driver called a friend for a ride, who arrived while under the influence of alcohol while police were still on site. The driver did a roadside test, which they failed with readings of 90mg% and 80mg% and they were therefore arrested for impaired driving.

After the arrest, a sign stating that an Impaired Driver was caught in that location was put in place as part of the partnership between Report Impaired Drivers (RID), SGI and MADD, along with police services throughout the province.

Collective Effort Extinguishes Blaze On April 19th, residents east of Highway 60 and south of Vanscoy Road were evacuated due to a brush/grass fire that was out of control. Crews from Saskatoon Fire Department, Delisle Fire Department and Pike Lake Fire Department worked together to extinguish the blaze and residents were able to return home later in the day.

Plastic Bat & Ball Hosts 25th Year Jocelyn Ottenbreit, Martensville Messenger

After two years of being put on hold due to the pandemic, the Martensville Slo-Pitch league was once again able to host the 24-team very popular Plastic Bat & Ball tournament from April 21 – 23 at the Martensville Curling Rink.

Every year there is a waiting list to get into this much anticipated fun tournament that is played with plastic bats and kid gloves, although this year due to Covid, there were no gloves used in the tournament.

This year celebrated 25 years of hosting the tournament in Martensville which was originally started by the ‘Go-Getters’, a group of friends who played slo-pitch in the league for many years.

“We came up with the idea in 1995 after being at a tournament in Warman, said Ev Ottenbreit, one of the original Go-Getters. When the Martensville Curling Rink got cages on their ceiling lights, Dave Bosch who was the Director of Recreation and Community Services for the then ‘Town’

of Martensville and a Go-Getter teammate, gave the go ahead that the rink was able to host, and it has been going strong ever since then,” Ottenbreit explained.

This original team organized and ran the Plastic Bat & Ball tournament for eight years raising money for Andrea Kaminskas Park, Martensville Fire Department, the Martensville High School Student Leadership Council, and much more before the Martensville Slo-Pitch committee took over in 2003.

This fun tournament has continued to be a great fundraiser for the league.

According to Kim Eckes, President of the SloPitch Executive, funds raised over the years have gone towards the upgrades at the slo-pitch diamonds by Kinsmen Park such as the main building, bar building and everything inside (walk in cooler, ice machine etc.), covered dugouts, deck, and playground. They even raised over $800 one year for breast cancer research on tips alone.

Prairie Dodgeball Hits the Rush Field

Prairie Dodgeball kicked off their inaugural season in Martensville this March, offering both a youth and an adult league in the community.

League organizers Amber Anaka and Charma McIntyre were excited to offer this opportunity to local residents and the feedback has been positive thus far.

Youth League games take place Mondays at 4:15pm-5:15pm at the Martensville Athletic Pavilion and Adult League games take place at the North Ridge Community Centre on Monday nights at 7:15pm and 8:15pm.

The spring session runs until May 16th.

At the April 23rd Saskatchewan Rush game, players from Prairie Dodgeball had a chance to spread awareness of the sport of dodgeball and represent their league when they took on a team of mascots.

The Martensville Business Expo is officially back! This long-awaited event kicks off on Friday, April 29th from 5pm-8pm and runs again on Saturday, April 30th from 10am-4pm. Be sure to stop by the Martensville Athletic Pavilion for a chance to reconnect with businesses and organizations from Martensville and surrounding communities.

The Expo, which is held in partnership between the Prairie Sky Chamber of Commerce and the City of Martensville will feature 70 booths with a wide variety of businesses from large development groups, home based vendors and more, plus three Taste of Martensville Vendors, which include Vern’s Pizza, Clearcut Coffeehouse and Smokehaus Meats.

Vern’s Pizza will be serving up a variety of pizza choices by the slice, individually or as part of a combo with a drink and a bag of chips. Smokehaus will have smoked beef brisket sandwiches, which can be purchased alone, or as part of a meal with a drink, coleslaw and baked beans and Clearcut Coffeehouse will have coffee and a large variety of baked treats.

If you choose to indulge in multiple treats, or decide to do some shopping while at the Expo, there will be an ATM on site.

