Probe launched into Katlehong police shooting!

The SouTh AfriCAn PoliCe SerViCe (SAPS) has started investigations into officers who were on the scene during a shooting of an officer in katlehong, in the City of ekurhuleni.

A video, which has gone viral on social media, shows the fatal shooting of Constable Tshepo Tladi, 35, during an armed robbery at Twala Section, katlehong north on Wednesday, 12 January.

The surveillance footage shows Tladi shooting a rifle at robbers before standing up in his colleague’s line of fire, then collapsing after being shot in the back of the head.

lieutenant General Phahlane added that the police were extremely disturbed by the video footage.

“The insensitivity of the media in circulating a traumatic video of this nature is conspired sensational journalism and unfortunate.

That the late member’s family has been subjected to the trauma of witnessing his death through viral video footage is regrettable and we extend our deepest condolences to them. We will ensure that justice prevails,” Phahlane said.

The Acting national Commissioner of the SAPS, lieutenant General khomotso Phahlane, on Tuesday sanctioned both misconduct and criminal investigations into the incident.

The investigations, which will be done in collaboration with the independent Police investigative Directorate (iPiD), will focus on the members who were on the scene to

ensure that those responsible for the fatal shooting are dealt with accordingly.

An internal investigation is also underway with a view to instituting disciplinary action against any member or members found to have committed an offence or contravened SAPS regulations. Should there be evidence to prove that police members tampered with the scene or that there was any type of a cover-up, lieutenant General Phahlane said there will certainly be judicial consequences.

THE President and CEO of Ford Motor Company Southern Africa, Jeff Nemeth (pictured below), has announced a voluntary safety recall for certain Ford Kuga utility vehicles.

The safety recall is limited to the kuga 1.6-litre model built between December 2012 and february 2014.

The recall of the ford kuga 1.6-litre comes after several reports of vehicles that have caught fire and one which resulted in the death of a man.

“We are now announcing a voluntary safety recall for the affected ford kuga 1.6. our investigation has enabled us to narrow the number … to a total of 4 556 affected vehicles,” nemeth said.

Speaking during a media briefing on Monday, January 16, nemeth told reporters that a total of 39 incidents have been reported to ford.

“With this safety recall, all affected vehicles, including those that have already been checked as part of our maintenance check, must be taken to a ford dealer as soon as possible,” he said.

According to nemeth, the safety recall comprises of two stages.

The first stage involves replacing affected components on the cooling system, verifying and updating the

software as well as conducting an oil leak check on the cylinder. “if any kuga 1.6 owner sees any indication that the engine may be overheating or experiences warnings on the instrument plaster they should pull over as soon as it is safe to do so, switch off the engine and ensure that all occupants are safely out the vehicle. for safety reasons the bonnet must not be opened,” nemeth said.

The second stage of the safety recall will make the cooling system even more robust and is likely to involve further changes and parts on the warning systems. Customers have been warned that there may be instances where dealers may not be able to complete repairing vehicles due to the increased volume of vehicles which could cause a shortage of parts.

“Should there be any delay in fixing the kuga 1.6-litres, owners will receive a courtesy car. Together with our dealers we are working to streamline our processes to ensure minimal inconvenience to our customers. “i want to stress that with the safety action and with the proper maintenance of the cooling system, the kuga 1.6 is safe to drive,” nemeth said.

AS thousands of people flock to ford dealerships throughout the country to get their cars repaired as part of the kuga recall, eagle ford in Bramley (Johannesburg) has given us a sneak peek into the work being done. The severity of the problem — with at least 51 vehicles reported to have spontaneously burst into flames — as we all a delay in announcing the recall seemed to point to a hugely complicated repair.

But eagle ford service manager Cassie du Toit's explanation indicates that it's simpler and faster than expected. it all begins with the customer calling the dealership to book the car in for assessment to ensure that the model is part of the 4,556 being recalled.

"We then check the vehicle identification number (Vin) to see if indeed it does need to be replaced. once we establish that it's part of the affected models we then take it to the workshop to start with the repairs," said Du Toit.

The repair entails changing the coolant bottle and pipes, changing the manner in which the water flows back into the coolant bottle.

forD SouTh AfriCA has been ordered to withdraw or amend a fuel consumption claim following a complaint by a customer to the Advertising Standards Authority of South Africa (ASA).

Claire Ben haim lodged a complaint with the ASA against ford following her use of a ford kuga 1.5 ecoboost Ambiente.

haim said the vehicle’s advertising stated that its fuel consumption was 7 litres per 100km.

