Fireworks Light Up Kinsmen Park Jocelyn Ottenbreit, Martensville Messenger

Due to COVID restrictions this year, the City of Martensville was unable to host their typical Winter FunFest celebration. Instead, they got creative and held a ‘Winter Wonderland’ event instead, which ran from January through March.

This event was possible thanks to the Community Initiative Fund.

Events offered throughout the winter months of 2021 included cross country skiing, snowshoeing, ice fishing, tobogganing, ice carving and more. One final event that brought some community fun to Martensville was the Spring Fireworks, which took place Saturday, March 27th at Kinsmen Park.

Jamie McCulloch, Recreation Program Coordinator II, said that this marked the end of this year's Winter Wonderland as well as spring's arrival.

The event was very well received and many families could be seen watching the beautiful display of fireworks from all areas within Martensville’s Kinsmen Park.

“As of now this was a onetime event, but with so many unknowns for the future in terms of large community events, it is possible we would run it again next year,” said McCulloch.

Lane Usage During Spring Thaw

The City of Martensville encourages residents, for which their lane is a secondary means of access to their property, to limit their usage during the spring thaw period. Heavy or repetitive vehicle usage during spring thaw and wet conditions can cause further rutting and reduce drainage. This limits the ability of crews to conduct maintenance on the lanes in a timely manner and increases the amount of materials and time required to reshape lanes.

Protect Your Trees: Don’t Prune Elm Trees From April 1 To August 31

The annual ban on pruning elm trees in Saskatchewan to help curb the spread of Dutch elm disease (DED) begins April 1, continuing until August 31. During this period, it is illegal to prune elm trees.

The ban occurs at the time of year when the elm bark beetles that spread DED are most active. Fresh cuts from trimming your trees can attract the tiny insects, ABOVE: The Government of SK is reminding residents not to increasing the chance of an prune elm trees until August 31. infection.

There are more things you can do to help protect your community's elm trees: • Prune your elms before or after the ban period to keep them healthy and better able to resist all types of disease, including DED. • Remove unhealthy and dead elm wood cuts, reducing places for beetles to breed and the risk of infection.

• If you see an elm showing signs of DED - wilting, yellowing leaves on one or several branches near the top of the tree, usually beginning in late June - report it to your local municipality.

• Remove and dispose of DED-infected elms promptly, including during the ban period.

Transporting wood can spread DED, as well as other insects and diseases. It is illegal to use, transport, store or sell elm firewood. Regulations also restrict the use, transport, storage and sale of elm logs. Dispose of all elm wood promptly and properly, at the location designated by your municipality. Often, this is the local landfill, but confirm this with your local municipality.

Improper pruning can damage your trees and spread diseases. If you hire someone to prune your trees, check their qualifications. In Saskatchewan, those who prune elm trees commercially must have completed a recognized training program or be under the supervision of someone who has.

Martensville Community Recreation Project Nearing Completion of Community House Build Fundraiser Shanine Sealey, Martensville Messenger

Construction has been moving along quickly at the Martensville Community Recreation Project’s (MCRP) Community House Build.

Currently, work on the interior finishes is being done and things are looking great. Work on this fundraiser has been taking place since August, with everything for this project being donated – from material to the labour.

Once complete, the house, located on the corner of 4th Street South and MacCormack Road, will be sold, with proceeds going towards the construction of a new multi-purpose recreation facility in Martensville. This new recreation facility will be located on the west side of the Highway 12 overpass in the new Trilogy Ranch – a 680 acre residential and commercial development.

Doukhobor Dugout Site Opening to the Public Once Again This Summer Shanine Sealey, Martensville Messenger

The Doukhobor Dugout House National Historic Site of Canada, near Blaine Lake off of Highway 12, was unable to open last year due to the COVID pandemic.

Typically, each year, this site opens to the public and group tours are done of the area where those attending learn more about the Doukhobor people that lived there over 100 years ago.

This season, although things will be slightly different, the area will once again be open to the public.

This year, those visiting the site will do a self-guided tour.

There will also be an outdoor patio overlooking the river valley added into the mix. It is going to be like they are taking a step back in time,” founder Brenda Cheveldayoff explained.

Despite not being open last year there were still several Doukhobor bread sales held, with proceeds from the sales going towards the construction of a roof on a Prayer Home on site that was dreamed of by Donna Choppe, a Doukhobor Dugout House volunteer and Director for 17 years, who sadly passed away in 2020. Last year, approximately $7600 was raised for this project through bread sales.

