Annually our ports handle 8 million tonnes of seaborne breakbulk in shipments of 5,000 to 70,000t and we recognise the prospects for growth in this sector. The leading role our ports play in various sectors serves as an example of how we can grow further in the storage and handling of other types of cargo, such as metals.

Green Growth

The recently signed Green Deal showcases another synergy of industries in Zeeland. The signing in March signified a first success for industrial cooperation toward green growth in the Smart Delta Resources Platform. This joint initiative of twelve power and raw material-based industrial companies in the Delta region (West Brabant, Zeeland and North Flanders) is initiatives aimed at contributing to sustainable industrial growth in Zeeland.

The potential at both our ports with regards to the clustering of logistics and (chemical) industry is significant. We will nurture this through actively identifying clustering opportunities and continuing our facilitating role. Â

Culzean wellhead platform jacket ready on schedule The wellhead platform (WHP) jacket for Maersk Oil’s Culzean field has been loaded onto a barge at Heerema’s port of Vlissingen yard in preparation for a spring sail away. Heerema Fabrication Group started building the jacket in 2015, and as planned, the jacket is ready for sail away ahead of drilling startup on the project in Q2 2016. The jacket, designed by Ramboll, is approximately 114m tall with a footprint of 31 x 31m and a top of 22 x 2m. The jacket is a part of the WHP, which along with a central processing facility platform and a separate utilities and living quarter platform will be part of Culzean field. The Culzean field is situated in the UK sector of the Central North Sea approximately 200km east of Aberdeen in license block 22/25a. The water depth is approximately 88m and the reservoir is located around 4,300m below sea level.

First 74m Amels 242 in sea trials Even the chilly Dutch North Sea looks rather nice when graced by the gorgeous lines of the new 74m Amels 242, out for sea trials near the Amels yard in the port of Vlissingen. With her long streamlined looks created by renowned British designer Tim Heywood, this hotly anticipated superyacht was delivered on time in April to her owner, represented by Moran Yacht & Ship. The first of three Amels 242 yachts under construction, the Amels 242 was the centre of attention when she emerged from the yard at the end of December 2015.

The 1850t Veja Mate jacket in being constructed in the port of Vlissingen by international steel construction company Iemants, which previously built jackets for the Gemini Offshore Windpark. A part of the Smulders Group, Iemants is building the 1150t topside for the Veja Mate offshore wind farm in the German North Sea. The project is located approximately 95km NW from Borkum island in the German Exclusive Economic Zone, an area with

strong, steady winds. This will allow the 67 Siemens SWT-6.0154 turbines, each with a capacity of 6MW and a rotor diameter of 154m, to produce enough electricity for 400,000 German homes every year. It is predicted that over the lifetime of the park, this will offset over 18 million tonnes of CO2 from being introduced into the atmosphere, making a significant contribution to the sustainability targets of Germany, and Europe.

THE MPI SNOWBALL WILL BE PROVIDING CREW-TRANSFER SUPPORT

Zeeland Bunkering expands services Zeeland Bunkering, a part of Oliehandel Dekker, is strategically located on the Ghent –Terneuzen canal, supplying quality products in the ports of Vlissingen, Terneuzen and Ghent. The supplier of fuels, lubricants, gases and water for both inland and maritime shipping currently have 3 ships active in the port of Terneuzen and one ship making regular trips to the port of Vlissingen. Bunkering activities include the shipboard logistics of loading fuel and distributing it among available bunkers. With a recently acquired jetty in the port of Vlissingen, bunkering services are set to increase.

MPI Workboats commence contract with Statoil MPI Workboats (subsidiary of the Vroon Group), has been awarded two long-term contracts with Statoil on the Dudgeon Offshore Windfarm. MPI Napoleon and MPI Snowball will be providing crew-transfer support, with the first vessel having commenced her 18-month contract earlier this month. The second vessel will start a three-year contract later in 2016. The Dudgeon Offshore Wind Farm is an exciting project that will harness offshore wind to power more than 410,000 UK homes. This 402MW offshore wind farm, to be located some 20 miles off the North Norfolk coast, will be developed and operated by Statoil and should start generating electricity in early 2017. The newest additions to the Workboats fleet, BV-Class 22m vessels MPI Snowball and MPI Napoleon, are excellent, all-round vessels. Vroon’s activities in the wind offshore-support sector operate under the MPI banner. MPI is active in the offshore wind-turbine-installation and maintenance markets with a range of vessels, equipment, and service offerings.

Studio 100 to film at Zeeland Seaports

New Jetty Expected to be operational at the end of September 2016, this new jetty in the port of Vlissingen will streamline Zeeland Bunkering’s operations within inland shipping, offshore, dry bulk and tugs. The optimal service on offer is partly due to its close cooperation with Oliehandel Dekker, owner of several tankers. “Our goal is to expand our activities with one seafaring vessel and perhaps one inland shipping vessel. We are currently active in the port of Vlissingen however our vessels originate from the port of Terneuzen. Through our collaboration with Zeeland Seaports, the realisation of our new bunkering station complements our existing services and will be the first of its kind in Vlissingen,” according to Zeeland Director Huib Bimmel.

Studio 100, a leading Belgian producer of movies and TV series, is currently working on the second season of the popular kids show Kosmoo. Most of the filming for the 13-episode season will take place in locations around Zeeland. The company has requested permission from Zeeland Seaports to film in the Terneuzen port area.