She said she was unable to attain fuel consumption that compared with the claimed figure, and her “day-to-day consumption was sitting at 15 litres/100km”.

“The best average she managed was 12 litres per 100km, even after taking the vehicle on the open road as suggested by the sales representative,” said the ASA.

TAXI industry urged to come forward with information on panel vans that are illegally converted into minibus taxis for public transport The Public Protector, Advocate Busisiwe Mkhwebane has called on taxi operators that have knowingly or inadvertently acquired Toyota Quantum panel vans that have allegedly been converted illegally into minibus taxis to approach her office. it has come to the Adv. Mkhwebane’s attention that unscrupulous businesses sell such vehicles to taxi operators in hard cash, as opposed to credit, to evade the stringent measures that are able to detect

and thwart this fraudulent practice “We call on all the affected taxi operators who bought such illegally converted vehicles from 2005 to date to approach the Public Protector’s offices in the provinces and at head office,” she said, adding that the call applies to vehicles that have been bought as new or used cars as well as those that have been acquired through auctions.

Adv. Mkhwebane is currently finalising a report following a systemic investigation into the alleged illegal conversion of the panel vans into mini bus taxis that are used for passenger transport.

The investigation was launched in 2012

following a complaint that the vehicles in question were modified, allegedly, by Manufacturers, importers and Builders (MiBs), and converted into minibus taxis to carry passengers despite not being safe for that purpose. it was alleged that such vehicles did not meet government’s safety regulations, national standards and requirements in respect of specifications and as such, were not legally operating as taxis.

A further allegation was that the taxis concerned contributed to various motor vehicle accidents as they were said to be structurally unsafe and unstable.

NYDA works with RAF to curb road fatalities!

on 10 January 2017, Minister of Transport Ms Dipuo Peters released the preliminary 2016/17 festive season road safety statistics. The statistics project South Africa’s roads as a death trap despite that fact that the country has very good infrastructure when compared to others within the continent, yet year on year road fatalities continue to rise.

The statistics indicate that a total of 1 714 fatalities were recorded, which represents a 5% increase from the previous year. Amongst the total figure driving under the influence of alcohol, failure to wear a seatbelt, using cellular phones while driving, excessive speeding, disregarding road conditions and signs are prevalent causes. Mostly these acts are man-made and call for responsibility from all of us. The majority of drivers understand what is expected of them behind the wheel and choose to ignore their responsibility. Sad to say such behavior has led to lives short-lived and brought grief to many families.

With the department having run campaigns from the beginning of the year until the last days of the festive seasons, we are left to wonder why the results have not turned out differently.

A number of stakeholders have significantly threw in their support in quest to reduce the number of road carnage and fatalities. But the results have not been positive.

Maybe it time that we take the bull by its horn and question the roles we play and individuals. Government with handful of stakeholders cannot achieve road safety alone. People must ask themselves what has been their role in the Arrive Alive campaigns or any other road safety awareness initiative. out of the areas of specific intervention proposed by the Department of Trans-

port, we welcome the strengthening of co-ordination and existing partnerships within government and outside government to maximize the impact of the public education and awareness programmes.

The nyDA has signed a Cooperation Agreement with the road Accident fund (rAf) on a strategic partnership that will see k to achieve the following: • Embark on joint national campaigns for the purpose of promoting road safety with an intention of changing youth road using behavior.

• Collaborate towards imparting requisite defensive driving and basic first aid support to passengers and drivers in cases of emergency or a crash.

• Partner on initiatives that will benefit the young people of South Africa through the rAf. out of this Cooperation Agreement, the following initiatives and projects will be rolled out this year (2017): • Implementation of a National Youth Service project that will see youth volunteers, who will be paid stipends, being trained to fix potholes, erect speed humps in communities as well as doing road markings. This we foresee as a contributor towards reducing road incidents.

• Roll out the Learner Driver Programme funded by rAf which will see young people being assisted to be legal drivers by empowering them with driving skills, knowledge on the legalities of the road as well as obtaining their driver licenses. The recruitment for this initiative has already taken place in the later part of 2016.

• Collaboration in Social Dialogues held in communities that will teach the youth about their responsibility on the road, road safety and the dangers of things such as drunk driving, reckless driving and texting while driving. A total of seven (7) dialogues took place already from August 2016 in six (6) provinces.

This year will see a continuation of

this initiative and partnering with local municipalities. As seen in the statistics released, 40% of the fatalities were passengers and 34% were pedestrians. We that this initiative will have an impact on the young people being more responsible on the road as well as teach their own families and communities to become safe road users.

