Washington County 4-H What is 4-H? 4-H is the premier youth development program of the U.S. Department of Agriculture (USDA). Originating in the early 1900’s as “four-square education,” the 4-H’s (head-heart-hands-health) seek to promote positive youth development, facilitate learning and engage youth in the work of their community to enhance the quality of life. Since 4-H began more than 100 years ago, it has become the nation’s largest youth development organization. The 4-H idea is simple: help young people and their families gain the skills needed to be proactive forces in their communities, while nurturing youth to their full potential. 4-H History 4-H began in Clark County, Ohio. On January 15, 1902, Mr. Albert Belmont Graham, the superintendent of the Springfield Township Schools at that time, organized a meeting with some thirty boys and girls in the county courthouse basement. The intent behind the meeting was to learn more about harvesting corn, planting a garden, testing soil samples, tying knots in rope and identifying natural wildlife such as weeds and insects. Eventually, the group came to be called the "Boy's and Girl's Agricultural Club" and later 4-H Clubs. Who Brings 4-H to You? There is an Ohio State University Extension office in each of Ohio’s 88 counties which serves as the local headquarters for 4-H. County Extension personnel, such as the 4-H Youth Development Educator, are employees of The Ohio State University and work under the leadership of the State 4-H Leader and other professionals in the Ohio 4-H Office in Columbus. Who can join 4-H? Eligibility for Cloverbud participation begins when a child is age 5 and enrolled in kindergarten. Eligibility for participation in 4-H projects and competitive events begins when a child is age 8 and in third grade. Any youth age 9 or above is eligible for project membership, regardless of grade level. Membership requires enrollment in an authorized Ohio 4-H club or group under the direction of an OSU Extension professional or an approved adult volunteer. A youth’s 4-H eligibility ends December 31 the year he or she turns 19. 4-H Projects Each year, 4-H members must choose at least one project to complete. 4-H projects are designed to help members explore topics of interest to them. Each 4-H project provides a variety of educational experiences and helps members learn by doing. Members have opportunities to share what they learn through demonstrations at club meetings, county project judging events, and exhibition at the county fair.

4-H Mission 4-H empowers youth to reach their full potential, working and learning in partnership with caring adults. 4-H Vision A world in which youth and adults learn, grow and work together as catalysts for positive change. The 4-Hs Head, Heart, Hands, and Health are the four Hs in 4-H, and they are the four values members work on through fun and engaging programs. • • • •

Ohio State University Extension

Ohio State University Extension brings the knowledge of the university directly to you. 4-H Youth Development 4-H is a youth development program offered to individuals age 5 and in kindergarten to age 19. Ohio 4-H youth development reaches more than 240,000 youth each year – helping kids “learn by doing” through hands-on activities. All 4-H programs focus on active involvement and quality experiences which stimulate lifelong learning of values and skills. 4-H members learn valuable lessons in leadership, communication and collaboration while increasing their knowledge in math, science, technology and a variety of other topics. 4-H creates fun while learning in a variety of ways. Kids can participate in 4-H through community clubs, camps, in-school and after-school activities, and summer programs. They increase their self-confidence and personal life skills while learning about specific subjects - anything from animals or computers to public speaking, cooking, art, gardening and environmental sciences.

Family and Consumer Sciences OSU Extension family and consumer sciences (FCS) gives people the knowledge, skills and tools needed to make healthy, informed choices. We teach and promote safe food practices, better nutrition, better finances and better relationships – helping people acquire the knowledge and skills to make smart decisions in these areas. FCS professionals provide reliable, evidence-based information to encourage – and empower – people to adopt practices and behaviors to improve their finances, build more positive relationships with friends and family, and embrace healthier, nutritious lifestyles.