“The first bread sale we held, people couldn’t even get out of their cars due to the restrictions, then by the second and third times, they were able to get out of their cars and take a picture, and for the last one, they were able to walk around and look at things. That was the extent of our season last year, so this year, some major changes were made so we could operate and we are really excited to be back,” Cheveldayoff said.

Instead of scheduled group tours, people are invited to come at any time between 10am and 5pm. There will be a map provided to you and ten significant spots in the yard that Doukhobor people utilized. There is also a museum available, food options such as Doukhobor bread grilled cheese sandwiches with dill pickle pasta salad and cookies, seasonal beverages and refreshments, a gift shop with locally made products, Doukhobor memorabilia and more.

The Doukhobor Dugout Site will be opening on July 3; however, there will be a Doukhobor bread sale taking place on June 5th, with the proceeds from the sale going towards a new coat of paint for Donna’s Prayer Home.

Cheveldayoff, who is a descendant, has been operating this site for the past 18 years. “This was where the Doukhobors lived – 300 of them, in the ground and it is the only one in Canada that is still standing and is both provincially and nationally designated,” Cheveldayoff stated.

Other changes will include a newly updated website, which is being funding through Tourism Saskatchewan that will launch this May. Although outdated, for more information and history about the Doukhobors of Saskatchewan, visit http://www. doukhobordugouthouse.com/.

PSCC Executive Director Reflects on Experiences With the Chamber

Jaimie Malmgren has been an integral part of the local Chamber of Commerce as the Executive Director since 2014. First beginning her Chamber journey with Warman in a part-time position, her workload saw a significant increase come 2017 when the Warman and Martensville Chambers of Commerce amalgamated, creating the Prairie Sky Chamber of Commerce (PSCC), moving from the 11th and 12th largest Chambers of Commerce in Saskatchewan, to the fifth largest.

Malmgren will soon be saying goodbye to her position on the PSCC as she moves into a new opportunity as General Manager of Community Futures Mid Sask (CFMS), with her last day with the PSCC taking place April 16th.

“I feel as though I grew as the Chamber grew.

When I first started, it was a blank slate, and through the years, it grew into something fantastic. I can’t reflect back on my Chamber journey without speaking about the very first Warman, Martensville & Region Business Excellence Awards. We knew that it was going to be a first for our region in many ways and that it was going to be a great event, but that feeling of walking in that evening and seeing how it all came together, myself and the committee were all blown away. It had a very magical feel to it, and it is something that I am proud to have been a part of and that it continues on to this day,” Malmgren said.

The amalgamation was another huge milestone that Malmgren was grateful to have been involved with. “In the past, there has been competition, whether it has been friendly or not, between Warman and Martensville and by amalgamating, I think we kind of erased that line a little

bit and showed that municipal boundaries don’t define our economy. What’s good for one, is good for another. We had a regional vision when the amalgamation took place and so many amazing things have come from that.”

In her new role at CFMS, Malmgren will be utilizing many of the same skills that she used with the PSCC and will continue her work within the business community.

CFMS was first established in 1986 and works with rural communities in the development of strategies for dealing with a changing economic environment through various means such as strategic planning, counselling and business development and financial assistance to small and medium sized businesses and entrepreneurs.

“In my time with the Chamber, I focused on assisting businesses and different initiatives that really encouraged economic development in the region. This is expanding on that a bit to a broader area, and thankfully, Warman and Martensville fall within that area, so you will still see me around,” Malmgren noted.

Currently, the PSCC is speaking with potential candidates for the Executive Director position, and until April 16th, Malmgren stated that it is business as usual for her as she prepares everything to ensure the transition will be as smooth as possible. “There won’t be any shortage of work for the new person and there are a lot of really exciting things that they will be able to emerge themselves in and hopefully take the Chamber onward and upward to the next level.”

“I am super grateful for my time with the Chamber and the people that I have met and experiences that I have had. This is a part of my life that I am always going to look back on very fondly.”

Government Announces Caps on Food Delivery Fees

The Government of Saskatchewan is capping fees on food delivery charges to support restaurants in the province.

"Our restaurant sector has been especially challenged by the economic impacts of COVID-19 and this is one more way we are working with industry to support this important sector and the jobs it provides," Trade and Export Development Minister Jeremy Harrison said. "These caps will mean more money remains with small businesses and I encourage all Saskatchewan residents to continue to support their local restaurants."

