Welcome The three R’s of the Santiam Canyon region traditionally have been recreation, relaxation and resources. After the devastating wildfires of 2020 they became recover, rebuild and renew. Recovery has been an ongoing process, but Canyon Strong, our communities have added a fourth R: resilience! With determination, persistence, and assistance from the federal level with FEMA; the state and Marion and Linn counties, the Santiam Service Integration Team, Santiam Canyon Wildfire Relief Fund, Santiam Long Term Recovery Group, and SEDCOR’s Santiam Rebuild Coalition headed by Rich Duncan, and others, support to those who lost homes, businesses, and their sense of security to the flames are finding ways to rise again. Detroit celebrated the opening of a new civic and community center in June, the Santiam Canyon Tool Library – a free service – doubled in size, and there are plans in the works for park improvements and re-openings, too. Local organizations are undergoing a revitalization, too. They are resuming favorite events and welcoming new members and projects. The fire-scarred landscape continues to show signs of renewal. There’s green on the forest floor and in the branches of trunkblackened trees. Plots are cleared of rubble. More parks have reopened. Community activities are reviving. Signs of construction dot the landscape. Businesses have pivoted, focusing on what they can do rather than what was lost. Rebuilt, Renewed Detroit’s civic center serves many uses By James Day A huge crowd turned out amid constant drizzle on June 4 as Detroit held the opening celebration for its new civic center. A cornerstone piece of the Santiam Canyon community’s recovery from the devastating 2020 wildfires, the new building on the grounds of the former high school houses City Hall as well as public meeting spaces and apparatus bays for the trucks and wildfire rigs of the Idanha-Detroit Rural Fire Protection District. “So many people have contributed to this,” said Mayor Jim Trett, noting the assistance of Marion County officials, state agencies, the Federal Emergency Management Agency, other Canyon towns and a coalition of contractors and building trades fixtures organized by Rich Duncan Construction. “It was neighbor helping neighbor,” said Trett, “plus Rich Duncan and his 100 volunteers. This was all donated.” All three Marion County commissioners were on hand, Danielle Bethell, Kevin Cameron and Colm Willis. Trett said that he has had officials from around the state ask him “where did you get those guys? How can we get commissioners like that? They just came… they were here,” Trett said. The event filled the civic center’s parking lot and lined adjacent streets with vehicles. The high school band of teens in “The School of Rock” set up guitars, keyboards and drums in the fire apparatus bays and played 1980s tunes. The gym was open for folks to shoot the ball around and engage in other games. Refreshments were plentiful. And there were dozens of folks in “Detroit Strong” T-shirts and hoodies. “We had a terrible, terrible thing happen here,” Trett said. “But we’re going to be a better town moving forward. And we were a darn good little town before. You have to look for silver linings. It’s raining out here. So what? Another silver lining. That’s just more water to add to the lake.”

Recognizing Resilience The Santiam Canyon communities were honored by Travel Salem at the agency’s 2022 awards program. Canyon residents and officials were singled out for being the “most resilient” part of Oregon, based on the region’s recovery work after the 2020 Labor Day wildfires. Travel Salem cited “ongoing efforts in the face of what at times looks like unsurmountable odds following the fires. But time again, the people and leadership in these communities proved these odds wrong as they continue to fight and rebuild their lives.” 4 | SANTIAM

On hand for the May 12 event in Salem were mayors Jim Trett of Detroit, Ron Carmickle of Gates and Tim Kirsch of Mill City as well as Marion County Commissioner Danielle Bethell. Bethell, in her remarks, noted the “never-give-up spirit that achieved the remarkable levels of recovery in the Santiam Canyon.” The event also acknowledged the first-responders, members of the business community, city and county and state officials and residents atlarge for the roles they have played.

