ummer in Australia: cricket on the radio, sand between your toes and often the busiest time of the year for our emergency services, including Marine Rescue NSW. As another year draws to an end and we reach the peak holiday boating season, I am confident MRNSW is better prepared than ever for the challenges that lie ahead of us over the coming hot and humid months.

Units have taken advantage of the quieter winter months on the water to ensure their readiness for the summer ahead. Members have diligently honed their skills, particularly through our continuing regional Search and Rescue Exercise program.

Essential maintenance and repairs have been carried out on boats and equipment, operating procedures refreshed and rosters finalised to ensure our members are keeping watch for signs of trouble.

We have commissioned the newest vessel in the fleet, Cottage Point 30, which will play an important role on Sydney’s busy northern waterways (see page 29), a new boat has just been delivered to the Point Danger unit and others are due in the near future.

The new MarineRescue mobile App will make it easier for more boaters to be safer on the water by Logging On quickly and simply with

MRNSW, helping ease the morning and afternoon peak hour workload for our Radio Operators. Thank you to all our members for your vigilance and willingness to commit to extra duty hours over summer and the entire boating season.

MRNSW has continued to work closely with our colleagues in the Marine Area Command, NSW Roads and Maritime Services, the Australian Maritime Safety Authority, Office of Emergency Management and other State and Commonwealth departments and our fellow emergency and rescue

The September Unit Commanders and Deputy Unit Commanders Conference was one of the highlights of the year. There was a great spirit about the event, with our unit leaders taking a positive and constructive approach to our discussions.

I would like to thank Emergency Services Minister David Elliott, the Commander of the NSW Police Marine Area Command, Detective Superintendent Mark Hutchings and Reel Action TV producer and host Michael Guest for giving their time to address the event and their continuing, much-valued support of our organisation.

Conference sessions covered a lot of territory and delegates were particularly keen to inspect the range of marketing materials for the new Great Outdoor Getaway Art Union, the trial uniforms, our Raymarine navigation simulators and new awards.

I would like to thank everyone present for their willingness to engage and giving up time with their families and units to attend on a weekend. Thanks also to

services throughout 2015. I would like to acknowledge their personnel for their assistance and cooperation, along with the Emergency Services and Maritime Ministers and their staff.

I will now be working even more closely with our rescue colleagues in my new role as the Chair of the State Rescue Board.

The MRNSW Board has continued to provide strong strategic leadership over the past year. I thank the members for their support and look forward to working with the newly-elected Directors. Our staff’s commitment to improving our services for our volunteers and the boating community is without peer.

I thank them for always striving to achieve more.

Most importantly, thank you to each of our volunteers for another year dedicated to saving lives on the water. MRNSW could not exist, nor achieve its great successes, without the hard work and willingness of our members to extend a helping hand and tow line to those in need.

My best wishes for a safe and happy festive season to you all.

ON THE RADAR Things to look out for

Three new Directors elected to Board ‘We’ve been fortunate to get people of extraordinary quality to stand.’

T

hree new Directors have joined the MRNSW Board as a result of the 2015 elections, announced at the Annual General Meeting on November 28.

Marine Rescue Botany Port Hacking member and former Unit Commander Mark McKenzie was elected unopposed as a General Director.

MR Lake Macquarie Deputy Unit Commander Roger Evans also was elected unopposed as the Hunter/ Central Coast Regional Director.

MR Batemans Bay Training Officer Glenn Felkin was voted in as Monaro Regional Director, filling the casual vacancy created by the resignation earlier this year of former Director Howard Staples.

Regional Director John Lynch were returned unopposed.

Jim Glissan, who was re-elected as Board Chair, welcomed the new and re-elected Directors and thanked the retiring members, General Director Tony Drover, Hunter/Central Coast Director Tony Long and Mr Staples, for their service and commitment to the organisation and its volunteers.

“Congratulations to our three incoming Directors. It’s an interesting and complicated job,” he said. “It’s very difficult to get people to stand for the office of Director but we’ve been incredibly fortunate to get people of extraordinary quality to stand. Our outgoing members are all going to be sorely missed because they have made a significantly powerful contribution.”

n extraordinarily good year for Marine Rescue NSW has been capped with an appointment that brings great credit to our organisation as a whole and our Commissioner individually.

Commissioner Stacey Tannos has been appointed the Chair of the State Rescue Board, which oversees the provision of effective land and marine rescue services in our State.

This appointment, by NSW Deputy Premier and Police Minister Troy Grant and Emergency Services Minister David Elliott, marks the first time a representative of a non-government agency has held the Chair’s role on the SRB, which comprises senior leaders of the NSW Police Force, including the State Emergency Operations Controller, Fire & Rescue NSW, Ambulance Service of NSW, MRNSW, the State Emergency Service, Volunteer Rescue Association and Rural Fire Service, whose Commissioner, Shane Fitzsimmons, has stood down after an impressive seven years as Chair.

I am extremely proud that in just six years, we have gone from a fledgling organisation to Chair of the SRB, reflecting all our achievements over this short timeframe and Commissioner Tannos’ leadership and lengthy experience in Government and the emergency services.

Make no mistake, this is an impressive milestone for an organisation that was established in 2009 and now is recognised as an equal in the emergency services cohort.

The SRB appointment reflects the professional reputation of MRNSW within the government, the emergency services and the community.

In his first official function with MRNSW, Minister Elliott officially opened our Unit Commanders and Deputy Unit Commanders

Conference in September, speaking warmly about his own regard for our volunteers, the services they provide and the sacrifices they and their families make to serve our boating community. It was especially pleasing to hear the Minister pledge his support to this organisation and particularly for our forthcoming bids for additional Government funding to complete our vessel modernisation program, upgrade our communications network and ensure our members have safe and conducive working environments.

Our annual audit has again shown MRNSW’s financial management to be responsible and rigorous. The details are outlined in the 2014-15 Annual Report, which also provides an overview of our operations and activities for the year.

It can be viewed on our website, mrnsw.com.au Auditor Neville Sinclair addressed our Annual General Meeting, at which the results of the annual Board elections were announced.

Welcome to our new Board members, General Director Mark McKenzie, Hunter/Central Coast Regional Director Roger Evans and Monaro Regional Director Glenn Felkin and to the returning Northern Rivers Regional Director Bernie Gabriel and Mid North Coast Regional Director John Lynch, both of whom were re-elected unopposed.

I want to pay tribute to the retiring Directors. Former Monaro Director Howard Staples brought a sharp business mind and great experience, Hunter/Central Coast Director Tony Long provided insight from his employment as a senior member of the NSW Police and General Director Tony Drover made a particularly valuable contribution in the area of training and education. Our organisation is the stronger for their input and strategic leadership.

I appreciate the willingness of

all our Directors to take on the challenges of leadership. I also thank my fellow Directors for their confidence in again electing me as Chair of the Board. This is a responsibility I treat with the utmost seriousness and respect.

As I flagged at the September conference, I believe we now need to consider amendments to the MRNSW Constitution to place some requirements for qualifications and skill sets on our Directors to ensure that the leadership of our organisation remains robust and secure into the future. This will be a matter for consideration in 2016.

As we are now in the busiest period of the year for our members, I wish you all a safe summer on the water. The workload for our volunteers escalates in parallel with the increasing number of boaters on our waterways, including many visitors unfamiliar with their surrounds, local risks, weather and conditions.

Our impressive fleet of new and refurbished vessels, costing more than $14 million, and our people’s skill, knowledge and experience will stand us in good stead.

At year’s end, I thank each of our volunteers for their belief in MRNSW and dedication to assisting and protecting our boating community throughout 2015.

Thanks also must go to the Commissioner and staff, along with our colleagues in the emergency and rescue services, Ministers and their staff, Government agencies with which we work, our suppliers and Soundings advertisers.

Those in the community who support our work, our volunteers and particularly our fundraising activities also deserve our thanks.

On behalf of the Board, I wish you all a safe and merry Christmas and a fulfilling and successful 2016.

ON THE RADAR Things to look out for

Commissioner to head State Rescue Board Government appointment another milestone for young organisation.

T

he State Government has appointed Marine Rescue NSW Commissioner Stacey Tannos as the new Chair of the NSW State Rescue Board.

Deputy Premier Troy Grant and Emergency Services Minister David Elliott appointed the Commissioner to the post after former Chair, NSW Rural Fire Service Commissioner Shane Fitzsimmons, stood down.

The eight-member State Rescue Board, which comprises the leaders or senior officers of the State’s rescue agencies, is responsible for ensuring the maintenance of efficient and effective delivery of NSW rescue services, on both land and water.

This is the first time the head of a non-government agency has been appointed to the Chair’s position.

Mr Elliott said NSW could take great pride in its world-class emergency services.