Delivery fees will be capped at 18 per cent of a customer's pre-tax order if the food delivery service provider completes the delivery and 10 per cent on the purchase price if a customer picks up from the restaurant.

"This is terrific news for the industry," Hospitality Saskatchewan President and CEO Jim Bence said. "These are extremely difficult times for hospitality, especially in Regina right now, and further demonstrates the government's unwavering commitment to our sector."

This cap will apply to third-party delivery providers that serve more than 50 restaurants across the province. This will be enforced by Minister's Order under The Emergency Planning Act and be in effect from March 28, 2021, to April 30, 2021.

This cap on delivery fees is in addition to previous supports provided by the provincial government. These include the Small Business Emergency Payment, which has been extended for those businesses affected by recent expanded Public Health Orders, the Strong Recovery Adaptation Rebate and the Re-Open Saskatchewan Training Subsidy.

Stick It To COVID: Saskatchewan Launches Vaccination Ad Campaign

Moe Aims to Confine Lockdown to Regina

Regina is now under a COVID-19 lockdown, not unlike the one the entire province was experiencing exactly a year ago. It is something Premier Scott Moe vowed he would never do — a commitment he made just days before the October vote when daily cases in the province were in the single digits and there had only been a total of 25 deaths.

But rather that condemn the move — unpopular with those in running businesses or within his political base, regardless of where in the province they live — Moe should be credited for making the tough decision. Unfortunately, with new variants hammering Regina this is a decision he had to make.

In fact, the day Moe announced the strict new lockdown-like measures for Regina, the capital city was accounting for 763 of the 891 new variant cases in the province.

That day, Regina was also accounting for 91 of the 150 new cases in the province - 755 of 1,422 of the province’s active cases.

“The concentration of the variants in Regina is quite high and that is why we are coming forward with a number of tools at our disposal,” Moe said at a press conference. “We have a higher concentration of variants anywhere else in Canada.”

It was a grim and uncomfortable admission for Moe to make — especially given the hope that mass vaccinations would allow Saskatchewan to get through the waning days of this pandemic. Unfortunately, the reality for Regina is a growing fear of running out of ICU beds of the new variants’ fast-paced spread.

Some of Moe’s tough new measures are things the province hasn’t seen in a year — the closing of indoor dining at restaurants and bars except for takeout orders, restrictions households to their immediate residents only with no visitors and limiting outdoor gatherings to no more than 10 people.

Theatres, bowling alleys, arcades, museums and libraries that had been re-opened in Regina were ordered closed. Religious services in Regina were capped at 30 people until April 6, meaning that traditional Easter services would again be severely limited.

Moe even went one step further in at least one area — recommending that Reginans only travel for essential reasons.

The stay-at-home recommendation was even extended to the neighouring communities including, Pense, Belle Plaine, Grande Coulee, Regina Beach, Lumsden, Craven, Edenwold, White City, Balgonie, Kroneau, Davin, Gray, Riceton and Lajord.

Essentially, Regina is now experiencing the lockdown Moe vowed would never happen. Given that Moe has shown he’s not exactly inclined to give in to the wishes of the NDP Opposition or some public health critics who were clamoring for such a measure, this very likely was a last resort.

The Premier said he was following the advice of the province’s Chief Medical Health Officer Dr. Saqib Shahab.

So the question for many worried people elsewhere in the province is a simple one: Who after Regina might be next to face a lockdown?

Well, the good news — at least hopeful — is that it may be no one. Let it be clear that Moe’s unpopular measures may need to be applied elsewhere. At this point, we really don’t know. Those tracking variants now see numbers in south central and southeast Saskatchewan that were similar to Regina’s numbers a week or two ago. This only heightens the fear that new variants could spread from Regina to not only these areas but virtually every area in the province.

But here is the good news: While both the spread within the city has been dramatic, we are still only talking about a Regina outbreak. There are those who argue Moe could have and should have acted faster, but by acting now, it might be possible that the outbreak will be confined to Regina. That surely is the hope.

The Government of Saskatchewan has launched a province-wide, multi-media campaign encouraging Saskatchewan residents to stick it to COVID by getting vaccinated.

"Today, we are asking people to help us get back to normal by rolling up their sleeves to stick it to COVID," Premier Scott Moe said. "Saskatchewan's vaccination efforts have been the most effective in the nation because Saskatchewan people know that the best thing we can do to protect ourselves, others, and to get back to doing the things we love is by getting vaccinated."