50 Years of Flying Angel Club in Vlissingen The Flying Angel Club, home of the Mission to Seafarers in Vlissingen, is celebrating its 50th anniversary. Around 10,000 ship crewmembers visit the Flying Angel Club in Vlissingen per year to socialise and meet up for a drink in the bar. In the early days more than 23,000 seamen visited the club but times have changed as it now takes only a few days to load or unload a ship. On a regular day the club sees 10 to 40 visitors, but on busy days such as when a cruise ship enters the port with more then 200 crewmembers, the volunteers of the Flying Angel Club have their hands full. 60% of the visitors to the club are crewmembers of vessels that are at Damen Shiprepair Vlissingen for maintenance. Situated at the entrance of the Damen yard, it is only a few minutes walk to reach the club.

The club can also arrange a shuttle service to and from vessels for those crewmembers in other locations. Volunteers of the Flying Angel Club also go onboard vessels offering a willing ear for anyone who wants to talk. The 50th anniversary was celebrated with a number of special events on 23 April. Zeeland Seaports, Damen Shipyards, Verbrugge Marine and the Dutch Pilotservice support the voluntary organisation of the Flying Angel Club. The port of Terneuzen also has its own Seamen’s home. The Seamen’s Club Terneuzen, is not operated by the Mission to Seafarers but by an independent foundation ‘Stichting Varenscentrum Zeeuws-Vlaanderen’.

TPT expanding tankfarm

Regional inland tanking project

TPT is a fully integrated chemical company with a wide range of logistic and manufacturing services for various chemical products. Services include logistic ‘value-add’ handling and storing of both chemical liquids used for example in the feed or food industry and powders (FCC catalyst) in a fully equipped Tankfarm and Silopark. New Tanks TPT recently required 4 additional tanks that have been operational as of January 2016. The acquisition of the tanks from Vlissingen to their location in the port of Terneuzen offered TPT a lucrative alternative to building new ones. TPT’s production facility has its own berthing quay for loading and unloading vessels, a rail connection and offers excellent accessibility by road. “Terneuzen has a logistics advantage with regards to the access to the Benelux. Many of our customers are located within a 400km radius, which makes us an ideal hub for the Belgian as well as Dutch markets. There is limited traffic surrounding Vlissingen and Terneuzen therefore it is a perfect location for trucks to access and effectively carry out transport services,” says Mr Bronwasser.

Zeeland Seaports is a partner of the ‘Ketenregie tankbinnenvaart Zeeland’ project, which aims to develop the inland corridor in Zeeland. The planning, capacity and the efficiency of the locks, waiting and mooring berths and terminal installations in Zeeland could be increased to improve the inland navigation. Other partners of the project are the Province of Zeeland, Dow Benelux, Zeeland Refinery, BLNSchuttevaer, Rijkswaterstaat Zee en Delta, HZ University of Applied Sciences and NV Economische Impuls Zeeland. With all chain partners on board, this is a unique opportunity that will benefit the entire logistics chain. The project is expected to run for four years.

Strong financial results at Zeeland Seaports

Zeeland Seaports achieved an operating result of EUR 18 million in 2015 with a turnover of approximately EUR 53 million. This marks an increase of EUR 8 million compared to 2014. There was also double the amount of land leased totalling approximately 40 hectares. According to Zeeland Seaports CFO Jeroen Rasenberg, “These figures enable us to make important and future-oriented

investments in the port which will increase the attractiveness of the port sector.” Oil prices adversely affect sea transhipment The sea-based throughput of the companies at Zeeland Seaports decreased by 5% to 33 million tonnes mainly due to the unexpected early closing of a coal plant, the unprecedented low energy and oil prices and some prolonged maintenance stops. One notable growth was in the breakbulk sector with an increase of over 25%. Number of ships calling at the port rises sharply. The number of vessels calling at Zeeland Seaports increased by more than 5%, while throughput inland increased slightly by 1% to almost 32 million tonnes. The number of barges that dock grew by 11%. Leased land double than expected In 2015, Zeeland Seaports leased 40 hectares of land at market conditions. CEO Jan Lagasse comments, “This is a positive development as the leasing of land signifies an increase in business activity and employment in and around our ports.”

Eimskip commence weekly cargo route from port of Vlissingen to Iceland After a successful trial period a new cargo route with direct weekly shipments to Iceland has begun following a collaboration between Century Aluminum, Eimskip and Zeeland Seaports. Cargo destined for Iceland was previously loaded at Century’s terminal in Vlissingen, transported by barge to Rotterdam and then loaded onto Eimskip vessels. In order to optimise logistics and cut down on pre-carriage costs, both parties together with Zeeland Seaports, initiated a trial cargo route directly from Vlissingen. The trial period lasted almost one year and included bi-weekly sailings in order to assess operational and logistical improvements.

Top performance in refining Zeeland Refinery is one of the most efficient refineries and performs as one of best in Western Europe. The refinery has a crude oil distillation unit and one of the largest hydrocrackers in Europe. www.zeelandrefinery.nl

The results of the trial were positive and Eimskip have since added this new route with a direct call in Vlissingen to their sailing schedule. The route calls in Vlisssingen, then Rotterdam, UK and on to Iceland. With production doubling at Century as of 1st of January 2016, Eimskip have increased the service to a weekly (rather than biweekly) sailing from Vlissingen to Iceland. This succesful trial demonstrates opportunities for shipping lines in the container sector at Zeeland Seaports’ two adjacent ports of Vlissingen and Terneuzen. Eimskip is the first to take advantage of this opportunity and more connections will follow.

