IDP AND BUDGET TABLED FOR COMMUNITY CONSULTATION!

ON April 28, 2016 the budget for the City of Ekurhuleni will be tabled for approval - it will be the last budget tabled for the 2011-2016 term of office.

In line with section 16 of the Municipal Financial Management Act, the draft IDP (Integrated Development Plan) and Budget for the City's 2016/17 - 2018/19 financial period has been tabled for noting by Council.

The IDP is a process through which municipalities prepare a strategic development plan which extends over a five-year period.

It includes the planning, budgeting, resource allocation and decisionmaking processes within the municipality. It also includes the public participation process.

The Gauteng Provincial Legislature officially held its first sitting for this year at the Saul Tsotetsi Sports Complex, where the Premier delivered his keynote, following up on Government’s commitments to the people. This means that members of the public and other interested stakeholders have the chance to comment on the City's draft 2016/17 - 2018/19 IDP and 2016/17 - 2018/19 municipal budget.

To do this, copies of the draft IDP and Budget can be viewed at all pay points and public libraries within the Ekurhuleni areas, or can be viewed on the City's website - www. ekurhuleni.gov.za.

Any interested parties can comment on the documents by: *Completing a comments form at any of the points where the documents are available for viewing; *Filling in the form electronically on the website; or *Email comments to Budgettips@ ekurhuleni.gov.za The Budget Tips campaign runs from 1 - 31 March 2016.

During this month of the Budget Tips campaign public meetings will be held in all customer care areas across the City where the proposed IDP and budget will be presented.

Members of the public will have the opportunity to engage with the City at these meetings as well as make comments on the proposed budget.

THE unwelcome blemish of illegal posters and adverts polluting Ekurhuleni was tackled on Tuesday, 24 February in a joint operation comprising of EMPD, JMPD, TMPD and Mogale City ByLaws Units.

In the entire day, the special operation about 186 illegal posters and adverts were removed; mobile (trailer) adverts as well as motor dealers displaying vehicles beyond their premises were fined and given written warnings.

Businesses are urged to ensure that they apply from Council for stickers to be put on their adverts to avoid removal as they would be illegal.

Indiscriminately placing adverts on traffic lights,

tersections will have expensive repercussions.

Individuals and businesses have made it a free for all affairs by placing adverts anywhere they wish.

Trailers with adverts are placed at intersections without Council approval. Motor dealers display vehicles on sidewalks and obstruct pedestrians who are compelled to encroach onto the roadway.

Three motor dealers were issued with R500 fines.

Owners of trailer adverts were telephoned and instructed to remove their trailers within seven days.

Failure to comply with this order will result in the trailers being confiscated.

BUDGET 2016: A Tough balancing act!

THE 2016 National Budget was tabled under a difficult global economic environment, with South Africa experiencing low economic growth, Finance Minister Pravin Gordhan (pictured) said.

Responding to a question at a post-budget briefing, Minister Gordhan said economic conditions are tough.

“It’s a tough budget. We are finding ourselves in a very difficult global economic environment with lots of doubt on whether the developed world will continue to grow… We’ve seen that currencies of emerging markets have been affected and commodity producers have been affected,” he said.

The budget, tabled in Parliament on February 24, comes at a time when the country is faced with high unemployment levels and slow growth.

“We have our own internal difficulties as South Africa. We’ve been growing too slowly. Our unemployment levels are too high, poverty and inequality levels are also high... Government has, for the last six years or so, been carrying the substantial burden of investing in infrastructure, for example,” he said.

He said the country needs to now come up with new answers.

“At the same time, we’ve borrowed a lot since 2009 in order to sustain, in particular, our social services and invest in infrastructure and the economy more generally. We haven’t grown at the same level as we borrowed,” said Minister Gordhan.

This, he said, means South Africa has to tighten its purse strings.

“This means we have to tighten our belts, tax a little bit more without hurting the economy and cut expenditure within gov-

ernment as well. That’s the balancing act temporarily. I hope that we have to perform it until all of us can put our heads together and say, how do we grow this economy, how do we get more investment, how do we create more jobs?”

The 2016 Budget also made tax proposals that include a personal income tax relief of R5.5 billion, which partially compensates for inflation, focused mainly on lower- and middle-income earners.

In his comments on this, Minister Gordhan said South Africa’s household debt is quite high.

“Indebtedness in South Africa is a serious problem. Unsecured lending at one stage was a serious problem. The message is, we will try to do whatever we can as we have done this time.

