COMMUNITY OVERVIEW

Welcome

to The Dalles

Nestled along the banks of the mighty Columbia River, just 84 miles east of Portland, The Dalles, Oregon, offers a multitude of opportunities to those who explore it. Considered the eastern gateway for the Columbia River Gorge National Scenic Area The Dalles is in the rain shadow of Mt. Hood. This unique geography has a significant impact on our climate. Thanks to the rain shadow effect, The Dalles enjoys 300 days of sunshine a year. Our climate has everyone casting off their rain gear and embracing all the recreational possibilities under the sun! The dry and sunny climate also nurtures our world-renowned sweet

cherry crop – making The Dalles the sweet cherry capital of the world – and grape varieties used to make award-winning wines. This makes wine tasting and farm stand visiting a must while you’re in The Dalles. Our community has a rich history. As a historic Native American trading area, The Dalles has been a center of commerce for thousands of years making it one of the oldest communities in North America. It was even considered the end of the Oregon Trail by pioneers who loaded their wagons onto rafts or barges and floated down the Columbia to the mouth of the Willamette River, then upriver to

Oregon City. Their legacies are preserved here in the form of petroglyphs, museums, murals, and in the spirit of the people who continue to care for this land and our town. To learn more visit one of our many cultural and historical attractions! Remember that The Dalles is just 75 minutes from Portland with 300 days of sun a year and fantastic recreational and cultural opportunities, The Dalles is a wonderland for cyclists, hikers, river rafters, wildflower fanatics, anglers, art lovers, history buffs and wine aficionados. We hope you’ll return to explore The Dalles area with us again and again!

HISTORY OF THE DALLES

GEOLOGY From the Eocene to Miocene period 40-12 million years ago thousands of volcanic eruptions, mudflows, and basalt floods occurred all over Oregon, including here in the Gorge. Today you can still see the layers of lava and ash along the cliffs of the Gorge. During the Pleistocene (2 million to 700,000 years ago) the Cascade Mountain Range began to grow taller than ever before causing the Columbia River to cut a deep near sea-level gorge through the landscape.

COMMUNITY OVERVIEW INTRODUCTION Located in the rain shadow of majestic Mt. Hood, The Dalles is a sunny destination offering an abundance of outdoor recreation: cycling, fishing, hiking, rafting, camping, boating, rock climbing, and much more. Positioned as the eastern gateway of the world-renowned Columbia River Gorge, the city is surrounded by forests, orchards and vineyards, miles of wheat land, high desert, and, of course, the mighty Columbia River. It is an area rich in history

and resources. Less than an hour away, Mt. Hood (11,250 feet) provides a paradise for skiers, hikers, mountain climbers, and those who just want to experience its grandeur. Mt. Adams, the Klickitat Mountains, and the Columbia River itself also provide stunning vistas. In about 45 minutes you can find yourself whitewater rafting on the Deschutes River or salmon fishing at the mouth of any of the tributaries that spill into the Columbia.

The Missoula Floods, the largest floods to ever occur, swept through the area about 16,000 to 14,000 years ago when an Ice Dam, holding back hundreds of miles of lake water in Canada began to fail. Over the course of three days, nearly 600 cubic miles of water drained from the lake created by the ice dam. For 2,500 years hundreds of floods of this caliber shaped the Gorge. INDIGENOUS COMMUNITIES Our community is built upon the legacy of historic Native American Tribes who turned the area into the center of commerce

for The Columbia River Gorge nearly 11,000 years ago. Indigenous Peoples first settled in the vicinity in 9000 B.C. The Wascos, Wakemaps, Winquatt, and Tenino tribes assembled for trade in The Dalles/Win-quatt (The Indian name in use for the area was Win-quatt), signifying a place encircled by rock cliffs.) long before pioneers came to the west. They traded with tribes that lived as far away as British Columbia, California, and Idaho. When European Settlers began colonizing the west the native populations were decimated by disease. However, the Wascos maintained peace with traders, boatman, and settlers. Despite this, Native Americans were forcibly relocated by the U.S. Military to the Warm Springs Reservation in 1855. Causing great unrest amongst Indigenous Communities as they fought for their homeland. Fort Dalles became a central military headquarters for dispatching troops to combat this unrest.

