Following the Dust Bowl in the 1920’s the District Enabling Act of 1937 was born. The Act allowed for the creation of local Soil Conservation Districts within Michigan. This created a system that allowed local citizens to address resource concerns by working closely with the local landowners. On March 27, 1947, in response to soil conservation concerns, agricultural leaders and other landholders of Saginaw County created the Saginaw Conservation District through county referendum. Forming the District enabled the United States Department of Agriculture (USDA) to provide a technical agent to assist private landowners in solving conservation problems. Over the years the Saginaw Conservation District has championed conservation practices in such fields of study as: Agronomy, Forestry, Animal Husbandry, Agriculture, Wildlife and Recreation. The District also provides rental equipment to landowners including tree planters, no-till planters and seed drills. It is the mission of the Saginaw Conservation District to conserve, protect and develop soil, water and other related resources through conservation education, outreach and partnerships. The Saginaw Conservation District is proud to work in partnership with the Hunting Access Program (HAP), the Michigan Agricultural Environmental Assurance Program (MAEAP), the Natural Resources Conservation Service (NRCS), the Department of Natural Resources (DNR) and the National Fish and Wildlife Federation (NFWF). History of
Early Beginnings
The first recorded European visitor was Father Henri Nouvel in 1675, a Jesuit Priest from St. Ignace. From 1675 to 1819, the original residents of the Saginaw area consisted of the Sauk and Chippewa Indian tribes, as well as European fur trappers and traders. In 1819, a permanent settlement was established and families began to arrive in Saginaw. 1819 also saw the treaty of Saginaw signed. Three years later, in 1822, Fort Saginaw was established, only to be abandoned the next year by the military. One year later, in 1824 the Saginaw territory was organized and then attached to Oakland County for judicial purposes. In 1831, Alexis de Tocqueville visited the Saginaw area on horseback. "No sound was heard but the annoying hum of mosquitos and the stamp of our horses' feet… Not a garden spot yet... " were his comments. Saginaw Township (including the entire county and adjacent land) was organized in 1830. A January 28, 1835, act organized Saginaw County (which then included Bay County) as an official county. 1837 saw the first School district organized. It was located on Court St., near the courthouse, which itself was built in 1839. The plot on which the courthouse sits was permanently donated for public use only. In 1850 Norman Little built the plank road from Flint to Saginaw. East Saginaw expanded more rapidly than Saginaw City, which was on the West side of the river. At this time, there was no bridge for easy river crossing.
Timber Boom
The Saginaw County population in 1850 was 2,609. Thirty-four years later, after the timber boom, the 1884 census recorded a whopping 75,813. During that time, East Saginaw (not yet part of Saginaw as it is known today) had grown to incorporate other small villages in the area. These small villages included: Salina; once at Center Avenue and S. Washington, South Saginaw; separated from East Saginaw by Hoyt Park and Webber Avenue and The Village of Florence; South of Genesee Avenue, on the west side of the river. By 1863 Saginaw had its first high school, Central School, located on Court Street. The next year brought the first bridge across Saginaw River, Genesee Bridge (toll bridge). 1882 was the peak year of the Lumber Era: 1,001,274,905 board feet of timber was cut in mills along the Saginaw River. Three years later, there was a strike among workers in sawmills, demanding a 10-hour work day, organized by the Knights of Labor. Eventually, the National Guard was called out to maintain peace. The strike dwindled away, with mill owners gaining control over workers. Salt production flourished during the lumber boom. Waste from the sawmills was used to make salt from brine water. This was no longer profitable after the lumber industry declined. In 1894 Riverside Park opened on Green Point with Merry-go-rounds, roller coasters, balloon ascensions and pavilion dancing, all served by the Union St. Railway. None of these attractions remain today. 'After the Ball' a famous 1890's Waltz was written by a bellhop in the Bancroft Hotel.
The First Half of the 20th Century
The rise of 1899 saw new industries developed after the lumber era. The first sugar beet factory in Saginaw was located at S. Jefferson and Rust. By 1903 Saginaw County had 11 operating coal mines employing 1,500 people. Then, 1905 gave us the first car produced in Saginaw (at N. Washington and 6th Street); the Ranier. Five years later, in 1910 the Argo Electric Car was produced on S. Jefferson Avenue. In 1916 the 'Yale Eight' was produced by Saginaw Motorcar Company. The Lehr was produced by Lehr Motor Co. on River Street. In 1918 'The Peninsular' automobile was produced at Washington and 6th Street. Two trucks were produced in Saginaw in the early 1900’s. The Nelson Brothers Motor Company built special order trucks known as “Jumbo Trucks” and Ruggles Trucks, in Carrollton, produced 1 ½ - 3 ton trucks as well as buses. In 1917 the state of Michigan first ordered Saginaw to build sewage disposal system (other than the river). Later, a court order forced compliance in 1953. To provide drinking water, Saginaw drilled wells and provided pumps. Everyone had to pump and haul drinking water until 1948. In 1927 Saginaw Airport Co. formed the first commercial airfield on Janes Road. From 1928 to 1931 Paramount Aircraft Co. produced planes with pontoons for water landing. They landed test flights on the Saginaw River. In 1933 During the Bank Holiday in the Depression, Morley Brothers loaned money to Saginaw so it could make its payroll. In 1941 and 1942 Tri-City Airport was built by the Federal Government to serve as a pilot training field during WWII. German prisoners were housed in barracks there. The information that is displayed in this Plat Book is published as a guide to landownership in the unincorporated areas of the county. USING THE PUBLIC LAND SURVEY SYSTEM
The Public Land Survey System (PLSS) is a way of subdividing and describing land in most of the United States. The system starts with a principal meridian, which is a north-south line. There are 37 principal meridians in the United States. Each principal meridian has a base line that runs east and west through it. Land is described as being east or west of the principal meridian, and north or south of the base line associated with that meridian. Land is typically divided into 6-mile square townships.Townships are described with reference to their principal meridian and base line.