“Your appointment provides you with an opportunity to not only build on the strengths of the Board’s operations, but also to examine the current rescue environment to ensure our rescue arrangements remain sufficiently robust to meet existing and future challenges,” he said.

MRNSW Chair Jim Glissan told the Annual General Meeting this was another milestone for a fledgling organisation formed six years ago.

“The Commissioner has been given a powerful task,” he said.

Commissioner Tannos paid tribute to Commissioner Fitzsimmons for his strong and cohesive leadership of the Board since 2008.

“I look forward to the challenges ahead and working with the SRB

members in examining the best means of providing rescue services that meet the needs of the NSW community now and in the future.”

He said the part-time SRB role would not impact on his day-to-day role at the head of MRNSW.

Our App a winner for safety and design Two units recognised for school and boating community education.

M

arine Rescue NSW has again been recognised for its work to save lives on the water, named as the winner of a prestigious State safety award.

The innovative MarineRescue mobile App earned the award for the Most Significant Contribution to Water Safety with a Focus on Inclusive Practices at the 2015 NSW Water Safety Awards, announced on September 19.

Boaters can use the App to Log On quickly and easily with MRNSW and head out knowing someone responsible is watching over them while they’re on the water and will start to search for them if they don’t return when expected.

The App also was named as a Silver winner in the Aus App Design Awards in October.

The Jervis Bay unit was acknowledged for its boating and water safety education for local school children growing up around some of the State’s most picturesque waterways.

The Botany Port Hacking unit was commended for its boating safety education program.

Volunteers regularly head out with the unit’s education trailer, starting in the early morning darkness, to busy boat ramps and other hightraffic locations to speak to boaters

about the need for safety on the water.

Commissioner Stacey Tannos congratulated all the MRNSW personnel who shared the honours for their hard work and commitment to the safety of the NSW boating community.

he NSW Government has awarded MRNSW Property Officer and Broken Bay member David Lyall the 2015 NSW Maritime Medal for his outstanding and sustained contributions to the boating community in NSW. Maritime Minister Duncan Gay presented the 2015 Medals at a ceremony on board the historic tall ship James Craig on Sydney Harbour on October 2.

Sydney Heritage Fleet Commodore Captain Tim Swales and Personal Water Craft safety advocate Peter Hunter also were awarded.

“I congratulate all of this year’s nominees, who were all of a high standard and showed extraordinary commitment to the boating

community,” Mr Gay said.

“The 2015 finalists were nominated by their peers, selected by highly regarded members of the boating community and are all welldeserved.”

Commissioner Stacey Tannos congratulated Mr Lyall, thanking him for the time and effort he contributed to assisting our units and Headquarters in relation to property leases and licences and in negotiations with councils and other authorities on building and development projects.

“The presentation of the Maritime Medal is fitting recognition of David’s contribution to MRNSW and the boating community over many years,” he said.

also said he was proud of his constituent Mr Lyall, who has been President and Commodore of Avalon Sailing Club, organising events and conducting training for people of all ages, including people with disabilities.

“David has also played leading roles and been a long-time advocate for safe, responsible and enjoyable boating through his volunteer work for Marine Rescue NSW and the Boat Owners Association,” Mr Stokes said.

National award for crew’s bravery and skill Volunteers went ‘above and beyond their duties’ to rescue yachties.

olunteers from Marine Rescue Port Stephens have been awarded the 2015 Australian Search and Rescue Award for their bravery and seamanship during a rescue operation to save two people from a yacht in cyclonic weather conditions.

Each year, the National Search and Rescue (NATSAR) Council recognises an outstanding contribution to Australia’s search and rescue capabilities or to the saving of a human life.

On April 21, MR Port Stephens Skipper Michael Smith and his crew - Rob Johnson, Richard Pizzuto, Barney Pinney, Laurie Nolan, Barbara Cole, Peter Merlino and Paul Sullivan - responded to a MAYDAY call from a yacht.

“The crew were tasked to Fame Cove, battling extreme weather conditions, with cyclone-force winds in excess of 78 knots and three to four metre swells to reach the stricken yacht,” Mr Kinley said.

“The two people on board reported the yacht was dragging its mooring towards nearby rocks and was beginning to break up and they were preparing to abandon the vessel.”

On arrival at Fame Cove, the crew launched its inflatable Y-boat with two crew members on board, completing the rescue just before the yacht was lost.

seamanship of the crew, the two people on the yacht would have been forced to abandon the vessel in dangerous weather conditions.

“The volunteers might say ‘they were just doing their job’ but they went above and beyond their duties

to rescue the pair and it’s possible they saved their lives,” he said.

The awards are decided by the NATSAR Council, comprising members from AMSA, the Australian Defence Force and State, Territory and Federal Police (see Page 25).

ecember 11 marked three years since David Quinlivan joined Marine Rescue Forster-Tuncurry.

It was an anniversary the Radio Operator and Crew member might never have seen. In September, David survived an attack by a 2m white pointer while paddling on his surf ski off Black Head Beach, north of Forster. He spoke to Soundings just days before he was due for release from hospital, where he had spent all but 10 days of the 13 weeks since the attack.

■ I was a firefighter in Fire and Rescue (NSW) and when I retired I wanted something to reinvigorate the brain so I joined up at Forster. I love it. There’s nothing like navigation and the radio room to give your brain a little bit of a start.

■ I’m lucky to be alive and have my leg but I was in an unlucky situation. It was the middle of the day in completely clear water, the sun was out, I was on an 18 foot craft; you’d think you’d be ok. I’m very safety conscious. I look for

danger, not just sharks, but rips, waves, anything on the water.

■ I didn’t see him coming. I misread a warning sign. I’d been on the water for an hour and a half, and a lot of dolphins came in. Next thing they all took off and I thought I’d spooked them, so I veered off to leave them alone, but the shark was obviously there.

■ I went up on to the beach and then headed back out to warm down. I was about 150m out, on my last run, when he attacked.

He’d been casing me the whole time. He just came out of the gloom and dived across the ski.

■ I thought “woah, that’s a white pointer. That’s not good, he’s got my leg in his mouth”. He was shaking me and then he readjusted and got me right in the corner of his mouth, so I could see his teeth clamp down. I said “don’t start doing that”. I could see his big black eye and he stopped and looked at me like he was sizing me up, thinking “something’s wrong here” because my leg was still attached.

He stopped and looked at me three times when I spoke to him.

■ He was on the ski and chomping on my leg for about 10 seconds before we capsized and I went in. It did feel like a long time but in hindsight, I’d rather have been up in the air where I could see what was going on. He was frustrated he didn’t have me in the water, in his habitat. He shook the hell out of me to try to get me in the water.

■ We went under the water with the shark still attached to me. I could see a flash of silver and grey, then a whole heap of bubbles.

He let me go and I surfaced. The ski was upside down and the paddles were 10m away so I couldn’t get to them. I had to get back in the water to turn the ski over and get back on.

I paddled it back in like a surfboard.

■ I could see the blood pumping out of my leg and thought “oh well, I’ll probably be lucky to make it to shore” but I had to give it a go. I could see people on the beach so I knew the emergency

services had been called. I was very pleased to see them.

■ I want to get back into the gym and a normal routine and build my strength up. I’m looking forward to getting back into the salt but when I get back to the beach it could be a different matter.

■ The shark stripped me to the bone around my ankle and took my achilles and the other tendons in my lower leg and ankle. I had bite marks around my toes, a lot of cracks in bones and fractures in my main bone. I had flap-overs, too, where they took muscle and flesh from the other leg and wrapped it around the big hole. There will be a fair bit of rehabilitation. I’ll be on crutches for quite some time.

■ Everybody’s got survival in them. If something traumatic happens it just clicks in. I’ll head back (to the unit). I’ll go to the Radio Room first before I can become active on the boats again, if ever. I need to negotiate the stairs to the tower but at least stairs don’t move.

Charting online course to increased safety Navigational knowledge of waterways crucial for boaters: Commissioner.

hether you’re heading to the Mediterranean or just up the coast, holidaying boaters visiting unfamiliar waters this summer should head to the MRNSW website before leaving home.

Navionics charts for Australian and international waters are now located on the MRNSW website so boaters can acquaint themselves with an area’s marine features, hazards, landmarks and channels.

Visitors to the MRNSW mobile education classrooms also will be able to view the latest Navionics Platinum electronic charts for NSW coastal and selected inland waters, offering satellite overlay, 3D views and panoramic pictures, along with tides and currents and SonarChart, an HD map layer that reveals higher density contour details.

Commissioner Stacey Tannos said navigational knowledge was crucial to boating safety.

“You need to know where it’s safe to travel and areas you must specifically avoid,” he said. “Our new online charts are a particular bonus for boaters who are heading off on holidays and can familiarise themselves with a new waterway.”