Zeeland Seaports ensures optimum development of the advantages of each of the port areas of Vlissingen and Terneuzen. These advantages appeal to shipping lines, logistics service providers and shippers alike. The Western Scheldt offers easy access to the North Sea and there is a guaranteed depth of 16.50m. The hinterland connections are free of congestion and offer possibilities for multimodal distribution. The Zeeland ports are easily accessible by water (inland shipping and shortsea), rail and road. In addition, the ports boast a wide range of modern and specialised service providers ensuring efficient handling.

Shorter Sailing Route

For sea-going ships, the shorter sailing distance (compared to Antwerp) constitutes an important advantage as it saves time and fuel. Due to this, the ports have been able to attract additional cargo in the offshore wind, cellulose and reefer sectors. The prolonged and consistent focus on breakbulk has resulted in strong clusters of specialised shipping lines and companies providing all necessary supplementary (logistics) services for products such as steel, metal, forest products, offshore and project cargo. One type of cargo which is steadily increasing is cellulose (wood pulp). Cellulose cargo primarily comes in from South America to Vlissingen, which is Northwest Europe’s leading import location for this product.

Fast and Flexible

Ample space is still available in both Vlissingen and Terneuzen which is very important for the handling of project cargo and related activities, such as the assembly of large modules that require space. The offshore wind industry has recognised this and since 2009, Vlissingen has been involved in serving windfarm installation projects on the

North Sea. Foundations arrive here by inland shipping or shortsea. Transhipment to seagoing vessels takes place in the port and the foundations are then transported to the offshore wind farm. In cooperation with operators, Zeeland Seaports is able to design and build port infrastructure and develop sites with great speed and flexibility. As a result, port operators have invested heavily in new warehouses over the last few years. This is one of the benefits of the relatively small and very flat organisation. Companies quickly know where they stand and together, big results are achieved.

Our primary objective is always our customers and the constructions we build Located in the heart of the port of Vlissingen, privately owned VDS is strategically situated to serve a variety of sectors. From the development of steel and aluminum structures and machines, engineering, procurement, design, construction, production, manufacturing, conservation, assembly, start up and installation - the list of services provided is extensive. Three years ago VDS went through an organisational change. New roles were created and a streamlined structure was put in place. “We had to get the right people in the right roles, playing on individual strengths and generating momentum. It was a challenge but one I thoroughly enjoyed,” says Van der Loos. And Van der Loos is no stranger to change. The Rotterdam-native moved to Zeeland over a decade ago. In his early career in shipping, he worked extensively in the UK and France and had visited Vlissingen on occasion more than 15 years ago. “At that time in comparison to Rotterdam, the port of Vlissingen was relatively small – but the opportunities for development were clear. The port of Vlissingen has excellent maritime qualities and the location is ideal for various sectors.”

Primary Objective

There has been considerable amount of investment in the past three years to expand and strengthen the VDS portfolio. The current year will focus on becoming more visible and to showcase successful projects completed. Based on the demands of their customers, VDS has shifted to include a comprehensive service package of Engineering, Procurement and Construction (EPC). “The customer and the constructions that we build are consistently our primary objective -

everything in between. From building new bridges to breaking new ground, the future for VDS is promising.

at times maybe even more so than the financial outcomes. We do our utmost to ensure that projects are executed efficiently with the right amount of attention to detail and focus on quality. A testament to this approach is that we always have return customers.”

Building Bridges

With extensive steel construction experience, the projects VDS takes on are wide-ranging. VDS can construct bridges, leading jetties and lock gates as well as structures ranging from stairways and railings to pipelines in the (petro) chemical industry. Projects often begin with advice and design, followed by the construction and surface finishing and ending with the installation, including the overall logistics. One such project is the building of a bridge in Africa. While VDS has constructed bridges in the past within the Netherlands, this will be the first such project undertaken on an international level. For this bridge in the African country of Burundi, the EPC approach will be put into practice once again. VDS is also currently conserving and repairing the monumental bridge ‘De Hef’ in Rotterdam. This project will stretch over a year and see steel elements blasted and conserved. “We hope that the civil construction market continues to enlist us for bridges, jetties and lock gates. Being located in Zeeland is of course an advantage when it comes to bridges and locks and taking on international projects is exciting ”

Breaking New Ground

A year and a half ago, VDS opened the Offshore Construction Terminal Eemshaven in the north of the Netherlands with services ranging from engineering and constructional steelwork to storage and

heavy lifts of up to 1,200t. Services for the 600MW Gemini offshore wind farm were completed at this terminal. The Gemini project is expected to be one of the world’s largest offshore wind farms and is located in the Dutch part of the North Sea. The positive reputation that VDS is cementing is also helping to establish new partnerships. Their growing offshore portfolio has seen two new offshore customers; Jan de Nul and the South Korean company CS Wind that is building a wind park in Belgium. The future for VDS is promising. On-going projects include the offshore oil and gas and wind, petrochemical, machine and civil industry, as well as ship building and repair. “Our focus will continue to be listening to our customers and the requests that we receive. LNG Bunkering Pilot Reducing Emissions On 11 April, the pilot for the bunkering of Liquefied Natural Gas (LNG) via the Truck to Ship method was successfully launched in the port of Vlissingen. Bunkering of this renewable marine fuel emphasises port authority Zeeland Seaports’ objectives to reduce overall emissions. The port authority will determine whether consistent LNG bunkering will be realised in the port based on the results of the pilot, which will last until the end of the year.