CELILO FALLS Celilo Falls was located on the Columbia River, approximately 13 miles east of The Dalles. On March 10th, 1957 Celilo Falls, which had served as a gathering place and major trading center for the Wasco, Paiute, and Warm Springs Tribes for thousands of years, were inundated as the newly completed The Dalles Lock & Dam went into operation, creating a backwater that stretched twenty-four miles and submerged tribal fishing and grazing grounds as well as culturally important places and pictographs and petroglyphs. The completion of The Dalles Lock & Dam facilitated easier river traffic and provided hydroelectric power for the region. COLUMBIA BASIN TRIBES TODAY Today The Columbia River Inter-Tribal Fish Commission continues its mission to put fish back in the rivers and protect watersheds where fish live, protect tribal treaty fishing

rights, share salmon culture, and provide fisher services. There are also still a few places where you can view some of the surviving historic and culturally significant artifacts. Columbia Hills State Park, 15 minutes from downtown The Dalles offers tours of some surviving petroglyphs and pictographs. Including the famous, and ever watchful Tsagaglalal, or “She Who Watches.” The Maryhill Museum of Art presents exhibits featuring ancient petroglyphs, intricate baskets, beadwork and a vast array of artifacts from Pacific Northwest and North American tribes. LEWIS AND CLARK The Dalles served twice as a campsite for the Lewis & Clark expedition –once in October 1805 and again in April 1806 – before developing into a key regional center for the fur trade, supporting a Hudson’s Bay Company outpost in 1829. Fur traders came through in the

1810s and 1820s. Trappers, explorers, other military expeditions and immigrants soon followed, with important centers of influence developing at Fort Vancouver and Fort Dalles. (Today visitors can still experience some of this history by visiting The Fort Dalles Museum, The Rock Fort, and Historical Murals located in The Dalles.) Explorers, botanists, artists, writers, and adventurers all came to the “grand dalles of the Columbia.” The Hudson’s Bay boatmen and the French-Canadian fur traders called the greatest rapids on the Columbia River “Le Grand Dalles de la Columbia.” These rapids became known as the “Long Narrows,” and their companion, “les petites dalles” as the “Short Narrows.” The Dalles was incorporated in 1857, making it one of the oldest incorporated cities in Oregon. The military first referred to the location as Fort Drum, then Wascopum and eventually changing the name to Fort Dalles. The first use of the name Dalles for the town

was in 1814. The town became known as City of The Dalles in 1860 and was officially adopted by city ordinance to conform with popular usage. THE OREGON TRAIL (1841 – 1866) For twenty-five years, half a million people pulled up stakes and headed for the farms and gold fields of the West. Oregon was the destination for about a third of the emigrants. This was the last of the Great Migrations. For three years The Dalles was the end of the Oregon Trail as an overland route. The Dalles became a critical stop for pioneers following the Oregon Trail. Those who wished to continue heading west of The Dalles had little choice but to make a raft of pine logs. Many lives were lost to the Columbia River rapids. Eventually an alternate route was built giving pioneers a choice between the water route of the rugged Barlow Road route around Mt. Hood. WASCO COUNTY Wasco County is named for the Wascopam Tribe of Indians

that lived on the south shore of the Columbia River, near The Dalles, Oregon. Created on January 11th, 1854 Wasco County was the largest county in the history of the United States, covering 130,000 square miles. Although eventually seventeen other counties were created out of Wasco County. Today Wasco County has been reduced to 2,408 square miles. THE HISTORIC COLUMBIA RIVER HIGHWAY The Historic Columbia River Highway is an approximately 75-mile-long (121 km) scenic highway in the U.S. state of Oregon between Troutdale and The Dalles, built through the Columbia River Gorge between 1913 and 1922. As the first planned scenic roadway in the United States, it has been recognized in numerous ways, including a listing on the National Register of Historic Places as a National H i s t o r i c Landmark,

designation as a National Historic Civil Engineering Landmark by the American Society of Civil Engineers, and considered a “destination unto itself” as an All-American Road by the U.S. Secretary of Transportation. When the United States highway system was officially established in 1926, the highway became the part of U.S. Route 30. Since then, modern Interstate 84 has been built parallel to the highway between Portland and

The Dalles, replacing it as the main travel route and resulting in the loss of some of the original sections of road. To date, 68 of the original 73 miles of highway have been restored. With the completion of the last 5 miles visitors will be able to travel from The Dalles to Troutdale in stunning fashion taking beautiful vistas, cascading waterfalls, majestic rock formations and stunning basalt tunnels along the way. THE DALLES HISTORIC COMMERCIAL DISTRICT The downtown The Dalles Commercial Historic District was listed in the National Register of Historic Places in 1986. In 1997 an update of the District was funded, and the project re-evaluated the classifications of the resources. The period of significance was also adjusted to include the resources built during the late 1930s and 1945. TODAY The Dalles remains an important center for commerce, agriculture, and recreation in The Columbia River Gorge! As well as an