As an added bonus, the entertainment stage will be packed with talent throughout the event including musicians, and demonstrations from dance and cheer clubs.

Expo organizer Darla McLean added that, “Visitors should prepare to be amazed on Saturday between 1pm and 3pm as Clinton James (Magic Man) will be roaming though the crowd demonstrating some mind-blowing magic.”

If you plan to attend the Expo on Saturday morning, be sure to go hungry as the Martensville & District Kinsmen Club will be hosting a pancake breakfast by donation from 8am-10am in the Martensville High School lobby, located next to the MAP entrance.

McLean noted that there is also a lounge available throughout the entire Expo in the multipurpose room of the MAP, which will include a bar hosted by the Kinsmen Club. Music will be provided by DJ Josh Hamm on Friday evening as well.

Race fans will also have a chance to get an up-close look at some of Saskatoon Stock Car Racing Association’s cars which will be on display in front of the MAP. There will be a $2 admission to attend the event, which will include a door prize ballot for a chance to win a variety of prizes such as; Saskatoon Blades ticket packages (sponsored by the Saskatoon Blades), Landmark Cinema Movie and Treats packages (sponsored by CTV), Rattlers Basketball Ticket package (sponsored by the Rattlers), a $200 Fanatics Gift Card (sponsored by Lakeview Insurance) and the grand prize of a $500 Local Gift Card from the Prairie Sky Chamber of Commerce that can be redeemed at participating businesses in Martensville and Warman.

MLA Terry Jenson’s Report from the Legislature Improving Saskatchewan’s Transportation Network

Forty years ago this week, Saskatchewan changed forever by electing Grant Devine’s Progressive Conservatives. In the past four decades since that night of April 26, 1982, many have argued the Devine legacy wasn’t so grandiose.

After all, Progressive Conservatives no longer exist, swallowed up in the August 1997 creation of the Saskatchewan Party by the merger of Liberals and PC MLAs into one unified party and when most think of the Devine government legacy, few positives immediately come to mind.

The Devine/PC run lasted less than a decade, crushed in the October 26, 1991 election that saw its whopping 55-seat win 1982 reduced to a mere 10 seats.

By the 1995 election, that would be cut in half to five seats and third-party status in the Saskatchewan legislature, surpassed by the woefully Liberal.

By 1999, the PCs only existed on paper, running the minimum 10 decades needed to register as an official party - an agreement with the Sask. Party so as not split the right-wing vote in the province and allow the NDP to win.

In its decade in office, the PC government presented 10 straight deficit budgets - the last of which in 1991 didn’t even pass Devine’s waning days in office were spent warding off a potential caucus revolt over “Fair Share, Saskatchewan” - the policy that would have shipped 1,500 Regina-based civil servants through communities throughout the province.

Those 10 straight deficit budget forced the province to the brink of bankruptcy, adding roughly a billion dollars a year to public debt. The dire financial straits were the auspice for then-Roy-Romanow-led NDP government to take drastic austerity measures that included the closure/conversion of 52 rural hospitals and the Plains Health Centre just outside Regina, but muchto the PC government’s discredit, it is the largest criminal scandal in Canadian history for which it is best remembered.

On April 10, 1992 - a decade after its historic win and mere months after the PCs equally historic loss - officials at a Regina CIBC branch would drill into an unclaimed safety deposit box containing 150 one-thousand dollar bills. This would set off an RCMP investigation that would eventually see 19 PC staff or MLAs charged. The court proceedings would produce 15 convictions. Add two other former PC MLAs charged and convicted of separate offences and the Devine government was saddled with a legacy of corruption.

It has been easy for many - especially, many New Democrats - to suggest this is all there was to the Devine government. History, however, tells us otherwise: In nearly 31 of the 38 years prior to the Devine election, Saskatchewan was ruled by a Co-operative Commmonwealth Federation (CCF) or NDP government.

Saskatchewan was best known as the first jurisdiction in North America to elect a social democratic government.