The Commissioner welcomed Navionics’ commitment to boating safety and volunteer capability.

“Navionics charts are installed on all MRNSW vessels and in our navigation training simulators, which were developed in conjunction with Raymarine for our volunteer training.

Maintenance check will keep you afloat.

A

comprehensive vessel safety and maintenance check should be at the top of every boater’s To Do list as part of their preparations for summer on the water.

MRNSW crews responded to more than 350 emergencies and other incidents in October and November.

On average, more than 70 per cent of the rescues carried out by MRNSW stem from mechanical, electrical and fuel problems.

While many of these are relatively minor, they can still ruin what would otherwise have been an enjoyable day out.

A safety check is particularly important if your boat has been off the water over winter and spring.

Remember to check your battery, fuel and marine radio - and don’t

forget to inspect your trailer. A flat tyre on the way to the boat ramp is a particularly dispiriting start.

The Boating Industry Association’s 50 Point Safety Check can help prevent you becoming a rescue statistic. With the cooperation of the Marine Industry Mechanical Repairers Association, the checks are conducted by 30 authorised marine dealers and mechanical workshops, from Urunga in the north to Gerringong on the south coast.

enturies’ worth of collective marine rescue experience, knowledge and service was amassed in Sydney for the 2015 Unit Commanders and Deputy Unit Commanders Conference.

More than 100 of the organisation’s senior leaders, including UCs and DUCs, the Board of Directors and staff, attended the biennial conference at the Novotel Sydney Central at Haymarket on September 26 and 27.

Chair Jim Glissan said the conference delegates had been enthusiastic and eager to learn more about the organisation’s direction, challenges and planned initiatives.

Commissioner Stacey Tannos said the event had been both enjoyable and informative.

New marketing materials for the Great Outdoor Getaway Art Union were on show, along with the trial uniforms, new Rescue Water Craft Personal Protective Equipment, navigation training kits and a suite of enhanced internal awards.

Mr Elliott said the April 21 East Coast Low storms had been his “baptism of water” 10 days after being appointed.

He presented official NSW Government Certificates of Appreciation to the Unit Commanders of Marine Rescue Port Stephens, Lake Macquarie, Newcastle, Central Coast, Hawkesbury, Terrey Hills, Cottage Point, Middle Harbour, Port Jackson and Botany Port Hacking for their units’ response to the severe storm event.

“I saw how well the organisations and the combat agencies integrate.

I was delighted to see how so many people were making themselves available to volunteer at short notice,” he said.

Mr Elliott thanked our members for their hard work, along with their families.

He pledged to support MRNSW bids for additional Government funding support.

“I know you need more money. I am your advocate in Treasury. I don’t win every battle but let me tell you we will confront every fight and if there’s an opportunity for you to get more funding ... let me give you an ironclad guarantee that I will do it.

“The Government is very grateful for the support you provide the people of NSW. The weather is not always your friend. Every night when I go to bed, particularly when it’s a stormy season, I’m conscious that someone from your organisation is most likely out there risking their life.”

“The work that we do in our organisation makes me extremely proud,” he said. “Two years ago I stood here and said that we’d done so much in the first three years that probably over the next two years we’d be trying to consolidate. I was wrong. There’s no other way but at 100 miles an hour and we do that exceptionally well.”

The Commissioner congratulated the recipients of a number of bravery, safety and service awards for their valued recognition, before outlining achievements over the past two years, including the development of the Seahawk system, MarineRescue mobile App, Radio Club management system and MRNSW e-shop, ongoing fleet modernisation program and the communications audit.

Deputy Commissioner Dean Storey gave an update on the organisation’s operational activities and new priorities.

“Our focus is increasingly moving to what we need to do with radio communications,” he said. “We recognise that at certain times of the day, week and year some units struggle to man their bases on the days they intend to or 24 hours for SARCCs (Search and Rescue Coordination Centres). It’s important we have a robust redundancy (backup) network that ensures we provide 100 per cent coverage border to border year-round.”

He said this was being achieved through the use of Radio over Internet Protocol technology and the planned creation of four regional communications hubs, of which two would be able to provide state-level back-up coverage if required.

Michael Guest regaled the crowd with his tales of fishing adventures in fascinating and extreme locations and the challenges of managing his “allergies” to snakes, sharks and crocodiles while capturing spectacular vision for his TV series.

Round-the-world sailor and 2013 Conference Dinner guest speaker Alex Whitworth again joined us. He drew the winners in a lucky draw, which saw 22 members leave with welcome prizes, including a Suzuki 4 stroke 5hp Outboard, a night for two at the Novotel Sydney Central, six Raymarine Dragonfly Sonar GPS with downvision, six Garmin handheld GPS units, waterproof

Ballina welcomes funding for new tower After a decade’s campaign, unsafe facility soon to be replaced.

I

t has been a long wait but MR Ballina will finally get its new search and rescue observation tower, with funding for the project finally secured.

MRNSW Commissioner Stacey Tannos ordered the existing tower to be shut down in September due to workplace health and safety concerns for members.

He said volunteers were at risk in the leaning building, with two members recently injuring themselves while in the tower.

“It is untenable to require our volunteers to continue operating in this environment until the new building is completed,” he said.

He said work needed to start as soon as possible.

The unit’s radio operations have since been transferred to its nearby training building but this does not

have direct views of the dangerous Richmond River bar, rather a bar camera.

Plans for the new tower have been approved by Ballina Shire Council but construction had been held up by insufficient funding, with volunteers campaigning for assistance at all levels of government for more than a decade.

Funding for the project and associated works has now been secured from council, the State and Federal governments and MRNSW, with a $200,000 grant also approved by Ballina MP Tamara Smith.

Council has called for tenders and work is expected to start next year.

The state-of-the-art facility will be built further east of the existing tower, giving a better view of the river entrance and beaches.

Unit Commander John Donoghue said it was a “huge relief” for volunteers and he hoped a new tower would attract new members.

He thanked the community, council, local MPs and MRNSW Headquarters for their support over the years.

“The support we’ve had from the community has been unbelievable,” he said. “Our volunteers already do an amazing job, but we’ll be able to do so much more with a new tower.

“This is going to make a big difference for us, for boaties and for the general community.”

ne hundred guests, including past and present members, gathered to celebrate the 50th anniversary of MR Point Danger on October 24.

Guests at a luncheon at the unit’s Duranbah training centre included Tweed MP Geoff Provest, Gold Coast City Councillor Chris Robbins, Twin Towns Services Club Director John Connolly, Tweed Heads Bowls Club Chairman John Rayward, MRNSW Director and Foundation unit member Bernie Gabriel, Director John Lynch, Deputy Commissioner Dean Storey and members of other Northern Rivers region units.

The Northern Rivers and Gold Coast Land, Sea and Air Rescue organisation was formed in February 1965. Communication between local fishing boats and the rescue vessel was via radio station 2ML, which would contact aircraft owner

Cliff Latham, who would fly over the vessels with messages wrapped in bolts for weight and drop them on to the decks of both the stranded and rescue vessels to inform them of the procedures to be taken. In 1967, two-way radio was introduced between local police stations and the rescue vessel Jaycee 1.

The unit originally operated at Duranbah, before in 1986, the impact of high rise development on its communications systems led to a move to the clifftop Captain Cook Memorial Lighthouse, giving a better view of the hazardous Tweed River bar and stronger radio reception.

Straddling the State border, MR Point Danger was originally a Queensland service before joining MRNSW in 2010.

We look forward to continuing with our volunteering duties into the future so the next generation will inherit an excellent and professional marine rescue unit,” she said.

Shark attacks prompt surf safety watch Unit well placed to raise danger alarm for Evans Head beaches.

A

fter the recent spate of shark attacks on the Northern NSW coastline, including at the Evans Head main beach, a new shark alarm warning system has been installed in the popular tourist town.

The Richmond Valley Council system features alarms mounted on the Surf Life Saving Club and nearby MR Evans Head radio tower, which overlooks both the main surfing and swimming beaches.

While providing a safety net for the boating community remains our first priority, we are ideally located to support this initiative, which means the public on Evans Head beaches will be alerted to shark sightings with the touch of a button - a welcome move for maintaining our coastal way of life.

The shark attacks had seen

public tensions running high in the lead up to the annual Evans Head Malibu Classic in October. A family member of a participant informally approached the unit about playing a role in the event’s water safety.

As a result, Evans 30 took to the water to provide a safety watch during two mornings of the competition and was greeted with cheery waves and gratitude.

