On behalf of the Maritime Association of the Port of New York & New Jersey, welcome to the 32nd Annual International Maritime Hall of Fame Awards. Tonight, we celebrate the leadership, achievement, and dedication of an industry that keeps the world connected. Maritime commerce remains essential to global trade, economic growth, and supply chain reliability.
Over the past year, the maritime sector again demonstrated resilience amid global uncertainty, trade disruptions, and changing market conditions. Ports, carriers, terminals, labor, and logistics partners worked together to keep commerce moving and supply chains strong.
At the same time, our industry continues to invest in the future through modern technology, and smarter port operations. Maritime is also receiving renewed national attention through the Maritime Action Plan, underscoring the importance of all facets of maritime to America’s economic and strategic future.
Created in 1993 by the Board of the Maritime Association, the International Maritime Hall of Fame honors individuals whose accomplishments and vision reflect the highest ideals of our profession.

Chairman, Shipowners Claims Bureau, Inc. (SCB), Manager of the American P&I Club
Joe Hughes has been Chairman of Shipowners Claims Bureau, Inc. (SCB), the New Yorkbased manager of the American P&I Club, for nearly 31 years. He joined SCB in 1995 from London where he was chairman of global marine at Jardine Insurance Brokers, a major Lloyd’s intermediary.
A Liverpool-born Welshman – and now a US citizen – Joe graduated in law from Balliol College, Oxford and was thereafter called to the Bar of England and Wales, serving his pupillage in a leading barristers’ chambers specializing in maritime law. Joe began his marine insurance career at the Steamship Mutual P&I club in 1977, and subsequently worked for the Gard club in both Norway and London before joining Jardine’s.
Since Joe’s arrival at SCB, the American Club has emerged as a full-service insurance provider, offering P&I, and related lines of cover, with a presence throughout the world. SCB affiliates are also active across a broad range of other management and service sectors in the maritime domain.
The immediate past president of the Maritime Association of the Port of New York and New Jersey, Joe is also the chairman of the North American Marine Environment Protection Association (NAMEPA) and immediate past chairman of its international coordinating body, INTERMEPA. A former chairman of the Association of Average Adjusters of the United States, Joe also serves on the board of both the American Club and its Cyprus-based subsidiary, the American Club (Europe). He is also a member of committees of the American Bureau of Shipping and of Lloyd’s Register of Shipping.

Joe was himself an inductee of the International Maritime Hall of Fame in 2011, and was designated by Lloyd’s List as one of the top ten global marine insurance personalities of 2015.

Robert P. Burke Chief Executive Officer Ridgebury Tankers
Bob’s association with the Port of New York and New Jersey began on Long Island in the 1960s and ’70s, where he worked on the fishing and boating docks. His father owned Union Dry Dock, a tug and barge repair business in Hoboken, and both of his grandfathers were involved in NY Harbor —one sailed on Liberty ships out of Brooklyn, while the other owned the now-defunct NY based Shamrock Towing.
With little else to influence his career choice, Bob decided he wanted to own some ships—it sounded like a very cool idea. So he applied to Kings Point and Fort Schuyler. He got into Kings Point by the skin of his teeth, so he packed his sea bag and left hometraveling all the way from the south to the north shore of Long Island.
After graduating, he shipped out as a Third Officer aboard tankers. Not being enamored with endless months at sea, and realizing that sailing in circles was not the fast track to owning ships, Bob figured he had better acquire some business credentials. He had heard that an MBA would be helpful—and that business schools were the institutions that handed them out. Columbia University was apparently more impressed by his interview over a ship-to-shore radio in the middle of a storm than by his grades, so they decided to let him in.
After graduating, he worked for a NY tanker owner, Marine Transport Lines, buying, selling, and chartering ships. Simultaneously, he became involved with his late father’s barge repair facility.
In 1990, he joined GE Capital where he ran their Marine Finance Group. After GE, he co-founded Great Circle, a small private equity firm, which focused on port and infrastructure investments. In 2006 he became CEO of Chembulk Tankers, where he led the acquisition of 19 chemical tankers. In doing so, he became an “owner”—or, more precisely, a fraction of a fractional owner—of a number of ships. Chembulk was sold in early 2008.

In 2010 Bob founded Ridgebury Tankers. Initially funded by Riverstone Holdings, Ridgebury eventually owned 45 tankers involving numerous equity partners. Known as an “asset player,” Ridgebury specialized in buying quality vessels in low markets and later selling them in stronger markets. Ridgebury sold its last tanker in 2024.
Bob and his wife, Lessley, live in Ridgefield, Connecticut. They have two adult children, Lindsley and John.
James A. McNamara Chief of Staff and Director of Public Relations