As the nyDA, we are pleased to note that some of the initiatives that we have started implementing are in line with what Minister Peters has recommended in her statement. over and above the changes in policies and regulations as well as other measures she has recommended, education remains key.

The nyDA also has a partnership with South African Breweries (SAB) and the Department of Trade and industry (DTi) on the you Decide Campaign TV series, which is a comprehensive campaign aimed at tackling the scourge of underage drinking in our country. Drinking and driving or walking on the road is one of the major contributors to road fatalities, we have joined hands to tackle head on one of the biggest challenges that confront our youth and the future of this country, which is alcohol abuse.

We believe that young people should be addicted to education and not alcohol, it should be the book before the bottle for any learner.

This initiative has been running since 2014 and visits various schools around the country. it still remains the responsibility of all South African to adhere to road safety measures as well as the rules and regulations. We need everyone alive in order for us to make moving South Africa forward a reality for all.

Blade Calls for Talks with TVETs!

MiniSTer of higher education and Training Blade nzimande (pictured above) has called on formations representing students at Technical and Vocational education and Training (TVeT) colleges to engage in discussion with his Department and College administrations and to strengthen and renew efforts to resolve their legitimate issues.

Minister nzimande again points to the considerable progress made since the Department of higher education and Training (DheT) took over 50 colleges in the sector less than two years ago.

“TVeT Colleges have been and remain on a continual road to improvement since we unified structures and management,” said the Minister. “nevertheless, we are aware that there is still a way to go until the institutions are at peak performance in terms of delivering on their mandate of empowering young people across the country with the skills and knowledge they require to become useful and active participants in their local economies.

The DheT has been informed by some TVeT College principals that some student formations at their institutions intend taking action over a range of grievances once term starts.

Minister nzimande in this context reiterates both the constitutional right of those wishing to protest to do so peacefully, and the equally important right of those who wish to continue teaching and learning to do so unhindered and without intimidation.

“Bringing the sector into a centrally managed and guided framework was a very important step towards ensuring that we create and sustain real and viable alternatives to a university course for those young

people who want to gain a post school skill, but who may either have not achieved a university pass, or who may not have the inclination to pursue a course of academic study,” said Minister nzimande.

“The DheT inherited a very mixed bag, because some of the provinces had done better than others in ensuring that the sector could at one and the same time be expanded to accommodate the many thousands of previously excluded young people, while ensuring that new entrants received the kind of training and support which could ready them with skills the job market is looking for.” in some places, the Department was still in the process of ensuring that the right procedures are used when processing students, and some institutions need further help to get on track, for example in ensuring that students who qualify also receive their certificates quickly.

“We are determined not to let this situation go on for longer than is absolutely necessary, and we are working with the college authorities and other relevant institutions such as SeTA to rectify any deficiencies,” said Minister nzimande.

“We call on the students representative bodies at the TVeT Colleges to engage with us and their administrations as we together ensure continuing improvement.”

The DheT had demonstrated its very significant commitment to growing and improving the sector, among others through substantial infrastructure investment, the Minister said. in addition, funding for TVeT students via nSfAS has risen dramatically since the DheT was founded ten years ago.

Mzwandile Masina has embarked on an intense programme to create a culture of rapid service delivery in the City.

In the two weeks, ending on the 20th of January 2017, the priority is the Germiston CBD. Concerns have been raised by the Executive Mayor about hijacked buildings being used for illicit activities such as alcohol trading and retail stores simultaneously used as private homes.

Mayor Masina specifically raised concerns about human trafficking. This week alone, a brothel was discovered in Germiston with young women, many who are foreign nationals, being exploited and forced to become sex workers.

“What we discovered happening in the Germiston CBD, is evidence that there is a serious breakdown between law enforcement agencies and the City,”The Mayor raised.

The Ekurhuleni Metro Police Department has been working tirelessly to close down these places used mainly to exploit and abuse women, some even children. A full investigation has been ordered to deal with this growing dereliction. Intervention is required through Law enforcement agencies and relevant Departments such as Home affairs and Social Development.

On January 13, Sasol together with Osizweni Education and Development Centre, its education flagship, hosted its 22nd annual Grade 12 Merit Awards ceremony at the Graceland Hotel in Secunda.

The Sasol Grade 12 Merit Awards recognised the best performing learners in Govan Mbeki, Lekwa and Dipaleseng municipalities. The awards also acknowledged and awarded the best performing teachers and schools in these areas, particularly those who performed well in Mathematics and Science.