Example: A township is described by its position in relation to the lines called Base Lines and Principal Meridians. A Township is identified by a Township number based on how far N or S it is from the Base Line, and a Range number based on how far E or W it is from the Principal Meridian. See Fig. 1 - T3N R3W is 3 positions N of the Base Line and 3 positions W of the Principal Meridian. Each Township contains 36 Sections, each a mile square. Sections are numbered by starting in the NE with Section 1, W to Section 6, S to Section 7, E to Section 12 and so on until Section 36 is reached in the SE corner. See Fig. 2

CIVIL & CONGRESSIONAL TOWNSHIPS
Civil or Political Township boundaries may not correspond to Townships described by the Public Land Survey System. Civil Townships may follow County boundaries, water features, or other delineations different from the square Congressional Townships defined by the PLSS. Civil Townships may contain all or part of several different Congressional Townships. The light blue areas represent bodies of water.

Sections may be further subdivided into quarter-sections (160 acres) and quarter-quarter sections (40 acres). See Fig. 3 Divisions can also be made by halves and are referred to by N, S, E, or W 1/2. By this method, land can be subdivided and referenced in many ways. Fig. 4 shows several different divisions and their descriptions.

Land descriptions USING METES & BOUNDS Land in the original thirteen colonies, plus Maine, Vermont, Tennessee, Kentucky, Texas, West Virginia, and parts of Ohio were surveyed with the Metes and Bounds surveying system. Areas in northern Ohio (primarily what originally was the Connecticut Western Reserve) were surveyed with an earlier standard, often referred to as Congressional Survey townships, some of which are just five miles (8 km) on each side instead of six. Hence, there are 25 sections per township there, rather than 36. Metes and Bounds descriptions are usually used for odd Shaped Tracts of land that cannot be easily described using the PLSS description. You can describe any tract using Metes and Bounds, but it is simplier to use PLSS, if possible. Metes and Bounds descriptions use angles of direction and distance of travel to describe a bounding line around a tract of land. The description will always begin and end at the same point. When trying to read a Metes and Bounds style land description, do not interpret it in reverse like a PLSS, but rather in the order it is listed.

Angles in a Metes and Bounds description are given in degrees, relating to the compass directions. The four cardinal directions, north, south, east, and west are used and angles in between those directions are given in degrees off of north and south. Figure 5 shows several examples of directions of travel from the center of the circle and how they would be listed in a Metes and Bounds description. Notice that the familiar direction of “southeast” can be shown at “SE or as S45 degrees east.” Figure 6 shows an odd shaped tract of land and how it would be described using Metes and Bounds. Privately owned land may exist within these dedicated boundaries and is not always subject to public access or use. These lands may or may not be leased by DNR. Look for posted signs which identify lands open or closed to public use and contact the landowner when indicated. Respect private landowners’ rights and do not trespass on privately owned land. Your local DNR can provide additional information.
MERGED PARCELS
In an effort to make our books more useful and easier to read, adjacent parcels with the same land owner are often merged together and displayed as a single parcel. The acreage displayed represents the sum total for all of the merged parcels. Please contact the county assessor/auditor for information regarding the boundaries of individual tax parcels.