Chicken-and-Egg Debate Bunker fuels are currently supplied to ship owners through a cost-efficient infrastructure of bunker tanks in ports, bunker ships and barges and direct filling when the ship is lying alongside a quay. Such infrastructure does not exist for natural gas and represents a chicken-and-egg debate. Natural gas providers will not establish an infrastructure until a sufficient demand arises and ship owners will not invest until natural gas is available.

The LNG pilot kicked-off with LNG being refuelled from a truck on the quay in the port of Vlissingen to the Sundowner – a brand new vessel from Chemgas Shipping. Prominent port personalities attended the ceremony from Zeeland Seaports, and regional safety and environmental associations. The pilot is unique in that it is already running which can be contributed to an efficient collaboration between all parties involved and short lines of communication with stakeholders.

Truck to Ship Transfer

In October 2015, Chemgas approached Zeeland Seaports to examine the potential for LNG bunkering via the Truck to Ship method. Chemgas is specialised in transporting petrochemical gases (LPG) over water with their fleet of inland vessels, that sail from Antwerp-RotterdamAmsterdam to Basel, while their seagoing fleet sails across northwest European waters. This request led to the development of a plan titled ‘Pilot LNG bunkering Truck to Ship’, in cooperation with regional safety and environmental associations. With a Truck to Ship transfer, the LNG truck is connected to the ship on the quayside, generally using a flexible hose. Tank trucks are inexpensive to invest in, compared to other alternatives, and provide a flexible means of bunkering receiving vessels with small LNG bunker volumes. Truck capacity varies from 40 to 80m of LNG, depending on tank design and regulations. The maximum capacity allowed varies between countries, due to differences in national transportation and vehicle regulations and road infrastructure.

under pressure compared with land-based transport and especially trucks. LNG is a great alternative fuelling solution due to its zero sulphur content and its combustion produces relatively low NOx compared to other fuel oil and marine diesel oil. Prior to being bunkered, LNG is first liquefied through a cooling process of -162°C. At this temperature and atmospheric pressure, the gas condenses to a liquid, thus reducing the volume by 600 times (in comparison to gaseous state), and the gas can be more easily transported and stored. The predominant component is methane with some ethane and small amounts of heavy hydrocarbons. Due to the low temperature, LNG has to be stored in cryogenic tanks.

Alternative Fuelling Solution

The bunkering of LNG in Zeeland will increase the attractiveness of the ports and significantly reduce CO2 and nitrogen emissions. Both these items are listed in Zeeland Seaports’ recently presented Strategic Master Plan. This plan includes the objective to realise facilities or solutions for LNG bunkering and become a major player in the LNG chain by 2020. From 1 January 2015, new regulations on the sulphur content of fuel for shipping in the Baltic Sea, the North Sea and the English Channel came in force. Accordingly, the sulphur content had to be decreased from 1.0% to 0.1%, setting the competitiveness of short sea shipping 18 I Zeeland PortNews

Currently, in the port of Terneuzen, an assessment is being done of the quays that are supported by pinewood posts. The oldest quay dates back to 1919. “The pinewoods posts are permanently submerged in water and with the increase of under-water organisms and the risk of infestation, the condition of the posts are being assessed,” says Team Leader of Asset Management Peter Adriaanse. samples will be taken along with a 3-D model of the area to determine if the posts are functional. “This is just one example of assessing the condition of one of our assets. The systematic approach we have within asset management at Zeeland Seaports includes knowing which assets need to be replaced or maintained and when this needs to occur. Through a methodology, we prioritise the work that needs to be done. There is, of course, a business aspect to this but also a safety aspect with regards to cranes or equipment the quay needs to support. We take all of these elements into consideration when scheduling asset works that need to be completed,” comments Adriaanse. The port of Terneuzen is located in the centre of a flourishing chemical industry. Pipelines are a sustainable method of supply and transport of raw materials for the (petro) chemical industry. This form of transport is congestion-free, safer than transport by truck, train or ship and results in less harmful emissions such as carbon dioxide. For safety reasons and in order to occupy as little space as possible, pipelines are typically bundled. Zeeland Seaports maintains a number of bundled pipes for the transport of liquids or gases. For industrial purposes these bundles often run above ground for various installations in the fields of electrical, steam, compressed air, nitrogen, etc. Oil refineries and petrochemical complexes rely heavily on these bundles for the transport of raw and bi-products. Zeeland Seaports also manages a jetty for oiltanking located in the Value Park in Terneuzen. The oiltanking terminal has a storage 22 I Zeeland PortNews

capacity of six million tonnes. On the estuary of the Western Scheldt, this location offers the chemical producer and distributor cost-effective facilities and direct access via road, rail, inland waterway and deep sea port, to the world`s most crucial markets and sources of supply. “We manage the electrical contracts and on a quarterly basis inspect the jetty to determine whether anything needs to be replaced or maintained.” Visual inspection takes place weekly to check the superstructure of the jetty. “For new infrastructure projects, we can be asked to manage the life cycle of assets. For other assets that are close to or have reached their estimated life cycle, we set benchmarks to extend the longevity of an asset while maintaining quality and safety.”