On November 2, Unit Commander Karin Brown and Deputy Unit Commander Kira Hartland, supported by Regional Training Manager North Rodney Page, presented a disaster scenario exercise to the Local Emergency Management Committee.

on board, resulting in a fire, multiple deaths and injuries and a diesel spill in the Evans Boat Harbour. The exercise highlighted the difficulty of accessing people in the water, a finding which will be fed into the design of a new medical access pontoon for the harbour.

The unit’s presentation involved an audio-visual display, desktop

model of the harbour and timeline application. Fire & Rescue NSW, NSW Ambulance, Richmond Valley Council, Red Cross, Rural Fire Service and Volunteer Rescue Association personnel took part.

Crews hit targets in twin search exercises Eight units get set for busy boating season on northern waterways.

M

embers of eight northern units have spent their weekends honing their search and rescue skills in preparation for the peak boating season.

Mid North Coast Regional Controller John Murray organised two separate mini-Search and Rescue Exercises, based at the Coffs Harbour and Camden Haven units.

Volunteers spent hours practising open water searches for deployed targets and onshore coordination roles.

Mid North Coast boat crews from the Coffs Harbour, Woolgoolga and Trial Bay units and Wooli in the Northern Rivers Region knew they were in for a bumpy time on the water on October 31 with a forecast of 15-20 knot winds from the north, seas to 2m and a 1.5m swell from the south east.

After an early start, Wooli 30, Trial Bay 30 and Woolgoolga 30 arrived at Coffs Harbour to join Coffs 30 for an 8am briefing by RC Murray at the NSW Police Marine Area Command compound.

The EOC team members worked in various roles, gaining valuable insights into the organisation required.

A debriefing over a sausage sizzle at the Coffs Harbour base rounded off a worthwhile exercise for crew and EOC members.

Members of MR Camden Haven, Port Macquarie, Crowdy Harrington and Forster-Tuncurry assembled at the Camden Haven unit for the second exercise, on November 14.

The scenario was that an EPIRB had been activated in the vicinity of Tacking Point Lighthouse in the early hours of the morning and was drifting south west towards Point Perpendicular. MAC deployed rescue vessels from MR Camden Haven, Port Macquarie, Forster-Tuncurry and Crowdy Harrington to search for the vessel.

crew arrived at 8.15am, they were briefed by the radio operator and Camden Haven 30 proceeded down river and headed north to a designated position where a target had been dropped. The crew then rendezvoused with the other units’ vessels where they were briefed on the situation. The search pattern consisted of four legs with all vessels travelling abreast at a set distance and speed co-ordinated from command vessel CH 30.

After the third leg, all vessels were ordered to stand down and return to base. On the return journey, Port Macquarie 30 sighted and retrieved the target, a blue and white esky containing a note saying “EPIRB dropped and activated, swimming to the beach”.

On arrival at Camden Haven all personnel were treated to lunch prepared by Gary Chapman, Isabel Malcolm and Robyn Clancy before a debrief by RC Murray and MAC. These ongoing exercises and training are essential to ensure all personnel involved in search and rescue maintain their skill levels and understand their roles and responsibilities.

• The Camden Haven unit has been very active in selling Great Outdoor Getaway Art Union tickets at various locations in our local area and beyond. We have set up at markets in Laurieton and at the Wauchope and Timbertown IGA stores. The response from the public has been overwhelming.

Mid North Coast couple awarded for service Training, radio operations and fundraising a focus over three decades.

A

husband and wife team from the Mid North Coast have been awarded National Medals recognising their combined three decades of service to volunteer marine rescue.

Tony Jones joined the then Royal Volunteer Coastal Patrol in Coffs Harbour in 1998, followed by Linda the following year.

Minister for Vocational Education and Skills and Member for Cowper, Luke Hartsuyker, presented the couple with their medals in October.

“A huge thank you to every Marine Rescue team for your tireless work,” he said.

The National Medal is awarded to acknowledge long and diligent service by members of recognised government and voluntary organisations who risk their lives or safety to protect or assist the community in law enforcement, emergencies or natural disasters.

Both Tony and Linda were heavily

involved with the building of the unit’s Beacon Hill radio base.

Tony is involved with a local amateur radio club and his expertise saw him head a team of local volunteers to design and assemble the new base’s radio installation.

He is now a member of MR Woolgoolga, while Linda remains at MR Coffs Harbour, where she oversees Marine Radio Operator Certificate of Proficiency training.

Tony has used his experience to assist volunteers at both the Coffs Harbour and Woolgoolga radio bases and was instrumental in setting up a 24-hour service at Coffs Harbour.

Linda has been involved with fundraising for the construction of the radio base and rescue vessel Coffs 30.

She also filled the role of Regional Co-ordinator with the RVCP and subsequently MRNSW and was named the Coffs Harbour Citizen of the Year for her work with the RVCP.

Both Tony and Linda have served terms as Commander of RVCP Coffs Harbour and have also been heavily involved with training new volunteers within both units.

• MR Woolgoolga has thanked the Woolgoolga Lions Club for a $500 donation to assist the unit to celebrate its 50th anniversary.

The unit marked the milestone at its popular community markets

on December 2. The Lions Club’s newest member, Luke Graham, presented the donation to MR Woolgoolga Unit Commander Keith Minhinnett and members Beth Holroyd, Mitch Harvey, Greg McIntosh and Craig Dunbar.

The unit looked forward to catching up with past members at the anniversary celebrations.

Border Force hitches ride at Coffs Harbour Members keep watch over fishing competitions and look out for sharks.

C

offs 30 has handled a number of interesting operations in recent weeks - especially given that all the assistance provided by the vessel’s crews takes place offshore.

The boat crews have gone to the aid of a jet ski, numerous runabouts, several trap fishing boats, a 16m Sunseeker and a 19m houseboat!

What a two-storey houseboat was doing 11nm east of Coffs Harbour was a point of much conjecture.

After a tedious search for the vessel, the crew was just thankful the wind was kind for the 2.5 hour tow back into the harbour.

In addition, Coffs 30 crews have also performed shark patrols, taken part in a mini-Search and Rescue Exercise (see page 21) and ferried Australian Border Force officers to a

superyacht when adverse weather in the harbour prevented a tender from being launched. The crew then had to hang off the back of the yacht for some time while the Customs and Immigration inspection was completed (see page 40). The bonus was that they did get a tour of the yacht’s luxurious staterooms!

Our watchkeepers have been equally busy handling radio work for two major fishing competitions, the Dave Irvine Memorial Snapper competition and the Hot Current Game Fishing tournament. The variable weather has also seen days of Sécurité warnings followed by frenetic activity in the watch room and a very crowded boat ramp.

clubs visiting the base. Members of the unit executive attended the Police Remembrance Day service and a morning tea hosted by Coffs Harbour City Council for visiting members of the 725 Squadron RAN,

which has adopted Coffs Harbour as its “home” city even though it is based at Nowra. And then, of course, there has been the Art Union ticket selling!

Not such a swell day for a fishing trip Conditions turn nasty off Forster.

This vessel rides the huge swells as it is towed back to the safety of Cape Hawke Harbour by Forster 30.

A

n offshore rescue took a turn for the worse when sea conditions off Forster significantly deteriorated mid-operation.

The Marine Rescue ForsterTuncurry radio base received a call for assistance from a vessel east of Cape Hawke at 7.40am on Sunday, November 22.

Forster 30 departed south on a dropping tide, through ideal bar conditions.

On the journey south, however, conditions changed significantly with swells from the south-east reaching four to five metres.

The crew of FO 30 proceeded to the stricken vessel’s last known position.

Struggling in the turbulent seas, the crew took the stranded vessel under tow and began the long slow journey back to Cape Hawke Harbour.

With the swells from the southeast and directly astern of the two vessels, the vessel under tow started to discover the heights of the swell on the face as she rode up and over each swell as it came in from behind.

There were moments of concern with the vessel broaching as the swells flowed through and under the boat as she rode over the top of the

swells and down the back.

This meant the boat was disappearing from the view of the rescue vessel for tense moments before reappearing.

As they passed into the lee of Cape Hawke, the swells started to diminish to a more sedate level, allowing the two vessels a much quieter return for the remainder of the journey.

Approaching the entrance mark to Cape Hawke Harbour, it became obvious that the conditions at the entrance had diminished.

In a strong run out tide against the south easterly swell, conditions had deteriorated with pressure waves running down the entrance to two metres, making the entrance through the bar less than ideal.

On reaching the Boat Harbour, the vessel was beached alongside the boat ramp, allowing its crew to disembark and prepare the vessel to go back on its trailer for its long journey home.

The skipper of the vessel was disappointed by his shortened day on the water but happy he at least had some fish in the esky.

FO 30 then returned to her berth after another day on the tumultuous waters off Forster.

New Port Macquarie radio base on the way Operators move to boat shed during Town Beach redevelopment works.

T

he Port Macquarie unit has been on the move.