The Stick It To COVID campaign features real Saskatchewan people sharing their stories of why they are getting vaccinated and will roll out as part of a multi-faceted media plan to encourage Saskatchewan residents to get vaccinated.

The main 60-second advertisement is narrated by Regina ER Nurse Leah Sawatsky, who has worked on the front-lines throughout the pandemic and was one of the first people in the province to receive the COVID-19 vaccine.

Launching on Monday, March 29, the ad thanks the people of the province for all of their efforts during the pandemic and calls on Saskatchewan people to roll up their sleeves for the COVID-19 vaccine when it is their turn.

"I think it's a powerful ad with a powerful message," Moe said. "It reminds us of all the things we have missed doing this past year but more importantly, all the things we can look forward to doing again once enough Saskatchewan people are vaccinated."

Part two of the campaign will feature seven 30-second advertisements featuring 11 real Saskatchewan people. The seven supporting advertisements will launch in the days and weeks following the initial launch, and will provide a personal insight into what the COVID-19 vaccine represents to each of them.

"These messages from Saskatchewan people are a reminder that when we get vaccinated, we aren't just doing it for ourselves," Moe said. "We are doing it to protect those around us, which is what we do in this province.

We look after one another."

The multi-media campaign will feature TV ads, radio, social media (YouTube, Facebook, Instagram, Spotify), billboards, washroom posters, newspaper ads and cinema ads. The campaign will run province-wide and include content broadcast by radio in Cree and Dene in northern Saskatchewan.

"We all have a reason to get immunized, and I encourage everyone to watch the videos and reflect on who they will be keeping safe by getting the vaccine," Health Minister Paul Merriman said. "Thank you to all those that participated in the campaign by sharing their inspiring stories."

Phase 2 of the Saskatchewan COVID vaccine timeline began in March, with a plan in place to vaccinate the general population beginning with the oldest and moving to youngest. Within this phase, the Saskatchewan Health Authority (SHA) will operate 230 clinics in 180 communities across the province, which will include a mass immunization clinic, as well as a drive thru clinic in Martensville. More options, such as through pharmacies and doctor’s offices will be announced as they become available.

As of March 31 at 8am, eligible groups expanded to include individuals 60 years of age and older. This second phase also includes a targeted vaccination campaign for adults and staff in group homes and shelters as well as those that are “clinically extremely vulnerable”.

The City of Martensville is working with the SHA to set up a vaccination clinic at the North Ridge Community Centre. According to a report at the March 16th City Council meeting, Ted Schaeffer, Director of Recreation & Community Services, noted that the SHA request includes use of the facility for 12 hours a day, seven days a week from April 1 to September/December.

BEAT Highway 11 Traffic Stop

Leads to Multiple Charges

On March 26, 2021 at approximately 22:30 hrs Corman Park Police conducted a traffic stop on a Chrysler 300 with inadequate suspension on Hwy 11 near Osler. The driver lied about his identity and was arrested for obstruction. A large amount of cash was found on the driver and a search of the vehicle was conducted where bear spray was located.

After further investigation, the real identity of the driver revealed multiple warrants and a suspended license. The driver was charged with proceeds of crime, obstruction, possession of weapon dangerous to the public, inadequate suspension and drive while suspended. The driver was released for a future court date.

RCMP and Police Services Around Province Kept Busy During March Storm

Communities across Alberta, Saskatchewan and Manitoba saw Mother Nature at work on Monday, March 29th with strong winds, blowing snow and freezing rain moving across the prairies.

Many highways were closed due to the winter conditions, and areas in western Saskatchewan were without power until Tuesday afternoon.

RCMP across the province were asking motorists to stay home as numerous accidents were taking place due to the storm.

At approximately 3pm, Rosthern RCMP notified the public that a semi-tractor trailer had jackknifed across Highway 11, north of Hague. RCMP noted that there was low visibility at the time and that all motorists should avoid driving in/towards the area. By 5:30pm, the highway had been cleared.

RCMP in southern Alberta were kept busy on Monday as well after approximately 50-70 vehicles were involved in a crash on Highway 1 near Brooks at around 8:30am. Traffic was at a complete stand-still and being re-routed for much of the day, with lanes opening up to traffic at approximately 5:30pm.

We aren’t in the clear yet, as the province has been hit with nasty winter weather well into April in the past. Fingers crossed that this was the last of it though and we can all begin putting winter behind us once again.