James A. McNamara has spent more than four decades helping tell the story of the International Longshoremen’s Association and the men and women who keep America’s ports moving. A 44-year communications veteran with the 85,000-member union, Jim was appointed Director of Public Relations in August 1981 by then ILA President Teddy Gleason. Since then, he has overseen public relations and communications for the union through major labor negotiations, industry change, and four international presidencies. In May 2021, ILA President Harold J. Daggett named him Chief of Staff.
Jim’s career in journalism and communications began early. While still in high school, he covered sports for The Franklin Gazette on Long Island. At Iona College, where he earned a bachelor’s degree in Communication Arts in 1977, he served as Sports Editor of the college newspaper and editor-in-chief of the annual yearbook. He later earned a master’s degree in Public Communications from Fordham University in 1981.
Before joining the ILA, Jim worked as a reporter and photographer for the Irish Echo newspaper and later served on the public relations staff of the worldwide Catholic Missionary Office in New York City.
Over the years, Jim has remained deeply involved in union service. A member of ILA Local 824 since 1981, he has represented the local as a delegate to the ILA New York-New Jersey District Council for many years. In 2025, when ILA Local 512 was established to represent staff employees at the International offices and Atlantic Coast District, Jim was elected its first president.
Beyond his communications role, Jim has helped lead one of the union’s most successful charitable efforts. In 1993, he was appointed coordinator of the ILA Children’s Fund Golf Outing, which has since helped raise more than $10 million for children’s charities.
His many honors reflect a lifetime of labor, civic, and community involvement. In 2016, the Irish Echo named him Outstanding Irish-American Labor Leader. He has also been recognized by the Boy Scouts of America, the A. Philip Randolph Institute, and numerous Irish-American organizations.

Jim currently serves on the Executive Board of the International Maritime Hall of Fame Committee and is a member of several civic and professional organizations, including the National Press Club.
A native of Woodside, Queens, Jim lives in Westchester County, New York, with his wife of 49 years, Alice. They are the proud parents of Elizabeth and grandparents of Gabriella, Luke, and Lily.

Captain John W. Murray Chief Executive Officer Canaveral Port Authority
Captain John W. Murray is the CEO of the Canaveral Port Authority with nearly five decades of industry experience spanning vessel operations, liner shipping, logistics and maritime policy. Prior to joining Port Canaveral in 2016, he held senior leadership roles at Hapag-Lloyd USA, CP Ships, and Lykes Bros. Steamship Company.
After graduating from the Maine Maritime Academy, Captain Murray began his career as a third mate at Lykes Bros. Steamship Company, rising through the ranks to master before moving ashore to hold executive positions, including SVP, Operations.
In 1997 he was named VP, Operations for Lykes Lines Limited, a subsidiary of Canadian Pacific Limited. During his eight-year tenure he was part of the CP Ships leadership team that oversaw one of the most transformative consolidation periods in the container shipping industry.
Captain Murray then served as President and CEO of Hapag-Lloyd USA, the U.S.-Flag subsidiary of HapagLloyd AG, one of the top five global container shipping companies where he managed the company’s U.S. Flag fleet and commercial operations.
During his tenure at Port Canaveral, Captain Murray has led with vision and strategic direction that has shaped Port Canaveral into one of the world’s most dynamic and diverse deepwater seaports, elevating the Port’s long-term strategic mission with nearly $1 billion in planned capital improvements and tripling operating revenues to a record $218 million in 2025.
A member of the National Cargo Bureau since 1997, Captain Murray was elected to the American Bureau of Shipping in 2016, and has served on the National Academies of Sciences, Engineering, and Medicine Transportation Research Board. He was a Director with the Steamship Mutual Underwriting Association, Ltd., London, UK from 2004 to 2012, served on the U.S. Transportation Command Executive Working Group and participated in the biannual Department of Defense forum established to regularly interact with commercial ocean carriers supporting U.S. military sealift requirements.

A U.S. Coast Guard licensed captain, he has testified before the U.S. Congress about cargo preference and the importance of the Maritime Security Program to the United States. A lifelong advocate for the Jones Act and a strong U.S. Flag fleet of deep-sea ships, he is a longstanding member of the National Defense Transportation Association, the Navy League of the United States, the Council of American Master Mariners, and the International Propeller Club.

Edward J. (Ted) Tregurtha President and CEO Moran Holdings
Ted is the President and CEO of Moran Holdings, a diverse North American maritime and infrastructure services firm. Ted began his career at Moran in the finance area where he supported new business development projects and led the financial aspects of strategic acquisitions. Subsequently Ted worked as a regional Vice President responsible for Moran’s operations in the Mid-Atlantic region. In 2001 Ted was named the President of Moran, a position he has held since that time. In the intervening years Ted led the organization’s expansion via both organic growth and acquisitions.
In the maritime sector Moran is focused on harbor ship assist services, dedicated services to various LNG terminals, and marine transportation of liquid and dry bulk products via a fleet of tugs and barges. Moran’s non-maritime businesses include an Environmental Services business that provides industrial cleaning, remediation, and emergency response services and a Marine Construction, Diving and Salvage business. The non-maritime businesses support maritime, rail, and industrial sectors. The company operates in 36 U.S. states and has some additional international activities.
Ted is the Chairman and a founding director of the Blue Sky Maritime Coalition, a non-profit, strategic alliance formed in 2021 to accelerate the transition of waterborne transportation in Canada and the United States toward net zero greenhouse gas (GHG) emissions. Ted was previously the Vice-Chairman and has played multiple roles in the organization over the past 5 years. Ted is also a long-time supporter of the Woods Hole Oceanographic Institution and currently
serves on the Executive and Finance Committees of the board of trustees. Previously Ted held positions as Chair of the Audit Committee and subsequently Chair of the Facilities Committee. Woods Hole is a global leader in science and education with a focus on fundamental scientific and engineering research covering all aspects of the global marine environment.

Ted began his business career in commercial banking and technology where he refined his financial and strategy skills.