Work is under way on the redevelopment of its Search and Rescue Coordination Centre on Town Beach, replacing the previous dilapidated facility with a new stateof-the-art communications base.

The unit’s radio operations moved to the nearby boat shed on the Hastings River in mid-September to allow the redevelopment to begin. All going well, the project is scheduled for completion in mid-March or April 2016.

The unit would like to thank Emergency Services Minister David Elliott, Port Macquarie MP Leslie Williams, Commissioner Stacey Tannos and the Port Macquarie Hastings Council for their commitment to providing the unit

with improved facilities for its vital services to the boating community.

Rotten piers on the unit’s boat pontoon have now also been replaced and it is back in service.

Several of the unit’s crew have qualified to operate our Rescue Water Craft (jet ski), which has proven of great benefit in some difficult rescues.

During the past few months an inordinate number of vessels have required assistance, both at sea and in the river, due to engine failure caused by lack of fuel. This is an all too familiar occurrence at the start of the boating season.

The unit was invited to operate the BBQ at the inaugural Beechwood Cricket and Fishing Club Sevens competition. On the first weekend in November, we held our annual Supporters Club night, along with boating safety displays and Great

Outdoor Getaway Art Union sales at the Tasting on Hastings festival.

The annual Sand Mudder Run was held on November 28 and the unit is concentrating on fundraising for the SARCC fit-out and its new rescue vessel.

Pt Stephens crew humbled by national award Robust training ensures team up to rescue challenge in horrendous conditions.

T

he crew of Port Stephens 40 received the 2015 Australian Search and Rescue Award for their efforts during the April 21 East Coast Low storms. This is an edited version of navigator Richard Pizzuto’s speech accepting the award: “I speak on behalf of the entire crew when I say we are humbled and deeply honoured to receive this award. I have looked back through the archives and am quite astonished at the feats and achievements of previous recipients.

There are those recognised for their sustained commitment and contributions to SAR operations, including two rescue chopper organisations, police, a doctor, the Royal Volunteer Coastal Patrol and Australian Volunteer Coast Guard Association.

There are those recognised for their deeds in responding to specific Search and Rescue events: • NSW Police teams for daring sea rescues and their handling of the Thredbo landslide search effort; • A West Australian volunteer fireman and charter helicopter pilot who plucked a father and son to safety from the sea; and • Members of the public involved

in three sea rescues, including an ocean-racing crew competing in only their second race.

This list is particularly interesting to me, because it recognises both ends of the spectrum of rescuers: the professionals, like the police, who are specifically equipped and trained to undertake such rescues; and at the other end of the spectrum, the amateurs who just happened to find themselves in a position to save a life and chose to do so, usually at great personal risk. In the middle there exists a cadre of people, mostly volunteers, who are not full-time professional rescuers but who nonetheless are purposefully equipped and trained for search and rescue activities. We represent that middle ground.

Australia is well-served by an incredibly professional backbone of police forces, emergency services and the Australian Defence Force, all skilled in marine search and rescue.

You’ll find thousands of people who dedicate their time to any one of a number of volunteer sea rescue organisations augmenting the professionals by staffing marine radio monitoring bases and maintaining and crewing all manner of (rescue) boats. Marine

Rescue NSW has more than 3000 volunteers serving at 45 bases. In the Port Stephens (unit) we have a team of some 160 volunteers who maintain a 24-hour-a-day radio base and two boats on 24-hour callout with an active boat crew list of about 20 volunteers.

On April 21, those two boats were busy, having been out four times already inside the bay before the trip to rescue those two men off the Reef Dragon. The conditions outside that day were horrendous: a 7m sea on a 6m swell, whipped up by winds in excess of 75 knots (or 135km/h) and I for one was praying that we didn’t get a call out for an outside job. When the call did come, it was for an inside job but even so, we

still confronted a bay whipped into a frenzy by a howling 60 plus knot westerly, with 5-6m breaking seas.

My wife told me afterwards that it was the only time she’s ever felt genuinely concerned for my safety when leaving on a job.

Those conditions were extreme … but the boat, the crew and the radio operators at the base were all up to the task, thanks to a robust training regime. We, here before you, represent all of those volunteers who give of themselves to preserve the safety of life at sea and who train incessantly for occasions such as ours. We graciously accept the Australian SAR Award on behalf of each and every one of those volunteers.Thank you.”

Club donation helps upgrade comms room

A

$5,800 donation from the Doyalson-Wyee RSL Club has enabled the Norah Head unit to undertake much-needed renovations to its communications room.

Club President Kevin Baldwin and Treasurer Carl Dawson presented the cheque to Unit Commander Trevor Burkett and recentlyappointed Communications Room Manager Bill Hignett.

The funds were used to purchase computer monitors and a new large screen for the AIS system.

The room also was painted and

new curtains installed.

The work has created a far more pleasant operating environment.

The job was recently completed with the help of some hard-working volunteers, particularly UC Burkett, DUC Mal Fletcher (computers and electrical), Bill Hignett (the AIS and painting) and Yvonne Fletcher, who made the curtains.

The unit also recently held a combined sausage sizzle and Great Outdoor Getaway Art Union Raffle sale at the Toukley Markets.

Fish auction proceeds the catch of the day Competitors hand takings to unit after offshore rescue operation.

F

riday the 13th proved anything but unlucky for Chris Davey.

Chris, from Saratoga, was the winner of the MR Central Coast 2015 boat-trailer-motor raffle.

Robertson MP Lucy Wicks drew the raffle at the Brisbane Water Oyster Festival, which attracted an estimated 10,000 people for a day of fine wine, fun and gourmet food.

Chris collected his prize at the unit base on Friday, November 13, declaring it his lucky day.

UC Roger Palmer congratulated all the unit members who assisted at the festival, raising just over $3000.

“It was a good day, we had a few laughs and everyone enjoyed themselves,” he said.

Unit Treasurer Norm Hill said the final raffle takings would be close to $27,500, raised between June and November.

Members of the unit celebrated the awarding of the Emergency Services Medal to long-serving member Norm Smith with a dinner at the Everglades Country Club. Fifty members and partners were present to acknowledge Norm’s 35-year contribution to the safety of our local boating community.

On October 3, the unit received a call for assistance from a vessel taking part in the Ocean Beach Hotel Fishing Competition.

The 6m half-cabin runabout was stranded about 3.5nm east of Barrenjoey with an electrical problem. Once offshore, Central Coast 21 Skipper Norm Smith and crew members Ken Sharp and Peter Ashworth found that although sea mist restricted visibility, GPS coordinates enabled them to locate the vessel, which was returned, with two

grateful men on board, to Lions Park after a three-hour tow.

The following day, UC Palmer attended the auction of the fish caught in the competition, including the catch from the rescued boat.

The entire proceeds of the fish auction were generously donated to the unit.

Hunter crews rescue a VHF radio signal Sleuths track source of jammed communications to boat on slipway.

A

boater’s accidentally jammed radio recently blocked marine radio communications on VHF Channel 16 in the Hunter region.

The blockage, caused by a stuck Push to Talk button on a marine radio microphone (similar to leaving your phone off the hook), prevented all communication by boaters and three MRNSW units on the channel.

As this could have had serious repercussions if a boater had been unable to call for help in an emergency, crews from the Lake Macquarie, Port Stephens and Norah Head units quickly set to work to track down the source of the problem, using Radio Direction Finders to track the blocked signal.

Within an hour, the crew of Lake Macquarie 30 had traced the signal to a boat on a slipway at Marks Point and the problem was resolved.

Two jet ski riders were rescued

after alert radio operators at MR Lake Macquarie’s Swansea radio base noted something floating on the Swansea Bar. Radio Operators Rex Steel, Lyn Bradtke and trainee Richard Chan tasked skipper Bob Diamond and crew member John Ellis to respond on board Lake Macquarie 21.

The crew negotiated through a difficult area of the bar to rescue a man clinging to his disabled jet ski and being bashed around by the waves. In the difficult conditions, the crew managed to get a line to the jet ski and tow it to Blacksmiths boat ramp.

While this rescue operation was under way, another jet ski and its operator were found in the water close by and towed to safety by another member of the public on board a jet ski.

Eleven members attended the region’s NSW Volunteer of the Year ceremony at the Newcastle Yacht Club on October 6.

The regional award put the team in the running for the NSW titles.

The unit has received a $19,500 grant under the NSW Government

Community Building Partnerships program to cover the cost of installing a new slipway at the unit’s Pelican base. The slipway is capable of taking all the MR Lake Macquarie vessels, which will significantly reduce the cost of maintenance and anti-fouling work needed to keep the boats in good condition.

arine Rescue Newcastle is back on the airwaves, seven months after the April East Coast Low storms smashed its Shepherds Hill base, leaving the unit homeless.