Increased Demand

Zeeland Seaports is ideally located between Rotterdam and Antwerp, with free access to the open sea and a first-rate network of road, rail, pipeline and inland waterway links to the hinterland of Europe. Even the largest seagoing vessels are able to call at Zeeland Seaports without tidal restrictions. The rising demand for storage, blending, distribution of finished products and the increased demand to accommodate larger ships requires space, quay and jetty capacity. Zeeland Seaports is meeting this demand. Ports must be dredged at the time of construction, or for expansion or deepening, and periodically for maintenance. As the port of Vlissingen receives vessels with a maximum draft of 16.5 metres, dredging over the past decades has substantially deepened the tidal channels. Because of the sludge deposition

coming from the Western Scheldt, dredging is a continuous process to ensure availability,” says Adriaanse. “While some asset management activities are performed according to a maintenance schedule, are solution-based or done on an as-needed basis, others such as dredging are an on-going task.”

Ideal Conditions

Like all ports worldwide, the topic of corrosion is also one raised at Zeeland Seaports’ two adjacent ports of Terneuzen and Vlissingen. Since 2009, Zeeland Seaports has invested EUR 7.5million in the port of Vlissingen for the prevention and treatment of corrosion. “By taking measurements such as cathodic protection, the safety and longevity of the quays are ensured,” says Adriaanse. A systematic approach to asset management ensures that risks are analysed and any necessary measures are taken. In the event of incidents, information is tracked for analysis and actions are taken to prevent similar happenings in the future. “This provides a clear picture of the status of our assets and when and how we need to address these items. Our goals are to operate as cost-efficiently as possible and to invest in measures that create the best asset life-cycle, safety conditions and best availability.”

EMPLOYMENT The port industry of Zeeland Seaports accounts for 18% of the economy of the province of Zeeland. And Zeeland is flourishing. A recent study on employment from the Netherlands concluded that the amount of jobs within the country increased the most within Zeeland by a staggering 34%, the country average being 11%. Further studies have concluded that an increase in transhipment activities is positively related to the number of jobs in the region. Greater flows of people, goods and services attracts higher levels of transport capacity, triggers further growth, and results in a larger number of jobs created. Zeeland Seaports’ facilities including stevedores, coldstores and packing stations rarely experience strikes. In fact, the Netherlands has one of the lowest percentages of days lost to strikes within the EU. Strong employment regulations ensure a steady and reliable workforce; a key component to maintaining efficient logistics solutions and a precondition for growth.

The Long Haul

Havenwerk is a specialised service provider for the staffing, secondment, payroll and training of skilled workers with three offices in the Netherlands and a diverse portfolio of customers utilising their services for port personnel. “We ensure that the port companies are equipped with the appropriate personnel to carry out their daily activities,” states Niek Mast. “This demand can change on a daily basis and can include fulfilling requirements from stevedoring, storage and handling of various cargo, container handling and other logistics roles.” Approximately 90 employees are currently on Havenwerk’s payroll in the Netherlands 50 of which are deployed in the ports of Terneuzen and Vlissingen. Mast has seen first-hand the dedication that employees active in the ports in Zeeland are renowned for. “We have numerous examples of employees that have been working for us for more than ten years for various service providers in the ports. I believe that on-call employees are a valuable and essential element of port activities.” “We ensure employees have the necessary qualifications and we work together with customers to further stimulate the allround skills of our employees. This ultimately creates a win-win scenario.” Furthermore, Mast believes that is it important to stimulate the next generation of port personnel.

The Next Generation

The importance of stimulating the next generation of port employees is also a sentiment shared by port logistics service provider C-Port’s General Manager Roel Latuheru. “Although it is challenging at times, we regularly manage to attract new employees to work in the ports. This involves crafting the image that many people have when it comes to port logistics roles. Port authorities & companies demand that employees attain certain certificates and safety regulations, therefore, employees in the ports are increasingly fulfilling more specialist roles in a fascinating dynamic industry,” states Latuheru. C-Port has approximately 150 specialised and certified permanent employees with services ranging from loading and delivering of goods in terminals, loading and unloading of vessels, transportation by either forklift or crane as well as the provision of value added services within the logistics process. 26 I Zeeland PortNews

Active in both of Zeeland Seaports’ Vlissingen and Terneuzen ports and in the port of Rotterdam, the benefits of their Zeeland location is clear. “The value of working from the ports in Zeeland for us is twofold. Kloosterboer is one of many companies at Zeeland Seaports that uses port related staff from C-Port. Many of Kloosterboer’s staff joined the company through an agency and later became permanently employed in the customer services department. In addition, Kloosterboer have their own recruitment website with a variety of vacancies. Last year more than 1,000 candidates used this website to apply for positions at Kloosterboer.