important historical and cultural sight. With approximately 263,000 acres of wheat, cherry, apple, and pear orchards and vineyards, 300 days of sunshine a year, eight nearby rivers for recreation, miles of bike trails, 129 commercial cruise ship dockings, and a growing population there are boundless opportunities in this amazing community. VISIT OUR LOCAL LIBRARY The Dalles-Wasco County Public Library serves the residents of Wasco County as well as the residents of surrounding areas. The library is a member of Sage, an automated library system shared by sixty-seven libraries in a twelve-county area. Check out their Steampunk themed Teen Room, borrow a book, movie, get access to the internet and Fire Sticks, check out a visitor’s pass to Maryhill Museum of Art, a STEAM KIT, spend time in their maker’s lab, or play with their light bright wall. Don’t miss the “Salmon Fly” hatch in May and June. Chinook salmon fishing can be quite good on the Deschutes, but spring seasons are allowed only under special regulations when run forecasts are promising. Access Boat Launch: Heritage Landing State Park (camping accommodations available) Fishing from the bank: Any public access point along the river. Fly fishing in various locations along the river.

The Dalles Pool, Columbia River Fish: Salmon, Walleye, Steelhead, Sturgeon, Small Mouth Bass The Columbia River is the Pacific Northwest’s best walleye fishery, and one of the best fishing spots is The Dalles Pool, which stretches from The Dalles Dam upstream to the John Day Dam. Walleye season is year-round, but most anglers get serious about in March, with pre-spawn fishing best through April. Popular spots for Salmon and Steelhead include the mouths of cooler tributaries feeding both pools. Sturgeon fishing can be good, with limited retention fisheries in both pools. Keep your eyes open for the multiple bass tournaments that take place along the Columbia throughout the year. Access Boat Launches: The Dalles Marina, Heritage Landing State Park, Rufus Fishing from the bank: Any public land along the river (please note you must have the appropriate fishing license for the State in which you are fishing)

John Day River Fish: Smallmouth Bass, Steelhead The John Day River in northeastern Oregon is by many avid bass anglers’ estimationone of the best places to fish for smallmouth in the world. Best catches for theseusually fall and again in late winter and very early spring. The John Day flows into the Columbia River

MOVING

into the

FUTURE

The Dalles has a long hard-working history, stretching from the Native American tribes and Canadian fur trappers who traded here, to the advent of agriculture, to our modernday industry. People in The Dalles are familiar with hard work, most have spent their summers working in cherry orchards, in wheat fields, in the forest, and in the rivers. Take a short drive out to Sandoz Farm Stand which has been in operation since 1880 or take a walk through The Dalles Farmers Market and you’ll see the proof of the town’s roots and hard work everywhere. The tourism industry in this town is on the rise to the benefit of locals and visitors alike. The Dalles has grown a lot over the past ten years and it is expected to keep growing. Within the next five years, it is projected to have a bigger economy than many of our neighboring towns. In the present progress is being made by visionaries and volunteers who work hard every

34

day to improve our town. New murals and public art installations have gone up thanks to efforts made by Travel Oregon, The Dalles Area Chamber of Commerce, The Dalles Mural Society, and Oregon Cultural Trust. A new dock designed to accommodate cruise ships, and an Explore The Dalles Blue Bus which travels the Gorge and allows people to hop on and off for FREE has invited people from all over the world to explore The Dalles. Car-free travel is on the rise in The Dalles and that is something we should all continue to encourage. It helps to minimize the negative impact on traffic and on locals while still allowing us to share our town and land with those who want to see it. The Dalles is changing, but its identity is still intact. We are still people from a long hardworking history, full of abundance, with a love of the land, and hope for the future. Sunsational The Dalles is what authenticity is made of.

AM. The program features a different speaker each month, highlighting a relevant business topic, current community projects, or other topics of interest. This event is open to the public with a discounted rate for Chamber Members. Coffee Connections This morning networking event is held the 4th Tuesday of each month from 7:30-8:30 AM. Between 20 and 40 members gather at a different location each month to promote their business, share information and opportunities, and gather leads and referrals from fellow Chamber members. Any member of The Dalles Chamber may host a Coffee Connections event. Wired With The Chamber Every Wednesday The Dalles-Area Chamber of Commerce sets up shop at various local chamber members businesses between 7 AM and 9 AM with the purpose of connecting the public to the Chamber. Everyone is invited to come, ask questions, chat, check in on their

membership account and benefits, brainstorm, give and receive business advice, and be heard. Annual Distinguished Citizens Awards Banquet Each year the Chamber holds an annual program that combines yearend reporting, installation of new officers and Board members, and naming the recipients of Chamber awards. This is the Chamber’s signature event where you can mingle with fellow Chamber and community members and celebrate outstanding local superstars. ADVERTISING OPPORTUNITIES Membership Directory The Dalles Area Chamber of Commerce Community Profile and Business Directory is published annually listing member businesses and offering the opportunity to purchase advertising. The directory is distributed at the Chamber office and included in all relocation packets. It is sent to all members and distributed