MRNSW Commissioner Stacey Tannos said after an extensive search for new premises and work to connect new communications links, the unit had resumed its marine radio monitoring operations at 6am on November 30.

“This is great news, both for our volunteers and the Newcastle boating community,” he said.

Commissioner Tannos said the April storm had ripped a large area of roofing off the unit’s heritagelisted base at Shepherds Hill, which led to serious internal water damage and the destruction of unit equipment, records and fittings.

“The Newcastle Coal Infrastructure Group has generously provided the unit with facilities at its Kooragang Island site for the next year. On behalf of the unit’s 60 volunteers, I thank the NCIG for this welcome support,” he said.

Unit Commander Ron Calman said the volunteers were grateful for the assistance of the NCIG and pleased to be able to again provide a vital safety net for their local boating community.

He said the loss of their base was

a terrible blow for unit members.

New computer-based marine radio communication equipment has been installed at the Kooragang Island facility and a remote link established from the still-functional radio mast at Shepherds Hill to enable the unit to resume monitoring VHF and 27MHz. Commissioner Tannos thanked nearby MR Lake Macquarie and Port Stephens for providing extended marine radio coverage while the Newcastle unit searched for a home.

“This has added significantly to the workload of these units and is not a sustainable long-term solution.

“While the Kooragang Island move has enabled the unit to get back on its feet, the ultimate solution is for it to move back to Shepherds Hill, which provides its radio operators with an ideal line-ofsight view over Newcastle Harbour and the open coastline,” he said.

“Disappointingly, Newcastle City Council has, to date, not been willing to guarantee our return to Shepherds Hill. We again call on Council to support this essential emergency service for its local community and assist the unit to return to its Shepherds Hill base, either by repairing the existing building, or providing a new facility for the unit’s services.”

Secret revealed at commissioning ceremony Cottage Point boat’s name recognises a lengthy contribution to marine rescue.

A

closely-guarded secret was at the heart of the ceremony to commsision the newest vessel to join the MRNSW rescue fleet, Cottage Point 30, a $470,000 investment in boating safety on Sydney’s northern waterways.

Ku-ring-gai Mayor Cr Cheryl Szatow, MRNSW Directors and Commissioner Stacey Tannos joined Cottage Point members to welcome the 11.6m Sailfish catamaran.

The boat was named after Greater Sydney Regional Controller and former Australian Volunteer Coast Guard Association National Commodore Chris Gillett, in recognition of his contribution to boating safety and volunteer marine rescue.

The naming honour was kept secret from Mr Gillett.

“The decision by the unit to honour my contributions over the years by naming the new vessel after me came as a complete surprise,” he said.

“It was, for me, a highly emotional moment when I realised this fact only moments before the naming

ceremony took place. I am extremely humbled to be honoured in such a way.

“The ‘penny dropped’ as I walked around the corner to see my family seated in the front row. To have them present at such an event only increased the intensity of the experience. I can only thank again the Cottage Point members for their generosity and consideration.”

MRNSW volunteer and Chaplain Fr Carmelo Sciberras performed the blessing, with Mr Gillett’s family assisting in the naming ceremony.

The ceremony was attended by about 90 people, with former executive members acknoweldged for their guidance to the unit.

Commissioner Tannos said providing safe, up-to-date and reliable vessels was the best

investment in the safety of MRNSW volunteers and boaters.

Cottage Point Unit Commander Paul Millar said CP 30 was built and equipped to meet the unit’s operational demands.

“It’s a powerful, stable and safe vessel, so our crews can respond more efficiently than ever to help boaters in trouble,” he said.

Middle Harbour crew puts service first

M

embers of MR Middle Harbour were forgiven for being a little late for the start of the ceremonial sail past to mark the opening of the 110th boating season at the Royal Motor Yacht Club NSW, Point Piper, on November 7.

Prime Minister Malcolm Turnbull, Chief of Navy Vice Admiral Tim Barrett, Rear Admiral SC Mayer and MRNSW Commissioner Stacey Tannos joined the sailing fraternity for the event.

Middle Harbour 30 was among the fleet of vessels to take part in the sail past.

But as the crew was making its way to the vessel, a medical

emergency was sparked in the club when an elderly man collapsed and was unresponsive.

The crew retrieved the defibrillator and oxygen kit from their rescue vessel and rushed the equipment back to the clubhouse, where they were able to assist the doctors and nurse already on the scene.

The volunteers stayed to offer assistance until an ambulance crew arrived to take over the man’s care, before then boarding MH 30 and joining the sail past.

The incident came a little more than four years after members of MR Middle Harbour and MR Port

Commissioner Stacey Tannos with MR Middle Harbour members who provided medical assistance at the start of the sailing season.

Jackson saved the life of Arthur Cooley, who had a heart attack during a day on the harbour.

Unit’s classic support for overnight paddlers Hawkesbury members provide communications and checkpoints over 39 years.

M

arine Rescue Hawkesbury has played a key support role in the annual Hawkesbury Canoe Classic (HCC) since it began 39 years ago.

The Canoe Classic is a 111km event in which hundreds of paddlers travel overnight on the Hawkesbury River between Windsor and Brooklyn on the last weekend of October to raise money for charity.

MR Hawkesbury’s role includes setting up and operating the Land Finish at Deerubbun Reserve and supplying volunteers and vessels for checkpoints, chase boats, safety control and emergency response.

Planning begins around February with a meeting between the HCC executive and committee and the event’s supporters, MR Hawkesbury, the Wireless Institute Civil Emergency Network (WICEN), State Emergency Service, Volunteer Rescue Association, Arrow Foundation and other interested parties.

The Hawkesbury unit’s priority is to establish three of the 21

checkpoints and facilities at Land Finish and positions Oscar and Quebec. We also have to assess available equipment to ensure all necessary radios, masts, antennae, marker buoys and signage are provided.

Radio communication is always a challenge on the river and with the generous support of WICEN, a data transfer enables a print-out of starters, withdrawals and updated positions to be passed between major checkpoints.

Close to 100 per cent of unit volunteers were involved at some point in this year’s event, as well as members from other units, including Central Coast, Terrey Hills, Port Jackson and Middle Harbour.

We would like to thank everyone who gave up their valuable time for this great event. We are always grateful for this fantastic effort.

This year’s 360 entrants paddled 239 boats a combined total distance and time of 25,232 km and 3,124 hours 15 minutes and 22 seconds.

The fastest time was 8 hours 44 minutes and the slowest 19 hours, 19 minutes and 17 seconds on a stand up paddle board.

The first paddler finished at 1.50am and the last at 11.30am on Sunday.

Several medical assists were instigated but none required Ambulance transport.

Twenty eight boats withdrew at

various points of the race.

The Arrow Bone Marrow Foundation received $150,000 for leukaemia research and patient support services from this year’s event, bringing the total raised to more than $3.3 million.

The HCC committee also donated $6000 to MR Hawkesbury for our efforts.

ight members of MR Port Jackson have been lauded for more than a century’s service to the boating community.

Drummoyne MP John Sidoti and MRNSW Director David White and Deputy Commissioner Dean Storey attended a ceremony on November 19 to present Long Service and National Medals to recognise a total 115 years’ commitment.

Long Service Medals were presented to Brian Kowalski (30 years), Unit Commander David White (10 years), Bob Jackson (10 years), Dean Kos (five years), Sason Ambarchi (10 years), Paul Ballard (10 years) and David Parker (five years). Robert James received the Clasp to the National Medal, recognising 35 years’ service.

Crews response-ready ahead of summer Boaters urged to carry out rigorous safety check after winter lay-off.

A

spring training event for crews from the Sydney and Illawarra regions proved timely ahead of the official start of the boating season on the October long weekend.

Deputy Commissioner Dean Storey said the joint Search and Rescue Exercise (SAREX) in midSeptember helped ensure volunteers in the neighbouring regions were response-ready for the summer.

“All our units have devoted time over winter to training, vessel preparations and ensuring their readiness for a busy summer,” he said. “Boaters also have a responsibility to make sure they have carried out a rigorous boating safety check to ensure their vessel is in good condition for summer, particularly if it has been off the water for some time.”

MRNSW crews responded to 50

incidents over the long weekend, including an operation by MR Port Jackson to rescue a fishing vessel experiencing mechanical problems 10 nautical miles offshore. Reports indicated most problems were mechanical, electrical or fuel related.

Up to 70 volunteers from the Hawkesbury, Terrey Hills, Cottage Point, Broken Bay, Middle Harbour, Port Jackson, Botany Port Hacking, Port Kembla and Shellharbour units took part in the cross-regional SAREX, the first large-scale event based at the State Headquarters at Cronulla.

Personnel from the NSW Police Force Marine Area Command, Lifesaver Helicopter and Surf Life Saving NSW also took part.