De Pooter is a comprehensive HR service provider offering employment advice, job description and salary indications and outplacement assignments. De Pooter’s core business remains temporary and contracted employees, particularly within engineering, logistics, and business services. Director Timmie de Pooter recognises the value the ports of Zeeland have for employment within the region. “In terms of employment, the ports can not be viewed separately from the industry that surrounds the ports and the numerous jobs this creates – especially for technical roles and within the service sector. De Pooter has grown considerably in recent years in terms of turnover and workforce with a fivefold increase in the past 10 years resulting in approximately 600 temporary employees currently on De Pooter’s payroll. As with any sector, the challenge to find skilled candidates remains. “It is very difficult to find skilled technical personnel on all levels of education (from welders to process operators, and technicians to engineers). However, this challenge is not specific to our region and is present in other areas such as Antwerp and throughout Western Europe. We source candidates not just on a

regional scale but also recruit internationally for certain positions through our various networks. Our primary aim is to build indepth knowledge of the client and the position so that we really understand what they are looking for.” The Netherlands features one of the most highly educated, flexible and motivated workforces in Europe. Dutch professionals are also among the most multilingual in the world, enabling them to successfully operate in companies in any industry serving customers throughout the continent. Zeeland’s lock-free harbour, without any tidal and air draft restrictions and situated close to main trading routes, means that large vessels can reach the ports easily.

Wind Farm Zone Borssele The entire Borssele Wind Farm Zone, 344km2 in total, is divided into five sites. Sites I, II and IV can accommodate 350MW plus 30MW overplanting. Site III can accommodate 320MW plus 30MW overplanting, and Site V is for innovations and can accommodate 20MW.

All evidence of Zeeland Seaports’ lead position within offshore. The permanent 1,200-tonne heavy-crane capacity is perfect for heavy lifting and the port’s harbour seabed conditions are ideal for jack-up installation vessels. Furthermore, a heliport is being constructed to transport electrical and maintenance personnel to and from the wind farm zones. Training centres are being established for the education of an expected 100 specialists who will be working from six maintenance vessels. All these factors, combined with Zeeland’s excellent access via inland shipping, has seen the seaports in Zeeland service more than 25 European wind farms. One such project, facilitated by Zeeland Seaports, was the 600MW Gemini offshore wind farm, one of the largest offshore wind parks in the world. Expected to be fully operational in 2017, it will consist of 150 Siemens 4MW turbines installed across two locations 85 kilometres off the Dutch coast.

Borssele I and II will have a capacity of 350MW per site. The ports of Zeeland – with a proven track record in offshore logistics of over 30 offshore wind farms – have carved a name for themeselves as the front-runners, both within the Netherlands and in Europe, in offshore logistics due to the strategic location close to many offshore oil and gas installations. Companies with a wordwide reputation such as Verbrugge Terminals and BOW Terminal offer the space, facilities and equipment needed for all the operations involved in the final construction and maintenace of offshore farms.

Government Scheme

Five offshore wind farm zones have been designated for the development of new wind farms in the Netherlands with a new government scheme launched to facilitate the establishment of these farms. The first round of tenders for two plots of land for the Borssele Wind Farm Zones (BWFZ) I and II, located 22km off the Zeeland coast, started at the end of March 2016. The establishing of the Borssele wind farm marks another milestone in the province of Zeeland’s impressive offshore wind energy track record and will be the largest Dutch offshore wind zone thus far. With a project of this scale, major energy suppliers, project developers, turbine manufacturers and financiers are merging to bid. The Dutch government grant scheme is also widely recognised as a stable foundation for investment. Additionally, the construction of wind turbines in the shallow Dutch seabed is relatively affordable. And what’s more, Zeeland’s strategic location allows for efficient wind-on-sea logistics which further aids the contruction efforts of this magnitude.

Power Framework

The development of the BWFZ stems from the Energy Agreement for Sustainable Growth signed by the Dutch government and parties involved in the energy market in 2013. The aim of the agreement is to make the Netherlands less dependent on coal, oil and gas, while securing the country’s energy supply and keeping energy costs under control. The agreement sets a target for 14% of all energy to be generated from renewable sources by 2020, increasing to 16% by 2023.

WINDPILES IN THE PORT OF VLISSINGEN

Offshore wind energy will play a significant role in meeting this target. The road map sets out a schedule of tenders offering 700 MW of development each year between 2015 and 2019, under the condition that the cost of offshore wind power will decrease by 40% in 2024 compared to 2014. The Dutch government wants cumulative-installed offshore wind capacity to reach 4,500 MW by 2023. A systematic framework under which offshore wind farm zones are designated was therefore created by the Dutch government and three offshore Wind Farm Zones will be used for the deployment of the 3,500MW of new offshore wind power: Borssele (1,400MW), Hollandse Kust ZH (1,400MW) and Hollandse Kust NH (700MW).

Grant Support System

Furthermore, a new market framework and funding support system was designed in consultation with the wind energy sector. Under the new framework, the government is responsible for grants, project consents and grid connection. Project development rights will be awarded to companies through five planned tenders. Companies will be invited to submit bids to develop projects in each round; with the company bidding the lowest price awarded a permit to build and operate the wind farm and granted the associated funding. The tender winner also receives a permit that is valid for a 30-year period. The wind farm must be operating within five years, but it can start production in year 3 and operate up to year 29. Decommissioning can start in year 25 and should be completed in year 30. The permit also outlines details for the financial guarantee for decommissioning. Upon completion, the BWFZ will be connected to platform operator TenneT through a submarine cable connected to the grid on land. TenneT will build grid connections for the planned 3,500MW of new offshore wind capacity. To create economies of scale, TenneT will construct five standardised offshore substations, each with a capacity of 700MW. The substations will be connected to the national EHV grid with two 220kV export cables. Output from the Borssele Wind Farm Zones I and II will be connected to a single platform, the Borssele Alpha.