SNAP-Ed The Supplemental Nutrition Assistance Education Program (SNAP-Ed) is a free nutrition education and obesity prevention program serving low-income adults and youth. It is funded by the Food Nutrition Service (FNS) branch of the United States Department of Agriculture (USDA). SNAP-Ed targets food stamp program participants; disseminates educational information through public service announcements, basic food and nutrition demonstrations, newsletters, fact sheets, and group educational sessions with displays; and uses curriculum materials selected for the audience's unique diversity. Agriculture & Natural Resources Agriculture is Ohio's number one industry. Ohio’s diverse agricultural, horticultural and forestry industries contribute more than $105 billion to the state's economy every year. Ohio, a leader in agriculture, food processing and bio-product innovations, is strategically positioned to meet the growing demands of the food, fuel, and fiber industries. OSU Extension works with farmers to strengthen their businesses, adopt new technology, and improve efficiency while protecting the environment. It is important to enhance and sustain the environment and natural areas in the state, while balancing economic advancement with environmental sustainability. OSU Extension protects Ohio's natural environment by working with landowners in managing woodlands and preserving streams and water resources.

Land descriptions USING THIS PLAT BOOK

The information that is displayed in this Plat Book is published as a guide to landownership in the unincorporated areas of the county. Landowners within rural subdivisions and city limits are not shown. The data contained in this publication has been compiled from public records and third party sources. Due to continual sales and transfers of property, it is impossible to guarantee 100% accuracy. The contents of this book are not intended for legal use in the sales or transfers of property. The display of owner information in the Plat Book is determined by the size and the shape of individual parcels and may include all or part of the following: acreage, owner initials, abbreviated or full name, and secondary owner.

USING THE PUBLIC LAND SURVEY SYSTEM

The Public Land Survey System (PLSS) is a way of subdividing and describing land in most of the United States. The system starts with a principal meridian, which is a north-south line. There are 37 principal meridians in the United States. Each principal meridian has a base line that runs east and west through it. Land is described as being east or west of the principal meridian, and north or south of the base line associated with that meridian. Land is typically divided into 6-mile square townships.Townships are described with reference to their principal meridian and base line.

Example: A township is described by its position in relation to the lines called Base Lines and Principal Meridians. A Township is identified by a Township number based on how far N or S it is from the Base Line, and a Range number based on how far E or W it is from the Principal Meridian. See Fig. 1 - T3N R3W is 3 positions N of the Base Line and 3 positions W of the Principal Meridian. Each Township contains 36 Sections, each a mile square. Sections are numbered by starting in the NE with Section 1, W to Section 6, S to Section 7, E to Section 12 and so on until Section 36 is reached in the SE corner. See Fig. 2

CIVIL & CONGRESSIONAL TOWNSHIPS

Civil or Political Township boundaries may not correspond to Townships described by the Public Land Survey System. Civil Townships may follow County boundaries, water features, or other delineations different from the square Congressional Townships defined by the PLSS. Civil Townships may contain all or part of several different Congressional Townships. The light blue areas represent bodies of water.

Sections may be further subdivided into quarter-sections (160 acres) and quarter-quarter sections (40 acres). See Fig. 3 Divisions can also be made by halves and are referred to by N, S, E, or W 1/2. By this method, land can be subdivided and referenced in many ways. Fig. 4 shows several different divisions and their descriptions.

Land descriptions USING METES & BOUNDS Land in the original thirteen colonies, plus Maine, Vermont, Tennessee, Kentucky, Texas, West Virginia, and parts of Ohio were surveyed with the Metes and Bounds surveying system. Areas in northern Ohio (primarily what originally was the Connecticut Western Reserve) were surveyed with an earlier standard, often referred to as Congressional Survey townships, some of which are just five miles (8 km) on each side instead of six. Hence, there are 25 sections per township there, rather than 36. Metes and Bounds descriptions are usually used for odd Shaped Tracts of land that cannot be easily described using the PLSS description. You can describe any tract using Metes and Bounds, but it is simplier to use PLSS, if possible. Metes and Bounds descriptions use angles of direction and distance of travel to describe a bounding line around a tract of land. The description will always begin and end at the same point. When trying to read a Metes and Bounds style land description, do not interpret it in reverse like a PLSS, but rather in the order it is listed.

Angles in a Metes and Bounds description are given in degrees, relating to the compass directions. The four cardinal directions, north, south, east, and west are used and angles in between those directions are given in degrees off of north and south. Figure 5 shows several examples of directions of travel from the center of the circle and how they would be listed in a Metes and Bounds description. Notice that the familiar direction of “southeast” can be shown at “SE or as S45 degrees east.” Figure 6 shows an odd shaped tract of land and how it would be described using Metes and Bounds.