On Sunday morning, an array of rescue vessels searched two defined areas to locate and retrieve four rescue mannequins dropped in the ocean by the helicopter crew.

The search fleet featured nine MRNSW vessels, including the new Cottage Point 30, along with NSW Police vessel Vigilant and Surf Life Saving Rescue Water Craft. The

Lifesaver Helicopter also joined the search to locate the “missing” casualties from the air and practised winching and recovery techniques.

One search area stretched from Bondi south to Kurnell and the second from Kurnell to Jibbon in the Royal National Park. Both searches were coordinated from the State Operations and Communications Centre at Headquarters.

Trio commended for courage and skill Shellharbour crew rescues tinnie in ‘worst conditions seen in a decade’.

T

hree members of Marine Rescue Shellharbour have been awarded for their bravery and skill during a rescue operation to save two men and a 12-year-old boy stranded in a tinnie in turbulent seas off Gerringong last year.

Shellharbour MP Anna Watson and MRNSW Commissioner Stacey Tannos presented Vessel Master Peter Keft, Helmsman Shane Gallaty and Navigator Geoff Troth with the Commissioner’s Commendation for Courage during a function to celebrate the Shellharbour unit’s 30th anniversary on October 25.

Commissioner Tannos said the Commendation was formal recognition of the three crew members’ bravery and operational expertise in the face of exceptional challenges during the rescue mission on October 5, 2014.

“The three people on board this tinnie owe their lives to the crew members of Shellharbour 30,” he

said. “Mr Keft, Mr Galatty and Mr Troth are deserving of the highest of accolades for the courage and skill they showed to rescue the three, who were in serious peril in the conditions, rated by Mr Keft as the worst he had seen in a decade of marine rescue service.

“Our crew placed the safety of others ahead of their own in order to fulfil our mission to save lives on the water. Our volunteers are well equipped and trained for their work but these three crew members also brought a large amount of courage on board with them that night.

“I congratulate them all for this recognition of their unwavering commitment to the safety of the boating community.”

The trio on board the tinnie had set out for an afternoon’s fishing.

They called for help at 5.15pm when their boat ran out of fuel and the anchor would not hold in the worsening conditions.

SH 30 responded, pushing into wind gusts up to 60 knots and short steep seas up to 4m, in a sea fog that reduced visibility to just 2nm.

The crew maintained contact with the three on board the tinnie, which was taking on water, via a mobile phone.

In the dark and fog, SH 30

used its navigation and strobe lights to increase its visibility to the distressed trio, who guided the rescue vessel to their location.

A line was attached with great difficulty in the conditions and the wet and cold trio were transferred on board SH 30 for the slow trip to tow their boat back to shore.

t’s not just runabouts and fishing boats that keep MRNSW crews busy.

MR Jervis Bay quite often receives requests for help from kayak adventurers in confused seas, small sailing catamarans that have capsized and Personal Water Craft (jet skis) experiencing either engine failure or heavy seas.

Triple trouble on the water created a busy day for Jervis Bay members when three PWC all experienced engine failure and needed to be towed to the boat ramp at Woolamia in Currumbene Creek, near Huskisson.

Although all were able to beach their vessels safely when they began experiencing problems, our crew headed out to ensure they returned

safely to their departure point.

JB 40 was initially deployed to Huskisson beach at 11.30am to assist the first PWC. With some tricky boat handling from the crew in shallow water, a line was cast to the jet ski and it was taken under tow.

The rest of the day proved relatively quiet, with all Logged On vessels subsequently Logging Off and the crew heading for home.

At 4.30pm, a skipper of another PWC called to report mechanical problems from a ski rope being sucked into the water intake of the onboard jet propulsion unit, rendering the engine unusable. Greg Atkinson and John Townsend were recalled to duty to deploy JB 20.

Rain couldn’t diminish Shoalhaven’s flare Skill and equipment on show at combined emergency services display.

arine Rescue Shoalhaven hosted its annual Combined Emergency Services Open Day at Greenwell Point on November 8.

We were fortunate to be joined by representatives of the State Emergency Service (SES), Rural Fire Service (RFS), St John Ambulance and NSW Roads and Maritime Services (RMS).

The weather was not kind, however, with squally showers and cool winds most of the day, diminishing crowd numbers, which was a shame because there was plenty to entertain those who did brave the conditions.

One of the highlights was a simulated medical evacuation.

up by Life Member Dr Peter Taylor, was transported by the SES across the park to the St John field hospital for First Aid treatment.

A flare demonstration also entertained the crowds, with Shoalhaven 31 standing off Titania Park, skippered by Ray Jones with John Allerton, Peter Stadler, Glenn Tracy and Corey Nelson as crew.

Static displays included SES demonstrations of a range of equipment. The Greenwell Point RFS fire tanker also was on show. Unlike in previous years, given the weather, there wasn’t much chance its crew would be called elsewhere.

MR Shoalhaven’s display trailer was on site, with members keen to discuss various aspects of marine

safety with members of the public.

The unit raises $12,000-$15,000 a year from its weekly Starball Draw and meat raffle at the Greenwell Point Bowling and Sports Club. The winner of the September 14 draw, Belinda Mullen, generously donated $500 from her $2500 cash prize back to the unit.

Facelift keeps Pt Kembla tower in good nick $28,000 paint job essential to combat effects of harsh coastal environment.

T

he Communications Tower at MR Port Kembla’s Hill 60 Search and Rescue Coordination Centre has had a make-over for the summer season.

The tower has received a fresh coat of paint in a $28,000 project (right).

Due to the harsh surrounding environment, the work needs to be undertaken every three years to ensure the continued operation of this vital radio link for the Illawarra and South Coast regions.

The project was jointly funded by MRNSW, MR Port Kembla and Surf Life Saving.

Local Area Command and Windang Surf Life Saving for the 2015 Boating Safety Day at the Windang Foreshore Reserve.

The unit’s inshore vessel, Port Kembla 20, and education trailer were on show and members held a sausage sizzle.

It was a sea of blue with a fantastic turn out by our dedicated volunteers, talking to the public to promote boating safety and the MarineRescue mobile App, which was all well received.

The weather on the day wasn’t ideal, however, there was still a good turnout from the public.

Just after the the event concluded at 1pm, Hill 60 received a call from an 11.5m charter fishing vessel with 11 people on board suffering from

dirty fuel about two nautical miles off Bulli.

PK 30 was tasked to assist and a short while later the rescue crew was on scene and had taken the vessel under tow.

It was a slow tow back to Wollongong Harbour in 1.5-2m seas but the vessel was safely returned to Wollongong Harbour just after 3.30pm with all occupants safe, unharmed and very grateful.

In October, PK 20 was activated to assist the Rural Fire Service, providing transport to a bushfire on Bevans Island. Soon after the fire was reported, it burnt itself out in the prevailing weather conditions and the crew subsequently stood down.

Units sharpen skills for yacht race emergency Real-time exercise tests agencies’ rescue response and coordination.

F

ive weeks out from the starting gun firing in this year’s Sydney to Hobart yacht race, it wasn’t only the crews of the maxi-yachts and other competitors who were finalising their training, reviewing their planning and ensuring they were race-fit.

Members of MRNSW units from the Illawarra and Monaro regions fine-tuned their skills in a major capability exercise on November 21 to test rescue crews’ preparations for a serious incident as the race fleet heads south in the iconic event.

They were joined by personnel from the Police Marine Area Command, Australian Maritime Safety Authority, NSW Roads and Maritime Services, Westpac Rescue Helicopter and Surf Life Saving NSW. The real-time activation saw crews covering two search zones, each about 125 square nautical miles in area, in nasty 3m seas and 20 knot winds.

A full debrief was held with Unit Commanders, skippers and other agency personnel at the MR Batemans Bay unit the following day.

Merimbula boat upgraded in $70,000 project Crew members up to scratch with new navigation equipment and engines.

T

raining has been the order of the day for MR Merimbula boat crew members following a $70,000 upgrade to install a new navigation suite and engines on rescue vessel Merimbula 30.

MA 30 is one of a number of MRNSW rescue vessels to be retro-fitted with the fleet standard Raymarine eSeries navigation suite and crews have been undergoing a combination of simulator and practical on-water training.

They also have quickly come to grips with the operation of the new fly by wire engine controls installed as part of the upgrading work.

This vessel familiarisation training has been overlaid with the annual re-qualification requirements for Advanced Resuscitation, which all members have successfully completed.

corporate branded gazebo and a Rescue Water Craft borrowed from MR Tuross, attracted significant attention and resulted in two new recruits.

Our Art Union coordinator, Sonia Teston, has launched our ticket selling campaign with the generous

support of the Merimbula RSL Club and local businesses. The community’s response to the new raffle format has been encouraging.