Before the formation of the European Union in 1992, several similar agencies were also located in the same region. Nowadays Verex is the last one standing on the Dutch side of the border. You recently made the step to entrepreneurship. What made you take this step?

“I’ve always had the desire to start my own company. When I was introduced to Luc de Meijer about a year and a half ago, we talked about Verex, his wish to retire within a few years and the problems he had finding a successor. At that time I was working as an account and planning manager for a stevedoring company where I had gained valuable experience working directly with and for customers. This together with my Business Administration education and my experience in logistics, legal and finance, had given me a broad enough base to take a new step and buy my share in Verex.”

Customs services is quite different from stevedoring, isn’t it?

“It certainly is, although, when working for the stevedoring company we sometimes provided customs services as well.

But when having to deal with exceptional situations we always called for a specialist, like Verex. I worked with some of my current customers in my past jobs but my customer base has since widened. We also work for large industries and smaller businesses here in Zeeland as well as in the ports of Rotterdam and Amsterdam. In stevedoring I learned about special products and the legal requirements for shipping and storing them. I gained insight into the supply chain and the parties involved. This knowledge can now help me find niches for new business opportunities.”

Talking of business opportunities. What are your plans for the future?

“First I want to learn the ins and outs of this profession. My goal within the next two or three years is to be able to take over the business from De Meijer completely. Next to that we pursue a flourishing business, by providing the best possible service to our 425 clients. We will do that with the six staff we currently have working here and have no intention yet to expand. I am looking for new business opportunities, mainly in consultancy.”

We currently work together with our Belgian neighbour, as they do the same work for their customers in Belgium as we do for ours in the Netherlands. We refer to one another and make use of each other’s computer back-up facilities. But I wish to go further; I want to offer clients a whole range of services, custom-made by specialists from different companies. Onestop-shopping without being dependent on just one party, so to speak. That is what I will be working on over the next few years. So do not expect me to be stuck in my office; I will go out to connect people and services.”

Mammoet Uses Elebia Hooks to Unload Panamax Vessel International lifting and transport specialist Mammoet used 5t capacity automatic hooks from Elebia to keep riggers at safe distance and speed-up discharge of 1,000 industrialsized ‘big bags’ from a Panamax ship in the Terneuzen port area in January of this year. Mammoet, which has its own multi-purpose terminal further north at the mouth of the Ghent Canal in Terneuzen, will unload approximately 30,000t of bulk from the vessel every six weeks, as freight business continues to sprawl away from larger Antwerp ports further east. Mammoet, which oversees storage and handling of stainless steel coils, containers and other kinds of cargo in the region, uses the

application, including weight, hook status and alarms that alert the operator to overload or unbalance situations.

Safety First

Hamelink, who discovered the hooks during online research, added: “The solution is centred around application of the Elebia hooks and allows us to meet the demands of unloading a great volume of big bags with only three people required in the ship’s hold. Beforehand, we also required up to three people on the quayside for unhooking where now only one person operates the remote control.” A lead rigger and two Mammoet personnel communicate via radio with the crane operator to place the bags directly onto trailers before they are transported to a factory and unloaded by forklifts. The Liebherr LHM 500 has a radius of 51m and a maximum capacity of 140t. It is known for its versatility and flexibility especially in general cargo handling with continuously changing operating appliances and handling methods.

Mammoet Yard Coordinator Robin Hamelink, said: “Safety is always our number one priority and Elebia’s hooks fit that ethos. A thousand bags was a landmark discharge, but our customer is anticipating that we will need to take responsibility for an increase in bulk handling from their Panamax vessel in the shortterm future, so we needed to implement a material handling system with increased demand in mind even at the outset.” During the latest 14-hour discharge, Mammoet rigged the spreader so 12 1,000kg bags were lifted at the same time. This can be increased to 21 bags at once if all 14 Elebia hooks are employed to grab the large loops on top of each bag, eliminating the need for slings or additional rigging equipment. The signing of the Green Deal by Minister Kamp of Economic Affairs in March of this year, signified a first success for industrial cooperation towards green growth in the Smart Delta Resources (SDR) Platform. The SDR is a joint initiative of power and raw material-based industrial companies in the Delta region (West Brabant, Zeeland and North Flanders). In 2013, these companies launched a platform to explore the possibilities for exchanging energy and raw materials. Such an industrial symbiosis is an association between industrial companies/facilities in which the waste or byproducts of one company become the raw materials for another. Such initiatives aim at contributing to sustainable industrial growth in Zeeland. This new Green Deal will see Dow Benelux, Yara and ICL-IP will work together for the exchange of hydrogen via the national gas transport network of Gasunie Transport Services (GTS). Transport of hydrogen via the GTS gas network makes industry in the region stronger and more sustainable and can yield CO2 savings comparable to the heat demand for a city the size of Terneuzen.