Recovery Putting tools into the right hands By James Day The Santiam Canyon Tool Library doubled in size in 2022 thanks to a $12,000 grant from the Salem Foundation. A portion of the grant was used to purchase a second Conex box that houses the tools. “Our first Conex box filled up quickly and we were storing equipment off site in two different places,” said Melodie Roth, SCTL treasurer. The remaining funds were placed in the SCTL’s account to buy tools as needs are identified. “With the two containers, we plan on having a back and front wall with a low-profile roof over the top so we can store our larger equipment there,” Roth said. “Storage has been a major issue with us. Items like woodchippers, log splitters, cement mixers, rototillers, etc., take up a lot of room.” Roth said most of the large and expensive equipment comes from grants and donations, including from the Good360, a charitable branch of the United Way. “We have had numerous donated tools from the community as well, which we greatly appreciate,” she said. Among the tools acquired via donations this year are a professional tile cutter, field and brush mower, scaffold, paint sprayer, concrete mixer, hedge trimmer and a just-ordered woodchipper with tow kit. “We appreciate the ongoing support of the community and always encourage people to reach out to us if there are specific tools they need,” she said. “The Gates Community Church has been a lifesaver by letting us use their property, free of charge, for both boxes. It is such a great site because we are located just off their parking lot. We are so grateful to them for their ongoing support of our library,” Roth said. Right now, SCTL’s biggest need is volunteers. Roth said the goal is to have enough volunteers to hold the library open as often as possible. “To volunteer, you don’t need to know anything about tools,” she said. “Volunteering is something anyone can do.” The library uses software to track inventory and check items in and out, she said. “It would be wonderful to have a volunteer donate their time to learn this system in order to teach others,” she added. “We also want to make sure and let people know, if you do volunteer and are not comfortable using the computer, you can just make a note and we will check items in and out. We don’t want lack of computer knowledge to be a reason a

person does not volunteer.” Volunteers are also needed for tasks such as tool maintenance, engraving tools engraving tools, and cleanup. “We are always open to new ideas,” Roth said. “We always need help with promotion, like on our Facebook page. Having someone who is very familiar with Facebook promotion would be awesome. We are open to any other promotional ideas to let people know we exist.” Roth said the tool library has been an ongoing learning experience for all involved. Current SCTL board members are: Shawn Drake, president; Jose Moreno, vice president; and Roth, treasurer. The secretary position remains open. Board members include Lisa Chalidze, Carl Wilson, Scott Foster and Stephanie Drake. Other volunteers are Les Reddig, Mike Llewellyn and Brian Gander. “We have been able to exist as a nonprofit due to the generous donations of single individuals and organizations from across our state,” Roth said. “Our future depends on them and volunteers who are interested in helping our canyon, not just recover from the wildfires, but to continue to grow in the future. “From the bottom of our hearts we thank every person and organization for the donations that we have received,” she added. “We hope to continue to have this kind of support in the future.” To become a member of the tool library, individuals fill out a simple application and show a piece of identification at the Gates location, 40070 Gates School Road. Re-envisioned Many Canyon parks already on comeback trail by James Day and Stephen Floyd The devastating wildfires of the fall of 2020 damaged recreational facilities in addition to housing and businesses, but just like the recovery elsewhere in the Santiam Canyon, parks officials have been able to open numerous facilities and are planning for innovative restorations at some sites that remain closed. The good news is that most of the facilities south of Highway 22 and or/the North Santiam River are generally in good shape. The bad news? The further north you go from the river and the highway the rougher the road back is likely to be. Marion County plans

For example, Marion County parks officials and their volunteer parks commissioners, have been meeting to strategize on the future of sites such as Packsdaddle, Minto and Niagara along the North Santiam and Little North Fork facilities such as Bear Creek, Salmon Falls and North Fork Park. The caveat, again, is that the North Fork properties were more heavily damaged and will take far longer to restore. The Board of Commissioners, which will make the final decision on the parks plan, will receive and review the plan at a work session later this summer. Parks officials emphasize that the full spectrum of the repairs, restoration and upgrades in the plan likely will not be completed for at least a decade. Marion County parks officials have divided the parks into two groups, Highway 22 parks that will feature a more developed environment, and North Fork facilities that are intended to “immerse visitors in the natural beauty of the Santiam Canyon.” Here is a look at some of the key changes planned:

Highway 22 parks

Minto: This facility, between Lyons and Mill City will focus on fish and wildlife. Recreation goals include improving day-use capacity and access, establishing bird-watching trails and river access points and perhaps hike-in camping. Packsaddle: this 6-acre facility just upstream from Gates will continue to serve as a launch point for rafting and kayaking

on the river. Recreation fixes include improving driveway access and day-use capacity, a covered picnic area and perhaps a kayak launch. Niagara: The county will be working with the Confederated Tribes of the Grand Ronde on a native wildflower and camas meadow. Recreation plans include building a restroom, expanding parking, reopening trails and new picnic areas.