Online sales have also been boosted by a mail out to all our Radio Club members.

Radio coverage boosted on Far South Coast Eden gears up for Sydney-Hobart and influx of visiting boaters.

A

fter a winter and spring marked by long periods of bad weather, MR Eden is looking forward to a more stable summer.

We expect a large summer influx of both holidaying boaters and cruising yachts.

The unit is gearing up to be able to provide a high standard of service to all members of the boating fraternity.

Major improvements to our radio coverage are nearly complete. A new VHF Channel 16 installation has been placed on the fire tower on Timbillica Hill with a UHF link back to our base at Eden. Timbillica Hill is a prominent feature in State Forest 32km south of Eden about 430 feet above sea level.

Guard Victoria, will give extended range for Channel 16 out to sea and north and south along the coast.

Further enhancements are due, installing VHF Ch67 to provide a secondary emergency channel.

We will again have significant involvement in the Sydney to Hobart yacht race.

As well as hosting Cruising

Yacht Club of Australia members who maintain a listening watch for scheduled contacts from the yachts, MR Eden will be operating on a manned 24 hour basis until the last yacht has passed into Bass Strait.

We will also extend our operating hours to 8pm each day from Boxing Day until after New Year to cater for the expected large number of

vessels heading out of Eden each day for a spot of fishing.

We encourage everyone heading out on the water to use our service and Log On to ensure someone is looking out for you. Make it a safe holiday period on the water.

Blokes cop a lot of lip for a good cause Men of Marine Rescue raise $1700 in bristly Movember challenge.

hey were threatened with divorce, endured irritating itchiness and faced merciless taunting but the men of Marine Rescue Headquarters managed to keep a stiff upper lip throughout November.

Well, at least a hairy one ...

The blokes threw away their razors and took the Movember challenge to raise funds for men’s health.

The Marine Mo’s consisted of team captain, IT and Business Development Director Florian Glajcar, Assistant Director Training and Education Chris Butler, Member Services Manager Mat Smith, Fleet Manager Jody Hollow, Emergency Systems Officer Andrew Cribb, the appropriately named Training Manager Aaron Barber and IT Support Matt Sims.

Movember challenges men to grow moustaches to help raise not only funds but also awareness of serious men’s health issues.

Since 2003, millions have joined the men’s health movement, raising $685 million and funding more than 1000 projects focusing on prostate cancer, testicular cancer, poor mental health and physical inactivity.

Florian said the seven Mo’vers had been inspired to take part as they all knew men who had been affected by serious illness.

But while the lads gave it a good crack, none managed to come close to rivalling the hirsute Commissioner Stacey Tannos, who has been rocking a salty sea dog moustache and beard throughout this year.

“They’ll have to try harder next year though - you needed a magnifying glass to see some of those alleged moustaches.”

As the 30-day national follicle frolic came to an official end on December 1, most of the hairy Marine Rescue team members eagerly reached for the razor blades and shaving cream to bid the mo’ farewell.

After four weeks sporting the Dennis Lillee look, the team captain courageously ignored his mum’s advice and quickly lopped off his top lip locks.

Mat Smith was caught between a rock and a hairy place: his wife was thrilled with the moustache’s execution but his two young daughters immediately demanded its return.

Just a suggestion, Mo Bro’s: a Marine Mo’s calendar could be a real winner next year.

PAY HEED Sacrifice & saving lives

hree marine rescue volunteers were among those honoured at the annual Emergency Services Volunteer Memorial Service.

MRNSW personnel, including volunteers from the Middle Harbour, Port Jackson, Botany Port Hacking, Terrey Hills, Central Coast, Lake Macquarie and Port Kembla units, Directors Bill Carter and Pat Fayers and Regional Training Manager Central Jane Shirriff joined Emergency Services Minister David Elliott at the October 11 commemoration.

Members took the salute and Illawarra Regional Controller Bruce Mitchell laid a wreath on the memorial on behalf of all members

of MRNSW. Port Jackson 30 and Middle Harbour 30 stood off Mrs Macquarie’s Point throughout the ceremony.

The service is held each year to remember the men and women who have paid the ultimate price while giving their time to protect our community and to pay tribute to all our NSW emergency services volunteers.

Territorial sea snake will warn you off Don’t rely on a wetsuit to protect you from sharp venonomous bite.

MRNSW Life Member, Dr Peter Taylor, from the Shoalhaven unit, continues his series of reports on first aid treatments for stings, bites or other painful encounters with venomous Australian sea creatures.

S

ea snakes have a wide distribution. While they are mainly found in the northern waters of Queensland and the Northern Territory, where as many as 32 species have been identified, some can be found elsewhere around the Australian coast.

The most common sea snake in NSW waters is the yellow bellied sea snake (Pelamis platura).

Sea snakes are usually not aggressive but can be very territorial.

Several times when diving I have had a sea snake clearly “warn” me to leave its territory.

If you respect them and their

environment and back off, they will usually leave you alone.

Habitat: Sea snakes are normally found in the water at depths ranging from the surface down to 100m or more. They are common around coral reefs and can also be washed up on the shore.

Sea snakes are often entangled in fishing nets and I am informed the majority of bites occur on commercial fishing vessels.

Some do venture on to land.

Venom: All sea snakes have venom that is extremely poisonous to humans so, like all poisonous snake bites, rapid and appropriate first aid treatment is imperative.

It is thought that, because most sea snakes have short fangs, wet suits might give some protection.

It would be most unwise, however, to rely on that. Just leave them alone!

are applying a compression bandage and keeping the casualty at rest.

First aid treatment: For full information, see Australian Resuscitation Council (ARC) Guideline 9.4.1.

1. Keep the victim at rest, reassured and under constant observation.

2. Start resuscitation if necessary – remember DRSABCD (Danger, Response, Send for help, open the Airway, check Breathing, CPR, attach Defibrillator).

3. Apply the Pressure Immobilisation Bandaging Technique ASAP (ARC Guideline 9.4.8).

4. Transport the victim to a medical facility, preferably by ambulance.

5. DO NOT cut or incise the bite. DO NOT use an arterial tourniquet. DO NOT wash or suck the bite.

Remember that antivenom is available for all venomous Australian snake bites – including, thankfully, sea snakes.

A

long-serving member of two MRNSW units, Peter Fisher recently passed away at South Golden Beach on the North Coast.

Peter was a member of MR Port Stephens in the Hunter/Central Coast Region before transferring a decade ago to the Brunswick unit.

Born in England, he joined the Royal Navy and after migrating to Australia, joined the then Royal Volunteer Coastal Patrol (RVCP) at Port Stephens not long after its inauguration.

In 1989 he became Chief Marine Engineer of the unit’s ocean-going rescue vessel Girralong. He was a member of the crew who risked their lives in the search for the

sailing vessel Excalibur that capsized off Seal Rocks in a wild storm in 2002, receiving the Commissioner’s Commendation for Courage.

“They were all commended for this,” his son Alan Fisher said. “They went out in five metre seas and everyone, including the skipper, was crook and Dad was there grinning.

The higher the seas, the more he was grinning.”

Peter remained an active crew member of the Port Stephens unit until the age of 78, when he suffered a stroke. When he and his wife Iris moved to the Northern Rivers 10 years ago he transferred to the Brunswick base and continued with radio duties.

His son Michael said his father always got on well with people.

“What you saw was what you got,” he said. “He was very capable and he was always ready to help you out. It didn’t matter where, if there was someone standing next to a car with the bonnet up he had to stop and help.”

Peter is survived by Iris, his three sons Alan, Michael and Christopher, 15 grandchildren and nine great grandchildren.

To: Unit Commander, Marine Rescue Coffs Harbour On behalf of Australian Border Force, Anthony and I would like to thank Coffs Harbour Marine Rescue for their assistance on the 23rd September 2015.

Commercial super yacht Masteka 2 was anchored in the outer harbour area and due to dangerous wind and sea conditions the master of the yacht was unable to launch his tender to enable our team access to the vessel to perform our Customs & Quarantine clearance procedures.

After discussing the issue with your Officers on duty they quickly mobilised a team to attend the marina to transport Anthony and myself to the vessel.

Although inside the harbour area, large swell and strong winds made tendering to the vessel extremely difficult.

While we completed our customs formalities your officers had to endure harsh conditions whilst tendered to the stern of the yacht.

All of your Officers involved should be commended for their professionalism and performance on the day and the assistance from your organisation is once again greatly appreciated.

It is the club’s policy to donate a percentage of the profits from this regatta to organisations in the local area.

Many of our members not only paddle dragon boats on the river, but also take outrigger canoes onto the pristine waters of Jervis Bay, where they are protected by Jervis Bay Marine Rescue.