Where there are possibilities of

tax relief, we will direct the tax relief at the lower end [of the income bracket]. For example, to mitigate inflation, the money that we’ve put in (R 5.5 billion) is going to lower income brackets,” he said.

The Minister further urged South Africans not to overextend themselves financially.

“Like government, everybody needs to balance their budgets as well until we can get the economy to start growing.”

MZANSI REMINDED TO COLLECT IDS BEFORE LOCAL ELECTIONS!

HOME AFFAIRS Minister Malusi Gigaba recently reminded South Africans, who have applied for their IDs, to collect them so they can register to vote in this year’s local government elections.

The first voter registration drive will be on the weekend of 5 – 6 March.

“We urge all young and first-time voters to register to vote. It is by voting that citizens select the public representatives that best serve their interests.

“South Africans, who do not have IDs, are urged to apply now at their nearest Home Affairs offices and those that have already applied are requested to collect them,” Minister Gigaba said.

All Home Affairs offices will be open from 08:00 to 17:00 on 5 and 6 March to enable those who do not have IDs to apply for them.

“Our officials are ready to deliver services to those who require IDs and temporary identification certificates,” he said.

Temporary identification certificates will be made available on the spot. Both the green bar-coded IDs and Smart ID Cards will be accepted as legal forms of identity for the purposes of voter registration and voting.

Minister Gigaba has instructed his department to relax the policy of the destruction of uncollected IDs and Smart ID Cards for the period covering voter registration and local government elections.

TEAM EKURHULENI RACED ALL THE WAY!

“I was born poor into an underprivileged family, headed by a single mother, but if I die poor then that would only be by choice because I have the power to shape my future,” says Moloi.

This statement was made during the Junior Councillor’s Leadership Workshop hosted by the City of Ekurhuleni in partnership with the SABC Education last Thursday, February 11, at the Germiston Library Auditorium.

The workshop was led by six finalists from the One Day Leader television series who challenged the councillors to get out of their comfort zone and refine the leadership qualities they will require in their leadership journey as councillors and the voice of the youth of Ekurhuleni.

The training focused on the principles of leadership, dealing with and overcoming fear, preparation and delivery of a speech, projects and the importance of punctuality.

Audrey Hutton, a representative from the Department of Education in the Ekurhuleni South District, expressed how beneficial she thought the initiative was for the youths.

“The lessons being taught here are much deeper than we may realise. These learners are being moulded into becoming astonishing leaders. This will boost their confidence and that will not only reflect in their performance at school, but in carrying out their tasks as self-assured leaders,” said Hutton.

The season two winner of the One Day Leader, Ndumiso Hadebe, stated that it was important for them had to impart their knowledge for the future is in the hands of the youth.

He and the other participants share a common goal of unearthing and shaping South Africa’s future leaders which was instilled by the television series.

PREGNANCY AWARENESS DAY CELEBRATED IN RATANDA! Reported by Nhlakanipo J. Sithebe AS much as the little babies need help and support, so do the mothers of these young ones.

The world health calendar urges people to take care of their families and as well their communities.

The Mapepeza reporters experienced the event of giving back to the mothers of the community of Ratanda on Wednesday, February 17 at Ratanda Clinic.

The main program was an educational campaign done by the sisters at the premises and organized by the Health Promoter, Vangile Mathebula.

The program consisted of educational experiences such as healthy lifestyle, healthy eating, personal hygiene, preparation about breast feeding and expressions when working, such as social barriers and responsibilities.

The Ratanda Clinic likes to thank the community of Ratanda for taking part at such campaign for them. They further encourage more people can learn about pregancy before and after having children, so that the infants can be cared for by all who look after them.

Roughly defined, a business is repeatable process. Each of which flows into the next: 1. Discovering what people need or want, then creating it.

2. Attracting attention and building demand for what you’ve created.

3. Turning potential customers into paying customers.

4. Giving your customers what you’ve promised and ensuring that they’re satisfied.

5. Bringing in enough money to keep going and make your effort worthwhile.

It doesn’t matter if you’re a sole trader or a multi-million rand corporation. Take any one of these five factors away, and you don’t have a business—you have something else. A business that doesn’t create value for others is a hobby. A business that doesn’t attract attention is a flop. A business that doesn’t sell the value it creates is a nonprofit. A business that doesn’t deliver what it promises is a scam. A business that doesn’t bring in enough money to keep operating will inevitably close.