North Fork region parks

North Fork: The goal with this facility just up Little North Fork Road from Lyons, is to “reconnect with nature and the river.” Recreation plans include an expanded parking area, a new restroom, a host site, a camping area, small picnic areas and trails and user access points to the river. Bear Creek: Further up the road at Bear Creek the approach will emphasize camping, mainly for RVs, as well as activities for children. Salmon Falls: This park is designed to be the camping hub for the region, with the former overflow parking lot dedicated to camping sites. The recreation focus will be on added 12-15 yurts, camping sites and an amphitheater for outdoor education.

Detroit Lake, the hub for Santiam Canyon recreation opportunities, is open for business, with the massive Detroit Lake State Park and its combined 271 camping/RV sites available for use, as is its Mongold day-use area. Rafters also are good to go, with Marion County’s Packsaddle and the federal Bureau of Land Management’s Fishermen’s Bend facilities open for boat launchings, another key piece of the Canyon recreational pie. One park has changed hands. The North Santiam Recreation Area, just east of Lyons, is moving from Oregon State Parks jurisdiction to Marion County oversight. looking at possibly renaming the facility, which is open for business and features river access, camping and picnicking in a natural environment that for 2022 and for many years to come will offer different views and perspectives for visitors because of the number of trees that came down via the fires.

Mill City upgrades

Mill City, meanwhile, is gearing up for $500,000-plus in revitalization and improvements at Mill City Falls Park. Smaller scale improvements have started, although no final timelines have been set for the majority of the work. The city began planning park improvements to beautify the area along Wall Street and complement the recent restoration of the nearby Mill City Southern Pacific Railroad Bridge in 2021. The goal of the improvements is to create pedestrian access from the bridge to a parking lot on Wall Street and create an overlook above Mill City Falls. Improvements include a retaining wall for the overlook, 240 feet of sidewalk, new lighting and trees, and an interpretive sign. Once completed, the city plans a second phase to add pathways, fencing, landscape improvements and park furniture. The project has featured some classic Canyon cooperation as the Santiam Canyon School District and Canyon Catalysts donated materials and labor for tasks that would not require a contractor. This helped the budget writers focus on larger tasks such as the retaining wall, sidewalks and site preparation. More money might be coming, with Mill City hoping for assistance from the Oregon Parks and Recreation Department, the Federal Emergency Management Agency and the Oregon Transportation Commission.

Organizations Association of Northwest Steelheaders Ours is one of the oldest conservation organizations in the Pacific Northwest. It was founded in 1960 and has 12 chapters in Oregon and Washington. The Salem Chapter meets on the third Tuesday of the month at 7 p.m. at Keizer City Hall, 930 Chemawa Road, Keizer. Meetings feature guest speakers and fishing guides with how-to programs and presentations. Volunteer activities center around the preservation of local fisheries, parks and youth fishing programs. Canyon Gleaners Gleaners is a non-profit self-help food program. It is not a food bank or emergency food provider. The mission is “To give a hand up to those struggling to put food on the table for themselves and their families. This is made possible by participating in gleaning activities, allowing them dignity and self-respect in the knowledge that they are helping themselves as well as others in the community.” We do not have paid staff. All board members are volunteers. Membership is based on household size and runs from $10 per month to $30, for families of 10 or more. Volunteers are in the warehouse 11 a.m to 1 p.m. Wednesday and 10 a.m. to 2 p.m. Thursday, in the back of Stewart’s Hall, 150 SW Broadway, Mill City.

Canyon Senior Center The senior center was established in 1994 to provide a place for seniors to meet. It owns its building at 844 S 1st Ave., Mill City. Center membership is open to anyone 50 years of age or older. Volunteers are welcome. The center has regularly scheduled card games and a monthly soup lunch. It maintains an inventory of health aids such as wheelchairs, walkers, etc. which are available for loan to Canyon residents. Contact: Mike or Jan Long, 503-897-4902.

City of Lyons Lyons is a local government serving the citizens of Lyons. There are several volunteer opportunities. Residents may volunteer to serve on the city council, planning commission, budget committee or library board or volunteer at the Lyons Public Library. Annually the city holds a city-wide clean-up day in May where volunteers are welcome. Contact: Micki Valentine, 503859-2167.