In the 40 years since, Saskatchewan has been ruled by conservative governments for almost 25 years. There’s little to suggest this will change any time soon. Former political columnist and author Dale Eisler chronicles in his new book - From Left to Right: Saskatchewan's Political and Economic Transformation this province’s shift from the left to the right.

Notwithstanding its scandal and bad fiscal management, Eisler cites that election night as the pivotal moment when the province changed. "His government was tainted. There's no doubt about it, but that doesn't mean it wasn't transformational," Eisler said in an interview.

"Those two things can exist together. What he did was pretty damn significant."

Eisler noted how Devine government was the vanguard for both today’s free-market approach to agriculture and to the end of publicly owned resource Crown corporations in oil, gas, mining resources and potash. These are the things that have transferred Saskatchewan’s economy.

Devine also made way for a change in which the majority centre-right voters became loyal to a general philosophy rather than a specific party. Forty years ago, he changed this province.

Three years ago, the Government of Saskatchewan set some goals to make our roads safer while continuing to stimulate economic growth.

Growth Plan 2030 made it clear that our government is committed to improving our highways. We set a goal to improve 10,000 kilometres of highways by 2030. The 2022/23 budget not only works to achieve that goal but puts us ahead of schedule.

Our investment of $846 million this year will see over half of the funding directly attributed to capital work across the province. Seven major projects will either continue or be completed this construction season, helping to increase safety and traffic flow.

Our government continues to believe in the safety offered by twinning high-use roadways or installing passing lanes. Projects this year include twinning Highway 3 west of Prince Albert and completing ten sets of passing lanes on Highways 12 and 16. Also on the list will be two sets of passing lanes on Highway 7 to complete multi-year corridor improvements from Saskatoon to the Saskatchewan-Alberta border, two sets of passing lanes and widening on Highway 5 east of Saskatoon, and planning and pre-construction for twinning projects on Highways 6 and 39 near Regina and Weyburn.

Over the last three years, more than 3,500 kilometres of highways have been improved, with more than 1,100 kilometres scheduled for this year. As soon as the weather allows, work will begin on 170 km of repaving, 550 km of pavement sealing, 100 km of medium treatments and 200 km of Thin Membrane Surface and rural highway upgrades.

This budget will also see significant investment in northern Saskatchewan. Nearly $63 million was dedicated to build, operate and maintain the transportation system. This includes design work to complete Saskatchewan's portion of the Garson Lake Road, with construction planned to start in 2023, along with improvements to sections of Highway 155.

In addition to improving roads, this budget includes upgrades to supporting infrastructure. With over $19 million in dedicated funding this year, we will focus on turning lanes, streetlights, flashing warning lights, rumble strips, crosswalks and sightlines. This is the fourth of a five-year, $100 million commitment to make upgrades to this area. Another $55 million will repair or rebuild 15 bridges and replace 100 culverts across the province.

Our government will invest nearly $292 million this year in government services infrastructure, including funding for dam and water supply projects, court and correctional capital projects, funding to modernize Saskatchewan's aerial wildfire suppression fleet and replace obsolete aircraft. An investment of $30 million will improve short line railways and municipal transportation infrastructure, including $22.5 million to support safety on rural municipal roads and bridges.

With this year's budget, the Government of Saskatchewan has invested about $11.5 billion into highway infrastructure since 2008, improving more than 18,400 kilometres of highways. Saskatchewan is a province that relies on safe, solid transportation. Our kids need safe roads and intersections to get to school, thousands of people use our roadways to get to work and recreational activities each day, and of course, our many industries need reliable infrastructure.

There is still a lot of work to do to meet the needs of travellers and businesses who use our transportation network each day. We are committed to meeting those needs with investments that increase safety and help to get Saskatchewan products to market.

Martensville Youth Connection Gaining Ground in Community Shanine Sealey, Martensville Messenger

Martensville Youth Connection (MYC) has been gaining ground within the community as a dropin support service for local youth ages 13-18. At MYC, those attending have an opportunity to not only play games and socialize, but also partake in programming that focuses on mental health, addiction, suicide, selfharm, relationships and more.