Win-Win Situation

The Green Deal between the Dutch Government and seven stakeholders paves the way to the realisation of hydrogen exchange within the SDR framework, and is a clear win-win situation for all involved. Companies in the region can achieve a huge energy gain and substantial CO2 reduction. This deal will realise a sophisticated application of hydrogen released from the cracking process at Dow. The hydrogen produced by Dow will be transferred through GTS’s underground network, which is a sustainable, efficient and safe method of hydrogen transport. The hydrogen will then be used as raw material by Yara and ICL IP for the production of their high-grade products. Initially, the resulting energy savings of the Green Deal is expected to be 0.15 PJ per year, which corresponds to the gas consumption of approximately 3,000 households. A next phase will see the savings increase even more. The Province of Zeeland is contributing up to EUR 200,000 for a study into the second phase of the hydrogen symbiosis. It is expected that the

project, as a whole, will reduce CO2 emissions by between 20,000 and 40,000t: comparable to the heat demand of 10,000 to 20,000 people. In addition, the transport of hydrogen by road to ICL-IP will be reduced by 70% to 80%, which also improves external security.

Regional Cooperation

The linking of process streams and exchanging of energy is a clear sign of the willingness and effectiveness achieved through industrial collaboration. To ratify the intentions of hydrogen exchange between Dow Benelux, Yara and ICL IP, Minister Kamp of Economic Affairs and the parties involved signed the ‘Regional Hydrogen’ Green Deal. By signing, Minister Kamp showed his support for this form of regional cooperation, as an important step towards strengthening the industrial cluster. “This Green Deal shows that the national gas transport network can contribute to making the industry in the Delta region more sustainable,” says Bart Jan Hoevers, Manager Network Development at Gasunie Transport Services. “By offering customised gas solutions, we can achieve green growth in a generally quite difficult sector. And that is great news.” This deal will also allow the companies involved to improve competition on the world market and it will also help to realise ecological and social improvements. It can make an important contribution to the complete transition process towards a cyclical economy, for both existing fossilbased industries and future companies based on renewable energy and raw materials. “The real added value of this industrial cooperation is that it is a driving force for other initiatives aimed at making industry in the region more sustainable,” says Anton Van Beek, President of the Board of Dow Benelux. “This is an important step towards the joint realisation of a new future for industry.” With the support of the province of Zeeland, Zeeland Seaports and Impuls Zeeland, the SDR platform is developing concrete business cases. Zeeuws maritime muZEEum The Past, Present and Future

The regional maritime museum of Zeeland, muZEEum, is located next to the coastline of Vlissingen. Visitors can discover and experience Zeeland’s maritime past and present in four themes: Water, Work, Glory and Adventure. Water has shaped the province of Zeeland and water also brought work, in the form of shipyards, pilotage, building of links between the islands and of course flood defence work. Work led to glory: The famous Dutch admiral, Michiel de Ruyter, is a key element of the museum, since he came from the harbour village. At muZEEum you can get a glimpse of the past but also of present-day maritime Zeeland. In addition, the museum owns the second largest collection of VOC-items. Relive the past with the portraits of Zeeland’s heroes, seascapes and harbour views and do not miss the 17th century lookout tower for and breathtaking views over the sea. For children there are all sorts of games, such as scavenger hunts to keep them busy.

The Casemates

Casemates are military structures used for defence purposes, and these maritime monuments form part of the museum. The casemates in Vlissingen consist of various rooms and have had several functions. This structure is really a monument within a monument,

because these casemates are situated in the heart of Keizersbolwerk under the statue of Michiel de Ruyter, a part of the Vlissingen fortifications from 1548. It is no wonder famous historical figures like Charles V, Michiel de Ruyter and Napoleon invariably chose this spot. Zee/Land/Zilt Masterchef Edwin Vinke is the well-known Michelin star chef from Zeeland, with his restaurant de Kromme Watergang in Hoofplaat. Just recently, he opened a new restaurant in Yerseke, called Zee/ Land/Zilt, where you can feel, taste and experience the sea. The restaurant is situated under the same roof as the oyster academy, with the Eastern Scheldt as its background. “People sometimes ask me, what does cooking mean to you?” says Vinke. “My reply… cooking comes from my heart!” Although it certainly must come from the heart, inspiration, keen senses and concentration are key elements for his success.

1. LIFTAL

Lifting and towing specialist Liftal is able to respond quickly to the needs of its customer due to short lines of communication and a high degree of practical experience. The versatile company carries out testing (either at their pontoon in Vlissingen, which has a capacity of 530t, or on location) and maintenance services, from hoisting beams for the nuclear industry in France, to a gas factory in Tunisia, to radar towers on the Western Scheldt estuary. Liftal also rents out project equipment such as spreaders, test weights and rigging equipment with a maximum capacity of 800t. The company also deals with specific requests, such as the recent development of purpose-built hoisting equipment in the form of a rigging set designed to resist temperatures down to minus 50째C. Liftal currently has fifteen EKH (DNV) certified inspectors. This means that more inspections can be carried out on site, speeding up the process. The Driving Force Final Words The driving force behind the success of the ports of Zeeland is people. The port personnel of the companies in the ports of Vlissingen and Terneuzen are a crucial element to ensure the logistics chain runs smoothly and are famous for their strong work ethic and dedicated mind-set.

Perhaps this can be attributed to our constant struggle against the forces of nature - the sea - and aquatic culture, which has contributed to our hands-on approach. And perhaps the lack of congestion and traffic on our roads has added a clear sense of direction and purpose. We believe it is critical that port personnel possess the necessary and up-to-date competencies to contribute to port efficiency and ensure the port continues to be an effective supply chain partner.