City of Mill City Mill City is the largest of the small communities located in the North Santiam Canyon. Located at the base of the Cascade Foothills, it is rich in logging and mill history and offers many outdoor recreational opportunities including fishing, rafting, kayaking and more. The historic Phoenix Column Railroad Bridge spans the North Santiam River. It provides a beautiful view of Mill City Falls, where salmon and steelhead spawn each year. Fourth of July Committee In 1956, Mill City held its first “organized” July Fourth celebration, Its first “organized” parade was held in 1959. The Fourth of July Committee filed for 501 C-3 status in 2019, and every year a small group of volunteers meets to plan a one-, two- or three-day celebration. Festival grounds are in Mill City’s Kimmel Park. Food, craft vendors and entertainment, plus a parade and fireworks by Mill City Volunteer Fire Department, bring visitors from near and far. Other events have included a Mutt Show, horseshoe and softball tournaments, a Fun Run and old-fashioned family games. The committee is always looking for volunteers and ideas. Meals on Wheels Meals on Wheels is a small site in Mill City. It is open to people who would like to serve the seniors in our community. It’s a great way to learn about the Canyon. Mill City / Gates Community Assistance Center Our food bank has been helping Canyon residents for more than 30 years. Food is given out twice each week and financial help in emergency situations is coordinated through the Ministerial Association. Volunteer opportunities always exist, whether sorting incoming food or arranging for distribution.

Mill City Library The library is a non-profit organization dedicated to providing library services to the Santiam Canyon. It is located on Broadway next to the Mill City Presbyterian Church. It has been in existence since the 1980s, but only in the current location since a fire in 2015, which destroyed the old fire hall where the library had been located. The library is staffed by volunteers who work morning or afternoon shifts providing books and access to WiFi computers and printers. The book collection is made up of donated books as well as more current titles purchased by the library. The variety includes Westerns, Mystery and Suspense, and “Cozys”. There is also a selection of children’s books and paperbacks. To volunteer, stop by the library when the Welcome sign is out and get more information. The library was originally a project of the Women’s Club with Barbara Alexa and Wilma Shepherd heading up the project. Current volunteers continue their tradition of service to the community.

Mill City Lions Club Our small but active club open to anyone who has a heart to serve others. The Lions’ motto has always been “We Serve”. The club areas of emphasis are sight, hearing, and diabetes. As seriously as we take our mission in the Canyon, we don’t take ourselves all that seriously. Mill City Odd Fellows Our priority has been maintaining the Mill City Odd Fellow building – our largest asset – for uses that assist children, the elderly and everyone, in that order. It provides space for other nonprofit organizations and for community use. Users include The Canyon Gleaners, SKATE (Santiam Kids and Tourism Effort), Mill City Fourth of July Committee, Hearts2Arts and KYAC radio and the Santiam Canyon Chorus, as well as Young Life. Neighborhood Watch Residents work with the Linn County Sheriff’s Office to keep neighborhoods safe. Volunteers meet, share concerns about suspicious activity and pass information on to LCSO. Watcharea leaders meet with the LCSO Liaison Officer as needed. Neighborhood Watch not only helps report suspicious or illegal activity, but it helps neighbors connect with and look out for each other. Mill City residents on the Marion County side are included. North Santiam Chamber of Commerce Through networking events and programs, the North Santiam

Chamber of Commerce is dedicated to facilitating the growth and protection of commerce in the Santiam Canyon. A volunteer board helps business owners, nonprofits and local government work together. North Santiam Historical Society / Canyon Life Museum The North Santiam Historical Society is a 501c3 organization made up of members and volunteers who are interested in preserving and sharing the rich history of the North Santiam Canyon. The museum contains exhibits, artifacts, documents, photographs and stories of people who settled in the area. The Kalapoois, migrants from the United States, immigrants from throughout the world, lumber barons, railroad promoters, miners, loggers and famers all contributed to the development of the Canyon. North Santiam River Guides Association The North Santiam River Guides Association provide resources and knowledge to enjoy the scenery and fishing on the North Santiam River. For more than 60 years the association has been helping people learn to drift the North Santiam through our Learn the River trips. These club-sponsored outings begin in the Spring and run into the Summer. Members and the public are welcome to participate. Monthly meetings are the fourth Wednesday of each month, 6 p.m. at Neufeldt’s Restaurant in Aumsville. Youth Benefit Golf Tournament The tournament was established to raise funds for scholarships and youth programs in the Santiam Canyon. Santiam Kids and Tourism Santiam Kids and Tourism Effort (SKATE) endeavors to increase recreational activities and tourism by providing activities and economic prosperity for people of all ages to enrich the lives of residents and visitors alike. Formed as a 501c-3 non-profit in 2014, SKATE’s primary project is to complete the acquisition of funding and the construction of a skate park in Mill City. Kids are a vital part of the organization, as are volunteers. SKATE will join other local organizations to work with Santiam Canyon youth on life skills helpful for their growth and development.
