INTRODUCTION
1.1. Objective Costa da Caparica is considered nowadays a place of leisure for the local people of Portugal and for tourists who come to enjoy their vacations to the coast. The place has become a tourist atrayecte and is also a place of leisure for many surfers from around the world. Given this situation, the need to build in the area is increasing over the years. Our proposal is to generate a new urban area in Costa da Caparica, which becomes part of what already exists and is simply a new, enriching and enjoyable place for everyone who lives in the area and who comes to it. The idea is composed of residential spaces and equipment, converted into a sports center. The open spaces that we can observe throughout the project generate the opportunity to enjoy green and paved spaces. In conclusion, the objective is to give a new use to a plot that today has no use and to promote the use of empty space in the best possible way to give the inhabitants of Costa da Caparica a good place to prosper.
1.2. Limit of the Study Area After the first presentation of the panel and the proposal for Costa da Caparica study area, it was necessary to choose a specific kind of region between one and two hectares, near existing roads to work as a private investor. So the group with teacher Joana’s assistance decide to choose the region marked in figure 1, 2 and 3, which is not regular, has important connections between the two of the main roads and it has about 15.400m² or 1,54 hectares. 1

1.3. Zoning Categories As part of the proposal, the idea is increase the urban development for both residents and tourists (assuming that it will have more infrastructure investments as a new bridge connecting Trafaria to Lisbon) and that would require to enlarge the defined housing area and a reduction for the agricultural lands near A38. So, it was developed a zoning plan (figure 4) considering a major division for the proposal, defining briefly which parts would be for housing, camping, agricultural and coastal area, and its new main connections. However, as it was explained in the feedback of the panel presentation, there was a lack of some important definitions that we should concern about when defining a municipality urban proposal, for example which kind of rules each category should have.
Figure 4:Previous zoning plan presented in Part 1 Panel. 2
Maintaining what we previous proposed but improving the categories defined for the Study Area, the new urban zoning plan (figure 5) separates housing in two, HMHD - Housing Mixed High Density and HMMD - Housing Mixed Medium Density. The main features for both housing categories is a mixing use with not only housing, but commerce, services, equipaments, green spaces and tourism facilities but for each category the percentage of them changes according to the density proposed. The CLD - Camping Low Density is an area that has already camping activities, however the new zoning proposes to reorganize it in order to have a low density and a safe and sanitary regulation for the houses, preventing accidents and fires, stimulating a more livable area with green spaces and park recreation.
The APA - Agricultural Protected Area is defined in order to permit the urban development but also to protect agricultural lands from irregular houses construction and to encourage and promote the agricultural practice existing there. The CA - Coast Area is on the other hand an area that shall maintain and promote both tourism for the beaches (such as surfing) and also fishing activities, and for that it allows commerce and services with a low density to stimulate people flows but not houses as it happens nowadays.

COSTA DA CAPARICA URBAN PLAN LEGAL FRAMEWORK
Legal framework for the category HMHD - Housing mixed high density, according to the following uses:
Figure 7: Legal Framwok chart for HMHD - Housing Mixed High Density area.
Parking politics:
Figure 6: HMHD - Housing Mixed High Density area.
residencial 1 parking space for 3 units up to 50m² 1 parking space for 2 units between 51m² and 90m² 1 parking space for 1 unit above 90m²
In order to determine some incentives for better constructions and livable buildings, the legal framework also propose that the following criterias are not calculated in total floor built area:
commerce 5 parking spaces for 100m² when the area is above 500m²
. parkings underground; . ground floor with commerce or services uses; . stairs and circulation; .balconies with total area maximum of 10% of dwellings area for multifamily buildings.
Incentives: . have 75% of the facade with openings (windows, balconies, etc) to the street; . have commerce, services or equipments associated to the buildings; . to be forbidden the garden area to be used as parking.

ALTERNATIVES FOR OCCUPATION
For the alternative occupation layout for the selected area that is in HMHD - Housing Mixed High Density, the main idea was to promote a block with an occupation similar to what happens in Barcelona - Spain in which it has buildings side to side with an intern opening for lighting and ventilation on both facades. For the first option (figure 7) it has huge buildings with four floors and with private yards, connecting with some existing streets, terraces that could be used for the residents with a good view and in its first floors an active facade to promote commerce, services or equipments for the region. The main disadvantages for this proposal is the depth of 8 meters to achieve this kind of layout, the density promoted by the continuity of the buildings, the huge parking area that it would be necessary to attend both private and public spaces, a lack of connectivity with the surrounding buildings and people and a difficulty of access since it would have only the lateral streets.
Figure 7: First proposal for an alternative occupation layout.
The second alternative of occupation layout (figure 8) is a evolution of the first one, that brings the similar idea of having some intern yards, four floors, terraces and active facade in the first floor to promote urban flow. But as the disadvantages of the first option showed, even that in this option the buildings don’t cause too much density on the landscape, it still demands more space for parking, local street access to those buildings and its depth of 8 meters to achieve this kind of layout, that wants to occupy a great parcel of the land.
Figure 8: Second proposal for an alternative occupation layout. 7
Figure 9: Second proposal for an alternative occupation layout.
Considering both alternatives developed before and taking into account that it is necessary to increase the minimum depth of the building, having more streets to access and connect people and cars for parking, the final proposal (figure 9) also promote public green spaces instead of private yards, locating them alternates according the buildings facades in order to have a better visibility for pedestrian and to be a good walking path. Besides that, the minimum depth increases and goes from 10m to 12m for housing and 15m for the Sports Center building, the number of floors also is ground floor (active facade with commerce or services) + 4 floors for the housing and six floors for the Sports Center building.