A partnership between Possibilities Recovery Centre and Carter’s Counseling made MYC a reality and throughout the weeks, as word gets out, the interest continues to grow, proving that there was a need for an outlet for youth in Martensville.

This week, MYC has a busy schedule and is providing multiple unique opportunities for youth to get more involved in their community such as a community clean-up on Tuesday, April 26th, cooking for residents at Chateau Villa on Thursday, April 28th and a games night on Friday. On Monday night, MYC had programming in place to discuss emotions and emotional regulation tools and on Wednesday, there was programming to discuss triggers.

“Connecting youth and elders is important for the wellness of a community and we are excited to make these opportunities to connect and give back,” Tanner Perrat co-founder and Business Manager for Possibilities Recovery Centre said regarding the Thursday night event to cook for the residents of Chateau Villa.

The Community Clean-Up was held thanks to The Beach Bean Brewing sponsoring the event and providing snacks and beverages for the volunteers.

Volunteers are a big part of what makes MYC continue to operate and extra support from individuals and/or businesses is always welcome.

“A big part of MYC is connecting youth to the services within the community. We would love to hear how your business supports youth mental wellness. As we roll out other activities, it is always a plus to have adult helpers, so we gladly accept any volunteering someone can offer,” Perrat explained.

This week’s busy schedule is just the tip of the iceberg, as there are many plans in place to host other events for the community. "We have a lot of other fun ideas in the works, including a Youth Advisory Council.

We want the youth to have a say in what MYC becomes and the projects we take on. We are looking for youth to join the YAC and take on more of a leadership role within MYC,” Perrat said.

Numerous local businesses have already jumped on board to support MYC, and recently, Saskatoon Coop’s Martensville gas and food store locations delivered a $4,000 cheque to support the program. Perrat noted that any donation amount is appreciated; however, receiving $4000 was exceptionally exciting.

We have spent a significant amount of time applying for grants for this project and so far a few have been respectfully declined, so we were really excited when we received the response that they accepted our application and were donating $4000 to MYC.” Donations and grants make it possible for MYC to run free of charge for those attending and Perrat stated that it allows them to keep the financial barrier away from mental health education. To run MYC, the three biggest expenses associated with running the program are professional mental health facilitators, supplies and a place to host MYC. Currently, MYC has received support from Forged Fitness in Martensville who has provided a discounted rental space, which Perrat said the $4000 will be used towards, along with paying staff, supplies and food.

“Thank you to all the businesses and individuals that have volunteered, donated items, or donated monetarily to bring this project to fruition,” Perrat added.

2022 Big Game Draw Opens Online May 1 Saskatchewan's Big Game Draw opens on May 1. Hunters have until May 25 to submit their online applications.

The Big Game Draw is used to allocate a limited number of hunting licences to Saskatchewan residents in a transparent and equitable manner. This year's draw includes licences for elk, moose, pronghorn, either-sex mule deer and antlerless mule deer.

"The opening of the Big Game Draw is always a highly anticipated date for hunters in our province," Environment Minister Warren Kaeding said. "The demand for hunting tags speaks to the interest in Saskatchewan's diverse hunting opportunities. I wish all applicants good luck in this year's draw."

The draw is administered through the Saskatchewan Hunting, Angling and Trapping Licence (HAL) system. Hunters can submit, review and update their applications, check pool status history and purchase a draw licence through their HAL accounts.

Hunters should review the 2022 Big Game Draw Supplement for information on quotas for draw species prior to submitting their draw application. The supplement also informs hunters of any changes to this fall's Big Game Draw seasons. The supplement can be found at saskatchewan.ca/hunting.

Applications for the Big Game Draw can be submitted until May 25 at 11:59 p.m. Hunters are encouraged to apply early and to use the online residency verification tool to avoid complications.

Draw results will be available through your HAL account in June, with the exception of pronghorn, which will be available in mid-July. Although Big Game Draw applicants are sent a notification of their draw results, hunters are responsible for looking up their results through their HAL account.

Successful applicants will be able to purchase licences through their HAL accounts beginning August 1.