by lodging facilities to their visitors and guests. The directory is the first resource of many Chamber members when searching for products or services. It is the “go to” resource of Chamber Staff when disseminating information and providing referrals. Chamber Website All members (business name and contact information) are listed on the Chamber website free of charge. Members may add up to six keywords to their membership allowing web visitors to find businesses through keyword searches. Members may purchase banner advertising and expanded listings to their web listing. Newsletter Our newsletter, Member Focus, is sent monthly to more than 500 members and 2,500 email locations throughout the year. Members may submit news items and, on occasion, articles of interest for inclusion when space is available. New members are invited to submit a New Member Profile to introduce them-

selves to the Chamber community. Community Connector Members may send information that is time sensitive to the Chamber to be included in the weekly E-News. This weekly update is sent by email each Monday. News, activities and promotions for the upcoming week will be included. Newsletter Insert Members may deliver 50 copies of an 8 1/2 x 11 flier to the Chamber to be inserted in the paper newsletter. A digital version of the flyer will go into the digital newsletter. It’s a great way to get your message out for a small fee. New members receive a complimentary one-page insert. Please call ahead as we take a limited number each month. Lobby TV Spot Members can be featured in a slideshow that plays in The Dalles Area Chamber of Commerce Visitor Lobby 24/7. This gives your business exposure to whoever may be visiting the Chamber for information or services.

Chamber 101 Periodically during the year, the Chamber will bring members together to learn about the benefits of membership, business leads and needs, and specific Chamber programs and benefits to meet challenges. VALUE-ADDED BENEFITS Brochure Display Chamber members may display their brochures in the Chamber office for distribution to the public. Please call for specifics. Vacation Planner The Chamber produces a visitor brochure (Explore The Dalles) listing lodging, dining, wineries, events, attractions, outdoor recreation, arts & entertainment, and other areas of interest to visitors to The Dalles. Copies are distributed at state welcome centers, visitor centers and Chambers of Commerce statewide, as well as at local lodging facilities. The brochure is also sent in response to inquiries received through Travel Oregon, Columbia River Gorge Visitor’s Association and the regional destination marketing group. Business Advocacy One of the most important functions the Chamber provides is a unified business voice when there are potential opportunities for positive change, as well as chal-

lenges, issues, and regulations that negatively impact members’ ability to do business in The Dalles. We are the voice for business in our community. Business Seminars As a need is identified, business seminars may be offered. In many cases, seminars will be co-hosted by the college, the employment office, the small business development office, the local economic development agency or other applicable organizations. Free Media Benefits New members to The Dalles Area Chamber of Commerce receive a special introductory package of advertising materials The Dalles Area Chamber and Oregon Business Magazine. Bulk Mailing Chamber members may use the Chamber’s bulk mailing permit for direct mail projects. You must comply with all postal regulations, have a minimum of 200 pieces and reimburse the Chamber for the postage. Mailing Labels For a small fee, members may purchase a set of mailing labels containing mailing information of Chamber members’ primary and secondary contacts – approximately 500 names. Merchant Alert At your request, we will fax copies of “Merchant Alert” notices and governmental updates. These notices warn of possible fraud, such as stolen or forged checks and counterfeit bills that may be occurring locally. Resources The Chamber is a valuable resource for an array of information, such as local, state and federal government contacts, maps, visitor information, lists of clubs and organizations and community demographics. Referrals Each year the Chamber receives numerous inquiries for business referrals. The Chamber refers these potential customers only to our members unless we do not have a member who provides the requested product or service. Get Our App MyChamberApp is a mobile business directory application listing Chamber member business. Members have a standard listing (Business Name, Business Category, Contact Information) complete with GPS-enabled driving directions and one-touch dialing. The Chamber also posts events and “hot deals” on the app to help drive customers to our members.

CHAMBER STAFF

Chamber STAFF Our goal is to help businesses succeed. We do this by focusing on our key objectives: strengthening the local economy; providing networking and marketing opportunities; representing business interests to the government; taking political action; and promoting the community. Everything we do reinforces at least one of these five strategies -- from community marketing to the monthly Coffee Connections networking event to providing testimony on local issues to our active referral system. We are always working to fulfill the Chamber mission-- “To provide value to our members through advocacy and leadership, promoting a positive environment for business, community, and education.” Together with our partners and our members, we are working toward a vibrant community where people come to live, work, play and do business because The Dalles really is a “sensational” place to live!