The awards are given out to learners who have obtained 3 – 7 distinctions, overall top achievers from quintile 1 -3 schools (non-fee schools) and quintile 4 schools. The best performing teachers and most improved schools also received awards.

A total of 86 learnersreceived Merit Award certificates as well as cash prizes for their outstanding performance.

‘EKURHULENI BUSINESSES MUST ADHERE TO PUBLIC HEALTH BY-LAWS’ - Council

As a result of the promulgation of the Public Health By-Laws on 27 November 2009, certain activities and premises now require Environmental Health Permits.

These include hair dressers, beauty salons, child care services, accommodation establishments such as guesthouses, B&B’s etc as well as offensive trades such as panel beaters, scrap yards and spray painters.

Permits are also required for kennels, catteries and the keeping of poultry.

Furthermore, all food premises must be in possession of a Certificate of Acceptability (COA) which should be clearly displayed for the public according to Regulation R 962 (replacing R918) - Regulations Governing General Hygiene Requirements for Food Premises and the Transport of Food – (23 November 2012), promulgated under the Foodstuffs, Cosmetics and Disinfectants Act, 1972 (Act no 54 of 1972).

There are currently no costs involved with the issuing of such certificates. Food premises should contact their local Environmental Health Practitioner to arrange for an inspection in loco in order to issue a COA. Any person operating a service or business without said permit may be liable for a fine of up to R2000-00. However, note must be taken that such permits get to be issued once the premises are found to be compliant with relevant legislations.

This implies that upon receipt of an application an inspection will be carried out by an Environmental Health Practitioner who will set the requirements to be complied with. It will only be after the set requirements have been complied with that a permits will be issued.

Storm holds off McIlroy for Sa open title!

t has been 10 years since he tasted success as a professional golfer, and Graeme Storm made his second victory as memorable as can be as he defeated world number two rory Mcilroy on the third playoff hole on Sunday in the BMW SA open proudly hosted by the City of ekurhuleni.

The pair was deadlocked on 18-under-par 270 after 72 holes of regulation play, and Storm managed to take advantage of a wayward Mcilroy drive on the third extra trip up the 18th at Glendower Golf Club, making par while the northern irishman was unable to get up and down to lengthen the play-off. “it feels surreal,” said Storm many times in the wake of his victory. “i had a great battle out there with rory. i knew what was going to be coming my way. i knew he’d get off to a

pretty quick start, and i didn’t play my best golf all day. i just tried to hang in as best i could, but to win this trophy and get my name on it is just a dream come true.” he started the day with a three-stroke advantage over Mcilroy, but, as he expected, the four-time major winner got out of the blocks fast with two birdies in the first two holes to close the gap to one. Storm hit back with a birdie of his own on three, but then came the inexorable pressure of Mcilroy pressing for victory.

And it looked to be signed and sealed as Mcilroy birdied 13, Storm bogeyed 14 and the pair traded birdies on 16. Pars on 16, and it seemed that Mcilroy would romp home, ahead by one with two to play.

But an errant tee-shot from Mcilroy on 17 saw him with a horrible lie in the green-

The resultant bogey – and Storm’s calm par, saw matters level going up 18. “it was more difficult playing the 72nd hole than the play-off holes,” said Storm. “in the play-off, i knew what was going to come my way. he was going to hit driver and blast his way up there, as he can and i can’t. i just had to stick to my game plan and hope it goes my way. it looked like i just kept it in the same position, and that’s what i was trying to do.”

By the time the third play-off hole came around, Storm’s consistency was enough: Mcilory pushed his drive far enough right so that a tree branch hindered his swing enough for him to come up short and left of the green. Storm’s birdie putt grazed the hole, Mcilroy’s chip was five feet past the hole, and, when he missed his return putt, Storms tap-in par had proved enough.

“it was a shame for rory that he missed his, and a relief for me,” said Storm. “i would have much preferred to have holed the putt, and i’m sure rory probably thinks the same.”

Mcilroy couldn’t have been more gracious in defeat. “obviously it’s disappointing to finish like that but Graeme has played well all week and what a story it for him,” he said. “he thought he had lost his card at the end of last year and there he is now standing with a trophy in his hands after the first event of 2017. i’m delighted for him.”

Behind that duo, england’s Jordan Smith carded his third consecutive 68 to finish in third, while Dean Burmester birdied the 18th to jump ahead of fellow-South Africans Trevor fisher Jnr and Thomas Aiken to finish in fourth, the leading South African.
